A critical analysis of public participation in the Integrated Development Plan of Buffalo City Metropolitan Municipality in the Eastern Cape (2013)

- Description: This mini-dissertation critically analyses Public Participation relationship to Integrated Development Planning of the Buffalo City Metropolitan Municipality. It analyses major theoretical trends in both fields’ history that have had a profound impact on the development of such relation. These include: politics-administration dichotomy, bureaucracy and democracy, theory and practice, and behavioralism. The literature on the models of public participation was extensively consulted in order to substantiate the thought and the practical views of the community members regarding the public participation on the integrated Development planning. Further consultation also took place on the Intergovernmental relations Framework in order to understand the expectations of the different spheres of government and the method in which they are to fulfill their constitutional obligation to support Municipalities as a service delivery of government. Respondents were identified by mean of sample selection. 10% of the total City Councillors were identified as respondents. Data was collected through the use of questionnaires, which were distributed to the respondents. All respondents were given three days to complete the questionnaires, where after they were collected by the researcher. Inclusive with the respondents was the Ward Committee members and community members; this made the total respondents to the total of 30. Permission was sought from the Council speaker prior to the questionnaires being distributed. The method of research of this study is mainly empirical research observation. However, a content analysis is conducted. The data collected include primary sources, such as scholarly publications in both fields, and other related material such the questionnaires that were distributed to sampled respondents. What has certainly become clear through this study is that change is necessary in the way local government currently does things for the benefit of the communities at large. The discipline of political science might not achieve the prestigious position it deserves inside the government and will not offer the appropriate programmes that communities need to serve in this government, until it can establish a better relationship with community. This research provides recommendations for extreme change from legislation compliant to service delivery driven. Once accomplished, these tasks might help in resolving the never end service delivery protest by the communities. It further outlines the need to capacitate the ward committees as well as ward councillors at large to make sure they are able to undertake the task at hand.

A model for the implementation of Integrated Quality Management System (IQMS) in selected Eastern Cape schools

The study star begins with the formulation of a thought-process in its overriding hypothesis. The hypothesis is that the application of a five constructs’ IQMS Implementation Model in Figure 1.1 would signficantly influence the successful IQMS implementation in South African schools. The five constructs that are outlined in the IQMS Implementation Model in Figure 1.1 include: (1) Considering the Notion of “Quality” and Whole School Evaluation, (2) Performance Management and Developmental Appraisals, (3) Considering Key Success Factors for IQMS Implementation, (4) the Use of Appropriate Implementation Processes, Systems and Methods, and (5) Constant Monitoring, and Evaluations and Applications of the Improvement Actions. Despite the fact that the integrated quality management theories strongly support this hypothesis, the study, in line with these five constructs which were also aligned with the five research questions and hypotheses that guided this research applies exploratory factor analysis. This has been done in order to further define the structure of the IQMS Implementation Model in Figure 1.1 prior to applying confirmatory factor analysis in order to determine whether the IQMS Implementation Model in Figure 1.1 would perfectly reproduce the 53 observed sample data which was used in the study. The results confirmed the overriding hypothesis in the IQMS Implementation Model in Figure 1.1 which is that effectiveness of the IQMS implementation processes in the South African schools can be significantly influenced by the application of the five constructs. These include: Considering the Notion of “Quality” and Whole School Evaluation, Performance Management and Developmental Appraisals, Considering Key Success Factors for IQMS Implementation, the Use of the Appropriate Implementation Processes, Systems and Methods, and Undertaking Constant Monitoring, Evaluations and Improvement Action. A review of Tribal Armed Conflict Resolution in selected counties in Lakes State, South Sudan

Quantitative and qualitative data was collected from a sample of three hundred and ten (310) respondents who included the County Commissioners, Judges and Magistrates, Law enforcement officers, local government officers and traditional leaders through questionnaires and interviews. The study sought to review the effects of tribal armed conflicts on service delivery in the selected communities. It further examined conflict resolutions mechanisms and strategies that have been used by various actors and stakeholder to ameliorate tribal armed conflict in Lakes State, South Sudan. The results of the study showed that ethnicity in conflicts in South Sudan has played a significant role and has posed many challenges to scholars, political leaders, appointed public officials and communities alike. Some of the challenges include; tribalism, ethnic conflicts, and struggle over scarce resources. This has often led to rampant underdevelopment, under-representation in governance; unemployment and poverty, among administrative perils and dysfunctions that have subsequently been major drivers of tribal armed conflicts. Many youth who are unemployed are often involved in cattle raiding, hence revenge attacks often lead to frequent tribal armed conflicts. The study recommends that effective and sustainable peace building can be achieved through empowerment of the communities and use of traditional strategies in tribal armed conflict resolution in Lakes State. This is because external players often attempt to engage in peace building activities without seeking sustainable solutions at the grassroots level. Very often conflict resolution has been the preserve of NGOs and diplomats, who have no intimate acquaintance with local contexts. The study suggests that provision of services to the people through sustainable development of the rural areas and through the creation of alternative forms of livelihood, such as jobs, has to engage with and include the youth in economic development, so that tribal armed conflicts are ameliorated.

This study has endeavoured to address the IT adoption strategy challenges experienced by SMEs in Kenya and other developing countries, as these have been largely flawed. The study has explored on the way in which these enterprises can build strong Absorptive Capacities (AC) and exploit these to improve their IT adoption processes through a model of AC. To achieve this, a qualitative, interpretive case study research approach was employed in this study. The findings of this study suggest that although AC plays a critical role in the performance of SMEs in Kenya, many of these enterprises have low levels of AC. It also became clear that all the SMEs that participated in the study had not attained maturity in their IT adoption process. However, SMEs that exhibited strong AC employed the use of more superior IT adoption processes than did their counterparts with low levels of AC. From the results of this study an IT Adoption Strategy Improvement Model (ITASIM) has been developed to help SMEs improve their IT adoption strategies. The model focuses on improving SMEs‟ AC and injecting these alongside the elements of a good strategy in the SMEs‟ IT adoption process. Furthermore, in order to help in the effective implementation of ITASIM, implementation guidelines have been developed.

Findings of the study were, inter alia, too much politicization of the public sector, interference between politicians and administrators into each other’s affairs and vice versa and adverse effects of cadre deployment which are damaging service delivery. The study made numerous recommendations which included, inter alia, training and development of administrators and politicians on their respective roles and responsibilities, enforcement of the politics-administrative interface as a mutually beneficial approach to service delivery, need for proper interpretation of Acts and policy documents and the enforcing of section 139 interventions into municipalities.

Thirty learners, four principals, four educators who teach mathematics and the mathematics Head of Department in the schools were selected as participants in this research. A questionnaire (Appendix A) was handed out to principals, HOD’s, mathematics educators and learners doing mathematics in the four schools (4) selected for the study. The main findings of this study were: Mathematics teachers had an average of sixteen years of experience in the subject. Maths teachers do no pay much attention to slow learners. Learners are demotivated and need motivation to perform above average. Learners do not practice mathematics enough. Parental involvement is lacking in assisting learners with schoolwork let alone mathematics. Maths teachers are overloaded with work as in the schools researched one teacher would teach mathematics from Gr. 8 to 12.

The literature review on the Freedom Charter and the South African democratic government’s macroeconomic policies namely the RDP, GEAR, ASGISA, New Growth Plan, and the National Development Plan were studied in great detail in this study. Public Finance in terms of the tax revenues collected and public debt servicing costs have contributed to the capacity of the SA government to meet its public needs and social needs including poverty eradication. It identified that the NDP because of its longer term plan approach its goals could be realizable. It identified that the South African democratic government macroeconomic policy has been consistent since 1994 that of belt tightening or fiscal policy that is tight on fiscal spending and monetary policy also has remained the same although different names have been used over the period 1994-2012. The South African democratic government since 1994 has been pursuing austere fiscal policy. This is because it inherited a government that had high public debt and therefore had to prioritise of servicing that debt. That meant that there has been less funds available to spend on public needs as the aspirations of the people when they drafted and adopted in a congress of the ANC the freedom charter in 1955. The South African democratic government through its macroeconomic policy has created a number of positive changes in the country economically and socially that have benefited a lot of the previously marginalized people of South Africa however the macroeconomic objectives of reducing unemployment, growing the economy, increasing exports and lowering inflation still remain a huge challenge in this country. This study concludes that in order to increase revenues to meet public needs government needs to look at increasing its revenue base rather than borrowing the money as that will create the same challenge that it is currently facing hence it adopted the austere fiscal policy.

The purpose of the study is to assess the monitoring and evaluation function in the Eastern Cape Office of the Premier. The following research questions will guide the study: a. What is the context, rationale, purpose and claims of the National M&E Policy? b. How does the Eastern Cape Office of the Premier implement the monitoring & evaluation function? c. How does the implementation of M&E by Office of the Premier resonate with intention of the National M&E policy & what are the gaps. In this study, both qualitative and quantitative approaches were used. The use of interviews and questionnaires demonstrates the mix method approach. This approach was preferred since one part of the research analyses policy documents and the other one assesses implementation. The key findings of the research were: Although the context, rationale, purpose and claims of the National and Provincial M&E Policies are clearly articulated, there is no national legislation that gives the Office of the Premier power to enforce the implementation of the M&E policies. Both national and provincial M&E policies are not sensitive to the context of implementation. There is poor enabling environment in the Office of the Premier to implement M&E. There is a gap between planning and M&E functions in the Province the Premier’s Office, Provincial Treasury and Department of Local Government have not succeeded in coordination and the definition of roles and responsibilities for rolling out a Province wide M&E system. The M&E Policies do not address the problem of duplicate reporting in the Province. The M&E Provincial Framework has several limitations that will affect implementation. The National M&E policies are silent on the monitoring role of the legislative branch of government. There is no alignment between the development and monitoring of Service Delivery Improvement Plans with the rest of the implementation of M&E policies. Poor intergovernmental relations in the province make it difficult to fully implement M&E policies. . Programme Managers focus narrowly on day to day management functions with little or no focus on monitoring and evaluation. There was very poor usage for M&E evidence by the for decision making.

The respondents insured the councillors from the five political parties comprising the municipality, municipal manager and section 57 managers, supply chain practitioners. It would therefore be critical important for the management of the King William’s Town District municipality to take into account the results of this study and its recommendations so as to ensure that there is a proper implementation of the supply chain management system within the municipality.

An empirical application of the Tobin’s Q theory in housing investments in South Africa

- Description: In the contemporary business environment, a plethora of retail literature exists which examine the influence of CSR on the business. However, literature that explores Corporate Social Responsibility (CSR) in the liquor retail sector has been relatively sparse. This study explored CSR in Small to Medium Enterprise (SME) liquor retail outlets in the Buffalo City Metropolitan Municipality, Eastern Cape, South Africa. The objectives of the study were to investigate the engagement of SME liquor retailers in CSR practices, to ascertain whether a relationship exists between providing employee training on responsible retailing of alcohol and CSR practices by SME liquor retailers, to investigate whether employee involvement in decision making influences CSR practices by SME liquor retailers, to ascertain whether a relationship exists between the practical actions to reduce alcohol-related harm and CSR practices by SME liquor retailers, to investigate whether SME liquor retailers do social good as an expression of CSR as well as to determine whether SME liquor retailers are influenced by stakeholders to engage in CSR initiatives. Both primary and secondary data sources were used in this study. A quantitative research design was used in conducting this research. Convenience sampling, a non-probability sampling technique, was used to select a sample of 94 from the sample frame of 123 SME liquor retailers. The survey method, by way of a self-administered questionnaire was used to collect primary data. The statistical Package for Social Sciences (SPSS) as statistical software was used to analyse data. The Chi-square test, Pearson correlation, and descriptive statistics were used to analyse data. The findings of this research revealed that Stakeholder influence, employee involvement in decision making and employee training in responsible retailing of alcohol have an influence on the CSR practices of SME liquor retailers. The study also identified the safety and practical measures that SME liquor retailers are practicing as a way of reducing alcohol related-harm. A recommendation to stakeholders, such as suppliers and government to find more strategies of influencing SME liquor retailers to practice CSR, was made. Lastly, recommendations were made to SME liquor owners and managers on how to improve their CSR practices.

- Description: The role that women play in the economy of any society is a desirable goal for equity and efficiency considerations. Just as with the rest of the world, the South African women lagged behind their male counterparts within the economic empowerment space and in the formal labour force. However, the role of women has undergone some transformations with issues relating to employment opportunities, such that their labour force participation has risen considerably since 1994. The female labour force participation rate is still seen to be persistently lower compared to the male participation rate even in the second decade of democracy. The rate of women labour force participation is even lower than the average. On the other hand, the increases have also been coupled with the rising rate of unemployment among women. The objective of this study was to investigate the determinants of female labour force participation in the South African labour market. The study uses a regression analysis on a cross sectional panel data covering a period of 1995 to 2010. Unlike most popular beliefs, the findings of this study reveal that fertility though not statistically significant, positively influences labour force participation of women. Other variables that are statistically significant in explaining female labour force are HIV/AIDS, marital status, age, household income and education. Race was found to be insignificant in explaining female labour force participation in the South African labour force.

- Description: The revolutionary migration within the health care sector towards the digitisation of medical records for convenience or compliance touches on many concerns with respect to ensuring the security of patient personally identifiable information (PII). Foremost of these is that a patient’s right to privacy is not violated. To this end, it is necessary that health care practitioners have a clear understanding of the various constructs of privacy in order to ensure privacy compliance is maintained. This research project focuses on an investigation of privacy from a multidisciplinary philosophical perspective to highlight the constructs of information privacy. These constructs together with a discussion focused on the confidentiality and accessibility of medical records results in the development of an artefact represented in the format of a model. The formulation of the model is accomplished by making use of the Design Science research guidelines for artefact development. Part of the process required that the artefact be refined through the use of an Expert Review Process. This involved an iterative (three phase) process which required (seven) experts from the fields of privacy, information security, and health care to respond to semi-structured questions administered with an interview guide. The data analysis process utilised the ISO/IEC 29100:2011(E) standard on privacy as a means to assign thematic codes to the responses, which were then analysed. The proposed information privacy model was discussed in relation to the compliance requirements of the South African Protection of Personal Information (PoPI) Bill of 2009 and their application in a primary health care facility. The proposed information privacy model provides a holistic view of privacy management that can residually be used to increase awareness associated with the compliance requirements of using patient PII.

Such inequalities have been addressed by policy intervention such as the social security and assistance of citizens through various classes of grants. One of the grants targeting children under the age of 18 years is the child support grant. However there are deserving children who have been left-out of mainstream social security through social exclusion. The study sought to investigate the problem of the social exclusion of children from the child support grant in the Nkonkobe municipality. Through the use of the Basic Needs Approach (BNA) to understand the need for any state/government to promote the social welfare of its citizens, the study took a triangulated research paradigm which used both quantitative and qualitative research approaches to collect data from forty respondents by way of a questionnaire survey. The study found out that, inter alia, poverty remains high in the Nkonkobe municipal area, there is rampant social exclusion in the area, the amount paid for the child support grant is little and that the effects of the withdrawal of the grant when the child reaches the age of 18 are unbearable to the child. Some of the recommendations which the study made in line with improved mainstream social security in relation to the child support grant are that, the government needs to improve information dissemination about grants to the populace, there should be mandatory policies to make sure all citizens have identification particulars, the government should be mobile and take services to the people and there should a consideration to review the amount paid for the child support grant upwards. The researcher is quite optimistic that the study will play a part in improving policy implementation.

Section 21 of the Act read together with the National Norms and Standards for School Funding, stipulates that schools falling into certain categories (quintiles) receive given amount of funds per each and every learner. The funds are meant to help promote the equal and unparalleled access to education for all citizens as set-out in Section 29 of the Constitution of the Republic of South Africa (1996). The study focused on investigating the manner in which two selected Section 21 primary schools are managing their allocated funds. The empirical study made use of a qualitative paradigm through which data was collected using interviews and focus group discussions to collect data from a sample comprising of thirty-five respondents. In terms of data analysis, the study used a qualitative analysis approach to interpret data into readable information for the various categories of audiences in the study. The findings of the study were, inter alia, that financial management skills are low in the schools, the amounts appropriated to schools needs to be revised upwards because schools need more funding for renovations and property development in schools, sanctions for those guilty of school financial misconduct are too soft and auditing of financial record is not being constantly done. The study recommends that the following be considered in order to help improve school financial management; the training of financial officers in school on how to best manage funds, imposition of stiffer penalties for offenders of financial misconduct and increase in allocation aimed at school property development.
