- Description: This study sought to examine a sociological approach of the influence of regular provision of school feeding scheme on learners’ academic performance at Ngqele Primary School, Nkonkobe Municipality, Eastern Cape Province, South Africa. The study explored the views of teachers and parents pertaining to regular provision of school feeding scheme on learners’ academic performance. In addition, the study examined the impact of regular provision of school feeding scheme on school attendance and the sustainability of the regular provision of school feeding scheme. The study utilized both qualitative and quantitative research methods in the form of in-depth interviews, and a survey method. The process was made possible through the use of purposive sampling and cluster sampling to generate the targeted participants of the study. The findings of the study have shown that the school feeding scheme has got an impact on learner’s academic performance due to the fact that learners are able to listen and pay attention to the teacher if they are fed, the SFS has a positive impact on learners’ attendance and high enrolment. However, the study has also shown that, despite the positive impact of the school feeding Scheme, there were some challenges that also impacted negatively on learners, the school and the implementation of the programme. Such challenges include irregular supply of food, food shortages and poor quality of food.

The unintended administrator is not necessarily schooled or aware of the information security risks and challenges that are associated with the BYOD. This inadvertently shifts the management of organisational information security from the information technology (IT) administrator to the unintended administrator. This shift leaves the organisation at risk of information security breaches that can permeate the organisation, which result from the behaviour that the unintended administrator displays when operating the mobile device. This study introduces the BYOD Information Security Behavioural (BISB) model. The model constructs are a combination of individual and organisational traits of the unintended administrator. The purpose of this study is to mitigate the risks posed by the unintended administrator in organisations through the implementation this model. The risk that the unintended administrator poses in relation to the BYOD phenomenon results in chief information officers (CIOs) being unable to totally control these mobile devices. Traditional endpoint information security management tools and methods can no longer secure devices in the BYOD the way they can in the traditional network where they are confined to the organisation’s IT administrator. This results in the organisation’s information security becoming the responsibility of the unintended administrator. This study was conducted in the banking sector in Zimbabwe. Information security is also an important component of the banks as such and a choice was made to conduct the study in the banking industry. The design science research paradigm was followed in this study and included a survey of 270 bank employees in Zimbabwe, which received 170 complete responses. A literature review on both employee behaviour and organisational culture was conducted, followed by a case study of a commercial bank in Zimbabwe. The literature review culminated in traits that were then classified as individual traits and organisational traits. Six constructs –, knowledge, attitude, habit, environment, governance and training – were identified from the literature and combined to form the BYOD information security behavioural (BISB) model. Statistical calculations were conducted on the survey results which informed the reliability, validity and rigour of the model constructs. An expert review including industry experts was conducted to evaluate the BISB model. This study concludes by recommending that organisations in Zimbabwe should make use of the BISB model to mitigate the information security risks that are posed by the unintended administrator. While there are technical solutions for managing the information security risks that come with the BYOD, this study points out that without harnessing the individual and organisational traits that make up the BYOD information security behavioural model for the unintended administrator, technical solutions alone will not be effective.

A critical analysis of the dynamics of intergovernmental relations in Zimbabwe

- Description: The field of intergovernmental relations (IGR), both from a conceptual and practical perspective presents a contested order in Zimbabwe’s political and public administration discourse, with a fairly long and complex historical and institutional context. The advent of colonialism in Zimbabwe (then Rhodesia) gave birth to a dualised form of government with a separatist development agenda. The dualistic model of government was anchored on a segregationist centralist ideology that advanced a white supremacist agenda while entrenching underdevelopment in native areas. This was attained through the use of draconic and ingrained racially discriminatory laws, ordinances and policy enactments, inter alia, the 1910 High Commissioner’s Proclamation, the Native Councils Act, the African Councils Act, and the District Councils Act which supported the overriding philosophy of colonialist hegemony. The direct rule policy was used and in practice, administrative, political, judicial and legislative powers were under the purview of the whites. Under this political dispensation, the nature of IGR was typically a master-servant relationship as African institutions had limited policy latitude under the tentacles of race-driven white control over the socio-economic and political space with an exploitative and subservient underpinning. The demise of colonialism and the birth of independent Zimbabwe in 1980 ushered a new political dispensation. The post-independence government embarked on a number of reforms aimed at dismantling the racist undertones of government. These reforms include the expanded decentralization frameworks supported by legislative instruments and policies such as the 1984 Prime Minister’s Directive and the 1996 thirteen principles of decentralization. Other key reforms are the 1996 Urban Councils Act, Chapter 29:15 and the 1988 Rural District Councils Act, Chapter 29:13. However, it is important to note that despite this plethora of legislation and reforms purportedly meant to dismantle racist backed institutional differentiation, the new national government did not depose its excessive control on sub-national governments. It is therefore an insoluble contradiction that the legislation and institutions created in post-independence Zimbabwe promoted the autonomy of sub-national governments while broadening democracy and citizen participation. This era rather presents an aporetic discourse epitomized by the national government’s perfection of colonial dominance approaches through creating legislation and institutions to retain wide and extensive control of sub-national governments. The Global Political Agreement of 2009 culminated into the promulgation of the Constitution of Zimbabwe Amendment Number 20 of 2013 with provisions for devolution of power, Provincial and Metropolitan Councils and the enshrinement of Local Government as a tier of government with constitutionally guaranteed autonomy. However, despite these reforms with far reaching implications on the configuration of IGR, the ZANUPF led national government is lethargic in implementing them. This has sparked controversy as these constitutional reforms and their potential to promote an integrated and efficient system of governance may turn out to be a pyrrhic victory. This is so because the necessary legislation anchoring the constitutional reforms may not be created in the foreseeable future as the current national government views devolution, for instance, as tantamount to surrendering political power to sub-national institutions. The purpose of the study was to critically examine the dynamics of intergovernmental relations in Zimbabwe. The overlapping authority model of IGR and the theory of networked governance underpinned the study. A comparative study of IGR was conducted focusing on two federal nations (United States of America) and Nigeria) and two unitary nations (United Kingdom and South Africa). A qualitative phenomenological methodology was used and the sample size was 20 respondents selected using the purposive sampling technique. Data was collected using in-depth interviews and analyzed using thematic analysis and critical discourse analysis. Key findings of the study reflected on the conception and relevance of IGR in unitary nations in contrast to classical perspectives that restricted the field as a discourse of federalism. The study established that the unitary system of Zimbabwe is anchored on a strong centralist ideology that suffocates the autonomy of sub-national institutions. In the same context, there is absence of political will on the part of the ZANUPF led government to implement crucial constitutional reforms that have a bearing on the configuration of IGR. The study also revealed that political party incongruence is a threat to intergovernmental coordination, integrated planning and collaborative development. Various recommendations were made from the study and these include that national government should expedite the implementation of the Constitution, codification of IGR by way of legislation and rationalization of fiscal transfers and intergovernmental fiscal equalization.

A Critical analysis of trade facilitation practices of Zimbabwe customs administration

Barriers to trade may be encountered before goods reach the border, at the border or after goods reach the border. This study is concerned with processes that occur at the border. This suggests that trade facilitation is viewed within the context of customs procedures and operations at the border posts that have been identified. This study undertakes an analysis of trade facilitation practices in the Zimbabwe customs administration. The study endeavours to identify bottlenecks in the movement of goods across borders. The study tries to establish the extent to which trade facilitation practices in Zimbabwe conform to international best practice. The study also attempts to establish opportunities and threats for trade facilitation in the current arrangements. The researcher establishes that the following areas require improvement through further study; simplicity of procedures, transparency of processes, cooperation of stakeholders, standardisation of processes harmonisation of processes and predictability of processes .The research problem lies in the delays and increased trade transaction costs that have been reported by traders. This ultimately leads to traders who are not competitive on the international scene. It also makes it difficult for small to medium enterprises since they are affected more by high trade transaction costs due to lower profits and turnover. The Zimbabwean economy is dominated by small to medium enterprises which contribute significantly to the economy. The assumption of the study is that if trade facilitation practices are implemented trade volumes will increase leading to a vibrant national economy. The research problem is examined through an assessment of the perception of traders, clearing agents and customs officials on the effectiveness of trade facilitation practices that are currently in place. A mixture of qualitative and quantitative methodologies was used. The major tool used was a self-administered questionnaire issued to traders. Focus group discussions and secondary data from documents were important, especially for qualitative data. The conclusions of the research are premised on the responses by the respondents. The study takes a particular interest in trade facilitation measures prescribed by regional, multilateral and plurilateral organisations. The study examines the extent of conformity to trade facilitation measures prescribed by international organisations. The recommendations presented in the study are derived from the input and responses provided by the participants. Recommendations presented are aimed at bringing about solutions to the shortcomings in trade facilitation practices. The study has identified areas that need to be addressed so as to ensure facilitation of trade. However there are still some areas that require further studies.

A critical review of broad based Black Economic Empowerment policy implementation in the forest sector in Amahlathi Municipality

After independence from long period colonialism, slavery and apartheid, African states policy administrators began putting in place policies to improve either the living conditions of citizens or the inequities emanating from the administration of colonial governments. However, these policies do little to naught to meet the aforementioned goals. The Free Education Systems in Nigeria and Ghana, and the Indigenization Policy in Zimbabwe are examples of policies that experienced miscarriage of policy implementation in the past. This study therefore, aspires to explore the Broad Based Black Economic Empowerment policy implementation in the forest sector and specifically identify bottlenecks in the implementation processes in South Africa. Qualitative approach was used in order to meet the primary and secondary objectives of the study. Semi structured interview questions were administered to relevant companies, institutions and the municipality which were purposely sampled to capture the processes of the BBBEE implementation. The study revealed that measured entities are complying with the prescript of the policy but that finance and a continuous policy amendment presents a bottleneck in the implementation dynamics. Lastly, labour intensive measured entities find it impossible to meet the skills development element due to high cost of training. These results suggest that the value envisaged is not being met. The study also found that verification agencies are effectively providing their watchdog function in the implementation of the policy however the use of technology is non-existent in monitoring the process. Finally the study found that agencies are hired by measured entities to verify their BBBEE status which presents a huge inducement for both parties to collude. It also found that the policy is implemented in a top-down approach hence municipalities have been relegated from the implementation process. The study recommends decentralization of the policy in a strategy called Local Economic Equity for the Disadvantaged (LEED) which involves the expertise of white South Africans and permanent resident people in order to build truly inclusive society envisaged by the Constitution of South Africa. Additionally, it recommends the use of technology dubbed e-BBBEE to implement the policy.

- Description: Mental illness rates are climbing, locally and globally. The World Health Organization (2001) has claimed that one in four people will be affected by a psychiatric disorder during their lifetime. With this in mind, there is an array of psychometric assessment measures that are used as tools to assist in the mental health care field. Two such measures are the Beck Anxiety Inventory (BAI) and the Beck Depression Inventory-II (BDI-II). These measures are used globally to assist with the diagnosis and treatment of depression and anxiety. However, in South Africa, a paucity of normative indicators exists. This research set out to determine if there are significant differences in performance on the BAI and BDI-II when comparing a sample from the Eastern Cape, South Africa, to the international norms. It was found that performances on the BAI between the local sample and the international sample did not differ significantly. The local sample, on average, performed 4.76 points lower on the BDI-II than those assessed in the international norms. A series of theoretical models are explored in elucidating the findings in this study.

Government departments are faced with increasingly complex data and information arising from multiple projects, different departments, divisions and several stakeholders seeking data for divergent end uses. However, an exploratory study of the literature regarding data governance in government departments of the Eastern Cape province of South Africa suggest that there are no clear data governance processes in place within the departments. The research question “How can a data governance maturity evaluation model enhance data governance processes in the Eastern Cape government departments” was derived as a result of a perceived need for government departments of the province to manage their critical data assets in a manner which promotes accurate, verifiable and relevant fiscal and strategic planning. A qualitative phase of empirical data collection was conducted to test the components of the conceptual model. A quantitative instrument, derived from the findings of the qualitative study, as well as the components of the refined model was administered to 50 participants in the same departments where qualitative data was collected, with additional participants being drawn from three other departments. Pragmatism was the guiding philosophy for the research. The Contingency and Institutional theories form the theoretical grounding for the study. Design Science guidelines by Hevner et al (2004), Peffers et al’s (2008) Six Steps in Design Science and Drechsler & Hevner’s (2016) Fourth Cycle of Design Science were employed to construct, improve, validate and evaluate the final artefact. Findings confirmed the literature that data governance is lacking in government departments. It is asserted that the implementation of this model will improve the way data assets are recorded, used, archived and disposed in government departments of the Eastern Cape. The outcome of this research was the development and production of a data governance maturity evaluation model as well as a process document which gives a roadmap of how to move from one maturity level to another.

Reviewed literature in the current study, reveals how the dominance of the heterosex discourse is foregrounded in LO content on gender and sexuality. The current study was aimed at examining the construction of gendered relationships in LO textbooks. The study sampled LO textbooks for Grades 10-12, learners in these grades are between the mean ages 16-18 years. This group is the target group, because they are legally afforded the right to consent to sexual activity with peers, within the same age bracket. Conducted from a social constructionist perspective, the current study employed qualitative methods of inquiry (textual analysis). Against the backdrop of heterosexuality as norm, it was the aim of the current study to understand the subject positions made available for female learners to construct themselves, within the discursive spaces in LO content. Findings suggest that two discourses namely: the heterosex discourse and the discourse of danger and disease, dominate in LO content on gender and sexuality. This leads to the construction of gendered relationships a s inherently heterosexual, leading to the marginalisation of relationships that fall outside of the norm. The female learner is positioned as a passive-victim, incapable of exercising sexual agency, while young men are positioned as inherently more powerful members of the intimate relationships or dangerous sexual predators. In the discourse of danger and disease, she is also positioned as a potential victim but the focus is on equipping her with skills, in a way which positioned her as an active-resistor in refusing sexual activity; and being in control of decision-making on issues of safety in relationships. The implications of these contradictions, is that they focus on the individual and disallow her taking up of sexual agency, and disregard the context in which she has to do so.

A framework for enhancing the effectiveness of strategic leadership in the Eastern Cape Education Department

- Description: In this study the analysis of the organisational practices in the South African public sector revealed that there is a practical limitation, anchored on the absence of a suitable framework for enhancing the effectiveness of strategic leadership. The research engaged with studies and theories that confirmed that the application of effective strategic leadership enhances the performance of public sector organisations. However, such an analysis revealed no well-defined strategic leadership framework that may be used for improving the successful implementation of programmes in the public sector as a whole and more especially, the Eastern Cape Department of Education (ECDoE). The study therefore interpreted that a significant improvement in the performance of the ECDoE may be effected through the prioritisation of strategic leadership and thereby enhancing its effectiveness. Hence, the primary research objective for this study was to examine strategic leadership and to consider the variables impacting the application of strategic leadership in the ECDoE, so that a framework may be formulated to enhance the effectiveness of strategic leadership in the ECDoE. The data analysis, research observations, findings and interpretations as well as the literature review enabled the researcher to determine the strategic leadership framework that may be postulated for application in the ECDoE. The research data in essence supports the indications in the literature that strategic leadership has a positive effect on enhancing organisational performance and success. The key findings and significant conclusions drawn from the study indicated a definite need to enhance the effectiveness of strategic leadership in the ECDoE and that the associated leadership challenges in the sector have to be addressed to enable more efficient and effective service delivery, increase learner performance and improve organisational success. The researcher has therefore postulated the framework in figure 10 to enhance the effectiveness of strategic leadership in ECDoE and presents it for consideration by the political and administrative leadership for adoption in the ECDoE. The development of this strategic leadership framework by the researcher was informed by the various leadership models, leadership theories, leadership styles and change management strategies examined in the literature review of this study and further directed by the research findings and conclusions that illuminated the challenges that confront ECDoE in the application of strategic leadership in the sector. The framework postulated has three distinct but inter-related steps and this study theorises that the effectiveness of strategic leadership is influenced by the extent to which the managers or leaders determine the specific context and apply the appropriate leadership style (Step 1), implement the selected leadership style in conjunction with the application of appropriate accompanying management strategies (Step 2), and monitor the resulting effects on enhancing the performance of the public sector organisations (Step 3). The researcher also adopted a systems-thinking approach and identified four pillars that transcend organisational service delivery and integrated them to constitute a proposed model for enhancing service delivery, improving implementation of plans and promoting organisational success in ECDoE. The model postulated by the researcher is based on “policies, procedures, systems and structures”, as illustrated in figure 11. The pillars of this proposed model for service delivery are inter-related, inter-locking and at times overlapping. Arising from the literature review and the case study of ECDoE, areas for further research have been identified such as: a more in-depth probing of the significance, role and impact of strategic leadership in all public sector institutions in South Africa; an examination of the Senior Management Services (SMS) mandates given by the Department of Public Service and Administration (DPSA) with regard to strategic leadership; an exploration of the implementation constraints of the National Development Plan (NDP) linked to the positioning of strategic leadership; and, an examination of the role and impact of the training and development programmes in strategic leadership, co-ordinated by the National School of Government (NSG) in South Africa.

A hermeneutic phenominological study of the understanding and treatment of Amafufunyana by traditional healers

Aims and Objectives. This study’s aim is to examine how traditional healers understand the causes of mental illness mainly focusing on amafufunyana and how this understanding informs treatments methods. Method. This has been done based on hermeneutic phenomenology by drawing from the lived experience of traditional healers through a focus group interview. Results. Upon analysis of the data it becomes clear that traditional healers understand the aetiology of amafufunyana to be supernatural forces. Amafufunyana present in overt and covert symptoms and the diagnostic process entails connecting with the ancestors for their guidance and confirmation of diagnosis, as well as guidance on which imithi to use. The treatment process is congruent with the diagnostic process as it also entails guidance from the ancestors on which imithi to use. Other valuable aspects of traditional healing were brought forward while conducting this study. The aspect of protection from the ancestors was emphasised. It became evident in the analysis of this study that the rituals that are performed in order to appease the ancestors facilitate the connection to the ancestors and through maintaining this connect one can be protected from an array of illnesses and misfortunes. Recommendations. It is recommended that recommended that more studies are conducted with traditional healers in order to give them an opportunity to elaborate on their lived experience of healing, as it was observed that a majority of literature speak on behalf of traditional healers.

A mobile based user centred integrated remote patient monitoring framework for low resource settings

These areas are under-serviced because of poor health infrastructure and few available medical experts. This contributes immensely to poor health care delivery especially to chronically ill diabetic patients and increases mortality rates. However, innovative remote patient monitoring (RPM) systems have been developed to curb the above challenge in recent years. Unfortunately, most of these systems are standalone and are incompatible with one another. Most of them relay on Internet for connectivity which is imminent in low resource settings. This makes continuity of care of chronic ill patients a great challenge. Additional, the efficacy and feasibility of RPM using mobile phones in low resource settings of South Africa are still unknown. It was also noted that none of these systems have been developed for a clinical trial. The goal of this study was to provide a standard framework that allows optimal design of mobile RPM systems which are interoperable. The objectives were to investigate the RPM system efficacy and reliability in low resource settings and determine its effects on clinical management, self-care and health outcomes. The framework was validated with a clinical trial to remotely monitor diabetic adults in Limpopo province of South Africa. A prototype system was developed based on sound user centric design process and enterprise architectural principles to remotely monitor diabetic elderly patients using cellular technologies and existing hospital infrastructure. It was evaluated using a controlled, randomized clinical trial for 6 months. There were 120 patients who took part in the study and were categorized into two groups, the intervention Group X and the control Group Y. Each group comprised of 60 participants. Evidence from this study justified the feasibility and possibility of long term implementation of RPM system to cater for chronic ill patients in low resource settings worldwide. Results showed that the self-care and normal blood glucose levels improved for both groups whereas quality of life improved only for Group X. It was shown that extensive self-care knowledge with the help of RPM system improved self-care and helped normalize their glucose levels. The hospital admissions and mortality between the two groups did not differ much. However, the intervention group had more hospital visits than the control group because the participants were requested to visit the hospitals in case of emergency. The users perceived the RPM system as feasible and effective way of clinical management and self-care. Due to wide acceptance, some patients were even willing to continue using the system after the trial. Home measurements proved to be reliable and helped improve self-care. In future, a standardized and unified framework based on rule set would provide comprehensive remote healthcare allowing continuous patient monitoring at a reduced overall cost thereby decreasing mortality rates.

In future, a standardized and unified framework based on rule set would provide comprehensive remote healthcare allowing continuous patient monitoring at a reduced overall cost thereby decreasing mortality rates.

However, there are no specific privacy and security controls in place to protect patients that access personal electronic health records through mobile devices. Therefore, the aim of this study is the development of a privacy management framework (PMF) to mitigate these privacy concerns. The study sort to find a strategic framework for managing and implementation of the Intergovernmental Relations Policy in Selected Eastern Cape Municipalities. A purposive sampling technique was used to identify the sample elements. The sample was composed of 160 participants and a semi-structured questionnaire was administered to the participants to gather information pertaining the research problem. A mixed research method was used to analyse the data gathered. The sampled respondents were municipal and government employees from various departments who have knowledge of the IGR policy. The study findings pointed out that the current framework on intergovernmental relations was ineffective in the Eastern Cape municipalities that were surveyed. Respondents pointed to a number of shortfalls in the implementation of the intergovernmental relations, which made it ineffective in improving how these municipalities operated and rendered service delivery. A number of factors inhibiting the effectiveness of the intergovernmental relations included lack of communication, poor coordination, lack of clear strategy, poor budgets amongst other factors. Based on the findings of the study, the researcher developed a strategic framework that could be adopted by municipalities in the Eastern Cape. The functionality of this framework would be influenced by the corrective measures taken by the municipalities in addressing the underlying problems of the current intergovernmental relations, as identified by the respondents.

In spite of these studies, the subsurface structure, variations in thickness of various formations in large parts of the basin, the location and orientation of subsurface dolerite intrusions, and the depth to magnetic and gravity sources remains poorly documented. A geological study with the aid of geophysical techniques, magnetic and gravity, was conducted in the southwestern part of the main Karoo Basin. The objectives of the study were to construct numerous models of the main basin that image the crust to a depth of 45 km, to determine thicknesses of various formations, to relate observed geophysical anomalies with geological bodies and lineaments, to estimate the depth of existing anomalous bodies, to determine densities and porosity of various formations, as well as to determine the mineralogy of various rocks in the Karoo Basin. In total, seventy one rock samples were collected in the main Karoo Basin for density and mineralogical studies. The density results showed that the Beaufort and Ecca Group rocks have the low mean density of 2.490 g/cm3 amongst the rocks while the dolerite intrusions have the highest mean density of 2.697 g/cm3. The porosities of various rocks determined from the measured rock densities revealed that the Ecca Group shales, particularly the Whitehill Formation has the highest porosity of 4.5percent, while the Collingham Formation has the least porosity of 1.4 percent amongst the Ecca Group shales. Mineralogical analysis of seventeen XRD samples and 26 thin sections indicate that quartz, kaolinite, and plagioclase occur as the major mineral in most sandstones and shales in the Karoo Basin, while the pyrophyllite, smectite, and talc occur as minor minerals. Other mineral constituents include, calcite, mica, and amphibole. The 2½ dimensional (2½ D) gravity modelling along seven selected profiles, across the Beattie Magnetic Anomaly (BMA), revealed that the Ecca Group sediments, a target for shale gas exploration in the Karoo, occurs within a depth range of 0 - 4000 m from the surface. The basin deepens to a depth of 4600 m in the southwestern region, near the front of the Cape Fold Belt. It was observed as well that the Karoo dolerite sills are connected at depths and are mostly concentrated at the centre, the deepest part of the basin with some having saucer shape - like structure. These observations correspond well with the borehole data from AB 1/65 and QU 1/65 presented in Linol and de Wit (2016). Thickness isochore maps that were extracted from the gravity models indicate that the Ecca Group, which is the main target for hydrocarbon exploration, thickens to the south away from the centre of the basin and reaches thicknesses of greater than 3680 m. The Beaufort Group proves to be the thickest succession in the Karoo Basin with an estimated thickness of up to 6046 m. Constructed geophysical maps with the geology overlain reveal that most magnetic anomalies are due to dolerite intrusions, while gravity lows are due to less dense shales of the Ecca Group. The depth slices of magnetic data indicate that near surface magnetic bodies occur within the depth of 42 m from the surface whereas deep seated ones occur as deep as 9488 m and possibly deeper. A systematic review and document analysis on the prevention of mother-to-child programmes to prevent vertical transmission of human immuno-deficiency virus

- Description: Background: The National Strategic Plan 2012-2016 is advocating for zero new infections due to vertical transmission. This goal has not yet been achieved. This study evaluated whether the prevention of mother-to-child vertical transmission (PMTCT) of Human Immuno-deficiency Virus (HIV) programmes in South Africa are based on evidence. Aim: The aim of this study was to conduct a systematic review of the available literature comparing PMTCT antiretroviral regimens published between the years 2000 to 2015 and to do a document analysis of the current implemented PMTCT programme to evaluate if it is based on best evidence. Rational: The rational of the systematic review and the document analysis were to assess whether the latest PMTCT policy was based on evidence and to critically analyse published articles that addressed aspects related to efficacy and efficiency of PMTCT programmes to reduce transmission of HIV from mothers to their infants. Methods: Overall 25 randomised controlled trials and primary studies that assessed efficacy of ARV regimens to prevent mother-to-child transmission of the HIV during pregnancy, labour and the postnatal periods were systematically reviewed. In 1997 the first trial began and the last one ended in 2012. Twelve guidelines referring to PMTCT were sampled and they were published by WHO and Department of Health South Africa from 2001 to 2015. The document analysis was only based on National consolidated guidelines for the prevention of mother-to-child transmission of HIV (PMTCT) and the management of HIV in children, adolescents and adults April, 2015. Findings: The systematic review illustrated that significantly fewer infants tested HIV-positive when exposed to a longer ARV regime although there was no significant difference once the infants reached six months of age. Different ARVs have a similar Preamble effect on maternal deaths; however, a double or triple combination of ARVs is superior to monotherapy to decrease infant deaths. Common maternal adverse reactions to ARVs include anaemia, bronchopneumonia, and maculopapular rash. Infant adverse events included septicaemia, pneumonia, gastroenteritis, fever and maculopapular rash. The document analysis has shown that the PMTCT policy is mainly based on evidence from randomised controlled trials and systematic reviews. Occasionally some statements are still based on lower categories of evidence such as non-experimental descriptive studies. Conclusion: The systematic review showed that double and triple ARV therapy is superior to monotherapy and that the longer the mother and her infant are exposed to ARV therapy the better the results are to prevent MTCT. Adverse events are always posing a challenge and as with any other medication, caregivers must be aware of potential adverse reactions. - Description: The level of access to educational information is pertinent to the attainment of quality education by learners. Librarians play a key role in facilitating access to such information. Access to educational information equips the possessor with the power of knowledge to assert their rights under any right regime, and a right to education cannot be fully exercised without corresponding access to educational information. Set in the Fort Beaufort Education District of the Eastern Cape Province of South Africa, this study evaluates the level of access to educational information as an enabler of quality education. Research revealed that despite the acclaimed educational improvement in South Africa, the quality of education in many black constituencies and provinces remains low. Therefore, the objectives of this study include inter alia an investigation of the educational information needs of high school learners in the Fort Beaufort Education District, the educational information available and accessible to them, how the learners access information, the services and technologies accessible to the learners, challenges confronting their access and means of improving learners’ access to educational information in the district and by extension in South Africa.

- Description: The level of access to educational information is pertinent to the attainment of quality education by learners. Librarians play a key role in facilitating access to such information. Access to educational information equips the possessor with the power of knowledge to assert their rights under any right regime, and a right to education cannot be fully exercised without corresponding access to educational information. Set in the Fort Beaufort Education District of the Eastern Cape Province of South Africa, this study evaluates the level of access to educational information as an enabler of quality education. Research revealed that despite the acclaimed educational improvement in South Africa, the quality of education in many black constituencies and provinces remains low. Therefore, the objectives of this study include inter alia an investigation of the educational information needs of high school learners in the Fort Beaufort Education District, the educational information available and accessible to them, how the learners access information, the services and technologies accessible to the learners, challenges confronting their access and means of improving learners’ access to educational information in the district and by extension in South Africa.

- Description: This study involved evaluating the extent to which universal access to quality grade R was realised by 2012 in Cofimvaba education district in the Eastern Cape Province. The evaluation was done through the implementation of goal 11 of the Education Sector Strategy - the Action Plan to 2014, revised to 2019. It further sought to find out whether universal access to grade R occurred to all learners who registered for grade 1 and whether the quality of grade R had improved between 2010 and 2012 in Cofimvaba education district. Improving the quality of grade R in this study included an assessment of the level of qualification of grade R practitioners and an improvement of the quality of grade R tuition through the use of textbooks, workbooks and resource packs supplied to grade R by the Department of Basic Education (DBE). The study used both the qualitative and quantitative methods. Questionnaires were used as data collection methods from grade R practitioners and grade 1 teachers. The respondents in this study consisted of twelve grade R practitioners, ten grade 1 teachers and two officials from Cofimvaba district office. The findings of this study revealed that the universal access to grade R, calculated from grade 1 learners who received formal grade R, was not achieved over the three-year period 2010-2012; albeit the target of grade 1 learners who should have received formal grade R by 2012 was a mere 50 percent. The percentage of grade R learners who received access to the required textbooks fell below the expected target of 100 percent. Although 77.61 percent does not signify bad performance, the non-attainment of 100 percent access to the required textbooks could not be acceptable because the absence of textbooks meant that effective teaching and learning could not have taken place. However, these findings uncovered that the supplied textbooks and workbooks were high quality learning and teaching materials. The findings also uncovered that the ECD-grade R practitioners, at the time, had the necessary work experience and limited qualifications as a means to teach the grade R classes. A pressing matter for the Department was the improvement of conditions of service for practitioners; their professionalisation as well as further improvement of their qualifications. It was revealed, through this study, that there was a slight improvement in the universal access to grade R; however, the quality of grade R still needed attention especially in so far as the provision of suitably qualified practitioners is concerned.

Agricultural urbanism and urban agriculture : exploring the possible role of University of Fort Hare and Buffalo City Municipality in supporting small-scale urban farming in East London, South Africa

- Description: This study investigates the impact of urban agriculture in the city of East London as well as the possibility of adopting agricultural urbanism as an urban farming model to bolster food security. The study goes further to understand the role that could be played by University of Fort Hare and Buffalo City Metropolitan Municipality in capacitating small scale urban farmers in the city of East London. Unemployment and food insecurity are the key challenges that are affecting many families in South Africa, including urban dwellers. The main objective of this study therefore is to investigate the contributions of urban farming in securing food security and livelihoods in East London. This study adopted a mixed methods research approach, where both quantitative and qualitative methods were used to harvest data. Statistical analysis (descriptive) was then used to analyse quantitative data. Thematic approach used to analyse qualitative data. The study shows that urban farming plays an important role in the livelihoods of urban dwellers. However, the sector still faces various challenges such as lack of recognition by authorities. The study also revealed that the city of East London has potential to establish agricultural urbanism as it has most of the essential aspects that are necessary to establish it. The study recommends strengthening of the partnership between University of Fort Hare, Buffalo City Metropolitan Municipality and small scale urban farmers in East London.
