Teachers’ views on grade 7 reading comprehension skills amongst English first additional language learners: a case study

- Description: The purpose of this study was to investigate the views of Teachers about reading comprehension skills in grade 7 English Additional Language classrooms in Buffalo City Metropolitan, Eastern Cape. Objectives are to instil the love for reading and enabling learners to successfully learn to read and attain their full potential. The researcher was interested in exploring broader trends in reading comprehension skills, with the intention of contributing possible strategies to address the literacy level in English First Additional Language. The study was framed as qualitative in inquiry; a face-to-face semi-structured interview was used to collect data. The participants comprised of 24 learners and 4 educators. The theoretical framework utilised was Lev Vygotsky’s (1979) constructivist theory to analyse data using a qualitative analysis approach. Different tools to verify data, which comprised of semi- structured interview of open-ended questions and document analysis to obtain data from English First Additional Language teachers in four primary schools in the Buffalo City Metropolitan District, were used. Findings indicate English First Additional Language learners are not proficient in the language of teaching and learning because in other public schools mother tongue is additive language, while in other schools it does not exist. The recommendation was that the Department of education needs to introduce a reading module for English First Additional teachers who need training in this area of learning. Another recommendation highlighted by teachers is the revisiting of child development theories that will help teachers have a better understanding about the learners and which strategies to utilise during reading.

Critical assessment of the human resource capacity needs of senior management at Thaba Chweu Municipality in Mpumalanga Province, South Africa

- Description: The terrain of local government is not only very complex, dynamic, and challenging, but also very unique. The quality of human resources is vital in a public institution, particularly in institutions that are meant to service communities by providing sustainable basic services. Amongst the concerns raised at a municipal level are the lack of professionalism and the required competency and capacity amongst the workforce that must perform the actual duties of servicing the local communities. This study was aimed at identifying and analysing human resource development and human resource management policies, strategies and needs in line with the current circumstances and conditions at a particular municipality. A series of challenges (that a number of community members, newspaper articles, community leaders and both the Mpumalanga Provincial Government and other spheres of government raised and complained about) prompted this study. Constant complaints are leveled against municipalities about appropriate and well qualified candidates being overlooked for employment opportunities at the expense of nepotism, cronyism and blatant corrupt activities. This study is a combination of both quantitative and qualitative methods. In line with the quantitative method of generating and assembling information, the researcher used the judgement sampling method. Questionnaires were administered to collect quantitative data while primary data was collected via interviews. Data was obtained from 45 participants in Thaba Chweu Municipality. The findings show that the majority of respondents (in the form of percentages) spoke against the capacity of the officials. A smaller percentage spoke in favour of the availability of capacity. These respondents stated that municipal officials have the required skills and capacity to perform their duties. Furthermore, the study found that there was inconsistency in the implementation of council resolutions and interference in administrative matters. These factors compromised achieving the objectives of the municipal strategies and policies. The study recommends that the municipality ensures that the human resource management and development departments are consonant with current and modernised needs and that delegations to line functionaries are properly assigned and documented.

The use of radio frequency identification technology for inventory control in academic libraries in South Africa : a study of the University of South Africa and the University of Fort Hare Library Systems

The objectives of the study were to describe the current inventory control practices at the libraries of the University of South Africa and the University of Fort Hare in order to determine the infrastructure required for the use of RFID for inventory control for the University of Fort Hare’s libraries; to evaluate the benefits of RFID technologies, in order to gain a competitive advantage for the University of South Africa’s and the University of Fort Hare’s libraries; to identify the challenges associated with adopting RFID technology, as experienced by the libraries of the University of South Africa and the University of Fort Hare. The study adopted both the quantitative and qualitative research approaches. The researcher followed a rigorous methodological path that began with a thorough literature review coupled with the careful and thoughtful posing of research questions and objectives. A purposive sample of forty (40) respondents was selected from the library staff from both the University of South Africa and University of Fort Harelibraries. The collected data were analysed using the Statistical Package for Social Sciences 23 (SPSS 23) and Microsoft Excel 2010. The findings of the study revealed reasons for both academic libraries to invest in RFID technology; these reasons include RFID’s ability to deliver self-service options, inventory control, improved reader access and improved security. The challenges related to the implementation of RFID technology are also related to staff not being rewarded by library management for being innovative; the difficulty of staff learning new technology; the staff’s inability to generate new ideas for the library; and the staff not being able to share knowledge with each other. Further research needs to be conducted by library RFID vendors in order to meet the need, of academic libraries, for RFID inventory control. RFID hardware and software (API software) should be subjected to further investigation for the purposes of research and development. Libraries should work closer with RFID vendors so as to trial and test hardware and software.

Home activities promoting mathematical skills in foundation phase : a case study of grandmother-headed households

- Description: Recent factors identified as contributory to poor mathematics performance in South Africa include lack of parental involvement coupled by the divorce of mathematics education to children’s everyday lives. This exploratory study, therefore focused on home activities grandmothers engage their Grade 2 grandchildren that may promote mathematical skills of Foundation Phase learners. This study followed a qualitative, interpretive and case study research design, to explore home activities grandmothers engage their Grade 2 grandchildren that may promote mathematical skills of Foundation Phase learners. A small scale study of six grandmothers and three Grade 2 teachers were sampled through purposive and snowball sampling. In line with the protocol of the case study, semi-structured individual face to face interviews and shadowing were used to collect data. One striking feature of the main findings was the diversity mathematics applications home activities contained. These include physical, financial and fun playful home activities. Data also revealed that these home activities could reinforce numbers and what numbers mean; reinforce shape recognition and spatial relationships; complement matching, classification and sorting and reinforce measuring and time. This implies that curriculum must incorporate children’s social capital. Both teachers and grandmothers acknowledged that children’s mathematics education is complex and an effective partnership between grandmothers and teachers is needed if children are to be competent in mathematics.
