- Description: The practice of strategy implementation is key to the public sector in Zimbabwe because it helps the government to be up to speed in providing services to the public. This research focused on the National Health Strategy 2009-2013 and its impact on health service delivery in Vungu Rural District Council Clinics. The research was based on qualitative desk study design which made use of existing data and semi structured interviews to understand the effect of the National Health Strategy on health service delivery in Vungu Rural Districts Council Clinics. From the literature reviewed and the data collected, it can be noted that lack of resources has had a huge effect on the execution of the strategy. The findings from the study show that the National Health Strategy was a good initiative. However, it lacked financial resources which posed challenges to the health workers in Vungu Rural District Council Clinics. The health workers were not very familiar with the National Health Strategy and this had a negative impact on its execution because they cannot execute a strategy that they are not familiar with. The study highlighted the importance of resources for the execution of the National Health Strategy. The study therefore sought to find ways the Zimbabwean Health System may formulate the health strategy with the limited resources in order to achieve desired goals. The Health Workers echoed the same sentiments that they needed resources for the implementation of the strategy. It is hoped that the findings would provide guidelines for the formulation and implementation of future health strategies. Recommendations given would ensure that there is utilisation of available resources, which would help in the execution of other health strategies to ensure efficient and effective health care service delivery. The recommendations are also intended to enhance the performance of health workers. Though the study was limited to Vungu Rural District Council Clinics the findings and recommendations would provide guidelines for other rural clinics as they use the National Health Strategy.

The quality of human resources is vital in a public institution, particularly in institutions that are meant to service communities by providing sustainable basic services. Amongst the concerns raised at a municipal level are the lack of professionalism and the required competency and capacity amongst the workforce that must perform the actual duties of servicing the local communities. This study was aimed at identifying and analysing human resource development and human resource management policies, strategies and needs in line with the current circumstances and conditions at a particular municipality. A series of challenges (that a number of community members, newspaper articles, community leaders and both the Mpumalanga Provincial Government and other spheres of government raised and complained about) prompted this study. Constant complaints are leveled against municipalities about appropriate and well qualified candidates being overlooked for employment opportunities at the expense of nepotism, cronyism and blatant corrupt activities. This study is a combination of both quantitative and qualitative methods. In line with the quantitative method of generating and assembling information, the researcher used the judgement sampling method. Questionnaires were administered to collect quantitative data while primary data was collected via interviews. Data was obtained from 45 participants in Thaba Chweu Municipality. The findings show that the majority of respondents (in the form of percentages) spoke against the capacity of the officials. A smaller percentage spoke in favour of the availability of capacity. These respondents stated that municipal officials have the required skills and capacity to perform their duties. Furthermore, the study found that there was inconsistency in the implementation of council resolutions and interference in administrative matters. These factors compromised achieving the objectives of the municipal strategies and policies. The study recommends that the municipality ensures that the human resource management and development departments are consonant with current and modernised needs and that delegations to line functionaries are properly assigned and documented.

Barriers to trade may be encountered before goods reach the border, at the border or after goods reach the border. This study is concerned with processes that occur at the border. This suggests that trade facilitation is viewed within the context of customs procedures and operations at the border posts that have been identified. This study undertakes an analysis of trade facilitation practices in the Zimbabwe customs administration. The study endeavours to identify bottlenecks in the movement of goods across borders. The study tries to establish the extent to which trade facilitation practices in Zimbabwe conform to international best practice. The study also attempts to establish opportunities and threats for trade facilitation in the current arrangements. The researcher establishes that the following areas require improvement through further study; simplicity of procedures, transparency of processes, cooperation of stakeholders, standardisation of processes harmonisation of processes and predictability of processes .The research problem lies in the delays and increased trade transaction costs that have been reported by traders. This ultimately leads to traders who are not competitive on the international scene. It also makes it difficult for small to medium enterprises since they are affected more by high trade transaction costs due to lower profits and turnover. The Zimbabwean economy is dominated by small to medium enterprises which contribute significantly to the economy. The assumption of the study is that if trade facilitation practices are implemented trade volumes will increase leading to a vibrant national economy. The research problem is examined through an assessment of the perception of traders, clearing agents and customs officials on the effectiveness of trade facilitation practices that are currently in place. A mixture of qualitative and quantitative methodologies was used. The major tool used was a self-administered questionnaire issued to traders. Focus group discussions and secondary data from documents were important, especially for qualitative data. The conclusions of the research are premised on the responses by the respondents. The study takes a particular interest in trade facilitation measures prescribed by regional, multilateral and plurilateral organisations. The study examines the extent of conformity to trade facilitation measures prescribed by international organisations. The recommendations presented in the study are derived from the input and responses provided by the participants. Recommendations presented are aimed at bringing about solutions to the shortcomings in trade facilitation practices. The study has identified areas that need to be addressed so as to ensure facilitation of trade. However there are still some areas that require further studies.

- Description: In this study the analysis of the organisational practices in the South African public sector revealed that there is a practical limitation, anchored on the absence of a suitable framework for enhancing the effectiveness of strategic leadership. The research engaged with studies and theories that confirmed that the application of effective strategic leadership enhances the performance of public sector organisations. However, such an analysis revealed no well-defined strategic leadership framework that may be used for improving the successful implementation of programmes in the public sector as a whole and more especially, the Eastern Cape Department of Education (ECDoE). The study therefore interpreted that a significant improvement in the performance of the ECDoE may be effected through the prioritisation of strategic leadership and thereby enhancing its effectiveness. Hence, the primary research objective for this study was to examine strategic leadership and to consider the variables impacting the application of strategic leadership in the ECDoE, so that a framework may be formulated to enhance the effectiveness of strategic leadership in the ECDoE. The data analysis, research observations, findings and interpretations as well as the literature review enabled the researcher to determine the strategic leadership framework that may be postulated for application in the ECDoE. The research data in essence supports the indications in the literature that strategic leadership has a positive effect on enhancing organisational performance and success. The key findings and significant conclusions drawn from the study indicated a definite need to enhance the effectiveness of strategic leadership in the ECDoE and that the associated leadership challenges in the sector have to be addressed to enable more efficient and effective service delivery, increase learner performance and improve organisational success. The researcher has therefore postulated the framework in figure 10 to enhance the effectiveness of strategic leadership in ECDoE and presents it for consideration by the political and administrative leadership for adoption in the ECDoE. The development of this strategic leadership framework by the researcher was informed by the various leadership models, leadership theories, leadership styles and change management strategies examined in the literature review of this study and further directed by the research findings and conclusions that illuminated the challenges that confront ECDoE in the application of strategic leadership in the sector. The framework postulated has three distinct but inter-related steps and this study theorises that the effectiveness of strategic leadership is influenced by the extent to which the managers or leaders determine the specific context and apply the appropriate leadership style (Step 1), implement the selected leadership style in conjunction with the application of appropriate accompanying management strategies (Step 2), and monitor the resulting effects on enhancing the performance of the public sector organisations (Step 3). The researcher also adopted a systems-thinking approach and identified four pillars that transcend organisational service delivery and integrated them to constitute a proposed model for enhancing service delivery, improving implementation of plans and promoting organisational success in ECDoE. The model postulated by the researcher is based on “policies, procedures, systems and structures”, as illustrated in figure 11. The pillars of this proposed model for service delivery are inter-related, inter-locking and at times overlapping. Arising from the literature review and the case study of ECDoE, areas for further research have been identified such as: a more in-depth probing of the significance, role and impact of strategic leadership in all public sector institutions in South Africa; an examination of the Senior Management Services (SMS) mandates given by the Department of Public Service and Administration (DPSA) with regard to strategic leadership; an exploration of the implementation constraints of the National Development Plan (NDP) linked to the positioning of strategic leadership; and, an examination of the role and impact of the training and development programmes in strategic leadership, co-ordinated by the National School of Government (NSG) in South Africa.

- Description: It is of paramount importance to highlight that the South African government is established in terms of the Constitution of the Republic of South Africa of 1996. Whilst the government of South Africa is one, it consists of three spheres namely; national, provincial and local. These spheres of government are naturally distinctive, interdependent and interrelated. This is expressed in terms of section 41(1) of the Constitution, which requires that there should be co-operation, mutual trust and good faith amongst these three spheres of government. This form of a relationship compels different spheres to inform and consult one another on matters of common interest, co-ordinate their legislation, and adhere to agreed procedures in accordance with the provisions of the constitution which is the supreme law of the Republic. The study sort to find a strategic framework for managing and implementation of the Intergovernmental Relations Policy in Selected Eastern Cape Municipalities. A purposive sampling technique was used to identify the sample elements. The sample was composed of 160 participants and a semi-structured questionnaire was administered to the participants to gather information pertaining the research problem. A mixed research method was used to analyse the data gathered. The sampled respondents were municipal and government employees from various departments who have knowledge of the IGR policy. The study findings pointed out that the current framework on intergovernmental relations was ineffective in the Eastern Cape municipalities that were surveyed. Respondents pointed to a number of shortfalls in the implementation of the intergovernmental relations, which made it ineffective in improving how these municipalities operated and rendered service delivery. A number of factors inhibiting the effectiveness of the intergovernmental relations included lack of communication, poor coordination, lack of clear strategy, poor budgets amongst other factors. Based on the findings of the study, the researcher developed a strategic framework that could be adopted by municipalities in the Eastern Cape. The functionality of this framework would be influenced by the corrective measures taken by the municipalities in addressing the underlying problems of the current intergovernmental relations, as identified by the respondents.

- Description: Amathole District Municipality has for the past five consecutive years been receiving an unqualified audit opinion from the AGSA. This has been the trend, despite the commitment made by the Executive Mayor in April 2012 to the then Auditor-General, Mr Nombembe, that the leadership of the municipality would deliver a clean audit outcome by 30 June 2013. This scenario is replicated in the local municipalities within the district. Two of the district municipalities have for the past three consecutive years been receiving a disclaimer audit opinion. In one of the municipalities, this trend changed; and this municipality received an unqualified audit opinion for two consecutive years; while in the third year, it received a qualified audit opinion. The stagnation and regression in the audit outcomes of these municipalities may be as a result of either the non-implementation of audit-action plans to address the previous year’s audit findings; or there could be other factors resulting in the above scenario. The main objective of this study is to investigate whether the utilisation of the Auditor-General’s reports improve the audit outcomes in selected municipalities within Amathole District Municipality for the period 01 July 2006 to 30 June 2015.

This has been the trend, despite the commitment made by the Executive Mayor in April 2012 to the then Auditor-General, Mr Nombembe, that the leadership of the municipality would deliver a clean audit outcome by 30 June 2013. This scenario is replicated in the local municipalities within the district. Two of the district municipalities have for the past three consecutive years been receiving a disclaimer audit opinion. In one of the municipalities, this trend changed; and this municipality received an unqualified audit opinion for two consecutive years; while in the third year, it received a qualified audit opinion. The stagnation and regression in the audit outcomes of these municipalities may be as a result of either the non-implementation of audit-action plans to address the previous year’s audit findings; or there could be other factors resulting in the above scenario. The main objective of this study is to investigate whether the utilisation of the Auditor-General’s reports improve the audit outcomes in selected municipalities within Amathole District Municipality for the period 01 July 2006 to 30 June 2015.

Are monitoring and evaluation tools the key to sustainable projects? How will knowledge and application of M&E tools improve capacity development of CBOs? What are the policy lessons that can be derived from the application of M&E tools for the grass roots groups? The research design was in two parts namely the literature review which focuses on the roles of social change theory and program theory approaches of evaluation which is best applicable for the grassroots, then the case study of TTMA. This was a qualitative research whereby secondary data source was mainly used. The researcher was an employee of TTMA within the period of study, therefore, was able to validate information. Multiple community projects were studied using the secondary data analysis. This was necessary because of the geographic spread of the CBOs that were trained all around the Eastern Cape province and the language barrier would have pose a challenge to the researcher if all project members were to be interviewed. The main findings of the study shows that training was well conducted and project members gave positive feedback about training but what was absent in the training is a study of a monitoring and evaluation framework for the projects‘ members as one of the necessary managerial competencies in order for them to track progress and warning signals in the project cycle before it is too late. In conclusion some recommendations have been made amongst which is a practical handbook of M&E for the grassroots. This provides variety of tools that can best suit the literacy levels of project members that this study targeted. TTMA can therefore, adopt this as part of the training courses for project sustainability.

The study identifies electricity provision as a social welfare responsibility of the governments in both countries and examines the policy issues in the context of public welfare. In Nigeria, the policy issues are found to be self serving and not in line with sustainable public interest, given the socio-economic challenges. As a result they, exert less impact on achieving the goal of universal access to quality and affordable electricity in the country. In South Africa, good governance in the sub-sector has enabled the identification of policy issues in line with sustainable public interests of social equity, poverty alleviation and environmental sustainability; and government using public administration agencies to play a key role in service delivery. Recommendations of the study mainly derive from the South African experience on electrification, and are intended to offer some policy-lessons to Nigeria in the sub-sector. The study contributes to new knowledge in the discipline of public administration by opening up new vistas for a comparative analysis of electric power policy issues in both countries in the context of public welfare. Besides, a comparative study on electrification in Nigeria and South Africa from a policy angle contributes to the existing knowledge base in the discipline.

In South Africa, good governance in the sub-sector has enabled the identification of policy issues in line with sustainable public interests of social equity, poverty alleviation and environmental sustainability; and government using public administration agencies to play a key role in service delivery. Recommendations of the study mainly derive from the South African experience on electrification, and are intended to offer some policy-lessons to Nigeria in the sub-sector. The study contributes to new knowledge in the discipline of public administration by opening up new vistas for a comparative analysis of electric power policy issues in both countries in the context of public welfare. Besides, a comparative study on electrification in Nigeria and South Africa from a policy angle contributes to the existing knowledge base in the discipline.

Implementation of Public Participation Policy approach in Mbombela Local Municipality of Mpumalanga Province of South Africa: an evaluation

- Description: Since the dawn of democracy in 1994, South Africa has promulgated a number of progressive legislation and programmes in an effort to improve the well-being of its citizens. There is legislation and prescripts designed to provide policy and legal basis for a concerted and coherent pursuit of public participation in South Africa. There are various pieces of legislation that provide overarching principles and norms to guide the concerted enhancement of public participation in the local sphere of government. In spite of the plethora of policies and programmes, communities in various places continue to engage in service delivery protests. This study critically analyzed the implementation of public participation policy as a legislative core value for local government, with specific reference to Mbombela local municipality. In doing so, it critically explored the extent to which Mbombela local municipality involves the local communities in matters of local government such as in strategic decision making, the development of the IDP, performance management and in service delivery processes. The study employed a qualitative research methodology, relying mainly on secondary written sources of data, which reported on public participation and public administration. These sources include books, journals, internet sources, government legislation and policies. Data was also collected from Mbombela local municipality through interviews with municipal officials, members of ward committees, community development workers and the public. This study has found that Mbombela local municipality (MLM) relies primarily on ward committees, ward- based meetings and the Speakers outreach as mechanisms to facilitate public participation. The municipality seems to regard public participation as a crucial aspect in that a public participation unit was established; however the municipality is using a low level of participation, with limited power by citizens to influence strategic decisions. This means that communities and community organizations are involved on matters of the municipality only through attending community meetings therefore such meetings are not sufficient for effective public participation as communities should also be involved in more strategic and influential means such as participating in steering committees, development and economic forums. This study further found that some of the ward committees are not effectively functional as a result of lack of commitment from ward committee members, unavailability of some ard committee members due to their permanent job commitments and due to the difficulty that is caused by the vastness of some of the wards. This study also revealed hat there is no feedback provided to ward committees by the municipality on the ward committee reports that are submitted to the municipality on monthly bases, as a results some ward committee members are demotivated. This research study concludes that Mbombela local municipality is not effectively implementing local government legislation in respect to public participation.

Only about 56% lived in fully-owned formal dwellings in 2009. (Stats SA: 2009). The problem is not only about the inability of the government to decrease backlogs in the provision of adequate low-cost houses. These contributory factors include the standard of construction, land as well as continuous urbanisation. International commitments such as the UN’s Millennium Goals put further pressure on government to permanently resolve the issue. Adequate housing is recognised globally as a basic human right. This includes access to running water and sanitation and electricity. The aim of the study is not to investigate construction techniques or methods, specific choices of location or any other planning-related issues, but to find an approach that is more appealing to the challenge of the provision of housing as per the afore-mentioned challenges combined with, amongst others, the provision of the necessary resources and relevant political processes as well as monitoring and evaluation. The provision of low-cost housing is unique in nature as it can never be fully resolved. To assist the process because of its nature, future studies suggest systems theory as a best recognised and more successful way to address wicked problems. By investigating low-cost housing programmes in Chile and Australia, identifying the elements of systems theory used, it was possible to find pointers to help formulate a set of steps (or actions) to use to address South Africa’s low-cost housing challenge. This research report proposes that, while the challenge of housing provision in a country like South Africa will most probably always be present, it can be alleviated by applying systems thinking to the problem. The study therefore puts forth Participatory Housing Delivery Monitoring Model (PHDMM). The model will assist in providing the beneficiaries of low-cost houses space to participate in the housing process and projects. It will also necessitate accountability by various participants in housing development. Capacity building will also be part of the package.

Such a delivery process needs to ensure that the Buffalo City Metropolitan Municipality area remains sustainable. Women's participation in housing delivery in South Africa; the extent of empowerment in the post 1994 era, with specific reference to case studies in Mdantsane Township 1962 -1998, begins with the premise that post-apartheid housing policies, compared to those of the apartheid era, have provided women with greater access to housing. In 1994, the housing backlog was estimated to be about 3.5 million units, with the majority of those in need of shelter, being African women. This backlog was due to past policies that largely excluded women from ownership and access to capital or resources to build formal housing. The changes wrought by the democratic dispensation, such as constitutional provision for gender equality, promised women greater participation in the social, political and economic spheres of the country. The recognition of gender equality and housing as rights protected within the constitution was reinforced by pronouncements in various policy documents, such as the Housing White Paper (HWP) that underlined the need for women's involvement in shelter development. When the Government of National Unity took office in 1994, it inherited a country with severe inequalities in resource distribution and land ownership. In particular, it inherited a housing crisis, which was largely, caused by apartheid legislation and policies. This research focused on the women participation in the housing delivery crisis from 1962 to post-1994, by considering the impact and effect of the constitutional right towards women to have access to adequate housing, especially for those living in intolerable conditions. It does so by utilising a social-scientific approach to the law. This approach acknowledges that the housing right must exist alongside other social phenomena and as a part of everyday life in South Africa. Accordingly, the implementation of the housing right by three local municipalities in the EC was examined.
