Framework for local government to implement integrated water resource management linked to water service delivery

- Description: The Water Services Act (No. 8 of 1997) of South Africa states that water service delivery is the responsibility of local government as Water Services Authorities. The principal legal responsibility is to complete a Water Services Development Plan (WSDP) every 5 years with annual review. The WSDP encapsulates all the responsibilities and tasks required in water service delivery. However, it does not spell out local government’s role in water resource protection or its responsibilities as far as integrated water resource management is concerned. It is well known in South Africa that there is a challenging level of inadequate capacity in technical and administrative skills in local government to adequately fulfil water service delivery. This paper highlights the consequences of this incapacity for municipalities and their difficulties in fulfilling their responsibilities as service providers. A framework is provided within which improvements can be brought about, with guidance on how to engage in the practice of integrated water resource management (IWRM) in the context of the legal framework for water services. The additional tasks and changes required to practise IWRM are set in the context of the WSDP. The framework provides a guide for a municipality to first accomplish an adequate WSDP, and then to gradually implement IWRM. A discussion on the skills needed to accomplish, firstly, a comprehensive WSDP, and secondly, IWRM, is included.

Larval development of Gilchristella aestuaria (Gilchrist, 1914)(Pisces: Clupeidae) from southern Africa

- Description: The larval development of the southern African endemic clupeid Gilchristella aestuaria is descriptionbed and illustrated from specimens collected in the Swartvlei and Sundays estuarine systems of the Cape Province. Free embryos have no visible gut, unpigmented eyes and bodies, and are dependent on the yolk sac contents for nutrnion. This stage lasts until about 4 mm body length (BL) when the eyes become pigmented and a gut becomes visible. Between 4 mm and 7 mm BL melanophores on the ventral aspect of the body form. and the dorsal and caudal fin anlagen develop. Between 7 mm and 8 mm BL the swimbladder forms, flexion occurs and the anal fin anlage develops. By the to mm BL stage most of the skeletal elements have begun to differentiate, with the vertebral centra already showing signs of ossification. General ossification commences between t 2 mm and 13 mm BL. All unpaired fins have the adult complement of rays by 15 mm BL. Scalation starts between 16 mm and 17 mm BL and is complete by 20 mm BL. Body depth increases gradually. from about 5% of BL in the early larval stages to >14% of BL in the juveniles. The pre-anal length decreases from about 87% of BL in the larvae to approximately 69% of BL in the juveniles. Head length increases from approximately 11 % of BL in the larvae to 24-29% of BL in the juveniles. The larval snout is initially 2% of BL, increasing to 7% of BL in the juvenile stages owing to the development of jaw elements.

An analysis of the early ontogeny of Aplocheilichthys johnstoni (Günter, 1893) from a life history perspective

- Description: The reproductive and developmental styles of Aplocheilichthys johnstoni closely resemble those of other oviparous cyprinodont fishes reported in the literature. Reproductively it sorts to the guild of nonguarding phytophyllic broodhiders, is a daily, fractional spawner of relatively large, adhesive eggs. The length of the embryonic period varies between 14 and 19 days and the larval period can last for up to 30 days. Sexual maturity can be attained at an age of 150 days from fertilization. The embryology is described in detail and close comparison is made with the embryology of other cyprinodonts to highlight possible phylogenetic differences. Major differences with other cyprinodonts are in the rate of development, and heterochronic shifts in the appearance of certain structures in relation to each other. A discussion is included on the nature of development. It is suggested that development proceeds in a gradual stepwise fashion, interspersed with four major saltations, namely, fertilisation, onset of exogenous feeding, sexual maturity and death
