Ethical leadership by the senior managers within the South African Police Services in Grahamstown cluster

- Description: SAPS has an organisational form of ethics that guides the police officials’ behaviour which is SAPS code of conduct and all SAPS members are expected to adhere to this code of conduct. The code of conduct provides that “each of the SAPS members is bound to create a safe and secure environment for all the citizens of the Republic of South Africa” (SAPS code of conduct). Ethical leadership is becoming more relevant; ethical leadership is an idea that appears to be uncertain and includes many diverse elements. The literature proposes that ethical leadership should be perceived as a view that is enabling people to do the right thing more than preventing people from doing the wrong thing. Current SAPS leadership must be able to make sure that SAPS become the professional and respected police agency to the citizens of the Republic of South Africa. This study sought to investigate the use of ethical leadership by the senior managers within the South African Police Service in the Grahamstown cluster. The study also investigated some of the various causes of corrupt practices among senior managers which resulted in the unethical behaviour in the South African Police Service. In this study, the purposive sampling technique was used to choose the participants and the following participants were interviewed: One Colonel as a cluster commander, two full Colonels as station commanders, two Lt Colonels and two Captains from Grahamstown and Joza stations. The study made the following recommendation: Senior officials at SAPS need to go through a capacity building programme so as to assist them to deal with challenges of ethics. It is very important to increase the detection of and punishment of corrupt acts in order to deter all officers from engaging in corrupt acts. Accountability is needed by senior officials and therefore the Independent Investigation Directorate (IPID) needs to be given more constitutional powers to be able to investigate the police in South Africa in order to make disciplinary recommendations in respect of members of the SAPS resulting from investigations conducted by the directorate. How does security limit the right to protest? : a study examining the securitised response to protest in South Africa

Increasing cases of forceful policing and sometimes unlawful procedural prohibitions of protest attest to this. This study aims to firstly describe this situation through securitisation theory, essentially arguing that South Africa has become a securitised state. It also aims to understand how this is sustained by the state and why the state needs to use a securitised response to maintain power. Interviews were conducted with members of different communities and organisations. Their responses helped to illustrate the frustration of the right to protest or brutal policing during a protest. This provided primary evidence to support the claims of the study. The research shows that claims to protest are being delegitimised under the guise of security as protestors are being constructed as threats to the state. This is further substantiated by looking at how the reorganisation and remililtarisation of the South African Police perpetuates the criminalisation of protestors which necessitates a forceful response from the state. Furthermore, it shows that there is a distinct relationship between the prohibition of protest and the recent increase in ‘violent’ protests which legitimate forceful policing thereby creating a state sustained cycle of violence. The larger implication of this treatment is that these protestors are treated as non- citizens who are definitively excluded from participating in governance. In understanding why this is taking place, it is clear that a securtitised response is an attempt to maintain power by dispelling any threats to power, a response which is seen to have a long history in the African National Congress (ANC) when examining the politics of the ANC during exile. Maintaining power in this way distracts from the larger agenda of the state, which this thesis argues, is to mask the unraveling of the ANC’s hegemony and inability to maintain national unity. In other words, the increasing dissatisfaction of some of the citizenry which has manifested through protest greatly undermines the legitimacy of the government to provide for its people.

Coping resources and sense of coherence of male police officers in the South African Police Services

- Description: In South Africa the extraordinary high levels of violence and crime, escalating execution and killings of police officers, large number of murders, hijacking, robberies and shootings have created an unusually dangerous and stressful working environment for the members of the South African Police Services (SAPS). An overview of the literature on the nature of work in the SAPS indicates that these working conditions might have a detrimental effect on the coping resources and sense of coherence of police officers. This study aimed to explore and describe the coping resources and sense of coherence of male police officers in the SAPS. It employed a quantitative exploratory descriptive research design, making use of non-probability convenience sampling. The sample consisted of 70 male police officers who have been in the service of the SAPS for at least two years. All police officers that were included in the sample were also shift workers defined by the SAPS as police officers who work unsociable hours and who are likely to be exposed to violence, risks, danger, and traumatic situations. A further inclusion criterion was that the police officers must not be subjected to possible relocation or transfer as stipulated in Resolution 7/2002. The Coping Resources Inventory (CRI) was employed to identify the coping resources used by the participants and the Sense of Coherence Questionnaire (SOC- 29) was utilised as a measure of the participants’ sense of coherence. A biographical questionnaire collated important demographic and background information. The data was analysed by computing descriptive statistics. To examine the relationship between the sense of coherence and coping resources of the participants, a multiple correlation xv between the total score of the SOC-29 and the subscales of the CRI was conducted. Following this, a Pearson product-moment correlation coefficient was utilised to intercorrelate the total score of the SOC-29 and the individual subscales of the CRI. The results of the present study indicated the followings: The SOC-29 revealed relatively low scores for the current sample. Results on the CRI revealed low average scores for both the total and all five scales. The correlational analysis revealed a significant positive relationship between the two measures for the current sample.
