- Description: The research seeks to assess the effectiveness of the provincial intervention in accordance with section 139 of the Constitution, 1996 in dysfunctional municipalities in the Eastern Cape as a viable instrument vis-à-vis the implementation of the continuous support in terms of section 154 of the same Constitution. Both sections are legislative obligations on the part of the national and provincial spheres of government. The two sections are legal instruments of monitoring and support and their implementation in municipalities by the then Department of Local Government and Traditional Affairs (now known as Department of Cooperative Governance and Traditional Affairs) in the Eastern Cape is the focus of the study. However, the two instruments are not achieving their objectives as more municipalities continue remaining dysfunctional despite provincial interventions. The government set out a broad vision of developmental local government. This is essentially a vision that calls on municipalities to find means of confronting the legacy of underdevelopment and poverty in their local areas. Whereas section 154 seeks to ensure support and strengthen capacity of municipalities, section 139 presupposes intervention in areas where a municipality has failed to perform. The latter section is usually invoked when everything else has failed by way of the continuous support provided by section 154. The study examined critical aspects on the implementation of the two instruments by DLGTA, particularly at Sundays River Valley Local Municipality. It looked at the challenges that necessitate the provincial government to intervene in dysfunctional municipalities as well as at implementation challenges. It also looked at the impact of the provincial intervention and checked on the section that is likely to make an impact between the two. In so doing, the municipal functionaries; Mayor/Speaker, Section 56 Managers, departmental officials of DLGTA and stakeholders representing citizens of Sundays River Valley were interviewed. The results of the study reflect challenges in the implementation of the two instruments by the DLGTA and it would be advisable for the DLGTA to consider the findings and recommendations in an attempt to contribute in overcoming the section 139 challenges.

The extent to which these factors played a role in Makana were then measured, and finally, the outcomes of Provincial intervention in Makana Local Municipality were assessed. The findings of the study indicate that the intervention in Makana Local Municipality has produced stability in the municipality and resulted in a degree of successful outcomes. However, there are priority areas that the municipality still needs to work on in order to make certain that the Makana Local Municipality is fully functional in all the areas that have been identified as priority areas of intervention. The study establish that there are many factors that may lead to Provincial interventions failing in Local government, such as lack of monitoring and evaluation during intervention, lack of commitment by the Province, political interferences and lack of budget or funds to implement the strategic plans. These factors can be prevented in order to assure that Provincial intervention in Local government is successful. The study reveals that proper intervention plans, effective implementations of the strategic plans, coordination and communication between municipal Council, Province and municipal officials, monitoring and evaluation during and after intervention can assist the Province to detect whether the interventions are to be successful. Lastly, the study makes recommendations for both Provincial and Local government.

- Description: In recent years, an increasing number of people move into cities to search for better opportunities for themselves and their families. This movement is known as urbanisation and makes it difficult for the local government to fully understand citizens’ needs particularly pertaining to public safety matters. During the first phase of the Public Safety Smart City project, it was identified that there is a need for feedback loop to facilitate effective communication of public safety issues between citizens and local government. This means that EL citizens do not have a better channel in place to address their public safety issues to the local government. This could lead to the decisions made by the local government in public safety not fully communicated back to the citizens. The primary objective of the study is to develop a feedback loop model that will assist in more effective reporting of public safety issues between citizens and the local government. The study followed an interpretivism paradigm and the research methodology employed is the qualitative approach. This was influenced by the existing De Fleur model of communication, secondary data and also semi-structured interviews. The interviews were conducted with eleven citizens and four managers from the Department of Public Safety. It was ascertained that the lack of a feedback loop about public safety issues between citizens and local government is likely to increase public safety issues. Findings revealed that this is because citizens are not continuously updated about their reports and also about the state of public safety matters. Furthermore, the methods of communication utilised lead to poor communication of public safety issues. The study concludes that the introduction of an Information and Communication Technology enabled feedback loop between citizens and local government can help in reducing public safety issues and make public safety officials proactive rather than reactive.

These SMMEs are however struggling to achieve sustainability and operate effectively due to the various challenges and constraints impacting them. This study seeks to address this by developing a Rural Community Media Mobile Social Networking Framework that will create a virtual community of practice for the purposes of support of rural entrepreneurs in small, medium and macro enterprises (SMMES) in the Eastern Cape Province of South Africa. The author has specifically scoped this research to focus on Rural Community Media as a specialised subsegment of entrepreneurs operating in rural areas. The reasons for this decision were in part due to the effect and impact of community media on socio-economic development due to the role they play in enabling access to information and knowledge and giving a voice to poor and isolated communities The study proposes that provision of access to relevant information and knowledge via a mobile social networking framework would assist in cutting implementation costs through utilisation of a platform that is already there (known as rural community media). This study is scoped to focus specifically on rural community media with fieldwork conducted in the province of the Eastern Cape, South Africa. In summary the Research Methodology applied is as follows: - Research Philosophy: The interpretive research philosophy was chosen for this study - Research Design: This study will apply qualitative design - Research Approach: The case study approach will be used in the study - Data Collection Techniques: Source data will be comprised of primary and secondary data. Primary data will be collected through implementation of a questionnaire and expert reviews, while the secondary data will be collected through literature review. Hermeneutics will be used as the data collection technique in this study. - Data analysis: Cross-case data analysis will be applied Key findings included that rural community media already utilise mobile technology and social media/networking to conduct business. Rural community media required access to information and knowledge pertaining to internal business process, funding, governance, training and access to skilled resources. Mobile social networking is identified as a suitable vehicle for delivery. A Rural Community Media Social Networking Framework was developed as a result of this study. Framework elements were supported, and in some cases modified, by case study findings and expert review feedback.

- Description: Eastern Cape Province farmers in the natural essential oils industry are yet to fully realise the use of electronic commerce (e-commerce) platforms, such as electronic marketplaces (e-marketplaces) for business purposes. This is due to the issues that include lack of awareness, poor product quality, untrusted payment gateways and unsuccessful delivery that are associated with e-marketplaces. As a result, farmers do not trust e-marketplaces and therefore hesitate to engage in e-marketplaces for business purposes. This is further complicated by natural essential oils buyers‟ tendency of preferring face-to-face interaction with a supplier rather than online interaction as they need quality assurance. As such, this research proposes a model to enhance the perceived trustworthiness of natural essential oil producers in the Eastern Cape Province selling through e-marketplaces. The model constitutes the factors that could be considered in assisting essential oil producers to create a perception of trustworthiness to buyers in e-marketplaces. These factors were evaluated amongst five organisations involved in the production, retail or processing of essential oils using a multiple-case study methodology. The study‟s use of multiple-case study was applied within the interpretivist paradigm and five cases were considered. Interviews, document analysis and observations were used for data collection. Data analysis was done using within-case analysis followed by cross-case analysis to establish factors of trust. The essential oil producers based in the Gauteng, Kwazulu-Natal and Western Cape provinces were cases that had been successfully using e-marketplaces for a notable period of time. Accordingly, factors that contributed to the successful use of e-marketplaces informed the proposed model of this research. The model proposes that perceived trustworthiness of enterprises in e-marketplaces can be achieved through following the uncertainty reduction stages (Entry, Personal and Exit) and applying uncertainty reduction strategies (passive, active and interactive).

- Description: In South Africa, the Constitution, 1996, the Municipal Structures Act,1998 (Act 117 of 1998), the Municipal Systems Act, 2000 (Act 32 of 2000) and the Municipal Finance Management, 2003 (Act 56 of 2003) place municipalities at the forefront for providing basic services such as waste management, electricity, water, sanitation, roads and transport to the communities. The journey that the local government sphere in South Africa has taken over the last 22 years has not gone smoothly, in some respects it has been a bumpy ride one. A single, unified local government had to be established from the fragmented, undemocratic, unaccountable and racially divided local government system that was inherited. The constitutional and political structure of local government, its promise of democratic accountability, and the delivery of services to improve the lives of citizens has proven to be challenging in their implementation. Performance management was introduced in the local government sphere to improve performance by establishing a rational planning process based on the assumption that “business methods” would be more effective than traditional public administration approaches. There is a problem with municipalities such as the BCMM; the problem is that they operate their WSDP, SDBIP, IDP, budget and PMS in silos. The WSDP, SDBIP, IDP, budget and PMS must be aligned so that BCMM can be able to deliver basic services like water and sanitation. The study sought to review the Water Services Development Plan and Service Budget Implementation Plan Alignment with the Performance Management System in Buffalo City Metropolitan Municipality. Data was collected using interviews from a sample of participants comprising mainly of managers of the BCMM, revealed that most of the performance targets set in the financial years 2009 to 2015 were not achieved. The study came up with the following recommendations that there should be regular workshops, training of BCMM officials in the importance of the alignment of the WSDP and SDBIP with the performance management system in the BCMM. The PMS should contribute in the improvement of productivity, through achieving set targets and goals as planned. The processes must be fully integrated. Challenges facing BCMM in terms of alignment must be addressed. There is also a need for sound annual plans with targets (quarterly) that show how the annual targets will be achieved.

The WSDP, SDBIP, IDP, budget and PMS must be aligned so that BCMM can be able to deliver basic services like water and sanitation. The study sought to review the Water Services Development Plan and Service Budget Implementation Plan Alignment with the Performance Management System in Buffalo City Metropolitan Municipality. Data was collected using interviews from a sample of participants comprising mainly of managers of the BCMM, revealed that most of the performance targets set in the financial years 2009 to 2015 were not achieved. The study came up with the following recommendations that there should be regular workshops, training of BCMM officials in the importance of the alignment of the WSDP and SDBIP with the performance management system in the BCMM. The PMS should contribute in the improvement of productivity, through achieving set targets and goals as planned. The processes must be fully integrated. Challenges facing BCMM in terms of alignment must be addressed. There is also a need for sound annual plans with targets (quarterly) that show how the annual targets will be achieved.

In a bid to achieve this overriding objective, the entire research process was guided by the research objectives and questions that examined; tools used to evaluate the success of provincial interventions, governance of Mnquma Municipality pre and post the intervention strategies which are used for improving municipal governance. Although the secondary research was accomplished through the review and analysis of the relevant literatures and theories, the qualitative research approach was used in the primary research process. The findings of the study indicate that achieving effective municipal governance in South Africa is far from being attained. In terms of the principles for effective governance, the study reveals that the effective implementations of good governance principles in municipalities is marred by factors that include; poor definitions of terms of reference of intervention processes, poor definition of what poor governance in municipalities, lack of evaluation tools for intervention and a process that is highly dependent on subjectivity which subjects it to undue external influence. In thediscussions, it was argued that this subsequently contribute poor working environment, non-improving municipal governance, lack of commitment and non-improving quality of service delivery. However, it was noted that there is still ineffective applications strategies which can be used for improving municipal governance in South Africa. While considering the primary and secondary findings of the study, it was recommended that despite all the contrasting views on the intervention, there was a lot of common ground on the strategies that could be used to improve municipal governance which should be implemented in municipalities.

Implementation of policy has been the Achilles heel of most African countries it has been proven that it is a disease of the continents. In this research the focus is on analyzing what happened between the tabled idea and the implemented policy, this is because the implemented policy had a tremendous contradictory impact to the world as it disempowered the investors in an attempt to economically empower its citizens. The tabled idea was great it had its own flows because it lacked clarity in some of its definition and the goals, objectives and how the policy were to be implemented are not clear there is basically lack of clarity pertaining to the policy. This study made use of two theories the Top- down approach and the politics and administration dichotomy, these two theories are in favour of an autocratic way of policy implementation which follows a chain of command. These two theories highlighted that administrators are being covered be politicians and that administration as a practice and discipline are dead. This has lead to policies being made implemented first before they are formulated because there are no administrators. This study reviewed that the implementation process of the IEEP is not clear or rather it does not exist; there is little or no transparency on the events that took place between the tabled idea and the implemented policy.

- Description: The central merits of this study and of the efforts invested throughout its development lie in its focus on participatory development and rural sustainable livelihoods. The main objective of the study was to assess the implementation of development projects in Tsholotsho district in Zimbabwe with regards to the issue of participation and its role to sustainable development. The study utilised the documentary research methodology which was used to gather data. The analysis of data was undertaken through the use of the participatory approach as the main theoretical framework. The study has shown that participatory development has been altered to take numerous and divergent forms that do not usher in the expected outcomes. Participatory development in Tsholotsho has thus taken a different stance since it has turned to be merely rhetoric and has suffered modifications and transformations to such an extent that power relations between and among development stakeholders subjugate the poor further leaving them without any voice. Community members are experiencing a ritual of empty processes that camouflage as participatory development making the people not to be centrally involved in bringing about rural sustainable development. One of the greatest challenges facing the rural development domain today is the search for alternative tools that seek to facilitate collective actions and solutions through the process of participation so that the poor get to be active not passive agents of development. This study is of the view that more research is needed to study the indigenous rural knowledge systems and their integration to modern knowledge systems; more so that is also a need to scrutinize the roles and responsibilities of NGOs interventions since they have made significant impacts in rural development. Finally, there is need to assess how policies affect development providers’ contributions in development processes.

The study adopted a qualitative approach based on field research. The results of the study indicated that the child support grant reduce child poverty in Nkonkobe Municipality. In addition, the results also revealed that there were also gaps that hinder the child support grant to reach its maximum in alleviating child poverty in the municipality. Firstly, the grant has become a means of family support that is used for meeting the needs of the whole family rather than being solely spent on the child as it is pooled to cover the expenses of the whole household. Secondly, the information about the successes in alleviating poverty through the grant in the municipality was not sufficiently documented. And lastly, there is lack of proper follow up from SASSA on how the grant was used by the caregivers. Therefore, the study has made recommendations which include capacity building, encouraging developmental projects, developing rural infrastructure and thorough monitoring.

South Africa is no exception to the devastating impact of the epidemic. Over the past few years, HIV-prevention initiatives have been underway on a full scale in an effort to combat the destructive powers of the epidemic in the country. These initiatives appear to have adopted a health-belief approach in their strategies to decrease HIV-infections. This approach to HIV-prevention assumes that the desired behavior change, namely increasing safe sexual practices and decreasing high-risk HIV/AIDS behavior, can be achieved through rational decision-making based on knowledge of the disease and its consequences. The findings of the studies on sexual behavior and HIV/AIDS such as KAPB (knowledge, attitudes, practice and beliefs) studies appear to reaffirm the fact that knowledge alone is neither sufficient nor effective in bringing about the appropriate behavior change to combat HIV/AIDS. These studies point towards a high level of knowledge about AIDS in the general population, yet the ever increasing infection rate remains undeterred. The ANC came to power in 1994 after 10 years of National Party inaction with regard to AIDS. The National AIDS plan, endorsed by incoming minister Dr Nkosazana Dlamini-Zuma, was insufficiently informed by the institutional and social realities of South Africa. Like other policy blueprints of this period, it over-estimated the economic, and especially human, resources at the disposal of incoming government. Moreover, this avowedly multi-sect oral HIV/AIDS plan, designated a “presidential lead project”, was situated in a national department of health in the throes of transformation. Because health is in part a provincial prerogative, AIDS was vulnerable to further administrative obstruction in a second tier of bureaucracy from the previous regime. Competing claims on resources in the poorer provinces, the demands of administrative reconfiguration, and very uneven provincial capacity, further undermined implementations. The community of Duncan Village, in Buffalo City was selected because of the high HIV-prevalence in the District and because of the involvement of the Centers for Health Systems Research & Development in the proposed youth center in Duncan Village. Buffalo City is the third highest HIV-prevalence. The study intends to inform HIV-prevention initiatives about impediments to safe sex. Also, its aim is to decrease HIV-infections among the youth in the community. Towards informing the study the study aim and objectives, individual in-depth interviews were conducted with 30 confirmed HIV-positive males and females from various social strata in the community, and who assumedly HIV-negative. The focus group discussions were conducted with the aid of a semi-structured group -discussions schedule. The two forms of data collection served to complement each other and promoted the validity and quality of the data collected. The study design opted for was explorative in nature, as little is currently known about the community-specific obstacles to safe sex. All respondents were purposively sampled. The main findings of the study point towards the need for HIV/AIDS to be viewed in the light of the socio-cultural and socio-economic contexts of sexual behavior. Factors that were identified as influencing sexual behavior, and therefore HIV/AIDS, include the unbalanced power in gender-relations, socio-economic status and perceived self-efficacy, amongst others. Also, there is a need for detailed knowledge about the specific of HIV-prevention and transmission, as well as safe sexual practices. This will serve to address myths and misconceptions about three models of safe sex, namely condom use, sexual abstinence and mutual faithfulness. Overall, the research that HIV/AIDS is a socio-behavioral problem rooted in the sexual practices of individuals. Attempts to successfully change high-risk sexual behaviors should first identify factors that influence the progression of the disease in order to develop community-specific effective HIV-prevention initiatives. To a large extent, this study has identified those factors that influence and limit the options and opportunities that people in Buffalo City have when it comes to practice safe sex. Because health is in part a provincial prerogative, AIDS was vulnerable to further administrative obstruction in a second tier of bureaucracy from the previous regime. Competing claims on resources in the poorer provinces, the demands of administrative reconfiguration, and very uneven provincial capacity, further undermined implementations. The community of Duncan Village, in Buffalo City was selected because of the high HIV-prevalence in the District and because of the involvement of the Centers for Health Systems Research & Development in the proposed youth center in Duncan Village. Buffalo City is the third highest HIV-prevalence. The study intends to inform HIV-prevention initiatives about impediments to safe sex. Also, its aim is to decrease HIV-infections among the youth in the community. Towards informing the study the study aim and objectives, individual in-depth interviews were conducted with 30 confirmed HIV-positive males and females from various social strata in the community, and who assumedly HIV-negative. The focus group discussions were conducted with the aid of a semi-structured group -discussions schedule. The two forms of data collection served to complement each other and promoted the validity and quality of the data collected. The study design opted for was explorative in nature, as little is currently known about the community-specific obstacles to safe sex. All respondents were purposively sampled. The main findings of the study point towards the need for HIV/AIDS to be viewed in the light of the socio-cultural and socio-economic contexts of sexual behavior. Factors that were identified as influencing sexual behavior, and therefore HIV/AIDS, include the unbalanced power in gender-relations, socio-economic status and perceived self-efficacy, amongst others. Also, there is a need for detailed knowledge about the specific of HIV-prevention and transmission, as well as safe sexual practices. This will serve to address myths and misconceptions about three models of safe sex, namely condom use, sexual abstinence and mutual faithfulness. Overall, the research that HIV/AIDS is a socio-behavioral problem rooted in the sexual practices of individuals. Attempts to successfully change high-risk sexual behaviors should first identify factors that influence the progression of the disease in order to develop community-specific effective HIV-prevention initiatives. To a large extent, this study has identified those factors that influence and limit the options and opportunities that people in Buffalo City have when it comes to practice safe sex. In this community, there are factors that should be taken into account when HIV/AIDS -prevention initiatives are planned and implemented..

The National AIDS plan, endorsed by incoming minister Dr Nkosazana Dlamini-Zuma, was insufficiently informed by the institutional and social realities of South Africa. Like other policy blueprints of this period, it over-estimated the economic, and especially human, resources at the disposal of incoming government. Moreover, this avowedly multi-sect oral HIV/AIDS plan, designated a “presidential lead project”, was situated in a national department of health in the throes of transformation. Among the triggers for the study, was the Auditor-General’s lamentation that leaders did not set the correct tone by implementing sound performance management processes, evaluating and monitoring performance in the South African municipalities. He attributed this failure, inter alia, to the lack of employees’ and leadership commitment to the sound implementation of performance management. In an attempt to gain a deeper understanding and possibly respond to the Auditor-Generals’ concern, the researcher sought: To assess the role of leadership and ascertain the extent to which the identified leadership roles were demonstrated in the successful implementation of performance management in the Eastern Cape District Municipalities. Following a review of literature and the conducting of a mixed-methods, empirical study, numerous revelations and findings were made, among which were that, the literature on the leadership-performance link continued to be fragmented and lacking in uniformly defining the concepts, let alone the link between leadership and performance. Because of the multi-dimensionality and the multi-faceted nature of the leadership concept, there still existed a need for more detailed studies on the nature of the leadership-performance link. The eight roles of innovator, broker, producer, director, coordinator, monitor, facilitator and mentor suggested by Quinn, do not provide an exhaustive list of roles, although they provide a starting point on which leader capacitation could be anchored. Whilst the respondents had overwhelmingly affirmed that leaders played the requisite roles in their municipalities, concerns were expressed on deficient leadership competence, poor screening of new leadership entrants, and party political allegiance which was perceived to, at times, cloud their roles. Following a review of literature and past research, numerous studies were uncovered, on the leadership-performance link, which appeared to need consolidation, synthesis and refinement, with a view to sifting and isolating areas that might be of benefit to the implementation of performance management in the Eastern Cape municipalities.

The quantitative approach has been used to present some results in the form of figures and graphs It was noted that income from urban agriculture is mainly used for needs such as: school fees (25percent), food (53percent), clothing (15percent), and health (7percent). Despite the fact that it does not satisfy all the needs of the workers, results from the study indicate that urban agriculture is making a contribution in the socio-economic development of Kisenso. It clearly appears that if the urban agriculture is funded and professionalised, it can significantly contribute towards creating jobs in Kinshasa. This study was focused only in Kisenso, meaning that more research should be conducted on the entire city of Kinshasa so that conclusions can be generalised on employment and poverty reduction. It will be interesting for the government to fund urban agriculture activity and make it profitable to the workers and the entire population of Kinshasa.

In light of how important life is and how difficult it is to lose our loved ones, crops and animals etc. The purpose of this study was to conduct a research and do an assessment of the implementation of the Fire Brigade Services Act 99 of 1987 (The case of Nkonkobe and Nxuba Municipalities in the Eastern Cape Province). The Fire Brigade Services Act operate in a specialised atmosphere. The complication of the interpretation of this legislation makes it difficult for the organizations to implement this piece of legislation successfully. This is exacerbated by the requirement of specialised equipment and machineries of which an exorbitant amount of money is required to procure, service and maintain those items. This propels the necessity of the organizations to plan, organise, direct, co-ordinate, control and evaluate proper management, effective and efficient implementation of this piece of legislation. The impact of the proper management, effective and efficient implementation of this act will be lifesaving. We all want to save our lives and fight for survival. The more we practice our skills and techniques to prevent, fight fires and rescue victims, the longer we can live. This study revealed that the implementation of Fire Brigade Services Act in the area of Nkonkobe and Nxuba situated at the Amathole District Municipality in the Eastern Cape Province is dramatically poor, with the resultant loss of lives and property. The Amatole District Municipality and the two above mentioned municipalities should develop a strategy to ensure effective and efficient implementation of the Fire Brigade Services Act as per the recommendation of this study. It should be noted that the organogram plays a major role in any organisation. It is a point of departure and once the organisation fails to create a proper structure, it is likely to be affect the performance of staff poorly.

The study employed co-integration tests that showed one co-integrating equation which led to the application of the Vector-Error Correction Model (VECM) using the quarterly time series data covering the period from 2000-2015. The demand for money is investigated by estimating the real money balances as a function of Treasury Bills rate, income and total credit. Results showed that there is a negative relationship among Treasury Bills rate, income and real money balances. However, there is a positive relationship between real money balances and the total credit provided by the banking sector. The CUSUM and CUSUMQ tests are applied to examine the possibility of structural breaks in money demand functions, as well as parameter stability. The results of the study indicated that the estimated parameters for the short and long run dynamics of the real money demand function are stable. It was evident that Treasury bill rate, income and total credit can explain money balances and therefore can influence demand for money. The study recommends that the government ensures that there are economic activities such as employment creation which can then boost income levels so as to get a positive relationship between money balances and income. This research evaluates the roles and functions of intergovernmental forums towards enhancing the improvement of service delivery in the Alfred Nzo District Municipality. The motive of the study was to identify the major inhibitors and the integrated remedial measures that can be suggested. In a bid to accomplish this, the entire research process was guided by the four critical research questions for the study entail the evaluation of: What are the edifiers of the roles and functions of intergovernmental forums in service delivery within the Alfred Nzo District Municipality (ANDM)? What so far are the effects of intergovernmental forums on the performance of Alfred Nzo District Municipality (ANDM)? Which are the inhibitors of the effectiveness of the roles or functions of intergovernmental forums in service delivery within the Alfred Nzo District Municipality (ANDM)? Which hybrid model or recommendation can be suggested for improving the effectiveness of the roles or functions of intergovernmental forums in service delivery within the Alfred Nzo District Municipality (ANDM)? The analysis of the qualitative data that was obtained from 25 sampled participants drawn from Alfred Nzo District Municipality revealed that the edifiers of the roles and functions of intergovernmental forums in service delivery within the Alfred Nzo District Municipality (ANDM) are often linked to the legislations and regulations on intergovernmental relations, information system, and the policy on intergovernmental relations. In response to the question that probed what so far are the effects of intergovernmental forums on the performance of Alfred Nzo District Municipality (ANDM), the participants revealed that the effects of the roles and functions performed by the intergovernmental relations and forums have so far been manifested in the improvement of resource optimisation and service delivery. However, further analysis of the interview findings indicated that as much as Alfred Nzo District municipality has been able to realise some of the positive impacts of intergovernmental relations and forums, there are also still challenges that limit the realisation of the full positive impacts of the implementation of the intergovernmental relation programmes. The thematic content analysis of the interview findings revealed that the major inhibitors of the effectiveness of the roles or functions of intergovernmental forums in service delivery within the Alfred Nzo District Municipality (ANDM) are often linked to the three sets of challenges that include: operational challenges, financial challenges and policy issues. In response to the findings of this research, it is argued that the managers and directors at Alfred Nzo District Municipality must consider using the following strategies if they are to ensure that their established intergovernmental forums influence the successful implementation of joint projects and service delivery of the municipalities within the jurisdiction of intergovernmental relations: Practicalise the Legislative Provisions on Intergovernmental Relations by Developing a Vision and Mission that must be achieved through Intergovernmental Forums, Create a Structure and Framework of Intergovernmental Relation, Allocation of Sufficient Resources for the Implementation of the Joint Projects, and Evaluation of Joint Projects. Future studies can explore the roles of information system towards enhancing the effectiveness of intergovernmental relations.
