Partnerships and silos in municipal development : a study of Buffalo City Metropolitan Municipality (BCMM)

- Description: Infrastructural deficit-non-existent or derelict- especially at municipal level is a major challenge in post 1994 South Africa. The inability of municipalities to develop new infrastructure or maintain existing ones, such as roads, portable water facilities, drainage and refuse collection facilities, has often resulted to social unrest and associated economic hardship for citizens. While the municipal governments have usually blamed budgetary constraints for their infrastructural dilemma, there is yet no clear sustainable plan towards a multi-actor approach as a way of leveraging stakeholder resources to solve this nagging problem. In Buffalo City Metropolitan Municipality (BCMM), the local government seems to maintain a ‘hierachist’ and exclusivist role in infrastructural provisioning even though the Metro boasts of a pool of vibrant stakeholders – private sector, universities and non-governmental organisations. This study, therefore, examines the development model adopted by BCMM in its infrastructural development program, and also explores the extent to which this model has included or excluded other stakeholders in the city. The main aim of the study is to explore the resource capacity of different actors in the manucipality, and how these resources intersect with the infrastructural development program of the Metro Municipality. An insight into the findings reveals a ‘dis-configured relationship’ among the stakeholders which manifests in lack of stakeholder engagement among actors in project implementation, while at the same time maintaining a level of engagement in policy design for the purposes of validation. The study adopts a qualitative research design. It also draws on cultural theory of plural rationality.

It has been noted that a major cause of such inefficient results is the improper labeling or incomplete description of multimedia content by its creators. The lack of adequate description of video content by the proper annotation of video content with the relevant metadata leads to poor search and retrieval yields. The creation of such metadata itself is a major problem as there are various metadata description standards which users could employ. On the other hand there are tools such as FFprobe that can retrieve important features of video that can be used in searching and retrieval. The combination of such tools and metadata description standards could be the solution to the metadata problem. The Multimedia Content Description Interface (MPEG-7) is an example of a metadata description standard. It has been adopted by TISPAN for the description of IPTV multimedia content. The MPEG-7 standard is rather complex, seeing as it has over 1200 global Descriptors and Description Schemes which a user would have to know in order to implement such technology. This complexity is a nuisance when we consider the existence of multitudes of amateur video producers. These multimedia content creators have no idea how to use the MPEG-7 standard to annotate their creations with metadata. Consequently, overloading of the IPTV platform with content that has not been annotated in a standardized manner occurs, making search and retrieval of the multimedia content (videos, in this instance) inefficient. Therefore, it was imperative to try and determine whether the use of the MPEG-7 standard could be made much easier by creating a tool that is MPEG-7 enabled which will allow for the annotation of video content by any user without concerning themselves about how to use the MPEG-7 standard. In attempting to develop a tool for metadata generation, it was incumbent for us to understand the issues associated with metadata generation for users wishing to create IPTV services. An extensive literature review on IPTV standardization was carried out to determine the issues associated with metadata generation for IPTV and their proposed solutions. An experimental research approach was taken in an attempt to figure out if our proposed solution to the lack of technical expertise by users about the MPEG-7 standard could be the final solution to the metadata generation problem. We developed a Multimedia Content Description and Management System (MCDMS) prototype which enabled us to describe video content by annotating it with 16 different metadata elements and storing the descriptions in XML MPEG-7 format. Incremental development and re-use oriented development were used during the development phase of this research. The MCDMS underwent functional testing; smoke testing of the individual system components and Big Bang integration testing for the combined components. Our results indicate that the more metadata is appended to a video as description the better it is to search for and retrieve. The MCDMS hides the complexity of MPEG-7 metadata creation from the users. With the effortless creation of MPEG-7 based metadata, it becomes easier to annotate videos. Consequently, search and retrieval of video content becomes more efficient. It is important to note that the description of multimedia content remains a complex feat. Even with the metadata elements laid out for users, there still exist other issues that affect metadata creation such as polysemy and the semantic gap. It was then identified that there was no uniform system to monitor and evaluate performance of government institutions and the impact of the services they render to the community. The government then adopted a monitoring and evaluation system called Government - Wide Monitoring and Evaluation System for all government departments and municipalities. This study analysed the implementation of this Government-Wide Monitoring and Evaluation System in Eastern Cape Municipalities with specific reference to Chris Hani District Municipality. It further assessed the effectiveness of this monitoring and evaluation system and whether its implementation has improved performance in municipalities, so as to identify the hampering limitations and the appropriate improvement strategies that can be recommended. Research purpose: The overall objective of this research was to establish the relationship between workplace bullying and job engagement and how they impact on the intention to leave. Motivation for the study: Nursing turnover seems to be one of the challenges facing health care sector in South Africa. Workplace bullying and job engagement need to be examined in order to retain best nurses as they influence the degree of employee’s intention to leave. Research approach, design and method: A quantitative research design was used to investigate the degree to which workplace bullying and job engagement predict on the intention to leave. The data was collected using a self-administered questionnaire from a simple random sample of 228 nurses. Pearson correlation and hierarchical multiple regression analyses were employed to test the relationship between workplace bullying, job engagement and the intention to leave. Main findings: Four hypotheses were extracted: There is a significant relationship between workplace bullying and the intention to leave, there is a significant relationship between job engagement and the intention to leave, there is a significant relationship between workplace bullying and job engagement, and there is a significant combined effect of workplace bullying and job engagement on prediction of the intention to leave. The results highlighted a significant combined effect of workplace bullying and job engagement on prediction of the intention to leave. Practical Implications: Based on the findings, the study concludes that workplace bullying and job engagement in nursing are prevalent and have a negative impact on the intention to leave as most of the victims are thinking of quitting once bullying has taken place. Contribution: This study provides a holistic understanding of workplace bullying and job engagement and how they impact on the intention to leave. The findings reflect a significant combined effect of workplace bullying and job engagement on prediction of the intention to leave. It was indicated that workplace bullying and job engagement influenced the extent of employees’ intention to leave.

In any form of technology it is always advisable that security challenges must be prior identified and fixed before the implementation of that particular technology. - Description: The aim of this study was to explore the role of job satisfaction and organizational justice in determining employee motivation among nurses at Frontier Hospital, Queenstown. - Description: Divorce is a phenomenon that affects the emotional, physical and social wellbeing of the divorcees and those close to them. The situation becomes complicated if the affected person has a responsibility of providing caring and nurturing services to the sick, either as a manager or as a practitioner. The extent of how the impact of divorce affects the performance of professional nurses in their roles as carers and as managers was unknown. The nature and quality of services that they render to their patients, their coping strategies and the support systems were unknown. The purpose of the study was to describe and explore the impact of divorce on work performance of professional nurses at the East London Hospital Complex with the aim of ensuring high quality patient care. The objectives of the study were to: explore and describe the lived experiences of female divorced professional nurses with regard to the impact of divorce on their work performance; identify their coping strategies and their support systems. An exploratory descriptive and contextual qualitative research design was used. A phenomenological approach was used. The participants were twelve (12) divorced female professional nurses. The purposive and snowball sampling as non-probability sampling techniques were used. An interview guide was used to conduct the interviews. Audiotape was used for recording the data. Tesch’s steps (1990) of analyzing qualitative data guided the data analysis process. According to the lived experiences of the participants, divorce is traumatic and painful with emotional, physical, financial and social impact. It had a negative impact on the professional nurses’ work performance. The coping strategies included acceptance of the reality, studying, involvement with club and church activities. Support was available from the families, church, friends, and colleagues. Recommendations are that: the employee assistance program be marketed more effectively by hospital management and be included in the hospital, departmental and unit orientation programmes; that a dedicated psychologist, as well as preventive intervention programs, be made available to employees dealing with divorce.

- Description: Divorce is a phenomenon that affects the emotional, physical and social wellbeing of the divorcees and those close to them. The situation becomes complicated if the affected person has a responsibility of providing caring and nurturing services to the sick, either as a manager or as a practitioner. The extent of how the impact of divorce affects the performance of professional nurses in their roles as carers and as managers was unknown. The nature and quality of services that they render to their patients, their coping strategies and the support systems were unknown. The purpose of the study was to describe and explore the impact of divorce on work performance of professional nurses at the East London Hospital Complex with the aim of ensuring high quality patient care. The objectives of the study were to: explore and describe the lived experiences of female divorced professional nurses with regard to the impact of divorce on their work performance; identify their coping strategies and their support systems. An exploratory descriptive and contextual qualitative research design was used. A phenomenological approach was used. The participants were twelve (12) divorced female professional nurses. The purposive and snowball sampling as non-probability sampling techniques were used. An interview guide was used to conduct the interviews. Audiotape was used for recording the data. Tesch’s steps (1990) of analyzing qualitative data guided the data analysis process.
