- Description: The study focused on the exploration of the implication of partnership between the government and civil society organizations in the implementation of the Zimbabwe National Orphan Care Policy (ZNOCP). The study was carried out in Masvingo District in Zimbabwe to explore on the feasibility of inter-organizational interaction in policy implementation and how it affects the service delivery system. The study incorporated government departments, civil society organizations and ward councillors who stood as the custodians of the people. The study was intended on unveiling the different contextual aspects that exist between government departments and civil-society organizations (CSOs) as individual and separate entities and how the compromising of their values would affect the partnership. Looking at the hierarchical and bureaucratic features of government institutions, the study also intended to understand how this could be concealed and compromised with CSOs‟ open agendas in public policy implementation to ensure effective service delivery to the people. The 5C protocol, critical variables in policy implementation which are policy content, context, capacity, commitment of those entrusted with the implementation process and also clients and coalitions were used as the yardsticks. These variables acted as a yardstick on which to analyze the partnership between the Zimbabwean government and the civil society in the implementation of the Z.N.O.C.P, their different attitudes, bureaucratic settings, organizational culture, values, norms, and how their readjustments or failure affect the service delivery system. It also became imperative to look at the government legislations that govern the CSO space of operation and financial aspects to understand the implications of partnership between government and civil society. An understanding of these aspects leads to an increased understanding of the feasibility of state-CSO partnerships and its implications on policy implementation.

Most researchers have found interest on the subject of cultural diversity that edifice the African Union because “Africa does not have a single culture not in religions, not in economic systems, and especially not in languages, the number of different languages spoken on the continent, numerous dialects not included, range as high as 2,000 or more languages. While some languages, such as Swahili, are spoken by millions, other languages may be spoken by only a handful” (Robert & Feldman, 2008: 267) The AU member states heads are quiet aware of the forces of cultural diversity in the Union, hence several workshops were carried out between member states heads to put together the cultural policy for the Union. There are also numerous policies on African cultural diversity that were approved previously by different organisations that intended to unify Africa before the African Union was formed. Those policies are aligned within the AU cultural policy - The Charter for African Renaissance that will be reviewed in length in Chapter 3 in the literature review. What comes as a mystery is that, even though the Charter for African Renaissance has unified and adopted various policies ethnic and religion segregations within states and between states is still visible in most African countries (ethnicity, language and religion will also be evaluated and a sample of various cultures found in African countries will also be discussed in Chapter 3 under literature review). The Charter for African Renaissance contains guiding principle and objectives of the AU pertaining cultural diversity and these objectives needs to be met. However the biggest well known challenge about policies is that in most cases they remain on paper and shelved, they never make that much difference to the society that they intend to change. As Cloete and Wissink (2000) will put it that “policies only exist because they need to bring about change, however, it is also possible to change policies on paper, whilst effecting no real social change" (2000: 239). African cultural diversity policies are as well littered with failed institutions and initiatives that have not been followed through to completion, or of promises that have been broken. The driving force for this research is that Africans has seen many false starts in the last few decades and they are desperate for change, they need to see democracy, development and institutional building in the African countries. African Union on the other hand has existed for a decade but it has not yet achieved its objectives. How do we know that this is not just another focus for a misplaced enthusiasm? Will the current initiatives of the AU fall by the wayside? Will the world continue to mock Africa as the land of broken promises, of criminalized and failed states that inevitably subvert the best intentions of their peoples and their development partners? Unfortunately these questions has influenced this investigation but cannot be answered by this paper. However this paper intends to find out if cultural diversity has an impact in the missed opportunities and broken promises of Africa and this will be examined in the structures of the African Union.

The study finds that while local participation is a recognized feature in the decentralisation policy, lack of proper involvement and integration has limited the efficacy of local participation. The neglect of government in conducting local government elections to have ward councillors in place is brought to the fore as a major setback to the implementation of decentralisation reforms. The new, democratic government has created an environment that accommodates the existence of traditional leadership by introducing policies that guide their functioning. The White Paper on Traditional Leadership of 2003 spells out the roles and responsibilities of traditional leaders. This document when used with the Municipal Structures Act 117 of 2003 may minimise the existing tensions between the traditional leaders and the democratically elected councillors. The White Paper on Traditional Leadership of 2003 has been designed accordingly with the Bill of Rights. Equality and prevention of unfair discrimination, has been entrenched in the Bill of Rights of the Republic of South Africa. Traditional leaders, therefore, do have a space in the governance of South Africa. They are expected to participate in development programmes and in promoting service delivery. This study used the method of a case study. It is a qualitative study. Questionnaires and interviews are tools used to collect data. Various observations and findings were made with proposed recommendations. Most important to note is that, the traditional leaders are aware of the White Paper on Traditional Leadership but do not know what to do about it. This reveals that there is a gap between practice and policy. is the recommendation of the study that, the officials from Local Government and Traditional Affairs and those from the municipalities workshop and mentor the traditional leaders as well as the democratically elected councillors. Such a practice could minimise if not eliminate the tensions that result in poor service delivery.

Some even called the 1980s a decade of participation in development discourse while others also view the current decade of social movements, Non-Governmental Organizations, and Community-Based Organizations as a manifestation of organized community participation. The Sangwe Communal Lands is one such area that researchers in the last decades have been pondering over the role of community participation in project sustainability. Likewise this study evaluates the effectiveness of community participation in Sangwe where it has been hypothesized that the current participation discourse has not lived up to its billing of ensuring sustainable projects. The research therefore explores some of the politics surrounding community participation in Sangwe and Zimbabwe at large. From one angle to the other, the research overviews some of the different theoretical orientations, goals, processes and practices that are commonly used but not always recognized to constitute genuine community participation. The research is intended to clarify some of the differences that emerge when projects are designed, and to stimulate discussion about community participation more generally. This study shows that the local communities who in this case are the reason for being of NGOs and their programmes are quite critical in development projects undertaken in their own areas. This to a larger extent determines the success of development initiatives at all levels. Such a scenario calls for a proper sustainable and pro-rural community legal and policy framework as a pre-requisite for sustainable projects. The study further highlights the need for development workers and agents to change their attitude towards communities and their indigenous knowledge systems. They need to co-opt community indigenous knowledge as a system that has a unique contribution to sustainable development. Above all, attitude change is the pillar for the New World System and 21st century development paradigm that respects local values, concerns, culture, and aspirations and that these should be taken on board in the management of development programmes.

- Description: This study endeavors to explore the value of informal cross-border trade to household poverty reduction. Informal cross-border trade has become a panacea to most Zimbabweans both employed and unemployed in the middle of the socio-economic crisis which has eroded the standards of living in Zimbabwe. This study is an eye opener to those who view informal cross-border trade as merely a survival strategy. It explores the efficacy of informal cross-border trade as a poverty reduction strategy looking at its viability and sustainability despite criticism by many people who associate informal cross-border trade with all kinds of negativity. It thrusts forward the agenda of participatory poverty reduction agenda within a nexus of partnerships and relationships between the government, non-governmental organization, institutions and families. Informal cross-border traders have maneuvered their way out of the chains and shackles of poverty even though it has been tough due to many obstacles from different angles. They have helped to distribute the scarce goods and products in Zimbabwe as a consequent of the socio-economic crisis. If they are given a better platform they can 5 perform much better than they are getting at present. Thus this study advocates the forging of networks between various stakeholders in both the formal and informal sector in order to fight against poverty.

The impact of aid dependence on social development: the case of Zimbabwe

- Description: The purpose of this study was to look at how a foreign aid dependent economy is vulnerable to external manipulations. This study came up with the conclusion that foreign capital dependence is detrimental to long-term social, economic, and sustainable development of developing countries. The study also noted how foreign aid is used as a foreign policy instrument by western countries to influence the behaviour of the developing countries. The study noted that Zimbabwe is an aid dependent country hence its vulnerability to external manipulation. This has been demonstrated by capital flight from Zimbabwe since 1997. Multilateral Financial Institutions, the European Union, United States of America and other bilateral donors withdrew their financial support to the country due to policy disagreements with the Zimbabwean government. This incidence of donors withdrawing their financial support to Zimbabwe raises fundamental questions as to whether the African state is autonomous or is it possible for the African state to delink itself from the current global international market and at what costs? This study came up with the conclusion that foreign capital dependence is detrimental to long-term social, economic, and sustainable development of developing countries. The study also noted how foreign aid is used as a foreign policy instrument by western countries to influence the behaviour of the developing countries. The study noted that Zimbabwe is an aid dependent country hence its vulnerability to external manipulation. This has been demonstrated by capital flight from Zimbabwe since 1997. Multilateral Financial Institutions, the European Union, United States of America and other bilateral donors withdrew their financial support to the country due to policy disagreements with the Zimbabwean government. This incidence of donors withdrawing their financial support to Zimbabwe raises fundamental questions as to whether the African state is autonomous or is it possible for the African state to delink itself from the current global international market and at what costs? What has come out very clearly from this study is that a dependent state has no autonomy to decide on its domestic and foreign policies without considering the interests of its donors, and hence its vulnerability to external manipulations. , Thesis (MSoc) -- Faculty of Management and Commerce, 2008

- Description: This study sought to establish gender perceptual differences and their effects on the implementation of Policy in the prevention of HIV/AIDS in Makoni District, Zimbabwe. The role of women as caregivers to HIV/AIDS sufferers is also highlighted and how this has deprived them towards social, political and economic development. The source of the data used was the World Health Organisation (WHO) project on Family Planning and AIDS. The sample of the study comprised of 100 men and women from Makoni District, Zimbabwe. In addition to the survey question, focus group discussions (FGDs) were conducted. The FGD data complimented the survey results with qualitative information. The objectives of the study looked at people’s attitudes, cultural practices and sexual practices. These were analysed to determine how the gender issues within them affected the HIV/AIDS prevention strategies. The five major prevention strategies focused on in this study are: · promotion of condom use; · reduction of the number of sexual partners; · sticking to one sexual partner; · control and Treatment of Sexually Transmitted Diseases (STDs); and · Voluntary Counseling and Testing (VCT) for HIV to prevent vertical transmission of the disease. Although, the majority of the women indicated that it was acceptable for a married woman to ask her husband to use condoms, this was disputed by the findings from the FGDs. Issues of trust and fidelity were raised,but many men and women reported that they were not prepared to confront one another. The FGD results revealed that the men assert that it is normal for every man to have extra marital relationships, therefore they do not see anything wrong with it. It also came out that there are women who both have no income or partner to support them financially and are living in absolute poverty. These women, if anything, are more likely to increase the number of their sexual partners than reduce them so that they increase their economic base inorder to support their families. It has been established that for effective treatment and control of STDs, there is need for both partners to cooperate and seek treatment at the same time. However, the findings from this study revealed that lack of communication between sexual partners hampered the treatment of these diseases. On the other hand, the men indicated that talking to their wives about STDs would compel them to say where they got it. On the other hand the women reported that their men would accuse them of infidelity if they told them of an STD. FGD results however revealed that men and women were prepared to have HIV testing so that they would know of their status before planning a family. The gender perceptual differences on HIV/AIDS prevention have been identified as follows: · the need for male compliance to use condoms effectively; · the fear of losing trust by suggesting condom use; and · acceptance of male promiscuity by society that perpetuates that risky behaviour and exposure to HIV/AIDS infection and lack of communication between sexual partners, are a hindrance for effective control and treatment of STDs.
