A critical analysis of public participation in the Integrated Development Plan of Buffalo City Metropolitan Municipality in the Eastern Cape (2013)

- Description: This mini-dissertation critically analyses Public Participation relationship to Integrated Development Planning of the Buffalo City Metropolitan Municipality. It analyses major theoretical trends in both fields’ history that have had a profound impact on the development of such relation. These include: politics-administration dichotomy, bureaucracy and democracy, theory and practice, and behavioralism. The literature on the models of public participation was extensively consulted in order to substantiate the thought and the practical views of the community members regarding the public participation on the integrated Development planning. Further consultation also took place on the Intergovernmental relations Framework in order to understand the expectations of the different spheres of government and the method in which they are to fulfill their constitutional obligation to support Municipalities as a service delivery of government. Respondents were identified by mean of sample selection. 10% of the total City Councillors were identified as respondents. Data was collected through the use of questionnaires, which were distributed to the respondents. All respondents were given three days to complete the questionnaires, where after they were collected by the researcher. Inclusive with the respondents was the Ward Committee members and community members; this made the total respondents to the total of 30. Permission was sought from the Council speaker prior to the questionnaires being distributed. The method of research of this study is mainly empirical research observation. However, a content analysis is conducted. The data collected include primary sources, such as scholarly publications in both fields, and other related material such the questionnaires that were distributed to sampled respondents. What has certainly become clear through this study is that change is necessary in the way local government currently does things for the benefit of the communities at large. The discipline of political science might not achieve the prestigious position it deserves inside the government and will not offer the appropriate programmes that communities need to serve in this government, until it can establish a better relationship with community. This research provides recommendations for extreme change from legislation compliant to service delivery driven. Once accomplished, these tasks might help in resolving the never end service delivery protest by the communities. It further outlines the need to capacitate the ward committees as well as ward councillors at large to make sure they are able to undertake the task at hand.

- Description: The adoption of wireless broadband technologies to provide network and Internet connectivity in rural communities has conveyed the possibility to overcome the challenges caused by marginalization and many other characteristics possessed by these rural communities. With their different capabilities, these technologies enable communication for rural communities internally within the community and externally on a global scale. Deployment of these technologies in rural areas requires consideration of different factors - these are in contrast, to those considered when deploying these technologies in non-rural, urban areas. Numerous research show consideration of facts for deployment of broadband technologies in urban/ non-rural environments and a little has been done in considering facts for deployment in rural environments. Hence this research aims to define guidelines for selection of broadband technologies and make recommendations on which technologies are suitable for deployment in rural communities, thereby considering facts that are true only within these rural communities. To achieve this, the research determines the metrics that are relevant and important to consider when deploying wireless broadband technology in rural communities of South Africa. It further undertakes a survey of wireless broadband technologies that are suitable for deployment in such areas. The study first profiles a list of wireless communication technologies, determines and documents characteristics of rural communities in Africa, determines metrics used to declare technologies feasible in rural areas. The metrics and rural characteristics are then used to identify technologies that are better suited than others. Informed by this initial profiling, one technology: mobile WiMAX is then selected for deployment and further evaluation. A technical review of mobile WiMAX is then carried out by deploying it at our research site in the rural, marginalized community of Dwesa (Eastern Cape, South Africa). The final section of this research provides recommendations that mobile WiMAX, LTE and Wi-Fi are the best suitable technologies for deployment in rural marginalized environments. This has been supported by extensive research and real life deployment of both Wi-Fi and mobile WiMAX. This research also recommends consideration of the following facts when seeking deployment of these technologies in rural communities: the geographical setting of the target terrain, the distances between sources and target customers and distances between target communities, weather conditions of the area, applications to be deployed over the network, social well-being of the community and their financial freedom as well.

A feminist analysis of Lyman Frank Baum’s The Wonderful Wizard of Oz, Lucy Maud Montgomery’s Anne of Green Gables and Frances Hodgson Burnett’s The Secret Garden

- Description: The primary aim of this project is to provide a close contextual and textual analysis of the selected children’s classics: The Wonderful Wizard of Oz, Anne of Green Gables and The Secret Garden using the feminist literary theory. From this perspective I have shown how the selected works of Lyman Frank Baum, Lucy Maud Montgomery and Frances Hodgson Burnett’s writing have contributed to women’s stereotypical roles within society and perpetuated their subjugated position. I have also conducted an examination of the extent to which the female protagonists attempt to emancipate themselves from gender oppression. A comparative study of the selected children’s texts has not yet been conducted and therefore this project serves as a significant contribution to this field of study. An exploration of the historical background of the authors and children’s literature is conducted to provide an overview into the inner workings of the writers’ lives and the historical significance of children’s literature as a genre. The theoretical framework of feminist literary theory is used in the analysis of the selected texts. The connection between feminist literary theory and children’s literature is highlighted and provides further understanding of the purpose of this study. The history of feminism as both a movement and a contemporary literary criticism is explored. Simone de Beauvoir’s The Second Sex is used when analysing the texts’ characters and how they are based on society’s stereotypical gender roles. Luce Irigaray’s Speculum of the Other Woman and This Sex Which is Not One is examined to aid in an exploration of psychological female oppression through feminine and masculine discourse evident in the creation of the novels’ female and male characters. Hélène Cixous’ “The Laugh of the Medusa” and The Newly Born Woman is interrogated according to the stereotypical ideology surrounding the terms masculinity and femininity and how these terms are interpreted in the selected works. Judith Butler’s Gender Trouble and Undoing Gender are additionally explored to assist in the understanding of the concept of gender performativity and through the lens of Butler’s interpolation of gender the move towards the emancipation of women is seen in the selected children’s texts. The close textual feminist analysis focuses on the female protagonists: Dorothy, Anne and Mary as well as the secondary female characters: the wicked witches, Aunt Em, the Queen of the Field-Mice, the princess made from china, Glinda’s female soldiers from The Wonderful Wizard of Oz; Marilla Cuthbert, Rachel Lynde and Diana Barry from Anne of Green Gables and Martha, Mrs Sowerby and Mrs Craven from The Secret Garden. The portrayal of the secondary male characters are additionally explored according to feminist literary theory: The Scarecrow, the Tin Woodman, the Lion and the wizard Oz from The Wonderful Wizard of Oz; Matthew Cuthbert and Gilbert Blythe from Anne of the Green Gables’ and Mr Craven, Colin Craven and Dickon Sowerby from The Secret Garden. The comparison of these children’s classics by Baum, Montgomery and Burnett provides insight into the selected works of all three writers, through the lens offered by feminist literary theory. The hypothesis is that the application of a five constructs’ IQMS Implementation Model in Figure 1.1 would signficantly influence the successful IQMS implementation in South African schools. The five constructs that are outlined in the IQMS Implementation Model in Figure 1.1 include: (1) Considering the Notion of “Quality” and Whole School Evaluation, (2) Performance Management and Developmental Appraisals, (3) Considering Key Success Factors for IQMS Implementation, (4) the Use of Appropriate Implementation Processes, Systems and Methods, and (5) Constant Monitoring, and Evaluations and Applications of the Improvement Actions. Despite the fact that the integrated quality management theories strongly support this hypothesis, the study, in line with these five constructs which were also aligned with the five research questions and hypotheses that guided this research applies exploratory factor analysis. - Description: This research study describes an evaluation of social work field instruction offered by universities in the Eastern Cape, South Africa. Qualitative data was collected from agency field instructors, university fieldwork coordinators and social work students. This study’s findings indicated that field instruction needs a good foundation of experiential learning that is facilitated by report writing, journal writing and agency and university supervision. Findings also indicated a need for the screening, selection and training of agency field instructors. There was also an indication that universities should develop selection procedures to ensure that the best possible students are accepted into the Bachelor of Social Work (BSW) programme. All findings indicated that field instruction programmes are most effective when there is a strong university agency partnership. The study concludes by making recommendations for future development of standards relating to field instruction programmes in the Eastern Cape and South Africa. Many youth who are unemployed are often involved in cattle raiding, hence revenge attacks often lead to frequent tribal armed conflicts. The study recommends that effective and sustainable peace building can be achieved through empowerment of the communities and use of traditional strategies in tribal armed conflict resolution in Lakes State. This is because external players often attempt to engage in peace building activities without seeking sustainable solutions at the grassroots level. Very often conflict resolution has been the preserve of NGOs and diplomats, who have no intimate acquaintance with local contexts. - Description: The purpose of the current study was to examine the Psychological Intervention Strategies (PIS) that are used by coaches for male soccer teams in South Africa to enhance the performance of the national soccer teams. National soccer coaches for male teams (n = 4) completed a questionnaire and attended in-depth interview. Results from both the questionnaire and in-depth interview revealed a lack of knowledge of PIS which was further supported by the data from the analysis. While some of the coaches did not utilise goal setting and relaxation in their coaching responsibilities, the current results further show that these soccer coaches do not utilise mental imagery as well. These results suggest that the SAFA soccer coaches could not integrate PIS in the coaching. Although the results cannot be generalised there is evidence that the SAFA trained soccer coaches demonstrate inadequacy in using PIS in their soccer coaching. The study finds that soccer coaches are psychologically under-prepared for their arduous task of soccer coaching. By implication the players are also mentally under-prepared that they cannot face their peers competitively. Current studies point to this psychological preparedness as the psychological momentum.

- Description: Abalone poaching is a major problem in South Africa. The South African abalone, Haliotis midae, rates as an extreme example of high levels of illegal harvesting. The research aimed at examining the role of the different role players in preventing poaching of the species in the East London area of the Eastern Cape Province of South Africa and determining the challenges the officers faced as there was an increase in poaching in the area. To achieve this aim, the research techniques including questionnaires, interviews and focus groups were used. Fisheries compliance and enforcement faces challenges of the illegal harvesting of abalone since 1994. In the past 18 years (1994-2012), and more specifically in the past nine years (2004-2012), poaching of abalone has increased at an alarming rate along the East London coastline. The failure of the state to issue fishing rights and conduct effective sea-based compliance, combined with the incentives to fish abalone created the conditions for rapid emergence of illegal harvesting. The uncontrolled fishing had a dramatic effect on the stock, and the average size of abalone decreased significantly. The Eastern Cape Province abalone cultivation industries were developed due to the decline in harvesting of abalone. Government departments such as the Department of Agriculture, Forestry and Fisheries; the Department of Economic Development, Environmental Affairs and Tourism; the South African Police Services together with the Eastern Cape Parks and Tourism Agency have conducted joint operations to combat the illegal harvesting of abalone. These operations have led to many arrests of abalone poachers along the East London coastline. The quantity of confiscated abalone has increased from 2007 to 2011. The positive results achieved by the departments during joint operations showcase robust efforts to eradicate the environmental transgression in the East London Coastline. Joint operations are encouraged by all the departments to save the species for future generations. Workshops involving different stakeholders had to take place and the policies in place must have a bottom-up approach where communities are involved.

This study has endeavoured to address the IT adoption strategy challenges experienced by SMEs in Kenya and other developing countries, as these have been largely flawed. The study has explored on the way in which these enterprises can build strong Absorptive Capacities (AC) and exploit these to improve their IT adoption processes through a model of AC. To achieve this, a qualitative, interpretive case study research approach was employed in this study. The findings of this study suggest that although AC plays a critical role in the performance of SMEs in Kenya, many of these enterprises have low levels of AC. It also became clear that all the SMEs that participated in the study had not attained maturity in their IT adoption process. However, SMEs that exhibited strong AC employed the use of more superior IT adoption processes than did their counterparts with low levels of AC. From the results of this study an IT Adoption Strategy Improvement Model (ITASIM) has been developed to help SMEs improve their IT adoption strategies. The model focuses on improving SMEs‟ AC and injecting these alongside the elements of a good strategy in the SMEs‟ IT adoption process. Furthermore, in order to help in the effective implementation of ITASIM, implementation guidelines have been developed.

Specifically, a survey using questionnaire and focus group interview was carried out to determine the access gaps in to the learner support services by Unisa‟s adult students. A literature study preceded the empirical study to fully comprehend the theoretical and conceptual underpinnings of the role of learner support in bridging the transactional distance between students on the one hand and the institution on the other hand. In the empirical study phase, a questionnaire was administered to 150 ABET Students in one province in South Africa through the stratified sampling technique and one focus group interview comprising 10 students who access support services at one of the regional offices to assess the importance they attach to the support services that are offered at the regional centres and the extent to which they are able to access them. The focus group interview comprised questions on the students‟ understanding of learner support services and their experiences in accessing them. Moore‟s theory of transactional distance was used as the theoretical base for the study. Out of a total of the 150 questionnaires that were distributed, 117 were the usable representing 78.0% response rate. One of the conclusions drawn from this study is that, although Unisa has most of the learner support services in place but for various reasons, a lot of the students are not able to access the support services as expected as the needs gap for almost all the support services were high. The chi-square tests found significant differences (p is less than 0.05) between the students on the extent to which they are able to access the support services. An integrated learner support framework was suggested for Unisa and other distance providing institutions to address the access gaps adult students‟ encounter in their studies.

- Description: It has been argued that assessing learner performance is considered to be one of the most important things a teacher can do to promote learners’ learning. The Mathematics and Physical Science guidelines on assessment make a distinction between ‘assessment of learning’ and ‘assessment for learning’. Both processes are seen to be complementary aspects of continuous assessment (CASS) practices which constitute 25% of the final year learner’s mark in the National Senior Certificate. How teachers understand these processes and how they achieve them during their CASS practices were the focus of the study. This was a qualitative study in which two senior secondary schools in the East London District in the Eastern Cape participated. The respondents were four grade 12 Physical Science and Mathematics teachers and two heads of department (HoDs). Data were collected through semi-structured interviews and document analysis. There were five main findings. First, it was found that CASS assessment practices were skewed towards fulfilling accountability requirements of the Department of Education. Teachers focused on the Programme of Assessment (PoA) tasks and ignored other forms of assessment. Second, it appeared the use of the term ‘informal’ in the Department policy documents with regard to ‘assessment for learning’ encouraged teachers to treat informal assessment tasks as unimportant, not to be marked and recorded. In some cases assessment tasks were used to ‘occupy’ learners when teachers did not feel like teaching, so that learners would not be idle and disruptive in class. Third, some teachers did not set their own assessment tasks; they took previous papers and did cut and paste. Such a practice seemed to preclude assessment tasks that are tailor-made for particular learners. This practice also may undermine the alignment of learning outcomes and assessment standards. Fourth, moderation of CASS tasks was sometimes ignored and in other times done not strictly according to guidelines. These findings cast doubt on the validity and reliability of CASS marks. Finally, in most assessment for learning tasks, learners were not given feedback by teachers. This appears to undermine one of the most fundamental uses of assessment, which is feedback on performance that guides learning. It can be concluded that the CASS assessment practices did not reflect a balance between ‘assessment of learning’ and ‘assessment for learning’. This state of affairs seemed to be encouraged by the fact that district departmental support systems were too technicist and appeared to encourage teachers to do assessment to fulfil accountability purposes rather than for learners’ learning. It is recommended that research on assessment practices based on probability sampling for which results can be generalised to the target population should be carried out. It is further recommended that courses on assessment should be run for teachers in order to renew and/or give them assessment skills that will enable them to achieve a balance between assessment for learning and assessment of learning.

- Description: It has been argued that assessing learner performance is considered to be one of the most important things a teacher can do to promote learners’ learning. The Mathematics and Physical Science guidelines on assessment make a distinction between ‘assessment of learning’ and ‘assessment for learning’. Both processes are seen to be complementary aspects of continuous assessment (CASS) practices which constitute 25% of the final year learner’s mark in the National Senior Certificate. How teachers understand these processes and how they achieve them during their CASS practices were the focus of the study. This was a qualitative study in which two senior secondary schools in the East London District in the Eastern Cape participated. The respondents were four grade 12 Physical Science and Mathematics teachers and two heads of department (HoDs). Data were collected through semi-structured interviews and document analysis. There were five main findings. First, it was found that CASS assessment practices were skewed towards fulfilling accountability requirements of the Department of Education. Teachers focused on the Programme of Assessment (PoA) tasks and ignored other forms of assessment. Second, it appeared the use of the term ‘informal’ in the Department policy documents with regard to ‘assessment for learning’ encouraged teachers to treat informal assessment tasks as unimportant, not to be marked and recorded. In some cases assessment tasks were used to ‘occupy’ learners when teachers did not feel like teaching, so that learners would not be idle and disruptive in class. AmaXhosa are amongst the population groups in South Africa within whom this custom has survived pre colonially and through the colonial and apartheid eras up to the current democracy. While this custom was reserved for older, mature and senior boys in the past, there is evidence that nowadays immature and junior boys as young as 12 years are taken to the initiation school. This study sought to understand how these newly graduated initiated men (amakrwala) cope with their multifaceted identities, as learners in a secondary school and as adults in the community. The study also seeks to explore a leadership style that can be sensitive to the needs of ‘amakrwala’ at school. This is a qualitative study which used interpretivism as the research paradigm. Phenomenology is the research design and phenomenological interviews were used as the data gathering tools. The findings reveal that there are tensions that exist between modernity and tradition in socialising amakrwala. The school represents the modern space and the home and community are the traditional spaces. In the formal school environment there is minimal or no recognition of the new identity of the ‘amakrwala’. At school ‘amakrwala’ are seen as learners. Their identity and status remain unchanged from what they were before they went to the initiation school. However, in the community and at home, they are elevated from a childhood to an adult status and their identities are thus re-shaped.

The focus of this paper is to evaluate the information derived from a multipoint measurement of, University of Fort Hare network which will be collected for a duration of three Months during June 2011 to August 2011 at the TSC uplink and Ethernet hubs outside and inside relative to the Internet firewall host. The specific value of this data set lies in the end to end instrumentation of all devices operating at the packet level, combined with the duration of observation. We will provide measures for the normal day−to−day operation of the University of fort hare network both at off-peak and during peak hours. We expect to show the impact of delay and loss rate at the University of Fort Hare network. The data set will include a number of areas, where service quality (delay and packet loss) is extreme, moderate, good and we will examine the causes and impacts on network users.

- Description: The study took a qualitative approach to the analysis of the effect of the politics-administrative interface on municipal service delivery. It was a case study of the Mnquma local municipality in the Eastern Cape Province. The researcher developed a keen interest in researching on the topic because the political infighting and clashes between politicians and administrators of the municipality have caused a public outcry for the root causes of the infighting to be effectively addressed and redressed. It is hoped that the findings and recommendations of the study will help, reshape public policy implementation, service delivery and fostering of mutual cooperative relations between politicians and administrators both at local government level and any other sphere of government in South Africa. The study, is categorized into five chronological chapters, with chapter one (introduction and background), chapter two (literature review), chapter three (research design and methodology), chapter four (data analysis, interpretation and presentation) and chapter five (conclusions and recommendations). The researcher used a sample size of 40 respondents who were selected using snowball sampling, a non-random sampling design spread accordingly over both politicians and administrators. Data collection was made possible through an open-ended questionnaire, interviews, observations and documentary analysis. Various reports and media statements were also used to augment this empirical study. The study also used an in-depth qualitative data analysis technique which was descriptive in nature and the study made numerous deductions and findings based on the collected and collated data. Findings of the study were, inter alia, too much politicization of the public sector, interference between politicians and administrators into each other’s affairs and vice versa and adverse effects of cadre deployment which are damaging service delivery. The study made numerous recommendations which included, inter alia, training and development of administrators and politicians on their respective roles and responsibilities, enforcement of the politics-administrative interface as a mutually beneficial approach to service delivery, need for proper interpretation of Acts and policy documents and the enforcing of section 139 interventions into municipalities.

Thirty learners, four principals, four educators who teach mathematics and the mathematics Head of Department in the schools were selected as participants in this research. A questionnaire (Appendix A) was handed out to principals, HOD’s, mathematics educators and learners doing mathematics in the four schools (4) selected for the study. The main findings of this study were: Mathematics teachers had an average of sixteen years of experience in the subject. Maths teachers do no pay much attention to slow learners. Learners are demotivated and need motivation to perform above average. Learners do not practice mathematics enough. Parental involvement is lacking in assisting learners with schoolwork let alone mathematics. Maths teachers are overloaded with work as in the schools researched one teacher would teach mathematics from Gr. 8 to 12.

- Description: The provision of effective support services in an efficient manner is a critical part of any university’s role to ensure that students with disabilities achieve academic outcomes. In South Africa universities are categorized into three types, namely traditional universities (offer theoretically-oriented degrees); universities of technology (offer vocational-oriented diplomas and degrees) and comprehensive universities (offer a combination of the other two). With their constitutional and policy framework obligations, universities are responsible for accommodating students with all types of disabilities. Pertaining to the awareness of social disparities, the quality of support services to students with disabilities still remains a concern. From various platforms it is evident that quality of support services to students with disabilities in South African universities is poor and in some instances crucial support devices do not exist at all. The pressures being felt by universities from external forces and the problems encountered in the extent of quality of support services has created the need for an appraisal. The purpose of this study, then, is to investigate and describe the quality of the support services provided to students with disabilities in a university context.

- Description: The provision of effective support services in an efficient manner is a critical part of any university’s role to ensure that students with disabilities achieve academic outcomes. In South Africa universities are categorized into three types, namely traditional universities (offer theoretically-oriented degrees); universities of technology (offer vocational-oriented diplomas and degrees) and comprehensive universities (offer a combination of the other two). With their constitutional and policy framework obligations, universities are responsible for accommodating students with all types of disabilities. Pertaining to the awareness of social disparities, the quality of support services to students with disabilities still remains a concern. From various platforms it is evident that quality of support services to students with disabilities in South African universities is poor and in some instances crucial support devices do not exist at all. The pressures being felt by universities from external forces and the problems encountered in the extent of quality of support services has created the need for an appraisal. The purpose of this study, then, is to investigate and describe the quality of the support services provided to students with disabilities in a university context.

An appraisal of the South African government macroeconomic policies and strategies (1994-2012)

- Description: This study sought to do an overview and the role of Public Administration both as an academic discipline and as a discipline in practice. It sought to do a literature analysis of the macroeconomic policies and strategies that the democratic from 1994- 2012 particularly with regards to lowering unemployment and meeting public needs. The literature review on the Freedom Charter and the South African democratic government’s macroeconomic policies namely the RDP, GEAR, ASGISA, New Growth Plan, and the National Development Plan were studied in great detail in this study. Public Finance in terms of the tax revenues collected and public debt servicing costs have contributed to the capacity of the SA government to meet its public needs and social needs including poverty eradication. It identified that the NDP because of its longer term plan approach its goals could be realizable. It identified that the South African democratic government macroeconomic policy has been consistent since 1994 that of belt tightening or fiscal policy that is tight on fiscal spending and monetary policy also has remained the same although different names have been used over the period 1994-2012. The South African democratic government since 1994 has been pursuing austere fiscal policy. This is because it inherited a government that had high public debt and therefore had to prioritise of servicing that debt. That meant that there has been less funds available to spend on public needs as the aspirations of the people when they drafted and adopted in a congress of the ANC the freedom charter in 1955. The South African democratic government through its macroeconomic policy has created a number of positive changes in the country economically and socially that have benefited a lot of the previously marginalized people of South Africa however the macroeconomic objectives of reducing unemployment, growing the economy, increasing exports and lowering inflation still remain a huge challenge in this country. This study concludes that in order to increase revenues to meet public needs government needs to look at increasing its revenue base rather than borrowing the money as that will create the same challenge that it is currently facing hence it adopted the austere fiscal policy.
