A critical analysis of the role of strategic communication in strategic planning : a case study of South African universities

- Description: The debate on how the communication function can contribute at a strategic level to organisational success is an on-going one because communicators still need to prove their relevance at the top management level. In general, the contribution of communication as a management function in corporate strategy is not known. It is either considered an afterthought or as an element within other functional departments. In this regard, the purpose of this study was to analyse critically the role of communication in strategic planning at the selected South African universities. To achieve this main objective, institutional theory was applied, as it seeks to affirm the role of communication in decision-making with the intention to be legitimised. In-depth interviews were conducted with senior communicators and strategy planners at six universities on how they approach strategic planning in their respective universities. Significant from the findings was the fact that the South African universities follow the same process for strategic planning. Regarding the role of strategic communication, the findings confirmed literature in the sense that communication practice at functional level has been institutionalised but not at the top management level. It was this study’s finding that university reputation and positioning did not prominently feature in the strategic planning processes. Furthermore, this study found that communicators should play a leading in environmental scanning to identify society, industry and commerce with a view to fine-tune the university’s qualification mix. That is, communicators should provide intelligence on changes in the environment which serve as the basis of the development of university strategies. In other words, they should provide vital information to top management to enable them to take informed strategic decisions. Lastly, it was this study’s finding that communicators should conduct evaluation research to assist top management in comparing the set strategic objectives with actual performance. In addition, the communicators should assist top management in determining corrective actions if need be. In view of these findings, this study developed guidelines that will empower communicators to make a more meaningful contribution in the strategic planning process. Given the paucity of research evidence of strategic communication in a university context, the study provides a better understanding of the theory and practice thereof.

These SMMEs are however struggling to achieve sustainability and operate effectively due to the various challenges and constraints impacting them. This study seeks to address this by developing a Rural Community Media Mobile Social Networking Framework that will create a virtual community of practice for the purposes of support of rural entrepreneurs in small, medium and macro enterprises (SMMES) in the Eastern Cape Province of South Africa. The author has specifically scoped this research to focus on Rural Community Media as a specialised subsegment of entrepreneurs operating in rural areas. The reasons for this decision were in part due to the effect and impact of community media on socio-economic development due to the role they play in enabling access to information and knowledge and giving a voice to poor and isolated communities The study proposes that provision of access to relevant information and knowledge via a mobile social networking framework would assist in cutting implementation costs through utilisation of a platform that is already there (known as rural community media). This study is scoped to focus specifically on rural community media with fieldwork conducted in the province of the Eastern Cape, South Africa. In summary the Research Methodology applied is as follows: - Research Philosophy: The interpretive research philosophy was chosen for this study - Research Design: This study will apply qualitative design - Research Approach: The case study approach will be used in the study - Data Collection Techniques: Source data will be comprised of primary and secondary data. Primary data will be collected through implementation of a questionnaire and expert reviews, while the secondary data will be collected through literature review. Hermeneutics will be used as the data collection technique in this study. - Data analysis: Cross-case data analysis will be applied Key findings included that rural community media already utilise mobile technology and social media/networking to conduct business. Rural community media required access to information and knowledge pertaining to internal business process, funding, governance, training and access to skilled resources. Adaptive responses to heat stress, quality of hide and meat from indigenous Nguni and non-descript crossbred cattle

- Description: The main objective of this study was to determine the adaptive responses of Nguni and non-descript crossbred cattle (NDCC) to heat stress, nutritionally-related blood metabolite profiles, fatty acid profiles, carcass and meat characteristics, physico-mechanical properties of automotive upholstery crust leather and the associated collagen fibre architecture of hides and crust leather. Forty steers (20 Nguni and 20 NDCC) which were approximately 14 months of age with live weights ranging between 153 kg and 203 kg at the beginning of the study were used. Environmental variables (ambient temperature, relative humidity, wind parameters, solar radiation) were collected from a weather station at the research farm. Temperature-humidity index (THI) values were computed. Rectal and skin temperature, skin traits and blood metabolites were determined at two-week intervals over 16 weeks. Hair coat scores ranged from extremely short (score 1) to very woolly (score 7). At slaughter, blood samples were collected after exsanguination. Meat samples were collected from the right muscularis longissimus thoracis et lumborum (LTL) and Triceps brachii (TB) muscles after 24 hours of chilling of carcasses for physico-chemical quality tests. Fatty acid profiles and physico-chemical quality of meat were determined on the LTL and TB. An additional fifty-four hides (27 Nguni and 27 NDCC) were obtained from a commercial abattoir at slaughter. The hides were tanned into automotive crust leather and tested for physico-mechanical quality. Results showed that week and environmental variables affected skin temperature; also, the rectal and skin temperatures were negatively correlated to body condition, skin pigment, coat score and skin thickness. Non-descript crossbred cattle had higher coat scores (2.1 ± 0.36 to 4.1 ± 4.20) than Nguni cattle (1.6 ± 0.36 to 4.1 ± 0.36). Body condition scores, blood creatinine, urea, total protein, albumin and globulin were affected by genotype and week of sampling. At the end of the trial, NDCC had higher slaughter and hide weights (285.9 ± 6.52 kg and 18.4 ± 0.54 kg, respectively) than Nguni cattle (232.6 ± 6.5 kg and 14.7 ± 0.54 kg, respectively). The majority of NDCC carcasses (73.7 percent) had a fatness level of 1 compared to Nguni carcasses (50 percent). Intramuscular fat was higher in Nguni (1.8 ± 0.09 percent) compared to NDCC (1.5 ± 0.09 percent) steers. Nguni steers had darker muscle colour (L*=33.6 ± 0.01) than NDCC (L*= 35.7 ± 0.54). Nguni and NDCC had similar thawing loss, cooking loss, WBSF tenderness, fat-free dry matter, moisture content, fatty acid profiles and health-related lipid indices. Ultimate muscle pH, meat colour and chroma were similar in the LTL and TB. Concerning the skin, Nguni and NDCC had similar physico-mechanical properties. However, breaking load and tensile strength were higher (1257.1 ± 70.72 N and 28.3 ± 1.23 MPa) in samples taken parallel to the backbone compared to that taken perpendicular to the backbone (979.5 ±70.72 N and 23.6 ±1.23MPa) across the two genotypes. Non-descript crossbred crust leather varied in physico-mechanical tests by direction of sampling. Collagen fibre orientation in hides and crust samples also varied between longitudinal and cross-sections. Collagen fibre diameters in the Nguni were similar in longitudinal and cross-sections (3.4 ± 0.12 μm and 3.2 ± 0.11 μm, respectively). From this study, it is concluded that THI, hair coat, skin traits and body condition affect skin temperature, but not rectal temperature, cortisol and CK activity in Nguni and NDCC reared extensively. The two genotypes differ in nutritionally-related blood metabolites, growth performance, hide weights and carcass traits. Beef from Nguni and NDCC differs in the IMF and meat lightness but is similar in the meat fatty acid composition and some physico-chemical quality parameters. Automotive crust leathers from the two genotypes were similar in some physico-mechanical properties. Collagen architecture varied among different regions of hides and crust leathers

An assessment of the role of guidance and counselling in promoting learner discipline in secondary schools in the Oshikoto region of Namibia : a case study of learners with discipline problems

- Description: The study assessed the role of guidance and counselling in promoting learner discipline in secondary schools in the Oshikoto region of Namibia. The study used the mixed methods approach, which resulted in providing qualitative and quantitative data to provide an understanding of the problem. The instruments for data collection were questionnaires for principals, teachers, teacher counsellors and learners, as well as one-on-one interviews with learners. Thirty-one (31) principals, ninety-eight (98) teachers, thirty-seven (37) teacher counsellors and four hundred and eighty-nine (489) learners participated in the study. Results from the questionnaires were analysed by using descriptive statistics in the form of frequencies and percentages. Data presentation took the form of tables and bar graphs. Qualitative data collected from interviews were transcribed and put into themes and categories. The study revealed that schools experienced a wide range of disciplinary problems. It was further revealed that learners are affected by issues emanating from the environment, namely, schools and societies which influence their behaviour negatively. The principals and teachers believe that exclusionary and punitive methods are effective in managing learner indiscipline, while teacher counsellors and learners were against the use of such methods. In addition, principals, teachers and teacher counsellors all have a major role to play in maintaining discipline in schools through guidance and counselling. Suggestions were thus made to strengthen the use of guidance and counselling in promoting learner discipline in secondary schools by: improving training for teacher counsellors/Life Skills teachers in guidance and counselling, sensitisation of school managers about the roles and responsibilities of teacher counsellors, including the role played by teacher counsellors in learner discipline, improved leadership from school principals, strengthening the co-ordination and communication among the school personnel, and by strengthening the referral system from teachers to teacher counsellors and from teacher counsellors to outside agencies. It was recommended that the use of guidance and counselling in promoting learner discipline would be strengthened if teacher counsellors’ training is improved, school principals are sensitised on the roles of teacher counsellors, including their role in learner discipline as well as improved co-ordination and communication among school personnel regarding learner discipline. The study further recommended that the referral system of learners experiencing problems from teachers to teacher counsellors and from teacher counsellors to outside agencies should be strengthened.

Suggestions were thus made to strengthen the use of guidance and counselling in promoting learner discipline in secondary schools by: improving training for teacher counsellors/Life Skills teachers in guidance and counselling, sensitisation of school managers about the roles and responsibilities of teacher counsellors, including the role played by teacher counsellors in learner discipline, improved leadership from school principals, strengthening the co-ordination and communication among the school personnel, and by strengthening the referral system from teachers to teacher counsellors and from teacher counsellors to outside agencies. It was recommended that the use of guidance and counselling in promoting learner discipline would be strengthened if teacher counsellors’ training is improved, school principals are sensitised on the roles of teacher counsellors, including their role in learner discipline as well as improved co-ordination and communication among school personnel regarding learner discipline. The study further recommended that the referral system of learners experiencing problems from teachers to teacher counsellors and from teacher counsellors to outside agencies should be strengthened.

Whilst the respondents had overwhelmingly affirmed that leaders played the requisite roles in their municipalities, concerns were expressed on deficient leadership competence, poor screening of new leadership entrants, and party political allegiance which was perceived to, at times, cloud their roles. Following a review of literature and past research, numerous studies were uncovered, on the leadership-performance link, which appeared to need consolidation, synthesis and refinement, with a view to sifting and isolating areas that might be of benefit to the implementation of performance management in the Eastern Cape municipalities.

It is certainly better to have the knowledge and not use it than to want to use critical information but you do not have it at all. As South Africans, we are currently more than lucky to be living in the democratic era where a thirst and hunger of knowledge is entirely one’s choice. The South African communities and Sate Owned Enterprises leaders deserve to be informed about issues regarding the performance of these entities in order for them to partake positively. State Owned Entities are undoubtedly the face of the country and consequently, their leadership is expected to play exemplary role of the highest order because their acts and/or omissions may not go unnoticed. Although all State Owned Entities are essential, Eskom is known to be the blood and oxygen for the country’s competitiveness and driving force behind the economy. Adequate leadership development within Eskom’s Limpopo Operating Unit can only positively impact on the major operations in the province and the country in particular. Although Eskom Distribution Division is found throughout South Africa, Limpopo province was selected to be a case to be studied. The study used a qualitative research methodology with the aim of eliciting narrated data from participants. Through this research methodology, a focus group approach was applied in order to narrow down the scope of the study. The study revealed that factors such as lack of self-confidence, fear of possible positional take-over by new comers, lack of succession planning and failure to implement the contents of Individual Development Plans are amongst a barrage of hindrances of adequate leadership development in the Business Unit. Despite the fact that the aforementioned impediments are seemingly known by the Business Unit’s senior management, it has also been revealed that officials are obscured by the need to focus on results whilst neglecting development of human capital. Due to the critical role that is played by Eskom in the country, the study has potential of positively contributing to the body of knowledge, other SOEs and professional practices in general.

- Description: In this research study an investigation was launched into the monitoring and evaluation system that the government introduced to monitor and evaluate the performance information produced by the Provincial Government Departments on the implementation of their annual performance plans. The Government Departments obtain budget approval from the Legislature and submit their three-year performance plans with their budgets. The government realized that service delivery was not improving against the back drop of annually increasing the budgets. The monitoring and evaluation system was introduced to assist the Government Departments with the implementation of their annual performance plans. Monitoring and evaluation serves as a control measure and deviations can be detected from the planned outputs of the Government Departments. Corrective measures must be instituted that will have the effect that the Government Departments meet the targets set in the indicators as approved in the annual performance plans. A literature review was conducted on monitoring and evaluation regarding the ideal manner in which it should be performed. The South African Government introduced a number of discussion documents from the Presidency and National Treasury on monitoring and evaluation. Several authors raised their views on the matter and it was captured in the research study. The methodology followed was based on the Systems Theory and a questionnaire was prepared and circulated amongst Political Office Bearers and Chief Officials in the Provincial Government Departments in the Eastern Cape on the issues that was researched. Interviews were conducted with selected participants to gain clarity on specific issues related to the questionnaire. The official annual report issued by the Auditor General to the Provincial Legislature served as official document in the research study. The data collected from the questionnaire, interviews and official documentation was analyzed and graphs were drawn and deductions were made from the results. Findings and recommendations were made from the data collected and a summary was compiled of the issues raised in the research study.

The sample for this study consisted of participants from three TVET colleges: one deep rural, one semi-rural/semi-urban and one urban in terms of geographical location. A total of 18 participants were interviewed: 2 subject advisors engaged by the colleges, 1 lecturer from college A, 3 lecturers from college B, 2 lecturers from college C, 4 graduates from college B, 3 graduates from college C and 3 employers .Research design for this study has features of both a survey and a case study. The mixed-method approach was applied using document analysis, questionnaires and interviews for data collection. The researcher found out that there is a disparity between the Plant Production guidelines and their implementation and assessment. Among the main reasons for failure to implement the guidelines properly are poor or inadequate infrastructure for doing practical work, high rate of student absenteeism within the investigated categories, and the high drop-out rate at Levels 2–4. To minimize the challenges in offering the Plant Production module, the study recommends that since some colleges cannot afford purchasing large sizes of land to properly implement the Plant Production guidelines, the government and the DHET should link the Primary Agriculture training to the land reform program where students can be trained under the land reform program.

On the basis of the ecological and the constructivist approaches to language learning, Sivasubramaniam (2011 p.53) views language as a creative instrument of meaning which ‘has the power to create meaning anew and afresh’ each time that someone uses it. The study makes use of the qualitative research method with a case study design that is placed within the interpretive paradigm. The data collected will be analysed through the use of critical discourse analysis. The findings from the study suggest some instrumental motivations to use English as LOLT which is informed by Language policy. Some of these motivations are: studying abroad, business with foreign investors and integrative motivations as the learner will be able to communicate with people from different countries. The study concludes that there is need for schools to stick to the English medium because this acts as an open door to the upward economic mobility among the previously disadvantaged. Based on this, it can be recommended that schools stick to English first additional language as their language of teaching and learning.

Catering for children with special education needs in the provision of early childhood development programme in Zimbabwe : towards a holistic and inclusive framework

A mixed method design located in the pragmatism paradigm was used to carry out the study. Post-positivist is an interactive process which produced in-depth, detailed, rich data from personal perspectives and experiences that resulted in realistic understanding of phenomenon, interpreted through the social and cultural context of respondents’ lives. By adopting quantitative and qualitative approaches, the researcher was able to ensure a high level of reliability in the collected data, at the same time obtaining comprehensive information on how primary schools attaching preschool classes in Chiredzi district cater for ECD “A” and “B” children with special education needs. Purposive sampling and cluster sampling procedures were used to solicit information from ECD teachers, school heads, parents, the District Education Team, NGOs and critical government ministries through semi-structured questionnaires, face-t-face interviews, focus group discussions, observations and document analysis. The study established that, while the government carries out its mandate of providing social services to learners with special education needs, they are incapacitated due to lack of resources. The majority of schools are not providing adequate health facilities for learners with special education needs. Furthermore, most schools are not providing nutritional supplementation to vulnerable learners, situations which deprive the learners with the much needed opportunity to grow and develop to the anticipated potential. In addition, the study noted that, ECD “A” and “B” children with special education needs enrolled in classes attached to primary schools do not access Basic Education Assistance Module (BEAM) or Cash Transfers to alleviate the children that are in need. It came out that such a situation impacts on learners’ attendance and subsequently their learning outcomes. Regardless of the stipulations by international treaties on the nature of inclusive education, the study established that, the education system has not yet modified curriculum to accommodate learners with diversified forms of special education needs. The situation is made worse by the fact that, heads of schools, and teachers are not adequately trained to handle learners with special education needs in early childhood development programmes. In addition, schools face the challenge of scarcity of learning resources that support ECD learners with special education needs which seriously impact on the growth and development of young learners at this critical stage of their development. Regardless of the essence of continuous professional development programs, in schools whose purpose is to redress the professional gap in schools, the study found that the CPD are doing very little to transform the mind-set of teachers. The study concluded that learners with special education needs are not benefiting from the current inclusive education programme. The study recommends that following; Stakeholders work together to promote the health and nutritional needs including other social services of ECD learners in classes attached to primary schools. There be a national teacher in-service programme for those teachers deployed in schools, to equip them with the desired skills, and knowledge to handle learners with special education needs, especially at this critical stage of their development. Teachers’ Colleges redesign their curriculum to address inclusive education in schools. Teachers’ Colleges need to empower new graduates with skills and knowledge to handle children with special education needs in schools. Policy makers to advocate for redesigning the curriculum to include children with special education needs to ensure availability of resources in inclusive schools to alleviate the challenges faced by these children. Those policy makers should advocate for a way to ensure that all children with special education be enrolled in mainstream schools. Thus, the study proposed an alternative, holistic, and inclusive education model for schools attaching ECD “A” and “B”

By adopting quantitative and qualitative approaches, the researcher was able to ensure a high level of reliability in the collected data, at the same time obtaining comprehensive information on how primary schools attaching preschool classes in Chiredzi district cater for ECD “A” and “B” children with special education needs. Purposive sampling and cluster sampling procedures were used to solicit information from ECD teachers, school heads, parents, the District Education Team, NGOs and critical government ministries through semi-structured questionnaires, face-t-face interviews, focus group discussions, observations and document analysis. The study established that, while the government carries out its mandate of providing social services to learners with special education needs, they are incapacitated due to lack of resources. The majority of schools are not providing adequate health facilities for learners with special education needs. Furthermore, most schools are not providing nutritional supplementation to vulnerable learners, situations which deprive the learners with the much needed opportunity to grow and develop to the anticipated potential. In addition, the study noted that, ECD “A” and “B” children with special education needs enrolled in classes attached to primary schools do not access Basic Education Assistance Module (BEAM) or Cash Transfers to alleviate the children that are in need. It came out that such a situation impacts on learners’ attendance and subsequently their learning outcomes. Regardless of the stipulations by international treaties on the nature of inclusive education, the study established that, the education system has not yet modified curriculum to accommodate learners with diversified forms of special education needs. The situation is made worse by the fact that, heads of schools, and teachers are not adequately trained to handle learners with special education needs in early childhood development programmes. In addition, schools face the challenge of scarcity of learning resources that support ECD learners with special education needs which seriously impact on the growth and development of young learners at this critical stage of their development. Regardless of the essence of continuous professional development programs, in schools whose purpose is to redress the professional gap in schools, the study found that the CPD are doing very little to transform the mind-set of teachers. The study concluded that learners with special education needs are not benefiting from the current inclusive education programme. The study recommends that following; Stakeholders work together to promote the health and nutritional needs including other social services of ECD learners in classes attached to primary schools. There be a national teacher in-service programme for those teachers deployed in schools, to equip them with the desired skills, and knowledge to handle learners with special education needs, especially at this critical stage of their development. Teachers’ Colleges redesign their curriculum to address inclusive education in schools. Teachers’ Colleges need to empower new graduates with skills and knowledge to handle children with special education needs in schools. Policy makers to advocate for redesigning the curriculum to include children with special education needs to ensure availability of resources in inclusive schools to alleviate the challenges faced by these children. Those policy makers should advocate for a way to ensure that all children with special education be enrolled in mainstream schools. Thus, the study proposed an alternative, holistic, and inclusive education model for schools attaching ECD “A” and “B”

Support that was offered to students by lecturers and workplace mentors included assessment, moral support, student welfare and, in some cases material support. There was very little of financial support. The study concludes that while students generally appeared to benefit from workplace learning, there were challenges that negatively affected workplace learning. The study recommends improved university/industry partnership to enhance workplace learning, among other recommendations. A model for enhancing students’ workplace learning is also proposed.

The research further examines the problem of interference amongst the arms of state and mechanism of checks and balances which can be applied to prevent or minimise such interference. In doing so, the study pursued a desktop survey of primary and secondary materials, including scientific literature, legislation, courts’ jurisprudence, and official documents. A comparative perspective was also made in order to learn from the experiences of other jurisdictions where the doctrine is applied. The findings reveal that South Africa has a unique model of separation of powers. The model was learned and enriched from various foreign jurisdictions. The courts have contributed enormously to this model, which contrive to be fluid and living.

Critical assessment of corruption in municipalities and its impact in service delivery : case study Buffalo City Metropolitan Municipality

In this regard, the municipalities are viewed as the most affected institutions, with the Eastern Cape Province identified as culprit number one engaging in corrupt activities. There are a number of contributing factors, as attributed in the study, but most prevalent among these are capacity issues in most of these municipalities, with fewer personnel and less capacity. Challenges of corruption in municipalities are perpetrated mainly by municipal officials, councilors and members of the public. This study, identified corruption as one of the challenges facing municipalities in the Eastern Cape. It involves both the achievements and limitations that have been experienced; and indeed, there are still numerous issues to be addressed and accomplished. It discusses some critical issues such as how corruption has been the mother of the day in South Africa and its effect on the public sector in general. Inadditon, misappropriation of public resources and corruption immersed the nation as a whole into a greater challenge rather than focusing on service delivery issues. There are situations, within municipalities, where the majority of senior officials, who may be in possession of valuable information, are always under suspension. The findings of the study also show that all the municipalities operating in this new democaticatic dispensation have not been able to prepare a transparent annual financial year report at the end of the year. In fact, the majority of them always obtain disclaimer or adverse reports from the Office of Auditor-General (AG), despite numerous attempts and interventions by the AG‟s office and the Provincial Treasury to rectify the situation. The challenges of leadership crises in some of these municipalities, both administratively and politically have been critically examined. The findings show that between 2012 and 2015 financial years, some of these municipalities have been without full-time Accounting Officers; people were only seconded or in acting capacity, and some of them were under adminisistration, which is section 139 (c) of the constitution. There were numerous attempts of interventions by the national leadership of the ANC in the ANC regional structures which in many instances were the root cause of the problems or divisions, as well as in municipalities where in Buffalo City Metro and Nelson Mandela Metro respectively there were leadership changes or redeployments. The issue of corruption in the municipalities is compromising and impact negatively in the service delivery. It can be concluded that municipalities are characterized by a number of instances of corruption perpetrated mainly by municipal officials, councilors and members of society. Bribery, fraud, nepotism, and systematic corruption are some of the forms of corruption that take place in municipalities in South Africa. There are systems in place to fight corruption, but the reality is that they are very weak and ineffective. The anti-corruption strategies put in municipalities have general functioned poorly hence the prevailing the situation. There is glaring non-compliance with the Municipal Finance Management Act (MFMA), the Treasury Regulations and their own Procurement Procedures and Procurement Policies. It is evident that despite the achievement by an ANC led government for almost over 21 years of democracy, there remain many political and administrative challenges especial in municipalities. The fundamental question need to be posed and address therefore is, how best these challenges can be addressed and turn around service delivery to a tangible outcome. The Constitution of the Republic of South Africa provides for the promotion and maintenance of a high standard of professional ethics in the public service. Public resources are vulnerable to abuse by unscrupulous elements, both inside and outside government and therefore requires careful monitoring and control. The existing legislative framework is solid but fragmented and requires review and consolidation to improve its efficiency. To achieve that government requires an approach that is developmental in nature. Governance should be able to take control of the organization’s systems and at the same time adaptable to the environment in a way strengthens the capacity to achieve goals.

Hence, this study explores an assessment of the implementation of DoE and UNICEF guidelines for creating safe, caring and child-friendly schools. A sequential mixed method approach was used in this study; both questionnaires and interviews were used. The design allows using both quantitative and qualitative data collection methods to elicit implicit and explicit information from the same case through pattern-matching; a technique linking several pieces when a holistic and in-depth investigation is required. The sample of the study consisted of 24 school principals, 24 HoDs, 24 SGB members, 24 educators, 24 educators‟ union members and 24 learners who were conveniently selected from 24 secondary schools across Vhembe District. Survey data were obtained from school principals, HoDs, SGB members, educators, educators‟ union members and learners regarding the ways and degree to which participants are involved in school incidents, decision-making processes, and their own experiences regarding safe, caring and child-friendly schools. In terms of data analysis, validation indicates concurrent and construct validity obtained by combining participant‟s responses from interviews and self-report questionnaires based on experiences of incidents from their schools. Statistically significant results point the way to validating the approaches taken as best practices. The findings reveals among others that the factors contributing to learner aggression include family factors, environmental factors and school-related factors, whilst the most common forms of learner incidents in schools are verbal violence, physical violence and bullying. The results also indicate that a safe school climate is not enough for learners to speak freely and report unwanted sexual experiences. The study concludes with the role that the school, parents and the Department of Education can play in addressing learner problems in schools.

- Description: South Africa‟s government strategy for Child Protection Programmes is the pre-requisite that plans to articulate its work on school learner protection as a distinct area of programmatic intervention. Hence, this study explores an assessment of the implementation of DoE and UNICEF guidelines for creating safe, caring and child-friendly schools. A sequential mixed method approach was used in this study; both questionnaires and interviews were used. The design allows using both quantitative and qualitative data collection methods to elicit implicit and explicit information from the same case through pattern-matching; a technique linking several pieces when a holistic and in-depth investigation is required. Effects of grazing and housing management systems on greenhouse gas emissions, blood profiles and meat quality of Nguni goats

A total of 64 castrated Nguni goats were used and a housing structure was designed to accommodate the goats as well as evaluate effects of type of floor on greenhouse gases, meat quality, blood metabolites and fatty acid profiles. In the first experiment: Forty-eight castrated Nguni goats, at 6-7 months old were used for herding (H) or tethering (T) management systems and randomly allocated to pens with earth (E) or slatted (S) floors. Gas sampling was done using static chambers and analysed using a SRI 8610C gas chromatography machine. The highest CH4 fluxes were from the manure of herded goats on earth floors (HE). The highest CO2 fluxes were from manure of herded goats that were housed on slatted floors (HS): The highest N2O fluxes were from the manure of tethered goats that were sheltered on slatted floors (TS). It was concluded from the first experiment that goat manure is an important source of GHG that is influenced by grazing and floor type management systems. The second experiment was done to evaluate greenhouse gas (GHG) emission from disused (DP) vs occupied goat pens (OP) with earth (EF) or slatted (SF) floors. Eight previously occupied pens were used in this study. Sixteen goats were randomly put in the pens labelled occupied pens with earth floors (OPEF) and occupied pens with slatted floors (OPSF) resulting in four goats per OP. There were month by pen use; month by floor type; and use by floor type interaction effects (P < 0.05) on CH4 production. Floor type, use (DP vs OP) and month affected (P < 0.05) CH4 production. Manure on earth floors of occupied pens (OPEF) emitted the highest (P < 0.05) methane followed by earth floors of disused pens (DPEF). The least CH4 was emitted from DPSF. There was pen use (DP vs OP) by floor type interaction effect (P < 0.05) on CO2 emission. Floor type and pen use affected (P < 0.05) CO2 production. Manure in occupied pens with slatted floors (OPSF) produced the highest CO2 and the least CO2 was from disused pens with slatted floors (DPSF). Floor type and month influenced (P < 0.05) N2O production. It was concluded that continued use of goat pens increased GHG emissions. However, disused goat pens with manure remain an important source of GHG as they continued to emit quantifiable levels of CH4, CO2 and N2O. The third experiment was done to determine the effects of grazing and housing management systems on the concentrations of blood metabolites, activity of creatine kinase, body weight (BW), body condition score (BCS) and carcass characteristics using 48 castrated Nguni goats. Tethered goats had higher (P<0.05): urea, creatinine, total protein, globulin concentrations and more activity of CK than herded goats. On the other hand, herded goats had higher (P<0.05) plasma glucose (H: 3.39±0.020 vs T: 3.23±0.020 mmol/L), serum albumin (H: 15.30±0.147 vs T: 14.82±0.144 g/L) concentration. It was concluded that serum concentrations of all the metabolites and the activity of CK were sensitive to grazing system. Herding of goats promoted more glucose concentration and preservation of muscle protein and hence superior body weights and BCS than tethered goats. The fourth experiment was done to determine the effects of grazing and housing management systems on the activity of creatine kinase (CK) and cortisol concentration, and chevon quality. Further, the effect of muscle type [Muscularis longissimus thoracis et. Lumborum (LTL) and triceps brachii (TB)] on chevon quality was also investigated. Forty eight castrated Nguni goats aged 6- 7 months were randomly allocated to tethering (n=24) and herding (n=24) treatments. Floor type affected meat (P<0.05) pH24. Tethered goats had higher (P < 0.05) L* and CL percent than herded goats. Muscle type had a significant influence (P < 0.05) on a*, WBSF and pH. It was observed and concluded that T resulted in higher L* and more CL percent whilst SF lowered the pH24 of chevon; at the same time meat from the TB muscle was more tender, despite having a higher pH24 and more CL percent relative to LTH cuts. The fifth experiment was done to determine the effect of grazing and floor type on fatty acid composition of chevon from tethered and herded Nguni goats. Floor type had no effect on fatty acid composition. Oleic, stearic, palmitic and linoleic were the major fatty acids. Chevon from tethered goats had higher (P < 0.05) proportions of long chain polyunsaturated fatty acids (PUFAs): eicosapentaenoic, docosapentaenoic, docosahexaenoic, conjugated linoleic acid (CLA) and more total SFA, total PUFA, total Omega- 6 and total omega 3 fatty acids than herded goats. On the other hand, chevon from herded goats had more (P < 0.05) C18:1c9, C18:2t9, 12 (n-6), C20:3c11, 14, 17 (n-3) and total MUFA than tethered goats. However, there was no difference (P > 0.05) in the PUFA: SFA and n-6/n-3 fatty acid ratios between the herded and tethered goats. It was concluded that tethering promoted higher proportions of beneficial PUFAs which were more in TB than LTH muscle. The overall conclusions from the whole study were that goat manure is an important source of GHG with high CH4 being emitted from earth floors of herded goats. High CO2 and N2O are emitted from SF of herded and tethered goats, respectively. There were no major differences in meat quality between herded and tethered goats. However, herding promoted more live weight gain than tethering. On the other hand, tethering promoted more beneficial fatty acids. Therefore depending on the objective of the enterprise, smallholder farmers can safely tether or herd their goats. Further, there is need to develop technologies to harness CH4 from goat manure.

Considering the finite nature of non-renewable sources, the environmental concerns which are associated with their usage and ensuring energy security, renewable energy sources have been brought in the energy supply chain. Wind energy is one of the renewable energy sources which has been supplying electrical energy to the ever increasing energy demand of humanity. Wind energy technology is a mature technology which over and above the bare (conventional) wind turbine technology has seen the development of duct augmented wind turbines. Ducts are used to encase wind turbine rotors to augment the power output of wind turbines especially in low wind speed areas. Though the technology has been under study for decades now, research indicates that there is no known model to estimate the power output of a diffuser augmented wind turbine. This thesis presents the development of the conical Diffuser Augmented Wind Turbine (DAWT) power output estimation model and its validation.
