Using GIS and Remote Sensing to identify water-stressed areas in South Africa - A case study of the Raymond Mhlaba Local Municipality, Eastern Cape Province

- Description: The main purpose of this study is to identify water stressed areas as a response to climate variability (Drought), Aridity, and water exploitation in the Raymond Mhlaba Local Municipality (RMLM) using Geographical Information Systems (GIS) and Remote Sensing (RS). This study focused on evaluating whether it is best to address the issue of drought and water stress as a municipal problem instead of a community-based problem. To achieve this, the study was attempting to establish four things: the climate condition of the municipality, whether the municipality is a drought prone area, how the surface water is being exploited in the municipality, and identify areas that should be considered water stressed areas. There are several indices used to compute water stress and the study opted for indices that can monitor climate variability, and surface water resources. Therefore, the de Martone Aridity Index (MA) was used to compute the aridity of the municipality the Standardized Precipitation Evapotranspiration Index (SPEI) to compute drought, and the Water Exploitation Index (WEI) to measure population water exploitation. Data used was from 25 weather stations provided by the Meteoblue website and water data from the department of water and sanitation. Thereafter, the Analytical Hierarchy Process (AHP) was used to determine the weights of each variables’ contribution to water stress. For validation, the Shapiro, Jarqua Bera and Kolmogorov-Smirnov tests were used and results showed that the data was normally distributed and a two-sample t-test confirmed that there was no significant difference between the measured and simulated data. According to the de Martonne there are three main climatic regions in the Raymond Mhlaba Municipality namely: the Mediterranean, semi-humid and humid region. The Mediterranean region is equally prone to drought as the humid region while the semi-humid region was a wet prone. This was contradictory to literature that expected drier regions to experience more frequent drought. However, this may have been influenced by the number of weather points that cover the humid region that is far lower than the ones covering the Mediterranean region. In addition, the municipality is 50% drought prone and would experience extreme events about 30% of the time. The study discovered that towns such as Fort Beaufort, Alice, Adelaide, and Middle drift are water stressed areas. While most of the other regions are low water users. These challenges with water stress could be reduced with the implementation of water saving mechanisms such as water tanks and the avoidance of addressing water stress as municipal challenges as opposed to a town specific challenge.

The purposive sampling technique was used to select participants who were rich informants for the study and these included Pro Vice Chancellors, Directors of Teaching and Learning Centres, Deans, lecturers and students. Data were collected through face to face interviews and focus group discussions that were triangulated by analysis of institutional records. The study was also guided by the theoretical lenses of the Social Practice Theory and the Concerns Based Adoption Model that provided the framework for the investigation. The study employed the Tech‘s qualitative model of data analysis that led to the findings being grouped into five major themes. The study established that Teaching and Learning Centres were not being fully utilised, thus were not helping to improve teaching and learning in a meaningful way in state universities in Zimbabwe. Possible reasons for this were the fact that the unit was not fully understood and different players at different levels in groups and as individuals had varied interpretations of what the TLCs were and what their role in the university was supposed to be. This lack of understanding and the absence of a shared understanding of what TLCs are and what they stand for, coupled with other factors such as the freeze on recruitment on staff in state universities and the assumed superiority of research over teaching for tenure and viii promotion, led to the poor positioning and poor staffing of TLCs leading to their poor utilisation in state universities. Each of the staff levels also had concerns about the utilisation of the TLC that made them reluctant to utilise it. The absence of top management support for the TLC, and the perceived superiority of research over teaching again led to poor utilisation of the unit. The study recommends the hosting of symposia between and among state universities for the dissemination of knowledge and information on what the TLC is and what its role should be. Internal consultations by individual state universities on the functions, staffing and positioning of the TLC and exposure for the TLC staff to established units to raise their knowledge and information levels and confidence is encouraged. Removal of the freeze on recruitment of staff so that TLCs can be better positioned and staffed and review of ZIMCHE guidelines to align teaching, research and university service for tenure and promotion would also help. Acquisition of cutting edge technology for teaching and learning and top management to listen to individual and group concerns and act on those that impede on TLC utilisation is a must.

The study endeavoured to achieve the following specific objectives: (i) to explore the community members’ perceptions towards the professional behaviour displayed by nurses towards their clients; (ii) to establish the community members’ perceptions on the impact of nurses’ professional behaviour towards the healing of patients; and lastly (iii) to establish strategies to enhance the nurses’ positive professional behaviour towards their clients. The study was premised on Socio-Ecological Model. Methodologically, the study used both qualitative and quantitative paradigm and was thus guided by mixed research designs, which were a case study and a mini survey. The data was collected through in-depth interviews, and focus group discussions in the qualitative aspect of the study. In addition, the quantitative data was gathered through the use of questionnaires. The study used both nonprobability and probability methods of sample selection. Specifically, purposive sampling for qualitative sample and cluster random sampling for quantitative sample was used. Using these techniques, ten (10) participants were selected for qualitative individual interviews, and two focus groups which comprised of five (5) members for each group. Furthermore, questionnaires were (30) individual respondents. Qualitative data was analysed using content thematic analysis, while descriptive statistics was used to analyse quantitative data. The study revealed the following: maltreatment of patients by the nurses; nurses’ behaviour revealed professional deficit; nurses manifested bias in treating their patients; the phenomenon of patients being arrogant and impulsive, negative v treatment dissuades patients from visiting the health-care services and a need for more training or holding workshops for in patient-nurse relationship. Based on the evidence gathered in this study, the following recommendations were made: nurses should revisit their nurses’ code of conduct; improving communication between both the nurses and the clients; and lastly increasing of staff members in the clinic. The study concluded that patient abuse has a long-standing history that can be traced back to ancient times, which is mostly common against women and children, in most cases; the client is often vulnerable because the nurse has more power than the client. Moreover, the nurse has influence, access to information, and specialized knowledge and skills, of which that alone can lead to the nurses mistreating their patients.

The study endeavoured to achieve the following specific objectives: (I) to determine the factors associated with juvenile delinquency in grandparent headed family environments; (ii) to ascertain the experiences encountered by grandparent headed families due to juvenile delinquency. (iii) to establish the support system provided by the relevant stakeholders (probation officers, police, school officials and grandparents) to address juvenile delinquency in grandparent headed families. The study was premised on theoretical lenses of the social bond theory, social learning theory and general strain theory. Methodologically, the study used the qualitative approach guided by the exploratory-descriptive research design and phenomenology was adopted as the specific research design. The data was collected through in-depth one-on-one interviews, focus group discussions and key informant method. Also, the study used non-probability method sample selection, specifically purposive sampling technique was used. Using this technique, nineteen (19) participants were selected comprised of five (5) grandchildren, eighty (8) grandparents, two (2) probation officers, two (2) police officers, one (1) community committee member and one (1) school official. Based on the evidence gathered, this study made the following recommendations: development of programmes to assist grandparent headed households on parenting; mentoring programmes for vulnerable children; the appointment and active involvement of youth workers; social development need to need to regard probation as a specialised area and policies should be developed protecting old aged persons from taking full custody of children. The study concluded that grandparent headed households are contributing to juvenile delinquency and old age was determined to be the central key factor giving birth to this quagmire.

- Description: The quest to ameliorate and enhance the equitable allocation of resources in the Health Industry remains a global challenge, in particular the distribution of funding resources in public sector health facilities. The need to analyse and understand the appropriation of budget and utilisation of funds by hospital facilities is important in the in the Eastern Cape. The focus of the study seeks to explore recommendations that can be employed in the provincial budgeting process of Hospital Facilities, in a bid to optimise efficiency and improve the funding process as part of the provincial readiness activities towards the realisation of the NHI System and funding approach, wherein the NHI Fund will be a public entity that is not in business to make profit (NHI Booklet 2012: 05). This fund will introduce new systems of paying hospitals and professionals for the services they provide, aiming to be fair to them but to put a stop to unreasonable profits (NHI Booklet 2012: 05). The research has employed the use of descriptive quantitative techniques in order to undertake an expenditure review of existing financial data with respect to the Eastern Cape public Hospitals. The study followed a quantitative descriptive research design, the purpose of this study is that, quantitative research deals in numbers, logic, and an objective stance (Babbie: 2010). The Quantitative aspect of the study found that the data provided, allowed the researcher to organise, synthesise, prioritise and assign value to specific key performance indicators that would be used for the appraisal of hospital facilities in relation to the expenditure patterns based which would present a glimpse into how the Eastern Cape department of health utilises funding resources.

A Cost-Efficient Energy Management Model for ICT4D Platforms in Low Resource Communities

- Description: A couple of Information and Communication Technology (ICT) researches have been conducted in the rural communities of South Africa (SA). This has encouraged the development of ICT services such as e-government, e-commerce, e-judiciary, e-health, e-agriculture and many others. Proper ICT implementation has led to societal development, economic empowerment and sustainable communities. However, this is achieved after intensive planning and stakeholders‟ involvement. It is clear that ICTs require energy to function. Most significantly is the fact that a bulk of ICTs in low resource communities (LRC) are mainly donations and less consideration if any is made on their energy consumption. LRC are regions with minimum access to energy, clean water, educational facilities, health facilities, government facilities, technology etc. There have been debates on whether in LRC ICTs are consuming energy. Most ICTs have been deployed without much consideration on the required energy consumption. On the other hand, less research has been done on the sustainability of ICTs, especially considering that all ICT devices and related platforms rely on the availability of energy. There are a lot of possible low cost energy solutions that are available, which could be used to support ICTs in LRC. However, there are so many ICT services, devices and platforms that are lying idle and not been fully utilized in such areas due to the energy related issues. In most cases, ICT solutions in LRC are introduced mainly with Computer Science and Information Systems researchers, without including other key stakeholders like energy experts. The research presents a Cost Effecient Energy Management Model that could be used to assist ICT for Development (ICT4D) platforms or projects in LRC. Both qualitative and quantitative research methods were used within the Siyakhula Living Lab (SLL) in Eastern Cape (EC) Province of SA. Design Science theory is considered for the designing of the model. The SLL is an ICT project which is undertaken within the Dwesa, Bulembu and Alice rural communities. In this dissertation, Dwesa rural community is the chosen case. The surrounding schools in the communities have been used as the ICT point of contact. Interviews, questionnaires, literature v review, action research, focus group, experiments, formulas and evaluation were the specific methods used to conduct this research. Results show that ICTs deployed in the SLLs are mainly donations which consume much energy. The main source of energy use within the SLLs is electricity. From the three schools that were selected where ICTs have been deployed it was found that the electricity bill has increased enormously. This has caused some schools not to open the computer laboratories, which are supposed to be used by the community members. It was also found that there is no energy management plan or solution in place for the SLL resources. The findings show that ICTs within the SLL are been affected by energy related subjects, though the community has been willing to pay for electricity. The Cost Efficient Energy Management Model is proposed at the end of the dissertation. - Description: A couple of Information and Communication Technology (ICT) researches have been conducted in the rural communities of South Africa (SA). This has encouraged the development of ICT services such as e-government, e-commerce, e-judiciary, e-health, e-agriculture and many others. Proper ICT implementation has led to societal development, economic empowerment and sustainable communities. However, this is achieved after intensive planning and stakeholders‟ involvement. It is clear that ICTs require energy to function. Most significantly is the fact that a bulk of ICTs in low resource communities (LRC) are mainly donations and less consideration if any is made on their energy consumption. LRC are regions with minimum access to energy, clean water, educational facilities, health facilities, government facilities, technology etc. There have been debates on whether in LRC ICTs are consuming energy. Most ICTs have been deployed without much consideration on the required energy consumption. On the other hand, less research has been done on the sustainability of ICTs, especially considering that all ICT devices and related platforms rely on the availability of energy. There are a lot of possible low cost energy solutions that are available, which could be used to support ICTs in LRC. However, there are so many ICT services, devices and platforms that are lying idle and not been fully utilized in such areas due to the energy related issues. In most cases, ICT solutions in LRC are introduced mainly with Computer Science and Information Systems researchers, without including other key stakeholders like energy experts. The research presents a Cost Effecient Energy Management Model that could be used to assist ICT for Development (ICT4D) platforms or projects in LRC. Both qualitative and quantitative research methods were used within the Siyakhula Living Lab (SLL) in Eastern Cape (EC) Province of SA. Design Science theory is considered for the designing of the model. The SLL is an ICT project which is undertaken within the Dwesa, Bulembu and Alice rural communities. In this dissertation, Dwesa rural community is the chosen case. The surrounding schools in the communities have been used as the ICT point of contact. Interviews, questionnaires, literature v review, action research, focus group, experiments, formulas and evaluation were the specific methods used to conduct this research. Results show that ICTs deployed in the SLLs are mainly donations which consume much energy. The main source of energy use within the SLLs is electricity. From the three schools that were selected where ICTs have been deployed it was found that the electricity bill has increased enormously. This has caused some schools not to open the computer laboratories, which are supposed to be used by the community members. It was also found that there is no energy management plan or solution in place for the SLL resources. The findings show that ICTs within the SLL are been affected by energy related subjects, though the community has been willing to pay for electricity. The Cost Efficient Energy Management Model is proposed at the end of the dissertation. A sample size was measured from the total number of members of Parliament less ministers and their deputies and officials. The sample was fifty members. After analysis of the data, it transpired that the responses on the questionnaires gave a convincing result confirming some assumptions that triggered the research. The researcher arrived at conclusions and thereafter suggested recommendations. The research reflected on weaknesses and achievements of the portfolio committees in their oversight role and stressed the importance of the application and use of oversight-related tools and models in order to achieve best practices for developmental results.

Positioning theory was used to explore the manner in which the young woman and health service provider were positioned within the documents, and the implications this had in relation to sexual and reproductive health and services. The discourses that emerged included discourses of risk, namely the “adolescent-in-transition” and the “sex-as-danger-and-disease” discourse; followed by the empowering discourse, the discourse of rights and responsibility, expert advice, and management and surveillance. These discourses generally depicted adolescent sexual and reproductive health in a mostly negative and problematic manner, which needed to be managed and governed by the more powerful and dominant medical expert. These discourses also positioned the young woman and the health care provider in contradictory ways. The young woman was either positioned as risk-seeking and problematic, due to her sexual behaviour, leaving her vulnerable in terms of her health and power; or she was positioned in a positive, healthy and responsible light. The health service provider was also positioned in contradictory ways. First she was positioned as an advisor and expert, due to her knowledge and skills; but then her position shifts into that a problem and a hindrance to accessing sexual and reproductive health services. The implications of these discourses serve to make sexual and reproductive healthcare a problem located within the individual. It fails to acknowledge the structural imbalances that are known to South Africa, but rather tries to construct it as a problem that needs to be managed by placing responsibility on the young woman and the health service providers.

This study investigated the energy struggles and survival strategies of informal businesses in Duncan Village to conduct business. The study has also presented major reasons why low income households in Duncan Village are involved in the informal sector business. Literature review and study findings reveal that low income households join the informal sector not by the desire and choice but rather as a survivalist strategy to earn a living; moreover, poverty and unemployment drives people to join the informal sector in an attempt to generate income for a livelihood. This study also laid more emphasis on the challenges faced by the informal business operators in Duncan Village, which include among others, lack of access to financial resources, clean energy, designated structures (shelter) to conduct business, harassment and confiscation of their commodities by municipal and government officials such as metro police. The study used a Qualitative method where structured interviews and focus group discussions were used to collect data. Participants who participated in the study were selected using purposive sampling. A sample size of 40 participants was selected to participate in the study. This included 30 informal businesses that rely on energy to do their business; and 10 municipality administrators from Buffalo City Metropolitan Municipality. Data was analyzed using a content analysis method. Description of the study location, population dynamics, ethical consideration, limitations of the study has equally been presented. The study findings reveal that the informal sector continues to be ignored and excluded from inclusive policy reforms and support by government; this is despite its potential in contributing immensely in the local and national economic growth and development. The study recommends that government needs to restructure its policies and start focusing on investing in inclusive growth by empowering poor or vulnerable people to actively participate, in growing the economy through selfstanding businesses that will create employment opportunities and reduce poverty. There is also need of a broader reflection on the impact of the government‘s ―safety net package which can be done by assessing institutional arrangements in BCMM

- Description: Approximately twelve million children under the age of 18 years worldwide have lost one or both parents due to HIV/AIDS. Several factors can be considered to contribute to the psychosocial well-being of HIV/AIDS orphaned teenage girls, among others, poverty, lack of social support, post-traumatic stress disorder, stigma and discrimination which have adverse consequences to the said teenager. Evidence suggests that HIV/AIDS orphaned adolescent girls may engage in relationships with older men to fund for school and other expenses and also to fulfil the need for a parental figure or emotional support, affection and attention. Against this background, this research study intended to investigate the psychosocial wellbeing of adolescent females orphaned by HIV/AIDS in the Nkonkobe Municipality. Fourteen Xhosa- speaking adolescent females between the ages of 15 and 18 years were recruited by means of snowball technique to participate in a qualitative study. Semi-structured interviews allowed sensitive issues to be discussed more easily. To ensure confidentiality and anonymity, the researcher suggested pseudonyms for the participants. This took place after the management of Isibindi Community Centre from Alice and Child Welfare from Fort Beaufort, both from the Eastern Cape, South Africa granted permission to conduct the study. The social worker from child welfare and the principal of Lingeni High School, assisted in ensuring that the participants from the two data collection sites, are organized prior the study. The researcher used Guba’s model whereby Guba and Lincoln’s model to ascertain the trustworthiness of qualitative research by following these principles; credibility, dependability, transferability and confirmability. The framework analysis which uses a thematic approach was utilized to analyse data. Meanings were formulated and they produced clusters of themes. The findings of the study revealed that HIV/AIDS orphaned adolescent females experienced grief of the loss of parents which made it difficult by deepening poverty and multifaceted challenges. Participants’ psychological well-being was impaired, subsequently they engaged in risky sexual behaviour, that is, substance abuse and multiple sexual partnership. However, an element of hardiness emanated from the participants’ personalities. They demonstrated problem-focused coping with the challenges they confront, despite the lack of consistent support structures. Their resiliency and sense of belonging owing to the nature of support from extended families ignited a sense of purpose amongst the participants. In conclusion, it is recommended that children orphaned by HIV/AIDS should be told of the cause of the death of their parents as this will make them aware of the dangers and consequences of their actions.

- Description: Approximately twelve million children under the age of 18 years worldwide have lost one or both parents due to HIV/AIDS. Several factors can be considered to contribute to the psychosocial well-being of HIV/AIDS orphaned teenage girls, among others, poverty, lack of social support, post-traumatic stress disorder, stigma and discrimination which have adverse consequences to the said teenager. Evidence suggests that HIV/AIDS orphaned adolescent girls may engage in relationships with older men to fund for school and other expenses and also to fulfil the need for a parental figure or emotional support, affection and attention. Against this background, this research study intended to investigate the psychosocial wellbeing of adolescent females orphaned by HIV/AIDS in the Nkonkobe Municipality. Fourteen Xhosa- speaking adolescent females between the ages of 15 and 18 years were recruited by means of snowball technique to participate in a qualitative study. Semi-structured interviews allowed sensitive issues to be discussed more easily. To ensure confidentiality and anonymity, the researcher suggested pseudonyms for the participants. This took place after the management of Isibindi Community Centre from Alice and Child Welfare from Fort Beaufort, both from the Eastern Cape, South Africa granted permission to conduct the study. Extensive research in Information Systems (IS) has explored trust and how it affects clients’ selection of different IT artefacts. Literature found trust to be a key determinant of technology use and an accelerator of understanding user perceptions regarding technology. Users’ perception of a technology’s characteristics influences their initial decision to adopt it; they are less likely to try the technology once they perceive significant risk linked to the technology exploration. The study focused on trust in relation to adoption of mobile applications (apps) for self-management of diabetic treatment regimens. The aim was to identify factors that should be incorporated in these apps to positively influence user perception of trustworthiness for enhanced adoption. According to extant literature, there are a myriad of apps which are available and ready for use, but diabetic patients are not maximising these opportunities to actively participate in managing their conditions. This is in spite of the numerous benefits accruable from using these apps to aid treatment regimens away from clinical settings or with minimal involvement of health personnel. This work is a qualitative study that investigated the reasons behind the low levels of trust in mobile applications for self-management of diabetes. The research design involved a survey and the study employed interviews for primary data collection. Twenty participants were engaged in the intervention. Some of these respondents were diabetic patients on treatment and others were health staff specialising in diabetes treatment. The participants were asked to download and try, for one month or more, the Diabetes:M app from Google play store for android devices or from iTunes for IOS devices. Thereafter, interviews were held with the participants to investigate their perceptions of the diabetes management app. Based on the outcome of the investigation, the researcher put forward a model proposing the attributes of trustworthiness of diabetes self-management mobile apps for enhanced adoption. Research findings showed that the apps for diabetes self-management should be usable, possess sufficient functionalities, give accurate information for decision-making, be reliable, and secure in order to enhance the trust of diabetic patients.

But access to HE does not just benefit individuals, it also has benefits for communities or broader society (access to HE may benefit individual scholars, but can also benefit economically the entire families and poverty stricken communities such as those from Tsholomnqa village where this study was conducted). However, in South Africa, there is limited research that focuses on the importance of and challenges of access to HE as confronted by rural scholars. This research presents findings from a mixed method based study which sought to probe key issues relating to access to HE and challenges facing rural scholars regarding access to information on HE. The study involved as many as 209 Grade 12 learners from two high schools in the rural area of Tsholomnqa village in the Eastern Cape Province, a province associated with high levels of poverty, inequalities and unemployment in South Africa. The findings reveal that rural scholars about to qualify for university access information on HE information primarily from the internet. However, it was found that issues such as not having data or smartphones to search the internet and lack of support from their parents and teachers including universities affected their self-efficacy and self-esteem. The implications of these findings suggest that HE institutions must target and strengthen outreach and visibility in rural schools.

The results of the findings in this study show that the relationship between student and learning content becomes explicit when using ontology technology in searching, organizing, gathering and development content. Results obtained from information retrieval show that the transfer rate of information on localhost for 100 request @ current level of 5 is 37169.89kb/s, while on the client’s system, the transfer rate was 48494.36kb/s which was due to multiple request on the client’s side. Results obtained on scalability shows the round trip time which was (time to respond-time to request). The longest roundtrip was 8 seconds as a result of network being congested with multiple packets request from various sources trying to access the localhost at the same time while the fastest was 1 seconds. The implications of this results show that web-based ontology e-learning system has a positive input to teaching and learning processes in schools for content retrieval and network usage. The system furthermore shows the relationship adopted by learners and teachers, and also the match needs that arise in between. The contribution of this study adds to the existing discoveries on the use of web-based and knowledge-based ontology.

The implications of this results show that web-based ontology e-learning system has a positive input to teaching and learning processes in schools for content retrieval and network usage. The system furthermore shows the relationship adopted by learners and teachers, and also the match needs that arise in between. The contribution of this study adds to the existing discoveries on the use of web-based and knowledge-based ontology.

- Description: The effective and efficient functioning of Technical Vocational Education and Training (TVET) colleges is pertinent to the development of critical and scares skills for the South African labour market. In this research, I examined the challenges facing the reporting by TVET colleges to the Department of Higher Education and Training (DHET) using a web-based M&E and reporting framework for TVET colleges. I presented what was the form of reporting by TVET colleges to DHET before the introduction of M&E and reporting framework for TVET colleges in 2015.To this end, M&E and reporting is pivotal in the effective and efficient running of these institutions. In this research, I presented the evolution of the TVET Sector and reviewed literature on monitoring and evaluation, challenges of reporting by TVET colleges to DHET and the role of professional support needed to be given to the sector on monitoring and evaluation. Qualitative method and a case study methodology was used to investigate the challenges of reporting to DHET by TVET colleges. I used semi-structured interview with 4 participants from two selected colleges in the Eastern Cape. I employed interpretive paradigm and content analysis in interpreting and analysing data collected. I presented summary, findings, recommendations and conclusion. The topics for further research were also sponsored in this study.
