Third sector intervention and sustainable development : an evaluation of selected non-governmental organization supported projects in the Eastern Cape, South Africa

It focusses on how interventions driven by this sector – denoted by, among others, local and international non-governmental organisations (NGOs) - impact the lives and livelihoods of the rural poor. This is against the background of an established discourse that views NGOs as effective agents in the alleviation of poverty. The thesis contends that praise for the Third Sector is driven mostly by advocacy than based on systematic scientific evidence of the real impact of NGO-sponsored rural development interventions. Rural agricultural development projects supported by two Eastern Cape-based NGOs (the one a local NGO, and the other international) were selected for the study. A mini survey was conducted in the communities where the projects are located. Survey data were complemented by qualitative data obtained through focus groups, semi-structured and in-depth interviews as well as key informant interviews. The study found that whereas the projects had been established by the state later went moribund, they were resuscitated by the NGOs through a largely ‘bottom-up’ model of rural development intermediation. In other words, the interventions were resuscitated through a relatively robust prior engagement with project beneficiaries. As a result, while originally lacking a meaningful sense of local empowerment, ownership, and commitment, the projects had become revived and now played an important role in the livelihoods of some community members – even though social grants remained the primary and main source of income for those community members. Even so, the narratives of community members revealed what may be termed a ‘transformation paradox’ in the way the projects were implemented. The NGOs seemed to have replaced one kind of lop-sidedness in rural development (the exclusion of women) with another (the exclusion of men), by focussing on community projects that were ‘culturally’ deemed as ’women jobs’. In this way, the interventions appeared like a systematic attempt to do away with the ‘feminisation of rural poverty’ and entrench the ‘feminisation of rural development interventions’. The study concludes from these and other findings, that the key to understanding the significance and impact of Third Sector-supported development interventions in the rural arena – especially in the Eastern Cape context – is to go beyond the proliferation of NGOs and NGO-supported projects – and the broad sweep of advocacy that underpins it – and pay equally robust attention to systematically studying how these projects resonate at the grassroots, especially from a beneficiary perspective.

An assessment of the role of guidance and counselling in promoting learner discipline in secondary schools in the Oshikoto region of Namibia : a case study of learners with discipline problems

Results from the questionnaires were analysed by using descriptive statistics in the form of frequencies and percentages. Data presentation took the form of tables and bar graphs. Qualitative data collected from interviews were transcribed and put into themes and categories. The study revealed that schools experienced a wide range of disciplinary problems. It was further revealed that learners are affected by issues emanating from the environment, namely, schools and societies which influence their behaviour negatively. The principals and teachers believe that exclusionary and punitive methods are effective in managing learner indiscipline, while teacher counsellors and learners were against the use of such methods. In addition, principals, teachers and teacher counsellors all have a major role to play in maintaining discipline in schools through guidance and counselling. Suggestions were thus made to strengthen the use of guidance and counselling in promoting learner discipline in secondary schools by: improving training for teacher counsellors/Life Skills teachers in guidance and counselling, sensitisation of school managers about the roles and responsibilities of teacher counsellors, including the role played by teacher counsellors in learner discipline, improved leadership from school principals, strengthening the co-ordination and communication among the school personnel, and by strengthening the referral system from teachers to teacher counsellors and from teacher counsellors to outside agencies. It was recommended that the use of guidance and counselling in promoting learner discipline would be strengthened if teacher counsellors’ training is improved, school principals are sensitised on the roles of teacher counsellors, including their role in learner discipline as well as improved co-ordination and communication among school personnel regarding learner discipline. The study further recommended that the referral system of learners experiencing problems from teachers to teacher counsellors and from teacher counsellors to outside agencies should be strengthened.

Among the triggers for the study, was the Auditor-General’s lamentation that leaders did not set the correct tone by implementing sound performance management processes, evaluating and monitoring performance in the South African municipalities. He attributed this failure, inter alia, to the lack of employees’ and leadership commitment to the sound implementation of performance management. In an attempt to gain a deeper understanding and possibly respond to the Auditor-Generals’ concern, the researcher sought: To assess the role of leadership and ascertain the extent to which the identified leadership roles were demonstrated in the successful implementation of performance management in the Eastern Cape District Municipalities. Following a review of literature and the conducting of a mixed-methods, empirical study, numerous revelations and findings were made, among which were that, the literature on the leadership-performance link continued to be fragmented and lacking in uniformly defining the concepts, let alone the link between leadership and performance. Because of the multi-dimensionality and the multi-faceted nature of the leadership concept, there still existed a need for more detailed studies on the nature of the leadership-performance link. The eight roles of innovator, broker, producer, director, coordinator, monitor, facilitator and mentor suggested by Quinn, do not provide an exhaustive list of roles, although they provide a starting point on which leader capacitation could be anchored. Whilst the respondents had overwhelmingly affirmed that leaders played the requisite roles in their municipalities, concerns were expressed on deficient leadership competence, poor screening of new leadership entrants, and party political allegiance which was perceived to, at times, cloud their roles. Following a review of literature and past research, numerous studies were uncovered, on the leadership-performance link, which appeared to need consolidation, synthesis and refinement, with a view to sifting and isolating areas that might be of benefit to the implementation of performance management in the Eastern Cape municipalities.

An exploration of challenges in leadership development within Eskom's distribution division operating unit : a case-study of Limpopo Province

- Description: Although the issue of leadership is a sensitive subject especially when dealt with it in the context of State Owned Entities operations, avoiding the need to highlight the seriousness of plights and challenges hampering adequate development of current and prospective leaders may be regarded as an act of ignorance. It is certainly better to have the knowledge and not use it than to want to use critical information but you do not have it at all. As South Africans, we are currently more than lucky to be living in the democratic era where a thirst and hunger of knowledge is entirely one’s choice. The South African communities and Sate Owned Enterprises leaders deserve to be informed about issues regarding the performance of these entities in order for them to partake positively. State Owned Entities are undoubtedly the face of the country and consequently, their leadership is expected to play exemplary role of the highest order because their acts and/or omissions may not go unnoticed. Although all State Owned Entities are essential, Eskom is known to be the blood and oxygen for the country’s competitiveness and driving force behind the economy. Adequate leadership development within Eskom’s Limpopo Operating Unit can only positively impact on the major operations in the province and the country in particular. Although Eskom Distribution Division is found throughout South Africa, Limpopo province was selected to be a case to be studied. The study used a qualitative research methodology with the aim of eliciting narrated data from participants. Through this research methodology, a focus group approach was applied in order to narrow down the scope of the study. The study revealed that factors such as lack of self-confidence, fear of possible positional take-over by new comers, lack of succession planning and failure to implement the contents of Individual Development Plans are amongst a barrage of hindrances of adequate leadership development in the Business Unit. Despite the fact that the aforementioned impediments are seemingly known by the Business Unit’s senior management, it has also been revealed that officials are obscured by the need to focus on results whilst neglecting development of human capital. Due to the critical role that is played by Eskom in the country, the study has potential of positively contributing to the body of knowledge, other SOEs and professional practices in general.

- Description: In this research study an investigation was launched into the monitoring and evaluation system that the government introduced to monitor and evaluate the performance information produced by the Provincial Government Departments on the implementation of their annual performance plans. The Government Departments obtain budget approval from the Legislature and submit their three-year performance plans with their budgets. The government realized that service delivery was not improving against the back drop of annually increasing the budgets. The monitoring and evaluation system was introduced to assist the Government Departments with the implementation of their annual performance plans. Monitoring and evaluation serves as a control measure and deviations can be detected from the planned outputs of the Government Departments. Corrective measures must be instituted that will have the effect that the Government Departments meet the targets set in the indicators as approved in the annual performance plans. A literature review was conducted on monitoring and evaluation regarding the ideal manner in which it should be performed. The South African Government introduced a number of discussion documents from the Presidency and National Treasury on monitoring and evaluation. Several authors raised their views on the matter and it was captured in the research study. The methodology followed was based on the Systems Theory and a questionnaire was prepared and circulated amongst Political Office Bearers and Chief Officials in the Provincial Government Departments in the Eastern Cape on the issues that was researched. Interviews were conducted with selected participants to gain clarity on specific issues related to the questionnaire. The official annual report issued by the Auditor General to the Provincial Legislature served as official document in the research study. The data collected from the questionnaire, interviews and official documentation was analyzed and graphs were drawn and deductions were made from the results. Findings and recommendations were made from the data collected and a summary was compiled of the issues raised in the research study.

The official annual report issued by the Auditor General to the Provincial Legislature served as official document in the research study. The data collected from the questionnaire, interviews and official documentation was analyzed and graphs were drawn and deductions were made from the results. Findings and recommendations were made from the data collected and a summary was compiled of the issues raised in the research study.

The mixed-method approach was applied using document analysis, questionnaires and interviews for data collection. The researcher found out that there is a disparity between the Plant Production guidelines and their implementation and assessment. Among the main reasons for failure to implement the guidelines properly are poor or inadequate infrastructure for doing practical work, high rate of student absenteeism within the investigated categories, and the high drop-out rate at Levels 2–4. To minimize the challenges in offering the Plant Production module, the study recommends that since some colleges cannot afford purchasing large sizes of land to properly implement the Plant Production guidelines, the government and the DHET should link the Primary Agriculture training to the land reform program where students can be trained under the land reform program.

Catering for children with special education needs in the provision of early childhood development programme in Zimbabwe : towards a holistic and inclusive framework

Purposive sampling and cluster sampling procedures were used to solicit information from ECD teachers, school heads, parents, the District Education Team, NGOs and critical government ministries through semi-structured questionnaires, face-t-face interviews, focus group discussions, observations and document analysis. The study established that, while the government carries out its mandate of providing social services to learners with special education needs, they are incapacitated due to lack of resources. The majority of schools are not providing adequate health facilities for learners with special education needs. Furthermore, most schools are not providing nutritional supplementation to vulnerable learners, situations which deprive the learners with the much needed opportunity to grow and develop to the anticipated potential. In addition, the study noted that, ECD “A” and “B” children with special education needs enrolled in classes attached to primary schools do not access Basic Education Assistance Module (BEAM) or Cash Transfers to alleviate the children that are in need. It came out that such a situation impacts on learners’ attendance and subsequently their learning outcomes. Regardless of the stipulations by international treaties on the nature of inclusive education, the study established that, the education system has not yet modified curriculum to accommodate learners with diversified forms of special education needs. The situation is made worse by the fact that, heads of schools, and teachers are not adequately trained to handle learners with special education needs in early childhood development programmes. In addition, schools face the challenge of scarcity of learning resources that support ECD learners with special education needs which seriously impact on the growth and development of young learners at this critical stage of their development. Regardless of the essence of continuous professional development programs, in schools whose purpose is to redress the professional gap in schools, the study found that the CPD are doing very little to transform the mind-set of teachers. The study concluded that learners with special education needs are not benefiting from the current inclusive education programme. The study recommends that following; Stakeholders work together to promote the health and nutritional needs including other social services of ECD learners in classes attached to primary schools. There be a national teacher in-service programme for those teachers deployed in schools, to equip them with the desired skills, and knowledge to handle learners with special education needs, especially at this critical stage of their development. Teachers’ Colleges redesign their curriculum to address inclusive education in schools. Teachers’ Colleges need to empower new graduates with skills and knowledge to handle children with special education needs in schools. Policy makers to advocate for redesigning the curriculum to include children with special education needs to ensure availability of resources in inclusive schools to alleviate the challenges faced by these children. Those policy makers should advocate for a way to ensure that all children with special education be enrolled in mainstream schools. In this regard, the municipalities are viewed as the most affected institutions, with the Eastern Cape Province identified as culprit number one engaging in corrupt activities. There are a number of contributing factors, as attributed in the study, but most prevalent among these are capacity issues in most of these municipalities, with fewer personnel and less capacity. Challenges of corruption in municipalities are perpetrated mainly by municipal officials, councilors and members of the public. This study, identified corruption as one of the challenges facing municipalities in the Eastern Cape. It involves both the achievements and limitations that have been experienced; and indeed, there are still numerous issues to be addressed and accomplished. It discusses some critical issues such as how corruption has been the mother of the day in South Africa and its effect on the public sector in general. Inadditon, misappropriation of public resources and corruption immersed the nation as a whole into a greater challenge rather than focusing on service delivery issues. There are situations, within municipalities, where the majority of senior officials, who may be in possession of valuable information, are always under suspension. The findings of the study also show that all the municipalities operating in this new democaticatic dispensation have not been able to prepare a transparent annual financial year report at the end of the year. In fact, the majority of them always obtain disclaimer or adverse reports from the Office of Auditor-General (AG), despite numerous attempts and interventions by the AG‟s office and the Provincial Treasury to rectify the situation. The challenges of leadership crises in some of these municipalities, both administratively and politically have been critically examined. The findings show that between 2012 and 2015 financial years, some of these municipalities have been without full-time Accounting Officers; people were only seconded or in acting capacity, and some of them were under adminisistration, which is section 139 (c) of the constitution. There were numerous attempts of interventions by the national leadership of the ANC in the ANC regional structures which in many instances were the root cause of the problems or divisions, as well as in municipalities where in Buffalo City Metro and Nelson Mandela Metro respectively there were leadership changes or redeployments. The issue of corruption in the municipalities is compromising and impact negatively in the service delivery. It can be concluded that municipalities are characterized by a number of instances of corruption perpetrated mainly by municipal officials, councilors and members of society. Bribery, fraud, nepotism, and systematic corruption are some of the forms of corruption that take place in municipalities in South Africa. There are systems in place to fight corruption, but the reality is that they are very weak and ineffective. The anti-corruption strategies put in municipalities have general functioned poorly hence the prevailing the situation. There is glaring non-compliance with the Municipal Finance Management Act (MFMA), the Treasury Regulations and their own Procurement Procedures and Procurement Policies. It is evident that despite the achievement by an ANC led government for almost over 21 years of democracy, there remain many political and administrative challenges especial in municipalities. The fundamental question need to be posed and address therefore is, how best these challenges can be addressed and turn around service delivery to a tangible outcome. The Constitution of the Republic of South Africa provides for the promotion and maintenance of a high standard of professional ethics in the public service. Public resources are vulnerable to abuse by unscrupulous elements, both inside and outside government and therefore requires careful monitoring and control. The existing legislative framework is solid but fragmented and requires review and consolidation to improve its efficiency. To achieve that government requires an approach that is developmental in nature. Governance should be able to take control of the organization’s systems and at the same time adaptable to the environment in a way strengthens the capacity to achieve goals.

This led to undertaking research in order to ascertain the fit between organisational policies of induction, mentoring, curriculum assessment training and curriculum supervision and the SMT job performance by way of establishing the effect of organisation policy on SMTs’ job performance. The research adopted a descriptive survey research design of the correlational type. Two sets of questionnaires, one for independent variables and the other for the dependent variable, were used to elicit information from the respondents. Some of the findings show that aspiring SMT members need some training so as to know what will be expected of them to do once they get selected as SMT members. It was further proven that common tests that are normally set at the provincial and district and/or school based levels are invariably not of the standard that the Department of Basic Education (DBE) prescribes nationally. The foregoing led to the conclusion that the SMT job practice is invariably not informed by the relevant organisational policies. Hence a cascade model of SMT training is recommended, as is the notion that training toward organisational policies under review should be done cohesively.

Environmental management in military activities of the South African National Defence Force

- Description: This thesis presents research findings on current environmental management practices used by the South African National Defence Force (SANDF). Two case studies are presented; the first is the Grahamstown Military Installation (6 South African Infantry Battalion) and the second the South African Army Combat Training Centre (42 Brigade). A combination of three sampling techniques, namely, the stratified, purposive and link-tracing (snowball) samplings were employed and structured questionnaires and semi-structured interviews with key SANDF officials were used as primary data. In addition, secondary data sources in the form of inter alia the first and second editions of the Environmental Management Plan for Defence (2001 & 2008 respectively); the development and implementation of environmental education and training in the military: a joint United States-Republic of South Africa Environmental Working Group Project (2003); Overarching Strategic Statement for 2011; Integrated Environmental Management Information Series: Linking Environmental Impact Assessment and Environmental Management Systems (2004); The Department of Defence Strategic Plan (2010): Republic of South Africa and the South African Defence Review (2012) were studied. In addition, field observations were also carried out within the two military installations training areas between July, 2011 and November, 2013. Primary data on the conditions of training areas, waste removal after training exercises, pollution prevention measures, and rehabilitation efforts to restore degraded training ranges were collected. Furthermore, composite surface sediment samples and water samples were collected for analysis. A total of fifty-six surface sediments and thirty water samples were analysed for the concentrations of heavy metals using the ICP-MS. These attitudes and perceptions are predominantly positive. Statistical analysis (ANOVA) did not reveal any significant differences in responses, especially, between military ranks. However, sporadic significant differences were found in five of the statements in the questionnaire from respondents with different service periods. Furthermore, the emphasis placed on environmental protection within defence force activities worldwide has compelled the South African Department of Defence and Military Veterans (DoDMV) to regulate the management of the environment within its properties. Yet, these efforts have faced numerous challenges ranging from financial to human resource deficiencies. It was found that environmental management practices and programmes at different military installations vary significantly. Consequently, six environmental management programmes were identified at South African Army Combat Training Centre, while only one environmental management programme was identified at Grahamstown Military Installation. This programme is a collaborative effort between the SANDF/DoDMV and the Department of Water Affairs and Sanitation to eradicate invasive alien plant species. In the light of the analysis of official documents and interviews with respondents, it was established that the DoDMV does not have a budget for environmental management services and environmental management is yet to be incorporated into formal military training programmes. There is a severe shortage of environmentally qualified and knowledgeable personnel within the SANDF. Subsequently, all these drawbacks lead to the failure of the implementation of the Defence Force’s Environmental Management System (EMS) and inadequate management of the environment at military installations of the SANDF. Consequently, these challenges have severely compromised the commitment of the SANDF to honour its environmental management obligations. Such deficiencies tend to undermine the sustainable utilisation of the national assets entrusted to the Defence Force. Therefore, this thesis argues that environmental management programmes for the SANDF are based on a very weak foundation. This thesis proposes an ideal model for the successful implementation of the EMS and management of the environment at SANDF military installations. The analysis of water and soil samples led to the identification and quantification of heavy mental pollutants. The concentrations of heavy metals in water samples were varying between <0.01 to <0.05mg/l, but generally constant. Thus, no significant or meaningful statistical results were obtained. Pearson’s correlation coefficient was used to analyse the concentrations of heavy metals obtained in the sediment samples.

In addition, secondary data sources in the form of inter alia the first and second editions of the Environmental Management Plan for Defence (2001 & 2008 respectively); the development and implementation of environmental education and training in the military: a joint United States-Republic of South Africa Environmental Working Group Project (2003); Overarching Strategic Statement for 2011; Integrated Environmental Management Information Series: Linking Environmental Impact Assessment and Environmental Management Systems (2004); The Department of Defence Strategic Plan (2010): Republic of South Africa and the South African Defence Review (2012) were studied. In addition, field observations were also carried out within the two military installations training areas between July, 2011 and November, 2013. Primary data on the conditions of training areas, waste removal after training exercises, pollution prevention measures, and rehabilitation efforts to restore degraded training ranges were collected. Furthermore, composite surface sediment samples and water samples were collected for analysis. A total of fifty-six surface sediments and thirty water samples were analysed for the concentrations of heavy metals using the ICP-MS. These attitudes and perceptions are predominantly positive. Statistical analysis (ANOVA) did not reveal any significant differences in responses, especially, between military ranks. However, sporadic significant differences were found in five of the statements in the questionnaire from respondents with different service periods. Furthermore, the emphasis placed on environmental protection within defence force activities worldwide has compelled the South African Department of Defence and Military Veterans (DoDMV) to regulate the management of the environment within its properties. Yet, these efforts have faced numerous challenges ranging from financial to human resource deficiencies. It was found that environmental management practices and programmes at different military installations vary significantly. Consequently, six environmental management programmes were identified at South African Army Combat Training Centre, while only one environmental management programme was identified at Grahamstown Military Installation. This programme is a collaborative effort between the SANDF/DoDMV and the Department of Water Affairs and Sanitation to eradicate invasive alien plant species. In the light of the analysis of official documents and interviews with respondents, it was established that the DoDMV does not have a budget for environmental management services and environmental management is yet to be incorporated into formal military training programmes. There is a severe shortage of environmentally qualified and knowledgeable personnel within the SANDF. Subsequently, all these drawbacks lead to the failure of the implementation of the Defence Force’s Environmental Management System (EMS) and inadequate management of the environment at military installations of the SANDF. Consequently, these challenges have severely compromised the commitment of the SANDF to honour its environmental management obligations. Such deficiencies tend to undermine the sustainable utilisation of the national assets entrusted to the Defence Force. Therefore, this thesis argues that environmental management programmes for the SANDF are based on a very weak foundation. This thesis proposes an ideal model for the successful implementation of the EMS and management of the environment at SANDF military installations. The analysis of water and soil samples led to the identification and quantification of heavy mental pollutants. The concentrations of heavy metals in water samples were varying between <0.01 to <0.05mg/l, but generally constant. Thus, no significant or meaningful statistical results were obtained. Pearson’s correlation coefficient was used to analyse the concentrations of heavy metals obtained in the sediment samples.

Herbal medicine has become the alternative therapy in the management of this disease. However, their safety and effectiveness have not been investigated. To address this, one of the plants used in Eastern Cape Province, South Africa, Bulbine abyssinica A. Rich (Asphodelaceae), was evaluated. Bulbine abyssinica is one of the species used in the management of diabetes mellitus. This plant was mentioned during an ethnobotanical survey conducted in Nkonkobe municipality of the Eastern Cape Province. Though a decoction prepared from the whole plant is used in the treatment of diabetes mellitus, the mechanism of action and its safety has not been elucidated. Thus, this research work was designed to contribute to the understanding of the possible mechanism of action of B. abyssinica as an antidiabetic medicinal plant and its toxic potentials to the users. The aqueous extract exhibited remarkable inhibitory activity onα-amylase (estimated inhibitory concentration (IC)50 value of 3.28 μg/ml), while the acetone extract exhibited weak inhibitory activity. The acetone extract exhibited notable α-glucosidase inhibitory activity (IC50 value of 4.27 μg/ml) while aqueous extract had significantly weak activity. The Lineweaver-Burk double reciprocal plots revealed that the aqueous extract exerts noncompetitive inhibition on the α-amylase activity while the acetone extract exerts a near competitive inhibitory pattern on the α-glucosidase activity. The extracts from the plant possessed high free radical scavenging activities, with acetone extract exhibiting the highest activities in all assay models used except with ferric reducing power and nitric oxide (NO) scavenging ability. The aqueous extract exhibited the highest ferric reducing power and nitric oxide radical mopping strength while the essential oil exhibited the highest scavenging activities with 1,1-diphenyl-2-picrylhydrazyl (DPPH) and relatively high ferric reducing power and nitric oxide scavenging ability. The acetone extract and the essential oil of this species exhibited higher albumin denaturation inhibition than the aqueous extract while the latter showed the greatest membrane lysis protection. The essential oil, acetone and aqueous extracts from this plant significantly inhibited the growth of Shigelle flexneri, Pseudomonas aeruginosa, Staphylococcus aureus and Enterococcus faecalis. Klebsiella pneumonia, Proteus vulgaris and Streptococcus pyogens growth were inhibited by acetone and aqueous extracts. The essential oil also showed inhibitory activity against Proteus vulgaris. However, the extracts were active against the growth of only three fungi species. The essential oil showed significant inhibitory activity against Trichophyton rubrum. The aqueous extract inhibited the growth of Microsporum gypseum while the acetone extract was active against Microsporum canis, and Microsporum gypseum. The carbohydrate, crude fibre, moisture, ash, crude protein and crude fat of approximately 74.8 percent, 8.9 percent, 8.8 percent, 8 percent, 7.7 percent and 0.6 percent, respectively, were detected in this plant. The species is characterized by moderate levels of oxalates, phytic acids, Vitamin A, Vitamin C and Vitamin E. Potassium and calcium were present in highest levels, while magnesium, iron, sodium, aluminium and phosphorus were moderately present. Manganese, zinc and copper where in low amounts. These vitamins and mineral elements were within their recommended daily allowance (RDA) in humans. The investigation also revealed appreciable amounts of total phenols, flavonoids, flavanols, proanthocyanidins and alkaloids in both acetone and aqueous extracts while saponins and tannins were in trace amounts. The essential oil was characterized by large quantities of terpenes (91.9 percent) and small fraction of esters (8.01 percent).

- Description: The study is premised on the assumptions that learners with special educational needs are not fully included in regular schools and that perceptions of teachers influence their behaviour toward and acceptance of learners with special educational needs in regular classes. In light of this, the aim of the current study was to examine the nature and extent to which learners with special educational needs are included in regular schools with the ultimate aim of assisting learners with special educational needs to be fully catered for by schools and teachers. The researcher opted for the mixed method approach which is embedded in the post positivist research paradigm. The mixed method approach makes use of quantitative and qualitative methods of data collection, presentation and analysis. Data were generated from a sample of 60 teachers and 4 principals from 4 regular primary schools mainly through questionnaires. Data were also generated from interviews, observation and documents. These data from interviews, observation and documents were used to buttress results from the questionnaires. The findings of this present study showed that many schools are now moving towards inclusivity. There is a relative prevalence of learners with disability in schools. The study also established that the inclusion of learners with special educational needs in regular schools was faced with a number of problems. There were inadequate professionally-trained teachers in schools. Shortage of classrooms, large class sizes, equipment and materials affected the quality of access to education for learners with special educational needs. Although there was significant support at school level, it emerged that there was inadequate quality in-service training programmes for teachers conducted by district officials. Overall, the findings of the study have confirmed the assumptions of the study. For learners with special educational needs to be fully included in regular schools, the study would recommend that the government improve the quality of teachers through in-service training programmes. Moreover, schools must be adequately resourced and government should commit itself to the alleviation of large class sizes. The study further revealed that, gaps still exist in the inclusion of learners with special educational needs between the intended and the actual practice. The study, therefore, recommends that research be conducted with the possibility of establishing strategies for the inclusion of learners with special educational needs in regular schools. This might improve the actual practice of including learners with special educational needs in regular schools. In turn, learners with special educational needs can be said to have equal access to education.

Farm to abattoir conditions and their subsequent effects on behavioural and physiological changes and the quality of beef from extensively-reared Nguni and non-descript steers

- Description: The main objective of the study was to determine the effect of farm to abattoir environmental conditions and their subsequent effects on behavioural and physiological responses, as well as the quality of meat from Nguni (NG) and non-descript (ND) beef steers reared extensively on natural pastures. The forty 16 – 19 months old steers (20 ND and 20 NG) used in the current study were grouped together, medically treated, allowed three weeks acclimatizing period and were used in this trial over a four-month period. The weather and periodical variations influence on time budgets and body weights of these steers were determined. Furthermore, the effects of on-farm successive handling on behavioural scores and physiological responses of the same steers were determined. Later in the trial, some pre-slaughter effects on response-behaviour, bleed-out times and selected blood physiological responses were determined. Finally, the effect of genotype, muscle type, lairage duration, slaughter order and stress responsiveness on pH24, temperature, colour (L*, a*, b*, C, HA), thawing (TL) and cooking (CL) losses and Warner Bratzler Shear Force (WBSF) of the meat harvested from the same steers were determined. The daily time budgets of steers in natural pastures changed with temperature, humidity, observation week and time of the day. The grazing behaviour was observed throughout the observation days (> 37 percent); though it was reduced (26.9±2.64 percent) on days with higher temperatures and low humidity. Higher proportions of drinking (1.5±1.04 percent) and standing (20.8±4.63 percent) behaviours prolonged in such weather conditions, which were mostly during midday. The avoidance-related behaviour of the steers during handling varies, with the steers showing more avoidance and aggression in other weeks than some. These variations could however be traced back to the events of that particular day/time of handling. Only Weighing Box (WBS) and stepping (SS) scores differed (P<0.05) with genotype; with more calm NG steers (> 40 percent) and not kicking than the ND steers that were more vocal (20–60 percent) and kicking (> 5 percent). In addition, the weekly behavioural responses were reflected (P<0.05) in the measured cortisol, glucose and lactate. However, regardless of the prominent negative behaviour seen over time, the levels of the measured blood constituents continued to drop. Furthermore, steers of different genotypes displayed similar (P>0.05) response to the identical pre-slaughter conditions they were exposed to. However, steers that were Transport Group 1 (TG1) showed more avoidance (63.2 percent) pre-slaughter than those in TG2 (23.9 percent). Furthermore, all the steers that were in slaughter Group 2 (SG2) showed less avoidance behaviour than those in other groups. Vocalization was observed only for ND steers (5 percent), in TG1 and SG2. Some connections between the observed pre-slaughter activities and some behavioural and physiological changes of these steers were established; with TG1 and SG1 steers showing higher cortisol (140±14.50 and 175.9±17.24 nmol/L, respectively) and lactate (12.4±0.83 and 13.5±1.12 mmolL) levels than the other groups. Lastly, the muscle type, genotype, lairage duration, slaughter order and stress responsiveness have an effect on some meat quality characteristics of the two genotypes; with the L. dorsi muscle having highest WBSF (38.0±1.35N) than the Superficial pectoral muscle (Brisket muscle) (30.7±1.35N). Additionally, steers lairaged for a shorter time produced a L. dorsi with higher WBSF (41.6±2.34N) and a Brisket with lower TL (2.7±0.24 percent). It can therefore be concluded that the conditions and activities at the farm, during transportation, lairaging and slaughter at the abattoir have an influence on some behavioural and physiological changes and the quality of beef harvested from the Nguni and non-descript steers that were extensively-reared in natural pastures. - Description: This study critically examined the implementation of gender equality policies to enhance female leadership in Zimbabwean universities. Three theoretical frameworks were adopted for this study which were: The feminist critical policy analysis, top-down and bottom-up policy implementation theories. Within this study an interpretive paradigm which aligned with the qualitative approach and the case study design to better understand the phenomena were adopted. The study covered two state universities in Zimbabwe which were purposively selected. The participants who comprised Pro Vice Chancellors, Deputy Registrars Human Resources, Faculty Deans, Director of Gender Schools, Senior Administrative Registrars, Chairpersons of Departments and males and female academics were also purposively selected. Semi structured interviews, focus group discussion and document analysis were used as data collection instruments. Data were analysed using content analysis and the emerging results were organised into different themes reflective of the participant’s responses. The findings of the study presuppose that the state universities Zimbabwe were implementing gender sensitive organisational culture through open door policy and this promoted transformational leadership in both universities. The study revealed that both universities consulted internal and external gender experts and top-down and bottom-up consultations were made during policy formulation. It was discovered from the study that both universities had also utilised gender mainstreaming and affirmative action as strategies for promoting female leadership and gender equality. Despite teaching and learning, community engagement, research, recruitment and promotions which were used to promote the gender agenda, there were indications that these were being implemented in a haphazard manner. This adversely influenced active participation of females in decision making processes. The collected data also showed that both universities had enacted gender structures which were in line with international, regional and national gender policies and conventions and were being used to irradiate the importance of having gender parity in top positions. The findings of the study further illuminated that monitoring and evaluation of the gender equality policy and programs in place to advance females to leadership positions had not been done, leading to major impediments to achievement of gender balance. There also emerged a number of challenges which were uniform in both universities namely; lack of gender knowledge; commitment, lack of gender training and workshops, lack of consultation using bottom-up approach, gender budgeting and inadequate resources. Though the above mentioned were identified as encumbering features in both universities there was a substantiation of pockets of good practices. These were; implementation of gender equality policy, involvement of internal and external gender experts to policy formulation; promotion of shared power and authentic leadership through transparent selection of chairperson of departments; gender workshop and training; staff development programmes; enactment of gender structures, enhanced community engagement and liaison with NGOs to promote gender agenda at all levels. Regardless of the number of hurdles that indicate that universities continue to be fraught with challenges in promoting female leadership, the pockets of good practices are evidence that both universities are making positive strides through the implementation of gender equality policies to enhance female leadership. Therefore, to benchmark changes in universities, the study recommends that transformational leadership must permeate in all university structures to promote an organisational culture that is gender sensitive. There must be adequate resources, gender training and workshops; focal persons and points; commitment and political will, gender experts from governmental to ministerial levels and satellite gender structures. Monitoring and evaluation should be carried out in both universities and this should be guided by a framework so as to assist universities to tap into female empowerment and gender equality that will promote the interests of both genders, while retaining the quality and excellence in universities. Lastly, the findings of the study and the extant literature are indicative that enhancement of female leadership in universities is currently affected by a number of challenges. Therefore, as part of redress, the researcher recommends a comprehensive framework which illuminates pockets of good practices in implementing gender equality policies to enhance female leadership in universities.

It was therefore the aim of this study to examine job engagement and coping strategies as moderators of the relationship between occupational stress and burnout among police officers. Using a sample of 377 police officers from the Eastern Cape, South Africa, data was collected using various scales namely; the Effort – Reward Imbalance (ERI) questionnaire (occupational stress), the Maslach Burnout Inventory – General Survey MBI-GS (emotional burnout), the Utrecht Work Engagement Scale (job engagement), and the Coping Orientation to Problems Experienced questionnaire (coping strategies). Correlation tests and regression analysis were ministered on the data to test the research hypotheses. The major finding of the study indicated that job engagement and coping strategies collectively significantly moderate the relationship between occupational stress and emotional burnout. However, job engagement on its own was reported to be an insignificant moderator of the relationship between occupational stress and emotional burnout.

Wheat consumption has doubled in the last 30 years with approximately 600 million tons consumed per annum. According to the International Maize and Wheat Improvement Center, worldwide wheat demand will increase over 40 percent by 2020, while land as well as resources available for the production will decrease significantly if the current trend prevails. The wheat industry is challenged with abiotic and biotic stressors that lead to reduction in crop yields. Increase knowledge of wheat’s biochemical constitution and functional biology is of paramount importance to improve wheat so as to meet with this demand. Pesticides and fungicides are being used to control biotic stress imposed by insect pest and fungi pathogens but these chemicals pose a risk to the environment and human health. To this effect, there is re-evaluation of pesticides currently in use by the Environmental Protection Agency, via mandates of the 1996 Food Quality Protection Act and those with higher perceived risks are banned. Genetic resistance is now a more environmental friendly and effective method of controlling insect pest and rust diseases of wheat than the costly spraying with pesticides and fungicides. Although, resistant cultivars effectively prevent current prevailing pathotypes of leaf rust and biotypes of Russian wheat aphid from attacking wheat, new pathotypes and biotypes of the pathogen/pest may develop and infect resistant cultivars. Therefore, breeders are continually searching for new sources of resistance. Proteomic approaches can be utilised to ascertain target enzymes and proteins from resistant lines that could be utilised to augment the natural tolerance of agronomically favourable varieties of wheat. With this ultimate goal in mind, the aim of this study was to elucidate the mechanism and synchronicity of wheat resistance to leaf rust (Puccinia triticina) and Russian wheat aphid (Duiraphis noxia) SA1. Proteins with a threshold of ≥99.9 percent confidence were reported. A total of 72 proteins were putatively identified from the 37 protein spots excised originating from either leaf rust or Russian wheat aphid experiments. Sixty-three of these proteins were associated with wheat response to stress imposed by RWA SA1 feeding while 39 were associated with infection by Puccinia triticina. Several enzymes involved in the Calvin cycle, electron transport and ATP synthesis were observed to be differentially regulated suggesting greater metabolic requirements in the wheat plants following aphid infestation and leaf rust infection. Molecular characterization of Mycobacterium bovis isolated from cattle and sputum specimens from humans in the Eastern Cape province, South Africa : public health and economic implication

- Description: Tuberculosis (TB) is a disease caused by the members of the Mycobacterium tuberculosis complex (MTBC), which infects both animals and humans. The primary host of Mycobacterium bovis is cattle. It remains a major global health problem. About 2 billion people are thought to be infected with TB and about 1.3 million decease each year from the disease. This study is aimed at determining the prevalence of the disease, characterizing the MTBC isolates and increasing the understanding of the genetic diversity MTBC in the Eastern Cape Province of South Africa, from studying both samples from both humans and cattle. A total of 376 cattle lymph nodes were collected from two commercial abattoirs for investigations. Suspected 6 000 sputum specimens were also collected from humans (cattle farmers). All collected samples were cultured, and isolates were confirmed with a multiplex polymerase chain reaction (PCR) targeting the mpb64 and IS6110 genes. Positive isolates were tested for resistance against anti-TB drugs using the standard Lowenstein Jensen proportion method. Isolates from cattle lymph nodes were further characterized to species level, using the region of deletion 1 (RD1) and oxyR restriction fragment length polymorphism analyses. MIRU-VNTR typing and spoligotyping assays were used to further examine the genetic diversity of all strains. Obtained spoligotype patterns were matched with isolates published in the universal spoligotyping database (SITVIT2). MTBC was detected in 162 (43.09 percent) cattle lymph nodes and 156 sputum specimens. Some isolates 25.9 percent (42/162) from the cattle lymph nodes samples were resistant to rifampicin (RIF) and 98.7 percent (154/156) were resistant to isoniazid (INH) and rifampicin (RIF) (of the human sputum specimens). All cattle lymph nodes isolates exhibited the RD1 gene, and the oxyR analyses classified 96.9 percent of the isolates as Mycobacterium tuberculosis complex and 3.1 percent as Mycobacterium bovis. Twenty seven spoligotype patterns were isolated from cattle lymph nodes, with 10 shared types (SIT) consigned to 5 lineages, including Bov_4-Caprea (1.9 percent), Microti (0.6 percent) and Beijing (17.9 percent) constituting East Asian, Latin-American-Mediterranean (LAM) (3.7 percent), X (4.3 percent), MANU (3.1percent), S (0.6 percent) and 67.9 percent were orphans that were further categorized to their designated lineages (Indo-Oceanic, Euro-American and West-African 2). Ninety one percent of the isolates from humans (farmers) were grouped into 7 clusters by spoligotyping, while the remaining 9 percent was unclustered. SITs were observed in 89.6 percent of the isolates from the Beijing, LAM, X, T and S families. The Beijing family was the most prevalent strain from both human isolates (77.2 percent) and cattle lymph nodes isolates (17.9 percent), and the T (0.6 percent) and Microti (0.6 percent) families were the least detected genotypes in both humans and cattle lymph nodes. In the cattle lymph nodes, spoligotyping showed a higher clustering rate of 82.1 percent, with the lowest (HGDI) = 0.485. The 12 MIRU-VNTR clustering rate was 64.8 percent, showing a higher HGDI of 0.671. However, a combination of both methods showed a decreased clustering rate of 53.7 percent; however these methods resulted in a higher HGDI (0.676). Isolates from human sputum specimens spoligotyping showed a higher clustering rate of 89 percent with an HGDI = 0.822. The 12 MIRU-VNTR showed the lowest clustering rate of 69 percent and an HGDI = 0.940 and the combination of the methods showed a clustering rate of 78 percent and an HGDI = 0.951. The results of this study show the diversity of MTBC strains in the Eastern Cape Province and the low clustering rate indicates continuing transmission in the province. The detection of MTBC strains from slaughtered cattle lymph nodes in abattoirs confirms the risk of providing TB infected meat in markets which has serious implications for the control of TB in South Africa. The continuing spread of MTBC in South Africa threatens both the public and economic health.
