- Description: The purpose of this mini-dissertation is to investigate the applicability of the King III in local government sphere, as well as to evaluate the impact it is likely to have if its principles and recommendations were to be fully implemented. Local government has been plagued by very serious challenges of poor service delivery and this has been attributed, in the main, to a lack of adequate resources to address backlogs and maintain existing infrastructure. it is therefore very important that all resources are harnessed and channelled to where they are most need, in service delivery. The investigation of the systems and procedures that are in place to ensure prudent financial management and accountability is a worthwhile study. the BMC, is one of two economic hubs of the Eastern Cape. The mini dissertation commences with assessment of governance arrangements that are in place at the BMC against the minimum standards proposed by the King III. It explores the full range of principles proposed in the codes and compares that to practices and procedures at BMC. To avoid a long winded discussion because the principles are close to ten in number; these have been combined and formulated into four broad themes. A consolidated discussion on manifestations on bad governance or poor adherence to good governance in the public sector is discussed in detail. Finally, the impact of various initiatives currently being pursued to promote good governance will be examined, key lessons will be drawn and recommendations for further studies will be made.

The section will be concluded with a discussion on the different sub-types of the drama which can be found, including the screen production. The system engages employees and thereby directs them toward achieving the strategic goals of the organisation. The purpose of this research study was to conduct a critical evaluation on the management and implementation of Performance management and development System in the Department of Local Government and Traditional Affairs. Despite the importance of performance management, most organisations find it difficult to implement, manage and sustain performance management systems and processes effectively. It is therefore crucial to ensure adequate planning, evaluation and training is done that will support a sustainable process. Given the strategic role played by the SMS, especially the management of Performance Agreements in the realization of government programmes, it is important that departmental officials make efforts to ensure compliance with its provisions. This study has shown that officials have not been accurate enough in their implementation of the PMDS. The study reveals that there is no staff development programme in place that would help develop staff members to grow in the different fields of their jobs. This is a sound reason why staff responded that they are not happy with the current system. It would appear that management does not devote a great deal of time to staff development. The focus of the PMDS needs to be changed from an output-focused system to a management development system, where there is an increased focus on the development of competencies, compared to the current focus on rewarding only output.

- Description: The focus of this study is to identify the potential prognostic factors and symptoms that are associated with Cryptococcal Meningitis and to establish a statistical model for the prediction of outcomes (survival and mortality) among in-hospital patients. Materials and Method: The hospital admission books in the medical wards and pharmacy of the East London Hospital Complex were searched to identify the folder numbers of all the patients that were admitted, diagnosed and or treated for Cryptococcal Meningitis at the hospital between the 1st of January 2009 and the 31st of August 2012. 237 folders out of 519 folders reviewed had confirmed cases of Cryptococcal Meningitis. Data on patients’ demographics, In-hospital care, and Concurrent infection/health condition were collected and analysed in a cross-sectional study, using the univariable and multiple logistic regression. Analysis of data was done with SAS version 9.1.3 and NCSS version 2007 software. Results: In a multivariable logistic analysis of variables found to be significantly associated with Cryptococcal Meningitis in a univariable logistic regression, Being Conscious (i.e. a Glasgow Coma score of 15) (OR= 5.34,CI=2.85-9.99 p =<0.000); Having no history of TB infection (OR=28.91, CI= 3.68-226.89, p = <0.001); No Fits (OR = 2.59, CI= 1.18-5.68 p = 0.017); Being a non-smoker (OR =2.22,CI=1.13-4.34 p = 0.020); and Adhering to treatment instruction and guidelines (OR = 2.38, 1.15-4.89, p = 0.019) were the variables found to be significantly associated with the survival of a Cryptococcal Meningitis patient. The uninterrupted use of Amphotericin B (OR=3.04, CI=1.06-8.72, P=0.038) as a first line regimen was also found to be significantly associated with survival.On the other hand, being unconscious (i.e. Glasgow Coma score <15) (OR =5.34, CI=2.85-9.99, p = < 0.000), Currently having a TB infection (OR = 9.20, CI=2.77-30.57, p = < 0.000), Not adhering to treatment guidelines (OR=2.38, CI=1.15-4.89, p=0.019 ); Being a smoker (OR = 2.22, CI=1.13-4.34, p = 0.020) and having Fits (OR=2.59 CI=1.18-5.68 p=0.017 ) were found to be significantly associated with mortality. Headache (p= 0.505) was found not to be a significant predictor of survival contrary to the findings in many publications on Cryptococcal Meningitis. Owing to time constraint, testing data was not collected to validate the prognostic models. - Description: Information and Communication Technology (ICT) is widely regarded as a key tool for bringing about development to people who live in underserved areas. Technologies such as mobile phones and Wi-Fi are seen as advantageous because they can be made available to poor places without the cost of building extensive physical infrastructure. However, researchers argue that ICTs have failed to live up to their potential in the context of development. Researchers point out developing countries lack frameworks to guide them through the implementation of ICTs in this context. The objective of this study is to come up with a framework that can be used in rural areas in South Africa to implement ICT projects. The researcher interviewed individuals who have been directly involved in an ICT initiative in a rural setting in the Eastern Cape Province to learn from their experiences. The researcher also studied publications that have been produced from these initiatives in order to gain a richer understanding. The findings of the study show that participants share similar views about how ICT projects should be approached and implemented in rural areas in South Africa. The views are grouped according to similarity into themes and discussed in detail in the study. From these themes a framework that can help implement ICT projects in rural areas is developed.

- Description: The use of Information Communication Technologies (ICTs) can support sustainable development within societies. ICTs have been supported by governments, private companies, non-governmental organisations, academic institutions and individuals. However, technological changes have made most ICT initiatives haphazard due to poor planning. There is no systematic plan on how to deploy services, infrastructure and devices especially in rural areas. For instance, in some cases, computers have been donated to communities in rural areas yet they are not being used, and ICT services have been deployed without the supporting ICT infrastructure. One of the solutions to addressing these ICT challenges is through the use of roadmaps to guide ICT solution implementation. This thesis proposes an ICT roadmap methodological framework to improve ICT roadmap development for rural ICT solutions. A composite methodological approach was employed in this research. This involves the use of qualitative research techniques such as participant observation, design exercises, workshops, focus groups and individual interviews supported by ethnographic studies. The Siyakhula Living Lab in the Eastern Cape Province of South Africa was used as the case study. Studies were conducted to identify the current state of ICTs in rural areas, the future of ICTs and overview of roadmap developments. Rural users in South Africa, ICT experts in Europe and Africa, government officials and academic institutions were engaged to understand the current ICT planning, developments and needs. The author found that there are variations in individual ICT services required by rural users but, most ICT services in need fall mainly in the areas of health, education, entrepreneurship, agriculture and employment creation for rural people. These services require ICT devices and infrastructure which include computer peripherals, mobile phones, radios, televisions and wireless infrastructure, mobile infrastructure, satellites and broadcasting infrastructure respectively. It was found that the common future ICT projections expected in rural areas include: growth of mobile usage, social networking, increase internet services and localization of services. The roadmap framework is built based on the current state of ICTs, trends in ICTs, future technological projections and the plans currently been initiated in African continent. The ICT roadmap methodological focuses on how roadmaps could accommodate infrastructure, services and ICT devices to reach rural people. This should help rural users to be able to access public services within their respective communities using available ICT devices. ICT stakeholders could use the designed framework to improve the ICT roadmap development process for rural ICT users in Africa.

This thesis proposes an ICT roadmap methodological framework to improve ICT roadmap development for rural ICT solutions. A composite methodological approach was employed in this research. This involves the use of qualitative research techniques such as participant observation, design exercises, workshops, focus groups and individual interviews supported by ethnographic studies. The Siyakhula Living Lab in the Eastern Cape Province of South Africa was used as the case study. Studies were conducted to identify the current state of ICTs in rural areas, the future of ICTs and overview of roadmap developments. Rural users in South Africa, ICT experts in Europe and Africa, government officials and academic institutions were engaged to understand the current ICT planning, developments and needs. The author found that there are variations in individual ICT services required by rural users but, most ICT services in need fall mainly in the areas of health, education, entrepreneurship, agriculture and employment creation for rural people. These services require ICT devices and infrastructure which include computer peripherals, mobile phones, radios, televisions and wireless infrastructure, mobile infrastructure, satellites and broadcasting infrastructure respectively. It was found that the common future ICT projections expected in rural areas include: growth of mobile usage, social networking, increase internet services and localization of services. The roadmap framework is built based on the current state of ICTs, trends in ICTs, future technological projections and the plans currently been initiated in African continent. The ICT roadmap methodological focuses on how roadmaps could accommodate infrastructure, services and ICT devices to reach rural people. This should help rural users to be able to access public services within their respective communities using available ICT devices. ICT stakeholders could use the designed framework to improve the ICT roadmap development process for rural ICT users in Africa.

- Description: The problem of indiscipline in schools has attracted the growing attention of researchers in South Africa and the world at large. Learner indiscipline has been variously reflected in behaviours which range from serious ones such as drug abuse, assault, theft, rape and murder, to minor ones such as truancy; all of which negatively affect teaching and learning. While there is agreement on the need to address the problem, there is a great deal of contestation around what strategies and practices are appropriate to instil discipline in schools. Within this debate many countries, including South Africa, have decided to move away from punitive approaches such as corporal punishment and replace them with what is called Alternatives to Corporal Punishment (ATCP). The main aim of this study was to interrogate the consistency that prevails between disciplinary practices and principles of alternatives to corporal punishment and the implications of this for school leadership. A mixed method design was used. The study was conducted in two phases: the first was a survey during which trends in disciplinary practices were established; the second was a multiple case study where in-depth interviews were conducted in five primary schools across different contexts which included farm, suburban, township, rural and informal settlement locations. This study has seven main findings. First, it was found that primary schools in the Buffalo City Metropolitan Municipality experienced minor offenses which clustered around levels 1 and 2 of the ATCP classification. Second, although statistically there was a weak negative correlation (r = - 0.11) between location and behaviour which is not significant (p >. 05) or (p = .46), qualitative evidence suggests a relationship between context and disciplinary offences. Third, principals’ roles in instilling discipline were focused mainly on reactive administrative and management functions rather than on giving leadership designed to inspire alternative ways of behaving. Fourth, principals’ and teachers’ belief in the use of alternatives to corporal punishment revealed ambivalence and lack of understanding. Fifth, measures to instil discipline, even though they were said to be based on alternatives to corporal punishment, placed heavy emphasis on inflicting pain and relied on extrinsic control. Sixth, two disciplinary measures designed to inflict pain were found to be weakly associated, but significantly (p < 0.05) with violent behaviour, lending credence to view that in using certain practices to instil discipline there are socialisation consequences. Finally, the use of some measures recommended by alternatives to corporal punishment yielded some unintended socialisation consequences. The study concludes that there was lack of consistency between disciplinary practices in Buffalo City Metropolitan Municipality primary schools and the principles of Alternatives to Corporal Punishment. The findings suggest that it is difficult to achieve the consistency without a school leadership which understands that the alternatives call for a paradigm shift in measures to instil discipline. For improving discipline in schools, it is recommended that school principals and stakeholders must focus on measures that are meant to cultivate a new school culture guided by values of self-discipline in order to minimise the need for extrinsic punitive control. For further research, a follow up study based on a probability sample, which should include secondary schools, could be undertaken in order that results can be generalised.

Optometry services are provided mainly by private optometrists who service the small proportion of the population that can afford them. Adults and children remain house bound or are labelled as dull and unproductive simply because they don’t have access to an eye examination and a pair of spectacles. Purpose The purpose of the study is to identify patients with refractive errors and those requiring refractive services at the 15 eye clinics in the Eastern Cape. Another purpose is to describe the refractive services that are available to patients attending health facilities, where the eye clinics are conducted. Lastly, the purpose is to explore the possibility of nurses providing refractive services independently or under the supervision of optometrists to supplement the lack to refracting and dispensing services. Study Method A quantitative and qualitative non-experimental descriptive design was used. Research involved the analysis of Vision Care’s eye clinic records collected from 15 eye clinics from January 2010-June 2010. Semi-structured interviews were conducted with 30 nurses working at the 15 health facilities where the eye clinics were conducted using purposive sampling. The quantitative data was analysed using excel spreadsheets and graphs and qualitative data was analysed using coding and categorizing methods. Conclusion According to Vision Care’s data of the patients assessed, 19.2 percent had a refractive error and 54 percent of the patients required refractive services. It is estimated that 71.41 percent of the patients had a refractive error according to the optometrist. Although there were some organisations active in the eradication of cataracts, there was little healthcare available in the form of refraction services. xiv Patients needed to travel an average of 63.8kms to access refraction services against the backdrop of poor roads, poverty and unemployment. 28 out of 30 nurses either ‘strongly agreed’ or ‘agreed’ that nurses could be trained to perform refractions and dispense spectacles. 29 out of 30 nurses thought that this would have a positive impact on eye care. Further research is necessary to assess the feasibility of implementing a nurse operated refractive program and whether it should be within their scope of practice to refract and dispense spectacles.

In many less resourced households a main meal comprises of a starch staple which is accompanied by a supplement of vegetables that provide the other nutritional elements as well as flavour to the meals. The vegetable relish (isishebo) thus, becomes an important component of the diet. The sustenance of many such resource poor indigenous societies over many generations has been as a result of their reliance on a readily available supply of their nutritional requirements, where edible wild plants formed the major food source. Wild edible plants provided the most important source of nutritional supply even during times of drought and famine. However, lifestyle changes have caused a serious reduction of the gathering and use of the wild edible vegetables, knowledge about them and the local culture are also lost with them. Unfortunately, others have come to regard their traditional food resource base as primitive and inferior and have come to rely on new exotic food plant whose supply is unstable and narrow compared to the wide variety of wild edible plants. Even when drought challenges play destruction with food availability, resulting in food shortages due to the reliance on cultivated crops that are poorly adapted to local conditions, communities cannot go back to the unknown food plants. However, detailed scientific investigations are needed to understand and preserve wild food uses. This study was undertaken to add to that body of knowledge. It started with an ethnobotanic survey of the use of wild food plants in 10 selected rural villages and peri-urban dwellings in the Amathole District of the Eastern Cape. These rural areas were chosen because of the belief that there are still individuals who possess the wealth of traditional knowledge within those remote areas in addition to that the villages are surrounded by indigenous vegetation from which they could be harvesting some indigenous food plants. Furthermore, the relationship between people and plants are often clearer in indigenous/traditional societies since the link between production and consumption is more direct. Besides the survey, this research employed various methods including Inductively Coupled Argon (ICP) analyses of minerals and vitamins, determination of phytochemicals and antioxidant/bio-activity that of, higher performance liquid chromatography (HPLC) determination of other vitamins, assessment of proximate and anti-nutrient compositions of raw and cooked samples of plants, scanning electron microscopy (SEM) and energy dispersive x-ray spectroscopy (EDXS) to look into the micro-morphology of leaves for details that might have a bearing in the nutrient composition of the wild edible vegetables. This was done with the aim to explore and highlight the wild-food-plant base of indigenous people, to investigate the nutritional value of the selected frequently consumed wild vegetables and to recommend ways of educating people on the value of such plants and the need to promote their continued sustainable use as well as preservation of them for the benefit of people who cannot afford a continuous nutritious meal particularly among rural communities. Twenty-five (25) indigenous wild food plants which included leafy vegetables, nuts and fruits species were identified as being arbitrarily gathered and utilised as food, of which seven wild leafy vegetable species were often mentioned as common among the 15 dwellings surveyed and most frequently consumed by the respondents. Two additional plants were also frequently used as flavoring and in their raw state respectively. Wild edible vegetables were mainly eaten boiled as ‘laxa’, mixed with maize meal as ‘imifino’, fried as relish ‘isishebo’ or raw for both snacking purposes and medicinal functions. Wild edible plant species in the Amathole District of the Eastern Cape-South Africa were documented with respect to their uses and knowledge or identification. Four indigenous wild vegetables (Chenopodium album, Solanum nigrum/nodiflorum, Amaranthus dubius and Urtica lobulata) frequently consumed by the indigenous communities in the study region were selected. All the plant species had a remarkably high content of pro-anthocyanidins (between 58.42 and 65.18 mg/g) and also exhibited high radical scavenging activity in vitro. S. nigrum and C. album were found to be rich sources of ascorbic acid, having 1.05mg/100g and 1.01mg/100g, respectively. The entire wild, traditionally edible plants contain reasonably good concentrations of riboflavin while U. lobulata was found to contain maximum amount of thiamine. All plant species were rich sources of minerals and vitamins (both water soluble and fat soluble). Appropriate cooking methods are to be used to enhance the bio-availability of vitamins and nutrients in general. Cooking generally improved the nutritive value in certain wild vegetables. However, some nutrients were drained away. For example micro-nutrient and anti-nutrient component in the ash were reduced in cooking. The EDXS analysis has shown that the indigenous, wild vegetables in the Amathole District of South Africa are excellent sources of minerals, while the mineral crystals present at the level of the mesophyll of the indigenous wild vegetables were probably mixtures of calcium oxalate, calcium sulphate and silica. Saponin, tannins, oxalates, phytates and alkaloids are present in all the indigenous wild vegetables, but in minimal safe quantities. Nutritional analysis of some wild food plants demonstrates that in many cases the nutritional quality of the plants is comparable and in some cases even superior to domesticated exotic varieties. Knowledge about gathering and use of some wild food species is common among the rural dwellers. However, most uses are known by few elderly informants only. The EDXS analysis has shown that the indigenous, wild vegetables in the Amathole District of South Africa are excellent sources of minerals, while the mineral crystals present at the level of the mesophyll of the indigenous wild vegetables were probably mixtures of calcium oxalate, calcium sulphate and silica. Saponin, tannins, oxalates, phytates and alkaloids are present in all the indigenous wild vegetables, but in minimal safe quantities. Nutritional analysis of some wild food plants demonstrates that in many cases the nutritional quality of the plants is comparable and in some cases even superior to domesticated exotic varieties. Knowledge about gathering and use of some wild food species is common among the rural dwellers. However, most uses are known by few elderly informants only. The study employed qualitative research techniques and data was obtained through semi-structured interviews with 40 small-scale farmers at Dzindi smallholder irrigation scheme.Irrigation control, high yielding crop varieties (HYVs), drought resistant crop varieties, drip irrigation are among a host of adaptation strategies successfully employed by farmers at Dzindi. These strategies have been effective in giving the farmers a lifeline in terms of household food supply and income.However, lack of funding, modern infrastructure and equipment has hampered adaptation efforts at the scheme. This has been compounded by lack of support from the Government. Government seemingly has not done enough to capacitate and assist famers to adapt to climate change.

- Description: A vibrant and an efficient agricultural sector would enable a country to feed its growing population, generate employment, earn foreign exchange and provide raw materials for industries. The agricultural sector has a multiplier effect on any nation's socio-economic and industrial fabric because of the multifunctional nature of agriculture. The main objective of this study was to investigate how government expenditure on agriculture has affected economic growth in Zimbabwe from 1980-2009. The Log linear growth regression model was employed where gross domestic gross was the dependant variable and the explanatory variables are the factors which affect it which include government agricultural expenditure. The expenditures of government on agriculture were divided into three functions namely extension, credit assistance and R & D. The regression analyses were performed using Econometric-views 7 (E-views 7) statistical package. Regression was carried out on time series data for the period 1980 to 2009. The data was tested for stationarity and for autocorrelation. Problems of non stationarity of data were corrected by integrating the trending series. Results from the empirical analysis provide strong evidence indicating that agriculture is an engine of economic growth. The results from this study suggest that spending more on agricultural research and development can improve economic growth and ultimately reduce poverty. However, it can also be concluded that insufficient government agricultural expenditure on extension and credit assistance adversely affected economic growth in Zimbabwe, based on the results of the study. Global experience with pro-poor growth and empirical work spanning India, Benin and Malawi demonstrates the importance of agricultural expenditure for poverty reduction in poor rural areas, while also pointing to the need for complementary non farm sector growth. This study also proposes a simple methodology to estimate the agricultural spending that will be required to achieve the Millennium Development Goal of halving poverty by 2015 (MDG1) in Zimbabwe. This method uses growth poverty and growth expenditure elasticities to estimate the financial resources required to meet the MDG1. The study attempts to address a key knowledge gap by improving estimation of first MDG agricultural expenditure at country level.

- Description: The adoption of the Millennium Development Goal 1 (MDG1) of reducing the rate of poverty to half of the 1990-level by 2015, the advent of democracy in South Africa, among other things, have raised concerns over the potential role of the agricultural sector. There is a belief that the sector has the capacity to successfully reduce poverty among the rural masses and contribute to addressing the problem of inequality in South Africa. In line with that thinking, South Africa‘s agricultural sector has attracted considerable fiscal policy interest. For instance, South Africa‘s statistics show that public investments in agricultural development programmes have been growing. In spite of this, rural poverty is still a major concern on an overall basis. However, this might not be the case in the Eastern Cape Province and the situation might be different for each district municipality. This study assesses the linkages between public agricultural investment, agricultural growth and poverty reduction in the Eastern Cape Province. The study also addresses the question whether Eastern Cape Province is on course to meet several regional development targets. The study also aims to provide an estimate of the amount of agricultural investment required to attain the agricultural productivity growth rate which is sufficient to meet MDG1. The study reviewed the various theories of public spending, linkages between public investment and agricultural growth and how these components affect the incidence of poverty. The conventional wisdom that public expenditure in agriculture positively affects economic growth and this growth consequently reduces poverty was noted. The reviews also revealed that in many developing countries, the current level of public agricultural investment needs to be increased significantly for countries to meet the MDG1. This study employed the decomposition technique and growth elasticity of poverty concept to estimate the response of poverty to its key determinants. The size of public spending, prioritization of public spending and the intensity in the use of public funds emerged as important in increasing agricultural production. The relationship between government investment in agriculture and agricultural GDP shows iv that public funds were largely behind the province‘s success in increasing agricultural production throughout the period from 1990s to 2010. Agricultural spending went to sustainable resource management, administrative functions and then farmer support programme. Exceptional growth in the size of spending was recorded in respect to agricultural economic function, structured agricultural training, sustainable resource management and veterinary services. Overall output from the agricultural sector fluctuated, and the sector contributed less than 5 per cent to the total provincial GDP. Correlations between growth in agricultural sector and changes in the incidence of poverty in Eastern Cape show that during the period 1995 to 2000, increases in the agricultural GDP per capita may have failed to benefit the poor as poverty increased in all the reported cases.–However, for the period between 2005 and 2010, the situation was different and it was observed that increases in agricultural GDP per capita and were associated with reduction in the incidence of poverty. Growth elasticity of poverty (GEP) estimates reveal that agricultural GDP per capita was more important in reducing poverty in 5 out of the 7 district municipalities. Non-agricultural GDP per capita was only important in two district municipalities. It emerged that most of the district municipalities are not in a position to meet any of the regional set goals. This situation is largely attributable to the province‘s failure to boost agricultural production which is an outcome of low and inefficient public expenditure management, inconsistent and misaligned policies and failure to fully embrace the concept of pro-poor growth. Varied provisional estimates for the required agricultural growth rate and the increase in public spending on agriculture required in order to reach MDG1 were calculated for each district municipalities. All the district municipalities of Eastern Cape will need to increase public investment in agriculture for them to achieve MDG1.

This study examines the discursive production, the performative enactment and the spatial emplacement of post-apartheid „South Africanness‟ through a case study of Oppikoppi music festival. Oppikoppi is an annual event that emerged in 1994, on the threshold of the „new South Africa.‟ The festival is attended predominantly by young white Afrikaans-speaking South Africans and is held on a farm in the northernmost province of Limpopo, South Africa, an area notoriously conservative in its racial politics. Yet, curiously, Oppikoppi has been repeatedly referred to, and refers to itself with an almost obsessive regularity and repetitiveness, as a „truly South African‟ event. Indeed, the festival has been promoted, since 1998, as „The Home of South African Music,‟ and in 2009 the site of the festival was unofficially declared a „national monument.‟ Through the employment of concepts drawn from the writings of French philosopher and historian, Michel Foucault – particularly his earlier archaeological works – and from Sigmund Freud – particularly his metapsychological works – this study has posed two broad sets of questions. Firstly, from a Foucauldian perspective, what have been the conditions for the production of „South Africanness‟ at this festival? What have been the requirements, the discursive „rules of the game‟ for whiteness and Afrikanerness to become „South African‟? To what extent does this constitution of the festival as a „South African‟ event preserve older lines of division, difference and oppression? To what extent does this bring about meaningful social change? Secondly, from a psychoanalytic perspective, what are the fantasies constellated in the discourse of the festival as a „South African‟ event? Who, in these fantasies, is constituted as the „other of the post-apartheid nation‟? How has fantasy provided a kind of „hallucinatory gratification,‟ a phantasmatic compensation for, and a means of conserving, the losses of privilege in the new nation? And how has fantasy oriented the festival towards post-apartheid sociality, soliciting identifications with the post-apartheid nation? The overarching argument proposed is that anti-apartheid post-apartheid nation building has cultivated a melancholic loss of apartheid for whites in general and Afrikaners in particular, a loss that cannot be grieved – indeed, a loss that should not be grieved – and, as such, a grief that takes on an unconscious afterlife. - Description: Since the mid 1970s there has been an increasing effort to adopt community participation as a necessary instrument for people driven development. NGOs and governments have come to use this participatory approach not only to empower local people, but also to give them a platform to plan and implement their own development projects. However in Zimbabwe, the government has failed to fund most projects and it has created a gap for NGOs to provide most, if not all services in rural communities. NGOs have been seen as better institutions to facilitate development projects and to engage local people to actively participate in development issues. Community participation is a central component in development projects as the projects respond to the people’s needs and that local people are in full control and ownership of these projects. This study is an assessment of community participation in NGO development projects in Zimbabwe. The study investigates the extent of community participation in development projects and it is guided by the Participatory Development (PD) theory. Research findings reveal that community participation is minimal in development projects of Bulilima and Mangwe districts in Zimbabwe. Local people are just passive participants of the development projects who are told what to do. The local people’s contributions and influences are sidelined in the planning and decision-making processes; instead these are made by the rural elite who plan and make decisions on behalf of the local people. It is the view of this study that the purpose of community participation is to create opportunities for local people to participate in planning, decision making, implementation, allocation and distribution of resources. The development projects should be responsive to the people’s needs. Similarly, participatory development just like community participation is a process whereby communities are given the opportunity to determine their future in terms of their needs and resources. In this regard, it is relevant that rural communities actively participate in planning, decision making, implementation, monitoring and evaluation of development projects. By so doing, the projects become not only successful but also sustainable.

Key recommendations are that HIV/AIDS programmes which are meant to benefit children must be made an effective part of the education system in terms of the rights-based approach. The findings of this research can be used by the Department of Social Development (DoSD), Department of Education (DoE), Non-governmental Organisations (NGOs), social workers, Community Based Organisations (CBOs), Politicians and other professionals who work closely with the Orphaned and vulnerable children (OVCs). These findings can be used to broaden people’s understanding on the impact of HIV/AIDS on the children’s right to education.

- Description: The demise of apartheid and the ushering in of the New Dispensation in 1994 necessitated the dismantling of the old structures of government which divided the people along racial lines and building a united South Africa based on the principles of the new Constitution.Chapter 10 of the Constitution No. 108 of the Republic of South Africa gives guidelines and principles on how Public Administration should be governed. Section 195 provides for the basic values and principles which govern public administration. The Eastern Cape Department of Education is faced with a problem where the basic values and principles which govern public administration in schools had either not been observed or are completely compromised despite the involvement of labour unions. This is evident in the final results of matrics year after year which became a social concern and the national question. The state of affairs is not improving despite the involvement of labour unions and this prompted the National government to intervene through Section 100. This study will try to explore and mitigate this undesirable state of affairs. The involvement of labour unions is a critical question as to whether their involvement enhances proper governance and policy intentions in schools which will enhance service delivery and increase performance and output results. The researcher followed a multi-method approach to benefit from the diversity of opinions and understand the problem better.

Data from the study revealed that there were a number of challenges faced by orphans with regards to accessing social grants and this affected their school performance negatively. Some of the challenges were (1) even though orphans were receiving the social grant, it was inadequate to provide for their home and school needs; (2) there was lack of information by applicants to access documents they needed to apply for social grants. This was an impediment to access to funds from social grants. (3) The long distances travelled by people to reach social services posed obstacles to those wishing to apply for grants. (4) Applicants lacked proper documentation such as birth certificates and parents’ death certificates which could impede application processes for social grants and (5) Lack of monitoring of social grants resulted in the misuse of funds by some caregivers. In the schools it was also established that there was irregular distribution of food parcels which resulted from some people who gave food to their families and friends, leaving the needy ones out. The No fee policy however was a success as most learners were able to remain in school. With regard to school attendance, some of the challenges were: (1) that some learners were struggling to buy school books as this was not covered by the policy. (2) There was slow implementation of scholar nutrition programme with some schools in quintile 1-3 still not being able to benefit from the programme. (3) Scholar transport was not available to most of the learners and (4) learners were without counseling services, since teachers were not trained in psychosocial support. Nonetheless, social workers were adequately trained to provide psychosocial support to learners. In addition, non governmental organizations contributed a vital service by providing orphans with uniforms and food. However their work was limited by resources and funding. The study was situated in the interpretive paradigm which seeks to construct detailed descriptions of reality. The qualitative methods were suitable for data collection purposes because they allowed the use of interviews which collected detailed, authentic information of what goes on in the schools. It was therefore the best method for the research study which seeks to assess implementation of intervention programmes for orphans as they related the challenges they encounter in the implementation of intervention programmes in their schools. Purposive sampling was used to select 8 orphans, 8 caregivers, 4 principals, 4 teachers and 4 social workers from the 4 schools in the district. The study recommends that the Child Support Grant be reviewed upwards and that monitoring be strengthened so that grants are not misused. It is further recommended that the department of social services synchronize its information dissemination strategies with other stakeholder departments, such as the department of education so as to benefit orphans. - Description: This study assessed the implementation of learner discipline policies in the Graaff Reinet District in four township Secondary schools. The study arose as a result of the decline of learner discipline in secondary schools. This study is located in the interpretive paradigm and adopted a qualitative research approach in the collection of data. It employed triangulation to collect data and obtained valuable information on the implementation of learner discipline policies. Four township secondary schools in the Graaff Reinet District were purposively selected for the sample in this study. Semi-structured interviews, focus groups of learners and parents Data has revealed that schools were using different strategies to implement learner discipline such as Code of Conduct, Disciplinary hearing, Safety and Security Committee, Educators, Corporal Punishment, Alternative methods to Corporal Punishment and the role parents. Data revealed that there has been no success in implementing learner discipline strategies. There were a number of limitations in implementing policies to maintain learner disciplines which were identified in the study. There were inconsistencies like educators not supervising learners in detention classes, some of the educators were sabotaging the system by not putting into practice the measures and strategies which were put in place to maintain discipline and so forth. The School Management Teams did not capacitate the Representative Council of Learners so as to assist in the monitoring of discipline. The Department of Education is not supportive in the maintenance of discipline in the schools under study in Graaff Reinet District. To address disciplinary problems, the study has the following key recommendations Policies should be crafted by all stakeholders for ownership and there should be collaboration in implementation of those policies.. The Code of Conduct should be issued to all learners at the school at the beginning of the year in the language of preference, with school rules. Learners should know the consequences of transgressing the Code of Conduct. SMTs should adopt different management styles so as to take action against educators who are failing the system of maintaining discipline. Educators should realise that it is their duty to maintain discipline in schools; therefore they should stop complaining about disciplinary problems. Educators should engage the Department of Education to conduct workshops in building capacity of educators to maintain learner discipline. Schools should establish partnerships with other sister Departments such as SAPS, Social Development, Correctional Services, Health to, maintain learner discipline.

- Description: This study assessed the implementation of learner discipline policies in the Graaff Reinet District in four township Secondary schools. The study arose as a result of the decline of learner discipline in secondary schools. This study is located in the interpretive paradigm and adopted a qualitative research approach in the collection of data. It employed triangulation to collect data and obtained valuable information on the implementation of learner discipline policies. Four township secondary schools in the Graaff Reinet District were purposively selected for the sample in this study. Semi-structured interviews, focus groups of learners and parents Data has revealed that schools were using different strategies to implement learner discipline such as Code of Conduct, Disciplinary hearing, Safety and Security Committee, Educators, Corporal Punishment, Alternative methods to Corporal Punishment and the role parents. Data revealed that there has been no success in implementing learner discipline strategies. There were a number of limitations in implementing policies to maintain learner disciplines which were identified in the study. There were inconsistencies like educators not supervising learners in detention classes, some of the educators were sabotaging the system by not putting into practice the measures and strategies which were put in place to maintain discipline and so forth. The School Management Teams did not capacitate the Representative Council of Learners so as to assist in the monitoring of discipline. The Department of Education is not supportive in the maintenance of discipline in the schools under study in Graaff Reinet District. To address disciplinary problems, the study has the following key recommendations Policies should be crafted by all stakeholders for ownership and there should be collaboration in implementation of those policies.. The Code of Conduct should be issued to all learners at the school at the beginning of the year in the language of preference, with school rules. Learners should know the consequences of transgressing the Code of Conduct. SMTs should adopt different management styles so as to take action against educators who are failing the system of maintaining discipline. Educators should realise that it is their duty to maintain discipline in schools; therefore they should stop complaining about disciplinary problems. Educators should engage the Department of Education to conduct workshops in building capacity of educators to maintain learner discipline. Schools should establish partnerships with other sister Departments such as SAPS, Social Development, Correctional Services, Health to, maintain learner discipline.
