The role of leadership in enhancing organisational performance: the case of Eastern Cape department of education (ECDoE)

- Description: This study seeks to establish that there are many problems facing the educational system in the Eastern Cape. This has resulted in many children learning in non conducive environments and dilapidated infrastructure among others. Noticeably many teaching and learning are been undertaken under the tress The objectives of the study were to ascertain the role of leadership on organisational performance in enhancing public services delivery in the ECDOE to identify and evaluate the current leadership challenges of ECDOE to identify and evaluate the leadership roles and styles used in ECDOE to examine the factors affecting performance monitoring and evaluation within ECDOE to assess the type of culture within ECDOE and to come up with a model framework that will enhance efficiency within ECDOE. Both quantitative and qualitative research techniques were utilised in this study and 40 questionnaires were distributed to the participants. The data were analysed using SPSS. The result of the study shows that there is a huge gap between the DoBE the school the community and other partners. The study also revealed the shortage of resources and support from districts and the department also schools in rural areas are neglected outdated infrastructure inadequate community participation and inadequate stakeholders’ involvement. The finding from the literature also confirmed that many principals do face various obstacles especially when making efforts to manage their school affairs in order to achieve brilliant desired goals. The study noted that the government has not done enough in addressing most of the problems facing learners in the Eastern Cape and as a matter of urgency there is a need for the government to intervene urgently before the educational systems collapsed in the Eastern Cape. The study recommended that the department, the districts, the school the municipalities and other government departments should come together to build a better future for South African young minds. The study also recommended the school must build international relationships with the help of universities close to the schools for better performance and success of the schools. , Thesis (PhD) -- Faculty of Management and Commerce, 2023

- Description: In the study the researcher has investigated the effectiveness of the use of the balanced score card as a performance management tool for grade 12 mathematics teachers at Amajingqi Secondary School in Adelaide, in the Fort Beaufort district, circuit 8. Thirty learners, four principals, four educators who teach mathematics and the mathematics Head of Department in the schools were selected as participants in this research. A questionnaire (Appendix A) was handed out to principals, HOD’s, mathematics educators and learners doing mathematics in the four schools (4) selected for the study. The main findings of this study were: Mathematics teachers had an average of sixteen years of experience in the subject. Maths teachers do no pay much attention to slow learners. Learners are demotivated and need motivation to perform above average. Learners do not practice mathematics enough. Parental involvement is lacking in assisting learners with schoolwork let alone mathematics. Maths teachers are overloaded with work as in the schools researched one teacher would teach mathematics from Gr. 8 to 12.

- Description: The aim of this study was to investigate the alignment of human resources with the strategic plan at Emalahleni Local Municipality in Chris Hani District Municipality, Eastern Cape. The alignment of the human resources plan with the strategic plan is the requirement for inclusive integrated planning legislated in local government acts. The research in this area does not investigate the alignment of the human resources plan with the strategic plan especially in Eastern Cape local government. Integrated planning which is inclusive of human resource development and performance management is a legal requirement legislated in the Local Government Municipal Systems Act no. 32 of 2000. From the literature review it was evident that it is essential for organisations to have a clear vision and measurable specific attainable time-bound objectives which could transpire into measurable performance standards. For achievement of the strategic objectives human resource planning of the organisation has to be informed by the objectives of the organisation so that there can be a relationship between the employees and the business in which they are employed. The literature raised the importance of the involvement of the human resource manager and employees in general in the development of human resource strategy and strategy planning in the organisation and the performance of the organisation. A combination of the qualitative and quantitative approaches was used to achieve the objectives of evaluation research used as the research design in the study. A document study, interviews, and questionnaires were used to investigate the alignment studied. The participants were employees ranging from managers to lowest-level employees. The main patterns that emerged from collected data were the lack of clear strategic objectives, lack of alignment of the strategic plan and human resources, the lack of human resource strategy and development, and performance management systems. Emalahleni Local Municipality was then advised to review and reconceptualise its strategy plan to contain objectives which were clear, specific and measurable, and strategic objectives to include a human resource strategy for human resource alignment with the strategic plan. Such alignment could lead to integrated planning which could be measured to evaluate failure or success in the achievement of the strategic objectives.
