- Description: In the last 50 years microelectronics have advanced at an exponential rate, causing microelectronic devices to shrink, have very low operating voltages and increased complexities; all this has made circuits more sensitive to various kinds of failures. These trends allowed soft errors, which up until recently was just a concern for space application, to become a major source of system failures of electronic products. The aim of this research paper was to investigate different mitigation techniques that prevent these soft errors in a Video Graphics Array (VGA) controller which is commonly used in projecting images captured by cameras. This controller was implemented on a Flash Based Field Programmable Gate array (FPGA). A test set-up was designed and implemented at NRF iThemba LABS, which was used to conduct the experiments necessary to evaluate the effectiveness of different mitigation techniques. The set-up was capable of handling multiple Device Under Tests (DUT) and had the ability to change the angle of incidence of each DUT. The DUTs were radiated with a 66MeV proton beam while the monitoring equipment observed any errors that had occurred. The results obtained indicated that all the implemented mitigation techniques tested on the VGA system improved the system’s capability of mitigating Single Event Upsets (SEU). The most effective mitigation technique was the OR-AND Multiplexer Single Event Transient (SET) filter technique. It was thus shown that mitigation techniques are viable options to prevent SEU in a VGA controller. The permanent SEU testing set-up which was designed and manufactured and was used to conduct the experiments, proved to be a practical option for further microelectronics testing at iThemba LABS.

- Description: The Republic of South Africa’s energy economy is under immense pressure and the main energy utility, Eskom, cannot reliably generate sufficient electrical energy to meet its customer demand. Water security in South Africa is also under threat as the country is currently amidst a water crisis. The South African manufacturing industry is the sector consuming the largest portion of the total energy consumption and second largest portion of the total water consumption (excluding urban use) nationally. Water and energy efficiency improvement is becoming imperative for organisational success as well as national economic sustainability. This is due to the significant increase in the cost of both electrical energy and water in recent years, and the drop in the reserve energy margin below the minimum level required for sustainable operation of energy utilities. The research objective therefore was to develop a Lean-based water and energy efficiency improvement framework for the manufacturing industry to encourage and realise a reduced demand for energy and water in it. A literature review was conducted on the water and energy landscape in South Africa, Lean manufacturing principles and their positive natural influence on water and energy efficiency, and the Value Stream Mapping tool. The survey of water and energy wastes in the manufacturing industry yielded the creation of standardised water and energy waste categories for use in conjunction with the conventional Lean wastes, tools and techniques. The literature survey indicated that the implementation of Lean manufacturing techniques naturally leads to the improvement of energy and water intensity. The researcher hypothesised that there is even greater potential for water and energy savings if a Lean-based tool is developed to specifically focus on the improvement of energy and water efficiency. A framework for this tool was developed through the literature survey. The tool is based on the Value Stream Mapping tool. A practical experiment was then conducted to establish the effectiveness of the tool in the South African manufacturing industry. The experiment design included an outline of the forecasting and statistical validation techniques to ensure the integrity of data utilised for approving or disproving the set hypotheses. The results of the practical experiment yielded positive results, confirming the hypothesis that the implementation of the developed framework will lead to improved energy and water efficiency in the manufacturing industry. After an explanation of the experimental results, the study concluded with recommendations and conclusions based on the findings.

This research is aimed at investigating whether ethical conduct among new entry level emerging contractors can contribute to and ensure their sustainable competitiveness within the South African construction industry. This research is also aimed at determining whether education and knowledge of entrepreneurship, business, project and construction management and building contracts can contribute to new entry level emerging contractors’ ethical conduct and sustainable competitiveness. The literature reviewed and results of quantitative and qualitative research amongst professional consultants in South Africa formed the basis of the study. Ethics is a sensitive topic within the industry and therefor it is difficult to gather data directly from contractors, as they are reluctant to participate in fear of revealing their identities and having it negatively influencing their personal and business credentials. Therefor unbiased respondents who were not directly linked to emerging contractors and who were unafraid to give objective opinions were questioned. These unbiased respondents included consultants within the industry. The study revealed that ethics is an important factor in any business environment and that the correct application thereof can partially contribute to the sustainable competitiveness of new entry level emerging contractors and this in turn can promote the long term survival of a business. Furthermore, knowledge of good management practices and building contracts can contribute to a successfully run business. However, the average new entry level emerging contractor has insufficient experience and knowledge of the management of construction projects, as well as building contracts.

- Description: Supply Chain Management (SCM) has an overwhelming impact on firms as it directly impacts on sales and costs. Therefore, it must be a core competency for any organization and thus SCM expertise is highly valued in organisations. Procurement of goods and services has a major impact on the successful execution of the project. Procurement can help the business, ensuring that all the goods and services they buy will be of the right quality, quantity and price, and they will be delivered ‘just in time’. The application of procurement policies and practices, using fair and open procedures, is crucial not only for attracting efficient contractors and suppliers, but also to safeguard the principle of accountability and the cost-effective use of funds. Before awarding a tender, there is a substantial amount of work to be undertaken by the project manager, contracts manager, end user, buyer, and authorising committees. Commitment from personnel involved in contract awarding is not adequate. Furthermore, the Eskom governance process sometimes contributes to delays in awarding a contract. before the enquiry and tender documentation is sent out to the suppliers on the tender list, the core team involved in the procurement process verifies that the enquiry is complete and correct. Should there be contractual or legal issues during the execution of the project in the form of say a contract that has been issued with unsuitable clauses, solving the problem becomes difficult. Contractors will sometimes use contract clauses to suit themselves, and take advantage of the employer, causing cost overruns due to the difficulties in managing the contract. Eskom’s commercial activities are governed by the Public Finance Management Act (PFMA) and Constitution of South Africa, which states that an organisation such as Eskom should have in place “an appropriate procurement and provisioning system which is fair, equitable, transparent, competitive, and cost-effective.” This can eliminate irregularities in contracts, since they can have a serious economic impact, interfere with fair competition, and destroy confidence in the integrity and functioning of public administration Such irregularities may lead to costs overruns on projects where incompetent contractors are awarded a contract. Incorrect financial forecasting is a very serious issue, and needs to be addressed in order to help strengthen the cash flow and forecasting within Eskom. This research strategy is intended for quantifying observations of human behaviour, with the emphasis on exact measurements. The primary data for this study was generated through the administration of a structured questionnaire survey conducted among engineers, project managers, contract managers, and forensics personnel. The secondary data for the present study was gathered from literature in the form of open ended questionnaire from the same personnel. Poor commitment of buyers and chain approval meetings being shifted affect the delays in awarding of contracts. Lack of training of contract managers, absence of legal representative’s advice and squad checking meetings not being represented properly contributes to contracts being awarded with unsuitable clauses. Managers specifically forcing contracts to be awarded to a specific contractor, nepotism or favoritism, politics and contractor greediness, relate to irregularities in contracts. Lack of experience, revision of scope (unclarified scope), project delays, less effort being made when forecasting and unforeseen circumstances, such as strikes, and forces of nature, relate to incorrect financial forecasting. Continuous training and commitment of all personnel involved in the project environment is important, therefore Eskom personnel in the project environment should work as a team in an integrated way. - Description: The effectiveness of implementing field programmable gate arrays (FPGAs) in communication, military, space and high radiation environment applications, coupled with the increased accessibility of private individuals and researchers to launch satellites, has led to an increased interest in commercial off the shelf components. The metal oxide semiconductor (MOS) structures of FPGAs however, are sensitive to radiation effects which can lead to decreased reliability of the device. In order to successfully implement a FPGA based system in a radiation environment, such as on-board a satellite, the single event upset (SEU) and total ionizing dose (TID) characteristics of the device must first be established. This research experimentally determines a research procedure which could accurately determine the SEU cross sections and TID characteristics of various mitigation techniques as well as control circuits implemented in a ProASIC3 A3P1000 FPGA. To gain an understanding of the SEU effects of the implemented circuits, the test FPGA was irradiated by a 66MeV proton beam at the iTemba LABS facility. Through means of irradiation, the SEU cross section of various communication, motor control and mitigation schemes circuits, induced by high energy proton strikes was investigated. The implementation of a full global triple modular redundancy (TMR) and a combination of TMR and a AND-OR multiplexer filter was found to most effectively mitigate SEUs in comparison to the other techniques. When comparing the communication and motor control circuits, the high frequency I2C and SPI circuits experienced a higher number of upsets when compared to a low frequency servo motor control circuit. To gain a better understanding of the absorbed dose effects, experimental TID testing was conducted by irradiating the test FPGA with a cobalt-60 (Co-60) source. An accumulated absorbed dose resulted in the fluctuation of the device supply current and operating voltages as well as resulted in output errors. The TMR and TMR filtering combination mitigation techniques again were found to be the most effective methods of mitigation.

Ultra-high precision machining of contact lens polymers

- Description: Contact lens manufacture requires a high level of accuracy and surface integrity in the range of a few nanometres. Amidst numerous optical manufacturing techniques, single-point diamond turning is widely employed in the making of contact lenses due to its capability of producing optical surfaces of complex shapes and nanometric accuracy. For process optimisation, it is ideal to assess the effects of various conditions and also establish their relationships with the surface finish. Presently, there is little information available on the performance of single point diamond turning when machining contact lens polymers. Therefore, the research work undertaken herewith is aimed at testing known facts in contact lens diamond turning and investigating the performance of ultra-high precision manufacturing of contact lens polymers. Experimental tests were conducted on Roflufocon E, which is a commercially available contact lens polymer and on Precitech Nanoform Ultra-grind 250 precision machining. Tests were performed at varying cutting feeds, speed and depth of cut. Initial experimental tests investigated the influence of process factors affecting surface finish in the UHPM of lenses. The acquired data were statistically analysed using Response Surface Method (RSM) to create a model of the process. Subsequently, a model which uses Runge-Kutta’s fourth order non-linear finite series scheme was developed and adapted to deduce the force occurring at the tool tip. These forces were also statistically analysed and modelled to also predict the effects process factors have on cutting force. Further experimental tests were aimed at establishing the presence of the triboelectric wear phenomena occurring during polymer machining and identifying the most influential process factors. Results indicate that feed rate is a significant factor in the generation of high optical surface quality. In addition, the depth of cut was identified as a significant factor in the generation of low surface roughness in lenses. The influence some of these process factors had was notably linked to triboelectric effects. This tribological effect was generated from the continuous rubbing action of magnetised chips on the cutting tool. This further stresses the presence of high static charging during cutting. Moderately humid cutting conditions presented an adequate means for static charge control and displayed improved surface finishes. In all experimental tests, the feed rate was identified as the most significant factor within the range of cutting parameters employed. Hence, the results validated the fact that feed rate had a high influence in polymer machining. - Description: Contact lens manufacture requires a high level of accuracy and surface integrity in the range of a few nanometres. Amidst numerous optical manufacturing techniques, single-point diamond turning is widely employed in the making of contact lenses due to its capability of producing optical surfaces of complex shapes and nanometric accuracy. For process optimisation, it is ideal to assess the effects of various conditions and also establish their relationships with the surface finish. Presently, there is little information available on the performance of single point diamond turning when machining contact lens polymers. Therefore, the research work undertaken herewith is aimed at testing known facts in contact lens diamond turning and investigating the performance of ultra-high precision manufacturing of contact lens polymers. Experimental tests were conducted on Roflufocon E, which is a commercially available contact lens polymer and on Precitech Nanoform Ultra-grind 250 precision machining. Tests were performed at varying cutting feeds, speed and depth of cut. Initial experimental tests investigated the influence of process factors affecting surface finish in the UHPM of lenses. The acquired data were statistically analysed using Response Surface Method (RSM) to create a model of the process. The agricultural sector is important because it contributes approximately 2% to the gross domestic product of the country. However, many factors impact on the sustainability of traditional agriculture in South Africa. Unpredictable climatic conditions, land degradation and a lack of information and awareness of innovative farming solutions are among the factors plaguing the South African agricultural landscape. Various farming techniques have been looked at in order to mitigate these challenges. Among these interventions are the introduction of organic agriculture, greenhouse agriculture and hydroponic agriculture, which is the focus area of this study. Hydroponic agriculture is a method of precision agriculture where plants are grown in a mineral nutrient solution instead labour- intensive activity that requires an incessant monitoring of the farm environment in order to ensure a successful harvest. Hydroponic agriculture, however, presents a number of challenges that can be mitigated by leveraging the recent mobile Information and Communication Technologies (ICTs) breakthroughs. This dissertation reports on the development of a wireless ICT monitoring application for hydroponic agriculture: HydroWatcher mobile app. HydroWatcher is a complex system that is composed of several interlacing parts and this study will be focusing on the development of the mobile app, the front-end of the system. This focus is motivated by the fact that in such systems the front-end, being the part that the users interact with, is critical for the acceptance of the system. However, in order to design and develop any part of HydroWatcher, it is crucial to understand the context of hydroponic agriculture in South Africa. Therefore, complementary objectives of this study are to identify the critical factors that impact hydroponic agriculture as well as the challenges faced by hydroponic farmers in South Africa. Thus, it leads to the elicitation of the requirements for the design and development of HydroWatcher. This study followed a mixed methods approach, including interviews, observations, exploration of hydroponic farming, to collect the data, which will best enable the researcher to understand the activities relating to hydroponic agriculture. Nevertheless, these modern control techniques have only recently been introduced for use on high-specification Programmable Logic Controllers (PLCs) and usually at a very high cost in terms of the required software and hardware. This ‗intelligent‘ control in the sector of industrial automation, specifically on standard PLCs thus remains an area of study that is open to further research and development. The research documented in this thesis examined the effectiveness of linear traditional control schemes such as Proportional Integral Derivative (PID), Lead and Lead-Lag control, in comparison to non-linear NN based control schemes when applied on a strongly non-linear platform. To this end, a mechatronic-type balancing system, namely, the Ball-on-Wheel (BOW) system was designed, constructed and modelled. Thereafter various traditional and intelligent controllers were implemented in order to control the system. The BOW platform may be taken to represent any single-input, single-output (SISO) non-linear system in use in the real world. The system makes use of current industrial technology including a standard PLC as the digital computational platform, a servo drive and wireless access for remote control. The results gathered from the research revealed that NN based control schemes (i.e. Pure NN and NN-PID), although comparatively slower in response, have greater advantages over traditional controllers in that they are able to adapt to external system changes as well as system non-linearity through a process of learning. These controllers also reduce the guess work that is usually involved with the traditional control approaches where cumbersome modelling, linearization or manual tuning is required. Furthermore, the research showed that online-learning adaptive traditional controllers such as the NN-PID controller which maintains the best of both the intelligent and traditional controllers may be implemented easily and with minimum expense on standard PLCs.

Design/methodology/approach: The research approach used for the study was mainly quantitative. The quantitative methods used were descriptive and non-parametric statistical methods (Kruskal- Wallis Test and Mann-Whitney U Test). The selected sample for the study was categorised as internal stakeholders (i.e. employees that are permanently employed by Eskom) and external stakeholders (i.e. people that are employed by Eskom on a contract basis as quantity surveying, project management and engineering consultants) The scope of the study was to determine whether there are professional-, personal- and corporate ethical challenges in client organisations. A literature review was conducted; and all the relevant literature relating to professional-, personal- and corporate ethics in client organisations was collated, and then used to develop a questionnaire. The questionnaires were distributed to internal and external stakeholders, who were involved during infrastructural delivery in client organisations, in order to acquire different views on ethical perceptions. The data obtained from the questionnaires were analysed, and used to test if the hypotheses were supported or not. Findings: The findings of this study revealed that the demographic profile does not have any significant influence on the ratings of internal and external stakeholders’ perceptions of the lack of professional and personal ethics – or on the enforcement of corporate ethics. Furthermore, this study also revealed that there is no significant difference in the ethical perceptions of internal and external stakeholders, on the enforcement of a professional and corporate ethical culture. Lastly, only in the personal ethics section there is a significant difference in ethical perception. In relation to the statement of the problem, the findings of this study revealed that internal and external stakeholders’ lack of professional- and personal ethics and the enforcement of corporate ethics are largely unknown. Research limitations: This study was limited to only Built environment professionals (including service providers) working for Eskom ECOU. Practical implications: The study revealed that there are ethical challenges in client organisations, even though they might be largely unknown. This clearly shows that construction industry professionals are all susceptible to unethical behaviour. - Description: The “What” and “Why” in information system development in resource restricted environments is already well covered in literature. However, the “How” to do it still has not been explored. This thesis reports on the development of a locally flavoured participatory user requirements elicitation framework for the development of information systems in resource restricted environments. It uses existing participatory design practices, user requirements elicitation literature and local participatory norms and traditions to achieve this. In doing so, it takes a step towards the way information systems could be developed in resource restricted environments. The topic of this thesis is mainly motivated by the recent calls in existing literature for developing countries to start developing their own information systems in order to address their own requirements. Accordingly, and to lay a foundation towards the realisation of this goal, this research is positioned within the user requirements elicitation region of information systems development. Current user requirements elicitation methods use traditional methods where experts/designers ask system users questions through interviews or learn about their environment through observations. This research proposes a shift from this approach to one that not only views users as equal partners in the elicitation process but in the whole information systems development process. This is in the spirit of participatory design, which was developed in Scandinavia more than four decades ago. Further, recent research in participatory design emphasises the importance of its contextual nature and concedes that there is no single best practice for participatory design in information systems that applies to all contexts. This research explores the information systems development discourse in resource restricted environments in Africa. Its purpose is to enhance understanding of the local contexts, thus providing new insights on how to develop a framework that speaks to local challenges using norms and traditions in order to develop information systems that address local requirements. Thus, the main contribution of this research lies in laying a foundation for a locally flavoured participatory approach for information systems development in resource restricted environments. It contributes to the existing information systems development, participatory design and user requirements elicitation body of knowledge by developing a framework for participatory user requirements elicitation. In addition, it contributes to the participatory design body of knowledge by introducing an age-old African participatory decisionmaking approach to the academic participatory design community. In doing so, it adopts the meaning of participation from an African value system point of view, which is something that has only been previously explored in the Nordic countries and North America. - Description: The “What” and “Why” in information system development in resource restricted environments is already well covered in literature. However, the “How” to do it still has not been explored. This thesis reports on the development of a locally flavoured participatory user requirements elicitation framework for the development of information systems in resource restricted environments. It uses existing participatory design practices, user requirements elicitation literature and local participatory norms and traditions to achieve this. In doing so, it takes a step towards the way information systems could be developed in resource restricted environments. The topic of this thesis is mainly motivated by the recent calls in existing literature for developing countries to start developing their own information systems in order to address their own requirements. Accordingly, and to lay a foundation towards the realisation of this goal, this research is positioned within the user requirements elicitation region of information systems development. Current user requirements elicitation methods use traditional methods where experts/designers ask system users questions through interviews or learn about their environment through observations. This research proposes a shift from this approach to one that not only views users as equal partners in the elicitation process but in the whole information systems development process. This is in the spirit of participatory design, which was developed in Scandinavia more than four decades ago. Further, recent research in participatory design emphasises the importance of its contextual nature and concedes that there is no single best practice for participatory design in information systems that applies to all contexts. This research explores the information systems development discourse in resource restricted environments in Africa. Its purpose is to enhance understanding of the local contexts, thus providing new insights on how to develop a framework that speaks to local challenges using norms and traditions in order to develop information systems that address local requirements. Thus, the main contribution of this research lies in laying a foundation for a locally flavoured participatory approach for information systems development in resource restricted environments. It contributes to the existing information systems development, participatory design and user requirements elicitation body of knowledge by developing a framework for participatory user requirements elicitation. In addition, it contributes to the participatory design body of knowledge by introducing an age-old African participatory decisionmaking approach to the academic participatory design community. In doing so, it adopts the meaning of participation from an African value system point of view, which is something that has only been previously explored in the Nordic countries and North America. Finally, recommendations for the application, limitations and avenues for further research are incorporated into the findings of this research.

The tutors on the service are all volunteers and the learners far outnumber the available tutors at any given time. School learners on the service use a shorthand language-form called microtext, to phrase their queries. Microtext is an informal form of language which consists of a variety of misspellings and symbolic representations, which emerge spontaneously as a result of the idiosyncrasies of a learner. The specific form of microtext found on the Dr Math service contains mathematical questions and example equations, pertaining to the tutoring process. Deciphering the queries, to discover their embedded mathematical content, slows down the tutoring process. This wastes time that could have been spent addressing more learner queries. The microtext language thus creates an unnecessary burden on the tutors. This study describes the development of an automated process for the translation of Dr Math microtext queries into mathematical equations. Using the design science research paradigm as a guide, three artefacts are developed. These artefacts take the form of a construct, a model and an instantiation. The construct represents the creation of new knowledge as it provides greater insight into the contents and structure of the language found on a mobile mathematics tutoring service. The construct serves as the basis for the creation of a model for the translation of microtext queries into mathematical equations, formatted for display in an electronic medium. No such technique currently exists and therefore, the model contributes new knowledge. To validate the model, an instantiation was created to serve as a proof-of-concept. The instantiation applies various concepts and techniques, such as those related to natural language processing, to the learner queries on the Dr Math service. These techniques are employed in order to translate an input microtext statement into a mathematical equation, structured by using mark-up language. The creation of the instantiation thus constitutes a knowledge contribution, as most of these techniques have never been applied to the problem of translating microtext into mathematical equations. For the automated process to have utility, it should perform on a level comparable to that of a human performing a similar translation task. To determine how closely related the results from the automated process are to those of a human, three human participants were asked to perform coding and translation tasks. The results of the human participants were compared to the results of the automated process, across a variety of metrics, including agreement, correlation, precision, recall and others. The results from the human participants served as the baseline values for comparison. The baseline results from the human participants were compared with those of the automated process. Krippendorff’s α was used to determine the level of agreement and Pearson’s correlation coefficient to determine the level of correlation between the results. The agreement between the human participants and the automated process was calculated at a level deemed satisfactory for exploratory research and the level of correlation was calculated as moderate. These values correspond with the calculations made as the human baseline. Furthermore, the automated process was able to meet or improve on all of the human baseline metrics. These results serve to validate that the automated process is able to perform the translation at a level comparable to that of a human. The automated process is available for integration into any requesting application, by means of a publicly accessible web service.

- Description: This dissertation addresses the problem of a lack of a formal incident response capability in the South African National Research and Education Network (SA NREN). While investigating alternatives it was found that no clear method exists to solve this problem. Therefore, a second problem is identified: the lack of a definitive method for establishing a Computer Security Incident Response Team (CSIRT) or Computer Emergency Response Team (CERT) in general. Solving the second problem is important as we then have a means of knowing how to start when building a CSIRT. This will set the basis for addressing the initial problem, resulting in a prepared, improved and coordinated response to IT security incidents affecting the SANREN. To commence, the requirements for establishing a CSIRT are identified via a comprehensive literature review. These requirements are categorized into five areas, namely, the basic business requirements followed by the four Ps of the IT Infrastructure Library (ITIL). That is, People, Processes, Product and Partners, adapted to suit the CSIRT context. Through the use of argumentation, the relationships between the areas are uncovered and explored. Thereafter, a Design Science Research-based process is utilised to develop a generic model for establishing a CSIRT. The model is based on the interactions uncovered between the business requirements and the adapted four Ps. These are summarised through two views -- strategic and tactical -- together forming an holistic model for establishing a CSIRT. The model highlights the decisions required for the business requirements, services, team model and staff, policies and processes, tools and technologies, and partners of a CSIRT respectively. Finally, to address the primary objective, the generic model is applied to the SANREN environment. Thus, the second artefact is an instantiation, a specific model, which can be implemented to create a CSIRT for the SA NREN. To produce the specific model, insight into the nature of the SANREN environment was required. The status quo was revealed through the use of a survey and argumentative analysis of the results. As such, to take advantage of new opportunities and to mitigate possible risks they look for new ways to collaborate, by sharing knowledge and competencies. Coordination among partners is critical in order to achieve success. The segmented South African public sector is no different. Driven by the desire to ensure proper service delivery in this sector, various government bodies and service providers play different roles towards the attainment of common goals. This is easier said than done, given the complexity of the distributed nature of the environment. Heterogeneity, autonomy, and the increasing need to collaborate provoke the need to develop an integrative and dynamic coordination support service system in the SA public sector. Thus, the research looks to theories/concepts and existing coordination practices to ground the process of development. To inform the design of the proposed artefact the research employs an interdisciplinary approach championed by coordination theory to review coordination-related theories and concepts. The effort accounts for coordination constructs that characterize and transform the problem and solution spaces. Thus, requirements are explicit towards identifying coordination breakdowns and their resolution. Furthermore, how coordination in a distributed environment is supported in practice is considered from a socio-technical perspective in an effort to account holistically for coordination support. Examining existing solutions identified shortcomings that, if addressed, can help to improve the solutions for coordination, which are often rigidly and narrowly defined. The research argues that introducing a mediating technological artefact conceived from a virtual community and service lenses can serve as a solution to the problem. By adopting a design-science research paradigm, the research develops a model as a primary artefact to support coordination from a collaboration standpoint. The suggestions from theory and practice and the unique case requirement identified through a novel case analysis framework form the basis of the model design. The proposed model support operation calls for an architecture which employs a design pattern that divides a complex whole into smaller, simpler parts, with the aim of reducing the system complexity. Four fundamental functions of the supporting architecture are introduced and discussed as they would support the operation and activities of the proposed collaboration lifecycle model geared towards streamlining coordination in a distributed environment. As part of the model development knowledge contributions are made in several ways. Firstly, an analytical instrument is presented that can be used by an enterprise architect or business analyst to study the coordination status quo of a collaborative activity in a distributed environment. Secondly, a lifecycle model is presented as meta-process model with activities that are geared towards streamlining the coordination of dynamic collaborative activities or projects. Thirdly, an architecture that will enable the technical virtual community-centric, context-aware environment that hosts the process-based operations is offered. Finally, the validation tool that represents the applied contribution to the research that promises possible adaptation for similar circumstances is presented. The artefacts contribute towards a design theory in IS research for the development and improvement of coordination support services in a distributed environment such as the South African public sector.

While incentives have been recognised as motivational tools for individual employees to achieve certain goals, the South African construction industry has not fully exploited the various avenues to initiate motivational approaches aligned with project objectives to enhance successful delivery of construction projects. This study is therefore aimed at exploring which monetary and non-monetary incentives would compel construction and consultant team members to improve successful project delivery. The study adopted a deductive approach whereby hypotheses were formulated based on motivation theories and applied them in construction project team situations. In this regard, the extensive literature related to motivation theories such as the hierarchy of needs, incentives, organisational commitment, and teamwork environment were reviewed. A web survey was adopted for the empirical data gathering by means of a questionnaire e-mailed to nationwide selected construction and consultant firms. Data analysis was done by means of ranking, paired sample test, T-Test, ANOVA test, Mann- Whitney, Kruskal-Wallis test of association, and the Principal Component Analysis (PCA). The reliability test was done using Cronbach’s alpha coefficient of reliability. In total, 164 respondents participated in the study. It was revealed that there was a statistically significant difference between mean rankings of motivational factors, and organisational commitment was perceived as the most important motivational factor that compelled construction and consultant team members to achieve project success. There was no statistically significant difference between various demographics (gender, qualification, and experience) pertaining to self-development needs, organisational commitment, and teamwork environment motivational factors, except age groups, which displayed a statistically significant difference in self-development needs and teamwork environment. There was a statistically significant difference between mean rankings of monetary and non-monetary incentives, and non-monetary incentives were preferred to monetary incentives in achieving higher performance. There was no statistically significant difference between various demographics (gender, age, qualification, and experience in the construction industry) of construction and consultant team members pertaining to monetary and non-monetary incentives. There was no statistically significant difference between mean rankings of primary project objectives aligned with monetary incentives, where time was perceived as the most important. Two models have been developed based on the PCA results of project objectives aligned with monetary and non-monetary incentives. Each model consisted of four parts, namely project objectives, demographic information, short-run project-based interventions, and long-run interventions. The PCA results showed monetary incentives could be a useful project-based intervention mechanism in the short-run to achieve secondary project objectives, such as the provision of work opportunities to SMMEs. In the long-run, this confirms the usefulness of the CIDB initiative consisting of the provision of work opportunities to SMMEs through the National Contractor Development Programme (NCDP) guidelines. The PCA results showed non-monetary incentives could be a useful project-based intervention mechanism in the short-run to achieve primary project objectives, such as quality. In the long-run, a continuous improvement mechanism by various construction industry stakeholders is deemed necessary to maintain project delivery standards.

The PCA results showed monetary incentives could be a useful project-based intervention mechanism in the short-run to achieve secondary project objectives, such as the provision of work opportunities to SMMEs. In the long-run, this confirms the usefulness of the CIDB initiative consisting of the provision of work opportunities to SMMEs through the National Contractor Development Programme (NCDP) guidelines. The PCA results showed non-monetary incentives could be a useful project-based intervention mechanism in the short-run to achieve primary project objectives, such as quality. In the long-run, a continuous improvement mechanism by various construction industry stakeholders is deemed necessary to maintain project delivery standards.

- Description: Purpose of this treatise: The aim of this treatise is to identify the challenges facing emerging entrepreneurs in accessing funding for property development initiatives which results in high levels of declined loans thereby limiting participation in the property market as well as the interventions necessary to improve access to finance. Design / methodology / approach: The questionnaires were emailed to funding institutions and emerging property developers. The questionnaire investigates the respondents‟ perception of importance and evidence of questions on property development, finance and managerial skills drawn from the literature. Findings: The findings of this study are consistent with and support the findings of previous local and international literature on constraints that SME‟s have in accessing finance for various initiatives. The findings indicate that the emerging property developers in South Africa are characterised by insufficient number in representation in the property sector, high risk averse financial institutions that requires collateral to lend. The findings of the study indicate that broader and bolder initiatives aimed at improving the emerging property developer's representation in the market needs a holistic and collaborative approach from the various institutions to aide these entrepreneurs. Value of paper: The research is of importance to all stakeholders involved in the property sector, financial institutions and economic development of the SME sector. The results of the study will contribute to the understanding of the current financing limitations facing SMEs and will assist funding institutions to better understand the role and importance of effective collaboration in improving access to finance to emerging property developers.

However most of the farming equipment developed has drawbacks such as: heavy weight – this leads to reduced yields due to soil compacting; human dependency – constant monitoring and controlling is needed; light dependency – excludes usage during the night or when visibility is poor. Therefore, a possible solution will be researched to enhance the evolution of farming equipment. Furthermore, a model will be developed for testing and verifying the research.

Building information modelling (BIM) is increasingly being used by consultants in South Africa during the design phase of construction projects. However, its use is generally not aimed at an integrated project delivery approach, but rather as a tool to generate documentation, as BIM is generally more efficient than traditional computer aided design (CAD) software. For the full benefits of BIM to be realised, a greater degree of acculturation is required between construction project organisations (CPOs). The current cultures of CPOs are separationist in nature and tend to inhibit acculturation within the industry. BIM provides a central source of information that can improve communications between CPOs and foster a collaborative culture. The research examines IPD and BIM in the South African context and investigates how BIM can contribute to IPD. A survey was conducted among registered contractors from the three top grades and architecture practices from two regions in South Africa. The survey was placed in context by a case study that analysed the use of BIM and the resulting communication network seen in a public works project using typical procurement methods. The associated problems with the current accepted paradigm are illuminated by the research.

Income generated from property rates is meant to develop and deliver services to residents living in the said Municipal area. The main aim of the research was to identify the causes and effects of the non-payment of residential property rates, and also to develop workable strategies to maximise the collection of residential property rates in order to ensure developmental growth sustenance, specifically in Mahikeng Municipal area. Related literature was reviewed on the non-financial viability of Municipalities, maintenance of public infrastructure, service delivery and Municipal development plans in establishing the relationship with non-payment of residential property rates. Four hypotheses were set to guide the research with two testing positive with high level of confidence using the chi square method of testing. The research methodology employed in the research was mainly quantitative where the results and findings obtained from the questionnaire were statistically analysed. The research revealed that: The Mahikeng Local Municipality has failed to find the right medium to send rates bills to clients on time, is not taking active responsibility to recover rates debts, does not provide quality service delivery and the reluctance by locals to pay their property rates. The effects thereof, are the inability of the Municipality to deliver effective and efficient services, lack of maintenance of public infrastructure and development in the area. By implementing various options such as email, sms and the post to send rates bills to property owners, by employing different payment options, for example debit orders, transfers, bank deposits and discounts for property owners and embarking on periodic public awareness campaigns in educating the community regarding the importance of payment of property rates could serve as effective mechanisms to address the non-payment of residential property rates faced by the Mahikeng Local Municipality.
