- Description: The aim of this qualitative research study is to develop insights into the dynamics involved in work- family conflict, balance and coping strategies. The study explores the experiences of seven professional women, who are also mothers, employed in professional work positions in Grahamstown. The research is interpretive in nature as it aims to explore the conflicts experienced by the professional mothers in balancing their competing roles. The study focused on the demands that these women face and the coping strategies that these working mothers develop and use, in order to balance their career aspirations as well as their family responsibilities. It set out to explore the women’s perceptions of work- family conflict and the extent to which they experience it, further examining the compromises that the women have had to make and possible feelings of guilt or regret that they may have experienced. The findings indicated that this balance is sensitive to many facilitating and hindering factors. The participants revealed that they experience work- family conflict, and that the experience of it has largely to do with the guilt of not spending enough time with their family. Another significant finding was that the women expressed their coping strategies as being organised; forming a line between work and family life as well as employing domestic workers. The women further stated that there are constant compromises that have to be made to fit in the multiple roles, and that feelings of guilt and/or regret do set in at times.

Propagation and stress physiology of selected Subtropical Thicket species : towards increasing biodiversity at rehabilitation sites

- Description: Sundays Thicket and Spekboomveld vegetation in the Eastern Cape have experienced intensive and extensive degradation due to over-browsing by domestic stock. The Subtropical Thicket Restoration Project aims to take advantage of the high carbon sequestration potential of Portulacaria afra (Spekboom) and other Thicket species, to rehabilitate degraded Thicket by restoring biodiversity and ecosystem services, create job opportunities and socio-economic upliftment in local communities, and promote the trade of carbon credits generated by planting and „farming‟ with Spekboom truncheons, rather than domestic stock. Plant material (seeds and length of stem) was sourced from the farm Krompoort, outside Uitenhage in the Eastern Cape. The effectiveness of four different rooting media i.e. plain pool filter sand and 1:1 mixtures of pool filter sand with perlite, potting soil and Thicket soil, on the rooting of ten Thicket species, were tested. Species with the greatest percentage strike and mean root length on stem cuttings were succulent species, Crassula ovata (84 percent strike) and Portulacaria afra (97 percent), as was expected. The application of rooting hormone Seradix© No. 3 did not significantly promote cutting strike or increase mean root length in C. ovata and P. afra. Woody canopy shrub species with the greatest cutting strike and mean root length, overall, were Rhigozum obovatum (24 percent), Lycium cinereum and L. oxycarpum (21 percent), and Searsia longispina (19 percent). These species, as well as Grewia robusta (4 percent), are considered „easy-to-root‟ species, or of sufficient functional value in terms of their spinescence, flower and fruit production, and soil-binding capabilities. Very low percentage strike (<1 percent) and mean root length were achieved in Azima tetracantha, Carissa bispinosa and Gymnosporia polyacantha subsp. polyacantha. These species are considered unsuitable for propagation for rehabilitation purposes. Crassula ovata, L. cinereum, L. oxycarpum, P. afra and S. longispina cuttings produced longer roots when planted in Thicket soil, the same having been found in R. obovatum cuttings planted in perlite. Thicket soil was, therefore, best at promoting cutting strike and root growth in „easy-to-root‟ species. Plain pool filter sand was the only medium in which A. tetracantha, C. bispinosa and G. robusta, cuttings rooted, and perlite the only medium in which G. polyacantha subsp. polyacantha cuttings rooted. Potting soil did not promote significant cutting strike or root growth in any of the species tested. Physiological variables i.e. photosynthetic efficiency (chlorophyll a fluorescence, Fv/Fm) and stomatal conductance (mmol H2O m-2 s-1) were measured for ten Thicket species, including Portulacaria afra. Control plants were watered well once a week, and treatment plants were dried out for 30 days, rewatered on the 30th day and their recovery from drought stress monitored for a further 17 days. Species that responded poorly to drought stress were Gymnosporia buxifolia and Putterlickia pyracantha. In addition to Portulacaria afra, species that showed the fastest recovery and resprout after rewatering, were: Crassula ovata, Ehretia rigida, Grewia robusta, Lycium ferocissimum, Rhigozum obovatum and Searsia longispina. These species produced the smallest decline in volumetric moisture content of soil, and had the lowest decline in photosynthetic efficiency and stomatal conductance during simulated drought. Unlike C. ovata and P. afra, which are CAM or C3-CAM switching species, mortality of transplants will most likely be high, if not total, during transplantation, as this study was done at lower light and temperature, and higher humidity levels than experienced at rehabilitation sites. This study has shown that the reintroduction of propagated woody canopy shrubs and trees into degraded Thicket sites does not appear to be a practical or economical method of actively restoring biodiversity to rehabilitation sites. As woody climax species have been shown to return to sites planted with Spekboom truncheons through „natural regeneration‟ within approximately 50 years, future research efforts should focus on optimising restoration site selection and planting techniques in order to maximize carbon sequestration potential of planted truncheons, which will, in the long term, result in an environment that can support regeneration of the biodiversity to something resembling intact Thicket.

- Description: The relationship between workers and employers in South Africa is governed by various labour statutes such as the Basic Conditions of Employment Act (BCEA). The Basic Conditions of Employment Act regulates the working conditions of employees, including working hours, leave, particulars of employment and remuneration and termination of employment, etc. The purpose is to ensure that employees are not exploited and that they do not have to negotiate for these basic conditions of service. The BCEA does not prescribe the minimum remuneration that an employer must pay an employee, so the BCEA empowers the Minister of Labour to make sectoral determinations for sectors or areas of the economy that are typically in a weak bargaining position or not well organised by trade unions. Sectoral determinations are a means to protect vulnerable employees by fixing conditions of employment as well as minimum wages of employees that would otherwise have to be secured through collective bargaining. Employers and employees as well as their representatives are fully consulted during the process of making sectoral determinations. These consultations are held occasionally and the employers and employees can participate in the making of a sectoral determination that will regulate their employment relationship, either by making written submissions to the Department of Labour or by giving input at the public hearings that are usually held by the Department. The Minister is also advised in this regard by a body called Employment Conditions Commission (ECC), which is an independent statutory body established in terms of section 59(1) of the Basic Conditions of Employment Act. The Minister of Labour, after consultation with NEDLAC appoints the commissioners. The ECC’s mandate is a broad one, with its primary function being to advise the Minister of Labour on various matters concerning the BCEA. These include among others, the making of sectoral determinations, monitoring trends in collective bargaining for their possible impact on the BCEA. The issues highlighted above will be dealt with in detail in this paper.

- Description: The most important difference between the new form of local government and that of the past is the creative and dynamic “developmental role” for local government to ensure maximum impact on poverty alleviation within resource constraints, and to address spatially entrenched socio‐economic inequalities. This needs to take place within the framework of integrated development planning, which is linked to the annual budgeting cycles. The IDP process is intended to provide communities with opportunities for participation in articulating, monitoring, reviewing and evaluating their needs. The aim of the research was to establish to what extent cooperation between the communities and the ward committees in the ward of New Brighton exists, with specific reference to consultation and participation in terms of IDP. A qualitative study was undertaken and literature review on public participation in terms of the IDP was conducted. Relevant secondary data was sourced and structured interviews were conducted with councillors representing New Brighton. Focus group interviews were also conducted with ward committee members from New Brighton. The research revealed that the priorities and genuine needs of the communities were often ignored by the Nelson Mandela Bay Municipality. There is no correlation between the genuine needs of the communities and those perceived to be the needs of the communities by the public officials. Challenges on public participation in IDP process were also found to be associated with the relationship between the councillors and public officials on what constitute the genuine needs of the communities.

Due to serious backlogs on services, the role of municipalities has largely been reduced to service delivery, to the detriment and total neglect of fundamental functions of local government. These are (Act 200, 1996):(a) To provide democratic and accountable government for local communities;(b) To ensure the provision of services to communities in a sustainable manner;(c) To promote social and economic development;(d) To promote a safe and healthy environment; and (e) To encourage the involvement of communities and community organisations in the matters of local government. On the other hand Haveri, Stenvall & Majoinen (2011) argue that if the municipalities are a government sphere closest to the people, they are therefore best placed to, and should, lead and support the deepening of participatory democracy, what they call self-government. Grahamstown, East London, and Mdantsane, shows that the attitudes to home and neighbourhood which urban residents in the Eastern Cape develop, are fashioned in large part by both the residential “group area” in which these urban dwellers live, and by their socio-economic status. White residents, overwhelmingly, are satisfied with their diets, their municipality, their homes. They feel safe in their homes and are satisfied that police protection is available if needed. For black residents fear of poverty and unemployment, of physical violence, and dissatisfaction with an inadequate diet is widespread. Indian and coloured urban residents who are generally perceived as minorities in Grahamstown and East London, occupy an intermediate position. Their residential areas are sited close to predominantly low income black residential areas. Higher income Indian and coloured households show lower rates of dissatisfaction with diet, housing, and municipal services than the black community.

- Description: This thesis reports a study of work ethic values, beliefs and attitudes held by medical professionals in selected hospitals in the Eastern Cape, South Africa. The study was in response to the public outcry about the declining work ethic and poor service delivery in South Africa’s healthcare sector. Scholarly interest in the work ethic and its role in economic development dates back to Max Weber’s classical work, which was the starting point for my study. The German economic sociologist published his seminal essay on The Protestant Ethic and the Spirit of Capitalism in 1904/1905. Since that time, Weber’s ideas on the Protestant work ethic continue to inform and influence studies of the contemporary work ethic, which is thought to have become secularised. My study was informed by data collected in 2009 through a questionnaire survey and personal interviews. A total of 174 doctors and nurses, working in four urban, periurban and rural hospitals near East London, completed a self-administered questionnaire. The questionnaire replicated the Multi-Dimensional Work Ethic Profile (MWEP) developed by Miller, Woehr and Hudspeth in 2001/2002. The instrument examines seven critical dimensions of the work ethic, namely self-reliance, morality, (foregoing) leisure, hard work, centrality of work in life, not wasting time, and delay of gratification. In addition, I conducted personal interviews in the same four hospitals with 41 hospital managers, doctors, nurses, and patients to discuss their understanding of the work ethic and its practical application. - Description: This thesis reports a study of work ethic values, beliefs and attitudes held by medical professionals in selected hospitals in the Eastern Cape, South Africa. The study was in response to the public outcry about the declining work ethic and poor service delivery in South Africa’s healthcare sector. Scholarly interest in the work ethic and its role in economic development dates back to Max Weber’s classical work, which was the starting point for my study. The German economic sociologist published his seminal essay on The Protestant Ethic and the Spirit of Capitalism in 1904/1905. Since that time, Weber’s ideas on the Protestant work ethic continue to inform and influence studies of the contemporary work ethic, which is thought to have become secularised. My study was informed by data collected in 2009 through a questionnaire survey and personal interviews. A total of 174 doctors and nurses, working in four urban, periurban and rural hospitals near East London, completed a self-administered questionnaire. The questionnaire replicated the Multi-Dimensional Work Ethic Profile (MWEP) developed by Miller, Woehr and Hudspeth in 2001/2002. The instrument examines seven critical dimensions of the work ethic, namely self-reliance, morality, (foregoing) leisure, hard work, centrality of work in life, not wasting time, and delay of gratification. In addition, I conducted personal interviews in the same four hospitals with 41 hospital managers, doctors, nurses, and patients to discuss their understanding of the work ethic and its practical application. The study found that both doctors’ and nurses’ overall work ethic scores on the MWEP scale were above average. It provides hydroelectric power, enhanced fishing and water transportation upstream, and improved opportunities for irrigated farming, especially in the lower reaches, and their attendant economic multiplier effects. A few years after the construction of this major dam, a rapid expansion of industrialization took place in Ghana. This brought about an exponential increase in demand for more electrical power. This led to the construction of a smaller dam at Akuse, downstream of the Akosomho Dam in 1981 and the formation of a headpond at Kpong. The impoundment of the river at the two sites (Akosombo and Kpong) caused an alteration in the existing ecological and biophysical processes in the river basin, including a slowing of the flow of the river, upstream and downstream. Changes in the natural processes, such as a reduction in the flow of the river and an increase in nutrient status of the water, resulted in an invasion of aquatic weeds, increasing the density of aquatic snails (intermediate hosts of schistosomiasis), silting and closure of the estuary, as well as other more subtle effects. The invasion of the river's main course and the dams by aquatic plants led to a corresponding reduction of navigable water both upstream and downstream. The aim of this thesis was to quantify the impact and control of waterweeds, especially water hyacinth, Eichhornia crassipes (Mart) Solms-Laubach (Pontederiaceae), in Ghana. A floral survey on the Kpong Headpond recorded 49 emergent, 12 free floating and I submerged aquatic plant species, many of which were indigenous, but the exotic or introduced water hyacinth was recorded at most of the sampling sites, and was the most abundant and had the biggest impact on the utilization of the water resource. Mats of water hyacinth served as substrates for other, indigenous species to grow out into the main channel of the headpond, including the intake point of the Kpong head works of the Ghana Water Company Limited (GWCL) and landing sites for boats. These mats resulted in a reduction of the fish (fin and shell) harvest, reducing the annual production to far below demand. Water hyacinth was also shown to have severe health implications. A survey of the Ministry of Health records showed that the prevalence of both urinary and intestinal schistosomiasis had risen significantly over time as the abundance of waterweeds, most notably water hyacinth, increased, and ranged between 70% and 75% but up to 100% in some lakeside communities. Based on the work done by an NGO on board the medical boat ("Onipa Nua "), losses in terms of money due to the effect on health of the aquatic weed infestations on the Volta River in 2006 amounted to US$ 620,000. Economic losses due to invasive alien aquatic weeds were also calculated on the Oti River Arm of Lake Volta. It was estimated that about US$2.3 million per annum would be lost to the Volta Lake Transport Company and individual boat transport operators if this section of the river were 100% covered by aquatic weeds (water hyacinth and Salvinia molesta D.S. Mitchell (Salviniaceae)). It was also estimated that US$327,038 was spent annually in monitoring and managing the weeds in the Oti River. Control interventions for aquatic weeds have been implemented in river systems in Ghana. The biological control agents Neochetina bruchi Hustache (Coleoptera, Curculionidae) and Neochetina eichhorniae Warner (Coleoptera, Curculionidae) have been used on water hyacinth infestations in the Oti River Arm of Lake Volta, the Tano River and the Lagoon complex in the south-western part of the country. Cyrtobagous salviniae Calder and Sands (Coleoptera: Curculionidae) has been used to control salvinia, and Neohydronomous affinis Hustache (Coleoptera: Curculionidae) to control water lettuce, Pistia stratiotes Lilmaeus (Araceae) in the Tano River and Lagoon complex. Although these projects have been regarded as successful, they have relied on research from elsewhere in the world and no postrelease quantification has been conducted. In evaluating the impact of the biological control agents Neochetina bruchi and Neochetina eichhorniae weevils on water hyacinth infestations in the Tano River, fresh adult feeding scars were recorded as well as the numbers of adult weevils on each water hyacinth plant sampled at six sites. Despite being released in 1994, weevil numbers and resultant damage to plants in the Tano Lagoon was low in comparison to other regions of the world where these agents have been used. The main reason for this is that this lagoon floods seasonally, washing weevil-infested plants out to sea. Water hyacinth then re-infests the lagoon from seed and the weevil populations are low. To resolve this situation, two courses of action are proposed. The first is to mass rear the weevils along the shore of the lagoon and release them when the first seedlings recruit. The second proposal is that additional agents that have shorter lifecycies and are more mobile than the weevils should be released. To this end, the water hyacinth mirid, Eccritotarsus catarinensis (Carvalho) (Hemiptera: Miridae) was imported from South Africa and released onto the Tano Lagoon in 2009. Retrospective laboratory host specificity trials were conducted on Neachetina eichharniae and Neachetina bruchi weevils 15 years after their release into Ghana to see if any variation in their host ranges had occurred. Considerable damage was inflicted on the E. crassipes leaves by the Neachetina weevils, while little feeding damage was recorded on both Heteranthera callifalia Kunth. (Pontederiaceae) and Eichharnia natans (P.Beauv.) Solms (Pontederiaceae). All the weevils introduced on H callifalia and E. natans died after the first week. This study served to confirm the host specificity and thereby the safety of these agents. Invasive alien aquatic macrophytes have negative impacts on the environment and economy of Ghana. The control of these weeds is essential to socioeconomic development and improved human health standards in riparian communities. Biological control offers a safe and sustainable control option, but requires diligent implementation. However, aquatic weed invasion is more typically a result of the anthropogenically induced eutrophication of water bodies, and this is the main issue that has to be addressed.

- Description: In an attempt to reduce the costs and turn around times experienced with outsourcing starch analysis in finished feed products, the company decided to invest in a NIR instrument to carry out such analyses in house. The particular instrument purchased by the company comes with a build in calibration for specific finished feed products and the main objective of this investigation was to evaluate whether the instrumentation and build in calibration gives reliable analyses of a finished poultry feed. The results obtained showed that : - The NIR results obtained have a positive bias compared to the theoretical (formulation specified value) and also to the value obtained by enzymatic starch analysis. - Despite the positive bias, the starch values were well within the allowable limits - Repeatability measurements on the data generated by two different analysts showed that while the percentage relative standard deviations obtained (< 1.0 percent) were well within the company specifications of percentage RSD < 5.0 percent, the inter sample repeatability showed small, but significant variation. - The results for intermediate precision showed that there is no statistically significant difference between the results obtained by two different analysts, nor was there any difference in the results of the same samples analysed at different time periods. - Reproducibility could not be evaluated due to the lack of another instrument within the company that were similarly set up as the instrument used for the investigation. This investigation has shown that, given the restrictions enforced by the build incalibration of the NIR instrument, the use of NIR for the analyses of the finished feed product is valid, but will require that careful attention be paid to data collection procedures.

- Description: The increased use of pesticides has resulted in a corresponding increase in concern for the effect they may have on the health of humans and other non-target organisms. The two main areas of concern are the toxicological effects that mixtures of pesticides may have as well as the endocrine disrupting effects. Although the individual pesticides may be present at concentrations below the levels deemed to be detrimental to health, it has been argued that their combined effect may still result in elevated health risks. Another important aspect of pesticide risk assessment requires a consideration of the breakdown products of pesticides and their effect on human health. There has been very little research into the effects of degradation products and this issue should be addressed as these could potentially pose a higher risk than their parent compounds. One of the most important bio-markers available for use is the ubiquitous enzyme acetylcholinesterase (AChE). This enzyme is responsible for one of the most important functions in the body; namely nerve impulse transmission, upon which all life depends. The inhibition of this enzyme indicates toxicity and as a subsequence, a threat to the organism’s well-being. Bioassays have also recently been developed to test chemicals for endocrine disrupting effects. These tests rely on a dose response equivalent to that of the most potent well known estrogen 17-β estradiol. Any chemical that has a measurable response is deemed to display endocrine disrupting effects. This first aim of this study was to investigate the toxicological and endocrine disrupting effects of three organophosphorus pesticides; aldicarb, parathion and demeton-S-methyl, in addition to two breakdown products; aminophenol and p-nitrophenol. Two carbamate pesticides; carbaryl and carbofuran were also analysed. The toxicological effects of mixtures of the parent pesticide compounds were tested to assess if any antagonistic, additive or synergistic effects were observed. This data was then used in conjunction with an artificial neural network to assess if individual pesticides could be distinguished from mixtures of pesticides. A final objective was to sample various Eastern Cape water sources, utilising the enzymatic assay to determine the presence of any of these pesticides in these samples. There were several conclusions drawn from this study. AChE was successfully used as an assay to test the toxicity of the pesticides under investigation, based on their inhibition of this enzyme. An important factor for consideration throughout the study was the need to establish basal and monitor AChE activity (i.e. the need to monitor AChE activity in the absence of any pesticide). This ensured accurate comparison of the results obtained. It was found that demeton-S-methyl was the most potent of these pesticides followed by carbaryl, parathion, aldicarb and finally carbofuran, and that carbofuran could potentiate AChE. The results indicated that pesticide mixtures generally exhibited an additive inhibitory effect on AChE, although at some concentrations of pesticides, synergistic and antagonistic effects were noted. From the data using mixtures of pesticides, a feed forward neural network was created that was successfully able to distinguish individual pesticides from mixtures within its training parameters. None of the pesticides tested displayed endocrine disrupting properties in the Yeast Estrogen Screen (YES), T47D-KBluc and MDA-kb2 bio-assays. Other studies reported mixed results in this regard and thus no final conclusions could be drawn. The Blaauwkrantz River, Kariega River, Sundays River, Swartkops River and Kowie River were all tested for pesticides and although positive results were recorded, conventional methods indicated that there were no pesticides in the rivers. There were, however, trace metals present which are known to inhibit AChE, thus causing a false positive result. These results indicated that AChE can be used as a high throughput initial pre-screening tool, but that it cannot serve as a substitute for more accurate conventional testing methods.

- Description: The increased use of pesticides has resulted in a corresponding increase in concern for the effect they may have on the health of humans and other non-target organisms. The two main areas of concern are the toxicological effects that mixtures of pesticides may have as well as the endocrine disrupting effects. Although the individual pesticides may be present at concentrations below the levels deemed to be detrimental to health, it has been argued that their combined effect may still result in elevated health risks. Another important aspect of pesticide risk assessment requires a consideration of the breakdown products of pesticides and their effect on human health. There has been very little research into the effects of degradation products and this issue should be addressed as these could potentially pose a higher risk than their parent compounds. One of the most important bio-markers available for use is the ubiquitous enzyme acetylcholinesterase (AChE). This enzyme is responsible for one of the most important functions in the body; namely nerve impulse transmission, upon which all life depends. The inhibition of this enzyme indicates toxicity and as a subsequence, a threat to the organism’s well-being. Bioassays have also recently been developed to test chemicals for endocrine disrupting effects. These tests rely on a dose response equivalent to that of the most potent well known estrogen 17-β estradiol. Any chemical that has a measurable response is deemed to display endocrine disrupting effects. This first aim of this study was to investigate the toxicological and endocrine disrupting effects of three organophosphorus pesticides; aldicarb, parathion and demeton-S-methyl, in addition to two breakdown products; aminophenol and p-nitrophenol. Two carbamate pesticides; carbaryl and carbofuran were also analysed. The toxicological effects of mixtures of the parent pesticide compounds were tested to assess if any antagonistic, additive or synergistic effects were observed. This data was then used in conjunction with an artificial neural network to assess if individual pesticides could be distinguished from mixtures of pesticides. This took the form of both unearthing historical photographs as well as photographing historical sites to construct the past in particular ways through the visual. Recolonisation of the Robberg Peninsula by the Cape Fur Seal Arctocephalus pusillus pusillus and its prey preferences

- Description: The Cape fur seal Arctocephalus pusillus pusillus colony at the Robberg Peninsula, Plettenberg Bay, on the south-east coast of South Africa, was driven to extirpation by indiscriminate harvesting by the late 1800s and seals only began to recolonise this site in the 1990s. This study describes the recolonisation process from 2000 to 2009, exploring within- and between-year variation in the number of seals using the site. Numbers increased over the study period from less than 300 animals to over 3 100. Year and month were important in explaining variability in seal counts, whereas sea condition, time of day and lunar phase had minimal explanatory power. Within-year variation in seal counts decreased during the study period, which may indicate an increasing proportion of resident (as opposed to transient) seals in the colony. However, the colony is currently still in a transition phase with a low ratio of breeding to non-breeding animals and low numbers of pups born on the colony (currently still < 100 per year). The influx of seals to the Robberg area may be associated with an increase in prey availability in the area. The relative protection afforded by the Nature Reserve status of the Robberg Peninsula and the existence of a Marine Protected Area adjacent to it are likely to contribute to the growth of this colony. However, human interference associated with fishing and/or ecotourism on the Peninsula may prevent the colony from developing into a breeding colony. Faecal (scat) sampling was employed to study the diet of this increasing seal population at Robberg. Species composition and size of prey were determined, temporal variation in the diet was explored, and the potential for competition between seals and the fisheries around Plettenberg Bay was investigated. Of the 445 scats collected, 90 % contained hard prey remains. These comprised of 3 127 identified otoliths representing 15 teleost prey species, 25 cephalopod beaks representing three 6 species and three feathers representing two bird species. The seals' most important prey species in terms of numerical abundance and frequency of occurrence in the diet were anchovy, sardine, horse mackerel, sand tongue-fish and shallow-water hake (in decreasing order of importance). The proportion of anchovy in the diet increased during the study period, while sardine decreased. Sardine was the only species that increased significantly in the diet during the upwelling season. Little evidence was found of direct competition between seals and linefisheries in Plettenberg Bay, both in terms of prey species composition and quantities consumed. Scat sampling in seals holds promise as a method to track long-term changes in prey species availability. The conservation and management of this colony are discussed in light of the research findings.

South Africa as a developing country is also faced with the same problem. Buffalo City Municipality with its fast growing urban population is not immune from the problem. Due to continuing population growth, urbanisation, industrialisation and higher consumption levels which started after the demise of the previous legislations which stifled the advancement of black communities, the generation and management of municipal solid waste in developing countries is likely to worsen. The uncollected waste and rampant littering generates pollution and poses risks to human health and the environment. Regulations guiding the treatment and the disposal of waste are not followed to the letter by authorities. There are no measures in place to ensure that the environment is sustained, and even if there are they are not fully implemented. This affects municipalities negatively in various aspects. Tourism that is known to boost ailing and weak local economies is affected. Properties are devaluated and potential developers turn their backs on municipalities that are not well managed. It is the low-income communities that suffer the brunt of the inefficiency and poor service delivery. This status quo is not acceptable eighteen years after the attainment of democracy and the adoption of the Constitution in South Africa. This study analyses the challenges and factors that cause Buffalo City Municipality (BCM) not to deliver services efficiently and successfully in respect of waste management. It also attempts to check alternatives and solutions as gathered from other cities in a similar predicament. Municipalities are encouraged to adopt Local Economic Development (LED) principles and establish public- public partnerships and private- public partnerships thereby utilizing communities in refuse collection and waste management.

Subsequently, additional Pale-winged Starling specimens were examined in a reassessment of the subspecies that had been described, but no further analysis of the moult was undertaken (Craig 1988a). As part of a current behavioural study of this species, 58 Pale-winged Starlings were captured and colour-ringed at Augrabies Falls National Park during October 2011, and moult data were recorded for each bird following the standard scoring system for primary wing-feathers (de Beer et al. 2001). This prompted a re-examination of my earlier data, including the application of the Underhill-Zucchini model (Underhill and Zucchini 1988) to the available material.

Regulating cartel activity in South Africa

- Description: Competition among firms is a central feature in all free market economies such as South Africa. One of the biggest threats to competition is the presence of cartels in markets. Cartels are firms which collude and compete unfairly in order to obtain monopoly-like profits. For more than fifty years South Africa’s economic landscape has been dominated by a vast network of cartels invital industries, such as bread, cement and fertiliser. South Africa promulgated the Competition Act 89 of 1998 to eradicate cartels and promote and maintain competition within the South African economy. The Competition Act 89 of 1998 prohibits cartel activity and provides for a fine of 10% of turn over for firms found to have engaged in cartel activity. For a variety of reasons, these administrative fines have failed to deter firms from commencing and/or continuing to engage in cartel activity. This is evidenced by the increasing number of firms engaged in large -scale cartels in essential industries, such as construction and food. Public outcry and global trends have persuaded legislators to enactment more stringent penalties in the Competition Amendment Act 1 of 2009. Section 12 of the Competition Amendment Act , which inserts section 73A, creates a cartel of fence in terms of which a director who causes his firm to engage in cartel activity faces ten year imprisonment or a fine of R500, 000. This research shall critically analyse the Competition Amendment Acts effect on deterring cartel activity in South Africa. Despite the legislators’ aim to provide a bigger deterrent for engaging in cartel activity, section 73A of the Competition Amendment Act arouses scrutiny. Firstly, the promulgation of the new cartel offence is contrary to the decimalisation trend in South African company law which recognises the difficulty in enforcing complex regulatory offences with criminal provisions. Secondly, Section 73(5)A appears to infringe an accused director's right to be presumed innocent. - Description: Competition among firms is a central feature in all free market economies such as South Africa. One of the biggest threats to competition is the presence of cartels in markets. Cartels are firms which collude and compete unfairly in order to obtain monopoly-like profits. For more than fifty years South Africa’s economic landscape has been dominated by a vast network of cartels invital industries, such as bread, cement and fertiliser. South Africa promulgated the Competition Act 89 of 1998 to eradicate cartels and promote and maintain competition within the South African economy. The Competition Act 89 of 1998 prohibits cartel activity and provides for a fine of 10% of turn over for firms found to have engaged in cartel activity. For a variety of reasons, these administrative fines have failed to deter firms from commencing and/or continuing to engage in cartel activity. This is evidenced by the increasing number of firms engaged in large -scale cartels in essential industries, such as construction and food. Public outcry and global trends have persuaded legislators to enactment more stringent penalties in the Competition Amendment Act 1 of 2009. Section 12 of the Competition Amendment Act , which inserts section 73A, creates a cartel of fence in terms of which a director who causes his firm to engage in cartel activity faces ten year imprisonment or a fine of R500, 000. This research shall critically analyse the Competition Amendment Acts effect on deterring cartel activity in South Africa. Despite the legislators’ aim to provide a bigger deterrent for engaging in cartel activity, section 73A of the Competition Amendment Act arouses scrutiny. Firstly, the promulgation of the new cartel offence is contrary to the decimalisation trend in South African company law which recognises the difficulty in enforcing complex regulatory offences with criminal provisions. Secondly, Section 73(5)A appears to infringe an accused director's right to be presumed innocent. - Description: Psychological capital (PsyCap), work engagement (WE) and organisational citizenship behaviour (OCB) are all positive constructs which research has indicated will have a positive impact on the bottom line. In light of Positive Organisational Behaviour, this has become increasingly important, particularly in the service industry where good service leads to satisfied customers and ultimately repeat purchases. This research took on the form of a cross- sectional design, using a composite questionnaire to measure PsyCap, WE and OCB. This was a self-report electronic questionnaire which was distributed via email to customer service representatives (N=276) from a national automotive company with dealerships in Gauteng and the Western Cape. The measurement models were revalidated for the South African sample of customer service representatives through conducting Exploratory Factor Analysis. PsyCap remained a four-factor structure, however lost items in the elimination process. Both the UWES and OCB instruments lost items and became two-factor structures. This makes the notion that these instruments are portable to the South African situation questionable. To confirm these structures, item parcelling was utilised and Confirmatory Factor Analysis was conducted. The results indicated that the new measurement models were better suited to the South African sample. Demographic groups had significant differences in the means for PsyCap, WE and OCB. Further to this, relationships between the constructs were tested through multiple regression and structural equation modeling. The most significant relationship was found between PsyCap and work engagement. Finally, PsyCap (barring optimism) and WE were found to load onto a single factor when testing for factorial independence, while OCB came out as a separate factor.
