Benefits and limitation of informal trading in promoting sustainable local economic development in the Intsika Yethu Municipality

- Description: The informal sector refers to all economic activities by workers and economic units that are not covered or insufficiently covered by formal arrangements which can be carried out across all the sectors of the economy both in public and private spaces. The study was conducted to determine the benefits and limitation of informal trading in promoting sustainable local economic development in the Intsika Yethu Municipality. South African municipalities for various reasons fail in providing local economic development friendly environment and more developmental and inclusive informal economy policies and by-laws. The objective of the study was to assess the benefits and challenges which might hinder the maximisation of benefits in the sector. The literature was reviewed with the aim to integrate published academic data on the benefits and limitations of informal trading in promoting sustainable local economic development. Data for the study was sourced from the literature and questionnaires administered to respondents who were selected by means of a purposive sampling technique. The respondents from which data was collected were 18 and a qualitative research approach was used as a main research methodology. The responses obtained were subjected to content analyses. The main findings of the study include; informal traders are uncoordinated, informal traders are faced with challenges which hinder their success, majority of respondents see benefits from informal trading, the informal sector of responds to triple social ills and all respondents started up businesses due to the inability of the formal sector to create job opportunities that are permanent and enough for everyone. In response to the findings about the main recommendation made is the improvement of communication between government and informal trader for the sustainability of municipal programs.

Assessment of procurement processes in the department of transport

- Description: The purpose of this mini-dissertation is to understand the perception of end users on the public procurement system challenges in the Eastern Cape Department of Transport, addressing the extent to which the procurement systems have resulted in disgruntlement of end-users. The public sector procurement function continues to face growing pressures to reform current procurement process, the reform comes with changes which some public officials are unable to adapt to. The uncertainty and the complexity of the reforms to a certain extent bring resistance to the end users whose concern is to meet delivery targets for a particular financial year. Public procurement is still faced with somewhat of an “identity crisis”, people still see the function as clerical or technical in nature. The remaining challenge is to convince these individuals that procurement is a strategic function. This study however, seeks to investigate the level of understanding of procurement prescripts and relevant legislations by end users and the unnatural working relationship with SCM office.

- Description: In a global sphere where public management performance has to be monitored and governments held accountable for their performance, performance information use has been advocated to be stratagem to promote accountability and efficient public sector performance. The South African government has also in a bid to ensure accountable, responsive, transparent, participatory, effective and efficient service delivery promoted the use of performance information use. It is in this regard that the current study sought to It is this argument and scholarly contradictions that have given rise to the current study, which sought to investigate the usage of performance information systems (PIs) by managers and public sector officials in promoting good governance, decision making, transparency, accountability and reporting in the transport department in King Williams’ town. It was established from the current study that there is interplay of various factors for the proper utilization of PIs within the public sector and the findings of the study also indicated that PIs are mainly utilized by the top management for making decisions, planning and evaluation. In order to order to carry out the study, deductive logic was used using a quantitative survey methodology. Data was collected through the use of self administered Likert‐styled questionnaires within the King Williams Town Transport Department. The study utilized stratified sampling in selecting the respondents of the study.

It became apparent from the Literature review that any municipality to play a meaningful role in ensuring that South Africa achieves the goal of becoming a developmental state, capable of confronting service delivery challenges, there needs to be a proper implementation of the supply management system policy. The study was also aimed at identifying the factors that support or hinder the implementation of the supply chain management within the King William’s Town District Municipality. In order to achieve this objective, interviews and self-administered questionnaires were conducted with various respondents in the municipality. The respondents insured the councillors from the five political parties comprising the municipality, municipal manager and section 57 managers, supply chain practitioners. It would therefore be critical important for the management of the King William’s Town District municipality to take into account the results of this study and its recommendations so as to ensure that there is a proper implementation of the supply chain management system within the municipality.
