- Description: Smallholder agriculture contributes to poverty alleviation through food price reduction and employment creation. Smallholder farmers have the potential of creating employment because they are labour-intensive. Most small holder farmers in the Amathole District practices dual farming system i.e. crops and livestock production. However these farmers are faced by a number of constraints amongst these are land tenure security, lack of capital, drought, diseases, lack of access to markets and production inputs. The objectives of this study were: to investigate land tenure security impact on-farm investment and on-farm productivity by the smallholder farmers; to assess constraints encountered by the smallholder farmers, to identify factors influencing on-farm investment by the smallholder farmers and to identify factors influencing on-farm productivity by the smallholder farmers. Eighty smallholder farmers were interviewed using a structured questionnaire. The data was analyzed using descriptive statistics (frequency, percentages) and regression analyses. Data was for coded and processed for analysis using Statistical Package for Social Sciences (SPSS). The results revealed that generally, the household demographic characteristics have an influence on the decision to investment in the farm thus on farm productivity. These included age, gender, marital status, educational level and household size of the smallholder farmers. However the findings revealed that smallholder farmers were not much concerned with the land tenure security of the land as they see themselves as owners of these lands. The reason being that they always had access to their land and there were no perceived tenure insecurity threats. The majority of the smallholder farmers were not worried that they might lose their land in the future as they felt that their land tenure was secured. Although, the majority of farmers had some sense of security they still preferred a freehold tenure system as form of land tenure security. This suggests that there was a sense of insecurity among some of the smallholder farmers caused by their current tenure forms. Majority (66%) of the farmers held their land under freehold whilst leasehold and communal hold farmers constituted 5 % and 29 % respectively. Even though majority had freehold tenure system, they could not use their land as collateral when required for funding from the lending institutions because the title deeds were not registered in their names but those of deceased family members. As a result the majority was constrained by lack of credit and had low income. Lack of cash suggests that the farmers have difficulties in purchasing farm of the survey suggest that the household demographics and socio-economic variables may have an influence on the on-farm investment and on-farm productivity by the smallholder farmers. Furthermore, besides the challenges with land tenure, there are other factors that are likely to influence on-farm investment and on-farm productivity. The results of the survey revealed that smallholder farmers were faced with lot of challenges. These included lack of access to markets, grazing land, credit, farm implements, productions inputs and irrigation water. In addition to this the smallholder farmers were faced with both crops and livestock production constraints. Crop production constraints included lack of access to labour, transport, capital, storage facilities, pests, diseases, lack of management skills and severe drought. Livestock production was constrained by diseases, theft, attack by wild animals, lack of fence in the camps, labour, vaccines, dipping facilities too far and severe drought. For both crop and livestock production diseases and drought were major concerns for smallholder farmers since they were dependent on rainfall for their farming activities. With regards to improvements and investment there was little or not much investment that has been made by the smallholder farmers. One of the reasons mentioned by the farmers as the main cause for little or no investments is the lack of capital to make such improvements or investments. The study also employed empirical analysis through employing on-farm investment and on-farm productivity models of the study on the factors influencing the on-farm investment and on-farm productivity by the smallholder farmers in the study area. In both models, the independent variables were tested for their significance and it was found that some variables were significant whilst others were not. With regards to the dependent variable on-farm investment, household socio-economic factors such as household size, educational levels and farm size, had a positive influence in on-farm investment and were also statistically significant. On the other side, factors such as land tenure security, age, gender, household income and access to markets did not have any influence and were not statistically significant. From the perspective of on-farm productivity variables such as farm size, access to credit and access to extension services had a positive influence. However, variables such as land tenure security, age, household income, educational levels, access to implements, were negatively influencing onfarm productivity by the smallholder farmers. - Description: The broad objective of the study is to investigate the impact of Land and Agrarian reforms on poverty alleviation in Joubertina. Purposive sampling method (non-probability sampling) was carried out mainly on two groups of people, land reform beneficiary in Jay Dee Rovon and non-beneficiary in Mon Desire. Moreover, the stratified random sampling method was also applied in Jay Dee Rovon to choose a sample of 60 households from 129 land reform beneficiaries in Jay Dee Rovon and simple random sample of 60 applied to Mon Desire household subsistence. Binary Logistic Regression model was used to test factors that influenced beneficiary on level of production. Results indicated that age and farming experience were significant variables. Age had a negative coefficient value, meaning an increase in age was less likely to cause beneficiary to produce at commercial level. Descriptive statistics revealed that farming activities in the study areas seems to be performed mostly by relatively medium age people followed by younger people and lastly by the older people. Moreover, farming experience with positive coefficient revealed that it is highly likely to influence the beneficiary to produce at commercial for marketing. The older the farmer the more the experience s/he had in farming activities. However, descriptive revealed, medium and young age people with little knowledge tend to be more active than older people on farming activities but on the other hand they are more capable of carrying out physical activities. The results revealed that land reform beneficiaries likely to influence the level of production for marketing while non-beneficiaries produce for home consumption and little for sale in local market. An improvement on yield results an increase on income and thus leading to a change in ownership of household’s durable assets. An increase in yield also indirectly results employment recreation, increasing real wage and improve farm income thus leading to poverty reduction in JDR as compare to MD. The study recommends that the government should also assist non-beneficiaries in MD with agricultural infrastructure to improve their level of production and food security at household level.

The study also used an in-depth qualitative data analysis technique which was descriptive in nature and the study made numerous deductions and findings based on the collected and collated data. Findings of the study were, inter alia, too much politicization of the public sector, interference between politicians and administrators into each other’s affairs and vice versa and adverse effects of cadre deployment which are damaging service delivery. The study made numerous recommendations which included, inter alia, training and development of administrators and politicians on their respective roles and responsibilities, enforcement of the politics-administrative interface as a mutually beneficial approach to service delivery, need for proper interpretation of Acts and policy documents and the enforcing of section 139 interventions into municipalities.

- Description: The participation of communities and community organizations in Municipal governance is set in terms of the law as a mechanism to deepen democracy. Municipalities are required to develop a culture of governance that complements representative democracy with community participation. However the participation of communities in local governance has not translated to the strengthening of governance and the deepening of democracy as municipalities have not done enough to involve communities in municipal affaires. Lack of human resources, and financial capacity have been cited as some of the reasons that beset municipalities and undermine citizen participation. Municipalities have taken steps to encourage community participation and these include establishment of structures to enable participation, however without the guidance and financial support of the municipalities these structures are not able to perform their functions. In spite of all the efforts made by municipalities to encourage participation, a culture of community participation has not yet taken root in local government. While the legislative framework provides for communities to participate, practice shows that the implementation of legislation is complex and requires dedicated capacities within the councils to be effective. This can be achieved when municipalities develop their own community participation policies which address their special circumstances, which must be reviewed on a regular basis. Unless communities are empowered with knowledge on the available participation mechanisms, the dream of a culture of participation will remain just that, a dream. Thus civic education coupled with capacity building of officials will assist in ensuring the development of a culture of participation. Council must also develop mechanisms to evaluate the effectiveness of community participation processes and procedures, to avoid a one size fits all approach. It is imperative that councils as the legislative arm of municipalities must lead the process and not leave everything to the executive arm.

The study has identified that the omission of public participation and development communication as a gap that need to be optimally utilized to avoid communication gap that leads to unnecessary service delivery protests. The study position communication as strategic and management function of each and every manager. The importance of Public Participation is that it could help to ensure that the citizens take ownership of processes as an important democratic principle.The imbizo’s as public participation tool and effective communication platform has been proven to be effective. The strengthening of development communication in the department to empower communities through development communication cadres and information dissemination is paramount important. Furthermore this will make sure that there is a continuous feedback on quality assurance programme in implementing political pronouncements that are made during imbizo’s.

- Description: Official statistics suggest that as many as 40 percent to 60 percent of people in South Africa are living in poverty, and the 15 percent poorest are in a desperate struggle for survival. Since 1994, Government has been making an effort to help smallholder agriculture through numerous programmes, including those that address land ownership and provide credit and grants for farms and households, but very little change has taken place. Understanding the sources of livelihood and opportunities to improve the contribution of farming within available food chains is therefore an important practical need. The study investigated sources of livelihood and mapped the livelihoods profile of the farming households in parts of the Eastern Cape. The study was conducted in the Alice and Peddie communities in the Amathole district municipality. A set of structured questionnaires were used to interview the sample of 80 farming households selected through a random process within two irrigation schemes and communities that were selected purposively in line with the focus of the larger project on which this study is based. The resulting data were analyzed by means of descriptive statistics and multiple linear regression. The descriptive results indicated that members of most rural households were old, married, uneducated and unemployed. Farming was primary livelihood strategy employed in these areas. Rural households were also dependent on remittances, social grants and pension funds because the farming strategy could not meet all their household needs. The major crops that were grown for income and food security to sustain their livelihoods included maize, potatoes, onions and butternut. Factors that had significant influences on outcomes were extension services, grants, pension and remittances, land productivity, type of irrigation system, market accessibility, output price difference and value adding. The available opportunities were land productivity, irrigation facilities, government or NGO programmes and working as a group. For improved livelihood of rural communities in Alice and Peddie, government needs to strengthen agricultural activities and equip farmers with market information, improve their access to irrigation schemes, provide training on value adding and also improve access to extension services.

- Description: South Africa and other developing countries are grappling with high levels of poverty as a result of slow to negligible rural development. Irrigation development is one essential component that can be used to address the challenges faced by smallholder farmers in rural areas. In the President‟s “State of the Nation Address” in 2011, the President of South Africa outlined measures to reduce hunger and poverty in communal areas through enhanced government‟s expenditures in rural infrastructure developments, especially for such amenities as irrigation and roads, with a view to promoting food security. The broad objective of this study is to assess livelihood strategies and opportunities with regard to farming in Qamata area of Intsika Yethu Local Municipality. The stratified random sampling method was applied in order to choose a sample of 70 household that were interviewed by means of semi-structured questionnaires. Out of these, 53 belonged to the irrigation project and 17 farmers were non-irrigation farmers. The results show that women play an active role in agriculture. The Multiple Regression model was used to assess the relative importance of different livelihood strategies adopted by both irrigation and non-irrigation farmers in improving household food security and welfare in Qamata. More specifically, the study assessed the impact of different livelihood strategies on production of butternut, goats, maize and poultry (Chicken) in Qamata. The results show increased agricultural production, crop diversification and higher incomes from irrigation farming as compared to dry land farming. Irrigation farming has enabled many households to diversify their sources of income and therefore include activities and enterprises that contribute to enhanced household welfare. The study showed that household size is crucial in crop production, followed by gender of the household head. The government and research institutes need to come up with programmes to train people on ways to produce crop and livestock products more efficiently.

The research was also to look at how the support from government and other government agencies are used to enhance the cooperatives governance. Lastly, the research was to find the best model for cooperative development and what needs to be done to enhance the capacity of the cooperatives. The literature indicates that staff must be equipped with necessary skills; however it is evident that training and development is essential for the members of the cooperative. Questionnaires and interviews were used as a method of collecting data from the respondents. In this study, both qualitative and quantitative methods were used to analyse the data. The research assumption was that cooperative development is a viable tool for economic development of the rural areas. This can help many South Africans and many communities come out of poverty. However, there are limitations that were caused by the inability of government to co-ordinate cooperative development. Despite the role that cooperatives play in South Africa, cooperatives still experience a number of challenges. These challenges are, amongst others, lack of access to finance, lack of access to market, lack of business skills, lack of infrastructural facilities and lack of knowledge about the cooperative. In view of the challenges facing the cooperatives, the government instituted a number of state departments and parastatals for funding and other necessary support. These are DTI, DEDEA (in the Eastern Cape), ECDC, South African Development Agency (SEDA), Department of Labour and municipalities. The objectives of these support institutions are to provide necessary support needed by cooperatives and to ensure that cooperative development is sustainable.

- Description: Although food insecurity is said to have decreased in South Africa in the past years particularly at the national level, however, at household level a substantial proportion of households remains at risk of food insecurity and are experiencing hunger particularly in the Eastern Cape Province were poverty is rife. Food insecurity in the Eastern Cape Province is attributed to the fact that agriculture, the mainstay of the rural economy is no longer given the value that it should carry, does not help the situation. Despite much research on food (in) security in South Africa, the link between poverty and household food security is not at all clear. This study seeks to fill this gap specifically by looking at the linkages in the main between food security and poverty especially in the community level. Amidst the various programmes and initiatives that are in place in South Africa, there is continual prevalence of food insecurity facing the majority of South African households. The major aim of this study was therefore to examine the impact of one of these programmes, the Zanyokwe irrigation scheme in enhancing food security not only for the farmers but also for the surrounding communities. This study adopted a qualitative approach to research. The study unearthed that even though Zanyokwe irrigation scheme has played an indispensable role in enhancing food security for the smallholder farmers and the community at large challenges such as market challenges, road infrastructural issues, land tenure issues, lack of proper coordination amongst the farmers as well as farmer empowerment are a major limitation to the growth of the irrigation scheme and the farmers. Thus, the study recommended that farmer support services, training, agriculture subsidies, improved infrastructure as well as addressing market related challenges will go a long way in reducing the plight of the Zanyokwe farmers as well as enhancing food security

- Description: The study investigates whether government-sponsored community development projects in the township of Mdantsane, Buffalo City Metropolitan Municipality, South Africa, have achieved the intended goal of alleviating poverty among the beneficiaries. The specific outcomes of poverty alleviation are: improved income, acquisition of new skills, reduced dependence on welfare grants. Four urban farming projects were selected, namely: Buffalo City Organic Producers, Sakhisizwe Nursery, Lusindiso Farmer’s Trading Co-operative and Mbombela Co-operative. Focus group discussions and a mini survey were conducted with project beneficiaries, while relevant government officials were interviewed. Conceptual insights were drawn from community development theory. The findings showed that the broader context within which the projects occurred was characterised by a pro-poor social policy, relative availability of resources with which to translate it into action, and a measure of entrepreneurial potential amongst community members. However, while one of the projects showed some promise (in the sense that beneficiaries acquired new skills and had a generally positive attitude despite not enjoying any improved income status), all the others appeared doomed and trapped in dynamics such as: excessive government control of the management of the initiatives, ineffective project monitoring, and the mischaracterisation of the initiatives by both the government and the beneficiaries. A distorted sense of ownership and perverse community participation seemed to prevail, which in turn robbed the initiatives of their poverty alleviation potential. The study thus concluded that specific benefactor-beneficiary dynamics are crucial for the success of a given anti-poverty intervention. A robust pro-poor social policy, availability of resources with which to translate it into action, and local entrepreneurial potential do not in themselves bring about success; they must operate in a certain way and be undergirded by certain principles for them to become a powerful mechanism for alleviating poverty. It is against this background that the researcher offers some recommendations.

- Description: The escalation of poverty simultaneously with the decline of small-scale agriculture in the rural areas of the Eastern Cape in particular, raises serious concerns within the government circles in South Africa and among researchers. Of the nine provinces of South Africa, the rate of poverty in the Eastern Cape is a pathetic one and is the largest contributor to poverty statistics in the whole of South Africa. Machete (2004) stresses that high levels of poverty are visible in the rural areas and the large proportions of the people who are poor in South Africa are found in the rural areas. It is widely accepted that small-scale agriculture plays a vital role in and contributes substantially to socio-economic life of people living in the rural areas and is one of the strategies most suited to combat poverty for the majority of the people in the rural areas. This study explored the challenges that limit the effective use of land for subsistence agriculture as a strategy for poverty alleviation at Mpongo and Twecwana villages in Tsholomnqa. The study adopted a qualitative approach in order to get in-depth understanding of the challenges as experienced by the participants. The sample comprised of fifteen (15) subsistence farmers and three (3) extension officers from the department of agriculture. The data was collected from the participants through the focus group technique with an interview schedule containing open ended questions. The findings of the study indicated that the communities lack capital such as money, machinery, labour and other resources needed to pursue agricultural livelihoods. The findings also showed that agricultural infrastructure such as dams, rivers, fencing have deteriorated. Machete (2004, p.8) concurring with Pote (2008) says “inadequate physical infrastructure in the rural areas, particular in the former homeland areas remains a major obstacle to smallholder agricultural growth in South Africa”. In the two villages the situation is worsened by a total lack of irrigation scheme development. These communities rely entirely on seasonal and natural rainfall for their crops to be cultivated and grown. It was also found that the introduction of state grants contributed for the rural communities to do way with their traditional socio-economic agricultural livelihoods. The end results were for food production from gardens and communal fields come to a total collapse in many communities in the rural areas. The findings also show that youth is less interested to participate and pursue agricultural based activities in the rural areas. Williams et al (2008) claim that young people are unwilling to pursue agricultural studies as career of choice because of negative image attached to it. Many youths regard agriculture as an activity which belongs to adult and ordinary people. Drought was also cited as the worst natural disaster that has threatened the already disadvantaged small scale agriculture in these rural areas. These deficiencies have rendered subsistence agricultural centred activities to a total collapse.

- Description: The aim of this study was to examine the effectiveness of a capacity development programme initiated by the Department of Economic Development and Environmental Affairs (DEDEA) as a mechanism to enhance the performance of the employees in order to improve service delivery to the people of the Eastern Cape. The public service is enjoined by the Constitution to provide services that citizens need, and for this reason it is in need of educated, trained and professional public servants, especially in the technical, professional and managerial categories. The department also recognized the potential of public–private partnerships (PPPs) to improve performance in the areas of transformation and service delivery, and that it required investments aimed at developing and strengthening public management capacity. However, the effectiveness of the PPP as a mechanism for capacity development, remained unknown. The literature reviewed overwhelmingly supported the assertion that human capital development is critical for performance in the public service. The review also highlighted the importance of partnerships, especially the role of the private sector in the area of capacity development, advancing the argument that PPPs should be pursued in order to leverage ideas, resources, and capabilities to achieve public service goals. Various research tools, namely interviews, questionnaires and document analysis were used to conduct the study. Data collected and analysed provided empirical evidence of improved performance of both the individual managers and the department in the functional areas of financial governance and management; programme and project management; as well as ethics and professionalism. It suggested a strong correlation between training, capacity development and service delivery. This research found the DEDEA/National Business Initiative (NBI) PPP initiative, as a capacity development mechanism to enhance the performance of the department‟s employees, effective. On strength of the overwhelming evidence gathered through this research, it strongly recommends that the programme be rolled out to other employees.

To support this development, telecommunication networks have been deployed. The availability of these telecommunication networks is expected to improve the way people share ideas and communicate locally and globally, reducing limiting factors like distance through the use of the Internet. The major problem for these networks is that very few of them have managed to stay in operation over long periods of time. One of the major causes of this failure is the lack of proper monitoring and management as, in some cases, administrators are located far away from the network site. Other factors that contribute to the frequent failure of these networks are lack of proper infrastructure, lack of a constant power supply and other environmental issues. A telecommunication network was deployed for the people of Dwesa by the Siyakhula Living Lab project. During this research project, frequent visits were made to the site and network users were informally interviewed in order to gain insight into the network challenges. Based on the challenges, different network monitoring systems and other solutions were deployed on the network. This thesis analyses the problems encountered and presents possible and affordable solutions that were implemented on the network. This was done to improve the network‟s reliability, availability and manageability whilst exploring possible and practical ways in which the connectivity of the deployed telecommunication network can be maintained. As part of these solutions, a GPRS redundant link, Nagios and Cacti monitoring systems as well as Simple backup systems were deployed. v Acronyms AC Access Concentrators AMANDA Automatic Marylyn Network Disk Archiver CDMA Code Divison Multiple Access CGI Common Gateway Interface.

- Description: One of the factors that contribute towards slow rural development is the presence of the digital divide. An area where the digital divide is still prevalent is the administration of justice within traditional contexts. One of the areas affected by this problem is the Dwesa rural community, situated on the Wild Coast of the former homeland of Transkei, in the Eastern Cape Province of South Africa. To address this problem for the Dwesa community, a research project on developing and implementing an e-Judiciary service was undertaken. The primary objective of this project was to develop a web application to support traditional justice administration in the Dwesa community. Due to the lack of a proper legal environment in this community, the e-Judiciary service acts as a portal for safe-keeping of judicial information. Such a system also serves as a platform for the administration of minor offences that are solved by the traditional courts. Furthermore, it provides a better working environment for traditional judicial leaders and eliminates the difficulty of accessing legal information by the rest of the community. Through the availability and use of the service, community members are provided with understanding and knowledge about judiciary operations and services in their community.

- Description: In the Eastern Cape Department of Health the performance management and development system progress reviews are performed in a summative manner. This happens when a supervisor leaves out all the other progress reviews and conducts a final progress assessment and monitoring at the end of the year. It is worse when the performance agreements are not even signed during the start of a financial year, neither does a newly qualified employee sign. As a result employees are not appraised because there are no progress reviews that are entered on the Persal system. Employees miss an opportunity to be sent for training at the same time they are rewarded late or not at all. It is obvious that the managers do not understand the aims and objectives of the PMDS policy. The research was an assessment of the effectiveness of the performance management and development system in inculcating professional behaviour in the nursing staff in the three Buffalo City hospitals, namely, East London Hospital Complex, Grey and Bisho hospital. The aspects of the policy investigated were the performance reviews, the competency framework and the performance incentive scheme. This research is qualitative in nature. Data was collected using unstructured interviews and open ended questions. The population of this study involved selected Performance Management Managers, Quality Assurance Manager, Area Managers, junior nurses and clerks working in the Buffalo City Hospitals. The respondents of the study were selected using the stratified random sampling technique. Descriptive methods were used to analyse data. Confidentiality was highly maintained and consent form even distributed from the start of the research. The three Buffalo City hospitals are practising a balanced scorecard as a performance measurement tool. It is in the form of workplans that are different for different levels of employees such as the performance workplans, standard framework workplan and individual workplans. ix The study discovered that there is poor compliance in performing the performance reviews. The attention is on the appraisal aspect more than the development aspect. Also, there is a delay in taking the employees for training as a result they end up not being trained. The employees are not rewarded according to their performance. The PMDS policy states that employees that get a score of three are entitled to get a one percent and those that are rated a four or a five qualify for a performance bonus. The study found that the PMDS policy is not implemented well. It is recommended that the performance management manager and the quality assurance manager need to apply a radical strategic transformation and change management to address the challenges.

- Description: In the Eastern Cape Department of Health the performance management and development system progress reviews are performed in a summative manner. This happens when a supervisor leaves out all the other progress reviews and conducts a final progress assessment and monitoring at the end of the year. It is worse when the performance agreements are not even signed during the start of a financial year, neither does a newly qualified employee sign. As a result employees are not appraised because there are no progress reviews that are entered on the Persal system. Employees miss an opportunity to be sent for training at the same time they are rewarded late or not at all. It is obvious that the managers do not understand the aims and objectives of the PMDS policy. The research was an assessment of the effectiveness of the performance management and development system in inculcating professional behaviour in the nursing staff in the three Buffalo City hospitals, namely, East London Hospital Complex, Grey and Bisho hospital. The aspects of the policy investigated were the performance reviews, the competency framework and the performance incentive scheme. This research is qualitative in nature. Data was collected using unstructured interviews and open ended questions. The population of this study involved selected Performance Management Managers, Quality Assurance Manager, Area Managers, junior nurses and clerks working in the Buffalo City Hospitals. The respondents of the study were selected using the stratified random sampling technique. Descriptive methods were used to analyse data. Confidentiality was highly maintained and consent form even distributed from the start of the research. Design and implementation of a network revenue management architecture for marginalised communities

- Description: Rural Internet connectivity projects aimed at bridging the digital divide have mushroomed across many developing countries. Most of the projects are deployed as community centred projects. In most of the cases the initial deployment of these projects is funded by governments, multilateral institutions and non-governmental organizations. After the initial deployment, financial sustainability remains one of the greatest challenges facing these projects. In the light of this, externally funded ICT4D interventions should just be used for “bootstrapping” purposes. The communities should be “groomed” to take care of and sustain these projects, eliminating as soon as possible a dependency on external funding. This master thesis presents the design and the implementation of a generic architecture for the management of the costs associated with running a computer network connected to the Internet, The proposed system, called the Network Revenue Management System, enables a network to generate revenue, by charging users for the utilization of network resources. The novelty of the system resides in its flexibility and adaptability, which allow the exploration of both conventional and non-conventional billing options, via the use of suitable ‘adapters’. The final goal of the exploration made possible by this system is the establishment of what is regarded as equitable charging in rural, marginalized communities - such as the community in Dwesa, South Africa.
