- Description: The study Assess the role of Cooperatives in Poverty Alleviation in the Eastern Cape Case Study of Amathole District Municipality how cooperatives are conducted in the Amathole District Municipality and establishes the perceptions of staff and members of the public about the service rendered by the municipality, and developing the mechanisms that can be used to identify cooperatives activities and how to improve the services rendered by the municipality, and if there are any challenges, they must be resolved. The research was also to look at how the support from government and other government agencies are used to enhance the cooperatives governance. Lastly, the research was to find the best model for cooperative development and what needs to be done to enhance the capacity of the cooperatives. The literature indicates that staff must be equipped with necessary skills; however it is evident that training and development is essential for the members of the cooperative. Questionnaires and interviews were used as a method of collecting data from the respondents. In this study, both qualitative and quantitative methods were used to analyse the data. The research assumption was that cooperative development is a viable tool for economic development of the rural areas. This can help many South Africans and many communities come out of poverty. However, there are limitations that were caused by the inability of government to co-ordinate cooperative development. Despite the role that cooperatives play in South Africa, cooperatives still experience a number of challenges. These challenges are, amongst others, lack of access to finance, lack of access to market, lack of business skills, lack of infrastructural facilities and lack of knowledge about the cooperative. In view of the challenges facing the cooperatives, the government instituted a number of state departments and parastatals for funding and other necessary support. These are DTI, DEDEA (in the Eastern Cape), ECDC, South African Development Agency (SEDA), Department of Labour and municipalities. The objectives of these support institutions are to provide necessary support needed by cooperatives and to ensure that cooperative development is sustainable.

Food insecurity in the Eastern Cape Province is attributed to the fact that agriculture, the mainstay of the rural economy is no longer given the value that it should carry, does not help the situation. Despite much research on food (in) security in South Africa, the link between poverty and household food security is not at all clear. This study seeks to fill this gap specifically by looking at the linkages in the main between food security and poverty especially in the community level. Amidst the various programmes and initiatives that are in place in South Africa, there is continual prevalence of food insecurity facing the majority of South African households. The major aim of this study was therefore to examine the impact of one of these programmes, the Zanyokwe irrigation scheme in enhancing food security not only for the farmers but also for the surrounding communities. This study adopted a qualitative approach to research. The study unearthed that even though Zanyokwe irrigation scheme has played an indispensable role in enhancing food security for the smallholder farmers and the community at large challenges such as market challenges, road infrastructural issues, land tenure issues, lack of proper coordination amongst the farmers as well as farmer empowerment are a major limitation to the growth of the irrigation scheme and the farmers. Thus, the study recommended that farmer support services, training, agriculture subsidies, improved infrastructure as well as addressing market related challenges will go a long way in reducing the plight of the Zanyokwe farmers as well as enhancing food security

Source: Demarcation Board (www.demarcation.org.za),03 April 2009. The Province is made up of seven district municipalities which includes the following; Nelson Mandela Bay Metropolitan Municipality, Cacadu, Amathole, Chris Hani, Ukhahlamba, OR Tambo, Alfred Ndzo. It is comprised of seven local municipalities which are King Sabata Dalindyebo, Nyandeni, Qaukeni, Mbizana, Mhlontlo, Port St John’s, and Ntabankulu. Eastern Cape, according to Bradshaw Debbie et al (2000;4) has the second highest poverty levels in South Africa (47percent of households below the poverty line, which is based on imputed monthly expenditure of R800 or less) (SSA, 2000b), combined with the highest provincial unemployment rate (55 percent) in the country (SSA, 2003). This province is characterised by inequitable growth and development. As mentioned above, it has a high level of poverty. For this reason, strategies like Income generating projects (IGPs) have been formulated to address the need for improved livelihoods, better skills and self employment opportunities. Income generating project as a concept is a convincing strategy when looked at a distance however there is a need to evaluate the impact of Income generating projects (IGPs) through a scientific study to determine the evidence of speculations that Income generating projects are claimed to improve and sustain livelihoods of our people. In the light of the aforesaid, the researcher has endeavoured and undertaken a study on the evaluation of income generating projects. This was done to determine the extent to which income generating projects (IGPs) as a mechanism to alleviate poverty address this problem of poverty. Due to the broadness of the concept of the problem and the extensive nature of the geographical area of the Eastern Cape, the study was exclusively focused on the agricultural projects of Ilinge and Machibini Project in Lukhanji Local Municipality. For the purpose of this study, a combined method approach was used. In other words, the study applied both quantitative and qualitative research design in an attempt to gain an indepth understanding of the problem investigated. Both questionnaire and interviews were employed during gathering of data of the study and participants were project members, project leader and key informants as contributing builders and mangers of the projects. Findings revealed that there is lack of sustainability on income generating projects as the projects studied lost a high number of project members with a common complaint of lack of income to sustain project members during their membership on the income generating projects (IGPs). Lack of skills is considered to be a crucial contributing factor as one other project complained of total lack of training of project members.

- Description: The study investigates whether government-sponsored community development projects in the township of Mdantsane, Buffalo City Metropolitan Municipality, South Africa, have achieved the intended goal of alleviating poverty among the beneficiaries. The specific outcomes of poverty alleviation are: improved income, acquisition of new skills, reduced dependence on welfare grants. Four urban farming projects were selected, namely: Buffalo City Organic Producers, Sakhisizwe Nursery, Lusindiso Farmer’s Trading Co-operative and Mbombela Co-operative. Focus group discussions and a mini survey were conducted with project beneficiaries, while relevant government officials were interviewed. Conceptual insights were drawn from community development theory. The findings showed that the broader context within which the projects occurred was characterised by a pro-poor social policy, relative availability of resources with which to translate it into action, and a measure of entrepreneurial potential amongst community members. However, while one of the projects showed some promise (in the sense that beneficiaries acquired new skills and had a generally positive attitude despite not enjoying any improved income status), all the others appeared doomed and trapped in dynamics such as: excessive government control of the management of the initiatives, ineffective project monitoring, and the mischaracterisation of the initiatives by both the government and the beneficiaries. A distorted sense of ownership and perverse community participation seemed to prevail, which in turn robbed the initiatives of their poverty alleviation potential. The study thus concluded that specific benefactor-beneficiary dynamics are crucial for the success of a given anti-poverty intervention. A robust pro-poor social policy, availability of resources with which to translate it into action, and local entrepreneurial potential do not in themselves bring about success; they must operate in a certain way and be undergirded by certain principles for them to become a powerful mechanism for alleviating poverty. It is against this background that the researcher offers some recommendations.

There are eight local municipalities within the CHDM. The objective of this study is to determine whether systems are in place in local government to promote participation by communities in service delivery projects and whether these systems are being utilised efficiently by the role-players concerned. The role-players in this research are people who are involved in community development programmes of the municipality (municipal staff in the relevant departments of the municipalities under study, the social facilitators, civil society organisations, ward committees, ward councillors, traditional authorities as well as the representatives of communities (Project Steering Committees) who are beneficiaries of the projects under study). The projects that are under study were selected from a readily available list of CHDM capital projects that appear in the 2003/2004 financial year funding plan and are running. The findings of the study at both levels (local and district) show that the municipal environment is not conducive to promoting community participation. This is linked to factors such as the structural arrangements, whereby the offices relevant for promoting community participation are not fully occupied, which provided evidence that community participation is not prioritised. There is lack of coordination of programmes within the local government spheres as well within departments of the DM and strategies for community participation have been found to be non-effective. At project level lack of community participation is linked to the utilisation of ward committees as the only mechanism for community participation regardless of its un-equal and party biased representation. This study therefore concludes that although the systems to promote community participation are in place, they are not effective.

The projects that are under study were selected from a readily available list of CHDM capital projects that appear in the 2003/2004 financial year funding plan and are running. The findings of the study at both levels (local and district) show that the municipal environment is not conducive to promoting community participation. This is linked to factors such as the structural arrangements, whereby the offices relevant for promoting community participation are not fully occupied, which provided evidence that community participation is not prioritised. There is lack of coordination of programmes within the local government spheres as well within departments of the DM and strategies for community participation have been found to be non-effective. At project level lack of community participation is linked to the utilisation of ward committees as the only mechanism for community participation regardless of its un-equal and party biased representation. This study therefore concludes that although the systems to promote community participation are in place, they are not effective.

Machete (2004) stresses that high levels of poverty are visible in the rural areas and the large proportions of the people who are poor in South Africa are found in the rural areas. It is widely accepted that small-scale agriculture plays a vital role in and contributes substantially to socio-economic life of people living in the rural areas and is one of the strategies most suited to combat poverty for the majority of the people in the rural areas. This study explored the challenges that limit the effective use of land for subsistence agriculture as a strategy for poverty alleviation at Mpongo and Twecwana villages in Tsholomnqa. The study adopted a qualitative approach in order to get in-depth understanding of the challenges as experienced by the participants. The sample comprised of fifteen (15) subsistence farmers and three (3) extension officers from the department of agriculture. The data was collected from the participants through the focus group technique with an interview schedule containing open ended questions. The findings of the study indicated that the communities lack capital such as money, machinery, labour and other resources needed to pursue agricultural livelihoods. The findings also showed that agricultural infrastructure such as dams, rivers, fencing have deteriorated. Machete (2004, p.8) concurring with Pote (2008) says “inadequate physical infrastructure in the rural areas, particular in the former homeland areas remains a major obstacle to smallholder agricultural growth in South Africa”. In the two villages the situation is worsened by a total lack of irrigation scheme development. These communities rely entirely on seasonal and natural rainfall for their crops to be cultivated and grown. It was also found that the introduction of state grants contributed for the rural communities to do way with their traditional socio-economic agricultural livelihoods. The end results were for food production from gardens and communal fields come to a total collapse in many communities in the rural areas. The findings also show that youth is less interested to participate and pursue agricultural based activities in the rural areas. Williams et al (2008) claim that young people are unwilling to pursue agricultural studies as career of choice because of negative image attached to it. Many youths regard agriculture as an activity which belongs to adult and ordinary people. Drought was also cited as the worst natural disaster that has threatened the already disadvantaged small scale agriculture in these rural areas. These deficiencies have rendered subsistence agricultural centred activities to a total collapse.

- Description: The aim of this study was to examine the effectiveness of a capacity development programme initiated by the Department of Economic Development and Environmental Affairs (DEDEA) as a mechanism to enhance the performance of the employees in order to improve service delivery to the people of the Eastern Cape. The public service is enjoined by the Constitution to provide services that citizens need, and for this reason it is in need of educated, trained and professional public servants, especially in the technical, professional and managerial categories. The department also recognized the potential of public–private partnerships (PPPs) to improve performance in the areas of transformation and service delivery, and that it required investments aimed at developing and strengthening public management capacity. However, the effectiveness of the PPP as a mechanism for capacity development, remained unknown. The literature reviewed overwhelmingly supported the assertion that human capital development is critical for performance in the public service. The review also highlighted the importance of partnerships, especially the role of the private sector in the area of capacity development, advancing the argument that PPPs should be pursued in order to leverage ideas, resources, and capabilities to achieve public service goals. Various research tools, namely interviews, questionnaires and document analysis were used to conduct the study. Data collected and analysed provided empirical evidence of improved performance of both the individual managers and the department in the functional areas of financial governance and management; programme and project management; as well as ethics and professionalism. It suggested a strong correlation between training, capacity development and service delivery. This research found the DEDEA/National Business Initiative (NBI) PPP initiative, as a capacity development mechanism to enhance the performance of the department‟s employees, effective. On strength of the overwhelming evidence gathered through this research, it strongly recommends that the programme be rolled out to other employees.

Qualitative data were gathered by means of audio-recorded focus groups, utilising semi-structured interviews. Tesch`s method was used to analyse the data, while Guba`s guidelines were used to enhance the trustworthiness of the research. Focus group interviews with community development workers revealed seven common themes in the experience of working in the HIV/AIDS organisation: (a) participants’ understanding of wellness; (b) organisational factors that impact on wellness; (c) personal factors that impact on wellness; (d) family and community factors that impact on wellness; (e) participants’ wellness; (f) personal coping strategies; and (g) suggestions regarding organisational strategies to enhance employee wellness. It is envisaged that the research findings of this study will be used in future to direct interventions that will be beneficial for the short and long term planning for the wellness of the community development workers of the HIV/AIDS organisation and those around them. It was recommended that the organisation was to develop a workplace wellness programme, increase management support towards the staff wellness and to increase the staff capacity.

As a woman who grew up in the rural areas for most of my life, I have witnessed the problems in most of the rural development projects. I have first ‐ hand experience of how the unavailability of these projects has affected the rural communities at large, at the same time, I have witnessed how those who have managed to get some of these projects started have benefitted more ways than one way in these rural development projects. Some of these projects have become a success and some have failed dismally. What contributed to the success or failure of these very important projects needs to be examined. More importantly, the level of community participation needs to be evaluated. Relatively few studies have been conducted to evaluate community participation in rural development projects. Some, if not most of the remote villages in the Eastern Cape Province are still without those basic necessities the government has promised, such as the building of houses and provision of clean water. Another sad story is that not enough is done to educate and empower rural communities about their basic rights and needs. Hence, one of the focal points to the study is to scrutinize the level of participation of the community, as some may be suffering from ignorance, apathy and lack of motivation. to scrutinize their level of participation (community participation). - Description: In recent years, immense effort has been channelled towards the Information and Technological development of rural areas. To support this development, telecommunication networks have been deployed. The availability of these telecommunication networks is expected to improve the way people share ideas and communicate locally and globally, reducing limiting factors like distance through the use of the Internet. The major problem for these networks is that very few of them have managed to stay in operation over long periods of time. One of the major causes of this failure is the lack of proper monitoring and management as, in some cases, administrators are located far away from the network site. Other factors that contribute to the frequent failure of these networks are lack of proper infrastructure, lack of a constant power supply and other environmental issues. A telecommunication network was deployed for the people of Dwesa by the Siyakhula Living Lab project. During this research project, frequent visits were made to the site and network users were informally interviewed in order to gain insight into the network challenges. Based on the challenges, different network monitoring systems and other solutions were deployed on the network. This thesis analyses the problems encountered and presents possible and affordable solutions that were implemented on the network. This was done to improve the network‟s reliability, availability and manageability whilst exploring possible and practical ways in which the connectivity of the deployed telecommunication network can be maintained. - Description: In recent years, immense effort has been channelled towards the Information and Technological development of rural areas. To support this development, telecommunication networks have been deployed. The availability of these telecommunication networks is expected to improve the way people share ideas and communicate locally and globally, reducing limiting factors like distance through the use of the Internet. The major problem for these networks is that very few of them have managed to stay in operation over long periods of time. One of the major causes of this failure is the lack of proper monitoring and management as, in some cases, administrators are located far away from the network site. Other factors that contribute to the frequent failure of these networks are lack of proper infrastructure, lack of a constant power supply and other environmental issues. A telecommunication network was deployed for the people of Dwesa by the Siyakhula Living Lab project. During this research project, frequent visits were made to the site and network users were informally interviewed in order to gain insight into the network challenges. Based on the challenges, different network monitoring systems and other solutions were deployed on the network. This thesis analyses the problems encountered and presents possible and affordable solutions that were implemented on the network. This was done to improve the network‟s reliability, availability and manageability whilst exploring possible and practical ways in which the connectivity of the deployed telecommunication network can be maintained. As developing nations pin their hopes to wireless technologies, cost models for wireless communication networks are becoming vital to support the emerging technologies. However, varying cost changes raise critical challenges to the estimation of both capital expenditure and operational expenditure. The network deployment process has numerous events that may cause adjustments to initially estimated project costs. These adjustments are necessary for a cost management plan and this plan includes monitoring cost performance and ensuring that only appropriate changes are made to the network project. The incidents that may cause cost changes can not be entirely predicted as their distribution tend to change dynamically from time to time. Estimating network deployment costs in such a dynamic environment necessitates cost models that can adapt to random occurrence of cost changes. Widely used cost models are usually performed by experienced personnel whose engineering experience is derived from deploying similar networks. In this approach experienced personnel add a certain percentage to the cost estimate to cater for contingency costs. Certainly such an approach depends on individual opinion, making it subjective and void of mathematical estimating relationships which are of paramount importance in ensuring that estimated deployment costs are sufficient to deal with cost uncertainties. We observe that existing approaches can only explore a limited solution space and hence can lead to cost overruns if implemented in dynamically cost changing environments. This thesis presents a wireless communication network deployment cost model that incorporates uncertainties into the final cost estimate. The model is adaptive to unpredictable cost changes since it allows adjustments of confidence levels when calculating contingency costs. This allows dynamically updating the cost changes without the cost model being reconstructed from scratch. We make use of the Poisson process in modeling the occurrence of incidents that are responsible for causing cost changes during network deployment. We also show that the occurrence of the incidents causing cost change are random and tend to follow the Poisson distribution. Using different levels of confidence we model various cost contingencies and make sensitivity analyses to identify the probability of cost overrun when given different contingencies. The dynamic adaptive cost model can be used either at the strategic level to understand the cost of a particular technique or at the operational level, as a way to show how Poisson process in network deployment can compare with engineering experience and other estimating techniques. We believe that the model is useful for remote areas where deployment costs are volatile and the distribution of incidents causing cost change to original cost estimates are diverse and dynamically changing. Further we expect that our research improves the knowledge base of information about the costs for rural communities to connect to the Internet, consequently providing useful input to future policy debates. This work is further poised to be a utility function to help those planning internet infrastructure deployments in least developed regions.

- Description: One of the factors that contribute towards slow rural development is the presence of the digital divide. An area where the digital divide is still prevalent is the administration of justice within traditional contexts. One of the areas affected by this problem is the Dwesa rural community, situated on the Wild Coast of the former homeland of Transkei, in the Eastern Cape Province of South Africa. To address this problem for the Dwesa community, a research project on developing and implementing an e-Judiciary service was undertaken. The primary objective of this project was to develop a web application to support traditional justice administration in the Dwesa community. Due to the lack of a proper legal environment in this community, the e-Judiciary service acts as a portal for safe-keeping of judicial information. Such a system also serves as a platform for the administration of minor offences that are solved by the traditional courts. Furthermore, it provides a better working environment for traditional judicial leaders and eliminates the difficulty of accessing legal information by the rest of the community. Through the availability and use of the service, community members are provided with understanding and knowledge about judiciary operations and services in their community.

Due to literacy challenges and user accessibility problems in rural communities, it is often difficult to design user interfaces that conform to the capabilities and cultural experiences of low-literacy rural community users. Rural community users are technologically illiterate and lack the knowledge of the potential of information and communication technologies. In order to embrace new technology, users will need to perceive the user interface and application as useful and easy to interact with. This requires proper understanding of the users and their socio-cultural environment. This will enable the interfaces and interactions to conform to their behaviours, motivations as well as cultural experiences and preferences and thus enhance usability and user experience. Mobile phones have the potential to increase access to information and provide a platform for economic development in rural communities. Rural communities have economic potential in terms of agriculture and micro-enterprises. Information technology can be used to enhance socio-economic activities and improve rural livelihood. We conducted a study to design user interfaces for a mobile commerce application for micro-entrepreneurs in a rural community in South Africa. The aim of the study was to design mobile interfaces and interaction techniques that are easy to use and meet the cultural preferences and experiences of users who have little to no previous experience of mobile commerce technology. And also to explore the potentials of information technologies rural community users, and bring mobile added value services to rural micro-entrepreneurs. We applied a user-centred design approach in Dwesa community and used qualitative and quantitative research methods to collect data for the design of the user interfaces (graphic user interface and voice user interface) and mobile commerce application. We identified and used several interface elements to design and finally evaluate the graphical user interface. The statistics analysis of the evaluation results show that the users in the community have positive perception of the usefulness of the application, the ease of use and intention to use the application. Community users with no prior experience with this technology were able to learn and understand the interface, recorded minimum errors and a high level of v precision during task performance when they interacted with the shop-owner graphic user interface. The voice user interface designed in this study consists of two flavours (dual tone multi-frequency input and voice input) for rural users. The evaluation results show that community users recorded higher tasks successes and minimum errors with the dual tone multi-frequency input interface than the voice only input interface. Also, a higher percentage of users prefer the dual tone multi-frequency input interface. The t-Test statistical analysis performed on the tasks completion times and error rate show that there was significant statistical difference between the dual tone multi-frequency input interface and the voice input interface. The interfaces were easy to learn, understand and use. Properly designed user interfaces that meet the experience and capabilities of low-literacy users in rural areas will improve usability and users‟ experiences. Adaptation of interfaces to users‟ culture and preferences will enhance information services accessibility among different user groups in different regions. This will promote technology acceptance in rural communities for socio-economic benefits. The user interfaces presented in this study can be adapted to different cultures to provide similar services for marginalised communities in developing countries

- Description: This study examines how well the Mgwalana Traditional Authority (MTA) is performing its role of governing and developing its area and the municipal area of Nkonkobe in the Province of the Eastern Cape. The Chief of the MTA is one of the 2400 traditional leaders in South Africa who are responsible for giving leadership and development services to approximately 16 million people living in the rural areas. This study tries to find answers to two research questions: 1) What role does the Mgwalana traditional council play in governance and development? 2) Has the South African government managed to add traditional leadership to the local government structures? The study shows that the MTA is finding it difficult to do much socio-economic development because the Nkonkobe Local Municipality considers governance and development as its own role, and the traditional leadership is supposed to join only in customary and cultural activities. The research concludes that these two bodies could move out of the cross-road if they were to follow the Traditional Leadership and Governance Framework Act, 2003 (Act 41 of 2003), and if the municipality were to work with local stakeholders, including the MTA, to achieve the goals for local government laid down in section 152 of the Constitution of the Republic of South Africa, 1996.

- Description: This thesis is an assessment of the experience of small town local economic development in four towns namely Graaff-Reinet, Somerset East, Aberdeen and Pearston situated in the Eastern Cape Midlands, South Africa. It aims firstly to provide a critical overview of these selected small town economies before evaluating their local responses to the changing economic climate. The study is contextualized within the framework of locality development and emphasizes the heterogeneity of small towns with regards to physical, socio-economic, demographic and historical elements. From this, the original economic reasons for existence of these small towns are ascertained and then the major changes that occurred are identified. Amongst other aspects, the changes in the agricultural sector, the demographic changes particularly with regard to the significant increase in the urban population and the fluctuations in the quantity and types of businesses have all played a part in transforming the small towns' economies. As a result of these changes and many external driving forces such as changes in the regional and national economy, there are many severe challenges facing these small towns especially regarding the high unemployment rate, the associated poverty, HIV/AIDS and the low volume or absence of private investment into these localities. The responses of these small towns to the daunting challenges that they face have been considered in terms of Local Economic Development (LED) strategies that have been implemented. The LED initiatives in each town are examined in the context of their general characteristics, objectives, achievements and challenges. Emphasis is placed on Somerset East as it is the only town in the study area that has a development agency actively promoting various forms of LED. What has ultimately been established is: in all four towns, LED is not making a significant or meaningful difference and that natural market and economic forces play an important role in shaping and dictating the local economy. Somerset East is the only town where the economy could potentially be restructured with the proposed mega market-led approach to tourism and planning in the form of the Boschberg Development node. Four sectors perceived to be required for locality development are considered in this study, namely the export sector, the human resources, the local service sector and the government agencies. It is ascertained that although these sectors need to be part of a symbiotic relationship to promote and enhance economic development, they are not present in all the towns and as a result development, at both a household and a macro town level, is further hindered. Ultimately, these small towns in the Eastern Cape Midlands defy the notion that they are dying. 'Growth' and 'decline' have been two central features throughout this thesis and one of the biggest contradictions and challenges that these small towns face is the population growth with a declining or stagnant economy that cannot accommodate the increased number of people.

The responses of these small towns to the daunting challenges that they face have been considered in terms of Local Economic Development (LED) strategies that have been implemented. The LED initiatives in each town are examined in the context of their general characteristics, objectives, achievements and challenges. Emphasis is placed on Somerset East as it is the only town in the study area that has a development agency actively promoting various forms of LED. What has ultimately been established is: in all four towns, LED is not making a significant or meaningful difference and that natural market and economic forces play an important role in shaping and dictating the local economy. Somerset East is the only town where the economy could potentially be restructured with the proposed mega market-led approach to tourism and planning in the form of the Boschberg Development node. Four sectors perceived to be required for locality development are considered in this study, namely the export sector, the human resources, the local service sector and the government agencies. It is ascertained that although these sectors need to be part of a symbiotic relationship to promote and enhance economic development, they are not present in all the towns and as a result development, at both a household and a macro town level, is further hindered. Ultimately, these small towns in the Eastern Cape Midlands defy the notion that they are dying. 'Growth' and 'decline' have been two central features throughout this thesis and one of the biggest contradictions and challenges that these small towns face is the population growth with a declining or stagnant economy that cannot accommodate the increased number of people.

This happens when a supervisor leaves out all the other progress reviews and conducts a final progress assessment and monitoring at the end of the year. It is worse when the performance agreements are not even signed during the start of a financial year, neither does a newly qualified employee sign. As a result employees are not appraised because there are no progress reviews that are entered on the Persal system. Employees miss an opportunity to be sent for training at the same time they are rewarded late or not at all. It is obvious that the managers do not understand the aims and objectives of the PMDS policy. The research was an assessment of the effectiveness of the performance management and development system in inculcating professional behaviour in the nursing staff in the three Buffalo City hospitals, namely, East London Hospital Complex, Grey and Bisho hospital. The aspects of the policy investigated were the performance reviews, the competency framework and the performance incentive scheme. This research is qualitative in nature. Data was collected using unstructured interviews and open ended questions. The population of this study involved selected Performance Management Managers, Quality Assurance Manager, Area Managers, junior nurses and clerks working in the Buffalo City Hospitals. The respondents of the study were selected using the stratified random sampling technique. Descriptive methods were used to analyse data. Confidentiality was highly maintained and consent form even distributed from the start of the research. The three Buffalo City hospitals are practising a balanced scorecard as a performance measurement tool. It is in the form of workplans that are different for different levels of employees such as the performance workplans, standard framework workplan and individual workplans. ix The study discovered that there is poor compliance in performing the performance reviews. The attention is on the appraisal aspect more than the development aspect. Also, there is a delay in taking the employees for training as a result they end up not being trained. The employees are not rewarded according to their performance. The PMDS policy states that employees that get a score of three are entitled to get a one percent and those that are rated a four or a five qualify for a performance bonus. The study found that the PMDS policy is not implemented well. It is recommended that the performance management manager and the quality assurance manager need to apply a radical strategic transformation and change management to address the challenges.

- Description: This study demonstrated that the demographic profile of the Eastern Cape Province portrayed high levels of poverty and underdevelopment in the mostly rural population. This is despite the fact that the Eastern Cape is characterized by a rich endowment of natural resources, hosting a wide range of natural plant species, numerous rivers, water springs from mountains and no less than six biomes due to the variety of climatic conditions prevalent in the Province. In contrast, the natural resources found in the Province were regarded to have a high potential to grow and transform the economy of the Province. In this study, the integrated approach was conceptualized, developed and implemented in action within the rural communities selected with varying degrees of success, as a function of the material and objective socio-economic conditions prevailing in each community. A model for rural enterprise development based on agricultural production utilizing the principles of Community-Public-Private Partnerships was conceptualized and executed with the assistance of specialist professionals from various disciplines and organizations. Case studies structured on the basis of methodologies derived from the integration of natural sciences and indigenous knowledge systems were conducted to demonstrate the feasibility of the conceptual framework of the study as indicated by the following case studies. The first case study undertaken was the development of agricultural enterprises in the selected rural communities in joint ventures through the commercial production of food and vegetable crops for local markets and to provide nutrition for the rural communities as the first line of therapy against the HIV/AIDS infection and other diseases associated with malnutrition. The second case study was the establishment of an agricultural enterprise in partnership between rural communities, government agencies and agricultural specialist for the commercial production of grain crops, namely, Sorghum alternating with Wheat to satisfy the demand of local markets for these crops. The third case study was the establishment of a community-based enterprise through the commercial production of two Pelargonium plant species, namely, Pelargonium reniforme and P. sidoides. The two species had a high market demand in the pharmaceutical industry; hence, the plant species were V domestically cultivated to satisfy the industry demand and to ensure the survival of the plant species. The enterprise succeeded in sustaining the livelihoods of the rural communities and conserving the plant species. The fourth case study was the commercial production of essential oil-producing plants in six selected rural communities providing employment for some of the members of these communities even though the initial phase of the start-up enterprise was a trial cultivation to determine the suitability of the environmental and climatic conditions for the propagation of the selected essential-producing plants. The demand for essential oils in local and international markets was determined to relatively high. The incorporation of Indigenous Knowledge Systems of the rural communities in the planning and implementation processes in the areas of Commercial Agricultural Production and Primary Health Care resulted in a gradual paradigm shift on the part of rural communities from a dependence mindset to one of self-reliance that is critical for sustainable rural economic development and the improvement of rural livelihoods. An integrated approach in the strategic planning and execution that involved the rural communities by government stakeholders, the academic community and other stakeholders from the Private Sector was piloted. The recognition of Indigenous Knowledge Systems by all the relevant stakeholders and their essential role in rural enterprise development, food production and primary health care as a pre-requisite for a successful transformation agenda was highlighted as never before. An all-inclusive approach that accorded the rural communities the status of equal partnership had a positive impact on most aspects of planning and implementing programmes for sustainable rural economic development and biodiversity conservation. Working in partnership with rural communities was found to be a challenge; hence, an understanding of the sub-cultures and the social dynamics that often manifested themselves in the form of internecine conflicts became necessary for successfully initiating the research programme in the rural communities. Furthermore, recognition of the rural communities as an integral part of the solution towards biodiversity conservation and the sustainable exploitation of natural resources was found to be a critical component for an effective strategy to ensure the continued survival of the endangered plant species. This attitude underpinned the co-operation of the rural communities and the overarching goals of rural transformation towards the consistent and sustainable improvement of rural livelihoods. Theapproach also marked a radical shift from all the preceeding practices in biodiversity conservation and the management of sustainable natural resource utilization. The study demonstrated that the integration of Indigenous Knowledge Systems and Natural Sciences for sustainable rural economic development with the ultimate strategic objective of contributing towards the reduction of poverty, the improvement of the quality and cost-effectiveness of primary health care and adequate food production is feasible.

This study was triggered by the non attendance of the communities in the IDP road shows, the complaints of non service delivery and little understanding of the IDP concept. The results of this study show that the communities do not fully participate in their development planning processes. The communities do not understand the purpose and existence of IDP document. The researcher hopes that this study will sensitize the community to participate in the affairs of their development that will change the quality of their lives. King Sabata Dalindyebo Local Municipality should improve their strategies and consultation structures in their IDP processes.

- Description: Rural Internet connectivity projects aimed at bridging the digital divide have mushroomed across many developing countries. Most of the projects are deployed as community centred projects. In most of the cases the initial deployment of these projects is funded by governments, multilateral institutions and non-governmental organizations. After the initial deployment, financial sustainability remains one of the greatest challenges facing these projects. In the light of this, externally funded ICT4D interventions should just be used for “bootstrapping” purposes. The communities should be “groomed” to take care of and sustain these projects, eliminating as soon as possible a dependency on external funding. This master thesis presents the design and the implementation of a generic architecture for the management of the costs associated with running a computer network connected to the Internet, The proposed system, called the Network Revenue Management System, enables a network to generate revenue, by charging users for the utilization of network resources. The novelty of the system resides in its flexibility and adaptability, which allow the exploration of both conventional and non-conventional billing options, via the use of suitable ‘adapters’. The final goal of the exploration made possible by this system is the establishment of what is regarded as equitable charging in rural, marginalized communities - such as the community in Dwesa, South Africa.
