They have proved to be one of the most powerful tools in the domain of forecasting and analysis of various time series. The forecasting of TCP/IP network traffic is an important issue receiving growing attention from the computer networks. By improving upon this task, efficient network traffic engineering and anomaly detection tools can be created, resulting in economic gains from better resource management. The use of ANNs requires some critical decisions on the part of the user. These decisions, which are mainly concerned with the determinations of the components of the network structure and the parameters defined for the learning algorithm, can significantly affect the ability of the ANN to generalize, i.e. to have the outputs of the ANN approximate target values given inputs that are not in the training set. This has an impact on the quality of forecasts produced by the ANN. Although there are some discussions in the literature regarding the issues that affect network generalization ability, there is no standard method or approach that is universally accepted to determine the optimum values of these parameters for a particular problem. This research examined the impact a selection of key design features has on the generalization ability of ANNs. We examined how the size and composition of the network architecture, the size of the training samples, the choice of learning algorithm, the training schedule and the size of the learning rate both individually and collectively affect the ability of an ANN to learn the training data and to generalize well to novel data. To investigate this matter, we empirically conducted several experiments in forecasting a real world TCP/IP network traffic time series and the network performance validated using an independent test set. MATLAB version 7.4.0.287’s Neural Network toolbox version 5.0.2 (R2007a) was used for our experiments. The results are found to be promising in terms of ease of design and use of ANNs. Our results indicate that in contrast to Occam’s razor principle for a single hidden layer an increase in number of hidden neurons produces a corresponding increase in generalization ability of ANNs, however larger networks do not always improve the generalization ability of ANNs even though an increase in number of hidden neurons results in a concomitant rise in network generalization. Also, contradicting commonly accepted guidelines, networks trained with a larger representation of the data, exhibit better generalization than networks trained on smaller representations, even though the larger networks have a significantly greater capacity. Furthermore, the results obtained indicate that the learning rate, momentum, training schedule and choice of learning algorithm have as much a significant effect on ANN generalization ability. A number of conclusions were drawn from the results and later used to generate a comprehensive set of guidelines that will facilitate the process of design and use of ANNs in TCP/IP network traffic forecasting. The main contribution of this research lies in the identification of optimal strategies for the use of ANNs in forecasting TCP/IP network traffic trends. Although the information obtained from the tests carried out in this research is specific to the problem considered, it provides users of back-propagation networks with a valuable guide on the behaviour of networks under a wide range of operating conditions. It is important to note that the guidelines accrued from this research are of an assistive and not necessarily restrictive nature to potential ANN modellers.

The impact of export diversification on economic performance in South Africa: 1980-2012

The primary objective of this study is to determine the impact of export diversification on economic growth in South Africa. In this context, the study seeks to establish the relationship between export diversification, export stability and export growth. Initially, the study examines the extent and structure of export diversification in South Africa; it then empirically establishes the link between export diversification, export stability and export growth. Finally, it develops a model and investigates the effects of export diversification on economic growth in South Africa. As an attempt to fulfill the proposed objectives, this study uses quarterly data for the period 1980 to 2012 as well as data for 28 selected groups of commodities to investigate the effects of export diversification on economic growth in South Africa. Measures of export diversification and structural changes in exports in the context of South Africa were discussed. The findings of this study are that the Commodity Specific Cumulative Experience function showed that plots for manufactured commodities are shifted to the right indicating that the commodities are non-traditional in nature whereas, plots for primary commodities are shifted to the left. Results also indicated that South Africa relies more on traditional exports than manufactured exports. Various measures of export instability were used to calculate the export instability index in South Africa. The results of the study reveal that the South African export basket is slightly diversified, and the less diversified or primary commodities are associated with high instability VECM approach was used to allow us to establish the extent of influence of export diversification and other explanatory variables on economic growth. Consistent with other researchers, the study found that export diversification plays significant roles to economic growth in South Africa. A number of diagnostic checks were employed to validate the parameter evaluation of the outcomes achieved by the model. The model passed all the diagnostic checks. On the whole, the results to a larger extent painted a pictured that export diversification is important or drives economic growth in South Africa. Corroborating our findings with work of other scholars, we conclude that our results are complementary.

This study assess whether the theoretical and empirical propositions can be supported in South Africa. Cointegration tests using the Johansen approach (1988) were conducted to examine if there is a stable relationship in the level of private investment and financial development in South Africa. As a proxy for financial sector development, credit to private sector as per cent of GDP and stock market development were employed. Other variables that affect investment such as real interest rates and real GDP were also included in the model. Results of the study indicate that stock market development and real GDP have a positive relationship with private investment. Bank credit to the private sector however showed a negative relationship with private investment. A negative relationship was also noted for the relationship between private investment and real interest rates.

The study specifically tests the McKinnon Conduit Effect hypothesis which states that increasing interest rate raises the capacity of financial savings via financial intermediaries based on data from South Africa. Apart from informal graphical test, this study employed formal tests such as the Augmented Dickey-Fuller and Phillips Perron stationarity tests to test the properties of the variables considered, including interest rates, for stationarity. In order to ascertain the long-run and short-run dynamics between its variables, the Johansen co-integration test is utilized, while the Error Correction Mechanism is also employed. Results from the study state that financial assets (a proxy for financial intermediation), income and real interest rate all positively impact the savings-investment ratio. Additionally, short-run analysis results showed that income, financial assets and real interest rates positively influence the savings-investment ratio. Real interest rates were seen as being both positive and statistically significant. Therefore the study recommended that the financial services sector and the South African Reserve Bank (SARB) should work together as this will result in the improvement of efficiencies in price discovery with regards to bank charges, access to banking facilities and the timely provision of services in order to encourage savings (for investment purposes) in the South African economy.

Purposive sampling method (non-probability sampling) was carried out mainly on two groups of people, land reform beneficiary in Jay Dee Rovon and non-beneficiary in Mon Desire. Moreover, the stratified random sampling method was also applied in Jay Dee Rovon to choose a sample of 60 households from 129 land reform beneficiaries in Jay Dee Rovon and simple random sample of 60 applied to Mon Desire household subsistence. Binary Logistic Regression model was used to test factors that influenced beneficiary on level of production. Results indicated that age and farming experience were significant variables. Age had a negative coefficient value, meaning an increase in age was less likely to cause beneficiary to produce at commercial level. Descriptive statistics revealed that farming activities in the study areas seems to be performed mostly by relatively medium age people followed by younger people and lastly by the older people. Moreover, farming experience with positive coefficient revealed that it is highly likely to influence the beneficiary to produce at commercial for marketing. The older the farmer the more the experience s/he had in farming activities. However, descriptive revealed, medium and young age people with little knowledge tend to be more active than older people on farming activities but on the other hand they are more capable of carrying out physical activities. The results revealed that land reform beneficiaries likely to influence the level of production for marketing while non-beneficiaries produce for home consumption and little for sale in local market. An improvement on yield results an increase on income and thus leading to a change in ownership of household’s durable assets. An increase in yield also indirectly results employment recreation, increasing real wage and improve farm income thus leading to poverty reduction in JDR as compare to MD. The study recommends that the government should also assist non-beneficiaries in MD with agricultural infrastructure to improve their level of production and food security at household level.

Little research has been conducted to investigate the impact of the above mentioned subjects on turnover intentions among nurses in the South African health sector. Research questions as well as hypotheses were formulated as the means to gain data on the subject. The research employed a quantitative design with a sample size of 160 nurses and 159 were returned. The data analysis consisted of both descriptive and inferential statistics. The main findings of the study showed a positive relationship among job satisfaction, work-life rewards, learning and advancement opportunities and job satisfaction. However, there were negative relationships between job satisfaction and turnover intentions; work-life rewards and turnover intentions; and also among learning, career advancement and turnover intentions. Finally, suggestions were made to the top management in the Health sector to come up with strategies and mechanisms that improve nurses’ quality of work-life and offering them training and advancement opportunities through organisational change programs.

It is against this background that this research examines the impact of learning, advancement and quality of work-life on turnover intentions among nurses in selected hospitals from Eastern Cape. Little research has been conducted to investigate the impact of the above mentioned subjects on turnover intentions among nurses in the South African health sector. Research questions as well as hypotheses were formulated as the means to gain data on the subject. The research employed a quantitative design with a sample size of 160 nurses and 159 were returned. The data analysis consisted of both descriptive and inferential statistics. The main findings of the study showed a positive relationship among job satisfaction, work-life rewards, learning and advancement opportunities and job satisfaction. However, there were negative relationships between job satisfaction and turnover intentions; work-life rewards and turnover intentions; and also among learning, career advancement and turnover intentions. Finally, suggestions were made to the top management in the Health sector to come up with strategies and mechanisms that improve nurses’ quality of work-life and offering them training and advancement opportunities through organisational change programs.

Questionnaires were used to collect quantitative data while qualitative data were collected through interviews, and document analysis. A total number of 30 teachers completed the questionnaires. The researcher conducted interviews with ten principals and eight teachers. She also held interviews with four education district officials and one provincial official. Data were analysed by statistical and non-statistical procedures. The study revealed that the inclusion policy is being implemented in the selected schools. However, there are challenges that are being encountered. Firstly, some teachers have not received adequate training with regards to inclusive education policy. Staff development workshops put in place to address this challenge are minimal, and there is not enough joint effort being established by the different stakeholders with regards to support and monitoring the implementation process. Despite the challenges that accompany implementation of inclusion of learners with special education needs, as well as the difficult working conditions, this study reveals that there are pockets of good practice of inclusion policy in some of the selected schools in the Fort Beaufort District. For instance, it was found that teachers implement inclusion of learners with special education needs, even though the majority of them do not have qualifications in special education. It was also revealed that teachers used learner-centred teaching methods to accommodate all learners, which include group and individual teaching, group demonstration, discussions, question-and-answer sessions, and practical activities.

Data for this study was gathered from SMME owners only as they were the targeted respondents. The t-test and Chi-square test were used for the statistical analysis in order to arrive at findings and conclusions. Based on a 64% survey response rate, the study reports the existence of statistically significant gender gap in SMME access to venture capital and SMME performance. In addition, this study also reports the existence of a gender gap in business related experience amongst SMME owners. However, after controlling for business related experience, the gender gap in SMMEs access to venture capital and performance disappears. This study therefore argues that the variation in business related experience between gender plays a major role in the noted gender gap. This study therefore concludes that addressing gender gap in business related experience is of vital importance as this would also assist in eliminating the apparent gender gap in access to venture capital and firm performance. To address the gender gap in business related experience, the study recommends that innovations in the design and delivery of training programmes should be implemented. Establishing and monitoring targets for current women managers who are also potential future business owners/SMME owners, should be a policy being practiced in both the private and public sector, among other recommendations outlined in the study.

Information science researchers, in the study of rural communities’ information behaviour, have used these three factors extensively. The data collection was triangulated with the use of survey, observations, and focus group discussions and in – depth interviews. The findings show how the person, in the context of information – seeking and the role-played within a given environment, could determine information needs and use. A person in the context of information – seeking, could be a father, a mother, a group leader, a nurse or a teacher. The main elements are the situation within which a need for information arises, and the person performing a role in an environment situated within the context of information – seeking. Information was found to be a critical commodity for the socio – economic, political, and educational development of any given community. Recommendations were made that could transform the community of Amsterdam, through the provision of sustainable information.

Empirical results indicate that all the variables have a significant relationship with the stock market. The findings in this study suggest that it is important to achieve macroeconomic equilibrium in South Africa because any disequilibrium in macroeconomics feeds into the stock market and it is likely to affect investor decision making and hence access to capital by companies listed on the stock exchange.

For this purpose data was collected from the SASSA agency offices in Alice, King Williams Town and East London. A sample of 72 agency employees was drawn from the population. Results of the study indicated that the study variables are significantly positively correlated with one another. Work family conflict was found to be significantly positively correlated with stress. Stress was also found to be significantly positively correlated with burnout. A significant positive relationship was also found to exist between work family conflict and burnout. The findings of this study are helpful in the social security agency industry in order to design human resources policies which will reduce turnover of agency employees by reducing stress, work family conflict and burnout among the agency employees.

The role of Councillors in good governance: the case of the Nelson Mandela Bay Municipality in the Eastern Cape Province

The transformational agenda for local government that was conceived by the new democratic government, introduced new key performance areas which included infrastructural development of previously neglected residential areas, service delivery to all, accountability and transparency in local government financial management, good governance and capacitation of those assigned to champion these issues. Councillors, being one of the most important stakeholders in local government, had to allow for additional responsibilities in the advancement of the transformational agenda of local government. As provocateurs of good governance which is indispensable for the successful developmental transformation of society, they are required to meet certain standards. This research investigates the factors that may negatively impact on good governance in the NMBM. Firstly, it examines conditions that undermine the development of a culture of good governance within its geographical confines. Secondly, it investigates the suitability and preparedness of councilors on a number of terrains. The research was conducted in the light of the public debate concerning the caliber of councilors in the NMBM while adding value to the academic discourse on this emotive issue. This is achieved by employing a qualitative research approach using a questionnaire and interviews with a specific target population.

The role of decent rural employment in counteracting food insecurity in Bindura rural district, Zimbabwe

The World Food Programme (WFP) and the government in Zimbabwe are providing food aid to approximately 1.6 million people across the 37 districts in the country. Measures have been undertaken to counter food insecurity in Zimbabwe but to no avail. Food related public policies such as donor aid and government subsidies have also been unworkable for such a long time. In this study a comprehensive analysis of the role of decent rural employment in counteracting food insecurity will be provided. The study also seeks to assess how humanitarian work psychologists can work together with various stakeholders in society so as to curb household food insecurity. The Study population included all the households in Bindura rural district in Zimbabwe. Both quantitative and qualitative research designs were used. The researcher used cluster sampling procedure in which households were divided into groups (clusters) and a sample of the groups was selected. A random sample was then drawn from the elements within each selected group. The results confirmed that those that are not decently employed face a broad range of decent work deficits, exploitation at work and are food insecure, a finding that is similar to other countries. Thus, the researcher concluded that Decent Rural employment do have an impact on food security. Taking a look at the basic tenets of decent employment such as full time employment, a decent income, reasonable working hours and employee benefits among others, the results showed that they all impact on food security. The information obtained will be fundamental for communities at risk and dealing with the issue may help improve food insecurity situation in the country. The role of intergovernmental relations in municipal integrated development planning: case of Buffalo City Metropolitan municipality, Eastern Cape

There are three spheres of government in South Africa, which include the national, provincial and local governments. These spheres are modelled to co-operate and support each other through the structures of intergovernmental relations (hereafter referred to as “IGR”). The IGR structures were given an institutional and statutory expression through the Intergovernmental Relations Framework Act 13 of 2005. The IGR structures are a set of formal and informal processes through which bilateral and multi-lateral co-operation can be achieved, thereby ensuring the existence of the three spheres of government. The study asserts that the Buffalo City Metropolitan Municipality lacks the co-ordination of integrated development planning (IDP) activities to promote proper and efficient service delivery. Section 41 of the Constitution of the Republic of South Africa (1996) (as amended), states that co-operation must establish or provide structures and institutions to promote and facilitate intergovernmental relations, and to provide for appropriate mechanisms and procedures to facilitate the settlement of intergovernmental disputes. The study adopted a mixed-method of research paradigms, in which both qualitative and quantitative research paradigms were utilized to assess the challenges facing the IGR structures at Buffalo City Metropolitan Municipality (hereafter referred to as “the municipality and BCMM”). The data were collected from a sample of 30 respondents – by carefully using judgmental and snowball sampling. Questionnaires, interviews, and documentary analysis were used as the sources of the data collection. The findings were analyzed, according to the same data collection techniques. The study found that there is legislation and structures to assist the municipality in directing integrated development planning (IDP) activities within the BCMM. The IDP involves a wide range of role players – from both inside and outside the municipality. The IGR structures are in existence; but they are non-performing, according to Intergovernmental Relations Framework Act 13 (2005) (hereafter referred to as “IGRFA”). There is a lack of political commitment in establishing the IGR structures, and a lack of information-sharing, and so forth. The study thus recommends that the BCMM should establish permanent and contractual positions; improve communication and information flow; establish a hierarchy of monitoring and evaluation systems and processes; and forge a strong partnership with the community-based organizations (hereafter referred to as “CBOs”) and the non-governmental organizations (hereafter referred to as “NGOs”). This would ensure that the IDP processes are linked to the councillors’ wards, and that the actions of programmes are known by the role players; thus this would focus on the participation and the co-ordination of the IGR structures.
