The implementation of national health strategy (2009-2013) in Vungu District clinics, Midlands Province in Zimbabwe

- Description: The practice of strategy implementation is key to the public sector in Zimbabwe because it helps the government to be up to speed in providing services to the public. This research focused on the National Health Strategy 2009-2013 and its impact on health service delivery in Vungu Rural District Council Clinics. The research was based on qualitative desk study design which made use of existing data and semi structured interviews to understand the effect of the National Health Strategy on health service delivery in Vungu Rural Districts Council Clinics. From the literature reviewed and the data collected, it can be noted that lack of resources has had a huge effect on the execution of the strategy. The findings from the study show that the National Health Strategy was a good initiative. However, it lacked financial resources which posed challenges to the health workers in Vungu Rural District Council Clinics. The health workers were not very familiar with the National Health Strategy and this had a negative impact on its execution because they cannot execute a strategy that they are not familiar with. The study highlighted the importance of resources for the execution of the National Health Strategy. The study therefore sought to find ways the Zimbabwean Health System may formulate the health strategy with the limited resources in order to achieve desired goals. The Health Workers echoed the same sentiments that they needed resources for the implementation of the strategy. It is hoped that the findings would provide guidelines for the formulation and implementation of future health strategies. Recommendations given would ensure that there is utilisation of available resources, which would help in the execution of other health strategies to ensure efficient and effective health care service delivery. The recommendations are also intended to enhance the performance of health workers. Though the study was limited to Vungu Rural District Council Clinics the findings and recommendations would provide guidelines for other rural clinics as they use the National Health Strategy. , Thesis (PhD) -- Faculty of Management and Commerce, 2019

An analysis of schooling outcomes in the Eastern Cape, using production function approach

- Description: This study analysed the schooling outcomes of the Eastern Cape Department of Basic Education in the period heading into the second decade of democracy. The main objective of the thesis is to discover what constitutes the education production function of the Eastern Cape schooling system. In an attempt to reach this objective, the study adopted an education production function approach to answer the questions of what constitute the Eastern Cape education production function, what the effects are of the Dinaledi policy interventions on learner performance and the effects of district size on schooling outcomes. The main focus of the constituents of the production function is on the level of the former Bantustan penalty and Department of Education and Training (DET) penalty in relation to former White schools; as well as the quality of educators in the province. The Ordinary Least Squares (OLS) and quantile regressions were used to analyse the data and the Annual National Assessment (ANA) represented schooling outcomes and was estimated against school, educator and community characteristics. The results indicated a strong relationship between schooling outcomes and the school inputs that were used in the study. The effects of the Dinaledi intervention programme were analysed using the grade 12 panel data for the period from 2008 to 2013, where event dropout rates represented schooling outcomes. The findings that emerged from this study indicated that this programme provides a model that can improve the Eastern Cape schooling outcomes. The effects of district size on schooling outcomes were analysed with the regression discontinuity design technique and this revealed that district sizes have an impact on schooling outcomes. Overall, the results suggested that White schools perform better than their counterparts; that placing schools in quintiles is a good policy intervention; and that educator quality is associated with schooling outcomes. The key findings from this research were the continuing existence of the apartheid legacy in Black schools; poor educator quality; an inappropriate language of instruction; gender inequalities in performance and an uneven distribution of schools in districts. The recommendations for this research are to pay more attention to the improvement of educator quality in terms of educator qualifications, training and remuneration; implement a programme like the Dinaledi programme to all schools, as it provides resources to schools; and enforce the district size as informed by the district act so as to improve the support that district officials give to schools. , Thesis (PhD) -- Faculty of Management and Commerce, 2015

This required regulatory frameworks that could establish good governance and a holistic transformation of the Public Sector. The Constitution of the Republic of South Africa Act 108 of 1996 states as its basic principles governing public administration that Public administration must be accountable and transparent to the South African Public its. The South African Constitution serves as the basis for the governance of all government departments. An external independent audit is an important element of a good governance framework. This dissertation examines the role of auditing in supporting effective and good governance in the public sector and it seeks to develop a framework that will be used as a tool towards achieving and maintaining a clean audit outcome that is in line with good governance. The importance of auditing is outlined coupled with an interpretation of what the different audit outcomes mean for the public sector. The case of The Eastern Cape Legislature is used to assist in drawing up a framework that will assist the public sector to achieve and maintain a clean favorable audit outcome. This paper clearly links effective governance with internal control and ultimately audit outcomes. It also makes the point that risk management, effective audit committees and internal audit functions are key elements of the governance process. Political and economic integration has been part of African strategy to overcome fragmentation, marginalization and improve the continent’s position in the global political economy. Indeed, Africa needs integration more than any other continent or region in the world and this is why, it has had a fair share of regional integration arrangements all through her history. Unfortunately, these efforts have not paid off in the dimension of desired expectations. When NEPAD was established, it was given regional integration responsibilities, even though it was not a regional organization. It was mandated to drive regional integration in Africa by supporting the regional integration efforts of the regional economic institutions in Africa. After 10 years of existence, African leaders dissolved NEPAD and in its place, instituted the NEPAD Planning and Coordinating Agency (NPCA). This move was orchestrated by the seemingly slow progress made by NEPAD in this direction. NEPAD and ECOWAS has been working together to promote regional integration, but like in most parts of Africa, the challenges has been seemingly intractable. The study is anchored around the principles of integration as presented by the neo-functionalists theorists. Hence, the research attempted to provide an explanation of the performance and non-performance of NEPAD as a regional integration tool, within the confines of the theory. The findings show that while, there has been some level of success in this venture as evidenced by the projects that are on-going in the sub region, the fact remains that NEPAD did not deliver or actually delivered below expectations.
