- Description: Boat-based whale watching has been gaining momentum since its inception back in the 1950s. Global trends of the marine leisure activity continue to grow at a rapid rate and the African continent has also joined the marine tourism trend in exploring its marine sector to meet its socio-economic challenges. South Africa as one of Africa’s economic giants has also sought a development approach with a focus on utilising its marine and maritime resources to grow the economy in meeting the domestic development objectives. The South African government through the Operation Phakisa come up with a development strategy to revitalise and explore its marine and maritime sectors to fast-track its growth potential in meeting the local developmental objectives. Plettenberg Bay in the Western Cape of South Africa is well-known for its boat-based whale watching service that offers a great experience for both domestic and foreign tourists and its services form part of the Operation Phakisa programme that is aimed at economic growth and development that is focused especially on the previously disadvantaged majority to ensure that their standards of living improve. Looking into the socio-economic effects of boat-based whale watching on low-income households in Plettenberg Bay, gives meaning to finding linkages through indirect relationships between the marine environment and human lives. This therefore fosters an in-depth understanding of how to address social and economic issues in relation to a resource through the utilisation of available assets to meet sustainable development objectives. The aim of the research study is to find the linkages between boat-based whale watching as an industry with how it relates to building resilience for the low-income households in Plettenberg Bay. The study’s importance will be its ability to inform policy decisions, on adopting knowledge-based adaptive strategies and approaches to finding solutions on building resilience for low-income household through the utilisation of boat-based whale watching as a catalyst for development. The information from the research study can be utilised as a tool to empower low-income households on coastal areas, to become active participants in economic activities that are indirectly linked to boat-based whale watching industry for their own development.

It is an on-going communication, undertaken in partnership between employees and their immediate supervisors. This research study focused on assessing the performance management system as a tool to improve performance in Ngqushwa Local Municipality. - Description: The purpose of this study was to investigate the factors influencing enrolment in rural primary schools in one Circuit in Port St. Johns CMC in OR Tambo Coastal Education District. The literature review looked into each of the following aspects of factors influencing enrolment in rural primary schools: challenges resulting in policy issues, the challenge of infrastructure, other factors that influence enrolment in rural school and strategies to overcome enrolment challenges in rural schools. The study was qualitative in nature and employed case study research design. Convenient sampling was used to select four rural primary schools in one Circuit in Port St. Johns Circuit Management Centre (CMC) in OR Tambo Education District. The principal, one (1) educator, one (1) parent and one (1) learner were purposively selected from each school and this made a total of sixteen (16) participants. Face-to-face individual interviews were conducted to gather data about the views and opinions of the participants. Data were analysed using the interpretational analytical strategies. Themes were drawn from the responses of the participants. The major findings were:When the number of learners decreases, the number of educators is also reduced proportionately as a results educators have to take more subjects.There was a negative effect of the relocation of parents, there was poor quality of teaching and learning, the effect of instability crippled normal functioning of the school, there was poor school management as the schools were hit by having no principals due to internal disputes, there were disruptions of teaching and learning due to instability in rural primary schools. The main recommendations are: Rural primary schools should gradually improve the quality of teaching and learning provisioning and arrest the decline in enrolment;At least each class should have an educator, so that discipline can be maintained in all classes; Given the highly technical nature of the process involved in determining the PPN of schools, the DBE, the Provincial Education Departments as well as educator unions should as a matter of priority engage in a massive campaign to capacitate principals on the application of the PPN and its related formula; An audit into the schools' physical infrastructure be conducted to redress the meaningful pedagogical environment of teaching and learning.

A colorimetric probe for dopamine based on gold nanoparticles-electrospun nanofibre composite

- Description: An easily prepared solid state colorimetric probe for detecting the neurotransmitter dopamine (DA) was developed. The probe, in the form of an electrospun Nylon−6 (N6) nanofibre with embedded un−functionalized gold nanoparticles (UF−AuNPs) produces a clear colour change in the presence of a DA that is detectable by the naked eye. Characterisation of the nanofibre using UV/vis spectroscopy and electron microscopy (TEM) confirmed the formation of the AuNPs in the polymer solution, and that the AuNPs were completely encapsulated within the composite nanofibres before exposure to the analytes. The probe exhibited very high sensitivity towards DA resulting in colour change of the composite fibres from purple to navy blue/black even under low concentrations of DA. The probe was also selective to DA since the colour remained unchanged in the presence of commonly encountered interfering species such as ascorbic acid, uric acid, catechol, epinephrine and norepinephrine. Moreover, the colour change was observed rapid, occurring either immediately on contact with higher concentrations (5 x10−4 M) or within about 3−5 min for the lower concentrations (e.g. 5 x10−7 M). Since this probe does not require the use of any instruments, and is both rapid and stable over time, it can be applied in the field by an inexperienced person.

- Description: The concept of place attachment can assist to integrate relational values into ecosystem service research, and assist us to rethink the notion of benefits in contemporary protected area thinking. We present a case study from South Africa, where the concept of two-dimensional place attachment was used to understand the relationship between a protected area and a land claimant community that now owns part of this protected area but does not have physical access to the land. A place attachment lens helps refocus access to protected areas as cornerstone to long term sustainability of such areas. Such access must be considered in the context of spatially and economically differentiated users, including a focus on trade-offs between such users. Our findings highlight that when communities previously displaced from protected areas respond to offers of ‘benefit sharing’ with demands for access and recognition as land owners, they are asking for a recognition of relational values, and identity, based on close interaction with nature. A place attachment and relational values perspective raises questions about the extent to which traditional conservation practice can accommodate such values, and therefore meet local people’s expectations and remain viable in the long term.

Challenges emanating from non-payment for municipal services in Bitou Municipality

- Description: Local Government has an obligation to provide access to basic services in an economical, effective and efficient manner within their limited financial resources and capacity. However, municipalities are struggling to provide these services because of non-payment by the communities. The non-payment for municipal services dates back to the apartheid regime, where non-payment of services was a means of protesting the apartheid government but that protest is becoming a thorny issue in the current democratic government of South Africa. Municipalities are currently facing increasing challenges with regard to service delivery due to insufficient revenue collection. The South African legislative framework provides for municipalities to collect revenue but it has been shown in this study that municipalities have not been effective in dealing with the revenue collection and as a result, municipalities’ constitutional mandate is in dire straits. Revenue collection needs to be addressed for municipalities to be successful. With the use of qualitative methodology, this study found that the Bitou Municipality is struggling to decrease the current rate of outstanding debt and the attempts undertaken by the municipality to address revenue collection have not yielded the intended results. The study was aimed at identifying the challenges behind non-payment for basic services, identifying the debt and credit control strategies employed by the municipality in revenue collection and their effectiveness or non-effectiveness and assessing the municipality’s methods of credit and debt control. The theoretical data in the study was analysed in order to answer the objectives of the study and the challenges emanating from the non-payment for municipal services in the Bitou Municipality. The study found that non-payment for municipal services is an on-going problem.

- Description: Local Government has an obligation to provide access to basic services in an economical, effective and efficient manner within their limited financial resources and capacity. However, municipalities are struggling to provide these services because of non-payment by the communities. The non-payment for municipal services dates back to the apartheid regime, where non-payment of services was a means of protesting the apartheid government but that protest is becoming a thorny issue in the current democratic government of South Africa. Municipalities are currently facing increasing challenges with regard to service delivery due to insufficient revenue collection. The South African legislative framework provides for municipalities to collect revenue but it has been shown in this study that municipalities have not been effective in dealing with the revenue collection and as a result, municipalities’ constitutional mandate is in dire straits. Revenue collection needs to be addressed for municipalities to be successful. With the use of qualitative methodology, this study found that the Bitou Municipality is struggling to decrease the current rate of outstanding debt and the attempts undertaken by the municipality to address revenue collection have not yielded the intended results. The study was aimed at identifying the challenges behind non-payment for basic services, identifying the debt and credit control strategies employed by the municipality in revenue collection and their effectiveness or non-effectiveness and assessing the municipality’s methods of credit and debt control. The theoretical data in the study was analysed in order to answer the objectives of the study and the challenges emanating from the non-payment for municipal services in the Bitou Municipality. The study found that non-payment for municipal services is an on-going problem.

The article highlights the need for a broadening of literary theory in order to include an appropriate theoretical approach for new South African youth literature. The impact of public libraries in the Eastern Cape Province with reference to three Buffalo City Municipal libraries in King Williams' Town

- Description: The study sought to investigate the impact of public libraries in developing information literacy in libraries in the Eastern Cape Province of South Africa: a case study of Buffalo City Municipality public libraries in King William’s Town. The objectives of the study were to find out how these three libraries in Buffalo City Metro public libraries ensure equity of library and information services provision to the user communities, to find out how public libraries support education and lifelong learning, to identify the challenges that public libraries face in rendering library and information services with reference to the three libraries, and to investigate the role of library professionals in marketing the library services to the community. Both quantitative and qualitative research methodologies were employed in a descriptive survey. The main research instrument was a questionnaire supported by face to face interviews. A total of 297 questionnaires were distributed and 200 were returned giving a response rate of 67.3%. The quantitative data which was collected through questionnaire was presented using graphs and tables, while qualitative was analysed manually by content analysis, using the notes that were taken by the researcher from the respondents during the interview sessions and reported verbatim in some instances. The findings showed that regardless of South African LIS environment having contradictions resulting from years of apartheid, most of the Buffalo City Metro public library patrons indicated that they experienced fair and equitable access to library and information services. In addition to participants’ quantitative responses, the qualitative excerpts from librarians attested to the library having a classification system that allows easy access to library resources. In addition, findings of the study also revealed that the Buffalo City Metro public libraries have a diversity of users, ranging from different age groups and social standing. The results from the current study revealed that the Buffalo City metropolitan public library users have little knowledge about literacy programmes that are taking place in the library. The findings also indicated that the Buffalo City Metro public libraries market library services by word of mouth, posters and notice boards. One of the major findings of the study is that Buffalo City Metro public libraries are faced with financial constraints and that led to a myriad of challenges ranging from inadequate library operating hours; limited information sources; lack of information retrieval training to patrons; internet connectivity issues; xii lack of professional staff and lack of training on the latest technological trends. The study concludes that the Buffalo City Metro public libraries should establish a marketing strategy to motivate for funding. The study recommended that the Buffalo City public libraries should create an integrated system for all libraries in the metromunicipality that encourages adult literacy programme to raise awareness of information literacy.

The acoustic niche and conservation status of the recently described Hogsback caco, Cacosternum thorini (Amphibia: Pyxicephalidae), Hogsback, Eastern Cape, South Africa

- Description: Animals may compete for acoustic space (acoustic niche) in the same way they do for habitat space. The most intense competition involves individuals with the most similar resource requirements (i.e. conspecifics), but if competition is interspecific, then mate recognition must occur both within and between species. The coexistence of the bronze caco (Cacosternum nanum) and the Hogsback caco (C. thorini) in the Tor Doone area of Hogsback could be interpreted as a result of past competition, which drove acoustic partitioning by means of the evolution of specific calls that do not overlap in frequency. Frogs are known to coexist well with other frog species because of their highly specific advertisement calls, which differ even between closely related species. One of the main aims of the project was to record and provide a description of the call of the recently described Hogsback caco, C. thorini. I identified 30 calling males and recorded each for 10 min in February 2016, yielding a total of 235 calls. Summary values for the calls include duration of 40 ± 14 ms, with 16 ± 5 pulses produced at a pulse-rate of 46 ± 21 s-1 and a mean dominant frequency of 4.19 ± 0.58 kHz. The call of C. thorini differs from those of all other cacos, by its incremental structure (increased number of pulses within consecutive units). My second goal was to use playbacks to investigate the preferred habitat of C. thorini and to compare it with that of C. nanum. I conducted experiments to measure the propagation of C. thorini and C. nanum calls in three different habitats (C. thorini habitat, C. nanum habitat, and grassland with no water bodies). Finally, I investigated the effect of drought and flood on the pools used by males as calling sites, using a buried basin to which I added water in 10 litre aliquots. The optimal water level for call propagation in the artificial pools was half-full. Using playbacks, I tested whether the two species responded to each other’s calls. - Description: Animals may compete for acoustic space (acoustic niche) in the same way they do for habitat space. The most intense competition involves individuals with the most similar resource requirements (i.e. conspecifics), but if competition is interspecific, then mate recognition must occur both within and between species. The coexistence of the bronze caco (Cacosternum nanum) and the Hogsback caco (C. thorini) in the Tor Doone area of Hogsback could be interpreted as a result of past competition, which drove acoustic partitioning by means of the evolution of specific calls that do not overlap in frequency. Frogs are known to coexist well with other frog species because of their highly specific advertisement calls, which differ even between closely related species. One of the main aims of the project was to record and provide a description of the call of the recently described Hogsback caco, C. thorini. I identified 30 calling males and recorded each for 10 min in February 2016, yielding a total of 235 calls. Summary values for the calls include duration of 40 ± 14 ms, with 16 ± 5 pulses produced at a pulse-rate of 46 ± 21 s-1 and a mean dominant frequency of 4.19 ± 0.58 kHz. The call of C. thorini differs from those of all other cacos, by its incremental structure (increased number of pulses within consecutive units). My second goal was to use playbacks to investigate the preferred habitat of C. thorini and to compare it with that of C. nanum. I conducted experiments to measure the propagation of C. thorini and C. nanum calls in three different habitats (C. thorini habitat, C. nanum habitat, and grassland with no water bodies). Finally, I investigated the effect of drought and flood on the pools used by males as calling sites, using a buried basin to which I added water in 10 litre aliquots. The optimal water level for call propagation in the artificial pools was half-full. Using playbacks, I tested whether the two species responded to each other’s calls. - Description: This thesis investigates aspects of the diversity, abundance and biology of the fish species inhabiting Mnjoli Dam, an irrigation dam that is located in the rural lowveld region of Swaziland. Specific objectives for this thesis were: to determine the fish species present and select three principal species based on their abundance; to investigate the relative abundance and distribution of the three selected species; and to describe key population parameters, such as growth, maturity, reproductive seasonality and mortality. The three dominant species were selected on their fisheries potential. These were Marcusenius pongolensis, Oreochromis mossambicus and Schilbe intermedius. Marcusenius pongolensis was the most abundant species in terms of both catch per unit effort and mass. Catch rates were shown to vary according to habitat type. Age and growth parameters were obtained from sectioned otoliths. Marginal zone analysis showed that annulus formation occurred in winter for all three species. The maximum-recorded ages were 8, 6 and 8 for M. pongolensis, O. mossambicus and S. intermedius, respectively. Growth for the three species was best described by the three parameter von Bertalanffy growth model as Lt = 1.88.67(1- exp⁻¹·⁴⁸⁽t⁺°·⁶⁷⁾) mm FL for M. pongolensis; Lt = 226.83(1- exp⁻°·⁴⁽t⁺²·°²⁾) mm TL for O. mossambicus and Lt = 214.59(1- exp⁻°·⁶°⁽t⁺¹·²°⁾) mm FL for S. intermedius. Sexual maturity was estimated for male and female M. pongolensis at 134 mm FL and 119 mm FL, respectively. Oreochromis mossambicus matured at 239 mm TL and S. intermedius at 205 mm FL. Two spawning peaks for M. pongolensis and S. intermedius were observed, one at the onset of summer (November) and the second at the beginning of autumn (February-March). Oreochromis mossambicus also exhibited two spawning peaks, one in spring (September) and the second in autumn (February –March). Mean mortality rate (Z), estimated using catch curve analysis was 0.77 year⁻¹ for M. pongolensis, 0.49 year⁻¹ for O. mossambicus and 0.79 year⁻¹ for S. intermedius. Natural mortality was assumed to be equal to Z since there is no fishery activity at the dam. Size specific selectivity curves were developed for each species. Of all the mesh sizes used, the 44 mm mesh size net had the highest catch rates in terms of numbers for M. pongolensis and S. intermedius. The 75mm mesh caught the highest catch rates for O. mossambicus. . The 44mm and 75 mm meshes seem to be the most suitable mesh sizes for harvesting the candidate species. It is concluded that no commercial fishery should be established on the dam, yet a small subsistence fishery could be a possible option. Management options such as input controls, open and closed seasons and areas and minimum sizes are discussed.

The influence of Educational Levels of the Parent School Governing Body Component on their participation in school governance

In South Africa, the legislation affords parents numerical majority representation. Strategic positions, such as chairperson and treasurer are assigned to a parent. This aims at affording parents an opportunity to influence school level decisions. However, the extent to which the parent component of SGBs participates meaningfully is consistently questioned, some researchers suspecting parents’ levels of education to negatively influence their quality of participation. Hence this study investigated the influence of Educational Levels of the SGB parent component on their school governance participation, especially in rural primary schools of Buffalo City Metro Education District. This study used Mixed Methods Research Design within Pragmatic Paradigm, using Arstein’s Ladder of Participation as Theoretical Framework. The researcher used a questionnaire as a tool to collect quantitative data and Key Informant Interview (KII) to collect qualitative data. Fourty two (42) parents serving as SGB members in the rural areas of the Buffalo City Metro Education District, ten (10) SGB parent members participated in the interview session. Quantitatively, there is a significant positive relationship between educational attainments of the parents in SGBs and their participation in the appointment of school staff (r = 0.61; p<0.05); there is also a significant positive relationship between educational attainments of the parents in SGBs and their participation in purchasing textbooks and materials for the school (r = 0.73; p<0.05). At face value the qualitative finding seems to agree with quantitative findings regarding the influence of educational level to their partcipation. It becomes moral complex as deeper analysis occured. For instance, some parent SGB members did not participate in roles such as recommending educators and non-teaching staff and the purchasing of school LTSM, not necessarily due to the educational levels. Instead it was because of their rejection of teacher attitude. Also, the parents seemed to reject English, the language used during SGB meetings. Even though the study did not explicitly link educational levels of parent SGB members with their participation. This study recommends that SASA unambiguously determines minimum educational levels, skills, knowledge for parent SGB membership. This study further recommends that SASA embraces explicitly Ubuntu principle in its definition of a parent, to include community members with appropriate minimum educational levels and skills, for participation.
