- Description: The objective of this study was to evaluate the effectiveness of the Performance Managements System (PMS) policy by looking at the implementation of the PMS in line with provincial and national policies. The purpose is to achieve sustainable improvement in organizational performance whilst examining the value of PMS in assessing performance of the Eastern Cape Provincial Treasury employees. The questionnaire was personally delivered to potential respondents. The study showed that the performance management system used by the Eastern Cape Provincial Treasury was on track with clear objectives, and was largely integrated with the departments' planning process, primarily through the use of divisional planning objectives as a basis for employee performance agreements. However, the general findings were qualified by the need to address. Several key issues, and to make some improvements to the process. It was also concluded that the revised performance management system should have a stronger emphasis on effective managing, monitoring, reporting and rewarding high performance and correcting low performance respectively. Key recommendations are made to assist this department in its quest to achieve maximum return on the investment from its human capital. The recommendations are: The Eastern Cape Provincial Treasury needs to establish clear organizational objectives and the performance management tool should be negotiated and agreed with the union councils and management. The performance measures or key performance indicators should be agreed upfront with all employees, irrespective of their level in the organization.

Despite the difficulties encountered, the Council was able to enact 31 laws, conducted some joint consultative meetings on County projects and the study recommended that, the relevant institutions of Local Government to review the irregularities in the Local Government Act of 2009 to regulate the duties of the Council and to guide the recruitment of the future Councillors, training of the Councillors to improve performance, improve the working conditions of the Council, conduct public awareness on the role of the Council and promotion of exchange programs for further learning purposes. The significance of this study is that, the topic was good according to the participants, the recommendations of the study may be adopted by the Local Government Authorities to address the identified gaps and challenges facing the Council not only in Yei River County but also in other parts of the Country and finally, the report may be used by the University of Fort Hare for further Academic purposes and/or other interested individuals/institutions or organizations of the same or similar objectives.

However, since its introduction there have been indications that the system is encountering a number of challenges which are derailing and obstructing its implementation. This research was aimed at exploring those implementation challenges to PMS in the Malawi Civil Service with a case study of the Ministry of Education, Science and Technology (MoEST). Recommendations are made to the concerned parties for possible improvement in the implementation of PMS. The study took a qualitative approach whereby interviews with key informants, sampled purposively, were conducted in order to get relevant information to the problem. Besides the interviews, a study of official documents was done in accessing secondary data. The overall findings of the studyare that, although PMS plays a significant role in the improvement of productivity in an organisation, the Malawi government in general and the Ministry of Education, Science and Technology in particular, are failing to implement it effectively due to varying challenges that are generic to the entire Malawi Civil Service and also specific to the MoEST. The generic implementation challenges included: lack of correct understanding of the term performance management, design challenges and inadequate consultation, lack of linkage between rewards and performance, lack of leadership and management commitment, lack of knowledge and skills about the process and procedure of PMS, weak monitoring and evaluation (M&E) system, lack of clear legislation on PMS, lack of communication on organizational strategies,absence of performance standards, inadequate financial resources, attitude problem and social culture, political will not bending on performance and also the nature of the Civil Service. This research identified the following specific implementation challenges in the MoEST: inadequate sensitization and training on PMS, structural arrangements in the Ministry, numerous vacant positions and understaffing, unclear career path, duo lines of reporting, grade of employee determining the criterion of assessment, promotion interviews for teachers rarely happen, under qualified head teachers managing institutions, as well as administrative arrangements and political appointments to positions. The study upon giving recommendations to have the highlighted challenges addressed accordingly with a sense of commitment, concluded that the performance management system in Malawi Civil Service and MoEST in particular , while well-intentioned, is really fraught with numerous challenges that have adversely impacted on its implementation. At the individual level a lot of work has to be done in relation to making PMS being accepted. In some public institutions compliance with the regulatory framework has been limited to mere establishment of Supply Chain Management Units. Some of these units are not compliant with the National Treasury guidelines and are not properly staffed with personnel with the required skills and qualifications. Staff employed in Supply Chain Management units are either not provided with the required training in order to fulfill their employment obligations or do not see self-development in Supply Chain Management as of great importance. Supply Chain Management Policies do not evolve from within the institutions but more copies of the guidelines provided by the National Treasury. Staff do not get involved in policy development processes. - Description: This study is based on Leadership & Accountability in managing the Constituency Development Fund (CDF), the case of Yei River County (YRC) of Central Equatoria State, Republic of South Sudan (RSS). CDF is one of the initiatives of the government of South Sudan created by a legislation of Parliament to compliment development of the community needs as they expect more from the government of the day. The CDF Act 2007 which was passed by the parliament stipulated structures that govern the operation of the fund in terms of management, leadership and accountability to enhance effective and efficient provision of services to the people. The CDF Act provided that fund allocated to the MPs is to address the challenges that face the communities such as construction of schools, health facilities, water, roads and government facilities but not for personal interest or individual use. The problem that motivated the researcher to explore the performance of the CDF was inadequate service to the community although the government has allocated funds to each constituency channeled through the members of parliament to improve the socio-economic status of the community. The research looked at how the CDF roles, functions, and procedure were applied in the utilization of the funds to ensure efficiency. It analysed and evaluated the effectiveness and efficiency of management of CDF to promote service delivery in the constituencies of Yei, Ottogo, Tore and Mugwo Payams. The study investigated the following questions: How is the Constituency Development Fund (CDF) been managed and utilized by the Members of Parliament (MPs) to promote development in their constituencies? To what extent is the Constituency Development Fund (CDF) used in accordance with the provisions of the CDF Act (2007)? To what extent does the CDF achieve its objective in promoting development to meet the aspirations of the people within the constituencies? And, what is the nature of the relationship between the MPs, the community and the County Local Authority in relation to the CDF? The study also examined the linkage between the various committees formed by the CDF Act 2007 to guide the implementation of the fund as well as the projects at grass-root levels in regards to monitoring and evaluation process. The study used both descriptive and explanatory techniques to guide the researcher in gathering information required on the best of CDF practice in Yei River County which were carried out using interviews, focus group discussion and observation. Twenty (20) respondents comprising of head of departments, women, youth, MPs of both parliaments - the National and the State, chiefs, councilors, CDF committees from the four constituencies mentioned above were interviewed about the use of the CDF. The study reveals that there are no clear linkages between the various committees formed by the CDF Act 2007 to guide the implementation of the fund as well as the projects at the grass-root level in regards to monitoring and evaluation process. In addition to this, less participation of the community in identification, planning, implementation, monitoring and evaluation of the CDF community projects was one of the contributing factors that affected the effectiveness and efficiency of the result. Although creation of CDF has effect in some of the areas of the county, it requires more improvement in the implementation process to increase development in other areas. Based on these findings, the study argues that for the best of the CDF utilization, leadership and accountability which are components of the Public Administration Discipline that enhances efficiency in the public institutions need to be put into practice. Linking performance management to public perceptions of police effectiveness: a case of Queenstown cluster police stations, Eastern Cape (2009-2011)

- Description: This study investigated the relationship between SAPS performance management and measurement assessment patterns and public perceptions of the effectiveness of SAPS. The Performance Management System (PMS) and the Performance Measurement System (PMS1) of SAPS were investigated and it was looked at whether there is a correlation between them. The two internal measurement systems i.e. PMS and PMS1 were compared with the perception of the community about service delivery effectiveness of SAPS. Seven police stations in the Queenstown Cluster participated in the study. Semi-structured interviews were used to gather data from the Cluster Commander, Station Commanders, Production personnel and members of the community. The findings indicated that SAPS has challenges in implementing PMS. Matters of honesty and trust were seen as contributing factors to these challenges. The internal performance management tools do not take into consideration the needs of the community. - Description: This study investigated the relationship between SAPS performance management and measurement assessment patterns and public perceptions of the effectiveness of SAPS. The Performance Management System (PMS) and the Performance Measurement System (PMS1) of SAPS were investigated and it was looked at whether there is a correlation between them. The two internal measurement systems i.e. PMS and PMS1 were compared with the perception of the community about service delivery effectiveness of SAPS. Seven police stations in the Queenstown Cluster participated in the study. Semi-structured interviews were used to gather data from the Cluster Commander, Station Commanders, Production personnel and members of the community. The findings indicated that SAPS has challenges in implementing PMS. Matters of honesty and trust were seen as contributing factors to these challenges. The internal performance management tools do not take into consideration the needs of the community. This transpired on the results of internal performance management which indicated police stations and their members to be performing satisfactory while the community is not satisfied with the police station performance.

- Description: This research project mainly focuses on the public financial accountability in the Ministry of Finance and Economic Planning for South Sudan. According to the Public Service Regulations, the government has a duty and responsibility to deliver services to its entire people. In other words, the government exists primarily for the welfare of the people, by creating public institutions to render services delivery and developmental programmes for the communities. There are no government institutions that can function without the provision of finance resources (money). The management of the finances is one of the most important and critical tasks of the government, which requires public financial accountability from the political role-players and public officials, concerned with the use of public money (to be accountable). However the level of service delivery that citizens have to expect depends mostly on standardized public financial accountability of public money (revenue income) by the role players, and public officials in the institutions as integral part of public financial management. Any organization that manages and reports on its finances mitigates the risk of finances, builds good quality and openness into its financial and non financial analyses, monitors the sustainability of benefits and reflects sound financial accountability. Public financial accountability is a specific field that intended to as a tool use for the economy, efficient and effective administration of public money for render of service delivery to the citizens and the developmental programmes for the better live condition or general welfare of the communities. The study was motivated by the issue of public financial accountability in the Ministry of Finance and Economic Planning for both, during the interim period of six years and after independence in, 2011 for the government of South Sudan which has influenced socio- economic concern, as a result many communities in South Sudan have no access to basic services delivery. Research instruments which solicited quantitative and qualitative data were used to collect information from a sample of management officials and administrative staffs within the Ministry of Finance and Economic Planning The research sought to identify the challenges faced and their causes and the ways of improving efficiency and effectiveness of public financial accountability in the ministry of finance and economic planning. The focus of public financial accountability is ranging from the stages of revenue collection, keeping/saving, treasury regulations, money transfer and budget expenditure, etc that can be achieved by transparency, financial reporting statements, control, and audit, as well as good ethical behavior for good performance in the public institutions, this is because maladministration practices of public finance have an impact in rendering of service delivery’s performance. This research focuses on the level of preparedness for accountability and financial accountability with regard to public financial management in the Ministry of Finance and Economic Planning. Particularly, it explored the laws, policies, procedures, rules and regulations governing implementation of public money, systems in place to oversee this process as well as the capacity of the role-players and public officials in this respective ministry. It further examined how finances have been used for the rendering of service delivery to the communities. In order to accomplish the objectives of this study, a literature study as well as empirical research was undertaken. For the empirical research, questionnaires as well as various types of interviews were used. For proportionate representation efficiency as well as cost effectiveness, the research used a sample of 26 respondents. These included 6 Financial Management Officers, 4 Directors General, 14 finance administrative Staffs, 1 Auditor-General, 1 Chair Person of Anti-Corruption Commission Exploratory statistics and methods were utilized to analyze the data collected so as to measure the reaction to the research questions and objectives under scrutiny. The research disclosed that the public financial accountability in the Ministry of Finance and Economic planning is a new approach that facilitates changes and growth by improving the ways of control public money. The study also found that the standardized laws, policies rules and regulations, and procedures for implementation for public financial accountability have been developed, but not implemented to achieve the stated goals. Also some other important documents are not yet developed. The findings attested to recommendations that, this research will help the policy makers to reformulate the policy; help the implementers or administrators the planners or the managers of the programmes to modify or adjust the programme; to help professionals or academician including those who may research in the area or field; it will help in filling gap in that particular academic dimension or field. The study made recommendations that, the public financial accountability must be improved in the ministry of finance and economic planning, through standardized policies and structures, procedures, transparent and accountable, financial reporting statements and control pertaining to public money. There is a great need for further research in this area of public financial management. This may not be restricted to the Ministry of Finance and Economic Planning only but to all other state ministries where the utilization of public money has already been established.

The results of the study reveal that the SMCA lacks qualified staff, unclear job descriptions and as a result it impinges on coordination and implementation of strategic plans and service delivery within the directorates. The study therefore recommends that for effective and efficient service delivery in promoting ethics and good governance, training of the human resource, recruitment of competent staff, clear job descriptions, regular performance appraisal and effective communication among others are paramount. The study further recommends that gender equality and equity should be addressed in order to meet the Millennium Development Goals (MDGs) in the community.

Local government has been plagued by very serious challenges of poor service delivery and this has been attributed, in the main, to a lack of adequate resources to address backlogs and maintain existing infrastructure. it is therefore very important that all resources are harnessed and channelled to where they are most need, in service delivery. The investigation of the systems and procedures that are in place to ensure prudent financial management and accountability is a worthwhile study. the BMC, is one of two economic hubs of the Eastern Cape. The mini dissertation commences with assessment of governance arrangements that are in place at the BMC against the minimum standards proposed by the King III. It explores the full range of principles proposed in the codes and compares that to practices and procedures at BMC. To avoid a long winded discussion because the principles are close to ten in number; these have been combined and formulated into four broad themes. A consolidated discussion on manifestations on bad governance or poor adherence to good governance in the public sector is discussed in detail. Finally, the impact of various initiatives currently being pursued to promote good governance will be examined, key lessons will be drawn and recommendations for further studies will be made.

The system engages employees and thereby directs them toward achieving the strategic goals of the organisation. The purpose of this research study was to conduct a critical evaluation on the management and implementation of Performance management and development System in the Department of Local Government and Traditional Affairs. Despite the importance of performance management, most organisations find it difficult to implement, manage and sustain performance management systems and processes effectively. It is therefore crucial to ensure adequate planning, evaluation and training is done that will support a sustainable process. Given the strategic role played by the SMS, especially the management of Performance Agreements in the realization of government programmes, it is important that departmental officials make efforts to ensure compliance with its provisions. This study has shown that officials have not been accurate enough in their implementation of the PMDS. The study reveals that there is no staff development programme in place that would help develop staff members to grow in the different fields of their jobs. This is a sound reason why staff responded that they are not happy with the current system. It would appear that management does not devote a great deal of time to staff development. The focus of the PMDS needs to be changed from an output-focused system to a management development system, where there is an increased focus on the development of competencies, compared to the current focus on rewarding only output.

- Description: The demise of apartheid and the ushering in of the New Dispensation in 1994 necessitated the dismantling of the old structures of government which divided the people along racial lines and building a united South Africa based on the principles of the new Constitution.Chapter 10 of the Constitution No. 108 of the Republic of South Africa gives guidelines and principles on how Public Administration should be governed. Section 195 provides for the basic values and principles which govern public administration. The Eastern Cape Department of Education is faced with a problem where the basic values and principles which govern public administration in schools had either not been observed or are completely compromised despite the involvement of labour unions. This is evident in the final results of matrics year after year which became a social concern and the national question. The state of affairs is not improving despite the involvement of labour unions and this prompted the National government to intervene through Section 100. This study will try to explore and mitigate this undesirable state of affairs. The involvement of labour unions is a critical question as to whether their involvement enhances proper governance and policy intentions in schools which will enhance service delivery and increase performance and output results. The researcher followed a multi-method approach to benefit from the diversity of opinions and understand the problem better.

These challenges are the results of the poor relationship between traditional leaders and ward Councillors over land ownership, control and authority of resources for development. The legislations that govern traditional leaders are ambiguous or rather vague when it comes to their roles and functions in development and service delivery in the new democratic government of South Africa and thus cause the traditional leaders to feel that they are undermined by the ward Councillors whom according to traditional leaders feel they that ward Councillors are more recognized than them. It is in this context that this study seeks to investigate the causes of conflict between the traditional leaders and ward Councillors and how the conflict impacts on service delivery and development and also can it resolved to harmonize the situation. The researcher used a qualitative method to collect data, the questionnaires and interviews were conducted to Municipalities, Traditional Leaders, Municipal Managers, Ward Councillors, Ward Committees and the community. There is allegation by the community members and traditional leaders that ward Councillors are bias in delivering services, preference is given to the group that belongs to their party of interest. When there is development projects employment opportunity is not given to the local communities of that area. Traditional leaders are not allowed to actively participate in council meetings.

- Description: An employee wellness programme is a programme that promotes and supports the well-being of its employees and is aimed at increasing productivity. Employee Assistance Programmes (EAPs) are used as a means of ensuring employee wellness. Employee Assistance Programme can be defined as a programme aimed at improving the quality of life of employees and their families by providing support and helping to alleviate the impact of everyday work and personal problems. EAPs are intended to help employees deal with their personal problems that might adversely impact their work performance, health and well-being. The main goal of the EAP is to enhance productivity as well as social functioning of individuals.The main objective of the study as to evaluate the Employee Assistance Programmes and the impact of Workplace Wellness on employee performance in the Eastern Cape Provincial Legislature. This was triggered by the fact that Wellness and EAPs are not visible in the ECPL and the Legislature continues to lose employees due to ill-health and resignations. The institution is characterised by a culture of “us” and “them”, us, referring to Labour and them to Management, and therefore resulting in low staff morale. This raised some concern from the researcher as there is an EAP paid for by the Legislature, but awareness, utilisation and effectiveness of the programme remain a challenge. Due to the nature of the institution’s core business, it is perhaps even more vital for the Legislature to create an organisational culture of caring and employees to be nurtured. It is believed that it is more cost effective and beneficial to both the employer and the employee to retain trained employees, than it is to lose troubled employees and hire new ones, in particular because there is no guarantee that the new ones will not, in time also show signs of problems. The researcher used applied research in this study to explore the need for the EAP as well as how best the programme can be implemented. A combination of an explanatory-descriptive design was used for this study because little is known about the phenomenon or programme. For this research, the researcher used a combination of interval/systematic and random sampling to complement each other in reducing any bias that has the potential of occurring when applying interval/systematic sampling. To get representation and precision, the researcher divided 285 employees according to their ranks. The results from this attempt were: Secretariat=25, Management=42, Administrative staff=196, General Workers=33 NEHAWU Shopstewards=10. The researcher then divided employees in each respective category by one tenth or 10% of each category to get the number of respondents from each category to be included in the sample and added up all categories to get the sample size. The sample of this study was thus, Secretariat=1, Management=4, Administrative staff=20, General workers=3 and NEHAWU Shopstewards=1 and made up a sample size of 29. Only one questionnaire was compiled for all the respondents because EAP recognise that employees start from the CEO of a company to the lowest paid employee in that company and, as such considers all employees to be equal. Research results indicated that there are some limitations in the utilisation of EAP and that employees are faced with both personal and work-related problems. Thus it became clear that the whole concept of Employee Wellness and Employee Assistance Programmes needed to be overhauled and restructured to ensure maximum benefit.

- Description: The Eastern Cape Department of Housing has a constitutional and legislative mandate to provide houses to the poor and disadvantaged citizens living within the province. Parliament must also, according to the Constitution of the Republic of South Africa, 1996, as amended, take reasonable legislative and other measures within its available resources to achieve the progressive realisation of the right of citizens to have access to adequate housing (section 26 (1) and (2)). The commitment to improve the existing housing situation, namely the serious lack of adequate housing and basic services in urban townships and rural settlements, is thus in the first instance a policy matter and secondly a financial matter. However, despite the existing policy measures, such as the Housing Act, 1997 (Act 107 of 1997), the rendering of housing services resulted in uncompleted and defective houses due to inexperienced contractors providing poor workmanship and also corruption in the housing programmes. The rendering of housing services as a functional area has constitutionally been given to the national and provincial legislatures in South Africa. The Constitution allocated this function to the local sphere of government. Municipal authorities are the facilitators of sustainable housing services to (xiv) citizens on behalf of the national and provincial spheres of government. The study was thus conducted within the Nxuba local municipality which is one of eight local municipalities in the Amathole district municipality. The purpose of the study was to evaluate the implementation of the provincial housing policy and to determine the impact of the existing policy on the housing needs of the citizens of the Nxuba local municipality. For this purpose the fundamental and overall study problem was found to be that the rendering of housing services at the Nxuba local municipality is hampered by the implementation of an inadequate provincial housing policy and by incompetent municipal personnel and that these actions do not satisfy the growing demand for sustainable and suitable housing. The hypothesis was furthermore based on the fact that the existing provincial housing policy is inadequate to satisfy human needs and impacts negatively if not harmfully on human well-being. The study revealed that besides the implementation of an inadequate housing policy by incompetent municipal personnel, there are economic, social, political, physical and environmental effects on the citizens. As far as the environmental is concerned, the staging of protest marches resulting in the burning of tyres, rubbish cardboards and road barricades had caused serious air pollution which might lead to the spread of diseases such as TB, cancer and bronchitis when people inhale the poisonous gas evolving from smoke such as carbon monoxide (CO) and sulphur dioxide gases. Secondly, there is an economic impact on the citizens. Houses have been built away from town and people are compelled to commute between the town and their place of residence on a daily basis. With a continuous increase in the petrol price and its associated increase in transportation costs people pay large amounts to get to town. Furthermore the building of the RDP houses frequently comes to a standstill, builders, plumbers and carpenters lose their jobs. People’s income levels fall, impacting negatively on economic activity.

- Description: The purpose of the study was to evaluate the impact of implementing capacity building strategies on the provision of health services in the central region of Malawi. The study intended to determine why a lack of quality services is still prevailing in the health services in the central region despite implementing capacity building strategies aimed at improving the delivery of health services. In addition to this, to come up with recommendations to improve the implementation of the existing capacity building strategies so that the implementation results in the intended impact, that is efficient and effective provision of health services in the central region of Malawi. The studies reviewed what various scholars have written on capacity building in order to ground capacity building in Public Administration and provide the study with a conceptual, theoretical and legislative framework. This enabled the researcher to describe the nature and place of capacity building in Public Administration. It was evident from the review that the implementation of capacity building strategies is a systematic process which requires that chief officials follow all the steps in order to effectively and efficiently implement the capacity building strategies so that the intended impact is achieved. In this regard, capacity building is a management function which requires that chief officials play an enabling role by providing the necessary resources (both human and financial) and policies that support the implementation of capacity building strategies. The study used both quantitative and qualitative research methods whereby thirty-five respondents composed of political office-bearers and chief officials from Lilongwe, Dedza, Mchinji and Dowa districts and Ministry of Health Headquarters in the central region of Malawi were given self-administered questionnaires to complete. Face-to-face interviews and document analysis were also used as research methods. The intention was to determine the problems that are being experienced in the implementation of the existing capacity building strategies and find out if the strategies are resulting in the intended impact. The study findings confirmed that there are indeed problems being experienced in the implementation of the existing capacity building strategies, namely: inadequate human and financial resources, corruption, political interference, lack of consultation with stakeholders and lack of political will to make sure that the implementation of the capacity building strategies is effectively and efficiently done. It was also revealed that the implementation of the existing capacity building strategies is impacting negatively on the provision of health services in the central region of Malawi, hence indicating a need to change in approach. The study concludes that in order for the capacity building strategies to achieve the intended impact there is a need to broaden the scope of the legal framework on health capacity building strategies in Malawi, enforce the use of performance standards and improve the operational framework to gain efficiencies and effectiveness from current investments in capacity building.

- Description: The purpose of the study was to evaluate the impact of implementing capacity building strategies on the provision of health services in the central region of Malawi. The study intended to determine why a lack of quality services is still prevailing in the health services in the central region despite implementing capacity building strategies aimed at improving the delivery of health services. In addition to this, to come up with recommendations to improve the implementation of the existing capacity building strategies so that the implementation results in the intended impact, that is efficient and effective provision of health services in the central region of Malawi. The studies reviewed what various scholars have written on capacity building in order to ground capacity building in Public Administration and provide the study with a conceptual, theoretical and legislative framework. This enabled the researcher to describe the nature and place of capacity building in Public Administration. - Description: The Eastern Cape Department of Education has become like a problem child in the Republic of South Africa. It is a cause for concern to both the provincial and national government. This is a department where service delivery is problematic. Schools are not built or renovated and children are taught in dilapidated structures or sometimes under trees. Hardly a week passes without the department making the headlines in the media for the wrong reasons. It is widely accepted that the department is dysfunctional and education is in a crisis. The department has emerged as the number one culprit of engaging in corrupt activities in the province. Public officials in the department have been identified as being at the helm of these corrupt activities. In the 200/10 financial year, the Auditor General issued a disclaimer to the department and highlighted a lack of direction, accountability and a total breakdown of internal control systems and supply chain management within the department. Numerous fraud risk indicators were identified during the audit and underlined by findings that are indicative of fraud and corruption within the department. This unfortunate state of affairs is contrary to the requirements of section 195(1) of the Constitution of the Republic of South Africa which provides for the democratic values and principles governing public administration including inter alia, that: A high standard of professional ethics must be promoted and maintained. Efficient, economic and effective use of resources must be promoted. Public administration must be accountable. This raises several questions about the ethical fitness of public officials in the department as the custodians of the public resources and trust. Though several reasons abound for this unfavourable state of affairs in the department, the researcher has singled out unethical conduct by public officials in the department and its impact on service delivery. The approach followed in this research was to analyse the 2009/10 Department of Education Annual Report and the 2009/10 Auditor General’s Report to the Eastern Cape Department of Education. The analysis confirmed the existence and occurrence of multiple cases of unethical conduct in the department. At the end scientific recommendations are proposed to alleviate this ill.

- Description: Within the South African context, because of political and social changes and the influence caused by these changes on educational structures, the new and high demands are required from school principals. Principals now find it necessary to make choices and take decisions .Unfortunately they are not equipped sufficiently to make careful decisions in meeting constitutional demands (Niehaus & Myburgh, 1999). According to Evans (1997:20) (as cited by Schoeman, 2006) the establishment of suitable institutions is sufficient in keeping a free and democratic society, world events (fascism in Japan, Italy, Germany,1920s-1930s;cold war in Europe, 1940s-1980s are there to remind us that even the best –designed institutions are not sufficient. A free and democratic society is dependent on knowledge, skills and virtues of its citizens (IDASA 1999:2). Brown and Duku, 2008 contend that when SASA was introduced, it was of the idea that it would create a new school governance landscape (Naidoo, 2005). Criticisms are blaming the SASA for the tensions that exist in school governance. SASA is viewed as steeply middle- class in identity and is accused of normalising parental participation in school governance in middle-class terms. Another criticism is on the assumption that parents should have the resources and time to spend on school activities (Dyer &Rose, 2005; Fakir, 2003; Sayed & Soudien, 2005). When criticisms against this Act were taken stock of in the context of socio-economic realities of many communities in rural locations in SA, it is difficult to disagree. The report of the Ministerial Review Committee cited socio-economic related difficulties as paralysing how parents participate in school governance in rural communities (Ministerial Review Study, 2004).

The identified challenges can be resolved provided that, the Ngqushwa Municipalities and the Department of Social Development, as a champion of poverty alleviation of integrated developmental approach.
