Small-scale farmers rely on land for food and income. The post-independence development of Zimbabwe has been tied to land holding. As such, land reform aimed at addressing colonial racial land inequalities and rural underdevelopment became an imperative. In the post-independence era, Zimbabwe undertook two phases of land reform – the first occurred between 1980 and 1999 and was known as the Land reform and Resettlement Programme (LRRP). This was based on the ‘willing-buyer and willing seller’. The second phase which took place from 2000, known as the Fast Track Land Reform Programme (FTLRP), took a radical approach. However, due to a variety of reasons, including the dominance of small-scale farming and challenges of land reform, agricultural productivity remains low. Moreover, despite land reform, including massive land redistribution, the process appears incomplete and inconclusive. This is so essentially because the land reform neither increased food production nor reduced poverty. Accordingly, sustainable development remains a distant reality, especially among rural small-scale farmers. The study aimed at assessing the impact of the fast track land reform (FTLRP) on poverty reduction and sustainable rural development in Zimbabwe. Despite undertaking one of Southern Africa’s largest post-colonial redistributive land reform to date, the provision of land on its own has not been sufficient to address rural poverty and achieving meaningful rural development. This is so because the land reform has not articulated integrated growth as remoteness and poverty remain endemic, which is connected to the land. So, resolving the land question still remains crucial for sustainable rural development in Zimbabwe.

This study is premised upon the assumption that the concepts of the developmental state and socioeconomic development are inextricably interrelated. The concept of a developmental state has gained a significant amount of traction in both academic and non-academic circles in recent times. This study took the form of a case study of Rwanda and its developmental trajectory since the country gained independence in 1962. By adopting a historical approach, this study determined that the factors which continue to retard socioeconomic development in post-colonial and post-genocide Rwanda are rooted in a lingering colonial legacy. Although Rwanda has achieved a significant degree of socioeconomic development since 1994, the sustainability of the nascent developmental state which appears to be emerging could still be undermined by ethnic divisions. Accordingly, it was recommended on the basis of the findings of this study that the Rwandan state and its development partners should pursue transformative socioeconomic policies which ensure an equitable distribution of socioeconomic resources, in order to facilitate the creation of an enabling environment for local entrepreneurs and a reduction of dependence upon foreign aid through the effective mobilisation of domestic resources.

The thesis demonstrates that the hope that non-farm enterprises can add value to the rural economy in terms of creating the much needed employment opportunities is still a goal to be realised. Nevertheless, the income generated by these enterprises is contributing immensely to household welfare, especially improving accessibility to food by poor households. The study recommends the implementation of tailor made capacity building and training programmes aimed at enhancing the skills of rural artisans. This is an area that requires state-mediated intervention to augment the rural economy in order to redress the uneven development of the past.

- Description: This thesis focuses on the developmental impact of rural-urban migration in Nigeria. While, recognising the negative impact of rural-urban migration, the study argues that in order to benefit internal migrants as well as rural development, there must be a paradigm shift to focus on how the benefits of migration on development can be achieved. It is proposed that rural-urban migration occurs as a response to economic, education, health, social and environmental factors. The challenges confronting rural areas are urban bias development paradigm pursued by the successive governments resulting in rural underdevelopment that exacerbates the rural urban disparity. And the neglect of agriculture in rural areas resulting from the discovery of oil in Nigeria. The study revealed that flawed policies adopted by successive Nigerian governments led to joblessness, entrenched social inequality and opportunities. One of the outcomes of these short-sighted policies was rural underdevelopment, which accelerated rural-urban migration in Nigeria. However, the study also demonstrates that the income flows from the migrants to the various rural households has contributed to improvement in the living standard of the households. The fragmentary approaches to rural development that is currently the case in Nigeria would not generate the required level of development and growth needed in the rural communities to improve the living standard. Thus, there is need for a policy framework in Nigeria, which would encourage the private sector to play a vital role in contributing their part in the provision of infrastructural facilities in the rural communities. Although this thesis is a case study of the impact of rural-urban migration on rural development in Nigeria, it can serve to appreciate the role migration can play in promoting development both in rural and urban areas in Nigeria and other Saharan Africa countries.

- Description: This study sought to analyse the role of official development assistance (ODA) from international developmental partnerships in reducing poverty in accordance with the aims of the Millennium Development Goals (MDGs) in Zimbabwe. A qualitative research methodology was used and interview guides were developed in order to put open-ended questions to the participants in one-on-one face-to-face interviews and focus group discussions. The data which was collected was subjected to thematic analysis. Among the findings which emerged was that the implementation of interventions to meet MDGs and reduce poverty in Zimbabwe had been hindered by both internal and external factors. Internal factors included corruption, underinvestment in industry, an untaxed underground economy, and political instability, the inconsistent implementation of policies, a weak judiciary, and excessive dependence upon ODA. Conversely, external factors included ODA which failed to enable the root causes of poverty to be tackled, attempting to remedy the symptoms of poverty rather than the real causes, the misuse of hegemonic economic and political power by foreign developmental partners, the inequitable distribution of ODA, ODA which entailed conditionalities, and soured relations with foreign donors. From the findings it was concluded that the most effective means of reducing poverty effectively in Zimbabwe lay in investing in developing internal sources of revenue. ODA should be used only to supplement interventions to reduce poverty in a sustainable manner and promote inclusive economic growth in the interests of equity. In order to generate the ODA which is needed to begin the process of economic recovery, Zimbabwe needs to re-engage with foreign developmental partners in a manner which ensures that partnerships are mutually beneficial. The injustices of the past should not be used to account for the failure to meet the MDGs and the deepening poverty in Zimbabwe, as they are not the consequences of the white minority rule of the past, but rather of present-day political ineptitude. Consequently, it is imperative that Zimbabwe should concentrate its efforts on developing the means to raise revenue for development and limit its dependence upon ODA. Holding onto the past by blaming the targeted sanctions, white minority rule, and colonialism will not enable the poverty in which many Zimbabweans in the post-independence era are mired to be meaningfully reduced through the Sustainable Development Goals (SDGs) which have superceded the MDGs to be achieved by 2030.

Logically, it follows that by empowering small-scale farmers and giving them access to resources such as credits, subsidies and extension services the state can play a mediating role in transforming the agricultural land scape in Lesotho. Unless farmers are empowered the water resources in Lesotho will continue to serve the interest of the rent-seeking elite. Given the nature of the issues under investigation, the mixed research methodology (the use of both qualitative and quantitative methods) was used as a method of inquiry in order to get a deeper understanding of the phenomenon of water resources management and its subsequent impact on small scale farming in the rural areas of Lesotho. Both methods played a complimentary role by capitalising on both their strengths and weaknesses so as to provide various dynamics and linkages between the two variables of water resources management and small scale farming. The material condition of small scale farmers is intrinsically associated with the active state mediation in agriculture. Yet, the adopted Integrated Water Resources Management (IWRM) approach is still to materialise. This thesis, thus, argues that there is a need for a more holistic integrated water resources management framework that is livelihoods based and re-emphasises the need for conserving the ecosystem. Therefore, implementing a more holistic integrated water resources management approach is critical and vital in improving agricultural production and subsequently the livelihoods of small scale farmers and households. Although this thesis used Lesotho as the case study, it is hoped that the findings may provide tentative answers for other Sub-Saharan countries on how to properly and efficiently manage water resources so as to boost agricultural production amongst small scale farmers in order to improve human conditions and promote sustainable development in the rural areas.

Access to energy was viewed as a human right in this study and attributes of ecological modernization and energy ladder theories were incorporated in the study so as to foster sustainable development. The study developed a symbiosis between energy poverty and human development in Zimbabwe. The power shortages have caused a lot of energy poverty and load shedding in the country and this has had adverse consequences on the transformation of the economy as well as the general human capacity development in the country. The supply shortage was as a result of many factors which include the lack of investment in the power sector by government for expanded generation capacity, ageing equipment, incorrect pricing, bad debts, droughts, internal conflicts, skills flight, and government energy sector regulation, vandalisation of equipment and under supply of coal to thermal power stations. The country needs to commit itself towards improving the current situation by revising the energy policy to include alternative sources, the integration of regional power systems and construction of more power stations, and by putting research monitoring and evaluation mechanisms in place so as to improve power generation capacity which meets the demand of the country. The evidence from the findings gathered in this study led to the conclusion that the Zimbabwe energy and power sector lacks the capacity to provide adequate reliable clean energy to the nation and this has affected the development of the country.

The study adopted the human centered mineral resource governance approach to assess the mineral governance structure in Ghana and identified that, the current system is a colonial legacy and does not promote human development in Ghana. The study, whilst recognizing the legacies of colonialism, argues that in order for mineral resources to be managed responsibly to promote human development, there should be a paradigm shift to focus on how mineral resources are governed. As a result, the study, relying on the human centered development approach investigates how mineral resources can be governed to promote development in Ghana, with specific focus on the mineral wealth Western Region of the country. Due to the finite nature of mineral resources, the human centered development approach argues that revenues from mineral resources should be invested in human capacity building and medical care delivery. Further, the mining sector should be integrated with other non-mining sectors of the economy to create jobs and provide alternative livelihoods which will go a long way to assist in the general expansion and growth of the country‟s economy. Although this thesis is a case study of mineral governance in Ghana, it can serve as a springboard to appreciate the role mineral governance can play in promoting people centered development in other sub – Saharan mineral wealth countries.

Its significance has been prompted by the realization that without sustainable modern energy alternatives for the rural poor, prospects for rural transformation remains low. The recognition of modern energy as one of the missing link in rural transformation comes amid the growing concern about the negative effects of relying on traditional energy services and the increasing forecasts that most developing countries are likely to miss their MDG targets by 2015. Drawing on the Modernization and the Sustainable Development Approach, this study concluded that improving the quantity and quality of energy services consumed by the rural poor can counteract rural underdevelopment and enhance rural social and economic transformation in Dewedzo. The study confirmed that energy poor households are prone to various social, economic and environmental detriments such as poor health, hunger, malnutrition, poor education and missed socio economic opportunities. By addressing rural people‟s energy needs, more nexus can be injected into rural productivity and the economic social outputs of this process can in turn increase the pace at which MDGs can be achieved.

The controversies around this phenomenon seem to have been heated up by the high visibility of mobilized and politicized ethnic groups in most multi-ethnic states. Therefore, the extent to which ethnic nationalities are able to effectively manage the interplay of ethnic differences determines to what extent a multi-ethnic nation develops without crisis. Historically Nigeria has come a long way from multi-ethnic entity with political differences and background to the amalgamation of 1914 till the present structure of thirty-six states. Ethnicity, no doubt has contributed immensely to ethnic conflicts in Nigeria because of long standing revulsion or resentments towards ethnic groups different from one’s own or fear of domination which can as well lead ethnic groups to resort to violence as a means to protect and preserve the existing ethnic groups. Significantly ethnicity in Nigeria, is a product inequality among the various ethnic groups orchestrated by a long period of colonialism; a period which witnessed the ascendancy of three major ethnic groups to the socio-political domination of other ethnic groups and a period when the three major ethnic groups were used as a pedestal for the distribution of socio-political goods, resulting in the inability of other ethnic groups to access these socio-political goods. This situation has continued to impact negatively on the forces of national integration and cohesion in ethnically divided Nigeria. Considering the relationship between ethnicity and development; socio-political exclusion is not only ethically dangerous to development but also economically unproductive. It deprives groups and individuals of the opportunity for the necessary development that can be beneficial to the society. Thus, it is important to develop an integrative socio-political frame-work that explicitly recognizes the participatory role of every ethnic group in governance. Hence, there is a need for the adoption of inclusive governance to manage ethnicity in Nigeria. Notwithstanding, ethnic conflict still persists and an attempt will be made in this study to identify the reasons. Central to socio-political sustainability in Nigeria is a system that should recognize that differences are important to development and encompass notions of equality. Such a system should acknowledge the socio-political and economic power of every ethnic group and promote a system devoid of ethnocentric and exclusionary socio-political and economic policies.

Prior to this, the state was the central player in development. At liberation from political colonial control, most African governments adopted a centralized governance system. This meant that even in their drive to eco-socio development the state was the sole and most important driver. As explained by Allen (1995), in order to keep their grip on power, African leaders invented different solutions. Among them was an amplified centralization of its administrative device, or the creation of a centralized bureaucratic organization. Indeed, from 1960, the majority of African leaders banned political competition and instituted one-party regimes under which an ever-expanding bureaucracy was used to distribute resources to political allies, often under the form of membership in administrative positions (Allen, 1995). It was this need to keep a firm grip on power which saw most governments spearheading their own development, with NGOs playing a peripheral role. In the second instance, the state was instrumental in leading development. Throughout Africa, numerous government boards and ministries were created, each with a specific role to play in development (Willis, 2011; Allen, 1995). In the same way, most governments instituted policies and plans, with specific time frames, where certain development targets were supposed to be met. This system was adopted and became more pronounced in countries such as Malawi, Zambia and Zimbabwe.

Despite much research on food (in) security in South Africa, the link between poverty and household food security is not at all clear. This study seeks to fill this gap specifically by looking at the linkages in the main between food security and poverty especially in the community level. Amidst the various programmes and initiatives that are in place in South Africa, there is continual prevalence of food insecurity facing the majority of South African households. The major aim of this study was therefore to examine the impact of one of these programmes, the Zanyokwe irrigation scheme in enhancing food security not only for the farmers but also for the surrounding communities. This study adopted a qualitative approach to research. The study unearthed that even though Zanyokwe irrigation scheme has played an indispensable role in enhancing food security for the smallholder farmers and the community at large challenges such as market challenges, road infrastructural issues, land tenure issues, lack of proper coordination amongst the farmers as well as farmer empowerment are a major limitation to the growth of the irrigation scheme and the farmers. Thus, the study recommended that farmer support services, training, agriculture subsidies, improved infrastructure as well as addressing market related challenges will go a long way in reducing the plight of the Zanyokwe farmers as well as enhancing food security

- Description: The study emanates from the constitutional imperatives with regard to the role of local government in community development. The notion of cooperative governance is envisaged in the South African Constitution which stipulates that all spheres of government must adhere to the principles of cooperative government and must conduct their activities within the parameters prescribed by the Constitution. The purpose is to support and strengthen the capacity of the local governments to manage their own affairs and to perform their functions. The basic values and principles governing public administration entail that: it must be broadly representative of the people of South Africa in order to redress the imbalances. The existing gaps in the legislation on decision making power at the local level of the municipality, be it in a ward committee or sub council, have not been adequately addressed in the post 1994 democratic dispensation. It is in this context that this study seeks to address these gaps and obstacles, and contribute to the design and development of a decentralized cooperative governance model, specifically to the six metropolitan municipalities and also provide a basis for further research. The findings of the research could be adapted as a national policy in the empowering of municipalities through the dispersal of democratic power which is an essential ingredient of inclusive governance. Based on a case study of six metropolitan municipalities, the research is intended to contribute to the development of empirically grounded; praxis and practical guideline in decentralized cooperative governance which can be adopted and institutionalized in public administration. It is believed that a study of decentralized cooperative governance adds value in that it seeks to link decentralized power and local development. Rather than civil society organisations being seen as adversarial, a creative partnership with the state in local development is crucial. This political assimilation is critical in the construction of democracy through fusing the substantive values of a political culture with the procedural requisites of democratic accountability. This serves to fragment and disperse political power and maintain a system of checks and balances with regard to the exercise of governmental power. The capacity for innovation, flexibility and change can be enhanced at the local level, and it is a cliché that local decision making is viewed as more democratic in contrast to central, top-down decision-making processes. A syncretistic model for local government based on the political adaptation of political and inclusive decentralisation is outlined.

- Description: The study emanates from the constitutional imperatives with regard to the role of local government in community development. The notion of cooperative governance is envisaged in the South African Constitution which stipulates that all spheres of government must adhere to the principles of cooperative government and must conduct their activities within the parameters prescribed by the Constitution. The purpose is to support and strengthen the capacity of the local governments to manage their own affairs and to perform their functions. The basic values and principles governing public administration entail that: it must be broadly representative of the people of South Africa in order to redress the imbalances. The existing gaps in the legislation on decision making power at the local level of the municipality, be it in a ward committee or sub council, have not been adequately addressed in the post 1994 democratic dispensation. It is in this context that this study seeks to address these gaps and obstacles, and contribute to the design and development of a decentralized cooperative governance model, specifically to the six metropolitan municipalities and also provide a basis for further research. The findings of the research could be adapted as a national policy in the empowering of municipalities through the dispersal of democratic power which is an essential ingredient of inclusive governance. Based on a case study of six metropolitan municipalities, the research is intended to contribute to the development of empirically grounded; praxis and practical guideline in decentralized cooperative governance which can be adopted and institutionalized in public administration. It is believed that a study of decentralized cooperative governance adds value in that it seeks to link decentralized power and local development. Rather than civil society organisations being seen as adversarial, a creative partnership with the state in local development is crucial. This political assimilation is critical in the construction of democracy through fusing the substantive values of a political culture with the procedural requisites of democratic accountability. This serves to fragment and disperse political power and maintain a system of checks and balances with regard to the exercise of governmental power. The capacity for innovation, flexibility and change can be enhanced at the local level, and it is a cliché that local decision making is viewed as more democratic in contrast to central, top-down decision-making processes. A syncretistic model for local government based on the political adaptation of political and inclusive decentralisation is outlined.

Women‟s relationship with land is therefore through husbands, fathers, brothers or sons. Therefore, this study has undertaken with the objective of assessing the impact of land distribution programme with respect to its contribution to women‟s empowerment in the study area. The Gender and Development approach was employed to assess women access to land under the FTLRP. Such an approach to rural development can help in reducing the gender gap between women and men in order to achieve gender-balanced development. The study used qualitative research methodology where semi-structured interviews gather data from women in Mutasa District. Findings indicate that there are a number of challenges and constraints that are experienced by rural women under the Fast Track Land Reform Programme which include male land registration, no access to credit, inadequate government input support, lack of government laws and policies awareness on women land rights, shortage of farm implements and irrigation water supply and lack of agriculture training. On the other hand, culture and traditional practices still affect women in other cases, disadvantaging them in favour of men, as in inheritance of land and property in the household. It was generally assumed that the programme did not improve women access to land. To improve women access to land, in future, the study recommends that a serious intervention by the state should occur coupled with the revitalization of the programme and a paradigm shift towards an effective food security programme which emphasizes women and their important role in agriculture.

Reviewed literature indicated that two theories; education as human capital and education as human right advanced increased access to education. Decline of quality of education in the expansion programme portrayed by the decrease of pass rates to below 50 percent, pupils’ low literacy and numeracy prompted investigation. A case study of Ngezi rural primary schools was explored using a sample of 50 respondents selected through stratified random technique. Data were gathered by a combination of qualitative and quantitative methods defined as triangulation. Self- administered questionnaires for heads and teachers, interview guide for grade 7 pupils and SDC and observation guide were the instruments employed for data collection. Analysis of the data was done using descriptive statistics. Findings were that quality of universal education was affected by inadequate supporting inputs and facilities, inappropriate teaching methods and unmotivated teachers. However 80 percent of the schools were staffed with qualified teachers depicting government’s commitment to quality education. 40 % of the schools without qualified leadership were indicative of the effect of poor school conditions to staff turn up. In studies carried out in Kenya, Uganda, Tanzania and India quality also declined as access was increased due to similar causes. Recommendations were to create a strong collaboration among stakeholders through communication to ensure the four conditions for quality are met simultaneously as they are interdependent and reforming the curriculum to suit means and needs of the people.

The study adopted a historical approach to assess the model of social policy in South Africa and identified that social relations of domination inherited from the apartheid era continuing to produce inequalities in opportunities. Social policy under the democratic government has not managed to address social inequalities and the main drivers of poverty in the form of income poverty, asset poverty and capability poverty which are the underlying factors reproducing deprivation and destitution of the majority of the population Although South Africa prides itself of a stable democracy, social inequalities continue to undermine the benefits of social citizenship because political participation in the midst of unequal access to economic and social resources undermine the value of citizenship. Also, inequalities in the distribution of income and wealth, and in the control of economic production undermine political equality which is an ethic upon which social rights are predicated. As a result, state interventions are lacking inherent potential to build human capability for people to live the life that they have reason to value. The paradox of social policy in South Africa is that the majority of those who are marginalised are those who were excluded by the apartheid regime even though state intervention is claimed to be targeting them. This points to the failure of incremental equalisation of opportunities within a context of stark social inequities. It is also an indication that the economic growth path delivered by the political transition is working to reinforce the inherited legacy of deprivation and it is avoiding questions related to the structural nature of poverty and inequalities. Therefore, a transformative social policy is an imperative for South Africa. Such a framework of social policy should be premised upon a notion of human security in order to built human capability. Human security focuses on the security of individuals and communities to strengthen human development. It emphasises on civil, political and socioeconomic rights for individual citizens to participate fully in the process of governance. Although this thesis is a case study of social policy in South Africa, it can be used to appreciate the role of social policy in other developing countries, particularly the impact of political decision making on social distribution. Poverty and social inequalities are growing problems in developing countries and so is the importance of putting these problems under the spotlight for political attention.

- Description: Education policies remain a contested terrain in both the social and political environments. They are not neutral instruments and are used both to maintain the existing social order and also to promote varying kinds of change or mobility. The South African Schools Act, 1996 (Act 84 of 1996) hereafter SASA, which is the source of all policies that regulate school issues in South Africa promotes democratic methods of school governing and education provisioning that favours the previously disadvantaged groups. The NNSSF is one of the policies of SASA that makes schooling accessible to the poor through school fee exemptions while attempting to close the gap between the rich and the poor through differentiated school funding created according to researched poverty levels and standardized target lists. This has been designed to fulfil one of the essential human rights of man- education that has been entrenched in the Bill of Rights of the Republic of South Africa Constitution, 1996 (Act 108 of 1996) hereafter, Constitution. Thus, the study’s objective is to evaluate the implementation of the NNSSF policy in public schools focussing on school fee exemptions. The extent to which poor parents and learners are given school fee exemptions as they are supposed to according to the policy will be indicators of whether the NNSSF is justly or unjustly implemented in public schools. Learners are the recipients of the right to education. Parents are given the responsibility to fund the education of their children. However, for poor parents to fulfil that they need advice and assistance from the teachers and SGBs to be able to access the school fee exemptions while they have a right to just administrative action and to human dignity in dealing with them. SGBs and teachers have to create a favourable environment for the just implementation of the NNSSF by advising and xiii assisting deserving parents and learners to access school fee exemptions so that the right to education is fulfilled. The duty of in loco parentis and acting in the best interest of the child enforce teachers to do everything possible to ensure that learners access education. EDOs are supposed to guide, monitor and supervise the implementation of the policy while legal bodies should assist parents and learners to demand their right when it is violated through litigation. The study used the method of survey which is quantitative and interviews which are qualitative. Questionnaires and interview schedules were tools used to collect data that was analysed through statistical methods and represented in the form of tables and pie-charts. Various significant findings were made that had a bearing on the implementation of the NNSSF policy in public schools, most important to note is that some learners who have the right to education are aware of this right but do not know how to ensure that it is not violated. - Description: This study focused on community development education and practice for the democratic and transformative South context. Social and community development are relatively new approaches to social welfare and community development is emerging as a discipline and profession to contribute to the goal of developmental social welfare. Community work, albeit to a minimal extent and not community development was viewed as a method of social work during apartheid. With community development being prioritized as an intervention strategy for poverty reduction by the national government, the gap in community development education needs to be addressed. The goal of the study was to develop an undergraduate curriculum framework for community development education that would produce a new generation of ethical community development professionals to contribute to the goal of developmental social welfare. The study focused on the integrated approach to community development education and practice; with education of the student as a whole human being as critical for community development in a transformative South Africa. To achieve its goal, the study identified three themes that were critical to the research: a conceptual framework, clarifying key terms; a curriculum framework for community development education; and qualities and ethics for a new generation of development practitioners. The qualitative study was based in the Eastern Cape Province, South Africa and because of the lack of a referential framework for community development education, the researcher looked towards learning from India which has over fifty years of experience in social and community development education and practice. The state of Kerala established a social development approach in 1957 and was chosen as a learning experience. The state’s Kudumbashree Mission which aims at poverty alleviation through the empowerment of women was chosen as a case study. The integral and values based education system of Sri Sathya Sai University in the state of Andhra Pradesh and the community development education and practice of Loyola College in the state of Kerala were examined. The research design was exploratory, conceptual, descriptive and developmental in nature. The qualitative methodology best suited the nature of this study and a combination of methods to obtain data from a variety of sources across national boundaries was employed. The participants interviewed in both countries were purposively selected for their involvement in social and community development directly as target groups, practitioners, managers and policy makers. The research produced a philosophical and theoretical framework that is unitary and integral and aligned with the current social development policy to guide community development education and practice. The unitary and integral framework encompasses the individual within the family and community context and locates the various dimensions of development such as the social, physical, cultural, psychological, spiritual, political and economical dimensions within a unitary platform. The framework is dominated by the holistic and humanistic philosophies without negating the rational and pragmatic perspectives. In conclusion, the study conceptualizes community development as a natural process; the integration of individual and collective consciousness and an intervention. The outcome of the study is a recommended curriculum framework for community development education that would be of relevance to the Eastern Cape Province in particular and for the South African context generally.

- Description: This study focused on community development education and practice for the democratic and transformative South context. Social and community development are relatively new approaches to social welfare and community development is emerging as a discipline and profession to contribute to the goal of developmental social welfare. Community work, albeit to a minimal extent and not community development was viewed as a method of social work during apartheid. With community development being prioritized as an intervention strategy for poverty reduction by the national government, the gap in community development education needs to be addressed. The goal of the study was to develop an undergraduate curriculum framework for community development education that would produce a new generation of ethical community development professionals to contribute to the goal of developmental social welfare. The study focused on the integrated approach to community development education and practice; with education of the student as a whole human being as critical for community development in a transformative South Africa. To achieve its goal, the study identified three themes that were critical to the research: a conceptual framework, clarifying key terms; a curriculum framework for community development education; and qualities and ethics for a new generation of development practitioners. The qualitative study was based in the Eastern Cape Province, South Africa and because of the lack of a referential framework for community development education, the researcher looked towards learning from India which has over fifty years of experience in social and community development education and practice. The state of Kerala established a social development approach in 1957 and was chosen as a learning experience. The state’s Kudumbashree Mission which aims at poverty alleviation through the empowerment of women was chosen as a case study. The integral and values based education system of Sri Sathya Sai University in the state of Andhra Pradesh and the community development education and practice of Loyola College in the state of Kerala were examined. The research design was exploratory, conceptual, descriptive and developmental in nature. The qualitative methodology best suited the nature of this study and a combination of methods to obtain data from a variety of sources across national boundaries was employed. The participants interviewed in both countries were purposively selected for their involvement in social and community development directly as target groups, practitioners, managers and policy makers. The research produced a philosophical and theoretical framework that is unitary and integral and aligned with the current social development policy to guide community development education and practice. The unitary and integral framework encompasses the individual within the family and community context and locates the various dimensions of development such as the social, physical, cultural, psychological, spiritual, political and economical dimensions within a unitary platform. The framework is dominated by the holistic and humanistic philosophies without negating the rational and pragmatic perspectives. In conclusion, the study conceptualizes community development as a natural process; the integration of individual and collective consciousness and an intervention. The outcome of the study is a recommended curriculum framework for community development education that would be of relevance to the Eastern Cape Province in particular and for the South African context generally.

Critiquing the viability of a trade biased approach to regional integration in Southern Africa

- Description: Africa’s international marginalization is preponderantly conceptualized through world systems approaches, particularly structural dependency. Consequently, the region’s socioeconomic quagmire, characterized by economic stagnation, abysmal poverty, inequality and foreign dependency, is often attributed to its colonial heritage. Particular reference is made to the small size of the African state and its structural specialization in primary production. Collective self reliance based on mutual interdependence (regional integration) thus suggests itself as a logical way to overcome the structural constraints imposed by the small size of the state, while at the same time representing a viable alternative to asymmetric trade with developed countries. It is within the context of this theoretical framework that this study critiques the predisposition of the regional body in Southern Africa, the Southern African Development Community (SADC), towards a trade biased approach to regional integration (market integration). This critique is based on theoretical and empirical findings showing that trade led strategies are primarily suited for developed countries with robust manufacturing industries and complimentary production structures. Countries in Southern Africa are however characterized by a near absence of manufacturing industries, are at different levels of development and show low levels of trade complementarities. This study therefore concludes that market integration is an inappropriate strategy for regional integration in Southern Africa and in the process suggests development integration – a political economy approach, as an alternative.
