- Description: This study aims to uncover the synoptic weather circulation pattern which is associated with the occurrence of needle ice, snowfall and the zero-curtain effect. The method of study was done through an intensive ground climate measurement campaign from April 2008 to May 2009 with a temperature logger installed throughout the recording period. Results from data analyses indicate that the complex changes in climate parameters may lead to an equally complex response in terms of spatial soil frost dynamics and its direct and indirect effects on soil sediment displacement and ecosystem dynamics. Field evidence in the study suggests that on Marion Island needle ice developed in temperatures as high as -0.2 ºC in strong winds. This confirms that the wet environment of Marion Island, which is dominated by diurnal soil frost is fundamentally different from seasonal frost and permafrost environments. The scoria material is susceptible to needle ice growth and the compacted soil alters the micro-climatology of the affected area making it more susceptible to the formation of needle ice. Soil moisture for needle ice formation and growth is provided by the misty conditions associated with the advent of the cold front (pre-cyclonic). Furthermore, observations of needle ice on Marion show that needles are mostly clear with no sediment inclusion. This is indicative of needle ice formation that has not been interrupted by a shortage of moisture. The zero-curtain effect on Marion Island can occur either as a response to the thawing of the soil after the seasonal freeze. The synoptic assessment of snowfall on Marion Island indicates that; snowfall is associated with the passage of a cold front linked to a strong meridional system of low pressure just south of the island.

An assessment of the implementation of peer academic support programmes at higher education institutions in South Africa: a case study of one university

- Description: The purpose of the study was to assess the implementation of peer academic support programmes which are Language and Writing Advancement and Supplemental Instruction programmes in one University in South Africa. The study adopted a qualitative approach that used face-to-face interviews, focus group interviews and document analysis to collect data. Purposive sampling was used to select those who participated in the study. The participants were two coordinators of the programmes, ten facilitators working in the programmes for in-depth interviews and ten students who have been receiving services from the programmes for two focus group discussions. The study revealed that there was a general trend whereby peer facilitators of the programmes were recruited and trained. However, it was found that some facilitators abandoned the position immediately after the training which made it difficult for coordinators and Human Resource Staff (HR) to start the process of recruitment and retraining. In this regard, Teaching and Learning Centre, (TLC) and HR simply appointed other untrained facilitators to replace those who had deserted the positions. Also, some facilitators were unable to attend some of the regular trainings because of clashes with their classes. All these have a negative impact on the implementation of the programmes. The results also reveal that some of the facilitators were frustrated with students’ poor attendance in the sessions, and even those who attended their sessions, did not participate much in the discussions. It was found that most lecturers and students did not know the differences between supplemental instruction (SI) and tutorials. Neither did lecturers encourage their students to seek help from the TLC services. Reviewing of assignments from different disciplines by TLC facilitators was another burning issue that came up. Some facilitators reviewed assignments from different disciplines, because the disciplines were not represented and this is because they want to claim for more hours, which affects the quality of the programmes. The findings also show that some students did not like to take their assignment to the TLC for review because facilitators make unnecessary and harsh comments. On the contrary, some students acknowledged that they were fine with the way facilitators review assignments because it involves one-on-one consultation, and they always pass the assignments reviewed by PASS facilitators. The study also revealed that the coordinators monitored and evaluated facilitators through observation and the checking of attendance registers. Coordinators ware also monitored by senior colleagues of the department such as the manager of the TLC. Furthermore TLC has instituted a mentorship programme whereby senior facilitators mentor newly recruited facilitators. However not every facilitator had a mentor. The study also exposed the fact that the TLC venue was usually closed during examination periods to allow facilitators to prepare for their examinations. The findings show that some departments were not represented by facilitators and to remedy this situation, it is recommended that all departments be represented and lecturers encourage the students to get help from TLC. Most facilitators were undergraduate students, but they needed to be replaced by post graduates who did not have course work that will clash with PASS activities. The strategies used by facilitators were fairly good but more should be done to encourage students to participate in sessions. Finally, the monitoring and support mechanisms put in place were very functional but the TLC should make sure every facilitator is being monitored especially concerning the review of assignments. The purpose of the study is to assess the monitoring and evaluation function in the Eastern Cape Office of the Premier. The following research questions will guide the study: a. What is the context, rationale, purpose and claims of the National M&E Policy? b. How does the Eastern Cape Office of the Premier implement the monitoring & evaluation function? c. How does the implementation of M&E by Office of the Premier resonate with intention of the National M&E policy & what are the gaps. In this study, both qualitative and quantitative approaches were used. The use of interviews and questionnaires demonstrates the mix method approach. This approach was preferred since one part of the research analyses policy documents and the other one assesses implementation. The key findings of the research were: Although the context, rationale, purpose and claims of the National and Provincial M&E Policies are clearly articulated, there is no national legislation that gives the Office of the Premier power to enforce the implementation of the M&E policies. Both national and provincial M&E policies are not sensitive to the context of implementation. There is poor enabling environment in the Office of the Premier to implement M&E. There is a gap between planning and M&E functions in the Province the Premier’s Office, Provincial Treasury and Department of Local Government have not succeeded in coordination and the definition of roles and responsibilities for rolling out a Province wide M&E system. The M&E Policies do not address the problem of duplicate reporting in the Province. The M&E Provincial Framework has several limitations that will affect implementation. The National M&E policies are silent on the monitoring role of the legislative branch of government. There is no alignment between the development and monitoring of Service Delivery Improvement Plans with the rest of the implementation of M&E policies. Poor intergovernmental relations in the province make it difficult to fully implement M&E policies. . Programme Managers focus narrowly on day to day management functions with little or no focus on monitoring and evaluation. There was very poor usage for M&E evidence by the for decision making.

An empirical application of the Tobin’s Q theory in housing investments in South Africa

- Description: This study examines the patterns in the housing investments in South Africa in an attempt to understand if the possibility of the Tobin Q can be used to interpret the patterns and trends in the South African residential investments. The study, in its quest to explore and expose this intermporal relationship, it makes use of the South African annual time series data from 1960- 2010. The data was computed in different economic and econometric analysis software for better and reliable output, depending on the different level econometric technique that is required and need to be captured by the study. The dynamic investment equation is estimated using general- to- specific ARDL approach to magnify this connection and trends. The study established that combined asset prices and the levels of residential investment affect the long run investment performance rather than the Tobin Q. In the short run the lagged values of the Q, Business investment and residential investments seemed to be influential driving forces of private investment in South Africa. Even if the capital reserves in South Africa seem to be healthy, there is always a dire call for policy to be geared in the direction of the accessibility of credit to guarantee a supplementary conducive investment climate.

- Description: In the contemporary business environment, a plethora of retail literature exists which examine the influence of CSR on the business. However, literature that explores Corporate Social Responsibility (CSR) in the liquor retail sector has been relatively sparse. This study explored CSR in Small to Medium Enterprise (SME) liquor retail outlets in the Buffalo City Metropolitan Municipality, Eastern Cape, South Africa. The objectives of the study were to investigate the engagement of SME liquor retailers in CSR practices, to ascertain whether a relationship exists between providing employee training on responsible retailing of alcohol and CSR practices by SME liquor retailers, to investigate whether employee involvement in decision making influences CSR practices by SME liquor retailers, to ascertain whether a relationship exists between the practical actions to reduce alcohol-related harm and CSR practices by SME liquor retailers, to investigate whether SME liquor retailers do social good as an expression of CSR as well as to determine whether SME liquor retailers are influenced by stakeholders to engage in CSR initiatives. Both primary and secondary data sources were used in this study. A quantitative research design was used in conducting this research. Convenience sampling, a non-probability sampling technique, was used to select a sample of 94 from the sample frame of 123 SME liquor retailers. The survey method, by way of a self-administered questionnaire was used to collect primary data. The statistical Package for Social Sciences (SPSS) as statistical software was used to analyse data. The Chi-square test, Pearson correlation, and descriptive statistics were used to analyse data. The findings of this research revealed that Stakeholder influence, employee involvement in decision making and employee training in responsible retailing of alcohol have an influence on the CSR practices of SME liquor retailers. The study also identified the safety and practical measures that SME liquor retailers are practicing as a way of reducing alcohol related-harm. A recommendation to stakeholders, such as suppliers and government to find more strategies of influencing SME liquor retailers to practice CSR, was made. Lastly, recommendations were made to SME liquor owners and managers on how to improve their CSR practices.

Although the impacts of climate variability on agricultural production are being experienced globally, it is generally accepted that developing countries are the worst affected due to a variety of reasons. Given the high susceptibility of developing countries to climate variability, this study maps and analyses the impacts of climate variability on agricultural production, food production, availability and access in Chivi District, Zimbabwe. The study aimed at finding out experiences, so it used a qualitative approach. The study uses in-depth and focus group discussions to collect data. Chivi district is experiencing erratic weather patterns which are impacting agricultural production in general and food production in particular. Consequently, food availability and access is on the decline in the district. Even though smallholder farmers have devised coping and adaptation strategies, this is not sufficient to help them fully deal with the impacts of climate variability. This is due to their limited assets, inadequate technology and climate information among other things. In an attempt to assist these smallholder farmers cope and adapt to the impacts of climate variability, NGOs and Government Departments have instituted a number of community interventions. This assistance includes agricultural extension services, farming input support and provision of climate change information and a lot of other things. In view of these findings, the study recommends the universal adoption and growing of small grain drought resistant crops in climate variability affected Chivi. It further recommends that farmers adopt conservation agriculture, get into partnerships and co-operatives to practice irrigation gardening where those without water sources provide equipment, labour and knowledge. The study also recommends that more climate science research be conducted in Zimbabwe by both NGOs and Government Departments. The purpose of the study was to investigate and explore the factors that contribute to students’ dropout at Lilitha College of Nursing East London Campus. The objectives of this study were: To explore and describe experiences of students who dropped out from Lilitha College before course completion, to identify contributory factors related to increased students’ dropout rate, to come up with recommendations as how to curb the problem of student dropout and to ensure an increase of nursing students who complete at the end of the programme. This study followed a qualitative approach and explorative descriptive design. The population was all the students that have dropped out at Lilitha College of Nursing, East London Campus in the four year basic comprehensive programme from 2007 – 2011 at all levels of study. The sample size in this study was determined by data saturation, meaning that the data were collected to the point where no new information was obtained (Polit & Beck 2004: 308). A purposive sample of 15 former Lilitha students now working as Enrolled nursing assistants participated in this study. Data collection was divided into two sections, namely, demographic characteristics and face to face interviews. Demographic characteristics of the participants were obtained by asking questions related to age, sex, race, marital status, number of children per participant and the year of study at the time of dropping out. In section two of the study the interview guide was used for the purposes of data collection for this study, where four questions were formulated to guide the interview that was followed by probing questions. All tape recordings were listened to and transcribed verbatim. Field notes that were taken during unstructured interview were interpreted. The ideas that emerged from the interview sessions were then consolidated. Questions in the interview guide and their responses were drawn up and similar responses that arose from the interviews were grouped together. The identified major themes and sub themes were coded and categorized. Data belonging to each category were grouped together and analyzed and then the final remarks on the data analysis were completed. For most participants the course was frightening and difficult. They explained that they were exposed to a lot of information in a short space of time. In class, there was a lot of theory and in the wards there were skills to be learnt. Learners had to compile all the information and try to make sense out of it. Students follow up and support in the clinical facilities was reported as inadequate. The college should employ full time facilitators. This can improve teaching in the clinical area. The student should have mentors so that whenever they encounter a problem there will be people to assist and give them guidance. Through mentoring and support, student absenteeism can be controlled and students can gain self-confidence and learn more.

Foremost of these is that a patient’s right to privacy is not violated. To this end, it is necessary that health care practitioners have a clear understanding of the various constructs of privacy in order to ensure privacy compliance is maintained. This research project focuses on an investigation of privacy from a multidisciplinary philosophical perspective to highlight the constructs of information privacy. These constructs together with a discussion focused on the confidentiality and accessibility of medical records results in the development of an artefact represented in the format of a model. The formulation of the model is accomplished by making use of the Design Science research guidelines for artefact development. Part of the process required that the artefact be refined through the use of an Expert Review Process. This involved an iterative (three phase) process which required (seven) experts from the fields of privacy, information security, and health care to respond to semi-structured questions administered with an interview guide. The data analysis process utilised the ISO/IEC 29100:2011(E) standard on privacy as a means to assign thematic codes to the responses, which were then analysed. The proposed information privacy model was discussed in relation to the compliance requirements of the South African Protection of Personal Information (PoPI) Bill of 2009 and their application in a primary health care facility. The proposed information privacy model provides a holistic view of privacy management that can residually be used to increase awareness associated with the compliance requirements of using patient PII.

Such inequalities have been addressed by policy intervention such as the social security and assistance of citizens through various classes of grants. One of the grants targeting children under the age of 18 years is the child support grant. However there are deserving children who have been left-out of mainstream social security through social exclusion. The study sought to investigate the problem of the social exclusion of children from the child support grant in the Nkonkobe municipality. Through the use of the Basic Needs Approach (BNA) to understand the need for any state/government to promote the social welfare of its citizens, the study took a triangulated research paradigm which used both quantitative and qualitative research approaches to collect data from forty respondents by way of a questionnaire survey. The study found out that, inter alia, poverty remains high in the Nkonkobe municipal area, there is rampant social exclusion in the area, the amount paid for the child support grant is little and that the effects of the withdrawal of the grant when the child reaches the age of 18 are unbearable to the child. Some of the recommendations which the study made in line with improved mainstream social security in relation to the child support grant are that, the government needs to improve information dissemination about grants to the populace, there should be mandatory policies to make sure all citizens have identification particulars, the government should be mobile and take services to the people and there should a consideration to review the amount paid for the child support grant upwards. The researcher is quite optimistic that the study will play a part in improving policy implementation.

The funds are meant to help promote the equal and unparalleled access to education for all citizens as set-out in Section 29 of the Constitution of the Republic of South Africa (1996). The study focused on investigating the manner in which two selected Section 21 primary schools are managing their allocated funds. The empirical study made use of a qualitative paradigm through which data was collected using interviews and focus group discussions to collect data from a sample comprising of thirty-five respondents. In terms of data analysis, the study used a qualitative analysis approach to interpret data into readable information for the various categories of audiences in the study. The findings of the study were, inter alia, that financial management skills are low in the schools, the amounts appropriated to schools needs to be revised upwards because schools need more funding for renovations and property development in schools, sanctions for those guilty of school financial misconduct are too soft and auditing of financial record is not being constantly done. The study recommends that the following be considered in order to help improve school financial management; the training of financial officers in school on how to best manage funds, imposition of stiffer penalties for offenders of financial misconduct and increase in allocation aimed at school property development.

- Description: The participation of communities and community organizations in Municipal governance is set in terms of the law as a mechanism to deepen democracy. Municipalities are required to develop a culture of governance that complements representative democracy with community participation. However the participation of communities in local governance has not translated to the strengthening of governance and the deepening of democracy as municipalities have not done enough to involve communities in municipal affaires. Lack of human resources, and financial capacity have been cited as some of the reasons that beset municipalities and undermine citizen participation. Municipalities have taken steps to encourage community participation and these include establishment of structures to enable participation, however without the guidance and financial support of the municipalities these structures are not able to perform their functions. In spite of all the efforts made by municipalities to encourage participation, a culture of community participation has not yet taken root in local government. While the legislative framework provides for communities to participate, practice shows that the implementation of legislation is complex and requires dedicated capacities within the councils to be effective. This can be achieved when municipalities develop their own community participation policies which address their special circumstances, which must be reviewed on a regular basis. Unless communities are empowered with knowledge on the available participation mechanisms, the dream of a culture of participation will remain just that, a dream. Thus civic education coupled with capacity building of officials will assist in ensuring the development of a culture of participation. Council must also develop mechanisms to evaluate the effectiveness of community participation processes and procedures, to avoid a one size fits all approach. It is imperative that councils as the legislative arm of municipalities must lead the process and not leave everything to the executive arm.

- Description: The participation of communities and community organizations in Municipal governance is set in terms of the law as a mechanism to deepen democracy. Municipalities are required to develop a culture of governance that complements representative democracy with community participation. However the participation of communities in local governance has not translated to the strengthening of governance and the deepening of democracy as municipalities have not done enough to involve communities in municipal affaires. Lack of human resources, and financial capacity have been cited as some of the reasons that beset municipalities and undermine citizen participation. Municipalities have taken steps to encourage community participation and these include establishment of structures to enable participation, however without the guidance and financial support of the municipalities these structures are not able to perform their functions. In spite of all the efforts made by municipalities to encourage participation, a culture of community participation has not yet taken root in local government. While the legislative framework provides for communities to participate, practice shows that the implementation of legislation is complex and requires dedicated capacities within the councils to be effective. This can be achieved when municipalities develop their own community participation policies which address their special circumstances, which must be reviewed on a regular basis. Unless communities are empowered with knowledge on the available participation mechanisms, the dream of a culture of participation will remain just that, a dream. Thus civic education coupled with capacity building of officials will assist in ensuring the development of a culture of participation. Council must also develop mechanisms to evaluate the effectiveness of community participation processes and procedures, to avoid a one size fits all approach. It is imperative that councils as the legislative arm of municipalities must lead the process and not leave everything to the executive arm.

Even though whites made up less than 20% of the nation‟s population, they took more than 80% of the agriculturally productive land and drove the original owners to the unproductive reserves where they were cramped and could not practice agriculture at all. Various acts such as the Black Land Act of 1913, Development Trust Act of 1936 and the Native Laws Amendment Act of 1937 were introduced which further frustrated the displaced black population thereby plunging it deeper and deeper into poverty. The main objective behind the introduction of these acts was to restrain the black population from earning livelihoods through agriculture thus forcing them to offer their labour to white farmers for low wages just to earn some form of livelihood. Such unfair practices and distribution of land prompted the first democratically elected government of South Africa to embark on a drive to redistribute the nation‟s land equitably amongst its citizens to foster national reconciliation, stimulate economic growth and compensate those that were forced out or lost their land during the apartheid era. This initiative was called the Land Reform Programme (LRP) and was implemented with three prongs namely (i) land redistribution; (ii) restitution; and (iii) land tenure. Among the beneficiaries of the LRP were farmers from a community called Marselle in Kenton-on-sea. In addition to getting land for farming purposes, the Marselle farmers also obtained financial support from the government‟s Land Bank to help them kick-start their farming activities. However, in spite of such interventions, they have struggled to turn their activities into sustainable livelihood sources. One most likely cause for this is the lack of farming knowledge and skills needed to make them more efficient and productive. This study was thus geared towards evaluating the knowledge and skills gap in Marselle which, when addressed, could make the Marselle farmers more productive. Its focus was limited to the 32 livestock and 8 chicory farmers that are recognized members of their respective projects. Focus was limited only to these farmers since the next phase of this study will involve building their capacity based on the skills gaps identified through this study. The findings showed that the two projects benefited at least 130 individuals belonging to the farming households, with 67.5% of these households headed by males. The age of these farmers was equally shared at 40% each between those above 65 years and those that only went as far as fourth grade. No one went to tertiary at all. At least 75% of the investigated farmers were unemployed and 42% of this population was pensioners. In terms of income though, 64.98% of it was from external sources. The Masakhane Silime (Chicory) project was implemented to generate income and provide job opportunities for the locals but neither of these objectives had been met at the time the data for this study was collected due to various challenges like lack of funds and infrastructure to enhance productivity. Just like the chicory project, the livestock project had its own objectives, namely; to remove animals from the residential areas, provide the animals with a safe place, reduce road accidents and also to provide a livelihood source for local farmers. Due to overgrazing the pastures, lack of proper camps and other challenges, some effort still needs to be put to achieve these objectives. Even though the livestock project was formed with these objectives in mind, the farmers themselves reared livestock either for personal consumption, selling, ritual purposes, store of wealth or all these combined. Regarding technical skills, livestock farmers were found to rely mostly on indigenous knowledge sources to attain farming knowledge. Only animal healthcare knowledge was popular to more than half the respondents. This was said to be due to the focus group meetings held on the farm every other Wednesday to share information with local extension officers. In spite of these information sharing events, livestock farmers identified training on how to feed; market; handle; and treat their livestock as key intervention knowledge areas. Attendance to these focus group meetings was limited to livestock farmers only. Various socio-economic factors were also found to have some form of influence on the acquisition of livestock knowledge. Education was the most dominant factor, with a significant association with the farmers‟ feeding (p=0.033); animal healthcare (P=0.038); marketing (p=0.009); veld management (p=0.036); and cattle slaughtering (p=0.027) knowledge. Other variables most influential include the gender and age of the household head. The former was significant at 95% confidence level for farmers‟ feeding knowledge (p=0.021); animal healthcare (p=0.039); marketing (p=0.043); livestock housing and handling (p=0.023); veld management (p=0.018); and cattle slaughtering (p=0.043). The dominance of males in acquiring these skills could be explained by the fact that the majority of the livestock project members were males. The majority of the few female members became members by default after the passing on of their husbands but their participation in the project was done through other project members who looked after their animals on their behalf. The number of farming years also had some positive and significant influence on other knowledge areas such as feeding (p=0.021) and livestock housing and handling (p=0.013). The logic supporting this association is that farmers tend to accumulate new and more skills the longer they stay in the same enterprise. In addition, most of the interviewed farmers were farm labourers prior to relocating to Marselle hence they acquired the necessary knowledge long before the project started. Concerning the chicory project, its members also relied heavily on indigenous knowledge sources for farming knowledge. Soil preparation (24.1%); planting (20.7%); land care (24.1%); and mechanical weed control (48.3%) were the knowledge areas lacked by more than half the respondents. The farmers identified land preparation (75%); communication skills (25%); marketing (100%); financial management (62%); and harvesting (88%) as the key crucial intervention areas they needed prioritized. As a study meant to inform the capacity building phase of the Land Bank project, this study identified the existing skills gaps in the two projects implemented in Forest Hill. When implementing the Capacity Building (CB) phase, various socio-economic factors will have to be considered. For example, the proposed intervention should not discriminate against anyone on the grounds of gender or physical abilities. The skills introduced should also be simple enough to be accepted and acquired even by the illiterate, especially when one considers the high illiteracy levels amongst the respondents. Efforts should also be made to create partnerships with the right organizations or groups of people so that they provide the required expertise and resources for the benefit of the farmers as and when required.

Analysis of the influence of peer education programmes on learner behaviour, the case of Bulelani high school, Queenstown

- Description: This study focuses on the influence of peer education programmes on learner behaviour. Peer education is a critical approach for behaviour-change. The presentation had two objectives. The first objective was to determine the nature and extent of peer education programmes policy implementation in the school under study. The second objective was to determine the impact of the policy on learner behaviour. A questionnaire which was administered to all trained peer educators at Bulelani High School indicated that all respondents agreed that peer education was educationally relevant and offered accurate information. Furthermore, results indicated that older learners strongly agreed that peer education programmes have an impact on behavioural changes than younger learners who merely agreed on that. The results also showed that the duration of involvement in peer education programmes influences the opinion on the impact of peer education on behavioural changes. Looking at the respondents ’gender, the researcher could not find any evidence that the impact of peer education on behavioural change depends on the gender of the respondent and therefore concludes that opinions are independent of gender. The study shows that in schools where peer education programmes are well implemented and monitored, they do impact on learner-behaviour in a positive way.

- Description: Background. As a result of the AIDS pandemic, many people areimmuno compromised andopportunistic fungal infections (OFIs) such as candidiasis are common. Despite the widespread use of medicinal plants in South Africa, there is a dearth of knowledge regarding the use of such plants in the management of these infections. This study evaluates three South African medicinal plants (Arctotis arctotoides, Pittosporum viridiflorum, and Gasteria bicolor) traditionally used in the treatment of OFIs in HIV/AIDS patients, in the Eastern Cape Province, South Africa. Materials and methods. A six-stage process of documentation, evaluation and analysis of results was conducted: (1) Selection of medicinal plants most frequently used in the treatment of OFIs through ethnomedical studies and the survey of specialised literature; (2) Collection and preparation of the extract of each plant; (3) Antifungal evaluation of the crude plant extracts. (4) Phytochemical and antioxidant evaluation of the active crude plant extracts; (5) Cytotoxicity evaluation of the bioactive extracts using the Chang liver cell line, and (6) Statistical analysis of the results. Ethnobotanical information was obtained through interviews with traditional healers and AIDS patients with the aid of semi-structured questionnaires, direct observations and by reviewing studies reported in the literature. Following the approval from the University of Fort Hare‘s Ethics Committee, 101 HIV/AIDS patients were recruited through convenience sampling into an anonymous cross-sectional questionnaire study. The agar diffusion and micro-dilution methods were used to determine the antifungal activities of the hexane, acetone and aqueous extracts of A. arctotoides, G. bicolor and P. viridiflorum against 10 opportunistic fungi.

Application of assisted reproduction technologies on the indigenous Nguni cows and heifers

- Description: The aims of the study were to compare superovulatory (SO) response rate and embryo quality recovered; consequently, correlate sperm motility with fertilization rate on superovulated stud Nguni cows and heifers. Furthermore, compare oestrous synchronization response and pregnancy rate of three breed type cows (Brahman, Bonsmara and Nguni) of different body condition scores following timed artificial insemination in KwaZulu-Natal (KZN) and Limpopo provinces. Nguni stud cows (n= 15) and heifers (n= 10) aged 4-6 and 2-3 years were used as embryo donors. Superovulation of donors involved insertion of a controlled internal drug release device (CIDR) and two injections of FSH daily 12 hours apart for 4 days on a decreasing dosage. Fresh Nguni semen was collected from proven Nguni stud bulls and assessed by computer aided sperm analysis (CASA) before artificial insemination (AI). The doses of AI were prepared and conducted twice, 12 hours apart on synchronized and superovulated Nguni cows or heifers. Embryos were flushed 7 days after AI using a non-surgical technique. Embryos were immediately evaluated under stereo microscope and classified according IETS standard codes (C1, C1- and C2). All transferrable embryos were vitrified. Two pilot study sites were chosen in Eastern Cape – Great kei; (n= 5) and Limpopo - Vuvha; (n=5) provinces for Embryo transfer. Each recipient cow was implanted with one frozen-thawed embryo. For oestrous synchronization, cows (Braman, Bonsmara and Nguni type) were selected in different villages, regardless of parity, age, breed and body weight following pregnancy diagnosis. Cows were grouped according to breed type and body condition scores (BCS) on a scale of 1-5. Group 1 had BCS of ≤ 2.5 in KwaZulu-Natal (n=81) and Limpopo n=71), Group 2 had BCS of ≥ 3 in KwaZulu-Natal (n=79) and Limpopo (n=100) cows. Cows were synchronized by inserting the controlled intravaginal drug release (CIDR) and removed on Day 8, followed by administration of prostaglandin. The white heat mount detectors (HMD) were placed on the individual cow’s tail head as an indicator for oestrous response if colour changed to red and inseminated twice at 12 hours interval. Pregnancy diagnosis was performed by an ultra sound scanner and rectal palpation 90 days after TAI in embryos and semen recipient cows. There was no significant difference on the superovulatory response rate between Nguni cows (40%) and heifers (40%). There was a significant difference on the ovary reaction (number of corpus luteum) of cows (11.33±1.41) and heifers (4.00±0.57). There were no significant differences observed on the embryo quality between Nguni cows (2.5±1.00 and 1.25±0.59) and heifers (0.83±0.41 and 1.00±0.36) for excellent (C1) and good (C1-). However, cows had more numbers of unfertilized ova (5.5±1.05 and 1.75±0.47) and degenerate embryos (3.66±1.00 and 1.25±0.39) than heifers. Village cows responded to oestrous synchronization successfully in KZN (100%) and Limpopo (99%) regardless of body conditions and breed type. The lowest pregnancy rate was recorded in Brahman and Bonsmara type cows with BCS of ≤ 2.5 regardless of Province. Interestingly, Nguni type cows with same body condition of ≤ 2.5 had higher average pregnancy rate of 59.5% in Limpopo and 53.5% in KZN. However, cows with BCS of ≥3 had better pregnancy rate regardless of cow breed type, and province. In conclusion, only 40% of both Nguni cows and heifers responded to superovulation. However, Nguni cows had better ovaries reaction compared to heifers. The quality of embryos recovered was similar for both Nguni cows and heifers. Moreover, there was a positive correlation between total sperm motility and fertilization rate bull 1 (93.7%) inseminated the cows (67.5%) and bull 2 (83.5%) inseminated the heifers (53.5%). Higher pregnancy rate (60%) was recorded in Limpopo compared to Eastern Cape (0%). Interestingly, more than 99% of village cows responded to synchronization and inseminated with frozen-thawed semen successfully. Village Nguni type cows were not affected by body condition scoring as they had higher and similar pregnancy rate as those that had body condition of ≥ 3. It is suggested that it is not advisable to breed synchronized Brahman and Bonsmara type cows with the body condition of ≤ 2.5 except in Nguni cow type as more than 57% average pregnancy rate was achieved.

- Description: The aims of the study were to compare superovulatory (SO) response rate and embryo quality recovered; consequently, correlate sperm motility with fertilization rate on superovulated stud Nguni cows and heifers. Furthermore, compare oestrous synchronization response and pregnancy rate of three breed type cows (Brahman, Bonsmara and Nguni) of different body condition scores following timed artificial insemination in KwaZulu-Natal (KZN) and Limpopo provinces. Nguni stud cows (n= 15) and heifers (n= 10) aged 4-6 and 2-3 years were used as embryo donors. Superovulation of donors involved insertion of a controlled internal drug release device (CIDR) and two injections of FSH daily 12 hours apart for 4 days on a decreasing dosage. Fresh Nguni semen was collected from proven Nguni stud bulls and assessed by computer aided sperm analysis (CASA) before artificial insemination (AI). The doses of AI were prepared and conducted twice, 12 hours apart on synchronized and superovulated Nguni cows or heifers. Embryos were flushed 7 days after AI using a non-surgical technique. Embryos were immediately evaluated under stereo microscope and classified according IETS standard codes (C1, C1- and C2). All transferrable embryos were vitrified. Two pilot study sites were chosen in Eastern Cape – Great kei; (n= 5) and Limpopo - Vuvha; (n=5) provinces for Embryo transfer. Each recipient cow was implanted with one frozen-thawed embryo. For oestrous synchronization, cows (Braman, Bonsmara and Nguni type) were selected in different villages, regardless of parity, age, breed and body weight following pregnancy diagnosis. Cows were grouped according to breed type and body condition scores (BCS) on a scale of 1-5. Group 1 had BCS of ≤ 2.5 in KwaZulu-Natal (n=81) and Limpopo n=71), Group 2 had BCS of ≥ 3 in KwaZulu-Natal (n=79) and Limpopo (n=100) cows. Cows were synchronized by inserting the controlled intravaginal drug release (CIDR) and removed on Day 8, followed by administration of prostaglandin. The white heat mount detectors (HMD) were placed on the individual cow’s tail head as an indicator for oestrous response if colour changed to red and inseminated twice at 12 hours interval. Pregnancy diagnosis was performed by an ultra sound scanner and rectal palpation 90 days after TAI in embryos and semen recipient cows. There was no significant difference on the superovulatory response rate between Nguni cows (40%) and heifers (40%). There was a significant difference on the ovary reaction (number of corpus luteum) of cows (11.33±1.41) and heifers (4.00±0.57). There were no significant differences observed on the embryo quality between Nguni cows (2.5±1.00 and 1.25±0.59) and heifers (0.83±0.41 and 1.00±0.36) for excellent (C1) and good (C1-). However, cows had more numbers of unfertilized ova (5.5±1.05 and 1.75±0.47) and degenerate embryos (3.66±1.00 and 1.25±0.39) than heifers. Village cows responded to oestrous synchronization successfully in KZN (100%) and Limpopo (99%) regardless of body conditions and breed type. The lowest pregnancy rate was recorded in Brahman and Bonsmara type cows with BCS of ≤ 2.5 regardless of Province. Interestingly, Nguni type cows with same body condition of ≤ 2.5 had higher average pregnancy rate of 59.5% in Limpopo and 53.5% in KZN. However, cows with BCS of ≥3 had better pregnancy rate regardless of cow breed type, and province. In conclusion, only 40% of both Nguni cows and heifers responded to superovulation. However, Nguni cows had better ovaries reaction compared to heifers. The quality of embryos recovered was similar for both Nguni cows and heifers. Moreover, there was a positive correlation between total sperm motility and fertilization rate bull 1 (93.7%) inseminated the cows (67.5%) and bull 2 (83.5%) inseminated the heifers (53.5%). Higher pregnancy rate (60%) was recorded in Limpopo compared to Eastern Cape (0%). - Description: The purpose of the research is to assess the financial viability of selected urban and rural municipalities in the Eastern Cape. Municipalities that are not financially viable and sustainable will always struggle to deliver basic services to communities. Without sound financial management systems, municipalities will be forced to discontinue their operations. Municipalities, particularly small and rural ones, are not self-sufficient and often rely on grants and transfers to satisfy their immediate short-term goal of providing basic services to satisfy the needs of their communities. Therefore, finance is regarded as an overriding and decisive factor for determining the viability of municipalities. The study seeks to investigate the financial viability of selected urban and rural municipalities in the Eastern Cape. Its key research questions are: Are municipalities able to provide sufficient funds to provide a range of services at an acceptable service level? To what extent do municipalities rely on external funding? Do municipalities have revenue collection capacity and revenue policies? The study asserts that most municipalities lack the required financial resources. They depend mainly on transfers from Provincial Government and equitable share and conditional grants from National Government. Section 152 (1) of the Constitution of the Republic of South Africa, Act 8 of 1996, states, amongst other things, that Local Government should ensure the provision of services to communities in a sustainable manner. The constitution further states that a municipality must strive, within its financial and administrative capacity, to achieve its objectives. The Municipal Finance Management Act, Act 56 of 2003, creates a framework for municipalities to borrow money and determine the conditions for short- and long-term borrowing. The Act assigns clear roles and responsibilities to the various role players involved in local government financial management. According to the Act, an annual budget for a municipality may only be funded from realistically anticipated revenues to be collected. As revenue projections in the budget must be realistic, the Municipal Property Rates Act, Act 6 of 2004, facilitates the collection of revenue in municipalities and establishes a uniform property rating system across South Africa. Property tax is the biggest element of local government tax revenue and is central to municipal finance. The Municipal Systems Act, Act 32 of 2000, amongst its objectives, provides for the manner in which municipal powers and functions are exercised as well as establishes a simple framework for the core processes of planning, performance management and resource mobilisation. The Act also provides a framework for public administration and human resource development. Finally, it also empowers the poor and ensures that municipalities put in place service tariffs and credit control policies that take their needs into account. The research contends that, whilst there is legislation and structures to assist and direct municipalities, it has been established that municipalities do not properly collect rates and taxes due to them to augment their revenue. The study has shown nevertheless that metropolitan municipalities have the capacity to collect revenue for municipal services. This is confirmed by their collection rate which ranges between 94 % and 97 %. There is also the culture of non-payment by communities for services rendered by the municipalities. Rural municipalities are exempted from property tax, while other rural municipalities who have an urban component, have to collect. There is also the question of unemployment and poverty. Consequently, municipalities are not self-sufficient and rely on grants and equitable share to survive. As a result of this lack of self-sufficiency, it is difficult to implement service delivery and also difficult to attract skilled personnel. The study has investigated why some municipalities fail to collect revenue and depend on national grants. The study employed both qualitative and quantitative methods. The findings of the quantitative paradigm have been presented in the form of graphs and charts. The major findings include: All municipalities have limited borrowing capacity; have not exceeded their budgets in terms of their spending; small municipalities have households as their main contributor of revenue collected; metropolitan municipalities get the big slice of their revenue from business; small and rural municipalities rely on grants and transfers and are therefore not financially viable; metropolitan municipalities are, to a great extent, financially viable but lack skills and capacity to utilize their resources for effective service delivery; and all municipalities under-spend their budgets. The study, after elaborating on the findings, makes recommendations on how municipalities should become financially viable.

Assessing the impact of shifting traditional leadership roles on local government in service delivery: a case study of the Bor County, Jonglei State, South Sudan

As the world‟s newest nation attained independence in July 2011, the republic of South Sudan face a huge mountain to climb in terms of service delivery for socio – economic transformation. A country which has ransacked by civil wars and economic exclusion of its people in the past, South Sudan needs to pool resources together for the sustainable betterment of its citizens. Service is solely dependent on leadership and effective and efficient service rendering, requires a people – centred, accountable and professional leadership. Traditional leaders have played a key role in the welfare of their subjects in South Sudan beginning long back, they have led, counselled, mediated disputes, allocated and managed land as well as preservation of customs and cultures. The study sought to assess shifting roles of traditional leaders in local government services delivery. It comprises of six chapters which are chronologically arranged. The main objectives of the study were to establish role which were played by Bor traditional leadership to promote service delivery at the local government level before independence, after independence, the extent to which the roles shifted, challenges they face currently and ways of solving them. The research question which guided the sought to find the answers to what roles traditional leaders played before and after independence, the shifting of roles, challenges and ways of addressing them. The paradigm used in the study is the qualitative research approach where empirical data was collected from a representative sample of 9 respondents. Data was collected using the non-random sampling techniques of purposely sampling. The researcher observed strict ethical guideline which includes informed consent, privacy and confidentiality. The study found out that traditional leaders played various roles under various governments. There were shifts in traditional leadership roles leaders can play and did not completely divert the roles leaders can play in service delivery. The study further established that Bor traditional leaders were willing service at the local government level but that they faced challenges particularly that of insecurity and war – related problems. The study therefore, recommended that government should pay attention to security in Bor County and the county at large. It was also recommended that government should train traditional leadership roles such as those applied in Ghana, Uganda, South Africa and Zimbabwe. Despite the said shift in roles, traditional leaders remain a key asset to the development of South Sudan.
