Working in poverty: Informal employment of household gardeners in Eastern Cape towns, South Africa

- Description: In South Africa there has been relatively little consideration of the informal employment offered to domestic household workers and gardeners. Here we report on the number and profile of gardeners employed by private households and the wage and satisfaction rates in 12 towns of the Eastern Cape. Over 98% of the informal gardeners were male, middle-aged and with limited formal schooling. Approximately 58% of middle and upper income households employed a gardener, at a mean daily rate of R112.20 in 2019. This equated to 13 170 gardeners earning a total wage bill of R139 million p.a. across the 12 towns, which scales up to 0.7–1 million informal gardeners nationally earning approximately R10–14 billion per year. However, daily remuneration was insufficient to cover basic needs, and slightly more than half of the gardeners would prefer a different job, indicating the survivalist nature of the sector.

- Description: Urban green infrastructure (UGI) provides numerous environmental, social and economic benefits through direct and indirect use of ecosystem services. The maintenance of UGI also provides work opportunities for skilled and unskilled workers in the public and private sectors, so-called green collar jobs. However, the extent and benefit of such employment has rarely been examined, especially in a developing country context where unemployment is often high. We quantified the number of green collar jobs and wage levels across all green collar categories in 12 towns of the Eastern Cape via means of questionnaires and interviews. Overall, we enumerated 17 429 jobs, receiving approximately ZAR503 million (US$37 million) per year. The number of jobs was strongly linked to town size, but the number of jobs per unit area was inversely related to the level of underdevelopment or deprivation per town.

- Description: The aim of this research was to investigate the job provisioning benefits of urban green space (GS), the ability of these jobs to alleviate poverty amongst poor urban households, as well as the potential to increase the number of Green Collar (GC) jobs. According to Lal et al. (2010), Roy et al. (2012) and others, environmental employment or GC jobs, represent the very synergy between social, economic and environmental resilience and sustainability, and have the ability to provide an additional range of goods and services. Data was collected from 12 towns and cities in the Eastern Cape of South Africa, all varying in population, town size and geographic location. Structured employer, employee and resident interviews were used to collect data, which pertained to a number of employment characteristics and employee living conditions. Throughout the sample, 19 different types of jobs were identified, and a total of 17 429 GC employees were counted, sharing a total of approximately R503 million in annual wages. Some GC employees were found to still be in a position of poverty despite employment, while others enjoyed a higher standard of living as a result, although this was largely dependent on the extent of wages and other household and employment attributes. Using lessons learnt from previous chapters, a number of data sources and a creative approach, the potential for growth and improvement in the urban GC sector was discussed, and the way forward involves private, public, informal and civil sector participation and innovation; which will not only enhance environmental and social ecosystem services, but also provide meaningful employment opportunities to the otherwise impoverished. Urban GC jobs should be widely viewed as a useful tool in achieving social, environmental and economic prosperity in urban landscapes (Bowen and Kuralbayeva, 2015).
