Assessing the effectiveness of public participation in Integrated Development Planning processes in the King Sabata Dalindyebo Local Municipality, Province of the Eastern Cape

- Description: In order to eradicate the legacy of the past, the South African democratic government adopted a developmental approach to local government. This necessitated a commitment on the part of local government, through the Integrated Development Plan (IDP), in facilitating community participation by finding sustainable ways of meeting their social, economic and material needs and improving their quality of life. This study sought to assess the effectiveness of public participation in Integrated Development Planning processes in King Sabata Dalindyebo Local Municipality. The objectives of this study were; to identify and assess critical factors that determine the effectiveness of municipal IDP and to assess the effect of poor literacy skills on municipal participatory processes. In this study face-to-face interviews and focus group interviews were used to collect data. The findings revealed that the community had participated only in the first of the five phases of the IDP. The study recommended that the King Sabata Dalindyebo Local Municipality should streamline the needs identification and the needs prioritisation phases of the IDP processes so that the community can participate directly. The study also recommended that in order for the community to have an impact on IDP processes, capacity-building workshops be purpose-centred and responsive to any gaps in capacity challenges. The study further recommended that external service providers such as academic institutions should be utilised to capacitate communities to contribute effectively on municipal IDP processes. The study concluded that the municipality had not created an enabling environment for meaningful public participation, and had consequently limited the impact of community engagement on the IDP Guidelines which are proposed for public participation in all the phases of the IDP process.

To ensure that the problem of shortage of skills is addressed the government came up with policy strategies that were aimed at ensuring that the workers are equipped with the right skills within the work and in different institutions. The government came up with different policy frameworks that supported skills development of the South African Workforce. The current study of challenges facing Skills Development at Victoria Hospital has shown that the health sector in South Africa is stills fraught with shortage of skilled manpower although there are policy provisions that promote and encourage training and development of the employees. The findings from the study have indicated that at Victoria Hospital there is an ageing workforce and that the employees are not knowledgeable of skills development programmes that are taking place. The findings of the study also indicated that perceived organizational support, demographic factors, political and legislative policy frameworks are important factors to consider in ensuring the success of skills development or training programmes within the health system in South Africa. The broad aim of the study was to investigate challenges facing Skills Development within Department of Health at Victoria Hospital in the Eastern Cape Province. The study concluded that Zomba District Council needed ward councilors to fully implement the National Decentralisation Policy. However the study also observed that it would be impossible to attain the objectives of the decentralization policy if there was no political will on the part of the incumbent leadership to see the National Decentralisation Policy implemented in full at Zomba District Council.

Using a qualitative research methodology where semi-structured interviews gather data from 15 respondents who are beneficiaries in the project, findings indicate that there are a number of challenges and constraints that are experienced by women in the project. These challenges amongst others range from gender equity, culture and tradition; lack of provisions for diverse women population in the project; violation of the people-centered approach; limited women empowerment; insufficient support and lack of capacity from the Department of Agriculture (DoA) officials, the non-existent Land Reform Programme etc. While women seem committed and want the project to grow to sustain them, this is not complemented with enough support by the DoA. The study anticipates that should these women find viable alternatives, they will soon abandon the project. To avoid a total anticipated collapse of the project in future, the study recommends that a serious intervention by the state should occur coupled with the revitalization of the programme and a paradigm shift towards an effective food security programme which emphasizes women and their important role in agriculture.
