  • Description: The Eastern Cape Department of Education has a constitutional and legislative mandate to provide quality public education in all public schools within the province. The commitment to improve also involves ensuring effective educator personnel provisioning in public secondary xii schools. However, despite various legislative and policy measures relating to educator personnel provisioning, serious concerns have been raised. There have been concerns over the shortage of educators. There are concerns over the lack of suitably qualified educators, especially in Mathematics and Science subjects. Disparities have been noted between legislative and policy directives with regard to educator personnel provisioning and the expectations of educators based on the realities in public secondary schools. The complications and challenges thereof have called upon for the appraisal of educator provisioning. The objective of the study is to describe and explain the nature and place of personnel provisioning in public secondary schools. Thereafter, evaluate its application at selected public secondary schools in the Eastern Cape Province. The basic intention is to prove that the educator personnel provision policy implementation in public schools needs to be examined and possibly changed for effective results. Basically, personnel provisioning is the first step in the personnel process. It is classified into: Human resources determination; and the Filling of posts The process of filling public personnel posts involves recruitment, selection, appointment, placement, transfer and promotion. In evaluating personnel provisioning policy in public secondary schools, a research study has to be conducted. As an integral part of scope of study, the survey area includes public secondary schools, provincial department offices and educator union/association offices. The questionnaire is used as the appropriate data collection instrument for this survey. The total population for the study are provincial department officials, public secondary school principals, school governing body chairpersons and educator unions/associations. xiii When data was analysed and interpreted, there were various significant findings. The respondents’ demographic details provided a significant insight into the study and its findings. They ensured divergence of opinions and understanding of the personnel provisioning. Regarding human resources determination and the filling of posts in public secondary schools, it was found that there are challenges in terms of the employment of suitably qualified educators. These include among other issues educator dissatisfaction and lack of effective procedures in the filling of posts. This also results in educator shortage in public secondary schools.

  • Description: What initiated this research was the need for the assessment of the National Curriculum Statement policy implementation. This was brought about by the observation that there was a general complaint in the province that educators are struggling with the implementation processes. It would seem that at the formulation of this policy the schools for learners with disabilities were not considered. The main objective of this study, is therefore, to assess the implementation of the NCS policy in relation to the principle of inclusivity regarding learners with disabilities in schools. This has been achieved through finding out how educators are coping in a situation where they are expected to improvise learning and assessment methodologies to cater for a large variety of disabilities of which they are not trained to work with. This study used two techniques, face to face interviews with the subject advisors in the districts as well as with the educators at the schools. Questionnaires were used in the case of managers at school and district levels. Qualitative research was used to accumulate sufficient data to lead to the understanding of the problems that are encountered at different levels. In terms of the findings, most of the respondents pointed out that the policy does not adequately cater for the needs of both the learners and the educators of the special schools. They further mentioned that the outcomes according to the policy do not stipulate what is expected of the learners with barriers to learning due to their disability conditions. According to the responses of the different categories of participants, it became clear that the implementation of the NCS policy is not very successful due to a wide variety of problems that are encountered by the implementers. The main complained about problem is the need for the adaptation of the curriculum to accommodate the learners with disabilities. Furthermore, there is a dire need for the implementers to make reference to all the disabilities found at these schools so as to deal with their situation accordingly. The NCS policy promises change for the better, however the necessary ramifications related to its implementation need to be successfully managed and dealt with properly. This has implications on areas of concern, mainly the training of educators on mastering the implementation and assessment processes which are key to meaningful education. Considering that inclusivity is about change of attitude and behaviour as well as teaching and learning methodologies, it becomes difficult for these changes to materialise if and when inclusivity is not applied properly at the schools for learners with disabilities. The effectiveness of inclusivity depends on the consideration of all the factors that would lead to a healthy environment in the case of these schools. This would mean putting of all the relevant structures in place as well as encouraging team work at all levels, from the educators, management and the community. The district officials should always avail themselves for monitoring and supporting services at these schools. The findings of this study, may contribute to the asking of many questions. This may lead to further debates which may give rise to the need for further research on many aspects that have come up in this study.

  • Description: This study examines Local Economic Development intervention strategies in relation to promoting infrastructural development with specific reference to roads as one of the vital interventions for alleviating poverty in the KSD Municipality. The study sought to evaluate the impact of the deteriorated condition of roads on the growth of economic activity and community development, the understanding of LED by both the Council and the officials, and also to evaluate LED approach on infrastructural development for poverty alleviation. The study reveals that the municipality does not understand the concept of LED as a result this has caused blockages and impediments in terms of implementing the program in the municipality. Though there are some successes achieved through the construction of the 2010 FIFA World Cup Stadium, there are key constraints related to shortages of funds, staff, skills and resources. The study has established that LED is not living up to expectations in the area, there seems to be confusion regarding its definition and application. Furthermore, there is a confusion regarding the purpose of LED whether it is purely about poverty alleviation or whether LED it is about encouraging economic growth. Ideally it should be about the combination of the two. LED clearly has a critical role to play in terms of considerations of poverty alleviation in terms of addressing development backlogs and promoting sustainable economic growth. In order to achieve this, there is a need to establish a permanent LED facilitation and support unit. The need to identify key intervention strategies, for example, the Expanded xii Public Works Program which aims at identifying labor-intensive and community construction methods. In order to achieve this the study details a number of key recommendations which are mentioned below: The need to properly define LED and its goals, also to align LED with business and market realities. There should be adequate and appropriate training of officials, adequate funding and ensuring accountability. Active encouragement of local leaders, local level forums and partnerships and close co-operation with beneficiaries should be encouraged. It is also vital to establish LED units and development agencies at local level to drive LED process. It is also important for the municipality to encourage economically viable projects which meet poverty and growth requirements and which can also encourage SMME development

  • Description: In the Eastern Cape Department of Health the performance management and development system progress reviews are performed in a summative manner. This happens when a supervisor leaves out all the other progress reviews and conducts a final progress assessment and monitoring at the end of the year. It is worse when the performance agreements are not even signed during the start of a financial year, neither does a newly qualified employee sign. As a result employees are not appraised because there are no progress reviews that are entered on the Persal system. Employees miss an opportunity to be sent for training at the same time they are rewarded late or not at all. It is obvious that the managers do not understand the aims and objectives of the PMDS policy. The research was an assessment of the effectiveness of the performance management and development system in inculcating professional behaviour in the nursing staff in the three Buffalo City hospitals, namely, East London Hospital Complex, Grey and Bisho hospital. The aspects of the policy investigated were the performance reviews, the competency framework and the performance incentive scheme. This research is qualitative in nature. Data was collected using unstructured interviews and open ended questions. The population of this study involved selected Performance Management Managers, Quality Assurance Manager, Area Managers, junior nurses and clerks working in the Buffalo City Hospitals. The respondents of the study were selected using the stratified random sampling technique. Descriptive methods were used to analyse data. Confidentiality was highly maintained and consent form even distributed from the start of the research. The three Buffalo City hospitals are practising a balanced scorecard as a performance measurement tool. It is in the form of workplans that are different for different levels of employees such as the performance workplans, standard framework workplan and individual workplans. ix The study discovered that there is poor compliance in performing the performance reviews. The attention is on the appraisal aspect more than the development aspect. Also, there is a delay in taking the employees for training as a result they end up not being trained. The employees are not rewarded according to their performance. The PMDS policy states that employees that get a score of three are entitled to get a one percent and those that are rated a four or a five qualify for a performance bonus. The study found that the PMDS policy is not implemented well. It is recommended that the performance management manager and the quality assurance manager need to apply a radical strategic transformation and change management to address the challenges.

  • Description: The HIV/AIDS pandemic has had a devastating effect in the world, as it is now rated as the world’s greatest killer since its appearance in the mid 1980s. A UNICEF Report (2005) states that sub Saharan Africa is the hardest hit with countries like Botswana, Zimbabwe, South Africa, Namibia and Mozambique having an average of one in every five adults being infected. Sub Saharan Africa has less than 3 percent of the world’s population but it has an estimated 65 percent of the world’s population living with HIV/AIDS as it has 26 million of the 40 million infected people worldwide. In May 2003 the Government of Zimbabwe declared HIV/AIDS a national emergency a move that seems to have yielded results as the HIV prevalence rate has come down from 26.1 percent to 18.6 percent in 2005 and further to 15.6 percent in 2007. The Ministry of Health and Child Welfare (2004) states that if the prevalence had continued at 26.1 percent, about two thirds of today’s 15- year-olds would die from this disease. The deterioration of the political, social and economic situation since 1999 and the withdrawal of donor development support due to policy differences require concerted efforts from all parties concerned, now, rather than later. More commitment must be shown by private and public sector organisations to active participation in the establishing of effective workplace programmes, to assist employees, for the pandemic has placed a heavy strain on the health delivery system, as AIDS patients occupy between 50 percent to 70 percent of all hospital beds. Furthermore, the pandemic is killing the youth at the prime of their working careers so the pandemic, while being a health problem also has a negative macro-economic impact which may lead to a developmental crisis. A study was conducted of six organisations, using two questionnaires, one for management and one for non-management level employees. The study investigates whether the organisations had HIV/AIDS programmes and whether such programmes were effective. The findings were that all six organisations had HIV/AIDS programmes in place. However, some of the programmes were not effective because the employees did not know of their existence. Furthermore, it was found that management initiated awareness programmes and made condoms available but the employees were not changing their risky behaviour.

  • Description: This research entails a case study on the investigation of illegal farm evictions in the Great Kei Local Municipality of the Eastern Cape. The study was propelled by the plight of people living and working on farms in South Africa who are always victims of illegal farm evictions. Such evictions in many an instance violate their basic human rights protected by South Africa’s constitution and many other international conventions. It is hoped that the findings and recommendations of the research will have a profound impact on how illegal farm evictions in future will be handled by those championing the rights of people living and working on farms. Similarly, there is hope that this study will create an interest in others to new broader issues of human rights protection. A closer look at concepts like constructive evictions is necessary because of their traumatic nature to their victims. The study is divided into five chapters. 1. Introduction This chapter provides a background, the purpose of the study, specific objectives or research questions, hypotheses or assumptions of the study, the significance of the study, justification or rationale of the study, delimitation of the study, literature review, methodology, ethical considerations, and the limitations of the study. 2. The history of farm evictions in South Africa This chapter gives an outline of farm evictions in South Africa from both the colonial and apartheid 3. The culture of human rights in South Africa This chapter examines the institutions and instruments that influence the human rights culture in South Africa. It focuses on the legislative framework of human rights. 4. Farm evictions in the Great Kei Local Municipality of the Eastern Cape This chapter discusses farm evictions in the Great Kei Local Municipality and South Africa in general between December 2001 and December 2006. A case study of the same municipality is the nucleus of this research. 5. Conclusion The evaluation, findings, and recommendations of the study form the greater part of the chapter.

  • Description: The Republic of South Africa embarked on devolution of specific powers to municipal authorities due to the fact that municipalities are a sphere of government which is at the door step of the citizens. Among the powers that were devolved was the authority to regulate on the rendering of water and services to communities. From now henceforth in this study, water and sanitation services will be referred to as water services. The rural villages that had no access to water services during the previous dispensation were rapidly rendered with these services when the transformed Department of Water Affairs and Forestry took a decision to provide the services on its own in order to give space for the transformation of the local sphere of government such that these municipal X authorities are able to manage the load of the allocation of such functions mainly and to close the vacuum so that there is no gap as to who should be responsible for water provision in rural villages whilst the restructuring of municipalities to include the rural villages as part of the transformation process takes place. A decline in the pace rendering water services to the previously disadvantaged rural communities was noticed after the devolution of water services to municipal authorities and by implication once hands were changed. This left those rural communities that had no access to water services still without the desired water services and those that had water services provided left midway with dry water schemes and dysfunctional infrastructure. This study therefore seeks to uproot the cause for the deceleration of water services once it was devolved to municipal authorities. This decline was noticed by the researcher hence the study seeks to attempt providing alternatives and lasting solutions primarily because water services are essential services and water is life. The main objective of the study is to investigate factors that cause the deceleration of water supply and the slow movement in the acceleration of sanitation services in order to provide alternatives that may yield results. Given the above broad objective this study further aims at examining the following factors: The correlation in funding made available by the central government and the financial resources available to municipalities to perform the function in order to render this service properly. Technical support available to municipalities. Relevant legislation, its policies and its impact on the implementation of the service XI. The correlation between accountability, democratization and community participation on standards and quality of the service to actual outputs. Improvement of service delivery and its relationship with transparency and efficiency. Relatedness of poverty to non provision of water services. The relatedness of poverty, lack of basic services to influx in the cities. Relatedness of the quality of the water services to the outbreak of diseases

  • Description: The aim of this research study was to examine the role of traditional leadership during the upsurge of civil war in Southern Sudan. There has not been much research conducted in this field especially in Abiem County. Throughout the research process the role of traditional leaders has shown an unprecedented position during the liberation struggled characterized by huge support in terms of material support, manpower and political mobilization. The data analysis clearly reflected the roles of traditional leaders that occupied the historical perspective amidst the armed struggle waged by successive liberation movements and especially during the Sudan people’s Liberation Movement and Sudan People’s Liberation Army (SPLM/SPLA) from 1983 - 2004. It reflected on the vital roles of people’s support in the liberation movement represented by their traditional leaders, chiefs, elders, spiritual leaders, women and youth. Thus the perception of the role of traditional leadership in its different categories ha s shown a satisfactory and effective contribution to the war of liberation in Southern Sudan. However, in order to achieve the objectives, an investigation was conducted with various interviewees. As stated earlier, participants ranged from the chiefs and elders to local military and civil appointed administrators, women, youth and religious leaders. The main results of the study have profoundly asserted the important role of traditional leaders in the local government and their involvement in popular decision making and in local conflict management.

Antibacterial properties of the methanol extract of helichrysum pedunculatum

  • Description: The methanol extract of Helichrisum pedunculatum was screened for antimicrobial activity up to a concentration of 5 mg/ml using the agar dilution technique. A number of test bacterial isolates, comprising both Gram negative and Gram positive organisms were susceptible to the crude extract of the plant. The minimum inhibitory concentrations (MICs) of the extract ranged between 1 and 5 mg/ml for the susceptible organisms. The MICs of the selected antibiotics, chloramphenicol and penicillin, ranged between 2 and 4 mg/L, and 2 and 32 mg/L respectively against Bacillus cereus, Proteus vulgaris and Staphylococcus aureus OKOH1. Bactericidal activity was determined by the time kill assay. The methanol extract of the plant was not bactericidal at 1 × MIC for B. cereus, P. vulgaris and Staph. aureus OKOH1. At 2 × MIC the extract was bacteriostatic against B. cereus but bactericidal against P. vulgaris and Staph. aureus OKOH1. Combination studies were done at 1/2 × MIC, 1 × MIC and 2 × MIC of the plant extract with 1 × MIC of the antibiotics. Combinations of the plant extract and chloramphenicol resulted in mostly indifferent interactions against P. vulgaris and Staph. aureus OKOH1 but synergistic interactions at higher concentration of the plant extract for B. cereus. Penicillin combinations gave synergistic interactions at lower concentrations of the plant for P.vulgaris and Staph. aureus OKOH1 but was mostly indifferent for B. cereus.

Assessing unwanted early sexual experiences: a South African university study

  • Description: This study assessed the prevalence of unwanted early sexual experiences (UESE), of the first year psychology students at the University of Fort Hare, in East London. Of the participants, 65 (31 percent) indicated that they had been exposed to some form of non-contact (56.9percent) or contact (22.3 prercent) UESE before the age of 16 years. It was found that more male (42.5 percent) than female (25.2 percent) students reported being exposed to an UESE. The most common perpetrator reported by the majority of the participants were friends (52.4 percent). Most respondents reported that they were only exposed to the UESE once (55.6 percent). The study found that females were significantly more bothered than males both at the time of the UESE and at the time of completing the questionnaire. Both male and female participants were more bothered by the UESE at the time of the event than they were at the time of completing the questionnaire, which indicates an abatement of symptoms over time. The results indicate that flashbacks of the UESE were the most bothersome experience for both male and female participants at the time of completing the questionnaire.

  • Description: The study sought to assess the impact of the Mdantsane Urban Renewal Programme (MURP) in Buffalo City Municipality from an analytical perspective of policy making, policy implementation, strategies and results of the programme. The aim was to analyse and evaluate the policy and implementation framework underpinning the MURP within the auspices of the national Urban Renewal Programme (URP). During the course of the study, literature was reviewed with the aim of contextualizing the study, especially given the ‘controversies’ associated with urban renewal interventions globally. As far as implementation is concerned, the institutional mechanisms, the cooperative government imperatives and the community perspectives are highlighted and reported on. Lastly, the study also proposed different policy and implementation options, as well as an implementation model. This model is advocated as an option for local government consideration with the aim of resolving the urban renewal problematique.

  • Description: In this study, the diversity of forty Salmonella isolates from selected drinking water and wastewater sources in the Eastern Cape Province of South Africa was assessed using parameters such as protein and lipopolysaccharide profile analysis, DNA fingerprinting and antibiotic susceptibility profile as test indices. Wastewater samples from Amalinda, Shornville and Fort Hare wastewater plants, and water samples from Gogogo and Tyume rivers were collected on ice and transported to the laboratory of the department of Microbiology and Biochemistry, University of Fort Hare for processing. The DNA dendograms of Salmonella and the applied UPGMA revealed 4 similarity groups of the strains. Most of the strains recovered from Amalinda, Shornville, Fort Hare wastewater plants, Gogogo and Tyume rivers show a high percentage of genetic similarity. On the other hand, protein dendograms of Salmonella isolates revealed 2 similarity groups which varied widely. Also, the lipopolysaccharide dendograms revealed three similarity groups with the first similarity groups showing a very high relatedness between strains from different water sources. The second similarity group included 16 strains which formed a rather homogenous group, and the third similarity group formed a distinct group. Of the seven antibiotics and sulfonamides tested against the Salmonella species, five namely, neomycin, chloramphenicol, kanamycin, streptomycin and cotrimoxazole were significantly inhibitory, while the bacteria showed considerable resistance to doxycycline and sulphamethoxazole. Our results based on restriction digestion, SDS/PAGE and dendogram construction show that there is a high similarity between the forty Salmonella strains studied, and that these methods are valuable tools for evaluating the relatedness ofSalmonella species. Our observations have proffered a veritable reference point on the diversity of Salmonella strains in the studied area.

  • Description: Goats significantly contribute towards the subsistence, economic and social livelihoods of many resource-poor farmers in developing countries, the majority of which own goats. There, however, is dearth of information on communal goat production potential and roles to the rural populace. The broad objective of the study was to evaluate production practices, constraints, production efficiency and to determine nutritional and health status of goats raised by resource-poor communal farmers in the Eastern Cape Province of South Africa. Roles and management systems of goats, goat flock dynamics and, prevalence and loads of gastrointestinal infections and the nutritional status of goats in the study areas were determined. The relationships among body weight, body condition score, faecal egg counts and, haematological and biochemical profiles were also determined. Mean goat flock sizes per household were similar between the two districts studied; Amatole (14.0 ± 0.31) and Alfred Nzo (14.1 ± 1.42). Seventy-nine percent of households in Amatole and 78% in Alfred Nzo kept goats for ceremonies, such as the initiation ceremonies. Goat houses in the two districts were poorly constructed. Thirty two percent of farmers in Alfred Nzo district and 27% in Amatole district reported low buck to doe ratios, suggesting that inbreeding might have been reducing productivity of their flocks. Kid mortality had two major peaks; in May (21%) and in September (21%). Goat production potential (GPP), the proportion of mature and growing goats to the total flock size, was affected by gender of owner of goats. Goats owned by female had a significantly lower GPP value of 0.63 ± 0.015 than goats owned by male farmers (0.70 ± 0.010). Month also significantly affected GPP with the highest (P < 0.05) GPP recorded in May, June and July and the lowest in March and April. Village affected GPP with values for Nkosana and Qawukeni being significantly higher than for Mankone. Goat production potential was also higher (P < 0.05) in small flocks (0.04 ± 0.008) than in large flocks (0.02 ± 0.008). Goat production efficiency (GPE) ranged from 0.11 ± 0.193 in April to 1.55 ± 0.193 in December. The most prevalent gastrointestinal eggs were the strongyle egg type (68.4 ± 8.49 in Qawukeni and 96.1 ± 12.01 in Nkosana) followed by coccidia (53.3 ± 8.76 in Qawukeni and 68.8 ± 8.00 in Mankone). The other identified nematodes were Strongyloides and Trichostrongylus egg types. The trematodes observed were Fasciola and Paramphistomum species. High loads of strongyle eggs were observed in the hot-wet season and the post-rainy season, whilst the other egg types showed a peak in the hot-wet season only. For most of the gastrointestinal parasite eggs, prevalence was higher (P < 0.05) in the sour rangeland compared to the sweet rangeland. Higher (P < 0.05) levels of total protein (TP), globulin, aspartate aminotransferase (AST) and creatinine kinase (CK) levels were recorded in the wet than in the dry season. Body condition scores were positively correlated (P < 0.05) to albumin, body weight and packed cell volume. However, body condition scores were negatively correlated to TP, glucose, alanine transaminase (ALT) and AST. Strongyle egg loads were positively correlated to FAMACHA scores, packed cell volume, body weight and body condition score. The observed high globulin levels suggested a chronic health challenge. Thus, it is fundamental to devise affordable interventions for the control of gastrointestinal parasites in communal goats leading to improved goat productivity and hence rural livelihood

  • Description: This study focused on community development education and practice for the democratic and transformative South context. Social and community development are relatively new approaches to social welfare and community development is emerging as a discipline and profession to contribute to the goal of developmental social welfare. Community work, albeit to a minimal extent and not community development was viewed as a method of social work during apartheid. With community development being prioritized as an intervention strategy for poverty reduction by the national government, the gap in community development education needs to be addressed. The goal of the study was to develop an undergraduate curriculum framework for community development education that would produce a new generation of ethical community development professionals to contribute to the goal of developmental social welfare. The study focused on the integrated approach to community development education and practice; with education of the student as a whole human being as critical for community development in a transformative South Africa. To achieve its goal, the study identified three themes that were critical to the research: a conceptual framework, clarifying key terms; a curriculum framework for community development education; and qualities and ethics for a new generation of development practitioners. The qualitative study was based in the Eastern Cape Province, South Africa and because of the lack of a referential framework for community development education, the researcher looked towards learning from India which has over fifty years of experience in social and community development education and practice. The state of Kerala established a social development approach in 1957 and was chosen as a learning experience. The state’s Kudumbashree Mission which aims at poverty alleviation through the empowerment of women was chosen as a case study. The integral and values based education system of Sri Sathya Sai University in the state of Andhra Pradesh and the community development education and practice of Loyola College in the state of Kerala were examined. The research design was exploratory, conceptual, descriptive and developmental in nature. The qualitative methodology best suited the nature of this study and a combination of methods to obtain data from a variety of sources across national boundaries was employed. The participants interviewed in both countries were purposively selected for their involvement in social and community development directly as target groups, practitioners, managers and policy makers. The research produced a philosophical and theoretical framework that is unitary and integral and aligned with the current social development policy to guide community development education and practice. The unitary and integral framework encompasses the individual within the family and community context and locates the various dimensions of development such as the social, physical, cultural, psychological, spiritual, political and economical dimensions within a unitary platform. The framework is dominated by the holistic and humanistic philosophies without negating the rational and pragmatic perspectives. In conclusion, the study conceptualizes community development as a natural process; the integration of individual and collective consciousness and an intervention. The outcome of the study is a recommended curriculum framework for community development education that would be of relevance to the Eastern Cape Province in particular and for the South African context generally.

  • Description: Development thinkers and practitioners have been pondering over community participation for the last decades. Some even called the 1980s a decade of participation in development discourse while others also view the current decade of social movements, Non-Governmental Organizations, and Community-Based Organizations as a manifestation of organized community participation. The Sangwe Communal Lands is one such area that researchers in the last decades have been pondering over the role of community participation in project sustainability. Likewise this study evaluates the effectiveness of community participation in Sangwe where it has been hypothesized that the current participation discourse has not lived up to its billing of ensuring sustainable projects. The research therefore explores some of the politics surrounding community participation in Sangwe and Zimbabwe at large. From one angle to the other, the research overviews some of the different theoretical orientations, goals, processes and practices that are commonly used but not always recognized to constitute genuine community participation. The research is intended to clarify some of the differences that emerge when projects are designed, and to stimulate discussion about community participation more generally. This study shows that the local communities who in this case are the reason for being of NGOs and their programmes are quite critical in development projects undertaken in their own areas. This to a larger extent determines the success of development initiatives at all levels. Such a scenario calls for a proper sustainable and pro-rural community legal and policy framework as a pre-requisite for sustainable projects. The study further highlights the need for development workers and agents to change their attitude towards communities and their indigenous knowledge systems. They need to co-opt community indigenous knowledge as a system that has a unique contribution to sustainable development. Above all, attitude change is the pillar for the New World System and 21st century development paradigm that respects local values, concerns, culture, and aspirations and that these should be taken on board in the management of development programmes.

  • Description: This study evaluates the potential for community-based ecotourism as conservation and development strategy in Kome village, which is an unprotected area. The study adopts the ecotourism concept to illustrate how communitybased ecotourism can be a tool for conservation and development in poor rural communities. Adopting the intensive case study design, the study investigates the major challenges for community-based ecotourism in Kome village. Findings reveal that Kome community derives low socio-economic benefits including limited earnings, low employment, poor benefits sharing and lack of entrepreneurships. Kome has a potential to offer better community-based ecotourism products due to diverse tourist attractions ranging from historical, cultural activities to natural scenery. The study suggests and recommends formation of a partnership between the Kome community, private, public sector and the NGOs as a strategy for development. The study concludes that ecotourism can be an appropriate option for conservation and development for Kome village.

  • Description: This research was undertaken with a view to advancing scholarship on the production and reproduction of notions of masculinity through everyday experiences of violence in the domestic sphere. In particular, the researcher sought to explicate constructions of masculinity in men’s narratives of their experiences of violence in the homeplace. The participants in this study constituted a fairly homogenous sample in terms of age, education, geographic location, and socio-economic status. A homogenous sample was purposefully selected because it aided an analysis of the phenomenon under study without diversions from extraneous variables. Data was collected from semi-structured, personal, in-depth, face-to-face interviews with eight young men. In these interviews participants were asked to recall and to talk about one particular experience of domestic violence that they witnessed or that had happened to them in the past. Photo elicitation was used as a reflective technique aimed at facilitating recall and discussion during the interviews. Data was analysed by means of a discourse analysis. The main findings of this research were that the participants grew up in communities where a more traditional hegemonic masculinity was commonplace and where violence as a means of exerting control was associated with being a ‘real man’. The participants did however question this notion of masculinity as a result of their experiences, particularly when they perceived the violence that they had been exposed to as excessive or unwarranted.

  • Description: Africa’s international marginalization is preponderantly conceptualized through world systems approaches, particularly structural dependency. Consequently, the region’s socioeconomic quagmire, characterized by economic stagnation, abysmal poverty, inequality and foreign dependency, is often attributed to its colonial heritage. Particular reference is made to the small size of the African state and its structural specialization in primary production. Collective self reliance based on mutual interdependence (regional integration) thus suggests itself as a logical way to overcome the structural constraints imposed by the small size of the state, while at the same time representing a viable alternative to asymmetric trade with developed countries. It is within the context of this theoretical framework that this study critiques the predisposition of the regional body in Southern Africa, the Southern African Development Community (SADC), towards a trade biased approach to regional integration (market integration). This critique is based on theoretical and empirical findings showing that trade led strategies are primarily suited for developed countries with robust manufacturing industries and complimentary production structures. Countries in Southern Africa are however characterized by a near absence of manufacturing industries, are at different levels of development and show low levels of trade complementarities. This study therefore concludes that market integration is an inappropriate strategy for regional integration in Southern Africa and in the process suggests development integration – a political economy approach, as an alternative.

Determinants of household food security in the semi-arid areas of Zimbabwe: a case study of irrigation and non-irrigation farmers in Lupane and Hwange districts

  • Description: Lupane and Hwange districts fall under natural region IV and V and lie in the semi-arid regions of Zimbabwe with low and erratic mean annual rainfall not exceeding 600mm. Seventy percent of Zimbabwe’s population lives in communal areas, whose livelihood is based on agriculture. The communities in these areas mainly practice mixed farming systems. However, crop production is constrained by water availability and suitable production techniques. As a result households in these areas are experiencing worsening levels of household food insecurity. Two irrigation schemes were identified for this study and these are located in these two districts. Tshongokwe irrigation scheme is located in Lupane district and Lukosi irrigation scheme is located in Hwange district and these irrigation schemes are about 25 hectares in size. Lupane and Hwange districts are considered to be one of the most food insecure areas in the country because of the frequent droughts and unreliable rainfall in the region. The major tool of enquiry in this study was the questionnaire which was used to collect data from the households that farm on irrigated land and those that farm on dryland farming. Household and farm characteristics were collected using structured questionnaires with the help of locally recruited and trained enumerators. Agricultural production, household consumption and marketing of agricultural produce were accessed using the questionnaire to establish problems experienced by farmers. The main objective of this study was to investigate the determinants of household food security using a logistic regression model. The model was initially fitted with thirteen variables, selected from factors identified by previous researchers that affect food security in communal areas. Six variables were found to be significant at 1, 5 and 10 percent significance level and all had the expected signs except farm size. These factors include access to irrigation, farm size, cattle ownership, fertilizer application, household size and per capita aggregate production. The results obtained were further analyzed to compute partial effects on continuous variables and change in probabilities on the discrete variables for the significant factors in the logistic regression model. Analysis of partial effects revealed that household size, farm size, cattle ownership and per capita aggregate production lead to a greater probability of household being food secure. Change in probability results showed that having access to irrigation and using fertilizer can increase the probability of household being food secure The findings of this study highlight a positive and significant relationship between access to irrigation, fertilizer application, cattle ownership, per capita aggregate production to household food security. Household size and farm size have a negative and significant relationship on household food security. This study shows the effectiveness of irrigated farming over dryland farming in the semi-arid areas. The results show increased agricultural production, crop diversification and higher incomes from irrigation farming as compared to dry land farming. Irrigation farming has enabled many households to diversify their source of income and generate more income. Irrigation has enabled households with irrigation not only to feed themselves throughout the year but also to invest on non-agricultural goods and services from incomes received from crop sales Based on the results from the logistic regression model, it can be concluded that household size, farm size, per capita aggregate production, cattle ownership, fertilizer application and access to irrigation have a positive effect on household food security and the magnitude of changes in conditional probabilities have an impact on household food security.

Determination and validation of ethno-veterinary practices used as alternatives in controlling cattle ticks by resource-limited farmers in the Eastern Cape Province, South Africa

  • Description: Ticks are the most common external parasites of economic importance in the livestock farming sector of Southern Africa. They are vectors of tick-borne diseases and are commonly controlled using conventional acaricides, which are expensive and not readily available to resource-limited farmers. As a result many resource-limited farmers resort to use of alternative materials to control ticks on their livestock. Tick resistance to acaricide is an increasing problem in Southern Africa and poses a real economic threat to livestock and veterinary pharmaceutical industries. The objective of this study was to document and validate the ethno-veterinary remedies used as alternative methods of controlling cattle ticks by resource-limited farmers. A questionnaire survey was conducted in May 2007, at Qolora by-Sea and Nontshinga in Centane district, to determine tick control methods used by resource limited farmers in the Amathole District Municipality of the Eastern Cape Province, South Africa. Furthermore, in vitro and in vivo experiments were done to validate the acaricidal properties of ethnoveterinary remedies used by resource-limited farmers. Ticks were reported to be a major problem, transmitting diseases like anaplasmosis (89.8%), babesiosis (55.9%) and ehrlichiosis (16.9%), they also cause wounds that predispose cattle to screwworm infestation, tick worry and teat damage. All farmers used acaricides and dipping tanks provided by the government to control ticks, as the main tick control method. However, the majority (94.9%) were of the opinion that the dip wash was not effective in controlling ticks. As a result, farmers complemented the government dipping service with use of own initiatives like spraying with conventional acaricides (22%), household disinfectants such as Jeyes fluid (18.6%), used engine oil (10.2%), chickens feeding on ticks (5.1%), manual iv removal (5.1%), and pouricides (1.7%). In addition, some farmers also use plants (6.8%), mainly the leaf of Aloe ferox and the bark of Ptaeroxylon obliquum. The in vitro repellency models showed Jeyes fluid (76.8 and 100% concentrations) and P. obliquum (40%) had repellent properties that lasted 6 hours and 40 minutes respectively while that of, Tabard (35% diethyltoluamide) positive control, lasted for 4 hours when applied against nymphal stages of Rhipicephalus sanguineus ticks. In the contact bio-assay, undiluted used engine oil, T. minuta oil (50%), Ektoban® (Cymiazol 17.5% and cypermethrin 2.5%) and Jeyes fluid (76.8%) caused higher tick mortality of more than 86%. Other materials (A. ferox, Lantana camara and Tagetes minuta) had no repellence and acaricidal properties. In the in vivo study, Jeyes fluid at a concentration of 76.8% and used engine oil displayed efficacy of 71 and 76.4% respectively which was similar to that of the positive control Ektoban® at 97.8% tick load reduction. Among plant materials L. camara at 40% concentrations had an efficacy of 57% while A. ferox, P. obliquum and T. minuta were not effective at all. The remedies used by resource-limited farmers to control ticks vary in efficacy. Their ability to reduce tick load on cattle appears to be promising and a welcome development as their use could probably reduce tick burdens in cattle with less expenditure. However, further investigations need to be done before they are recommended for use. Despite being effective some of the materials have potential toxic effects in animals and also cause environmental contamination and I recommend used engine oil, Jeyes fluid and L. camara for further testing as they showed some efficacy compared to other remedies.
