Farmers' vulnerability to climate change and variability and adaptation strategies : a case study of commercial tobacco farmers in Zimbabwe

- Description: The fast track land reform program (FTRLP) of 2000 in Zimbabwe resulted in a dynamic change of Zimbabwe’s agricultural landscape. It resulted in the conversion of white owned commercial farms into resettlement models A1 and A2. Model A1 was intended to decongest communal areas and was targeted at land-constrained farmers in communal areas. Model A2 on the other hand was a commercial settlement scheme comprising small, medium and large scale commercial settlement, intended to create a cadre of black commercial farmers. This model was in principle, targeted at any Zimbabwean citizen who could prove farming experience and/or resource availability and was based on the concept of full cost recovery from the beneficiary (Musemwa, 2011) This study looked at the demographic that constitutes of commercial tobacco farmers, in Zimbabwe after the FTLRP, how they are affected by climate change and variability and how they adapt to these climate extremes; in particular, their uptake of crop insurance. The study was quantitative and utilised a structured pre-coded questionnaire to interview 158 farmers that are into commercial tobacco farming in Manicaland, Mashonaland Central, Mashonaland West and Mashonaland East Provinces of Zimbabwe. The focus was on two central themes. The first was an investigation of the commercial tobacco farmers’ vulnerability to climate change and variability in Zimbabwe. The second theme analysed the factors influencing the farmers’ adoption of crop insurance and the challenges faced by both the farmers and insurance companies in its adoption. Three approaches were used to address the above objectives. Firstly to analyze the vulnerability of commercial tobacco farmers to climate change and variability, the integrated vulnerability assessment approach using vulnerability indicators from four tobacco producing provinces in Zimbabwe was used. The vulnerability indicators used included a series of different socio-economic, institutional and biophysical attributes which were further categorized into three classes, based on the Intergovernmental Panel on Climate Change’s (IPCC 2001) definition of vulnerability, which consists of adaptive capacity, sensitivity and exposure. The LV Index and LVI-IPCC Index (Ms Excel) were then used to determine the farmer’s vulnerability index. Secondly, descriptive statistics were used to determine the manner in which farmers have been adapting to climate change and variability and lastly, the study used the binary logistic regression model to determine factors that influence the adoption of crop insurance by these farmers. The results from the analysis show that the net effect of exposure, sensitivity and adaptive capacity is moderate for the provinces of Mashonaland East, Mashonaland Central, Mashonaland West and Manicaland. Through the LVI Index and LVI-IPCC index, the study found indices of 0.566 and 0.100 respectively showing that the commercial farmers in these provinces are moderately vulnerable to the effects of climate change and variability. The factors that contributed the most to this vulnerability were aspects of finance, knowledge and skills, support services, and the state of the environment. In terms of adaptation, the majority of farmers indicated that they were aware of climate change and were aware of increased climate variability and had observed an increase in temperature and rainfall variability. The different ways in which the farmers adapted included, off-farm income, enterprise diversification, irrigation, crop rotation, conservation tillage practices, establishing woodlots and using alternative fuel for curing such as coal. The binary logistic regression model showed that the factors that were significant with a positive effect on the uptake of crop insurance are; subscription to contract farming which was the major determinant, access to crop insurance information, farm tenure and area under tobacco. Factors that had a significant but negative effect, and led to a reduction in the uptake of crop insurance were level of education, perception of crop insurance premiums and enterprise diversification. The farmers were found to be highly diversified either with off-farm income, crop diversification and or enterprise diversification. The study recommended that the farmers should promote sustainable development through their production activities and adaptation strategies adopted to increase their resilience to climate change and variability. Strengthening of social networks and institutional capacities was also recommended to; increase bargaining power, for information dissemination and provision of technical support and extension services to enable the farmers to take on appropriate measues to reduce their vulnerability. In terms of crop insurance uptake, the study recommended improvement in the dialogue between the farmers and insurance companies, and periodic training and education of farmers to improve knowledge and encourage uptake.

Analysis of the impact of Smallholder Irrigation Schemes on the choice of rural livelihood strategy and household food security in Eastern Cape

- Description: Since the end of Apartheid, the South African government has invested substantially in smallholder irrigation schemes, particularly in the former homeland areas. One of the primary goals for establishment of these schemes was to solve food security problems. Sadly, these efforts have not produced the desired results, and poverty has deepened. The question that can be asked is: What is it that makes South African smallholder agricultural sector seemingly impervious to the interventions that government has made in targeting smallholder farmers since the dawn of democracy in 1994? In order to address such a question, a set of structured questionnaires was used to interview 100 smallholder irrigators and 100 non-irrigators using multistage stratified random sampling technique in the Amatole, Chris Hani and OR Tambo District municipalities. Demographic and socio-economic characteristics of smallholder irrigators and non-irrigators around Qamata, Pendu, Tyhefu, Merelles and Ntshongweni irrigation schemes were measured using descriptive statistics. Profitability between the two groups was measured using gross margin analysis (GM). The Probit model was used to determine the factors that affect smallholder farmer‘s choice of participation in irrigation schemes. The impact of irrigation participation on yields, crop sales and food security was estimated using the propensity score matching (PSM) technique. The impact of irrigation participation of smallholder farmer‘s choice of livelihood strategy was estimated using the multinomial regression model. The results showed that male respondents were dominant with a representation of 63 percent and average mean household size of 4 persons with the household head having spent at least 7 years at school. Farming was found to be the major (64 percent) occupation in the study area with an average income of R2 944.52 per cropping season. Both irrigating and non-irrigating smallholder farmers in the study area used improved, fertilizer and tractor for production. Overall, smallholder farmers spent 30.9 percent of their household income on food with irrigators‘food spending lower than those of non-irrigators. The gross margin analysis suggests that the irrigated farmers were in a better position to afford enough food in order to satisfy their household requirement. Findings from the Probit regression and Propensity Score Matching are consistent across the methods, indicating that irrigation participation has a positive influence on crop yields, income and consumption expenditure. Probit regression further showed that age, quality of land, access to credit, access to market, distance to the scheme and membership of another society/association have a positive impact on access and use of irrigation and are significant at p < 0.05 percent level. The Propensity Score Matching using Nearest Neighbour and Kernel Matching Methods of the outcome variables, total farm income and food consumption patterns, shows a positive and statistically significant result at p < 0.05 percent level. The nearest neighbour matching method shows that irrigators received higher farm income R2044.01 than non-irrigating farmers R622.12. The Average Treatment Effect on total food expenditure was negative both in the case of NNM and KM algorithms, indicating that participation in irrigation can decrease the expenditure levels on food from R933.30 to R926.70. This could be due to the fact that irrigating farmers produced enough for home consumption than non-irrigators. The multinomial regression model shows that irrigation participation influences smallholder farmers choice of livelihood strategy and these variables were statistically significant at p < 0.05 percent level. These results provide insights to address the question as to the appropriate development path for transition from homestead to irrigation. Continued support to smallholder farmers in the forms of funding, extension services and improved technologies is certainly needed to enhance food security.

For smallholders to comply with these requirements and adopt the desired management practices to ultimately benefit from the technology, they require information that creates awareness of the value of these requirements. To determine what information farmers receive about GM maize and how this information is disseminated to farmers, face to face interviews were conducted with 81 extension personnel and 210 smallhoder GM maize farmers in the Eastern Cape Province of South Africa. The effect of Bt maize introduction and management practices in smallholder maize agroecosystems in the Eastern Cape on Bt maize target [Busseola fusca (Fuller) (Lepidoptera: Noctuidae)] and non-target insect pests [Agrotis segetum (Denis & Schiffermüller) (Lepidoptera: Noctuidae), Helicoverpa armigera (Hübner) (Lepidoptera: Noctuidae)] and a snail species, [Cornu aspersum (Müller) (Gastropoda: Helicidae)] was determined through laboratory, field and cage experiments. The effect of smallhoder farmers‟ GM maize cultivation practices on the profitability of GM maize technology was also determined through on-farm trials in different localities of the Eastern Cape identified as hot-spots for stem borer and weed infestation. Results of surveys indicated that extension personnel had a low level of awareness of GM maize technology stewardship requirements. GM maize technology was also largely disseminated to smallholder farmers through non-participatory approaches and print media sourced from GM seed companies. Although farmers had a high level of contact with extension services, they lacked access to information about GM maize technology. Smallholder farmers‟ level of awareness about GM maize and compliance with the requirement for the planting of non-Bt maize refuge areas adjacent to Bt maize was also very low. While Bt maize event (MON810) commonly cultivated by smallholder farmers in the Eastern Cape Province had a variable effect on A. segetum under laboratory conditions, it had no effect on the incidence of plants damaged by A. segetum and C. aspersum under field conditions. The incidence of H. armigera damage on Bt maize plants was however significantly affected by Bt maize. Populations of B. fusca collected from smallholder maize fields in the province were observed to be still highly susceptible to Bt maize. Results of on-farm evaluation of the profitability of GM maize revealed that stem borer pressure, growing conditions, input supplies and market access affect the productivity and profitability of GM maize cultivation. Challenges within the extension and advisory services of the Eastern Cape which can militate against smallholder farmers‟ ability to benefit from GM maize technology and sustain the long-term efficacy of the technology were identified during this study. Given these challenges and the fact that the cultivation of GM maize may not be profitable under typical smallholder maize cultivation conditions and management practices, dissemination approaches that provide farmers the opportunity to evaluate GM maize technology alongside alternate technologies under their conditions, may prove beneficial.

All learners who do not select Mathematics are required to study Mathematical Literacy as their numeracy subject in Grade 10, the first year of studying at the FET level. This requirement coincided with the educational reforms which were introduced in South Africa after democracy was attained in1994. Mathematical Literacy was introduced in Grade 10 in 2008, in Grade 11 in 2009 and in Grade 12 in 2010. Matriculants in 2012 comprised the cohort who wrote the Mathematical Literacy examination for the first time in South African history. Although 4 years have passed since the introduction of Mathematical Literacy in Grade 12, many teachers are still not sufficiently competent enough to teach the subject. This fact has been demonstrated quite conclusively in the matriculation results of the past 4 years. The failure to teach the subject satisfactorily is the result of poor knowledge of the content of the courses, insufficient teaching materials and incorrect teaching methods. This study has focused on uncovering the perceptions of teachers of the teaching of Mathematical Literacy and on how best to support and assist teachers in order to improve their knowledge of the content of their courses, to improve the methods of teaching the subject and to provide sufficient resources to support both teaching and learning. The study is also aimed to draw the attention of the Department of Education (DoE) to the need to provide better training in order to develop the competency of teachers in the subject and to overcome the lack of resources through developing innovative ways of teaching it. A qualitative approach was adopted in order to conduct the research, as it aims to provide an explicit rendering of the structure, order and broad patterns pertaining to the teaching of the subject from a group of participants. Qualitative research is best suited to studies of this sort, as it provides the means to conduct an in-depth investigation of the thoughts, beliefs, attitudes and responses of teachers concerning the teaching of Mathematical Literacy at the FET level. The research was conducted in 6 FET schools in the East London Education District. Six teachers of Mathematics and Mathematical Literacy in Grades 10, 11 and 12 were selected to comprise the research sample for the study. Semi-structured questions were used to collect the data. The research study established that educators have divergent perceptions and beliefs concerning the teaching of Mathematical Literacy at the FET level. The study was also able to identify the problems, obstacles and difficulties encountered by the teachers in their attempts to teach the subject and the trends which emerged during the conducting of the research.

This study has focused on uncovering the perceptions of teachers of the teaching of Mathematical Literacy and on how best to support and assist teachers in order to improve their knowledge of the content of their courses, to improve the methods of teaching the subject and to provide sufficient resources to support both teaching and learning. The study is also aimed to draw the attention of the Department of Education (DoE) to the need to provide better training in order to develop the competency of teachers in the subject and to overcome the lack of resources through developing innovative ways of teaching it. A qualitative approach was adopted in order to conduct the research, as it aims to provide an explicit rendering of the structure, order and broad patterns pertaining to the teaching of the subject from a group of participants. Qualitative research is best suited to studies of this sort, as it provides the means to conduct an in-depth investigation of the thoughts, beliefs, attitudes and responses of teachers concerning the teaching of Mathematical Literacy at the FET level. The research was conducted in 6 FET schools in the East London Education District. Six teachers of Mathematics and Mathematical Literacy in Grades 10, 11 and 12 were selected to comprise the research sample for the study. Semi-structured questions were used to collect the data. The research study established that educators have divergent perceptions and beliefs concerning the teaching of Mathematical Literacy at the FET level. The study was also able to identify the problems, obstacles and difficulties encountered by the teachers in their attempts to teach the subject and the trends which emerged during the conducting of the research.
