Deliberating the Dialogues: a critical examination of the nature and purpose of a Daily Dispatch public journalism project

- Description: This thesis critically examines the nature and purpose of a series of four town-hall-like meetings, the Community Dialogues, held in the townships and suburbs of East London, South Africa, in 2009. They were undertaken by a mainstream, commercial newspaper, the Daily Dispatch, under the banner of the worldwide public journalism movement. Following Christians et al (2009), the thesis sets out a normative framework of media performance in a democracy, including a detailed and critical normative theory of the ‘facilitative role’ proposed and developed by Haas (2007), one of the public journalism movement’s key advocate-theorists. It also draws on a variety of theoretical frameworks and perspectives in the fields of Political Studies and Media Studies to provide an analytical overview of the complex matrix of political and media contexts – at the macro (global), meso (national) and micro (local) levels – that have helped give impetus to the Community Dialogues and also shaped their ongoing operation as a public journalism strategy in the South African context. Following a critical realist case study design, the thesis goes on to provide a narrative account of the Dialogues based on in-depth interviews exploring the motivations, self-understandings and perceptions of those journalists who originated, directed and participated in this project, as well as observation of a Community Dialogue, and an examination of some of the journalistic texts related to the Dialogues. This primary data is then critically evaluated against normative theories of press performance, especially Haas’s ‘public philosophy’ of public journalism. The thesis found that apart from their undoubted success in generating a more comprehensive and representative news agenda for the newspaper, the Dialogues often fell short of Habermas’s (1989) proceduralist-discursive notion of the ‘deliberating public’, which sees citizens share a commitment to engage in common deliberation and public problem solving. This can be attributed to a number of problems, including some important theoretical/conceptual weaknesses in the Community Dialogues’ project design, the relative immaturity of the project, the domination of civil society by political society in the South African political context, and a number of organisational constraints at the Daily Dispatch. On the other hand, the newspaper’s editorial leadership has shown clear commitment to the idea of expanding the project in the future, establishing a more a more structured programme of community engagement, and nurturing a more sustainable public sphere, including the building of a more dialectical relationship between the Dialogues and civil society.

- Description: Professional nurses working at a campus health service have to cope with challenges such as staff shortages and budgetary constraints associated with working in a complex environment providing primary health care. The aim of primary health care includes promoting health, preventing disease and the early detection and treatment of illness. Mental health services form an integral part of the integrated primary health care package as implemented in the campus health service. Students attend the Campus Health Service for help related to their health. Health care is provided by professional nurses and counsellors through a comprehensive primary health care service which serves students as well as staff. Some students may state that they experience feelings of being stressed or depressed. Other students may complain of physical symptoms such as headache or upper backache. Upon further investigation emotional problems may be identified as the cause of the psychosomatic symptoms. The professional nurses working in the campus health service verbalised that it is sometimes difficult to identify a mental illness or mental distress as there is no effective assessment tool that they can use. Management of conditions is also problematic as there are no protocols indicating the therapeutic interventions that can be taken. The research question in this study was therefore: What information should be included in a protocol to assess and manage a student experiencing mental distress that can be used by professional nurses working in a Campus Health Service? The aim of this study is to develop a mental health care protocol for campus health service professional nurses to assess and manage university students who are experiencing mental distress. The research design of this study was qualitative, explorative, descriptive, explanatory and contextual. In this study the Delphi research technique was used to create an instrument to standardise mental health care in a campus health service. The Delphi technique is a series of sequential questionnaires or “rounds” interspersed with controlled feedback that seeks to gain the most reliable consensus of opinion of a group of experts. A questionnaire was developed based on an extensive literature review. The research population of this study consisted of two groups: professional nurses with knowledge of student health care needs and expert psychiatric nurses. The study was conducted at the Campus Health Service at a university in the Eastern Cape. The data collection and analysis was done utilising the Delphi technique. Trustworthiness was ensured by using the Lincoln and Guba Model utilising the criteria of credibility, applicability, dependability and conformability. In this study the ethical principles of beneficence, non-maleficence, justice and self determination were applied to ensure that participants are treated with respect and consideration and ensured high ethical standards. Informed consent was obtained from the participants in this study. The findings of this research were utilised to assist the researcher in developing a protocol for mental health care of students in campus health service settings.

The advent of arguably the most important technology, the written word, altered human ability to create and develop. However, this development for all its potential and scope created one of the most insidious dichotomies. As the written word developed so too the oral word became devalued and pushed to the fringes of societal development. One of the unfortunate outcomes has been a focus on the nomenclatures associated with orality and oral tradition, which although of importance, has skewed where the focus could and should have been located, namely, how to support and maintain the oral word and its innate value to human society in the face of what has become rampant technological developments. It is now ironic that technology is creating a fecund environment for a rebirth of orality. The study aims to mobilize technauriture as a paradigm in order to further embed orality and oral traditions to coherently embrace this changing technological environment. The central tenet of the study is that in order to enhance the status of orality the innate value embodied in indigenous knowledge systems must be recognized. Using the work of Bongani Sitole, an oral poet, as a backdrop the study will demonstrate a basic model that can act as a foundation for the effective integration of orality into contemporary structures. This is based on work that I published in the Journal of African Contemporary Studies (2009). Given the obvious multi-disciplinary nature of the material the work covers a wide cross section of the debate, from questions of epistemology and knowledge in general in terms of oral traditions, through the consciousness and technical landscapes, via the experience with Sitole’s material to issues of copyright and ownership. This work has also been submitted for publication together with my supervisor as a co-author. The study intends to consolidate the technauriture debate and lay a solid foundation to support further study.

- Description: Kenya's Vision 2030 is a long-term development strategy for the country. The ultimate goal and mandate for all pillars of governance to adhere too. The bible for every man, woman and child, who call this nation its home. The aim of is to create "A globally competitive and prosperous country with a high quality of life by the year 2030, transforming Kenya into a newly-industrializing middle-income country, providing a high quality of life to all its citizens in all its citizens in a clean and secure environment" (Kenya Vision 2030) Implementation of the vision will be through medium-term plans of five year cycles. The vehicle the Government has chosen is Results Based Management. Results-Based Management (RBM) was introduced in Kenya in 2003 by the NARC Government. Several initiatives have been undertaken to institutionalize RBM in all MDAs. Due to this, there is a tremendous paradigm shift from processes to results. However, the systems in place have not only no clear guidelines of engaging stakeholders but also M&E systems in place measure only the outcomes and not how these outcomes were achieved. Thus making reporting ‘Results for Kenyans’ a tedious exercise. This study examined the impact of stakeholder engagement and the effectiveness of monitoring and evaluating in the achievement of Vision 2030. The study was conducted at the Public Service Transformation Department (PSTD). Stratified sampling was used to draw a sample of 30 government officers, and four key informants based on their departments and accountabilities. Both quantitative and qualitative data was collected using structured questionnaires, interview guides and direct observation. Quantitative data was then analyzed using SPSS and presented by way of frequency distribution tables, percentages, graphs, and models. Qualitative data was collated and presented in narrative form. The study found out there is similarities in both M&E and Stakeholder Engagement in there are systems in place. Both have established systems at the National level, (NIMES) for M&E and Public Private Partnerships there was none at the institutional level. Many of indicators for M&E are set at the top and imposed on the operational staff. Key informant interviews revealed that the existing system was not sustainable and would be an ideal point for entry of distortion and strategy dysfunction. Stakeholder Engagement has no policy or legislative framework to work from thus making the exercise look like a publicity stunt whenever Government seeks a consultative process especially when it comes to the ordinary "Mwananchi" (Swahili word for citizens/people). The study has established an urgent need to develop an institutional M&E system for tracking, measuring, evaluating and reporting the progress of results for Kenyans, a framework and policy to be created to encompass all manner of stakeholder engagement not only engagement with the private sector. This would make it easier on both the Institution that houses reform (PSTD) and the Central Government not only to gage how far or how near the country is attaining its ultimate goal of Vision 2030 but also reporting back and engagement with its stakeholders will be much easier, less tedious it would became "business as usual" thus creating accountability and transparency resulting in winning the war on Corruption.

- Description: The aim of this study was to assess the effects of a twelve-week hydrotherapy group exercise programme on selected health-related fitness variables in older women with type II diabetes mellitus. This study included the testing of blood glucose levels, blood anthropometrical profile, body mass, height, body mass index, waist circumference, waist-to-hip ratio, upper body flexibility, lower body flexibility, grip strength, upper body and lower body muscular strength and endurance as well as aerobic endurance. Descriptive and inferential statistical techniques were used for this study utilising a quasiexperimental research design. A comparison group pre-test and post-test experimental design was employed at the Nelson Mandela Metropolitan University Biokinetics and Sports Science Unit. Approximately 16 senior female participants took part in the study. Participants were identified through convenience sampling and snowball sampling, of which, all the participants were clinically diagnosed with type II diabetes mellitus and had completed the study. The hydrotherapy participants (experimental group), took part in water-based (hydrotherapy) exercises three times a week for a period of twelve weeks. The hydrotherapy exercises began with a light half-hour workout per session and were progressively increased in intensity, duration, and number of the exercises performed. The participants not participating in the hydrotherapy exercises (control group) were instructed to remain sedentary throughout the duration of the intervention period. The dependant variables were gathered as raw data and analysed using descriptive statistics to form the means, standard deviations, medians, minimum and maximum values. Post hoc analysis was performed to determine whether differences existed between the experimental group and control group. Cohen’s D test was used to determine pre- and post-test differences for both groups to determine practical significance. An analysis of the results revealed significant improvements in some of the selected health and physical fitness parameters such as, upper body and lower body flexibility, upper and lower body muscular strength and endurance, as well as aerobic endurance. iii The aim and objectives of the study in exploring the effect of hydrotherapy as an intervention strategy to promote health and physical fitness in persons with type II diabetes mellitus were supported by the data collected in the pre-test and post-test analyses of the variables.

Furthermore, the findings of the study contributed to understanding the role of emotional intelligence and locus of control in these populations and encouraged further research and the development and implementation of programmes that promote skills development in these areas.

The moderation outputs considered were a battery of readers‟ comments that were posted in response to Thought Leader blogs on xenophobia published between May and June, 2008. This was the same period a series of xenophobic attacks was taking place in some parts of South Africa, leaving an estimated 62 people dead, more than 30,000 displaced, and countless victims injured and robbed of their property. The attacks were a catalytic moment that enabled a whole range of discursive positions to be articulated, defended, contested and given form in the media. They also made visible the potential tensions between free speech on the one hand, and hate and other problematic speech on the other. Using qualitative methods of thematic content analysis, document review, individual interviews, and an eclectic approach of framing analysis and rhetorical argumentation, this study found instances of divergence between the M&G policy and practice on User Generated Content. It found that some moderator-approved content advocated hate, hatred, hostility, incitement to violence and/or harm, and unfair discrimination against foreign residents, contrary to the M&G policy which is informed by the constitutional provisions in both section 16 of the Bill of Rights and section 10 of the Equality Act. Based on examples in the readers‟ comments of how „the foreigner‟ was made to signify unemployment, poverty, disease, unfair competition, and all manner of deprivation, and bearing in mind how such individuals have also become a site for the violent convergence of different unresolved tensions in the country, the study‟s findings argue that the M&G – a progressive paper dealing with a potentially xenophobic readership (at least a portion of it) – should have implemented its policy on acceptable speech more effectively. The study also argues that the unjustifiable reference to foreigners as makwerekwere, illegals, illegal aliens, parasites, invaders and border jumpers, among other terms, assigned them a diminished place – that of unwanted foreigner – thereby reproducing the order of discourse that utilises nationality as a space for the expurgation of the „other‟. The study argues that the use of bogus (inflated) immigration statistics and repeated reference to the foreigners‟ supposedly parasitic relationship to the country‟s resources also unfairly constructed them as the „threatening other‟ and potentially justified action against them.

I attempt to establish two main ideas: that there is a need for a critical praxis in South African dance, and that humour in dance can be part of this process. In Chapter One, I discuss elements of the South African dance and theatre industries pre- and post-1994 towards arguing my first point (that South African dance would benefit from a critical praxis). I probe some of the challenges facing artists and describe howchoreographers are dealing thematically and stylistically (but not formally) with the concept of the 'New' South Africa. Through an investigation of concerns voiced by critics regarding choreographic form in the country, I argue that South African dance would benefit from critical formal investigations in dance-making. Finally, I discuss traditional views of humour in South African dance/theatre and in philosophy, which suggest that humour is predominantly seen as frivolous and unworthy of serious attenfion. In Chapter Two, I offer a defence for humour's more profound critical aspects, suggesting that humour can in fact be seen as critical 'thinking in action'. A discussion of theories about humour reveals that the basis for humour is the incongruous. A subsequent discussion of form in theatre and dance shows how the incongruous might work within dance form to create meta-dance. In this way, I attempt to link the two fields of humour and South African dance and to make the connection between the critical capaci~ies of meta-dance and those of humour. I suggest, in other words, that humour in dance can create a critical awareness, of the likes advocated in Chapter One. In Chapter Three, I discuss aspects of two works: my own This part should be uncomfortable (2008) and Nelisiwe Xaba's Plasticization (2004). The two analyses differ from each other as does the humour in both works. Despite the differences, I argue that humour in both works is operating on a critical level that includes a meta-level of signification.

- Description: In this study, Local Economic Development (LED) is defined as an outcome of processes aimed at building up the capacity of local areas for sustainable economic development. The study assesses whether LED interventions, especially agricultural programmes, improve the livelihoods of poor communities in the Amathole District Municipality. Data was collected by use of both qualitative and quantitative research methods through interviews and questionnaires, respectively. Probability and non-probability sampling techniques were used to identify the research sample from the target population. These were further broken down into stratified, purposive and snowball sampling to enable the researcher to select specific municipalities, councillors, officials and stakeholders who participated in the study. Budgetary constraints, staff shortages and lack of required skills/ expertise were identified as the main challenges facing the district. The latter makes it difficult for the municipality to effectively implement sound LED programmes. Consequently, LED benefits are minimal. It is, therefore, recommendable for the municipality to seek other means of generating and boosting their financial viability through partnerships and private sector investments. This in turn will generate revenue for the municipality and ensure economic development in the district, thereby making a meaningful contribution towards the realization of a goal for “a better life for all”.

- Description: In this study, Local Economic Development (LED) is defined as an outcome of processes aimed at building up the capacity of local areas for sustainable economic development. The study assesses whether LED interventions, especially agricultural programmes, improve the livelihoods of poor communities in the Amathole District Municipality. Data was collected by use of both qualitative and quantitative research methods through interviews and questionnaires, respectively. Probability and non-probability sampling techniques were used to identify the research sample from the target population. These were further broken down into stratified, purposive and snowball sampling to enable the researcher to select specific municipalities, councillors, officials and stakeholders who participated in the study. Budgetary constraints, staff shortages and lack of required skills/ expertise were identified as the main challenges facing the district. The latter makes it difficult for the municipality to effectively implement sound LED programmes. Consequently, LED benefits are minimal. It is, therefore, recommendable for the municipality to seek other means of generating and boosting their financial viability through partnerships and private sector investments. This in turn will generate revenue for the municipality and ensure economic development in the district, thereby making a meaningful contribution towards the realization of a goal for “a better life for all”.

Using qualitative research methods and the case-study approach, this thesis documents the impact of new media technologies on the production of economics news. New media technologies in this study will refer to the Internet, particularly search engines like Google, social networking sites such as Twitter and Facebook, Blogs as well as mobile telephony. Findings reveal that these new media technologies have not only changed economics newsgathering and processing but also journalistic routines. - Description: One of the more frequently heard criticisms of local government is that it is not delivering the required services or it is not delivering an efficient standard of service. Performance management for local government contributes to creating a performance culture in the public service at municipal level. Performance management is a mechanism that is used to ensure that the municipality is doing its work and delivering on its mandate. The SALGA HRD Policy Conference held in March 2003 endorsed the spirit of the relevant legislation on performance management in municipalities. As the employee body and the only recognized voice of municipalities in the country, SALGA has been of the view that the legislative imperative placed on municipalities to be developmental and performance orientated cannot be overly emphasized. Concomitant with the legislative imperative has been the political will or unwavering political commitment to ensure that municipal administrations are accountable to their respective councils, and by extension, the communities they serve. The successful implementation of the Performance Management System at all municipalities will certainly serve as a yardstick in objectively measuring the performance of municipal and provincial local government officials. It is believed that the ongoing measurement of performance will inevitably lead to better delivery of services to our people. The Constitution of South Africa places a developmental mandate on local governments, with the express purpose of them providing effective and efficient services to their communities and to promote local social and economic development. Further to this, the Municipal Systems Act of 2000 provides a legislative framework for municipalities to embark on integrated development planning. Thus all municipalities require an Integrated Development Plan (lDP) to be in place in order to fully realize their objectives as set out in Section 152 of the Constitution. In the interpretation of the legislation, it is clear that the Council (the political body of the municipality) is held responsible to ensure that its municipality has an lDP and PMS in place. Thus both the political principal and the leadership of a municipality are, by law, required to fulfil their obligations in implementing the PMS, while the provincial local government department is charged with the obligation to ensure that such objectives by municipalities are realized by way of providing financial and human capital assistance. Since the lDP and PMS have been legislated in such a manner, it thus becomes legally imperative that municipalities comply with the legislation. The Auditor General is thus required to audit a municipality within this context. Failure to comply may entail certain legal repercussions. Generally, there has been a drive to inculcate improved performance in all three spheres of government. However, it becomes integral that municipalities are performance oriented, especially since it is the sphere of government closest to the grass-roots levels where the real impact of service delivery is experienced. There is undoubtedly a link between lDP and PM. However, it has been observed that both in municipalities and provincial local government there is no synergy between these two components and they tend to operate in isolation of each other. Logically, the scorecards of the organisation and individuals should be derived from the municipality's IDP; however this is not always the case. It is also evident that both the municipality and provincial local government approaches the two issues as different disciplines. Having said this, it is important for SALGA and Provincial Local Government to encourage and ensure better alignment of lDP and PMS in both the province and municipalities.

Investigating the effects of form-focused activities on the Acquisition of articles and pronouns in English amongst Grade 11 Xhosa learners

- Description: The main purpose of this dissertation is to investigate if a teaching method called Focus on Form (FonF) in an English as a Second Language (ESL) class is effective in the acquisition of two grammatical forms namely articles ("a", "an" and "the") and a selection of pronouns. In order to test this hypothesis, quantitative research was performed. The analysis of a series of tests was done quantitatively to prove the hypothesis. The dissertation includes a theory section on Social Capital (SC) and discusses why it might play an important part in South Africa and in offering some help to the communities to enable them to help in the education of their children within South Africa. This dissertation is divided into five chapters. The first chapter introduces the problem and explains how South African education, historically, had devastating effects in the past and continues having a far reaching effect on today‟s learners. It discusses why this dissertation focuses on English and highlights how extensively English has spread throughout the world. It contains an explanation of the value of being competent in the English language. The chapter continues with a depiction of the poor pass rates of the end of year high school examinations, The National Senior Certificate (NSC). It explains the significance of the research, the purpose of the study, its theoretical framework and finally what this study proposes. Chapter two is a literature review of the available literature discussing second language acquisition (SLA) and the difference between English as a Foreign Language (EFL) and English as a Second Language (ESL). The chapter continues with a detailed description of how English was taught historically with an explanation of the approach being used in this study. Chapter two continues with details of the historical "Bantu Education Act No 47 of 1953" and the racist policies of the government of the time with an exploration of the effect these policies had on the education of learners. It also specifies the grammatical forms being used in this study. A summary of Black South African English (BSAE) is included accompanied by a description of language transfer. The chapter contains a section on SC, with an explanation of how this term came about historically and what it means. The chapter includes social problems that South Africa is facing today and how these problems tie in with diminished SC. It explains the importance of SC in Education. The chapter concludes with an explanation of how SC can be utilized in communities and why it is important in a democratic country. Chapter three explains the methodology used in this study as that of positivism and that this study in one sense is purely an empirical study and the reasons behind the choice of methodology. It also explains how a section of this study is pragmatic. Although the testing and analysis is purely statistical, the lessons that took place in the classroom, the interpersonal communication combined with the interaction between the learners and the researcher was not quantitative in nature. This interaction had no outright bearing on the results, but allowed the researcher the opportunity to observe and take notes on the experiences of the learners and the researcher in the classroom. These observations included incidents within the lessons and external problems the learners face which are linked to social issues within the literature. The chapter also contains an explanation of the testing instruments used in this study and how they were developed along with the ethical considerations of the study. Chapter four details the statistical results of this study. It also contains the write up of the field notes of the researcher who took note of incidents that happened within the classes. There are some examples of family and personal problems related to the learners and details the environment of the school. Some of these issues tie in with the theory included; illustrating the ideas and concerns associated with SC and demonstrates how these social problems are truly part of each learner‟s life in a township school. Chapter five offers recommendations to English teachers, the Department of Education (DoE) and to future researchers based on the results of Chapter four. It contains a discussion on how the community can increase SC within their own areas and within the schools. This study argues that the Education system is in dire need of help as evidenced by the dismal exam results. It also argues that South Africa has a variety of social problems that are contributing to the overall failure and dropout rate in schools. It offers some general suggestions on how the community can work together to build systems within the community, to help themselves and their children to become educated, productive members of society. The only way for the children of South Africa to succeed is with a good education as their starting point.

Learning about water through the African catchment game : the refinement of a role playing simulation game

- Description: This research has undertaken two key mandates. One was to develop modifications to the African Catchment Game (ACG), a role playing simulation game, in order to simulate rainfall and water management processes representative of the southern African context. The other was to understand what, if any, learning associated with water management issues had taken place as a result of playing the ACG. The modification process took the form of an action research process. The initial modifications were trialed with South African students as part of their undergraduate Geography course offered at Rhodes University, South Africa. Subsequent modifications were implemented over a five month period with three diverse participant groups, namely Finnish, American and South African participants. An interpretive research orientation was employed in order to analyse both the qualitative and quantitative data that was generated. Pre- and Post-Game Questionnaires were used in order to identify the learning and understanding which the participants constructed as a result of playing the ACG. The Chi-Square Test was also applied to each of the pre- and post- questions to establish statistical significance. Subsequent analysis of these questions identified and traced patters and trends associated with learning and understanding across the three game runs. This research study draws on social constructivism and experiential learning as the dominant education theory that underpins it. Results revealed that for all three game runs learning took place. Participants identified dominant themes and environmental dimensions both before and after playing the ACG. The analysis of these responses indicated a deeper awareness of water as a contributing factor for sustainable economic development while the game runs enabled the researcher to adjust the water availability within each game run until rainfall and water management processes representative of a southern African context were successfully simulated in the last game run.

Limitations of the land reform in South Africa : an assessment of two farms in the Eastern Cape

- Description: The government that was voted in, in 1994 initiated and implemented the Land Reform Programme that had three key elements, namely; Land restitution, redistribution and tenure reform. This study was undertaken to examine the limitations that resulted in some of the projects not to succeed. The study took a form of a case study of two farms that were redistributed in 1997 under the Land Redistribution Programme in the Blue Crane Route Municipal area in the Eastern Cape. The findings confirmed a variety of weaknesses that led to the collapse of these farms. Whilst acknowledging that there are some measures that are put in place to address those limitations the, study shows that there is still scope to do more. It is therefore one’s sincere wish that what transpired out of this study will make a positive contribution by providing some elements that can be used as a remedy in advancing the Land Reform Programme.
