- Description: An employee wellness programme is a programme that promotes and supports the well-being of its employees and is aimed at increasing productivity. Employee Assistance Programmes (EAPs) are used as a means of ensuring employee wellness. Employee Assistance Programme can be defined as a programme aimed at improving the quality of life of employees and their families by providing support and helping to alleviate the impact of everyday work and personal problems. EAPs are intended to help employees deal with their personal problems that might adversely impact their work performance, health and well-being. The main goal of the EAP is to enhance productivity as well as social functioning of individuals.The main objective of the study as to evaluate the Employee Assistance Programmes and the impact of Workplace Wellness on employee performance in the Eastern Cape Provincial Legislature. This was triggered by the fact that Wellness and EAPs are not visible in the ECPL and the Legislature continues to lose employees due to ill-health and resignations. The institution is characterised by a culture of “us” and “them”, us, referring to Labour and them to Management, and therefore resulting in low staff morale. This raised some concern from the researcher as there is an EAP paid for by the Legislature, but awareness, utilisation and effectiveness of the programme remain a challenge. Due to the nature of the institution’s core business, it is perhaps even more vital for the Legislature to create an organisational culture of caring and employees to be nurtured. It is believed that it is more cost effective and beneficial to both the employer and the employee to retain trained employees, than it is to lose troubled employees and hire new ones, in particular because there is no guarantee that the new ones will not, in time also show signs of problems. The researcher used applied research in this study to explore the need for the EAP as well as how best the programme can be implemented. A combination of an explanatory-descriptive design was used for this study because little is known about the phenomenon or programme. For this research, the researcher used a combination of interval/systematic and random sampling to complement each other in reducing any bias that has the potential of occurring when applying interval/systematic sampling. To get representation and precision, the researcher divided 285 employees according to their ranks. The results from this attempt were: Secretariat=25, Management=42, Administrative staff=196, General Workers=33 NEHAWU Shopstewards=10. The researcher then divided employees in each respective category by one tenth or 10% of each category to get the number of respondents from each category to be included in the sample and added up all categories to get the sample size. The sample of this study was thus, Secretariat=1, Management=4, Administrative staff=20, General workers=3 and NEHAWU Shopstewards=1 and made up a sample size of 29. Only one questionnaire was compiled for all the respondents because EAP recognise that employees start from the CEO of a company to the lowest paid employee in that company and, as such considers all employees to be equal. Research results indicated that there are some limitations in the utilisation of EAP and that employees are faced with both personal and work-related problems. Thus it became clear that the whole concept of Employee Wellness and Employee Assistance Programmes needed to be overhauled and restructured to ensure maximum benefit.

- Description: The Eastern Cape Department of Housing has a constitutional and legislative mandate to provide houses to the poor and disadvantaged citizens living within the province. Parliament must also, according to the Constitution of the Republic of South Africa, 1996, as amended, take reasonable legislative and other measures within its available resources to achieve the progressive realisation of the right of citizens to have access to adequate housing (section 26 (1) and (2)). The commitment to improve the existing housing situation, namely the serious lack of adequate housing and basic services in urban townships and rural settlements, is thus in the first instance a policy matter and secondly a financial matter. However, despite the existing policy measures, such as the Housing Act, 1997 (Act 107 of 1997), the rendering of housing services resulted in uncompleted and defective houses due to inexperienced contractors providing poor workmanship and also corruption in the housing programmes. The rendering of housing services as a functional area has constitutionally been given to the national and provincial legislatures in South Africa. The Constitution allocated this function to the local sphere of government. Municipal authorities are the facilitators of sustainable housing services to (xiv) citizens on behalf of the national and provincial spheres of government. The study was thus conducted within the Nxuba local municipality which is one of eight local municipalities in the Amathole district municipality. The purpose of the study was to evaluate the implementation of the provincial housing policy and to determine the impact of the existing policy on the housing needs of the citizens of the Nxuba local municipality. For this purpose the fundamental and overall study problem was found to be that the rendering of housing services at the Nxuba local municipality is hampered by the implementation of an inadequate provincial housing policy and by incompetent municipal personnel and that these actions do not satisfy the growing demand for sustainable and suitable housing. The hypothesis was furthermore based on the fact that the existing provincial housing policy is inadequate to satisfy human needs and impacts negatively if not harmfully on human well-being. The study revealed that besides the implementation of an inadequate housing policy by incompetent municipal personnel, there are economic, social, political, physical and environmental effects on the citizens. As far as the environmental is concerned, the staging of protest marches resulting in the burning of tyres, rubbish cardboards and road barricades had caused serious air pollution which might lead to the spread of diseases such as TB, cancer and bronchitis when people inhale the poisonous gas evolving from smoke such as carbon monoxide (CO) and sulphur dioxide gases. Secondly, there is an economic impact on the citizens. Houses have been built away from town and people are compelled to commute between the town and their place of residence on a daily basis. With a continuous increase in the petrol price and its associated increase in transportation costs people pay large amounts to get to town. Furthermore the building of the RDP houses frequently comes to a standstill, builders, plumbers and carpenters lose their jobs. People’s income levels fall, impacting negatively on economic activity.

- Description: The purpose of the study was to evaluate the impact of implementing capacity building strategies on the provision of health services in the central region of Malawi. The study intended to determine why a lack of quality services is still prevailing in the health services in the central region despite implementing capacity building strategies aimed at improving the delivery of health services. In addition to this, to come up with recommendations to improve the implementation of the existing capacity building strategies so that the implementation results in the intended impact, that is efficient and effective provision of health services in the central region of Malawi. The studies reviewed what various scholars have written on capacity building in order to ground capacity building in Public Administration and provide the study with a conceptual, theoretical and legislative framework. This enabled the researcher to describe the nature and place of capacity building in Public Administration. It was evident from the review that the implementation of capacity building strategies is a systematic process which requires that chief officials follow all the steps in order to effectively and efficiently implement the capacity building strategies so that the intended impact is achieved. In this regard, capacity building is a management function which requires that chief officials play an enabling role by providing the necessary resources (both human and financial) and policies that support the implementation of capacity building strategies. The study used both quantitative and qualitative research methods whereby thirty-five respondents composed of political office-bearers and chief officials from Lilongwe, Dedza, Mchinji and Dowa districts and Ministry of Health Headquarters in the central region of Malawi were given self-administered questionnaires to complete. Face-to-face interviews and document analysis were also used as research methods. The intention was to determine the problems that are being experienced in the implementation of the existing capacity building strategies and find out if the strategies are resulting in the intended impact. The study findings confirmed that there are indeed problems being experienced in the implementation of the existing capacity building strategies, namely: inadequate human and financial resources, corruption, political interference, lack of consultation with stakeholders and lack of political will to make sure that the implementation of the capacity building strategies is effectively and efficiently done. It was also revealed that the implementation of the existing capacity building strategies is impacting negatively on the provision of health services in the central region of Malawi, hence indicating a need to change in approach. The study concludes that in order for the capacity building strategies to achieve the intended impact there is a need to broaden the scope of the legal framework on health capacity building strategies in Malawi, enforce the use of performance standards and improve the operational framework to gain efficiencies and effectiveness from current investments in capacity building.

- Description: The Eastern Cape Department of Education has become like a problem child in the Republic of South Africa. It is a cause for concern to both the provincial and national government. This is a department where service delivery is problematic. Schools are not built or renovated and children are taught in dilapidated structures or sometimes under trees. Hardly a week passes without the department making the headlines in the media for the wrong reasons. It is widely accepted that the department is dysfunctional and education is in a crisis. The department has emerged as the number one culprit of engaging in corrupt activities in the province. Public officials in the department have been identified as being at the helm of these corrupt activities. In the 200/10 financial year, the Auditor General issued a disclaimer to the department and highlighted a lack of direction, accountability and a total breakdown of internal control systems and supply chain management within the department. Numerous fraud risk indicators were identified during the audit and underlined by findings that are indicative of fraud and corruption within the department. This unfortunate state of affairs is contrary to the requirements of section 195(1) of the Constitution of the Republic of South Africa which provides for the democratic values and principles governing public administration including inter alia, that: A high standard of professional ethics must be promoted and maintained. Efficient, economic and effective use of resources must be promoted. Public administration must be accountable. This raises several questions about the ethical fitness of public officials in the department as the custodians of the public resources and trust. Though several reasons abound for this unfavourable state of affairs in the department, the researcher has singled out unethical conduct by public officials in the department and its impact on service delivery. The approach followed in this research was to analyse the 2009/10 Department of Education Annual Report and the 2009/10 Auditor General’s Report to the Eastern Cape Department of Education. The analysis confirmed the existence and occurrence of multiple cases of unethical conduct in the department. At the end scientific recommendations are proposed to alleviate this ill.

Though several reasons abound for this unfavourable state of affairs in the department, the researcher has singled out unethical conduct by public officials in the department and its impact on service delivery. The approach followed in this research was to analyse the 2009/10 Department of Education Annual Report and the 2009/10 Auditor General’s Report to the Eastern Cape Department of Education. The analysis confirmed the existence and occurrence of multiple cases of unethical conduct in the department. At the end scientific recommendations are proposed to alleviate this ill.

When criticisms against this Act were taken stock of in the context of socio-economic realities of many communities in rural locations in SA, it is difficult to disagree. The literature indicates that staff must be equipped with necessary skills; however it is evident that training and development is essential for the members of the cooperative. Questionnaires and interviews were used as a method of collecting data from the respondents. In this study, both qualitative and quantitative methods were used to analyse the data. The research assumption was that cooperative development is a viable tool for economic development of the rural areas. This can help many South Africans and many communities come out of poverty. However, there are limitations that were caused by the inability of government to co-ordinate cooperative development. Despite the role that cooperatives play in South Africa, cooperatives still experience a number of challenges. These challenges are, amongst others, lack of access to finance, lack of access to market, lack of business skills, lack of infrastructural facilities and lack of knowledge about the cooperative. In view of the challenges facing the cooperatives, the government instituted a number of state departments and parastatals for funding and other necessary support. These are DTI, DEDEA (in the Eastern Cape), ECDC, South African Development Agency (SEDA), Department of Labour and municipalities. The objectives of these support institutions are to provide necessary support needed by cooperatives and to ensure that cooperative development is sustainable.

The Constitution of the Republic of Malawi 1994, Chapter 3, Section 13 recognizes public trust and good governance as some of the fundamental principles of National Policy and thereby promised to introduce measures which will guarantee accountability, transparency, personal integrity and financial probity and which by virtue of their effectiveness will strengthen confidence in public institutions. In order to improve service delivery and fulfill the stated constitutional imperatives, the Malawi Government issued the following statement in 2008, one of our cardinal agenda is reform aimed at changing the way things are done in the public service so that it becomes more efficient and responsive to the needs of all Malawians. As a Government we realize that no matter how brilliant plans and development agenda can be, they will be frustrated unless major reforms are initiated and implemented to facilitate required changes to support the development process. Major changes are necessary in values, beliefs, norms, attitudes and mindsets to help create an enabling environment for the effective management of reforms across the public service. We need to move away from the business as usual type of attitude and fully account for time that we are paid for from public funds if we are to join the prosperous nations (National Framework for Public Sector Management Reform, June, 2008).

Given this background, this study sought to evaluate the efficacy of the already implemented anti-corruption measures in the procurememt procecesses of Marondera municipality. To understand their effectiveness, relevant literature was reviewed. Different scholars point against the ineffectiveness of these measures, with Corruption Perception Index (CPI) from previous research showing devastating results in Zimbabwean local institutions. A further discussion of corruption cenception, different anti-corruption measures and legal frameworks gave a greater understanding of the area under study. In this study, a sample of 80 respondents was identified and data collected from them using both snow ball and purposive sampling methods. Thirty-five of them were females respondents and forty-five were male respondents from Marondera municipal community, with different demographic characteristics which was used for comparison of responses. Questionnaires and interviews were used as research instruments. Both the Quantitative and Qualitative research methods were used in the anaylsis of the data, to increase validity and reliability of the feelings.

The purpose of this study was to research an evaluation of the Integrated Quality Management System impact in schools of the Mdantsane Area. The objective of the study was to establish whether the IQMS has addressed the concerns and needs of the educators and also establish their views on IQMS. The literature was reviewed to get more information on the key concepts of the IQMS and get to understand how the system should be implemented. Both quantitative and qualitative research methods have been used to get to probe the views of the educators and how the system impacts in schools. The data collected was analyzed by means of frequency tables and charts using statistical methods. Government in the new South Africa adopted a decentralised structure underpinned by chapter three of the Constitution (1996). Consequently, there are three spheres of government, which are, national, provincial and local levels. These spheres are obliged and mandated to mutually cooperate and support each other through peaceful interactions termed intergovernmental relations (IGR) which are aimed at achieving a cooperative system of government. IGR is institutionalised through forums which cut-across all spheres of government and such structures are established by the Intergovernmental Relations framework Act (No. 13 of 2005). Sustained intergovernmental cooperation can lead to an integrated and coordinated system of government, which can, deliver services effectively while meeting the needs of the citizens and ultimately promoting sustainable socio-economic development in South Africa.The aim of this empirical study was to assess the role played by cooperativegovernment and intergovernmental relations in promoting effective delivery of services in the Amathole District Municipality (ADM). The study used both primary (questionnaires and interviews) and secondary (documentary analysis) sources of data to achieve the research objectives as validly as possible. Respondents in the study comprised of municipal officials, IGR practitioners, representatives from Community Based Organisations and the residents of ADM. Data analysis was done using the Statistical Package of Social Sciences (SPSS) software and the mains findings of the study were that; ADM has got IGR forums in existence although some of these are dormant and dysfunctional, only three out of the seven local municipalities in ADM are cooperative in IGR, there is general lack of political will on the side of politicians in terms of support of IGR initiatives, political factionism and interferences is crippling IGR and cooperation, the legal framework for IGR needs revision and revamping, there are still communities without access to basic services in ADM, public sector planning cycles are fragmented and need synergisation and IGR is not being monitored and evaluated. The study therefore recommended that; the relevant stakeholders in IGR should be fully dedicated towards cooperation, planning cycles for public entities need to be synergised, the National Planning Commission (NPC) should take an oversight role in the entire planning process, the legislation should be enacted which has a clause for punitive action being taken against those who fail to cooperate in IGR and the national, provincial and local governments should prioritise access to basic services in communities cooperatively.

The problem statements briefly describe the problem identified in the study and the objectives of the study are set. The importance of conducting the research is discussed and the limitations of the study are discussed in the research. Importantly, the study plan directs the researcher in the direction towards the goals of the research. Also the terms used in this study that are not clear were defined to avoid misinterpretation; misunderstanding and confusion of words and terms. The review of the current literature on the theoretical framework and the base for policy making and controlling role of municipal political office-bearers and chief officials in public administration was discussed. The nature of systems theory and the different phases of systems theory were explained. The nature and place of policy making in public administration was discussed as well as policy making alternatives in the public sector. The policy making levels i.e. political policy making level; executive policy making level; administrative/departmental policy making level; operational policy making level were explained and discussed. The co-operative interaction between municipal political office-bearer and chief officials was discussed to understand the administrative and political dichotomy in the public sector. The policy implementation for the rendering of housing services as well as the programming and delegation of authority were discussed in the context of housing service delivery. The legislative framework for housing services in South Africa was discussed as it influence and affects the housing service in King Sabata Dalindyebo Municipality. The role of municipal authorities in the rendering of housing services as well as the housing situation in South Africa together with the obligations of both the provincial and municipalities were discussed. The permission to conduct research was received from King Sabata Dalindyebo local municipality. The scope of the study explains the range or extent of matter to be dealt with in the research and the survey area is dearly provided. The research design which is qualitative and quantitative research are discussed and used in adopting the study. The case study as research strategy is discussed and clarified. The data collection instruments which are interviews, questionnaires and the literature study the subject were briefly explained. Population details and sampling were clearly explained before a sample is provided in the study. The research provides data collection procedures as well as how the data will be analysed. The ethical considerations are discussed. The data analysis and interpretation was conducted to enable the researcher to identify patterns which are consistent within the data. The criteria for data analysis as well the response rate were discussed. The demographics of chief officials and political office-bearers as respondents include their age; year of service, home language, gender, the academic qualification as well as the different stakeholders were analysed. The role of political office-bearers and chief officials in the initiation of policy which the input phase of the Systems theory analysis was conducted and the role of political office-bearers and chief officials in the process phase were analysed and discussed. The co-operative interaction in policy formulation and the steps in the policy formulation were analysed and discussed. Also the analysis was conducted on the delegation of authority to chief officials by the political office-bearers as well as the role of political office-bearers and chief officials in the approval of executive policy. An evaluation of the rendering of - 11 - housing services at Phola park informal settlement as well as the evaluation of housing services as an output phase in policy formulation were analysed and discussed. And lastly, the analysis of the impact of existing legislation or policy on housing services was conducted. The findings of the study were provided and discussed and the concluding remarks were provided to whether the problem is real and whether the hypothesis is true and valid. The recommendations of the study were provided to enable Kind Sabata Dalindyebo local municipality to improve the co-operative interaction between municipal political office-bearers and chief officials to improve housing services and to provide better service delivery. - Description: The aim of this study was to assess challenges in Public Appointments and Recruitment Processes in Chris Hani District Municipality: A case study of Human Resource Department in Lukhanji Local Municipality (2008-2010) of the Eastern Cape Province. There has never been a detailed research study conducted in the Chris Hani Human Resource Department, regarding the subject in question. The Constitution of the Republic of South Africa in Section 195(i) directs that Public Administration must be broadly representative of the South African people, with employment and personnel management practices based on ability, objectivity, fairness and the need to redress the imbalances of the past to achieve broad representation. The literature review explored extensively the models used in implementing recruitment and appointment processes globally. From those tested models elsewhere, it was evident that South Africa has a great Constitution and good policies regarding Local Government Human Resource Department recruitment and appointment processes not withstanding some challenges cited in the study. This assessment of challenges in the public appointments and recruitment processes in Chris Hani District Municipality assisted in the establishment of the real facts about effective and fair recruitment and appointment processes in the Local Government Human Resource Management Department to deserving communities. It became clear from the study that providing efficient and fair recruitment and appointments processes to the Local Government Human Resource Department in South Africa requires a broader advocacy agenda encompassing the development of Human Resource systems and the generation of numerous skills and expertise to deliver services to the poor people of our country.

- Description: The aim of this study was to examine the effectiveness of a capacity development programme initiated by the Department of Economic Development and Environmental Affairs (DEDEA) as a mechanism to enhance the performance of the employees in order to improve service delivery to the people of the Eastern Cape. The public service is enjoined by the Constitution to provide services that citizens need, and for this reason it is in need of educated, trained and professional public servants, especially in the technical, professional and managerial categories. The department also recognized the potential of public–private partnerships (PPPs) to improve performance in the areas of transformation and service delivery, and that it required investments aimed at developing and strengthening public management capacity. However, the effectiveness of the PPP as a mechanism for capacity development, remained unknown. The literature reviewed overwhelmingly supported the assertion that human capital development is critical for performance in the public service. The review also highlighted the importance of partnerships, especially the role of the private sector in the area of capacity development, advancing the argument that PPPs should be pursued in order to leverage ideas, resources, and capabilities to achieve public service goals. Various research tools, namely interviews, questionnaires and document analysis were used to conduct the study. Data collected and analysed provided empirical evidence of improved performance of both the individual managers and the department in the functional areas of financial governance and management; programme and project management; as well as ethics and professionalism. It suggested a strong correlation between training, capacity development and service delivery. This research found the DEDEA/National Business Initiative (NBI) PPP initiative, as a capacity development mechanism to enhance the performance of the department‟s employees, effective. On strength of the overwhelming evidence gathered through this research, it strongly recommends that the programme be rolled out to other employees.

- Description: The advent of multi-party democracy in 1994 spearheaded different reforms in the Malawi public sector. One prominent reform is administrative reform. The new government that was ushered into power instituted a policy on civil service reform and institutional development. The reforms that were introduced aimed at improving performance and enhancing efficiency and effectiveness in the delivery of services. Accordingly, a Public Service Act was promulgated that constituted the clarification of the role of the civil service; equal access to public employment; merit based recruitment and promotion; and increased accountability and transparency in the policies and practices of the public service. This study therefore seeks to examine administrative reforms in Malawi and assess their impact on service delivery. The research further endeavours to explore factors which block the successful implementation of reform programmes, and seeks to come up with areas of improvement which would ensure successful implementation of reform programmes in future. The scope of this research is limited to the current civil service reform programmes and is mainly based on primary and secondary sources of information. The study uses a combination of quantitative and qualitative methods. However, findings reveal that reforms had a negative impact on service delivery since no significant change in the delivery of services was registered. The Malawi civil service continues to suffer from unprofessionalism, inefficiency, corruption and a host of other problems. The study shows the gap between rhetoric and reality of civil service reform programmes in Malawi.

Organizations therefore need to know whether this investment in training is bearing fruit in terms of changes in individual performance and overall impact on service delivery. The need to improve Transversal Training Management Agency (TTMA) training programmes and skills development impact to government departments has triggered the survey. Three interdependent themes are explored: training evaluation in `government departments, influence of non-training factors and human dynamics between stakeholders in the training evaluation process. Structured questionnaires, based on best practises in literature were administered to key stakeholders involved in TTMA training programmes. Training managers and the Office of the Premier (OTP) Human Resource Development (HRD) officials were interviewed, while supervisors, trainees and trainers verified the data by post. Data were collected from the Department of Basic Education, Eastern Cape (EC), TTMA trainers and trainees. Findings show that The Department of Basic Education in the EC does not fully follow a system’s approach. Evaluations done during classroom sessions focus mainly on the reaction of participants to training and not on the behaviour change in the workplace. Training participants are not prepared for training; sometimes they do not even know why they attend training. Some trainees go to training just to get certificates that increase their CV’s for promotion purposes or to run away from the stressful work environment and not for individual growth. Recommendations to use a systemic evaluation approach and involvement of trainees in their career development process are made. Further research is recommended on the managing of non-training factors that impede learning transfer.

- Description: The diversity of African Conflicts has become a field of inquiry and drawn the attention of many scholars who wish to theorize the origin of these conflicts. Such conflicts were perceived, in many ways, as originating from a colonial legacy. However, conflicts over natural resources have always played a role in human society, and have retarded socio-development in many countries. Guy Martin acknowledges that, over the last 40 years, Africa has been and continues to be one of the most conflict-ridden regions of the world; this has resulted in untold human suffering (Guy, 2002:185-188). This study focuses on resource conflicts and their outcomes on Public Administration as a discipline. The discussion offers a theoretical review of academic literature in combination with an analysis of the feature of resource conflicts and the relevant policies which govern conflict resolution and management. According to Terry et al (2007:32), “these two regions suffered from developmental and educational ignorance”. Most of the people living in this area are pastoralists; as such, the violence emanating from cattle rustling within Sudan and across its borders with Kenya, Uganda and Ethiopia continues to erode their moral fabric. The remoteness of the area has caused it to be a landscape of conflicts and insecurity and might have been cause for the paralysis of public administration and, in turn, reflected in poor service delivery. During the course of the study, an orderly and systematic use of mixed methods was chosen, since quantitative and qualitative research methods were found to be complementary rather than oppositional approaches. Using both prominent and modest collection procedures, the methods employed in this study proved to be practical and useful. The study examines resource conflict between the Turkana of Kenya and the Toposa of South Sudan. It suggests practical strategies and mechanisms by which the problem will be ameliorated, here and elsewhere, in as far as providing effective and efficient service delivery to the community without fail.
