- Description: The evaluation of the EPWP within the BCMM will assist the municipality in enhancing the metropolitan’s capacity to deliver the services of the EPWP by ensuring that challenges are addressed, an integrated approach is adopted and that the programme implementation receives the necessary support in order to develop communities. Cabinet has adopted the EPWP as its main tool for creating job opportunities. It has been approved as a conceptual framework with a specific role and targets for each municipality programme. The EPWP also engages the creation of job opportunities for unemployed people which enables them to participate in the economy; eventually they will make a contribution to their communities’ development and to the country as a whole. (National EPWP Guidelines, 2003:4). The EPWP is significant because it aims to expand the creation of temporary job opportunities which will give unemployed and poor people some income. The BCMM has focused on strengthening and expanding its EPWP, predominantly in the infrastructure sector. The emphasis has been on job creation through intensive methods in housing and infrastructure projects, as well as on improving reporting, monitoring and evaluation. Thus, the decision was taken to house the EPWP unit within the Directorate of Infrastructure Services for efficient administration, as most infrastructure projects are implemented within the directorate. To improve the implementation of the EPWP, and to be effective within the metropolitan, the programme should incorporate all activities within the municipality. Therefore, every project implemented, as per the municipality’s Integrated Development Plan (IDP), should be required to promote all possible EPWP opportunities. All existing projects should be restructured in order to promote greater employment opportunities. The municipality needs to increase emphasis on labour intensive construction methods, the rollout of the EPWP in the social and environmental and culture sectors, and the municipality should evince a greater level of EPWP participation.

- Description: This research conducts an examination of the efficacy of placing municipalities under administration with the overriding objective of determining the appropriate strategies that can be recommended for improving governance in municipalities. In a bid to achieve this overriding objective, the entire research process was guided by the research objectives and questions that examined; tools used to evaluate the success of provincial interventions, governance of Mnquma Municipality pre and post the intervention strategies which are used for improving municipal governance. Although the secondary research was accomplished through the review and analysis of the relevant literatures and theories, the qualitative research approach was used in the primary research process. The findings of the study indicate that achieving effective municipal governance in South Africa is far from being attained. In terms of the principles for effective governance, the study reveals that the effective implementations of good governance principles in municipalities is marred by factors that include; poor definitions of terms of reference of intervention processes, poor definition of what poor governance in municipalities, lack of evaluation tools for intervention and a process that is highly dependent on subjectivity which subjects it to undue external influence. In thediscussions, it was argued that this subsequently contribute poor working environment, non-improving municipal governance, lack of commitment and non-improving quality of service delivery. However, it was noted that there is still ineffective applications strategies which can be used for improving municipal governance in South Africa. While considering the primary and secondary findings of the study, it was recommended that despite all the contrasting views on the intervention, there was a lot of common ground on the strategies that could be used to improve municipal governance which should be implemented in municipalities.

- Description: The National Department of Health is the executive department of the South African government which is assigned to the national health issues of the country. This research was however aimed specifically on the budgeting process within the Eastern Cape Provincial Department of Health. This was provisioned by assessing the significance of the budgeting system and its correlation to efficient and effective healthcare service delivery. The aim of the research was to highlight on how policies have an effect on the budgeting system at the provincial level, considering the provincial health department is responsible for the provision of publicly funded health services. This research assessed the budgeting system in the Eastern Cape Department of Health in an attempt to propagate effective and efficient health service delivery for the general citizenry. This was a qualitative study design which harnessed the merits of secondary data as the main code of the research design which enabled the comprehension of the budgeting system in the Eastern Cape Department of Health. Data was analysed using thematic analysis to examine the distinctive themes and sub-themes identified from within the reviewed literature. The Eastern Cape Province is succumbing to insufficient funding at provincial level and this has a clear-cut reflection on the administration of services within respective departments, particularly the Health Department. This is despite the fact that the Public Finance Management Act, 1999 promotes the objectives of good financial management aimed at maximizing service delivery through the effective use of the limited resources. Resultantly it was fundamental to comprehend on the issues underpinning the scope of budget reporting as well as budget accountability and the effect it has on service delivery in the Eastern Cape Department of Health. Recommendations were thus given based on the discussed and derived themes to ensure that there is an appropriate budgeting system to ensure efficient and effective provision of health care services in the Eastern Cape Department of Health.

- Description: Intergovernmental relation is a prerequisite for effective performance of the contemporary governments. This research evaluates the roles and functions of intergovernmental forums towards enhancing the improvement of service delivery in the Alfred Nzo District Municipality. The motive of the study was to identify the major inhibitors and the integrated remedial measures that can be suggested. In a bid to accomplish this, the entire research process was guided by the four critical research questions for the study entail the evaluation of: What are the edifiers of the roles and functions of intergovernmental forums in service delivery within the Alfred Nzo District Municipality (ANDM)? What so far are the effects of intergovernmental forums on the performance of Alfred Nzo District Municipality (ANDM)? Which are the inhibitors of the effectiveness of the roles or functions of intergovernmental forums in service delivery within the Alfred Nzo District Municipality (ANDM)? Which hybrid model or recommendation can be suggested for improving the effectiveness of the roles or functions of intergovernmental forums in service delivery within the Alfred Nzo District Municipality (ANDM)? The analysis of the qualitative data that was obtained from 25 sampled participants drawn from Alfred Nzo District Municipality revealed that the edifiers of the roles and functions of intergovernmental forums in service delivery within the Alfred Nzo District Municipality (ANDM) are often linked to the legislations and regulations on intergovernmental relations, information system, and the policy on intergovernmental relations. In response to the question that probed what so far are the effects of intergovernmental forums on the performance of Alfred Nzo District Municipality (ANDM), the participants revealed that the effects of the roles and functions performed by the intergovernmental relations and forums have so far been manifested in the improvement of resource optimisation and service delivery. However, further analysis of the interview findings indicated that as much as Alfred Nzo District municipality has been able to realise some of the positive impacts of intergovernmental relations and forums, there are also still challenges that limit the realisation of the full positive impacts of the implementation of the intergovernmental relation programmes. The thematic content analysis of the interview findings revealed that the major inhibitors of the effectiveness of the roles or functions of intergovernmental forums in service delivery within the Alfred Nzo District Municipality (ANDM) are often linked to the three sets of challenges that include: operational challenges, financial challenges and policy issues. In response to the findings of this research, it is argued that the managers and directors at Alfred Nzo District Municipality must consider using the following strategies if they are to ensure that their established intergovernmental forums influence the successful implementation of joint projects and service delivery of the municipalities within the jurisdiction of intergovernmental relations: Practicalise the Legislative Provisions on Intergovernmental Relations by Developing a Vision and Mission that must be achieved through Intergovernmental Forums, Create a Structure and Framework of Intergovernmental Relation, Allocation of Sufficient Resources for the Implementation of the Joint Projects, and Evaluation of Joint Projects. Future studies can explore the roles of information system towards enhancing the effectiveness of intergovernmental relations.

- Description: The Department of Health is experiencing repeated negative press releases with the respect to the quality of service delivery in the Eastern Cape. The public sector is an entity that provides a unique service. This is made evident by the services provided such as provision of free health services for primary health care as well as free health services to children under six, disabled and senior citizens. The Eastern Cape Department of Health has developed service standards adopted in 2007 by the Eastern Cape Department of Health. This study aims to determine the casual effect of absenteeism and their relationship to poor service delivery. According to Makhubu (2006) many vacancies in the Eastern Cape Department of Health exist which result in service delivery problems. In terms of the second principle in the Batho Pele Principles the norms and standards which are service standards serves as a baseline where the Department of Public Service and Administration (2007) issued directive that the vacancy rate of any government department should range between ten and fifteen percent Makhubu (2006) further refers to the doctors/patient ratio as one is to three hundred patients (1:300), which is unhealthy and abnormal as the doctor/patient ration in terms of the Health Professional is one is to thirty (1:30). Such cases pose an opportunity to those employees who are within the service to absent themselves from such unhealthy situations and this behavior later result in the exodus (professional drainage) of employee. Schultz, Nel, Gerber, Hassbroek, Van Dyk and Werner (2001:582) define absenteeism as withdrawal of levels of productivity and collegial interaction for a given time to escape a perceived undesirable working environment. This behavior is disruptive to continuous organizational efficiency. Absenteeism is found in two forms that are avoidable and unavoidable. In the unavoidable forms of absenteeism, the situation in unplanned and is governed by external factors, thus it is beyond one’s control and has to be managed differently. Control of absenteeism can exercise by the immediate manager through the human resource section regarding the duration and terms of absence pertaining salary and terms of services.

- Description: The study was intended to assess the impact of social grants on beneficiaries with specific focus on Buffalo Municipality. The challenge of social injustice and inequality in the management and distribution of resources is challenge of any responsive government globally in providing social securities in different forms to secure the vulnerable and under privileged within the society. The South African government has introduced a comprehensive liberally inclusive social welfare scheme to address social injustice and economic inequality of excluded in the former apartheid government, which characterises the historic past of racial exclusive government of the majority black and the coloured. In other to assess the impact of grants in addressing inequality and social exclusiveness, the research was conducted using Desk Top Analytical approach and also explored ANOVA Two-ways and One-way, to test the degree of association and standard deviation to establish the contrast of effects based on spatial difference and social development of the urban, semi-urban and rural settlements which beneficiaries are living. Also, to establish whether or not the policy is achieving social cohesion, human development and transformation, which should be taken, place within the concept of social welfare. The theoretical frame work adopted is a multi-theoretical approach in dealing with the complexity around social welfare. The research is specifically looking for a theory of change in social grants administration in other to understand the impact and extent of the intervention in bringing about desired and motivated change as the scheme main priority of developmental social welfare in South Africa. Pearson correlation, Chi-square correlation and Tukey”s Post hoc Test are some of the instrument used in assessing the impact of grants on beneficiaries. The outcome of the study showed a highly significance p-value =.019, p<0.05 in spatial variance between Urban and Rural and the in between variance of .025, p<0.05 for Rural –Urban- Semi-urban (Fig.23 and Tab 8a). The study also, revealed an association between Child dependency and Sexual crime to be .009, p<0.01 (Fig 24 and Tab 6), Public violence in Rural area shows Post Hoc Test result of Mean= 2.6, SD= 2.07 for rural, Mean=1.40 SD= 1.52, for urban and a Mean=0.3, SD=0.54 for semi-urban in a descending order as it relate to social crime statistics (Fig.20). This implies that there are more frequent public violence in rural areas than that of the urban and semi-urban. The overall result shows a very strong correlation among all the variables of grants beneficiaries to be statistically relevant. This implies that the social grants intervention.

- Description: The main objective of this study was to explore how change can be understood fromthe change management perspective, especially in the local sphere of government. The study looked specifically at the Buffalo City Metropolitan Municipality journey through a significant shift or transition from a category B to Category A municipality during the 2011 Local Government elections. Based on change theory and a selected change management model, the framework for change management and issues related to it were constructed. Additionally, a synthesis of the most important phases and interventions in a strategic change process or project was created. The phases included: starting point, planning, implementation and evaluation, and securing. Various literature sources were consulted during the study. Inter alia, these included Lewin’s change management model, which states that change has to follow three stages—including, unfreezing, moving and refreezing. All these stages by Lewin(1951) emphasise the critical management role in driving planned or proactive change in order to address the likely emergence of resistance by observing a systematic process. A qualitative approach was utilized in order to solicit in-depth information using a structured questionnaire. Respondents were visited by the researcher in their offices, to gather data. To this effect, a total 25 respondents from the top management, councillors and middle management were sampled and interviewed accordingly. According to the findings of this study, important change management phases were recognized through researching theoretical literature—starting, planning and implementation phases. Empirical information at the starting phase involves analysis of the current and desired states and the need for change accompanied by guiding coalitions. In the planning phase, the most important interventions is project formulation, action plan development, analysis of prior and current strategic change initiatives and organizational structure analysis. In the change implementation phase the interventions of importance are the launch, quick-wins, creation of a sense of urgency, management of change resistance and communication of the change.

- Description: South Africa is faced with enormous backlog of service delivery which is attributed to the apartheid government and performance challenges especially in areas like Eastern Cape. It was then identified that there was no uniform system to monitor and evaluate performance of government institutions and the impact of the services they render to the community. The government then adopted a monitoring and evaluation system called Government - Wide Monitoring and Evaluation System for all government departments and municipalities. This study analysed the implementation of this Government-Wide Monitoring and Evaluation System in Eastern Cape Municipalities with specific reference to Chris Hani District Municipality. It further assessed the effectiveness of this monitoring and evaluation system and whether its implementation has improved performance in municipalities, so as to identify the hampering limitations and the appropriate improvement strategies that can be recommended. In order to reach conclusions to the questions and objectives, the study was conducted using qualitative research methodology. Interviews were conducted as described in chapter 3. Chapter 4 presents the findings that were achieved from the interviews and the interpretation of these findings whilst chapter 5 presents conclusion and recommendations based on the findings.

- Description: In South Africa service delivery has become an everyday song as citizens are gradually questioning for a workable way out of their daily problems stimulated by the unsolved challenges of shortage of clean drinkable water, electricity, poor health facilities and poverty, housing, hunger and refuse removal among other things. All these problems are attributed to lack of accountability, transparency and participation in the manner public institutions and officials are operating. Thus, one can argue that good governance in the public sector is a key to improve service delivery because these protests “reflect very little opportunity for community participation and poor governance”. This in turn means, the crisis in service delivery is a crisis in transparency, participation and accountability because these three are narrowly inter-related as participation and transparency are a precondition for real accountability. The primary focus of this study is on accountability which is the outcome of a combination of transparency and public participation. The prevailing characteristics of governance in BCMM lack robust public participation and transparent which collaborates and empowers citizens by involving them in all the processes as indicated by missing links. The inescapable conclusion is that if good governance is to be achieved in BCMM according to its vision, public participation in service delivery, implementation, monitoring, evaluation in a transparent way and accountability has to be done like in the case of Brazil and India who have both found formidable ways of fostering accountability and improved service delivery. This study used a descriptive research design and a mixed methods approach.

International organisations has made a number commitments encouraging gender parity and eliminating imbalance against women in the past three decades, through international platforms. In the World Summit held in 2005, it was recommended that a Platform for Action (1995) and the resolutions of the Twenty Third special session of the General Assembly as a crucial baseline in attaining then internationally agreed development goals, as well as those contained in the Millennium Declaration. (www.ilo.org) In the above forums national decision makers worldwide were urged to apply strategies and programmes which would improve gender fairness, in leadership positions, giving women complete and comparable share in economic, social, cultural and political decision-making as men. South Africa as a role player in the international space also joined the world in endorsing various programmes and strategies which seek to address gender parities and strive to eliminate women oppression especially in public sector.

- Description: This research was conducted with the aim to evaluate the policy interventions on HIV and AIDS in pregnant women in the Lukhanji sub district of Chris Hani District Municipality. The study would also propose policy improvement strategies towards curbing the spread of HIV and AIDS in pregnant women. In realizing these goals, the entire research process was guided by the research objectives and questions which sought to evaluate policies and strategies relevant to HIV prevalence in pregnant women. The secondary research objectives were accomplished through the review and analysis of the relevant literature and theories. Qualitative research approach was used in determining the findings and conclusions from the study. Data was collected using qualitative research methods and in this case a structured questionnaire was developed and distributed to the study participants. The Questionnaires were handed and discussed with each participant. Demographics, socioeconomic and cultural factors were considered in designing the data collection tool. These factors are known to have an impact on the prevalence of HIV. It has been shown through the study that demographic variables have an effect on HIV prevalence. Hence when considering policy interventions these should be taken into account. All the respondents were given enough time and they provided clear and comprehensive responses to the questionnaire and follow up discussions. The evaluation of the responses showed that various HIV prevention related policies are being implemented within the Lukhanji sub-district. Numerous programmes relating to HIV and AIDS, also specifically covering pregnant women are being rolled out across the sub-district. HIV prevalence in the study population is rated as average to low when comparing with the district, provincial and national statistics. Current data obtained from the study indicates that HIV prevalence stands at 17%. This finding demonstrates the heterogeneity of HIV prevalence when comparing this result with current provincial and national statistics. Evaluation of the different HIV and AIDS programmes that are aligned to provincial and national policy somehow explain the positive outcomes observed in the Lukhanji sub-district The study recommends that more work be done in reaching out to the communities using various communication channels and strategies. This could address the challenges associated with the lack of cooperation with local traditional leaders, because this has been found to have a negative impact on implementation of some programmes such as circumcision. One of the positive findings from the study is the accessibility of health care facilities to the local rural communities. Further research on the subject should be undertaken to ensure continuous evaluation as this topic is viewed as a continuous global issue.

- Description: This Research Report that this research was motivated by the fact that despite thetremendous achievements have been realized from the successful implementation ofgovernment programmes and projects related the construction and refurbishment of medical facilities, educational, bridges and road infrastructure facilities. Trends indicate that only iota of evidence implies that the concept of risk management is fully integrated and embraced as part of a culture for ensuring the successful project implementation by the Modern South African public sector organizations. Empirical research revealed that the common types of risks that have been affecting the successful implementation of government projects and programmes include: riots, fraud, corruption, changes in demographic figures, outsourcing risks, and floods and changes in weather. Most of the participants stated that risks associated with riots do not only arise from the riots within the government departments, but also in the external environment. In terms of the internal riots, they revealed that when the employees go on strike or riots on their own or in solidarity with the other trade unions, leading to the process for the implementation of government projects and programmes being affected. Yet, in certain cases, they noted that internal riots or strikes most occur as preceded by rumours that the riots by a particular union will take place and may significantly affect the ongoing process of implementation of government programmes. Besides risks associated with the internal riots by the employees and the communities, the interview findings also indicated that the other forms of risks arise from the strikes and riots by the private enterprises.

The findings of the study indicate that achieving effective school governance in the Eastern Cape Province is far from being attained for the reason that in terms of the applications of the principles for effective governance, the study reveals that the effective implementations of these principles in the Eastern Cape schools is marred by factors that include; lack of clear outline of SGBs, poor briefing of members about the roles of SGBs, poor consultations of members and stakeholders, poor representation of stakeholders, poor support of school’s staff, lack of well defined vision, and poor documentations of SGBs’ roles. Despite the fact that the findings of the study also indicate that the practices in the Eastern Cape schools are inappropriate for enhancing effective school governance, it was noted that there is still ineffective application of the strategies which can be used for improving school governance in the Eastern Cape Province. As the findings indicate, this certainly undermines the effectiveness of school governance in the Eastern Cape Province. While drawing from both the primary and secondary findings of the study, it was recommended that the school governing bodies in the Eastern Cape Province must; apply the six main principles for effective governance, apply the core components or pillars of good governance and consider implementing the strategies encompassing; considering that common interest and core business issues is one of the strategies, ensuring that the roles, objectives, functions and powers of the school council are clearly understood by all council members, effective planning, policy making and reporting, induction and professional development and learning, communication and information sharing, monitoring, evaluation and improvement. It was suggested that the suggested area for further study would be; “The effects of stakeholders’ involvement on the performance of School Governing Bodies.”

- Description: In efforts to alleviate poverty in South Africa, the democratic Government has since 1994 implemented various programs and policies that aim to alleviate income poverty through stimulating employment, developing skills and improving service delivery. One of these policies is Local Economic Development (LED). LED has been adopted by the South African government as a shift from the purely service oriented to developmental local government. The Constitution of the Republic of South Africa, 1996 commits local government to the promotion of social and economic development. Section 152 (1) (b) of the Constitution 1996 further states that local government should ensure that services are delivered in a sustainable manner. The Local Economic Development as a strategy that is aimed at stimulating economic activities at the local sphere has been hailed for its participative nature with communities. Local communities cease to be mere recipients of services; rather they become actively involved in their own economic development. The main objectives of the study were to investigate the effectiveness of the implementation of LED strategies in Nkonkobe Municipality, to find out how Nkonkobe Municipality communities perceive municipal LED efforts and initiatives for poverty alleviation, to determine the challenges which are faced by Nkonkobe Municipality in terms of implementing its LED strategies and to make recommendations on how LED can be strengthened, supported and or improved in Nkonkobe Municipality. Qualitative and quantitative methods of data collection and analysis were used in this study. The study findings suggest that there is still a lot to be done in order to implement LED in Nkonkobe Municipality. There are a number of recommendations made by the researcher to assist the municipality.

In a bid to accomplish this, the entire research process was directed towards the achievement of secondary research objectives that involve; examining the kinds of features that imply that MBO is used as a performance improvement measure by the managers in the Intsika Yethu Local Municipality, assessing the kinds of steps that used in the application of MBO as a performance improvement measure by the managers in the Intsika Yethu Local Municipality, examining the effects of the application of MBO on the performance of the Intsika Yethu Local Municipality, analysing the factors limiting the successful application of MBO as a performance improvement measure by the managers in the Intsika Yethu Local Municipality, evaluating the kinds of strategies that are used for achieving successful application of MBO as a performance improvement measure by the managers in the Intsika Yethu Local Municipality, and determining the measures that can be recommended for improving the successful application of MBO as a performance improvement measure by the managers in the Intsika Yethu Local Municipality. The interviews with the sample participants that comprised of senior and middle managers as well as ordinary employees of Intsika Yethu Local Municipality revealed that although there is some attempt to use management- by- objectives as a strategic performance improvement measure, its current approach do not meet the kinds of features that the literature indicates to define the kinds of an effective MBO. The study highlighted that the essential features for management- by- objectives include; superior-subordinate participation, joint goal-setting, joint decision on methodology, make way to attain maximum result, and constant and genuine support from superiors. However, it was noted that most of the identified themes indicate that most of the essential features that imply that the managers at the Intsika Yethu Local municipality are effectively using MBO are lacking. In terms of the MBO steps that include; Step 1; Goal setting, Step 2; Manager-Subordinate involvement, Step 3; Matching goals and resources, Step 4; Implementation of plan, and Step 5; Review and appraisal of performance, the study reveals that the accomplishment of MBO in the Intsika Yethu Local Municipality is more random and defies the following of such logical steps. Although the study indicates that there are shortfalls in the features and steps that are used in the application of management- by- objectives in the Intsika Yethu Local Municipality, it was noted that the little applications of some aspects of MBO has usually impacted positively. On that basis, the study concluded that the strategies that can be adopted to improve the application of MBO as a strategic performance improvement measure in the Intsika Yethu Local Municipality include; the application of the appropriate motivational strategies, increasing goal congruence to ensure that the main strategic objectives and goals are aligned with the departmental and individual goals and objectives, increasing investments and training of the employees and managers in order to highlight the importance, processes and techniques that are required in management- by- objectives, and improve employee empowerment and communication. It is pointed out in this research document that the suggested area for further studies would be; “The effects of employee empowerment on management- by- objectives in the Intsika Yethu Local Municipality.”

Assessing the effectiveness of section 21 schools in public financial management (a case of circuit 13 in King William’s Town district in the Eastern Cape)

- Description: The transformation in the education system of South Africa has led to a series of changes in the manner in which schools function and the manner in which they are managed. The transformation process saw the promotion and devolution of powers to schools and self management whilst at the same time ensuring equal access to education. The South African Schools Act spelt out the regulations that need to be followed towards the achievement of the envisaged goal, coupled with the other regulatory framework such as National Norms and Standards for School Funding. The new dispensation saw schools being classified into two categories: Section 20 and Section 21 with stipulated functions. The Section 21 schools experienced an added responsibility of being expected to manage their funds, allocated by the Department of Education through a paper budget, a function they are not formally trained for. The principals and School Governing Bodies had to ensure that they comply with the framework that governs public financial management so as to ensure that financial resources are managed in an effective, efficient and economic manner. This function prompted schools to acquaint themselves with the laws and regulations such as the Public Finance Management Act and the Treasury Regulations in order to ensure that their financial management practices are compliant with the prescribed framework. Their activities need to be conducted in a manner that promotes transparency, responsibility, equity and accountability, all of which are principles of good governance. To ensure effective financial management, schools have to acquire new knowledge and skills in basic financial management. The aim of the study was to assess whether the schools have the skills needed to render effective public financial management in order to be able to account on their financial activities. The study further attempted to establish the role played by the Department of Education towards facilitating empowerment strategies and the role played by the auditors in terms of the assessment of the school’s financial records. A case study of three schools was conducted, all of which are section 21 schools but differ in terms of their socio-economic backgrounds, location and conditions. The socio-economic backgrounds are described in terms of the quintile system and the location in terms of urban, rural and sub-urban schools. The information was gathered through interviews with the principals of the three schools, chairperson and treasurer of the School Governing Body and the school finance officer or bursar. Other interviews were conducted with the Education Development Officer, who is a representative of the Department of Education at schools and an auditor who conducts the auditing function for schools in terms of financial control. It emerged from the findings that the urban schools are well equipped and capable of managing school finances in an effective manner, whilst the sub-urban and rural schools do not have the necessary skills and knowledge to manage school finances. As it turned out, theirs is a functioning for compliance without proper understanding of the financial processes which include budgeting, funds and income management, expenditure management and financial reporting. Although the Department of Education is employing all means possible to empower stakeholders on financial management it has emerged that the strategies are inadequate to address the problems experienced by these schools. The auditor has identified a series of discrepancies and challenges in terms of financial reporting although they also try to mentor and support schools.

- Description: This study sought to do an overview and the role of Public Administration both as an academic discipline and as a discipline in practice. It sought to do a literature analysis of the macroeconomic policies and strategies that the democratic from 1994- 2012 particularly with regards to lowering unemployment and meeting public needs. The literature review on the Freedom Charter and the South African democratic government’s macroeconomic policies namely the RDP, GEAR, ASGISA, New Growth Plan, and the National Development Plan were studied in great detail in this study. Public Finance in terms of the tax revenues collected and public debt servicing costs have contributed to the capacity of the SA government to meet its public needs and social needs including poverty eradication. It identified that the NDP because of its longer term plan approach its goals could be realizable. It identified that the South African democratic government macroeconomic policy has been consistent since 1994 that of belt tightening or fiscal policy that is tight on fiscal spending and monetary policy also has remained the same although different names have been used over the period 1994-2012. The South African democratic government since 1994 has been pursuing austere fiscal policy. This is because it inherited a government that had high public debt and therefore had to prioritise of servicing that debt. That meant that there has been less funds available to spend on public needs as the aspirations of the people when they drafted and adopted in a congress of the ANC the freedom charter in 1955. The South African democratic government through its macroeconomic policy has created a number of positive changes in the country economically and socially that have benefited a lot of the previously marginalized people of South Africa however the macroeconomic objectives of reducing unemployment, growing the economy, increasing exports and lowering inflation still remain a huge challenge in this country. This study concludes that in order to increase revenues to meet public needs government needs to look at increasing its revenue base rather than borrowing the money as that will create the same challenge that it is currently facing hence it adopted the austere fiscal policy.

- Description: South Africa is faced by a huge problem of inequality, twenty years after the dawn of independence. Such inequalities have been addressed by policy intervention such as the social security and assistance of citizens through various classes of grants. One of the grants targeting children under the age of 18 years is the child support grant. However there are deserving children who have been left-out of mainstream social security through social exclusion. The study sought to investigate the problem of the social exclusion of children from the child support grant in the Nkonkobe municipality. Through the use of the Basic Needs Approach (BNA) to understand the need for any state/government to promote the social welfare of its citizens, the study took a triangulated research paradigm which used both quantitative and qualitative research approaches to collect data from forty respondents by way of a questionnaire survey. The study found out that, inter alia, poverty remains high in the Nkonkobe municipal area, there is rampant social exclusion in the area, the amount paid for the child support grant is little and that the effects of the withdrawal of the grant when the child reaches the age of 18 are unbearable to the child. Some of the recommendations which the study made in line with improved mainstream social security in relation to the child support grant are that, the government needs to improve information dissemination about grants to the populace, there should be mandatory policies to make sure all citizens have identification particulars, the government should be mobile and take services to the people and there should a consideration to review the amount paid for the child support grant upwards. The researcher is quite optimistic that the study will play a part in improving policy implementation.
