The five constructs that are outlined in the IQMS Implementation Model in Figure 1.1 include: (1) Considering the Notion of “Quality” and Whole School Evaluation, (2) Performance Management and Developmental Appraisals, (3) Considering Key Success Factors for IQMS Implementation, (4) the Use of Appropriate Implementation Processes, Systems and Methods, and (5) Constant Monitoring, and Evaluations and Applications of the Improvement Actions. Despite the fact that the integrated quality management theories strongly support this hypothesis, the study, in line with these five constructs which were also aligned with the five research questions and hypotheses that guided this research applies exploratory factor analysis. This has been done in order to further define the structure of the IQMS Implementation Model in Figure 1.1 prior to applying confirmatory factor analysis in order to determine whether the IQMS Implementation Model in Figure 1.1 would perfectly reproduce the 53 observed sample data which was used in the study. The results confirmed the overriding hypothesis in the IQMS Implementation Model in Figure 1.1 which is that effectiveness of the IQMS implementation processes in the South African schools can be significantly influenced by the application of the five constructs. Absorptive capacity and information technology adoption strategies in Kenyan SMEs

This study has endeavoured to address the IT adoption strategy challenges experienced by SMEs in Kenya and other developing countries, as these have been largely flawed. The study has explored on the way in which these enterprises can build strong Absorptive Capacities (AC) and exploit these to improve their IT adoption processes through a model of AC. To achieve this, a qualitative, interpretive case study research approach was employed in this study. The findings of this study suggest that although AC plays a critical role in the performance of SMEs in Kenya, many of these enterprises have low levels of AC. It also became clear that all the SMEs that participated in the study had not attained maturity in their IT adoption process. However, SMEs that exhibited strong AC employed the use of more superior IT adoption processes than did their counterparts with low levels of AC. From the results of this study an IT Adoption Strategy Improvement Model (ITASIM) has been developed to help SMEs improve their IT adoption strategies. The model focuses on improving SMEs‟ AC and injecting these alongside the elements of a good strategy in the SMEs‟ IT adoption process. Furthermore, in order to help in the effective implementation of ITASIM, implementation guidelines have been developed.

An assessment of energy use as a rural development strategy: the case of Chiwundura communal area, Zimbabwe

- Description: Households in Chiwundura Communal Area continue to depend on traditional biomass fuels, that is, fuelwood, agricultural residues and in some cases dung. This is despite the fact that grid electrification has been introduced in the communal area. A few households have been able to adopt the grid electrification whilst the rest remain rooted in the use of the inefficient and polluting traditional biomass. Some of those who have adopted the grid electricity only use it for lighting and entertainment whilst they continue to use fuelwood for cooking. A number of households that have connected to grid electricity have reverted to the use of the traditional biomass. This means that the generality of people in Chiwundura Communal Area continue to be subjected to energy poverty, which is a constrained access to modern energy services such as electricity. As a result these households will not be able to meet the millennium development goals among many other achievements. This state of affairs motivated the researcher to conduct this study. The study wanted to find out why the transition from traditional biomass energy forms to modern energy services was slow in Chiwundura Communal Area. The study also wanted to establish the factors that influenced household en ergy choices as well as establish the ways in which the traditional biomass energy forms had affected the livelihoods of households in the study area. In order to get information on the above mentioned questions, this study which was a case study of Chiwundura Communal Area utilised the triangulation of both qualitative and quantitative techniques. These methods were meant to complement each other and benefit from the strengths of each method. The study used questionnaires, interviews, observations, transect walks, focus group discussions and content analysis. The researcher spent up to three months in the study area so as to get first hand information on the issues under study. A total of 215 households and 106 school children were conveniently sampled to respond to the questionnaires whilst fifty household heads participated in the interviews. The study looked at three energy theories namely the energy ladder, the leapfrogging and the multiple fuels use models as well as consumption and decision making theories to open this discussion. The study made a number of critical findings. Firstly, there was very little transition as most households remained as users of biomass energy; hence they were at the lower rungs of the energy ladder. Those that had moved up the ladder tended to back switch to the use of fuelwood. This made them multiple fuel users. Generally fuelwood was the dominant source of energy as it was used mainly for cooking, space and water heating, space lighting and other domestic needs such as smoking meat. About 22% of all respondents were connected to the grid and used electricity mainly for lighting. Candles, paraffin, gensets and solar energy were part of the energy mix. It was established that income was the most important determinant in the energy choices made by the different households. Most of the households were peasant farmers who could not harvest excess crops for the market. A few households with members in paid employment or obtained remittances from relatives in South Africa or the Diaspora were able to get connected to the grid or could afford to purchase fuelwood from vendors. Households could not procure solar house systems as the start up costs were beyond their reach. Those who were able to acquire generators could not run them for many hours as they could not afford to refuel them regularly. Household characteristics such as age and education of household- head were also important factors. It was however established that cultural and traditional factors were as usual not given the attention they deserved yet they were very significant in determining the type of fuel a household chose. Food preparation and taste always played an important role in determining whether a household chose traditional fuels for certain cuisines. It was also realised that failure by numerous households in the study area to access modern energy sources meant that they could not attain the millennium development goals by 2015. They could not move out of abject poverty as they lacked irrigation schemes to assure them of food security. Universal access to education was affected by lack of light to use for studying and reading after hours. Adult education was also frustrated. The boy child was worst affected as he came to school late or at times missed school altogether collecting fuelwood for the household. In Chiwundura Communal Area men and boys were responsible for collecting fuelwood. This signified a shift in gender roles. Men and boys took it upon themselves to have these responsibilities as women and girls could not walk the long distances. The health of the household particularly women and children who spent several hours close to the fire was compromised as most huts were poorly ventilated. They therefore could not adequately deal with indoor air pollution challenges. Other MDGs were also likely not to be achieved by the families. The study also found out that men were not dictatorial in determining the fuel that a household used. Some form of democracy existed within homes and negotiations between husband and wife often took place away from the public domain. Oftentimes women often aped their colleagues who owned modern energy technologies within the villages; hence they pressurised their husbands to buy them SHSs and gensets. This was conspicuous consumption. The study established that there was need for modern energy in the study area. Grid electricity was not the panacea for this as it was beyond the reach of many. It was therefore important to look at renewable energy forms such as gel fuel, SHSs and biogas. It was also pertinent to educate and make households aware of dangers posed by indoor air pollution. The government and different stakeholders must give it equal importance and publicity as that given to HIV and AIDS as it kills several children annually. Housing interventions should be made so that households build huts with proper ventilation.

An investigation of skills, knowledge and farmer support programmes of land reform beneficiaries :a case study of Forest Hill farmers in Kenton-on-Sea in the Ndlambe Local Municipality

- Description: black owners by white colonialists. Even though whites made up less than 20% of the nation‟s population, they took more than 80% of the agriculturally productive land and drove the original owners to the unproductive reserves where they were cramped and could not practice agriculture at all. Various acts such as the Black Land Act of 1913, Development Trust Act of 1936 and the Native Laws Amendment Act of 1937 were introduced which further frustrated the displaced black population thereby plunging it deeper and deeper into poverty. The main objective behind the introduction of these acts was to restrain the black population from earning livelihoods through agriculture thus forcing them to offer their labour to white farmers for low wages just to earn some form of livelihood. Such unfair practices and distribution of land prompted the first democratically elected government of South Africa to embark on a drive to redistribute the nation‟s land equitably amongst its citizens to foster national reconciliation, stimulate economic growth and compensate those that were forced out or lost their land during the apartheid era. This initiative was called the Land Reform Programme (LRP) and was implemented with three prongs namely (i) land redistribution; (ii) restitution; and (iii) land tenure. Among the beneficiaries of the LRP were farmers from a community called Marselle in Kenton-on-sea. In addition to getting land for farming purposes, the Marselle farmers also obtained financial support from the government‟s Land Bank to help them kick-start their farming activities. However, in spite of such interventions, they have struggled to turn their activities into sustainable livelihood sources. One most likely cause for this is the lack of farming knowledge and skills needed to make them more efficient and productive. This study was thus geared towards evaluating the knowledge and skills gap in Marselle which, when addressed, could make the Marselle farmers more productive. Its focus was limited to the 32 livestock and 8 chicory farmers that are recognized members of their respective projects. Focus was limited only to these farmers since the next phase of this study will involve building their capacity based on the skills gaps identified through this study. The findings showed that the two projects benefited at least 130 individuals belonging to the farming households, with 67.5% of these households headed by males. The age of these farmers was equally shared at 40% each between those above 65 years and those that only went as far as fourth grade. No one went to tertiary at all. At least 75% of the investigated farmers were unemployed and 42% of this population was pensioners. In terms of income though, 64.98% of it was from external sources. The Masakhane Silime (Chicory) project was implemented to generate income and provide job opportunities for the locals but neither of these objectives had been met at the time the data for this study was collected due to various challenges like lack of funds and infrastructure to enhance productivity. Just like the chicory project, the livestock project had its own objectives, namely; to remove animals from the residential areas, provide the animals with a safe place, reduce road accidents and also to provide a livelihood source for local farmers. Due to overgrazing the pastures, lack of proper camps and other challenges, some effort still needs to be put to achieve these objectives. Even though the livestock project was formed with these objectives in mind, the farmers themselves reared livestock either for personal consumption, selling, ritual purposes, store of wealth or all these combined. Regarding technical skills, livestock farmers were found to rely mostly on indigenous knowledge sources to attain farming knowledge. Only animal healthcare knowledge was popular to more than half the respondents. This was said to be due to the focus group meetings held on the farm every other Wednesday to share information with local extension officers. In spite of these information sharing events, livestock farmers identified training on how to feed; market; handle; and treat their livestock as key intervention knowledge areas. Attendance to these focus group meetings was limited to livestock farmers only. Various socio-economic factors were also found to have some form of influence on the acquisition of livestock knowledge. Education was the most dominant factor, with a significant association with the farmers‟ feeding (p=0.033); animal healthcare (P=0.038); marketing (p=0.009); veld management (p=0.036); and cattle slaughtering (p=0.027) knowledge. Other variables most influential include the gender and age of the household head. The former was significant at 95% confidence level for farmers‟ feeding knowledge (p=0.021); animal healthcare (p=0.039); marketing (p=0.043); livestock housing and handling (p=0.023); veld management (p=0.018); and cattle slaughtering (p=0.043). The dominance of males in acquiring these skills could be explained by the fact that the majority of the livestock project members were males. The majority of the few female members became members by default after the passing on of their husbands but their participation in the project was done through other project members who looked after their animals on their behalf. The number of farming years also had some positive and significant influence on other knowledge areas such as feeding (p=0.021) and livestock housing and handling (p=0.013). The logic supporting this association is that farmers tend to accumulate new and more skills the longer they stay in the same enterprise. In addition, most of the interviewed farmers were farm labourers prior to relocating to Marselle hence they acquired the necessary knowledge long before the project started. Concerning the chicory project, its members also relied heavily on indigenous knowledge sources for farming knowledge. The skills introduced should also be simple enough to be accepted and acquired even by the illiterate, especially when one considers the high illiteracy levels amongst the respondents. Efforts should also be made to create partnerships with the right organizations or groups of people so that they provide the required expertise and resources for the benefit of the farmers as and when required.

- Description: black owners by white colonialists. Even though whites made up less than 20% of the nation‟s population, they took more than 80% of the agriculturally productive land and drove the original owners to the unproductive reserves where they were cramped and could not practice agriculture at all. Various acts such as the Black Land Act of 1913, Development Trust Act of 1936 and the Native Laws Amendment Act of 1937 were introduced which further frustrated the displaced black population thereby plunging it deeper and deeper into poverty. The main objective behind the introduction of these acts was to restrain the black population from earning livelihoods through agriculture thus forcing them to offer their labour to white farmers for low wages just to earn some form of livelihood. Such unfair practices and distribution of land prompted the first democratically elected government of South Africa to embark on a drive to redistribute the nation‟s land equitably amongst its citizens to foster national reconciliation, stimulate economic growth and compensate those that were forced out or lost their land during the apartheid era. This initiative was called the Land Reform Programme (LRP) and was implemented with three prongs namely (i) land redistribution; (ii) restitution; and (iii) land tenure. Among the beneficiaries of the LRP were farmers from a community called Marselle in Kenton-on-sea. In addition to getting land for farming purposes, the Marselle farmers also obtained financial support from the government‟s Land Bank to help them kick-start their farming activities. However, in spite of such interventions, they have struggled to turn their activities into sustainable livelihood sources. One most likely cause for this is the lack of farming knowledge and skills needed to make them more efficient and productive. This study was thus geared towards evaluating the knowledge and skills gap in Marselle which, when addressed, could make the Marselle farmers more productive. Its focus was limited to the 32 livestock and 8 chicory farmers that are recognized members of their respective projects. Focus was limited only to these farmers since the next phase of this study will involve building their capacity based on the skills gaps identified through this study. The findings showed that the two projects benefited at least 130 individuals belonging to the farming households, with 67.5% of these households headed by males. The age of these farmers was equally shared at 40% each between those above 65 years and those that only went as far as fourth grade. No one went to tertiary at all. At least 75% of the investigated farmers were unemployed and 42% of this population was pensioners. In terms of income though, 64.98% of it was from external sources. The Masakhane Silime (Chicory) project was implemented to generate income and provide job opportunities for the locals but neither of these objectives had been met at the time the data for this study was collected due to various challenges like lack of funds and infrastructure to enhance productivity. Just like the chicory project, the livestock project had its own objectives, namely; to remove animals from the residential areas, provide the animals with a safe place, reduce road accidents and also to provide a livelihood source for local farmers. Due to overgrazing the pastures, lack of proper camps and other challenges, some effort still needs to be put to achieve these objectives. Even though the livestock project was formed with these objectives in mind, the farmers themselves reared livestock either for personal consumption, selling, ritual purposes, store of wealth or all these combined. Regarding technical skills, livestock farmers were found to rely mostly on indigenous knowledge sources to attain farming knowledge. Only animal healthcare knowledge was popular to more than half the respondents. This was said to be due to the focus group meetings held on the farm every other Wednesday to share information with local extension officers. In spite of these information sharing events, livestock farmers identified training on how to feed; market; handle; and treat their livestock as key intervention knowledge areas. Attendance to these focus group meetings was limited to livestock farmers only. Various socio-economic factors were also found to have some form of influence on the acquisition of livestock knowledge. Education was the most dominant factor, with a significant association with the farmers‟ feeding (p=0.033); animal healthcare (P=0.038); marketing (p=0.009); veld management (p=0.036); and cattle slaughtering (p=0.027) knowledge. Other variables most influential include the gender and age of the household head. The former was significant at 95% confidence level for farmers‟ feeding knowledge (p=0.021); animal healthcare (p=0.039); marketing (p=0.043); livestock housing and handling (p=0.023); veld management (p=0.018); and cattle slaughtering (p=0.043). The dominance of males in acquiring these skills could be explained by the fact that the majority of the livestock project members were males. The majority of the few female members became members by default after the passing on of their husbands but their participation in the project was done through other project members who looked after their animals on their behalf. The number of farming years also had some positive and significant influence on other knowledge areas such as feeding (p=0.021) and livestock housing and handling (p=0.013). The logic supporting this association is that farmers tend to accumulate new and more skills the longer they stay in the same enterprise. In addition, most of the interviewed farmers were farm labourers prior to relocating to Marselle hence they acquired the necessary knowledge long before the project started. Concerning the chicory project, its members also relied heavily on indigenous knowledge sources for farming knowledge. Materials and methods. A six-stage process of documentation, evaluation and analysis of results was conducted: (1) Selection of medicinal plants most frequently used in the treatment of OFIs through ethnomedical studies and the survey of specialised literature; (2) Collection and preparation of the extract of each plant; (3) Antifungal evaluation of the crude plant extracts. (4) Phytochemical and antioxidant evaluation of the active crude plant extracts; (5) Cytotoxicity evaluation of the bioactive extracts using the Chang liver cell line, and (6) Statistical analysis of the results. Ethnobotanical information was obtained through interviews with traditional healers and AIDS patients with the aid of semi-structured questionnaires, direct observations and by reviewing studies reported in the literature. Following the approval from the University of Fort Hare‘s Ethics Committee, 101 HIV/AIDS patients were recruited through convenience sampling into an anonymous cross-sectional questionnaire study. The agar diffusion and micro-dilution methods were used to determine the antifungal activities of the hexane, acetone and aqueous extracts of A. arctotoides, G. bicolor and P. viridiflorum against 10 opportunistic fungi.

- Description: The purpose of the research is to assess the financial viability of selected urban and rural municipalities in the Eastern Cape. Municipalities that are not financially viable and sustainable will always struggle to deliver basic services to communities. Without sound financial management systems, municipalities will be forced to discontinue their operations. Municipalities, particularly small and rural ones, are not self-sufficient and often rely on grants and transfers to satisfy their immediate short-term goal of providing basic services to satisfy the needs of their communities. Therefore, finance is regarded as an overriding and decisive factor for determining the viability of municipalities. The study seeks to investigate the financial viability of selected urban and rural municipalities in the Eastern Cape. Its key research questions are: Are municipalities able to provide sufficient funds to provide a range of services at an acceptable service level? To what extent do municipalities rely on external funding? Do municipalities have revenue collection capacity and revenue policies? The study asserts that most municipalities lack the required financial resources. They depend mainly on transfers from Provincial Government and equitable share and conditional grants from National Government. Section 152 (1) of the Constitution of the Republic of South Africa, Act 8 of 1996, states, amongst other things, that Local Government should ensure the provision of services to communities in a sustainable manner. The constitution further states that a municipality must strive, within its financial and administrative capacity, to achieve its objectives. The Municipal Finance Management Act, Act 56 of 2003, creates a framework for municipalities to borrow money and determine the conditions for short- and long-term borrowing. The Act assigns clear roles and responsibilities to the various role players involved in local government financial management. According to the Act, an annual budget for a municipality may only be funded from realistically anticipated revenues to be collected. As revenue projections in the budget must be realistic, the Municipal Property Rates Act, Act 6 of 2004, facilitates the collection of revenue in municipalities and establishes a uniform property rating system across South Africa. Property tax is the biggest element of local government tax revenue and is central to municipal finance. The Municipal Systems Act, Act 32 of 2000, amongst its objectives, provides for the manner in which municipal powers and functions are exercised as well as establishes a simple framework for the core processes of planning, performance management and resource mobilisation. The Act also provides a framework for public administration and human resource development. Finally, it also empowers the poor and ensures that municipalities put in place service tariffs and credit control policies that take their needs into account. The research contends that, whilst there is legislation and structures to assist and direct municipalities, it has been established that municipalities do not properly collect rates and taxes due to them to augment their revenue. The study has shown nevertheless that metropolitan municipalities have the capacity to collect revenue for municipal services. This is confirmed by their collection rate which ranges between 94 % and 97 %. There is also the culture of non-payment by communities for services rendered by the municipalities. Rural municipalities are exempted from property tax, while other rural municipalities who have an urban component, have to collect. There is also the question of unemployment and poverty. Consequently, municipalities are not self-sufficient and rely on grants and equitable share to survive. As a result of this lack of self-sufficiency, it is difficult to implement service delivery and also difficult to attract skilled personnel. The study has investigated why some municipalities fail to collect revenue and depend on national grants. The study employed both qualitative and quantitative methods. The findings of the quantitative paradigm have been presented in the form of graphs and charts. The major findings include: All municipalities have limited borrowing capacity; have not exceeded their budgets in terms of their spending; small municipalities have households as their main contributor of revenue collected; metropolitan municipalities get the big slice of their revenue from business; small and rural municipalities rely on grants and transfers and are therefore not financially viable; metropolitan municipalities are, to a great extent, financially viable but lack skills and capacity to utilize their resources for effective service delivery; and all municipalities under-spend their budgets. The study, after elaborating on the findings, makes recommendations on how municipalities should become financially viable.

Assessment of the incidence of E.coli in Tyume and Buffalo rivers in the Eastern Cape Province of South Africa

- Description: Waterborne diseases are among the leading causes of morbidity and mortality in developing countries and every year around 2.2 million people die due to basic hygiene related diseases like coliform diarrhoea. Universal access to safe drinking water and sanitation has been promoted as an essential step in reducing these preventable diseases (Tambekar and Banginwar, 2005; Patil, 2004; Charan, 2004). Diarrheagenic Escherichia coli are one of the most important etiologic agents of acute diarrhea and represent a major public health problem in developing countries like South Africa The present study was conducted between August 2010 and July 2011 to investigate the prevalence and distribution of virulent E. coli strains from water samples collected from Tyume and Buffalo River, located in Eastern Cape Province of South Africa using conventional microbiological methods and PCR analysis. Twelve Water samples were collected from three different sites of the rivers, viz; upstream, middle stream and the downstream of the dam. E.coli was isolated by the membrane filtration method on mFC. A total of 374 isolates from both rivers were identified by convenctional microbiological techniques. For both Buffalo and Tyume River, A large proportion (87 and 114, respectively) of the isolates from the mid stream samples satisfied the identification characteristics for E. coli (blue colonies on MFC agar and violet/purple colonies on Chromocult agar) and thus revealing high levels contamination when compared to isolates from the downstream (55 and 47) and the upstream (30 and 31) All the isolates that satisfied the primary identification stage were subjected to PCR. DNA was extracted using the boiling method and then the DNA was used as a template for PCR. Specific PCR analysis was performed on all E. coli isolates to amplify the alr gene that codes for alanine racemase Out and of the 202 isolates amplified for Tyume river, 70 (35 percent) were positively identified as E. coli since they possessed the alr gene fragment. and out of the 172 isolates amplified from Buffalo River, 80(47 percent) were also positively identified as E. coli. For both Tyume and Buffalo River, the highest prevalence was observed midstream (39 percent and 56 pecent respectively). The identified E. coli were further characterized into different pathotypes. Amplification of the shig gene, LT gene, EaeA gene, Eagg gene and the ST gene were used to detect pathogenic E.coli. In Tyume River, Genes of ETEC (lt or st) were detected in 21/70 (30 percent); Gene of EPEC (eae) was detected in 14/70 specimens (35 percent); Genes of EAEC (Eagg) was detected in 14/70(35 percent) and genes of EIEC (shig) were detected in 11/70(16 percent). In Buffalo River, no DEC was recovered upstream and downstream of the river. EAEC (8 percent) was the only pathotypes recovered midstream of the river. Strains of all five E. coli categories showed high-level resistance to ampicillin, tetracycline, cotrimoxazole, and chloramphenicol but were highly susceptible to quinolones, aminoglycosides, and novobiocin. The highest resistance (100 percent) amongst the isolates was observed to ampicillin by EAEC, Heat Labile (ETEC) and EIEC, followed by 87.5 percent by EAEC to carbenicillin. The highest susceptibility was to quinolones (100 percent) by all the four categories of E.coli. The screening for antibiotic resistance genes revealed the absence of SHV, CTMX and TetC genes as they were not detected in any of the E.coli isolates. However, TEM genes were observed in 80 percent of the isolates. Integron conserved segment was detected in these same organisms in the same proportion as TEM

Specific PCR analysis was performed on all E. coli isolates to amplify the alr gene that codes for alanine racemase Out and of the 202 isolates amplified for Tyume river, 70 (35 percent) were positively identified as E. coli since they possessed the alr gene fragment. and out of the 172 isolates amplified from Buffalo River, 80(47 percent) were also positively identified as E. coli. For both Tyume and Buffalo River, the highest prevalence was observed midstream (39 percent and 56 pecent respectively). The identified E. coli were further characterized into different pathotypes. Amplification of the shig gene, LT gene, EaeA gene, Eagg gene and the ST gene were used to detect pathogenic E.coli. In Tyume River, Genes of ETEC (lt or st) were detected in 21/70 (30 percent); Gene of EPEC (eae) was detected in 14/70 specimens (35 percent); Genes of EAEC (Eagg) was detected in 14/70(35 percent) and genes of EIEC (shig) were detected in 11/70(16 percent). In Buffalo River, no DEC was recovered upstream and downstream of the river. EAEC (8 percent) was the only pathotypes recovered midstream of the river. Strains of all five E. coli categories showed high-level resistance to ampicillin, tetracycline, cotrimoxazole, and chloramphenicol but were highly susceptible to quinolones, aminoglycosides, and novobiocin. The highest resistance (100 percent) amongst the isolates was observed to ampicillin by EAEC, Heat Labile (ETEC) and EIEC, followed by 87.5 percent by EAEC to carbenicillin. The highest susceptibility was to quinolones (100 percent) by all the four categories of E.coli. The screening for antibiotic resistance genes revealed the absence of SHV, CTMX and TetC genes as they were not detected in any of the E.coli isolates. However, TEM genes were observed in 80 percent of the isolates. Integron conserved segment was detected in these same organisms in the same proportion as TEM

The results of the study revealed that the directly water cooled module could operate at a higher electrical efficiency for 87% of the day and initially produced 3.63% more electrical energy each day. This was found to be true for the first three months after installation. In the remaining months to the end of the year M2 was found to have more losses as compared to M1 as evidenced by the modules’ performance ratios. The directly water cooled module also showed an energy saving efficiency of 61%. A solar utilization of 47.93% was found for M2 while 8.77% was found for M1. Economically, the project was found to be viable and the payback period of the directly cooled module (M2) system was found to be 9.8 years. Energy economics showed that the system was more sensitive to the price changes and to the energy output as compared to other inputs such as operation and maintenance and years of operation. A generation cost of R0.84/kWh from the system was found and when compared to the potential revenue of R1.18 per kWh, the system was found to enable households to make a profit of 40.5 %. Use of such a system was also found to be able to contribute 9.55% towards carbon emission reduction each year. From these results, it was concluded that a directly cooled photovoltaic/thermal heating (PV/T) system is possible and that it can be of much help in terms of warm water and electricity provision.

- Description: The idea of district support for schools is based on the view that local education offices are best placed to play a critical role in the promotion of quality teaching and learning. In performing this mandate whose characterisation has, over time, moved away from ‘inspection’ and ‘supervision’ both of which are seen as old fashioned and undemocratic, to support, which is seen as developmental. The aim of this study was to understand how three categories of district based officers, Subject Advisors, Integrated Quality Management System Coordinators and Education Development Officers support teaching and learning in schools. This was a case study of two districts in the Eastern Cape Province of South Africa. A total of six district officials and four school based officials participated in this study. In-depth interviews and document analysis were carried out. There were four main findings. First, support for schools by three district based officials was understood and practiced as administrative tasks, mainly consisting of monitoring policy implementation and monitoring resource provision to schools. School Management Teams saw district officers’ visits as focussing on compliance rather than support. Second, some pedagogical support was given by Subject Advisors through training teachers in subject content and methods of teaching that subject. This was done through workshops and demonstration lessons. However Subject Advisors did not at any time observe actual classroom teaching to see if teachers were implementing what they had learnt at workshops. Third, none of the officers mentioned direct support for teaching and learning at classroom level. Visits by officials were not directly linked to influencing teaching and learning classroom level. Fourth, schools saw district officials as working in separate pockets and sometimes sending different signals to them, despite claims by district officials that inter-disciplinary meetings were held among district officials, however, the nature of the coordination and the use to which it is put remains unclear. There were three main conclusions, first that although the district officials’ visits to schools were described as support, they exhibited the trappings of technicism of inspection; supervision and control; and appeared to neglect the developmental aspects implied in the notion of support. Second, the conception and practice of support visits by district officials were characterised by tension between support and control. Third, at district level support to schools lacked coordination among the three categories of officers who visit schools. This has implications for quality management in schools. Given the findings and conclusions of this study; it is recommended that the issue of support for schools be the focus of a survey research for which a probability sample must be drawn in order to generate findings that are generalisable across the participating target population. Other research could focus on investigating mechanisms by which the tension between support and control can be resolved. To improve practice of a framework for the development of a coordinated district support focusing on the core business of teaching and learning is suggested.

In addition, World Bank (2003) notes that agricultural production is dominated by rain-fed agriculture and irrigation systems are limited. This is compounded by the scarcity and poor management of irrigation water resources. Water scarcity in agriculture has large impacts on the population, especially in rural areas, where more than 60 percent of the population are engaged in agriculture which represents their main source of food and income (FAO, 2008). On the macroeconomic level, agricultural share of the GDP is about 37 percent and 75 percent of the export value is generated from the agricultural sector globally. To this effect, management of agricultural water particularly in rain-fed systems remains imperative for improved farm level yields because the bulk of the food comes from rain-fed agriculture (FAO, 2008; Namara et al., 2010). However, increasing water scarcity and poor accessibility may become a limiting factor not only for agricultural production and the welfare of rural population but also for the entire economy. Improving the management of water resources and an efficient use of water by all sectors, including agricultural production, are therefore important if the welfare and health of the population, particularly in rural areas, are to be maintained and improved (Nyong & Kanaroglou, 1999).

A comparative study on the electric power policies focuses on the similarities and differences in the policy approaches, the policy issues that affect electrification, and the impact of the policy issues in achieving the goal of universal access to quality and affordable electricity power in both countries. The methodological approach allows for an in depth textual study on the electric power policy documents in both countries. In Nigeria, the government intends to address the massive demand-supply imbalance and achieve the goal of electrification through reforms that focus on private sector-led growth in the sub-sector. In South Africa, the identification of electrification as a public problem by the post apartheid government leads to an integrated policy framework that focuses on balancing economic concerns with social and environmental considerations. The study identifies electricity provision as a social welfare responsibility of the governments in both countries and examines the policy issues in the context of public welfare. In Nigeria, the policy issues are found to be self serving and not in line with sustainable public interest, given the socio-economic challenges. As a result they, exert less impact on achieving the goal of universal access to quality and affordable electricity in the country. In South Africa, good governance in the sub-sector has enabled the identification of policy issues in line with sustainable public interests of social equity, poverty alleviation and environmental sustainability; and government using public administration agencies to play a key role in service delivery. Recommendations of the study mainly derive from the South African experience on electrification, and are intended to offer some policy-lessons to Nigeria in the sub-sector. The study contributes to new knowledge in the discipline of public administration by opening up new vistas for a comparative analysis of electric power policy issues in both countries in the context of public welfare. Besides, a comparative study on electrification in Nigeria and South Africa from a policy angle contributes to the existing knowledge base in the discipline.

- Description: The question of ethnicity has been one of the most topical subjects of study by social scientists. The controversies around this phenomenon seem to have been heated up by the high visibility of mobilized and politicized ethnic groups in most multi-ethnic states. Therefore, the extent to which ethnic nationalities are able to effectively manage the interplay of ethnic differences determines to what extent a multi-ethnic nation develops without crisis. Historically Nigeria has come a long way from multi-ethnic entity with political differences and background to the amalgamation of 1914 till the present structure of thirty-six states. Ethnicity, no doubt has contributed immensely to ethnic conflicts in Nigeria because of long standing revulsion or resentments towards ethnic groups different from one’s own or fear of domination which can as well lead ethnic groups to resort to violence as a means to protect and preserve the existing ethnic groups. Significantly ethnicity in Nigeria, is a product inequality among the various ethnic groups orchestrated by a long period of colonialism; a period which witnessed the ascendancy of three major ethnic groups to the socio-political domination of other ethnic groups and a period when the three major ethnic groups were used as a pedestal for the distribution of socio-political goods, resulting in the inability of other ethnic groups to access these socio-political goods. This situation has continued to impact negatively on the forces of national integration and cohesion in ethnically divided Nigeria. Considering the relationship between ethnicity and development; socio-political exclusion is not only ethically dangerous to development but also economically unproductive. It deprives groups and individuals of the opportunity for the necessary development that can be beneficial to the society. Thus, it is important to develop an integrative socio-political frame-work that explicitly recognizes the participatory role of every ethnic group in governance. Hence, there is a need for the adoption of inclusive governance to manage ethnicity in Nigeria. Notwithstanding, ethnic conflict still persists and an attempt will be made in this study to identify the reasons. Central to socio-political sustainability in Nigeria is a system that should recognize that differences are important to development and encompass notions of equality. Such a system should acknowledge the socio-political and economic power of every ethnic group and promote a system devoid of ethnocentric and exclusionary socio-political and economic policies.

Historically Nigeria has come a long way from multi-ethnic entity with political differences and background to the amalgamation of 1914 till the present structure of thirty-six states. Ethnicity, no doubt has contributed immensely to ethnic conflicts in Nigeria because of long standing revulsion or resentments towards ethnic groups different from one’s own or fear of domination which can as well lead ethnic groups to resort to violence as a means to protect and preserve the existing ethnic groups. Significantly ethnicity in Nigeria, is a product inequality among the various ethnic groups orchestrated by a long period of colonialism; a period which witnessed the ascendancy of three major ethnic groups to the socio-political domination of other ethnic groups and a period when the three major ethnic groups were used as a pedestal for the distribution of socio-political goods, resulting in the inability of other ethnic groups to access these socio-political goods. This situation has continued to impact negatively on the forces of national integration and cohesion in ethnically divided Nigeria. Considering the relationship between ethnicity and development; socio-political exclusion is not only ethically dangerous to development but also economically unproductive. It deprives groups and individuals of the opportunity for the necessary development that can be beneficial to the society. Thus, it is important to develop an integrative socio-political frame-work that explicitly recognizes the participatory role of every ethnic group in governance. Hence, there is a need for the adoption of inclusive governance to manage ethnicity in Nigeria. Notwithstanding, ethnic conflict still persists and an attempt will be made in this study to identify the reasons. Central to socio-political sustainability in Nigeria is a system that should recognize that differences are important to development and encompass notions of equality. Such a system should acknowledge the socio-political and economic power of every ethnic group and promote a system devoid of ethnocentric and exclusionary socio-political and economic policies.

- Description: This study explores the potential for critical pedagogical innovation to expand student learning activity, meaning making and learning agency of first year undergraduate students. The study is located in a larger critical project. Rather than looking to support ‘unprepared’ students to better adapt to the current culture of higher education, the larger critical project looks to the generative potential of new students to elaborate the structure of higher education itself over time. The study emanates from a process of reflective self-critique of one higher education institution in South Africa serving a student population with little access to educational advantage. The emerging critique was located at the interface of institutional practice, student learning activity and the meaning making processes mediating the two domains. This critique gave birth to the pedagogical innovation at the centre of this study. The pedagogical innovation took the form of an activity system, with three sets of pedagogical tools mediating the system: tools to expand the learning practice of students, symbolic tools to expand the critical meaning making toolkit available, and tools designed to build a new learning community better aligned with interactive learning activity. This study is an intervention case study, theoretically grounded in the work of activity and socio-cultural theorists. The pedagogy was embedded within a semester long credit-bearing core course for entering first year students. The study follows the experience of the 652 students participating in the 2010 pilot experience. Upwards of 70% of students suggest that their reading (76%) and writing (71%) practice had changed by the end of the course. Over 80% indicated that the course made them better readers (85%) and writers (84%.) Students suggest that they read and write more and enjoy reading and writing more. They suggest that as motive expanded, activity of reading and writing expanded, complimentary activity expanded (e.g. expression and critical engagement), and participation across a number of domains expanded. Students with less historical access to educational advantage made stronger claims about the pedagogical toolkit than students with more access to educational advantage. This study suggests that under the right conditions, critical pedagogy focusing on student learning activity and meaning making can expand learning practice and meaning making of first year undergraduate students, contributing to an expanding claim on learning agency. It tentatively suggests that this type of learning architecture is well aligned for appropriation of students with less access to historical socio-educational learning privilege, but remains sensitive to the situated nature of historic disadvantage (for example, in campus sites.) The study points to the specific potential of three toolkits: toolkits to mediate expanded learning activity, toolkits to expand meaning making, and toolkits designed to directly reconstitute the learning community itself. The study concludes by extracting some lessons for critical pedagogical innovation serving first year studies into the future. Impact of human dimensions on smallholder farming in the Eastern Cape Province of South Africa

- Description: Considering the backward and forward linkages, the agro-industrial sector contributes about 12 percent of South Africa‘s GDP, and employs approximately 8.5 million people. In the Eastern Cape Province, the sector contributes about 1.9 percent of the Provincial GDP, and over 3 million people derive their livelihoods from subsistence smallholder farming. Despite its importance, agricultural productivity has stagnated for several years across the Eastern Cape rural communities. There have been several attempts by the government to improve the agricultural productivity on smallholder farms since the end of apartheid, especially through the establishment of small-scale irrigation schemes, subsidization of farm inputs, and provision of credit facilities and enacting a number of land reform policies. In spite of the government support, most rural communities like Qamata and Tyefu are still faced with high levels of poverty affecting 76 percent and 91 percent of the population, respectively. This research evaluated the current smallholders‘ production efficiency, and the link between smallholder farmers‘ human dimensions (entrepreneurial spirit and positive psychological capital, goals and social capital, and other efficiency related variables) with production efficiency and household commercialisation index/level. The study used participatory approaches for site selection, sample selection and data collection. The analysis was based on both information from informal interviews and formal primary data collection. The Data Envelopment Analysis and Stochastic Production Frontier techniques were used to determine the relative efficiencies of individual farmers and to identify the major factors that influence the efficiency of production. Overall, 158 farmers were interviewed both at Qamata and Tyefu irrigation schemes. Descriptive statistics of this study indicated that most of the farmers were men with an average age of 61 years, and mean household size of 4 persons with the household head having at least obtained some primary school education. Farming is the major source of livelihood for smallholders with an average income of R4527.49 per crop season. Smallholders use improved seeds, fertilizers and tractor for ploughing with less use of pesticides and herbicides. Although smallholder irrigators generate more gross margins from maize and cabbage enterprises, generally both categories of farmers exhibited a low average household commercialization index for maize and cabbage at 0.41 and 0.22, respectively. Both Data Envelopment Analysis and Stochastic Production Frontier results indicate that farmers are about 98 percent technically efficient in maize and cabbage enterprises, respectively. However, farmers were allocatively inefficient as they were under-utilizing seed and pesticides while over-utilizing inorganic fertilizers. Factors that are positively associated with technical efficiency in maize production included household size, farming experience, off-farm income, use of agro-chemical; gross margins and commercialisation level of maize output. Determinants of technical efficiency in cabbage enterprise included farming experience, amount of land owned, use of agro-chemicals, group membership and gross margins accrued to cabbage sales. Farmers‘ human dimensions that could be more positively and significantly associated with production, efficiency and household commercialisation level included risk taking (hope), innovativeness (confidence) and optimism for entrepreneurial/positive psychological capital. Farmers‘ goals included self-esteem and independence, and only external social capital which were identified to be more positively and significantly associated with farmers‘ production efficiency and commercialization level. The transition from homestead subsistence to commercial oriented small-scale irrigation farming is inevitable since smallholder irrigators earn more incomes from maize and cabbage and are relatively food secure. However, the key policy options that must be considered to address inefficiencies and improved commercialization level to aid the transition include: agricultural policies geared toward attracting youth in farming, improved quality of extension services, speeding up the land reform process, and formation of cooperatives and participatory policy formulation that takes full cognizance of the farmers‘ human dimensions. Since farmers‘ human dimensions as defined in the literature and this study are not things that are amenable to direct policy intervention, they can only be modified indirectly through policy actions that affect their determinants. This means that a number of the demographic and socio-economic characteristics such as age, sex and education level of household head, farming experience, size of land owned, crop incomes, source of water for irrigation and location of the irrigation scheme that govern the way people perceive reality and respond to them must be the focus of concerted policy actions over the medium to long term.

Implementation of Public Participation Policy approach in Mbombela Local Municipality of Mpumalanga Province of South Africa: an evaluation

There is legislation and prescripts designed to provide policy and legal basis for a concerted and coherent pursuit of public participation in South Africa. There are various pieces of legislation that provide overarching principles and norms to guide the concerted enhancement of public participation in the local sphere of government. In spite of the plethora of policies and programmes, communities in various places continue to engage in service delivery protests. This study critically analyzed the implementation of public participation policy as a legislative core value for local government, with specific reference to Mbombela local municipality. In doing so, it critically explored the extent to which Mbombela local municipality involves the local communities in matters of local government such as in strategic decision making, the development of the IDP, performance management and in service delivery processes. The study employed a qualitative research methodology, relying mainly on secondary written sources of data, which reported on public participation and public administration. These sources include books, journals, internet sources, government legislation and policies. Data was also collected from Mbombela local municipality through interviews with municipal officials, members of ward committees, community development workers and the public. This study has found that Mbombela local municipality (MLM) relies primarily on ward committees, ward- based meetings and the Speakers outreach as mechanisms to facilitate public participation. The municipality seems to regard public participation as a crucial aspect in that a public participation unit was established; however the municipality is using a low level of participation, with limited power by citizens to influence strategic decisions. This means that communities and community organizations are involved on matters of the municipality only through attending community meetings therefore such meetings are not sufficient for effective public participation as communities should also be involved in more strategic and influential means such as participating in steering committees, development and economic forums. This study further found that some of the ward committees are not effectively functional as a result of lack of commitment from ward committee members, unavailability of some ard committee members due to their permanent job commitments and due to the difficulty that is caused by the vastness of some of the wards. This study also revealed hat there is no feedback provided to ward committees by the municipality on the ward committee reports that are submitted to the municipality on monthly bases, as a results some ward committee members are demotivated. This research study concludes that Mbombela local municipality is not effectively implementing local government legislation in respect to public participation.

Long-term ecological effects of rangeland burning, grazing and browsing on vegetation and organic matter dynamics

- Description: To proffer a sustainable solution to ecological degradation in rangeland ecosystems as a consequence of fire, grazing and browsing, an understanding of rangeland ecological processes is vital. Due to the complexity of ecological processes and their interrelationships, it is usually difficult or expensive to directly measure status of ecological processes. Therefore, biological and physical characteristics are often used to indicate the functionality of ecological processes and site integrity. Long-term effects of fire, grazing and browsing on characteristics of the vegetation and organic matter and their subsequent effects on selected rangelands ecosystem ecological processes was conducted at Honeydale section of the University of Fort Hare farm in the Eastern Cape Province of South Africa and Matopos Research Station in Zimbabwe. In this study, attributes of biotic community integrity (species richness, composition and diversity), soil stability (basal cover, standing dead grass biomass, tuft to tuft distance, tufts diameter, canopy distance and stem to stem distance), productivity and plant vigour (grass yield, total canopy volume, plant height, canopy height, canopy diameter, main stem diameter, sprouts diameter and number of sprouts) and hydrologic function and nutrient cycling (grass litter biomass, soil organic carbon and microbial biomass carbon) were used to estimate long-term effects of burning, grazing and browsing by goats on the functionality of ecological processes in the rangeland ecosystem. Burning did not have differential effect on grass species richness (P>0.05), woody species diversity as well as compositional percentage for D.eriatha, C.plurinodis, S.fimbriatus, A.karro and E.rigida. Burning increased decreasers and increaser II species proportions and reduced (P ≤ 0.05) grass yield, total canopy volume, tree height, canopy height main stem diameter and sprouts diameter. Long-term burning, grazing, and goats browsing had differential effects on site stability. The effects on basal cover, tuft to tuft distance, tufts diameter, canopy distance and basal distance as a consequence of long-term burning, grazing, and goats browsing were not significantly different, whereas the effects on standing dead grass biomass as a result of long-term burning frequencies were significantly different. Long-term effects of burning followed by ten-year period of fire exclusion had significantly different effects on tuft-tuft distance but did not have statistically different effects on tufts diameter, canopy distance and basal distance. - Description: To proffer a sustainable solution to ecological degradation in rangeland ecosystems as a consequence of fire, grazing and browsing, an understanding of rangeland ecological processes is vital. Due to the complexity of ecological processes and their interrelationships, it is usually difficult or expensive to directly measure status of ecological processes. Therefore, biological and physical characteristics are often used to indicate the functionality of ecological processes and site integrity. Long-term effects of fire, grazing and browsing on characteristics of the vegetation and organic matter and their subsequent effects on selected rangelands ecosystem ecological processes was conducted at Honeydale section of the University of Fort Hare farm in the Eastern Cape Province of South Africa and Matopos Research Station in Zimbabwe. In this study, attributes of biotic community integrity (species richness, composition and diversity), soil stability (basal cover, standing dead grass biomass, tuft to tuft distance, tufts diameter, canopy distance and stem to stem distance), productivity and plant vigour (grass yield, total canopy volume, plant height, canopy height, canopy diameter, main stem diameter, sprouts diameter and number of sprouts) and hydrologic function and nutrient cycling (grass litter biomass, soil organic carbon and microbial biomass carbon) were used to estimate long-term effects of burning, grazing and browsing by goats on the functionality of ecological processes in the rangeland ecosystem. Burning did not have differential effect on grass species richness (P>0.05), woody species diversity as well as compositional percentage for D.eriatha, C.plurinodis, S.fimbriatus, A.karro and E.rigida. Burning increased decreasers and increaser II species proportions and reduced (P ≤ 0.05) grass yield, total canopy volume, tree height, canopy height main stem diameter and sprouts diameter. Long-term burning, grazing, and goats browsing had differential effects on site stability. The effects on basal cover, tuft to tuft distance, tufts diameter, canopy distance and basal distance as a consequence of long-term burning, grazing, and goats browsing were not significantly different, whereas the effects on standing dead grass biomass as a result of long-term burning frequencies were significantly different. Long-term effects of burning followed by ten-year period of fire exclusion had significantly different effects on tuft-tuft distance but did not have statistically different effects on tufts diameter, canopy distance and basal distance. The sheep farming sector in the country has approximately 13,800 farmers with commercial and communal sheep farmers making up 58 percent and 42 percent of the entire work force (Directorate of Agricultural Information Services, 2008). An estimate of 28.8 million sheep and flock size ranging between ≤ 50 and ≥ 1800 exist in various South African provinces. Although the national herd size is unevenly distributed provincially most of the herds are found in the Eastern Cape (30 percent) followed by the Northern Cape (25 percent), Free State (20 percent) and the Western Cape (11 percent) respectively (Agriculture, Forestry and Fisheries, 2011). Over twenty indigenous and locally developed sheep breeds are managed where about 69 percent of the land area is available for their grazing nation-wide (Campher et al., 1998; Palmer and Ainslie, 2006). Common among the indigenous breeds are the Afrikaner, Blackhead Persian, Blackhead Speckled Persian, Blinkhaar Ronderib, Damara, Karakul, Namaqua Afrikaner, Pedi, Redhead Persian, Redhead Speckled, Swazi and Zulu. The locally developed breeds include Dorper, Van Rooy and Merinos. The local breeds developed from Merinos consist of the Afrino, Dormer, Dohne Merino and South African mutton Merino (Hammond, 2000; Pranisha, 2004; Hinton, 2006; Sorma et al., 2012). All these sheep breeds are best suited for providing by-products such as wool, meat, hide, milk or a combination of products (Dave and Meadowcroft, 1996; Jensen, 2009). Performance monitoring and evaluation for sustainable low-cost housing delivery: the case of Lukhanji and Malahleni local Municipalities in the Eastern Cape Province South Africa

The problem is not only about the inability of the government to decrease backlogs in the provision of adequate low-cost houses. These contributory factors include the standard of construction, land as well as continuous urbanisation. International commitments such as the UN’s Millennium Goals put further pressure on government to permanently resolve the issue. Adequate housing is recognised globally as a basic human right. This includes access to running water and sanitation and electricity. The aim of the study is not to investigate construction techniques or methods, specific choices of location or any other planning-related issues, but to find an approach that is more appealing to the challenge of the provision of housing as per the afore-mentioned challenges combined with, amongst others, the provision of the necessary resources and relevant political processes as well as monitoring and evaluation. The provision of low-cost housing is unique in nature as it can never be fully resolved. To assist the process because of its nature, future studies suggest systems theory as a best recognised and more successful way to address wicked problems. By investigating low-cost housing programmes in Chile and Australia, identifying the elements of systems theory used, it was possible to find pointers to help formulate a set of steps (or actions) to use to address South Africa’s low-cost housing challenge. This research report proposes that, while the challenge of housing provision in a country like South Africa will most probably always be present, it can be alleviated by applying systems thinking to the problem. The study therefore puts forth Participatory Housing Delivery Monitoring Model (PHDMM). The model will assist in providing the beneficiaries of low-cost houses space to participate in the housing process and projects. It will also necessitate accountability by various participants in housing development. Capacity building will also be part of the package.

Re-appraising entertainment-education praxis and reception in subaltern spaces: the case of Tsha Tsha in South Africa

However, the theoretical treatment of the strategy has mostly emphasised questions of effectiveness thereby paying minimal attention to substantial resistances encountered at the message reception level. This study investigates the praxis and reception of the E-E television drama Tsha Tsha. It uses the Cultural Studies approach and reception theory to explore the consumption of Tsha Tsha by subaltern black South African youths located within specific socio-historical contexts. Audiences’ negotiated readings were used to critique the assumption that E-E messages are ‘unproblematically’ received by target audiences. Tsha Tsha’s E-E strategy and its theoretical and methodological inputs were also appraised with a view to locating the intervention within the trajectory of E-E and development communication interventions. The emerging insights were critical in understanding whether contemporary E-E interventions have transcended modernisation practice. While the focused synthesis approach, consisting of qualitative content analysis, document analysis and literature review, was used to evaluate Tsha Tsha’s use of the E-E strategy, reception analysis comprising of focus group discussions and follow up in-depth interviews with selected subaltern black South African youths was employed to explore viewers’ social production of meaning from the media text. This process enabled the study to identify the locus of meaning between the two contenting poles: the media text and situated readers. The study’s findings indicate that some contemporary E-E interventions have transended ‘modernisation practice’. Their conceptual and methodological approaches have embraced the central tenets of communication for social change. The results from the reception study also clearly indicated that E-E enterventions face resistances in subaltern discursive spaces. Situated readers’ negotiation of Tsha Tsha showed that viewers are not passive readers of E-E texts. Rather they are engaged in an ongoing process of re-interpreting and resisting the ‘preferred text’. Audiences situated discourses and lived experiences at times provided alternative frameworks through which the ‘dominant meanings’ were re-interpreted and even opposed.
