An assessment of the effect of implementation of performance management system on organizational performance : a case of selected public organizations in Tanzania

- Description: Tanzanians continue to demand improved performances and better-quality services from public organizations and the government at large. Since independence in 1961, the Tanzanian government continued to undertake a restructuring of different policies, laws and regulations in public services to improve performances and service delivery. Among the results of the restructuring was introduction of Performance Management System(PMS) across public organizations. The system meant to address and redress not only the concerns of the public on improved performances and better services, but also inculcate performance-oriented culture and accountability for results. Despite such efforts by the government, some of the problems existed before the introduction of PMS such as among others weak incentives and accountabilities, and management skills continue to impede issues of improved performance and service delivery in public organizations. It is from this context that the researcher was encouraged to research on issues of performance management system, highlighting specific areas of its effectiveness to improve performance, motivational factors, use of performance appraisal results on different decisions-making and factors for underperformances which affect organizational performances in public organizations. This study employed a mixed method research design involving both quantitative and qualitative strategies. For the qualitative strategy, data were gathered using in-depth interviews and document reviews; and for the quantitative strategy, questionnaires were used in which the relationship of different variables for the study were statistically analyzed using the SPSS Version 22. In the overall, the study evidences show a strong pressure of support at government level in terms of formulating policies, laws and regulations to back up performance management system to improve performance quality service delivery, but there is less support in public organizations levels. It became clear that many problems still make PMS effectiveness not pragmatic: Political interferences to management of public organizations, government bureaucratic procedures in amendments of outdated laws, inflexible scheme of services important for rewards and incentives and the use of manual voting system for good performances are among problems that the study identified. Furthermore, evidences have shown that a top-down management approach bottlenecks the overall implementation of performance enhancing tools for performance management system effectiveness. There is lack of workers’ participation and ownership of tools such as, strategic plans, client service charters and open performance reviews and appraisal system and the general system, and thus becoming hard to implement it in the public organizations. The study suggests practical initiatives by the government to establish highly strict quality service delivery satisfaction tracking system to allow both employees and citizens to evaluate internal and external performances of the public organizations. The findings upheld vulnerability of PMS to improve performance and service delivery, and therefore more attention and adherence to principles of performance management and laws that are biting to issues of underperformances are imperative.

Among the triggers for the study, was the Auditor-General’s lamentation that leaders did not set the correct tone by implementing sound performance management processes, evaluating and monitoring performance in the South African municipalities. He attributed this failure, inter alia, to the lack of employees’ and leadership commitment to the sound implementation of performance management. In an attempt to gain a deeper understanding and possibly respond to the Auditor-Generals’ concern, the researcher sought: To assess the role of leadership and ascertain the extent to which the identified leadership roles were demonstrated in the successful implementation of performance management in the Eastern Cape District Municipalities. Following a review of literature and the conducting of a mixed-methods, empirical study, numerous revelations and findings were made, among which were that, the literature on the leadership-performance link continued to be fragmented and lacking in uniformly defining the concepts, let alone the link between leadership and performance. Because of the multi-dimensionality and the multi-faceted nature of the leadership concept, there still existed a need for more detailed studies on the nature of the leadership-performance link. The eight roles of innovator, broker, producer, director, coordinator, monitor, facilitator and mentor suggested by Quinn, do not provide an exhaustive list of roles, although they provide a starting point on which leader capacitation could be anchored. Whilst the respondents had overwhelmingly affirmed that leaders played the requisite roles in their municipalities, concerns were expressed on deficient leadership competence, poor screening of new leadership entrants, and party political allegiance which was perceived to, at times, cloud their roles. Following a review of literature and past research, numerous studies were uncovered, on the leadership-performance link, which appeared to need consolidation, synthesis and refinement, with a view to sifting and isolating areas that might be of benefit to the implementation of performance management in the Eastern Cape municipalities.

GPU Accelerated protocol analysis for large and long-term traffic traces

- Description: This thesis describes the design and implementation of GPF+, a complete general packet classification system developed using Nvidia CUDA for Compute Capability 3.5+ GPUs. This system was developed with the aim of accelerating the analysis of arbitrary network protocols within network traffic traces using inexpensive, massively parallel commodity hardware. GPF+ and its supporting components are specifically intended to support the processing of large, long-term network packet traces such as those produced by network telescopes, which are currently difficult and time consuming to analyse. The GPF+ classifier is based on prior research in the field, which produced a prototype classifier called GPF, targeted at Compute Capability 1.3 GPUs. GPF+ greatly extends the GPF model, improving runtime flexibility and scalability, whilst maintaining high execution efficiency. GPF+ incorporates a compact, lightweight registerbased state machine that supports massively-parallel, multi-match filter predicate evaluation, as well as efficient arbitrary field extraction. GPF+ tracks packet composition during execution, and adjusts processing at runtime to avoid redundant memory transactions and unnecessary computation through warp-voting. GPF+ additionally incorporates a 128-bit in-thread cache, accelerated through register shuffling, to accelerate access to packet data in slow GPU global memory. GPF+ uses a high-level DSL to simplify protocol and filter creation, whilst better facilitating protocol reuse. The system is supported by a pipeline of multi-threaded high-performance host components, which communicate asynchronously through 0MQ messaging middleware to buffer, index, and dispatch packet data on the host system. The system was evaluated using high-end Kepler (Nvidia GTX Titan) and entry level Maxwell (Nvidia GTX 750) GPUs. The results of this evaluation showed high system performance, limited only by device side IO (600MBps) in all tests. GPF+ maintained high occupancy and device utilisation in all tests, without significant serialisation, and showed improved scaling to more complex filter sets. Results were used to visualise captures of up to 160 GB in seconds, and to extract and pre-filter captures small enough to be easily analysed in applications such as Wireshark.

- Description: This study of the lower part of the Rustenburg Layered Suite in the Western Bushveld Complex is based mainly on drill core samples from three localities, which are approximately 130 km apart. The NG-sequence, situated in the northwestern sector of the complex (Union Section, R.P.M.) extends from the floor of the complex to the base of the upper Critical Zone. The sequence is ca. 1800 m thick and it comprises mainly ultramafic cumulates, namely pyroxenites, olivine pyroxenites, harzburgites and dunites. Norites and anorthos ites are present only in minor proportion. Within the upper half of the NG-sequence ten prominent chromitite layers are correlated with the LGI MG4-interval. Correlation is also established between published sequences and the two other sequences studied, located 8 km and 55 km, respectively, east of Rustenburg. Whole-rock chemical data (major and trace elements), microprobe and Sr isotope data are presented. Petrographic studies provide modal analyses and measurements of grain size. All petrographic, mineralogical and other geochemical data point to an origin of the cumulates of the NG-sequence by crystallization from liquids of the U-type lineage and derivatives thereof. No evidence is found for the involvement of parental liquids with a distinctly different composition or crystallization order (A-liquids). However, subtle compositional variations of the parental liquids are evident in slight changes of the Cr content in orthopyroxene or in variations of Sr isotope ratio. The NG-sequence is characterized by intervals with reversed fractionation trends caused by repeated influxes of pristine magma (during periods of high magmatic activity) resulting in a high degree of rejuvenation. These intervals are overlain by others with a normal fractionation trend, interpreted as cumulates formed in periods with low or no magmatic activity, in which fractional crystallization controlled bulk composition of the evolving liquid. The Lower Zone in the NG-sequence is dominated by a progressive shift towards more primitive compositions, while in the Critical Zone fractionation was the major operating process in the magma chamber. However, during deposition of the pyroxenitic lower Critical Zone several replenishment events occurred, during which fresh Cr-rich magma was emplaced. Massive chromitite layers were deposited after mixing between the newly emplaced magma and the resident residual liquid shifted bulk compositions into the primary field of chrome-spinel. Cumulus plagioclase crystallized after bulk composition of the residual liquid was driven to the orthopyroxene plagioclase cotectic by continued fractional crystallization; this occurred once in the Lower Zone, yielding a single, thin norite layer, and again in the upper Critical Zone of the NG-sequence. A facies model is proposed based on the stratigraphic and compositional variations along strike in the Western Bushveld Complex. This model explains the variations by means of the position of the sequence with regard to a feeder system. The olivine- and orthopyroxene-rich, but plagioclase-poor NG-sequence represents the proximal facies, while the SF-sequence (poor in ferromagnesian phases, but plagioclase-rich) is developed as a distal facies, close to the Brits graben.
