- Description: The practice of strategy implementation is key to the public sector in Zimbabwe because it helps the government to be up to speed in providing services to the public. This research focused on the National Health Strategy 2009-2013 and its impact on health service delivery in Vungu Rural District Council Clinics. The research was based on qualitative desk study design which made use of existing data and semi structured interviews to understand the effect of the National Health Strategy on health service delivery in Vungu Rural Districts Council Clinics. From the literature reviewed and the data collected, it can be noted that lack of resources has had a huge effect on the execution of the strategy. The findings from the study show that the National Health Strategy was a good initiative. However, it lacked financial resources which posed challenges to the health workers in Vungu Rural District Council Clinics. The health workers were not very familiar with the National Health Strategy and this had a negative impact on its execution because they cannot execute a strategy that they are not familiar with. The study highlighted the importance of resources for the execution of the National Health Strategy. The study therefore sought to find ways the Zimbabwean Health System may formulate the health strategy with the limited resources in order to achieve desired goals. The Health Workers echoed the same sentiments that they needed resources for the implementation of the strategy. It is hoped that the findings would provide guidelines for the formulation and implementation of future health strategies. Recommendations given would ensure that there is utilisation of available resources, which would help in the execution of other health strategies to ensure efficient and effective health care service delivery. The recommendations are also intended to enhance the performance of health workers. Critical assessment of the human resource capacity needs of senior management at Thaba Chweu Municipality in Mpumalanga Province, South Africa

- Description: The terrain of local government is not only very complex, dynamic, and challenging, but also very unique. The quality of human resources is vital in a public institution, particularly in institutions that are meant to service communities by providing sustainable basic services. Amongst the concerns raised at a municipal level are the lack of professionalism and the required competency and capacity amongst the workforce that must perform the actual duties of servicing the local communities. This study was aimed at identifying and analysing human resource development and human resource management policies, strategies and needs in line with the current circumstances and conditions at a particular municipality. A series of challenges (that a number of community members, newspaper articles, community leaders and both the Mpumalanga Provincial Government and other spheres of government raised and complained about) prompted this study. Constant complaints are leveled against municipalities about appropriate and well qualified candidates being overlooked for employment opportunities at the expense of nepotism, cronyism and blatant corrupt activities. This study is a combination of both quantitative and qualitative methods. In line with the quantitative method of generating and assembling information, the researcher used the judgement sampling method. Questionnaires were administered to collect quantitative data while primary data was collected via interviews. Data was obtained from 45 participants in Thaba Chweu Municipality. The findings show that the majority of respondents (in the form of percentages) spoke against the capacity of the officials. A smaller percentage spoke in favour of the availability of capacity. These respondents stated that municipal officials have the required skills and capacity to perform their duties. Furthermore, the study found that there was inconsistency in the implementation of council resolutions and interference in administrative matters. These factors compromised achieving the objectives of the municipal strategies and policies. The study recommends that the municipality ensures that the human resource management and development departments are consonant with current and modernised needs and that delegations to line functionaries are properly assigned and documented.

- Description: Trade facilitation practices are an attempt to eradicate non-tariff barriers. Barriers to trade may be encountered before goods reach the border, at the border or after goods reach the border. This study is concerned with processes that occur at the border. This suggests that trade facilitation is viewed within the context of customs procedures and operations at the border posts that have been identified. This study undertakes an analysis of trade facilitation practices in the Zimbabwe customs administration. The study endeavours to identify bottlenecks in the movement of goods across borders. The study tries to establish the extent to which trade facilitation practices in Zimbabwe conform to international best practice. The study also attempts to establish opportunities and threats for trade facilitation in the current arrangements. The researcher establishes that the following areas require improvement through further study; simplicity of procedures, transparency of processes, cooperation of stakeholders, standardisation of processes harmonisation of processes and predictability of processes .The research problem lies in the delays and increased trade transaction costs that have been reported by traders. This ultimately leads to traders who are not competitive on the international scene. It also makes it difficult for small to medium enterprises since they are affected more by high trade transaction costs due to lower profits and turnover. The Zimbabwean economy is dominated by small to medium enterprises which contribute significantly to the economy. The assumption of the study is that if trade facilitation practices are implemented trade volumes will increase leading to a vibrant national economy. The research problem is examined through an assessment of the perception of traders, clearing agents and customs officials on the effectiveness of trade facilitation practices that are currently in place. A mixture of qualitative and quantitative methodologies was used. The major tool used was a self-administered questionnaire issued to traders. Focus group discussions and secondary data from documents were important, especially for qualitative data. The conclusions of the research are premised on the responses by the respondents. The study takes a particular interest in trade facilitation measures prescribed by regional, multilateral and plurilateral organisations. The study examines the extent of conformity to trade facilitation measures prescribed by international organisations. The recommendations presented in the study are derived from the input and responses provided by the participants. Recommendations presented are aimed at bringing about solutions to the shortcomings in trade facilitation practices. The study has identified areas that need to be addressed so as to ensure facilitation of trade. However there are still some areas that require further studies.

- Description: In this study the analysis of the organisational practices in the South African public sector revealed that there is a practical limitation, anchored on the absence of a suitable framework for enhancing the effectiveness of strategic leadership. The research engaged with studies and theories that confirmed that the application of effective strategic leadership enhances the performance of public sector organisations. However, such an analysis revealed no well-defined strategic leadership framework that may be used for improving the successful implementation of programmes in the public sector as a whole and more especially, the Eastern Cape Department of Education (ECDoE). The study therefore interpreted that a significant improvement in the performance of the ECDoE may be effected through the prioritisation of strategic leadership and thereby enhancing its effectiveness. Hence, the primary research objective for this study was to examine strategic leadership and to consider the variables impacting the application of strategic leadership in the ECDoE, so that a framework may be formulated to enhance the effectiveness of strategic leadership in the ECDoE. The data analysis, research observations, findings and interpretations as well as the literature review enabled the researcher to determine the strategic leadership framework that may be postulated for application in the ECDoE. The research data in essence supports the indications in the literature that strategic leadership has a positive effect on enhancing organisational performance and success. The key findings and significant conclusions drawn from the study indicated a definite need to enhance the effectiveness of strategic leadership in the ECDoE and that the associated leadership challenges in the sector have to be addressed to enable more efficient and effective service delivery, increase learner performance and improve organisational success. The researcher has therefore postulated the framework in figure 10 to enhance the effectiveness of strategic leadership in ECDoE and presents it for consideration by the political and administrative leadership for adoption in the ECDoE. The development of this strategic leadership framework by the researcher was informed by the various leadership models, leadership theories, leadership styles and change management strategies examined in the literature review of this study and further directed by the research findings and conclusions that illuminated the challenges that confront ECDoE in the application of strategic leadership in the sector. The framework postulated has three distinct but inter-related steps and this study theorises that the effectiveness of strategic leadership is influenced by the extent to which the managers or leaders determine the specific context and apply the appropriate leadership style (Step 1), implement the selected leadership style in conjunction with the application of appropriate accompanying management strategies (Step 2), and monitor the resulting effects on enhancing the performance of the public sector organisations (Step 3). The researcher also adopted a systems-thinking approach and identified four pillars that transcend organisational service delivery and integrated them to constitute a proposed model for enhancing service delivery, improving implementation of plans and promoting organisational success in ECDoE. The model postulated by the researcher is based on “policies, procedures, systems and structures”, as illustrated in figure 11. The pillars of this proposed model for service delivery are inter-related, inter-locking and at times overlapping. Arising from the literature review and the case study of ECDoE, areas for further research have been identified such as: a more in-depth probing of the significance, role and impact of strategic leadership in all public sector institutions in South Africa; an examination of the Senior Management Services (SMS) mandates given by the Department of Public Service and Administration (DPSA) with regard to strategic leadership; an exploration of the implementation constraints of the National Development Plan (NDP) linked to the positioning of strategic leadership; and, an examination of the role and impact of the training and development programmes in strategic leadership, co-ordinated by the National School of Government (NSG) in South Africa.

- Description: The evaluation of the EPWP within the BCMM will assist the municipality in enhancing the metropolitan’s capacity to deliver the services of the EPWP by ensuring that challenges are addressed, an integrated approach is adopted and that the programme implementation receives the necessary support in order to develop communities. Cabinet has adopted the EPWP as its main tool for creating job opportunities. It has been approved as a conceptual framework with a specific role and targets for each municipality programme. The EPWP also engages the creation of job opportunities for unemployed people which enables them to participate in the economy; eventually they will make a contribution to their communities’ development and to the country as a whole. (National EPWP Guidelines, 2003:4). The EPWP is significant because it aims to expand the creation of temporary job opportunities which will give unemployed and poor people some income. The BCMM has focused on strengthening and expanding its EPWP, predominantly in the infrastructure sector. The emphasis has been on job creation through intensive methods in housing and infrastructure projects, as well as on improving reporting, monitoring and evaluation. Thus, the decision was taken to house the EPWP unit within the Directorate of Infrastructure Services for efficient administration, as most infrastructure projects are implemented within the directorate. To improve the implementation of the EPWP, and to be effective within the metropolitan, the programme should incorporate all activities within the municipality. Therefore, every project implemented, as per the municipality’s Integrated Development Plan (IDP), should be required to promote all possible EPWP opportunities. All existing projects should be restructured in order to promote greater employment opportunities. The municipality needs to increase emphasis on labour intensive construction methods, the rollout of the EPWP in the social and environmental and culture sectors, and the municipality should evince a greater level of EPWP participation.

- Description: The evaluation of the EPWP within the BCMM will assist the municipality in enhancing the metropolitan’s capacity to deliver the services of the EPWP by ensuring that challenges are addressed, an integrated approach is adopted and that the programme implementation receives the necessary support in order to develop communities. Cabinet has adopted the EPWP as its main tool for creating job opportunities. It has been approved as a conceptual framework with a specific role and targets for each municipality programme. The EPWP also engages the creation of job opportunities for unemployed people which enables them to participate in the economy; eventually they will make a contribution to their communities’ development and to the country as a whole. (National EPWP Guidelines, 2003:4). The EPWP is significant because it aims to expand the creation of temporary job opportunities which will give unemployed and poor people some income. The BCMM has focused on strengthening and expanding its EPWP, predominantly in the infrastructure sector. The emphasis has been on job creation through intensive methods in housing and infrastructure projects, as well as on improving reporting, monitoring and evaluation. Thus, the decision was taken to house the EPWP unit within the Directorate of Infrastructure Services for efficient administration, as most infrastructure projects are implemented within the directorate. To improve the implementation of the EPWP, and to be effective within the metropolitan, the programme should incorporate all activities within the municipality. Therefore, every project implemented, as per the municipality’s Integrated Development Plan (IDP), should be required to promote all possible EPWP opportunities. All existing projects should be restructured in order to promote greater employment opportunities. The municipality needs to increase emphasis on labour intensive construction methods, the rollout of the EPWP in the social and environmental and culture sectors, and the municipality should evince a greater level of EPWP participation.

This is despite the fact that the Public Finance Management Act, 1999 promotes the objectives of good financial management aimed at maximizing service delivery through the effective use of the limited resources. Resultantly it was fundamental to comprehend on the issues underpinning the scope of budget reporting as well as budget accountability and the effect it has on service delivery in the Eastern Cape Department of Health. Recommendations were thus given based on the discussed and derived themes to ensure that there is an appropriate budgeting system to ensure efficient and effective provision of health care services in the Eastern Cape Department of Health.

The motive of the study was to identify the major inhibitors and the integrated remedial measures that can be suggested. In a bid to accomplish this, the entire research process was guided by the four critical research questions for the study entail the evaluation of: What are the edifiers of the roles and functions of intergovernmental forums in service delivery within the Alfred Nzo District Municipality (ANDM)? What so far are the effects of intergovernmental forums on the performance of Alfred Nzo District Municipality (ANDM)? Which are the inhibitors of the effectiveness of the roles or functions of intergovernmental forums in service delivery within the Alfred Nzo District Municipality (ANDM)? Which hybrid model or recommendation can be suggested for improving the effectiveness of the roles or functions of intergovernmental forums in service delivery within the Alfred Nzo District Municipality (ANDM)? The analysis of the qualitative data that was obtained from 25 sampled participants drawn from Alfred Nzo District Municipality revealed that the edifiers of the roles and functions of intergovernmental forums in service delivery within the Alfred Nzo District Municipality (ANDM) are often linked to the legislations and regulations on intergovernmental relations, information system, and the policy on intergovernmental relations. In response to the question that probed what so far are the effects of intergovernmental forums on the performance of Alfred Nzo District Municipality (ANDM), the participants revealed that the effects of the roles and functions performed by the intergovernmental relations and forums have so far been manifested in the improvement of resource optimisation and service delivery. However, further analysis of the interview findings indicated that as much as Alfred Nzo District municipality has been able to realise some of the positive impacts of intergovernmental relations and forums, there are also still challenges that limit the realisation of the full positive impacts of the implementation of the intergovernmental relation programmes. The thematic content analysis of the interview findings revealed that the major inhibitors of the effectiveness of the roles or functions of intergovernmental forums in service delivery within the Alfred Nzo District Municipality (ANDM) are often linked to the three sets of challenges that include: operational challenges, financial challenges and policy issues. The public sector is an entity that provides a unique service. This is made evident by the services provided such as provision of free health services for primary health care as well as free health services to children under six, disabled and senior citizens. The Eastern Cape Department of Health has developed service standards adopted in 2007 by the Eastern Cape Department of Health. This study aims to determine the casual effect of absenteeism and their relationship to poor service delivery. According to Makhubu (2006) many vacancies in the Eastern Cape Department of Health exist which result in service delivery problems. In terms of the second principle in the Batho Pele Principles the norms and standards which are service standards serves as a baseline where the Department of Public Service and Administration (2007) issued directive that the vacancy rate of any government department should range between ten and fifteen percent Makhubu (2006) further refers to the doctors/patient ratio as one is to three hundred patients (1:300), which is unhealthy and abnormal as the doctor/patient ration in terms of the Health Professional is one is to thirty (1:30). Such cases pose an opportunity to those employees who are within the service to absent themselves from such unhealthy situations and this behavior later result in the exodus (professional drainage) of employee. Schultz, Nel, Gerber, Hassbroek, Van Dyk and Werner (2001:582) define absenteeism as withdrawal of levels of productivity and collegial interaction for a given time to escape a perceived undesirable working environment. This behavior is disruptive to continuous organizational efficiency. Absenteeism is found in two forms that are avoidable and unavoidable. In the unavoidable forms of absenteeism, the situation in unplanned and is governed by external factors, thus it is beyond one’s control and has to be managed differently. Control of absenteeism can exercise by the immediate manager through the human resource section regarding the duration and terms of absence pertaining salary and terms of services.

- Description: The study was intended to assess the impact of social grants on beneficiaries with specific focus on Buffalo Municipality. The challenge of social injustice and inequality in the management and distribution of resources is challenge of any responsive government globally in providing social securities in different forms to secure the vulnerable and under privileged within the society. The South African government has introduced a comprehensive liberally inclusive social welfare scheme to address social injustice and economic inequality of excluded in the former apartheid government, which characterises the historic past of racial exclusive government of the majority black and the coloured. In other to assess the impact of grants in addressing inequality and social exclusiveness, the research was conducted using Desk Top Analytical approach and also explored ANOVA Two-ways and One-way, to test the degree of association and standard deviation to establish the contrast of effects based on spatial difference and social development of the urban, semi-urban and rural settlements which beneficiaries are living. Also, to establish whether or not the policy is achieving social cohesion, human development and transformation, which should be taken, place within the concept of social welfare. The theoretical frame work adopted is a multi-theoretical approach in dealing with the complexity around social welfare. The research is specifically looking for a theory of change in social grants administration in other to understand the impact and extent of the intervention in bringing about desired and motivated change as the scheme main priority of developmental social welfare in South Africa. Pearson correlation, Chi-square correlation and Tukey”s Post hoc Test are some of the instrument used in assessing the impact of grants on beneficiaries. The outcome of the study showed a highly significance p-value =.019, p<0.05 in spatial variance between Urban and Rural and the in between variance of .025, p<0.05 for Rural –Urban- Semi-urban (Fig.23 and Tab 8a). The study also, revealed an association between Child dependency and Sexual crime to be .009, p<0.01 (Fig 24 and Tab 6), Public violence in Rural area shows Post Hoc Test result of Mean= 2.6, SD= 2.07 for rural, Mean=1.40 SD= 1.52, for urban and a Mean=0.3, SD=0.54 for semi-urban in a descending order as it relate to social crime statistics (Fig.20). This implies that there are more frequent public violence in rural areas than that of the urban and semi-urban. The overall result shows a very strong correlation among all the variables of grants beneficiaries to be statistically relevant. This implies that the social grants intervention.

- Description: The study was intended to assess the impact of social grants on beneficiaries with specific focus on Buffalo Municipality. The challenge of social injustice and inequality in the management and distribution of resources is challenge of any responsive government globally in providing social securities in different forms to secure the vulnerable and under privileged within the society. The South African government has introduced a comprehensive liberally inclusive social welfare scheme to address social injustice and economic inequality of excluded in the former apartheid government, which characterises the historic past of racial exclusive government of the majority black and the coloured. In other to assess the impact of grants in addressing inequality and social exclusiveness, the research was conducted using Desk Top Analytical approach and also explored ANOVA Two-ways and One-way, to test the degree of association and standard deviation to establish the contrast of effects based on spatial difference and social development of the urban, semi-urban and rural settlements which beneficiaries are living. Also, to establish whether or not the policy is achieving social cohesion, human development and transformation, which should be taken, place within the concept of social welfare. The theoretical frame work adopted is a multi-theoretical approach in dealing with the complexity around social welfare. The research is specifically looking for a theory of change in social grants administration in other to understand the impact and extent of the intervention in bringing about desired and motivated change as the scheme main priority of developmental social welfare in South Africa. Pearson correlation, Chi-square correlation and Tukey”s Post hoc Test are some of the instrument used in assessing the impact of grants on beneficiaries. The outcome of the study showed a highly significance p-value =.019, p<0.05 in spatial variance between Urban and Rural and the in between variance of .025, p<0.05 for Rural –Urban- Semi-urban (Fig.23 and Tab 8a). The study also, revealed an association between Child dependency and Sexual crime to be .009, p<0.01 (Fig 24 and Tab 6), Public violence in Rural area shows Post Hoc Test result of Mean= 2.6, SD= 2.07 for rural, Mean=1.40 SD= 1.52, for urban and a Mean=0.3, SD=0.54 for semi-urban in a descending order as it relate to social crime statistics (Fig.20). This implies that there are more frequent public violence in rural areas than that of the urban and semi-urban. The overall result shows a very strong correlation among all the variables of grants beneficiaries to be statistically relevant. This implies that the social grants intervention.

The South African Government introduced a number of discussion documents from the Presidency and National Treasury on monitoring and evaluation. Several authors raised their views on the matter and it was captured in the research study. The methodology followed was based on the Systems Theory and a questionnaire was prepared and circulated amongst Political Office Bearers and Chief Officials in the Provincial Government Departments in the Eastern Cape on the issues that was researched. Interviews were conducted with selected participants to gain clarity on specific issues related to the questionnaire. The official annual report issued by the Auditor General to the Provincial Legislature served as official document in the research study. The data collected from the questionnaire, interviews and official documentation was analyzed and graphs were drawn and deductions were made from the results. Findings and recommendations were made from the data collected and a summary was compiled of the issues raised in the research study.

Based on change theory and a selected change management model, the framework for change management and issues related to it were constructed. Inter alia, these included Lewin’s change management model, which states that change has to follow three stages—including, unfreezing, moving and refreezing. All these stages by Lewin(1951) emphasise the critical management role in driving planned or proactive change in order to address the likely emergence of resistance by observing a systematic process. A qualitative approach was utilized in order to solicit in-depth information using a structured questionnaire. Respondents were visited by the researcher in their offices, to gather data. To this effect, a total 25 respondents from the top management, councillors and middle management were sampled and interviewed accordingly. According to the findings of this study, important change management phases were recognized through researching theoretical literature—starting, planning and implementation phases. Empirical information at the starting phase involves analysis of the current and desired states and the need for change accompanied by guiding coalitions. In the planning phase, the most important interventions is project formulation, action plan development, analysis of prior and current strategic change initiatives and organizational structure analysis. In the change implementation phase the interventions of importance are the launch, quick-wins, creation of a sense of urgency, management of change resistance and communication of the change.

It was then identified that there was no uniform system to monitor and evaluate performance of government institutions and the impact of the services they render to the community. The government then adopted a monitoring and evaluation system called Government - Wide Monitoring and Evaluation System for all government departments and municipalities. This study analysed the implementation of this Government-Wide Monitoring and Evaluation System in Eastern Cape Municipalities with specific reference to Chris Hani District Municipality. It further assessed the effectiveness of this monitoring and evaluation system and whether its implementation has improved performance in municipalities, so as to identify the hampering limitations and the appropriate improvement strategies that can be recommended. - Description: In South Africa service delivery has become an everyday song as citizens are gradually questioning for a workable way out of their daily problems stimulated by the unsolved challenges of shortage of clean drinkable water, electricity, poor health facilities and poverty, housing, hunger and refuse removal among other things. All these problems are attributed to lack of accountability, transparency and participation in the manner public institutions and officials are operating. Thus, one can argue that good governance in the public sector is a key to improve service delivery because these protests “reflect very little opportunity for community participation and poor governance”. This in turn means, the crisis in service delivery is a crisis in transparency, participation and accountability because these three are narrowly inter-related as participation and transparency are a precondition for real accountability. The primary focus of this study is on accountability which is the outcome of a combination of transparency and public participation. The prevailing characteristics of governance in BCMM lack robust public participation and transparent which collaborates and empowers citizens by involving them in all the processes as indicated by missing links. The inescapable conclusion is that if good governance is to be achieved in BCMM according to its vision, public participation in service delivery, implementation, monitoring, evaluation in a transparent way and accountability has to be done like in the case of Brazil and India who have both found formidable ways of fostering accountability and improved service delivery. This study used a descriptive research design and a mixed methods approach.

The study would also propose policy improvement strategies towards curbing the spread of HIV and AIDS in pregnant women. In realizing these goals, the entire research process was guided by the research objectives and questions which sought to evaluate policies and strategies relevant to HIV prevalence in pregnant women. The secondary research objectives were accomplished through the review and analysis of the relevant literature and theories. Qualitative research approach was used in determining the findings and conclusions from the study. Data was collected using qualitative research methods and in this case a structured questionnaire was developed and distributed to the study participants. The Questionnaires were handed and discussed with each participant. Demographics, socioeconomic and cultural factors were considered in designing the data collection tool. These factors are known to have an impact on the prevalence of HIV. It has been shown through the study that demographic variables have an effect on HIV prevalence. Hence when considering policy interventions these should be taken into account. All the respondents were given enough time and they provided clear and comprehensive responses to the questionnaire and follow up discussions. The evaluation of the responses showed that various HIV prevention related policies are being implemented within the Lukhanji sub-district. Numerous programmes relating to HIV and AIDS, also specifically covering pregnant women are being rolled out across the sub-district. HIV prevalence in the study population is rated as average to low when comparing with the district, provincial and national statistics. Current data obtained from the study indicates that HIV prevalence stands at 17%. This finding demonstrates the heterogeneity of HIV prevalence when comparing this result with current provincial and national statistics. Evaluation of the different HIV and AIDS programmes that are aligned to provincial and national policy somehow explain the positive outcomes observed in the Lukhanji sub-district The study recommends that more work be done in reaching out to the communities using various communication channels and strategies. This could address the challenges associated with the lack of cooperation with local traditional leaders, because this has been found to have a negative impact on implementation of some programmes such as circumcision. One of the positive findings from the study is the accessibility of health care facilities to the local rural communities. Further research on the subject should be undertaken to ensure continuous evaluation as this topic is viewed as a continuous global issue.

An analysis of schooling outcomes in the Eastern Cape, using production function approach

- Description: This study analysed the schooling outcomes of the Eastern Cape Department of Basic Education in the period heading into the second decade of democracy. The main objective of the thesis is to discover what constitutes the education production function of the Eastern Cape schooling system. In an attempt to reach this objective, the study adopted an education production function approach to answer the questions of what constitute the Eastern Cape education production function, what the effects are of the Dinaledi policy interventions on learner performance and the effects of district size on schooling outcomes. The main focus of the constituents of the production function is on the level of the former Bantustan penalty and Department of Education and Training (DET) penalty in relation to former White schools; as well as the quality of educators in the province. The Ordinary Least Squares (OLS) and quantile regressions were used to analyse the data and the Annual National Assessment (ANA) represented schooling outcomes and was estimated against school, educator and community characteristics. The results indicated a strong relationship between schooling outcomes and the school inputs that were used in the study. The effects of the Dinaledi intervention programme were analysed using the grade 12 panel data for the period from 2008 to 2013, where event dropout rates represented schooling outcomes. The findings that emerged from this study indicated that this programme provides a model that can improve the Eastern Cape schooling outcomes. The effects of district size on schooling outcomes were analysed with the regression discontinuity design technique and this revealed that district sizes have an impact on schooling outcomes. Overall, the results suggested that White schools perform better than their counterparts; that placing schools in quintiles is a good policy intervention; and that educator quality is associated with schooling outcomes. The key findings from this research were the continuing existence of the apartheid legacy in Black schools; poor educator quality; an inappropriate language of instruction; gender inequalities in performance and an uneven distribution of schools in districts. - Description: This study analysed the schooling outcomes of the Eastern Cape Department of Basic Education in the period heading into the second decade of democracy. The main objective of the thesis is to discover what constitutes the education production function of the Eastern Cape schooling system. In an attempt to reach this objective, the study adopted an education production function approach to answer the questions of what constitute the Eastern Cape education production function, what the effects are of the Dinaledi policy interventions on learner performance and the effects of district size on schooling outcomes. The main focus of the constituents of the production function is on the level of the former Bantustan penalty and Department of Education and Training (DET) penalty in relation to former White schools; as well as the quality of educators in the province. The Ordinary Least Squares (OLS) and quantile regressions were used to analyse the data and the Annual National Assessment (ANA) represented schooling outcomes and was estimated against school, educator and community characteristics. The results indicated a strong relationship between schooling outcomes and the school inputs that were used in the study. The effects of the Dinaledi intervention programme were analysed using the grade 12 panel data for the period from 2008 to 2013, where event dropout rates represented schooling outcomes. The findings that emerged from this study indicated that this programme provides a model that can improve the Eastern Cape schooling outcomes. The effects of district size on schooling outcomes were analysed with the regression discontinuity design technique and this revealed that district sizes have an impact on schooling outcomes. Overall, the results suggested that White schools perform better than their counterparts; that placing schools in quintiles is a good policy intervention; and that educator quality is associated with schooling outcomes. The key findings from this research were the continuing existence of the apartheid legacy in Black schools; poor educator quality; an inappropriate language of instruction; gender inequalities in performance and an uneven distribution of schools in districts. Repeated findings by the Auditor- General(SA) on poor document management and lack of compliance with the Public Finance Management Act ( No1 of 1999) by the SCM units in departments of the Eastern Cape Provincial Administration necessitates the use of e-procurement for purposes of accountability and proper documentation of transactions. The study assessed the current status of e-procurement in the Eastern Cape Provincial government. This entailed an overview of IFMS, identifying its implementation and shortcomings. Also reviewed was implementation of the Logistical Information System ( LOGIS) in the Eastern Cape Provincial Administration (Department of Health) as its e-procurement platform, as well as e-procurement at the Department of Social development and Special Programmes .The status of government suppliers’ internet connectivity was also assessed.
