- Description: The research methodology used in this research was comprised of Inayatullah’s Six Pillars of Futures Studies, in which emphasis was placed on scenario planning and the creation of alternative scenarios for the tertiary education institutions in South Africa towards 2030. An environmental scan revealed the drivers of change in the education sector and in the world of work. Deepening of the future of education was done through Causal Layered Analysis (CLA) to facilitate the discerning of issues from various viewpoints in the creation and expansion of transformative stories so as to provide a window into possible futures for skills transformation. The four scenarios for the tertiary education institution of the future, namely “Stairway to Heaven”, “Highway to Hell”, “Bat out of Hell” and “Still Raining” were developed. These scenarios can be used as departure points by tertiary education providers to make strides towards the Global Sustainable Development Education 2030 targets and the attainment of South Africa’s Vision 2030 targets contained in the National Development Plan. Equally important, these scenarios make known what was previously unknown, exploring the possible and impossible, and encouraging new, innovative thinking for decision-makers. The “Stairway to Heaven” scenario supplies a future in which all stakeholders approve of and embrace the mandate of providing relevant skills and job readiness in a fast-changing world, and the benefits are maximised for all involved through co-creation. It is a scenario where industry, tertiary institutions and society have decided that the purpose of education should be lifelong learning for a viable, productive and sustainable world. The desired future of tertiary education is set against a backdrop of public and private sector collaboration, with the aim of turning the nation into an excellent hub for skills transformation. Furthermore, the scenario provides some insight on the vital measures required to embrace the innovation and the appropriate pedagogy. This research was motivated by the need to shine a light on the 21st century learner, rapidly obsoleting skills, no-collar worker, skills of the future, learning futures, and possible predictions about what new jobs may come into existence so that educationists can better prepare for the future. This research offers solutions on how institutions can prepare students for future jobs, especially considering the rapid changes in jobs and the unprecedented demise of certain jobs. The research closes a research gap through creating scenarios that offer various stakeholders in the tertiary education sector different insights and analysis into a number of interpretations of the potential paths that they can follow. The scenario application culminated in the formulation and creation of a “future vision of the tertiary education institution in South Africa towards 2030”, delivering a platform for skills transformation that will deliver adaptable workers, and sustainable and inclusive progress for all South Africans. To bring transformation into the present and design the future that embraces skills transformation, it is invaluable to interrogate the roles and choices that stakeholders of the educational sector make in determining the preferred future. The approach of this research makes it clear that, as the new world of work transpires, policymakers, students, labour, educational leaders, captains of industry and workers must proactively manage the workforce transitions. The focal issue is to discover the appropriate tools that will establish the confidence necessary to create the preferred future for skills transformation in tertiary institutions. This research has laid a platform for co-creation with various stakeholders in an effort to visualise a tertiary institution that contributes to skills development. The vision must accept that the South African jobs and skills historical profile is different from that of industrialised countries. Alternatively, the nation should respond to the double-barrelled challenge of participating in a high skills’ competitive environment on a global scale, as well as a local context that creates low-wage, blue-collar jobs to absorb the large numbers who are unemployed. The challenge is even greater for South Africa, because the economy – if highly service-oriented, with a big informal sector and a quality postgraduate education offering – is supported by a basic education system that is not producing enough critical thinkers who are equipped for university and work life. Thus, the system requires a double transformation to ensure student-centredness and meet the needs of a future worker.

The supervisor’s tale: postgraduate supervisors’ experiences in a changing Higher Education environment

- Description: The environment in which higher education institutions operate is changing, and these changes are impacting on all aspects of higher education, including postgraduate levels. Changes wrought by globalisation, heralded by rapid advances in technology have inaugurated a new era in which there are long term consequences for higher education. The shift towards more quantitative and measurable "outputs" signifies a fundamental change in the educational ethos in institutions. Effectiveness is now judged primarily on numbers of graduates and publications rather than on other aspects. The drive is to produce a highly educated population, especially through increasing postgraduates who can drive national innovation and improve national economies. This affects academics in a range of ways, not least in the ways in which they engage in teaching, what they are willing to do and how they do it. Such changes influence the kinds of research done, the structures and funding which support research, and thus naturally shapes the kinds of postgraduate programmes and teaching that occurs. This study, situated in the field of Higher Education Studies, adopting a critical realist stance and drawing on the social theory of Margaret Archer and the concepts of expert and novice, explores the experiences of postgraduate supervisors from one South African institution across a range of disciplines. Individual experiences at the level of the Empirical and embodied in practice at the level of the Actual allow for the identification of possible mechanisms at the level of the Real which structure the sector. The research design then allows for an exploration across mezzo, macro and micro levels. Individuals outline their own particular situations, identifying a number of elements which enabled or constrained them and how, in exercising their agency, they develop their strategies for supervision drawing on a range of different resources that they identify and that may be available to them. Student characteristics, discipline status and placement, funding, and the emergent policy environment are all identified as influencing their practice. In some instances supervisors recognise the broader influences on the system that involve them in their undertaking, noting the international trends. Through their narratives and the discourses they engage a number of contradictions that have developed in the system with growing neo-liberal trends and vocationalism highlighting tensions between academic freedom and autonomy, and demands for productivity, efficiency and compliance, and between an educational focus and a training bias in particular along with others. Especially notable is how this contributes to the current ideologies surrounding knowledge and knowledge production. Their individual interests and concerns, and emergent academic identities as they take shape over time, also modifies the process and how individual supervisors influence their own environments in agentic moves becomes apparent. Whilst often individuals highlight the lack of support especially in the early phases of supervision, the emergent policy-constrained environment is also seen as curtailing possibilities and especially in limiting the possibilities for the exercise of agency. Whilst the study has some limitations in the range and number of respondents nevertheless the data provided rich evidence of how individual supervisors are affected, and how they respond in varied conditions. What is highlighted through these experiences are ways pressures are increasing for both supervisors and students and changing how they engage. Concerns in particular are raised about the growing functional and instrumental nature of the process with an emphasis on the effects on the kinds of researchers being developed and the knowledge that is therefore being produced. As costs increase for academics through the environments developed and with the varied roles they take on so they become more selective and reluctant to expand the role. This research has provided insights into ideas, beliefs and values relating to the postgraduate sector and to the process of postgraduate supervision and how it occurs. This includes the structures and cultural conditions that enable or constrain practitioners as they develop in the role in this particular institution. It has explored some of the ways that mechanisms at international, national and institutional levels shape the role and practices of supervisors. The effects of mechanisms are in no way a given or simply understood. In this way the research may contribute to more emancipatory knowledge which could be used in planning and deciding on emergent policies and practices which might create a more supportive and creative postgraduate environment.

- Description: This paper seeks to understand the relationship between the intellectualisation of African languages and the facilitation of a research approach which will enhance this intellectualisation. The paper examines the legislative language policies and other documents published by government since 1994, which guide language use and practices in higher education, including the Catalytic Project on Concept Formation in indigenous African languages (one of the recommendations contained in the Report commissioned by the Minister of Higher Education for the Charter for Humanities and Social Sciences and the language clauses of the Green Paper for Post-Secondary School Education and Training). These policy documents are analysed against the backdrop of the research work of the newly initiated NRF SARChI Chair in the Intellectualisation of African Languages, Multilingualism and Education hosted by Rhodes University. The paper argues that while policy provides an enabling environment for the promotion and development of indigenous African languages and advocates for promotion of equity and equality, in actual fact, HEIs still grapple in implementing provisions of these policies. The paper further discusses the teaching, learning and research in the African Language Studies Section of the School of Languages at Rhodes University and how the Section adopted the provisions of the national policy and institutional policy on language in turning itself into a source of intellectual vitality in the teaching, learning and research of particularly isiXhosa. - Description: This research focuses on the extent to which the Rhodes University Academic Skills Programme (ASP), now known as the Academic Development Programme, is able to act as an agent of progressive change within Rhodes University. In so doing it concentrates on the potential of the strategy of integrated academic development for dealing with the academic needs of university students within the context of South Africa as a society in transition. The candidate considers the inability of structuralist educational theory to account for the potential of human agency at the site of formal education. It is shown that structuralist theories provide deterministic and pessimistic accounts of the role of institutions of formal education. In support of this contention this study explores the history of ASP at Rhodes University, demonstrating that significant change in student academic development has already taken place. ASP has contributed to change within the said University through challenging traditional notions of academic development. This thesis suggests that the non-structuralist critical theory of Jurgen Habermas provides a more holistic account of ASP than do structuralist theories of formal education. Through the incorporation of Habermas's theory of communicative action a process of critical integration is explored, showing that a strategy of integrated academic development has the potential to involve all those who have an interest in university education through a process of rational discourse. This potential is strengthened by the fact that many students and staff have expressed an awareness of the need for an integrated academic development strategy. This thesis subsequently explores the possibility of there being a process of democratic and rational discourse which could lead to a progressive integration programme in the Rhodes University Department of Sociology and Industrial Sociology. This thesis stresses the contested nature of the integration process within departments. It is indicated that Habermas's critical theory is able to account for the changes which have taken place in the past and which are presently under way. It is argued that it not possible to predict future outcomes, but that if ASP pursues a process of rational discourse, it will indeed be able to stimulate a critical integrative approach to academic development in the Rhodes University Department of Sociology and Industrial Sociology.

- Description: This research focuses on the extent to which the Rhodes University Academic Skills Programme (ASP), now known as the Academic Development Programme, is able to act as an agent of progressive change within Rhodes University. In so doing it concentrates on the potential of the strategy of integrated academic development for dealing with the academic needs of university students within the context of South Africa as a society in transition. The candidate considers the inability of structuralist educational theory to account for the potential of human agency at the site of formal education. It is shown that structuralist theories provide deterministic and pessimistic accounts of the role of institutions of formal education. In support of this contention this study explores the history of ASP at Rhodes University, demonstrating that significant change in student academic development has already taken place. ASP has contributed to change within the said University through challenging traditional notions of academic development. This thesis suggests that the non-structuralist critical theory of Jurgen Habermas provides a more holistic account of ASP than do structuralist theories of formal education. Through the incorporation of Habermas's theory of communicative action a process of critical integration is explored, showing that a strategy of integrated academic development has the potential to involve all those who have an interest in university education through a process of rational discourse. The implementation of foundational provision programmes in a rural based University in South Africa: implications for student academic development practices

The sample for the quantitative data comprised all the students who enrolled in foundation provision programmes between the years 2008 to 2011 and mainstream students who had enrolled between the years 2009 and 2012. For qualitative approach, focus group discussions were conducted, semi-structured interviews and document analysis. Quantitative data was sought from university institutional data storage warehouse, HIGHER EDUCATION MANAGEMENT INFORMATION SYSTEM (HEMIS). For qualitative approach, the data analysis for all data collection methods was done through thematic analysis. For quantitative approach, a longitudinal analysis was conducted to track and compare two cohorts of mainstream and foundation students in terms of retention, attrition and graduation rates. Quantitative data were analysed statistically by use of descriptive and some inferential statistics. Main findings were that: there was inadequate capacity institutionally for developed systems of admission for students entering foundation programmes, lack of curriculum compliance by different lecturers and lack of knowledge of curriculum reforms by lecturers who teach in foundation level, funding for foundation provision programmes was not adequate and lacked transparency. However, there were adequate recruitment processes in the university for lecturers that teach in foundational foundation provision programme and there was no government interference into how foundation programmes are governed. The study also found that students had experienced the student development practices positively, however, these practices were not enough, and equally most responsive student development practice did not exist at the institution under study. The study also found that there had been consistent funding from government but there was no proper expenditure systems in the institution. The study found that, in terms of graduation rates, the two groups compared relatively the same as there was no significant differences in patterns and trends that were observed. However, retention rates suggest that, in the first year, the two groups perform relatively the same, thereafter, there is a significant difference into how the two groups perform as they proceed to other years, especially the second year, where the mainstream cohort showed better performance than their foundation provision programme counterparts. Consequently, high attrition rates were experienced by foundation provision students than mainstream students, this was also experienced a lot more during the second year and third year transition. The implication of these findings was that due to institutional factors that affect the implementation of foundation programmes, these had notable impact on the attrition and dropout rates on foundation provision students. In addition, due to a lack of responsive student development practices, foundation programmes compared relatively low to their mainstream counterparts in retention. The study has recommended a model that can be implemented in the institution. The first component of the model is to put an admission system in place. Institution has to establish a platform where faculties present development plans for foundation provision programmes. In addition, there should be a dedicated Accountant managing finances of the foundation programme. - Description: This thesis aims to examine the concept of the university in contemporary South Africa. The aim of this thesis evolves from the question, what is the idea of the university in contemporary South Africa? This question evolves from my current experiences as an academic in a contemporary South African university. My colleagues and I are faced with many epistemological challenges on a daily basis as we try to teach our students, by providing them with both access to higher education as well as epistemological access, as we try and transform our curricula from an Apartheid determined one, to one that is more congruent with the values of our new dispensation, and which at the same time will contribute to the coherent development of both our universities and our country. Central to these issues and practices is a particular understanding of a university in our context. This priority is very challenging in a context such as ours which has a rich history of a politically determined, highly differentiated university sector. A direct consequence of this legacy is an unclear and shared understanding of a university in our country at present. What is currently required in our university and broader context is more determined thinking about a concept of the university in this country. In order to examine the concept of a university in contemporary South Africa, I engaged in a conceptual analysis. In so doing I divided my thesis into two parts, on the basis of the two conceptual analysis techniques which I used. In Part one I constructed a Model Example, and in the second part I applied this Model Example (scope of application) to different contexts. My Model example of a concept of a university is predicated on a Theory of concepts; a Theory of institutions, a Theory of practices, a theory of Inquiry and a Theory of Higher Education. I then examine the concept of a university in South Africa, by focusing on an examination of the concept of a university in different chronological and geographical contexts. In this part of my thesis I engage in examining the scope of applicability of a particular concept of a university. I examine the concept of a university firstly at a more historical level, by going back to Cardinal Newman, Von Humboldt and Jaspers. This examination is important to the contemporary concept of the university in South Africa, as our current concept of a university still attempts to hold onto the components that characterised the concept of the university that these historical figures were instrumental in developing. I then go on to examine a concept of a university in Germany and America, as contemporary South Africa has extended its borders to become part of a more globally competitive context. In so doing the concept of the university in contemporary South Africa is also at the same time, influenced by the kinds of developments in such countries. I then go on to examine a concept of a university during Apartheid South Africa, to provide a context for current change initiatives in this sector. The last two chapters focus on the post Apartheid university context. On the basis of two seminal higher education policy documents, I extrapolate a concept of a university in the contemporary South African policy context. I then go on to examine how this concept of a university is impacting on current transformatory initiatives in contemporary universities. In attempting to examine an idea of a university in a contemporary South African context, I had to grapple with an array of issues. But the most fundamental challenge for me was trying to clarify an essentially contentious concept. What emerges continuously from an examination of a concept of a university is the tension that has existed and which continues to exist, between the social responsibilities of a public institution such as a university; and its traditionally established epistemological functions. Most conflicts and disillusionment regarding this concept and its use, is predicated on the challenge of trying to establish how a university can be both relevant and valuable to society and still maintain its epistemic authority and value. The South African context further complicates this dilemma, because central to our transformatory goals is a particular world view that we as South Africans regard as valuable. Such a world view is based on the social epistemology and ontology of Ubuntu. This world view comes up constantly in policy documents and discourses that underpin the university terrain. I set out to examine the idea of the university in contemporary South Africa within the parameters of such a context and world view. It is against such a backdrop that I construct a Model Example of a concept of a university. My model example acknowledges both the socio-political functions and identity of a university; as well as its constitutive epistemological functions and identity. Central to such an understanding is the imperative to maintain a dialogical balance between these two important functions. Although this thesis goes into deep epistemological regions, it just skims the surface of such an exciting epistemological terrain. What it does do however, is open up an alternate perspective on how to try and understand a concept of a university and extend its scope of applicability in a variety of ways.

- Description: This thesis investigates whether there is a relationship between education, economic growth and global competitiveness and whether there is a relationship between South Africa’s current throughput rates in institutions of higher education, and its economic growth and global competitiveness. Economic growth is defined as a country’s ability to improve the life of its average citizen based on the strength of its economy. As such, it is increasingly important for a country to assess the factors that contribute to the improvement of their economy, which will ultimately result in its economic growth. Global competitiveness is an indication of how countries are able to provide for their people internally, as well as participate in the international market. To this end, economic growth and global competitiveness are two proxies that can be used to demonstrate the economic wellbeing of a country. Considering that prosperity under economic growth and global competitiveness of a country are driven by its people, one of the aims of this thesis was to investigate whether there is a relationship between education and economic growth and global competitiveness. Considering the recent demand in free education in South Africa, it is also important to understand whether there is a relationship between South Africa’s current throughput rates at higher education institutions and its economic growth and global competitiveness. Bearing in mind the political past which has led to inequality in the country, it is important to understand which types of education contribute to the economy and which types need to be further supported in order to increase the country’s economic productivity. Therefore, an additional aim of the thesis was to determine the relationship between South Africa’s current throughput rates in institutions of higher education, and its economic growth and global competitiveness. To address the aforementioned aims, data were collected from various open access online repositories. All the data were collated and numerous general linear models were constructed and tested to determine the different relationships as per the two aims. The results reveal that secondary school education had the highest impact on economic growth and global competitiveness on a global scale. This could be attributed to the fact that secondary school graduates tend to make up the largest part of the general workforce and as such, would make up a substantial proportion of the economy. Regarding South Africa, the only significant relationships were between green cluster universities (universities that focus on both research and technical training) and global competitiveness. Overall average throughput rates in all academic institutions were low; this could indicate that perhaps there are issues within the higher education system itself that need to be addressed in order to increase the throughput rate. From a managerial perspective, the results of this research stress the importance for the government to further investigate this area of study, as the call for free education becomes more prominent. The low throughput rates seem to suggest that the government is spending substantial amounts of money on students who do not always complete their studies. More research needs to be done to assess the root of the problem in South Africa’s tertiary education system, in order to ensure that this aspect increases its positive contribution towards the country’s economic growth and global competitiveness.

Therefore, an additional aim of the thesis was to determine the relationship between South Africa’s current throughput rates in institutions of higher education, and its economic growth and global competitiveness. To address the aforementioned aims, data were collected from various open access online repositories. All the data were collated and numerous general linear models were constructed and tested to determine the different relationships as per the two aims. The results reveal that secondary school education had the highest impact on economic growth and global competitiveness on a global scale. This could be attributed to the fact that secondary school graduates tend to make up the largest part of the general workforce and as such, would make up a substantial proportion of the economy. Regarding South Africa, the only significant relationships were between green cluster universities (universities that focus on both research and technical training) and global competitiveness. Overall average throughput rates in all academic institutions were low; this could indicate that perhaps there are issues within the higher education system itself that need to be addressed in order to increase the throughput rate. From a managerial perspective, the results of this research stress the importance for the government to further investigate this area of study, as the call for free education becomes more prominent. The low throughput rates seem to suggest that the government is spending substantial amounts of money on students who do not always complete their studies. More research needs to be done to assess the root of the problem in South Africa’s tertiary education system, in order to ensure that this aspect increases its positive contribution towards the country’s economic growth and global competitiveness.

An important opportunity for South African universities is the Erasmus Mundus Programme funded through the European Union (EU). Most of these initiatives are slightly patronising, but obviously well-meant. The overriding sense behind the article is that international students, within higher education institutions, are a benevolent burden. International students should be looked after, because universities are generally maternal (they are someone’s alma mater after all), places of kindness (they literally give away knowledge) and generally care for others (community outreach is fundamental to most universities). More importantly, international students – in places like the USA and UK – generate additional funding in an environment where government and federal funding is drying up. But what if four out of every ten students in the world who graduated were from China and India? In the next eight years? That genial inconvenience now becomes an imperative. These are the predictions by such august organisations as The British Council and the education branch of the OECD. It is also anticipated that these countries will not be in a position to educate this number of students internally. Which, in turn, suggests that there will be mass outflows at the undergraduate level and, by sheer dint of numbers, also means that internationalisation is heading towards a compounding acceleration in numbers. Where then does internationalisation stand? It will no longer be an altruistic add-on, but core business to the lifeblood of the universities across the globe. As far back as 1994, Jane Knight understood internationalisation as a phenomenon that would have a profound impact on the functions and structures of the university. “Internationalization,” she points out, “is the process of integrating an international, intercultural, global outlook into the major functions of a university – teaching, SRC, and service functions.” Over the past year arguments have been made that suggest that global shifts in student demographics are not the ‘province’ of South African higher education and that our obligation is to focus internally, on poverty alleviation and job creation. This argument misses the point. The free flow of academics and students – especially the large number of postgraduate students from other countries already at our institutions – are working with our academics on solving exactly these kinds of problems. The focus of this edition, which is Higher Education and Development in South Africa, is most appropriate today as South Africa continuously strives to ensure that higher education remains relevant and responsive to the developmental needs of the country. To this end, we always have to bear in mind that South Africa is a developing country, and as such still confronts challenges such as poverty and under-development. These challenges are characteristic of most developing countries, particularly in sub-Saharan Africa. Thus, our higher education sector, through its core functions of teaching, research, and community engagement, should seek to address these issues especially as they affect the poor and other vulnerable members of our society. Since we became a democratic state in 1994, South Africa has gone a long way to transform and restructure our higher education system to ensure amongst others equity with regard to the demographics of our staff and student population. The gender and racial profile of our students has improved significantly over the years to the extent that we now have black and female students constituting the majority at our institutions, especially at undergraduate level. It is also pleasing to note that our institutions enjoy good international standing. South African researchers and institutions continue to engage in research collaborations with their peers and counterparts around the world, and thus, are integral parts of research programmes and networks. With respect to student mobility, our higher education institutions continue to attract large numbers of international students, particularly from other parts of Africa. In 2007 the number of international students enrolled at our institutions was counted at 59 209, a significant increase from 44 439 in 2000. About 85% of these students originate from the African continent, more specifically the Southern African Development Community (SADC) region. Several factors account for the increase in the number of international students coming to South Africa. These include the country’s natural and ecological resources, rich and diverse cultural heritage, and the stable socio-political conditions. The consistent growth in the number of international students seeking to study in South Africa is a positive affirmation on the quality of the country’s institutions and the international reputation of their academics and qualifications. As a country, we see this growth as a positive development as it provides us with the opportunity not only to impart or relate our experiences, but also, to learn from others, and by so doing further enhance the international standing of our higher education system. , 9th Edition

Dr BE Nzimande]: It gives me pleasure to provide support to the International Education Association of South Africa’s (IEASA) 9th edition of the Study South Africa publication. The focus of this edition, which is Higher Education and Development in South Africa, is most appropriate today as South Africa continuously strives to ensure that higher education remains relevant and responsive to the developmental needs of the country. To this end, we always have to bear in mind that South Africa is a developing country, and as such still confronts challenges such as poverty and under-development. These challenges are characteristic of most developing countries, particularly in sub-Saharan Africa. Thus, our higher education sector, through its core functions of teaching, research, and community engagement, should seek to address these issues especially as they affect the poor and other vulnerable members of our society. Since we became a democratic state in 1994, South Africa has gone a long way to transform and restructure our higher education system to ensure amongst others equity with regard to the demographics of our staff and student population. The gender and racial profile of our students has improved significantly over the years to the extent that we now have black and female students constituting the majority at our institutions, especially at undergraduate level. It is also pleasing to note that our institutions enjoy good international standing. South African researchers and institutions continue to engage in research collaborations with their peers and counterparts around the world, and thus, are integral parts of research programmes and networks. With respect to student mobility, our higher education institutions continue to attract large numbers of international students, particularly from other parts of Africa. In 2007 the number of international students enrolled at our institutions was counted at 59 209, a significant increase from 44 439 in 2000. About 85% of these students originate from the African continent, more specifically the Southern African Development Community (SADC) region. Several factors account for the increase in the number of international students coming to South Africa. These include the country’s natural and ecological resources, rich and diverse cultural heritage, and the stable socio-political conditions. The consistent growth in the number of international students seeking to study in South Africa is a positive affirmation on the quality of the country’s institutions and the international reputation of their academics and qualifications. As a country, we see this growth as a positive development as it provides us with the opportunity not only to impart or relate our experiences, but also, to learn from others, and by so doing further enhance the international standing of our higher education system. , 9th Edition

The 2016/17 issue being the 16th edition of Study South Africa provides an overview of the sector and a short description of all South African Public Higher Education institutions. This year, the Study SA Guide provides information about the system as well as articles that begin to address critical issues influencing the sector. It is foreseen that this would become a general feature in editions to come. The article that introduces a fundamental change in operations of South African Universities, beginning in 2016 and continuing into 2016 is the issue of the student protests on high tuition fees in South Africa. The #FEESMUSFALL movement introduced a topic that is fundamental to the internationalization of South African Higher Education. This event that began as a reaction to the increase in student fees for the 2016 academic year mutated into a social movement on university campuses throughout South Africa that challenged the way Universities function. Although not a mass based movement, but rather a movement driven by a desire to change the current social order in South Africa by a radical fringe, its focus is to use the plight of insufficient funding within South African Higher Education and in particular, focusing on funding of the poor. For a large part the issues raised by students is not in the domain of Higher Education, but a competency of Government and broader society. The influence of the constant disruption of academic activities on all South African University campuses resulted in a tendency to be an inwardly focused system where most of the energy is spent on local issues. South African Higher Education is known for its international connectedness and the way the international world accepted it into their fold as a critical player in a variety of fields, bringing a different voice to global debates. The hosting of Going Global by the British Council in May 2016 in Cape Town and the hosting of the Global Conference in August 2016 by IEASA in the Kruger National Park clearly demonstrated that South African Higher Education is globally an important player. The current situation in South Africa should be seen by the outside world as a process of internal re-evaluation. It is also a struggle to bring together the global and the local. It is a process that is currently driven by South African Higher Education institutions. Although the issues that triggered the revolt is local, the roots are global and our solution to the problem could become a guide to global higher education. It is thus necessary that all the partners of the South African system believe in South Africa as the carrier of goodwill and a message that is worth listening to. It is also necessary to rather engage with South African Universities to understand the issues and not to abandon them at this critical stage. - Description: [Message from the President of IEASA, Dr Roshen Kishun]: The fourth edition of Study South Africa; Guide to South African Tertiary Education coincides with a momentous event in the history of South Africa. It is the 10th anniversary of the democracy after the 1994 elections that ended apartheid. It is time to celebrate the achievements, the development strides, and the reintegration of South Africa into the world community. The International Education Association of South Africa (IEASA) welcomes the new Minister of Education, Ms Naledi Pandor, elected to the Cabinet after the April 2004 elections. We wish her well in her new and demanding portfolio. We are confident that the Minister will support the tertiary education sector to develop linkages between international education, skilled migration and the transition to knowledge economies. While we believe that a free and democratic country may be the most powerful attraction for international students wishing to study in South Africa there are other reasons. South Africa is rated as a technological powerhouse on the African continent. Comparatively South Africa’s educational infrastructure can be compared with the best in the world. Its research sector is by far the strongest in Africa. The country has adopted English as one of its official languages and it is the main medium of instruction in the tertiary education sector. A significant factor which makes South African qualifications attractive is the relatively lower cost of study. Study in South Africa offers the best of both worlds to international students, combining the experience of living in Africa with the opportunity to obtain quality education at a fraction of the cost. In the ten years since 1994, the opening-up of the tertiary education sector in South Africa is evidenced by the dramatic increase of international students studying in the South African public education sector from about 13 000 to more than 47 000 in 2002. While the headcount numbers include distance education students, it is possible that South Africa is currently the leading host country for international students in Africa. An IDP report predicts that by 2025 almost eight million students will be educated trans-nationally. The growth in international student numbers presents South Africa with some exciting challenges in the global context. South Africa is expected to become one of the top nations in the world hosting international students in the next ten yean. Study South Africa is published in the middle of one of the most intense periods of change when the South African education system is being restructured to eliminate duplications created under the apartheid system. The number of public institutions is being reduced from 36 to 23 through mergers and incorporations. The binary divide that existed in the public higher education system pre- 2002, where there were 21 universities and 15 technikons is blurred by the creation of the universities of technology. In spite of the massive transformation, the South African higher education sector has much to offer in the form of quality education, advanced research facilities and internationally recognized qualifications. The information provided in this Guide introduces the individual institutions, their academic offerings, support services provided and other relevant details needed to make a choice of study destination Study South Africa is also a useful tool in the development of a strategy to market South African higher education into the competitive world of international education. The decision by IEASA to develop a marketing strategy is not only a reaction to global higher education pressures, but is also an acknowledgement of South Africa’s return to the global higher education community and in identified geographical areas. IEASA realised that past isolation can only be overturned by conscious new strategies. This 'marketing initiative’ meant that the presence of South Africa was highly visible at some of the leading forums dealing with international education in the world. Study South Africa is undertaken by IEASA in association with the South African Vice-Chancellors Association (SAUVCA) and the Committee of Technikon Principals (CTP). These organizations themselves are set to merge in the near future. We appreciate the support of the Council on Higher Education (CHE), the South African Qualifications Authority (SAQA), Unitech (Higher Education professional body for marketing, communication and development), and Professor T Mthembu. - Description: [Editor's Letter]: Welcome to the seventeenth Study SA, compiled as IEASA celebrates its twentieth anniversary. Study SA is the South African publication that provides an overview of South African Higher Education issues and developments. This edition has a special Commemorative section, celebrating 20 years of IEASA, as well as the standard sections found in every issue of Study SA, consisting of Higher Education in Context, Features and Medical Aid and the updated profiles of the 26 public Higher Education Institutions. Universities South Africa, USAF, kindly provided partial funding for this edition of Study SA and we are delighted to include a message from the current CEO Dr Ahmed Bawa, a consistent supporter of internationalisation in Higher Education. We also have a message from the former Minister of Higher Education, Dr Blade Nzimande (2009-2017). A voluntary organisation supported by a small secretariat, IEASA is testament to a group of people who saw the need for an organisation to support the South African Higher Education’s re-entry and engagement with the rest of the world, once it became a democracy in 1994. This edition includes articles by two of the founding members: lEASA’s first President, Dr Roshun Kishun and its first Treasurer, Dr Derek Swemmer. Our sincere thanks to all the committed individuals in South African Higher education, who have kept IEASA going from strength to strength. Thilor Manikam, lEASA’s longest serving staffing member and the Office Manager has provided continuity and institutional memory over the best part of the twenty years. Guided by lEASA’s Constitution, Thilor has ensured that regardless of the change in the Management Council over the years, IEASA operations are impeccably managed and that IEASA has received an unqualified audit every year since its inception. In its history, IEASA has had seven Presidents: Dr Roshun Kishan, Ms Fazela Hanif, Mr David Ferrai, Ms Merle Hodges, Mr Lavern Samuels, Dr Nico Jooste and the current President Leolyn Jackson, whose term will run until the end of 2018, when the current President Elect, Ms Orla Quinlan will serve a two-year term from 2019-2020. IEASA has facilitated the development of a close knit community of practice in South Africa with members drawing on each other’s strengths and skills; inviting each other to our respective institutions to share knowledge, skills and ideas on appropriate internationalisation, within the South African context. More than that, we have become friends and have developed a collective responsibility to present and represent South African Higher Education to the rest of the world. Sadly, we lost three of our very dear colleagues and friends in recent years: Mr Len Mkhize, Mr Jimmy Ellis and Professor Stan Ridge. We pay tribute to the energy and joy they brought to IEASA in all their endeavours. They are missed. Others who have supported IEASA over the years include PWC, who have provided free audit services up to 2017, as a contribution to South Africa’s Higher Education; ABSA and the Medical Aid companies, who have provided sponsorship to IEASA. Finally, its volunteer Management Council, members of which serve two-year terms, with the possibility of being re-elected, and each one of our members who participate in and support IEASA activities and events. IEASA continued its work with the Department of Home Affairs (DHA) to clarify the visa application procedures, communicate the processes and to request interventions when visa processing is unduly delayed or if there are extenuating circumstances, which require intervention. IEASA and DHA have held one joint workshop with universities in 2016; a second was held following the IEASA 20th conference in August 2017 and an initial meeting called by USAF was held with DHA, HR Directors from universities and IEASA in late 2017. Visa Facilitation Services (VFS) have introduced a new mobile biometric service for campuses who do not have a VFS office in their locality. IEASA will continue to work on behalf of the international students and the rest of the international Higher Education community to improve the clarity of immigration requirements and to help overcome any difficulties faced. An article providing an update on progress is included in this edition. The international landscape has shifted enormously in recent years, where previously unquestioned democratic principles are being contested in some of the world’s most established democracies. lEASA’s 20th Anniversary Conference theme was “Advancing internationalisation: overcoming hostilities and building communities”. While in reflective and celebratory mode about the achievements of the last twenty years during the the Colloquium, the conference attendees switched mode and engaged in robust debates, about the current challenges in Higher Education including economic and financial challenges, xenophobia, the lack of equity in existing partnerships, institutional strategies, opportunities for engaging with partners interested in South African Higher Education. IEASA is cognisant of its responsibility to build capacity for the upcoming professionals in the sector and workshops on themes pertinent to the professionals in International Offices included immigration, partnerships and developing internationalisation strategy. , 17th Edition

South Africa's higher education institutions offer unique benefits for international students, blending the experience of living in Africa with the opportunity to obtain internationally recognised qualifications at reasonably affordable costs. Also, high quality educational infrastructure, unique research opportunities, and a rich variety of cultures make South Africa one of the favourable study destinations for many international students. More than ever before our institutions are working hard to ensure that they provide high quality education, comparable to the best in the world. It is a special privilege and honour to write the introductory message for this 15th edition of Study South Africa as President of IEASA and Editor of the publication. In an era where global re-organisation is dominating the Higher Education scene and new alliances are formed to emulate the new geopolitical landscape, we need to take note of all the challenges facing Higher Education Internationalisation. A number of trends can be identified as major influences on Higher Education on a global scale. I will focus on some of those trends affecting Higher Education in emerging economies and the developing world. The first of these trends is the focus on regional and south-south cooperation. South African universities indicated their intent to further develop closer relationships with universities in Africa through their participation in the re-thinking of Africa’s future during the African Higher Education Summit on the Revitalisation of Higher Education for Africa’s future, in Dakar, Senegal during March 2015. The vision agreed upon during the summit is to ‘develop a high quality, massive, vibrant, diverse, differentiated, innovative, autonomous and socially responsible Higher Education sector. This sector will be a driving force to achieving the vision outlined in the Agenda 2063 by the African Union with a commitment to a shared strategic framework for the inclusive growth, sustainable development and global strategy to optimise the use of Africa’s resources for the benefit of all Africans’. The role of universities would be to develop closer cooperation as well as to advance research with a focus on innovation and sustainable economic growth that will integrate African economies as equal partners in the world economy. It is clear from the vision that although the emphasis should be on inter-African collaboration, collaboration with institutions outside the African continent should not be excluded to achieve the knowledge creation needed to achieve Agenda 2063. Another Higher Education Internationalisation trend in South Africa is the development of closer cooperation within the BRICS countries. The agreements reached and strategies agreed to during the BRICS Summit in Ufa, and included in the Ufa Declaration of 17 June 2015, open doors to future collaborations between BRICS universities. It is envisaged that in the next year the constituent meeting of the BRICS University Network and the establishment of the BRICS Universities League will provide the necessary framework for future collaboration amongst universities from the BRICS member countries. It is imperative that organisations like IEASA and the Brazilian FAUBAI play a key role in the establishment and function of the above mentioned networks. We can provide the necessary support and leadership to other member countries where Higher Education Internationalisation is still at the early stages of conceptualisation and organisation. It will be important to make effective use of the occasion of the Global Conference on Higher Education Internationalisation, scheduled to take place in South Africa in August 2016, to debate and set the future agenda for the BRICS University Network in relation to the rest of the world. It is also vital that the BRICS universities as well as the universities in Africa integrate fully with the rest of the world instead of developing a separate grouping. , 15th Edition
