- Description: The Eastern Cape Department of Education has become like a problem child in the Republic of South Africa. It is a cause for concern to both the provincial and national government. This is a department where service delivery is problematic. Schools are not built or renovated and children are taught in dilapidated structures or sometimes under trees. Hardly a week passes without the department making the headlines in the media for the wrong reasons. It is widely accepted that the department is dysfunctional and education is in a crisis. The department has emerged as the number one culprit of engaging in corrupt activities in the province. Public officials in the department have been identified as being at the helm of these corrupt activities. In the 200/10 financial year, the Auditor General issued a disclaimer to the department and highlighted a lack of direction, accountability and a total breakdown of internal control systems and supply chain management within the department. Numerous fraud risk indicators were identified during the audit and underlined by findings that are indicative of fraud and corruption within the department. This unfortunate state of affairs is contrary to the requirements of section 195(1) of the Constitution of the Republic of South Africa which provides for the democratic values and principles governing public administration including inter alia, that: A high standard of professional ethics must be promoted and maintained. Efficient, economic and effective use of resources must be promoted. Public administration must be accountable. This raises several questions about the ethical fitness of public officials in the department as the custodians of the public resources and trust. Though several reasons abound for this unfavourable state of affairs in the department, the researcher has singled out unethical conduct by public officials in the department and its impact on service delivery. The approach followed in this research was to analyse the 2009/10 Department of Education Annual Report and the 2009/10 Auditor General’s Report to the Eastern Cape Department of Education. The analysis confirmed the existence and occurrence of multiple cases of unethical conduct in the department. At the end scientific recommendations are proposed to alleviate this ill.

This Formation occurs in the southeastern part of the Karoo Basin. It consists of sedimentary rocks, which are an alternating siltstone, shale and mudstone succession with subordinate interbedded sandstone and subsequently intruded by Karoo dolerite in the form of sills and dykes. ithostratigraphically, the Balfour Formation is subdivided into five units namely, from the base to the top, the Oudeberg, Daggaboersnek, Barberskrans, Elandsberg and Palingkloof Members. The Balfour Formation is overlain by the Katberg Formation. This study involved field investigations in the vicinity of the towns of Bedford and Adelaide with integrated stratigraphical, sedimentological and petrological studies. A geological map was constructed after field investigations. Lithofacies of the Balfour Formation that were studied are characterised by sandstone facies (Sh, Sm, St, Sr, Sp) and fine-grained sediments (Fl or Fsm) which reflect point-bar, cut-bank, channel and floodplain deposits. Lithologically, the Oudeberg Member consists of sandstone of which some units are internally massive alternating with thin laminated siltstone and mudstone. The Daggaboersnek Member is characterised by regular, generally non-lenticular, overall stratification, in the Barberkrans Member consists of sandstone lithosomes, while the Elandsberg Member is an argillaceous unit, similar to the Daggaboersnek Member. The Palingkloof Member is composed predominantly of red mudstone that can be used to distinguish the Balfour Formation from the overlying Katberg Formation, which consists predominantly of sandstone. The stratigraphic sequence displays two fining upward megacycles of sedimentary deposits with change in the sediment supply pattern from low-sinuosity to high-sinuosity river systems which reflect both braid and meandering deposits, respectively. Sedimentary structures in the sandstone units and the provenance of the Balfour Formation indicate that these deposits were produced by rivers flowing from the southeast with minor drift towards the northwest. According to the composition of the sediments and their sequence of deposition the Formation represents a fluvial environment. Mineralogical and grain size data from the sandstones of the various members of the Balfour Formation indicate the same source area of granitic, metamorphic and older sedimentary rocks and show no significant petrographic differences. The petrographic and geochemical investigations confirmed the sandstone to be feldspathic litharenite and ultralithofeldspathic sandstone. The palaeocurrent investigation indicates the main provenance to have been situated to the southeast of the Karoo basin. Heavy-mineral concentrations within the sandstones also give an indication that the source had a transitional arc plate tectonic setting.

- Description: This thesis addresses software design within the field of Information and Communications Technology for Development (ICTD). Specifically, it makes a case for the design and development of software which is custom-made for the context of marginalised rural areas (MRAs). One of the main aims of any ICTD project is sustainability and such sustainability is particularly difficult in MRAs because of the high costs of projects located there. Most literature on ICTD projects focuses on other factors, such as management, regulations, social and community issues when discussing this issue. Technical matters are often down-played or ignored entirely. This thesis argues that MRAs exhibit unique technical characteristics and that by understanding these characteristics, one can possibly design more cost-effective software. One specific characteristic is described and addressed in this thesis – a characteristic we describe here for the first time and call a network island. Further analysis of the literature generates a picture of a distributed network of access nodes (DANs) within such network islands, which are connected by high speed networks and are able to share resources and stimulate usage of technology by offering a wide range of services. This thesis attempts to design a fitting middleware platform for such a context, which would achieve the following aims: i) allow software developers to create solutions for the context more efficiently (correctly, rapidly); ii) stimulate product managers and business owners to create innovative software products more easily (cost-effectively). A given in the context of this thesis is that the software should use free/libre open source software (FLOSS) – good arguments do also exist for the use of FLOSS. A review of useful FLOSS frameworks is undertaken and several of these are examined in an applied part of the thesis, to see how useful they may be. They form the basis for a walking skeleton implementation of the proposed middleware. The Spring framework is the basis for experiments, along with Spring-Webservices, JMX and PHP 5’s web service capabilities. This thesis builds on three years of work at the Siyakhula Living Lab (SLL), an experimental testbed in a MRA in the Mbashe district of the Eastern Cape of South Africa. Several existing products are deployed at the SLL in the fields of eCommerce, eGovernment and eLearning. Requirements specifications are engineered from a variety of sources, including interviews, mailing lists, the author’s experience as a supervisor at the SLL, and a review of the existing SLL products. Future products are also investigated, as the thesis considers current trends in ICTD. Use cases are also derived and listed. Most of the use cases are concerned with management functions of DANs that can be automated, so that operators of DANs can focus on their core business and not on technology. Using the UML Components methodology, the thesis then proceeds to design a middleware component architecture that is derived from the requirements specification. The process proceeds step-by-step, so that the reader can follow how business rules, operations and interfaces are derived from the use cases. Ultimately, the business rules, interfaces and operations are related to business logic, system interfaces and operations that are situated in specific components. The components in turn are derived from the business information model, that is derived from the business concepts that were initially used to describe the context for the requirements engineering. In this way, a logical method for software design is applied to the problem domain to methodically derive a software design for a middleware solution. The thesis tests the design by considering possible weaknesses in the design. The network aspect is tested by interpolating from formal assumptions about the nature of the context. The data access layer is also identified as a possible bottleneck. We suggest the use of fast indexing methods instead of relational databases to maintain flexibility and efficiency of the data layer. Lessons learned from the exercise are discussed, within the context of the author’s experience in software development teams, as well as in ICTD projects. This synthesis of information leads to warnings about the psychology of middleware development. We note that the ICTD domain is a particularly difficult one with regards to software development as business requirements are not usually clearly formulated and developers do not have the requisite domain knowledge. In conclusion, the core arguments of the thesis are recounted in a bullet form, to lay bare the reasoning behind this work. Novel aspects of the work are also highlighted. They include the description of a network island, and aspects of the DAN middleware requirements engineering and design. Future steps for work based on this thesis are mapped out and open problems relating to this research are touched upon.

Implementation of a 150kva biomass gasifier system for community economic empowerment in South Africa

- Description: There is growing interest in research and development activities on biomass gasification technologies as an alternative to fossil fuels technologies. However not much has been done in terms of technology transfer, particularly in under-developed and developing countries such as South Africa. This is mainly because of the lack of resources such as funding. Most parts of the under-developed and developing countries fall within rural areas and semi-urban centers, which are endowed with biomass resources. South Africa has a number of sawmill operators who generate tons of biomass waste during processing of timber; the large proportion of this is burned in furnaces as a means for waste management while a very small proportion is collected and used by people in rural areas for cooking their food. The majority of people in rural areas of South Africa are either unemployed or cannot afford the current energy services. The main aim of this research was to establish the viability of electricity generation for community economic development through biomass gasification, specifically using the locally designed System Johansson Biomass Gasifier™ (SJBG), and to establish the efficiency of the gasifier and associated components with a view of developing strategies to enhance it. The study established the technical and economic feasibility of using the SJBG to generate low-cost electricity for community empowerment. The study also developed strategies to improve the particle collection efficiency of the cyclone. In addition to this, a low-cost gas and temperature monitoring system capable of monitoring gas and temperature at various points of the gasifier was developed. The system was built from three Non- Dispersive Infrared gas sensors, one Palladium/Nickel gas sensor and four type K thermocouples. The study also investigated the impact of fuel compartment condensates on gasifier conversion efficiency. This is an area that has not yet been well researched since much has been done on energy recovery using combined heat and power applications that do not utilize the energy in condensates because these are produced in the gasifier and drained with chemical energy stored in them. The study established that the condensates do not have a significant impact on efficiency.

This is an area that has not yet been well researched since much has been done on energy recovery using combined heat and power applications that do not utilize the energy in condensates because these are produced in the gasifier and drained with chemical energy stored in them. The study established that the condensates do not have a significant impact on efficiency.
