- Description: The aim of this research is to assess what kind of infrastructure provision hinders devel-opment in Keiskammahoek. The objective is to determine whether there is a contribution from government departments and the local development agency and how infra-structure development enhances economic activity in the area. The research findings suggest that the various spheres of government do not co-ordinate well when it comes to planning in the Keiskammahoek area. Funding is there through Municipal Infrastructure Grant Programmes and other funds, but it is not always used. There is potential for this small town to be a tourist destination, but more infra-structure development for this area need to be prioritised. The research findings also suggest that there are capacity issues within the municipality that slow down the implementation of infrastructure plans for Keiskammahoek. Various recommendations and suggestions for further research are made based on the research findings. The study has shown that Keiskammahoek’s infrastructure provision is insufficient to attract investors to stimulate economic growth in the area. The infrastructure funds the municipality can access are underused. The study used qualitative research approach that used purposive sampling through a semi-structured interview as a data collection tool. The researcher was able to get valuable information on informants who have worked with infrastructure programmes in various institutions.

Formal equality presupposes that all persons are equal bearers of rights and that inequality can be eliminated by extending the same rights to all. Formal equality is blind to social and economic differences between groups and individuals. Substantive equality, on the other hand, is receptive to entrenched, structural inequality, meaning that the equality clause of the Constitution must be read as founded on a substantive concept of equality. An employer can utilise the defence of an inherent requirement of a job in the case of an unfair-discrimination claim since the defence is available in terms of both the Employment Equity Act, in respect of employment discrimination, and the Labour Relations Act in respect of discriminatory dismissals. The defence is narrow in that only essential duties of a particular job will be taken into account to determine inherent requirements of a particular job. Reported judgments where this defence is used are scant. What makes the defence more onerous is that an employer has to show that the particular employee could not be reasonably accommodated, before the inherent-requirement defence will succeed. It is integral to the determination of whether there was unfair discrimination and whether such discrimination was justifiable. An important debate in our discrimination law relates to the question of whether any significance should be attached to the fact that only unfair discrimination is outlawed. Neither of the aforementioned pieces of legislation clearly state that affirmative action or an inherent requirement of a job are the only defences available to employers. Where these two defences are found to be not applicable, may the fairness be decided in terms of a general fairness defence? This question is also addressed in the present treatise. It is submitted that foreign law is a valuable interpretive tool, provided it is used wisely, in that judgments originating from courts and tribunals in the United Kingdom and Canada may assist to provide an understanding of the issues central to employment discrimination law and the parameters of the defence of inherent requirements of the job. Thus, in developing employment discrimination law in South Africa, consideration of foreign jurisprudence may prove informative.

The ways in which Adams' family relationships play out in the processes of making his sculptural works, and also in his performances, are then elucidated and related to his ongoing processes of self-enquiry. Furthermore, I consider Adams' latest body of work, a critical enquiry into the variable meanings of Rorschach inkblots. - Description: The essential oil of Tarchonanthus camphoratus dry leaves growing in Kwa-Zulu Natal, South Africa was obtained by hydrodistillation and evaluated for its repellent effect, contact and fumigation toxicity against both Sitophilus zeamais and Sarocladium oryzae. Chemical composition of the essential oil was analysed by gas chromatography mass spectrometry (GC/MS). The study revealed that the essential oil of T. camphoratus had no contact and fumigation toxicity against stored insect pests, S. zeamais and S. oryzae. The oil, however, showed good repellent activity of over 50% after 24 h for all the concentrations used on both S. zeamais and S. oryzae. A total of 27 compounds accounting for 73% of the total oil composition were identified of which sesquiterpene hydrocarbons, (59.18%), were the most dominant. These results suggest that the essential oil of T. camphoratus could be considered a potential control agent of stored grain pests as a repellent.

- Description: This study explores a number of issues relating to the nature and scope of intangible heritage and critically examines some of its salient components in South Africa. It affirms that intangible heritage is socially constructed. Aspects of intangible heritage that seem inherited in the present are social constructs and products of social progression. They present the historical development of the practicing communities. Furthermore, this study affirms that all heritage is intangible. This is expounded in the study by exploring the history of the concept of intangible heritage over the decades which provide its evolution both at international and national levels, and within heritage institutions. Heritage cannot be understood and defined in terms of traditions, indigenousness, pre-colonialism, North and South dichotomies or Western and non-Western dichotomies. This definition would racialise and regionalise heritage, and politics of indigeneity would surface. The separation of tangible, intangible and natural heritage is an artificial demarcation that is for heritage management discourse.

Local people often have deeper insights into and experiences of these impacts than can be measured by scientific surveys. Here we examine the impacts of Lantana camara on the recruitment of indigenous forest species, many of which are used by local people. We integrate findings from conversations with elderly respondents with standard ecological surveys. Both sources of information indicate that the increasing presence of Lantana suppresses the number and species richness of recruits of indigenous forest species, which may retard forest succession. Dense thickets of Lantana also restricted access to non-timber forest products and species of cultural significance. The origin and date of the Lantana introduction in the area was identified by respondents as the 1960s and it escaped into the wild in the early 1970s. These findings can be incorporated into locally based management considerations.

Two pertinent findings of many of these studies is that NTFPs generally contribute in many different ways to local livelihoods (see Chapter 2) and that when translated into income terms many households earn a significant proportion of their income (cash and/or non-cash) from NTFPs (Shackleton et al. 2007, Angelsen et al. 2014). In other words, they are not simply minor products of little value, but rather they are vital components of livelihoods, and in some instances, of local and regional economies. This requires that they, and the land on which they are found, are managed in a responsible manner to ensure that these livelihood benefits continue to accrue to rural, and often impoverished, people.

Primarily, we are concerned with the equivalence and classification of problems (resp. structures). In the first chapter, both the class of invariant optimal control problems and the class of invariant sub-Riemannian structures are organised as categories. The latter category is shown to be functorially equivalent to a subcategory of the former category. Via the Pontryagin Maximum Principle, we associate to each invariant optimal control problem (resp. invariant sub-Riemannian structure) a quadratic Hamilton-Poisson system on the associated Lie-Poisson space. These Hamiltonian systems are also organised as a category and hence the Pontryagin lift is realised as a contravariant functor. Basic properties of these categories are investigated. The rest of this thesis is concerned with the classification (and investigation) of certain subclasses of structures and systems. In the second chapter, the homogeneous positive semidefinite quadratic Hamilton-Poisson systems on three-dimensional Lie-Poisson spaces are classified up to compatibility with a linear isomorphism; a list of 23 normal forms is exhibited. In the third chapter, we classify the invariant sub-Riemannian structures in three dimensions and calculate the isometry group for each normal form. By comparing our results with known results, we show that most isometries (in three dimensions) are in fact the composition of a left translation and a Lie group isomorphism. In the fourth and last chapter of this thesis, we classify the sub-Riemannian and Riemannian structures on the (2n + 1)-dimensional Heisenberg groups. Furthermore, we find the isometry group and geodesics of each normal form.

Investigating a way of teaching transformation geometry in grade 9 applying van Hiele’s theory and Kilpatrick’s model : a case study

- Description: Transformation geometry has been neglected in our schools because teachers are often not proficient enough to teach it, as it was not part of the syllabus during their training. The study investigates effective ways of teaching transformation geometry in grade 9, applying van Hiele’s theory (1986) of geometry teaching and learning and Kilpatrick’s model of mathematical proficiency. The teaching programme activities require consistent use of physical manipulatives by the teacher for effective teaching, learning and understanding of geometric concepts. The type of study is a case study. Data collection tools are: - baseline evaluation, teacher & learner interviews (pre & post programme intervention) and observation (pre & post) during the implementation of the teaching programme. Results were analysed both qualitatively and quantitatively. My research findings show some improvement of learner performance after the application of the programme. Baseline evaluation shows that some learners attained below and above 30%. Interviews showed that some learners had problems before the implementation of the programme and some problems were eliminated by the use of the programme activities and learning progression was evident. Learner performance showed that learners had acquired some knowledge and critical thinking and reasoning skills, reflection skills, communication through LOLT improved, commitment to activities of the programme and teaching practice had improved. Learner performance showed that a learner can be in two different levels at the same time. Consistent use of manipulatives resulted in effective teaching and learning of geometry in grade 9. The results of this research support other researchers’ views of teaching geometry using van Hiele’s theory (1986) and Kilpatrick et al. (2001). Shaw (2002) argues that teaching geometry with manipulatives enhances conceptual understanding by the learner. In my opinion, it also promotes immediate intervention by the teacher as soon as the learner picks an incorrect object. The project enhanced and improved levels of communication between the learner, teacher and others in the classroom.

- Description: Transformation geometry has been neglected in our schools because teachers are often not proficient enough to teach it, as it was not part of the syllabus during their training. The study investigates effective ways of teaching transformation geometry in grade 9, applying van Hiele’s theory (1986) of geometry teaching and learning and Kilpatrick’s model of mathematical proficiency. The teaching programme activities require consistent use of physical manipulatives by the teacher for effective teaching, learning and understanding of geometric concepts. The type of study is a case study. Data collection tools are: - baseline evaluation, teacher & learner interviews (pre & post programme intervention) and observation (pre & post) during the implementation of the teaching programme. Results were analysed both qualitatively and quantitatively. My research findings show some improvement of learner performance after the application of the programme. Baseline evaluation shows that some learners attained below and above 30%. Interviews showed that some learners had problems before the implementation of the programme and some problems were eliminated by the use of the programme activities and learning progression was evident. Learner performance showed that learners had acquired some knowledge and critical thinking and reasoning skills, reflection skills, communication through LOLT improved, commitment to activities of the programme and teaching practice had improved. Learner performance showed that a learner can be in two different levels at the same time. Consistent use of manipulatives resulted in effective teaching and learning of geometry in grade 9. Both sites have implemented new governance structures named Beach Village Committees which are community-based organisational structures that function in parallel with traditional authorities to manage the fishery. Contextual and literature review work showed that extension services and programmes over the past hundred years, as observed in the fisheries sector in Malawi and in extension services elsewhere, have co-evolved with approaches to natural resources management. Early approaches to natural resources management involved traditional management (associated extension services and programmes were community based); later fisheries governance practices changed to centralised management and associated extension approaches were mainly top-down involving command and control or technology transfer. These early approaches have been problematic as resource users were pushed away from their own resources and were viewed as poachers. This resulted in loss of ownership among resources users. Recently in Malawi, after the change of government to democracy in 1994, fisheries management policy focused on co-management and/or adaptive co-management approaches, an approach that has also been adopted in other African water bodies. This has implications for extension service programmes in the fisheries sector that are not yet well defined. The study’s literature review revealed that co-management approaches assume collaborative learning, or co-learning, also termed social learning, or approaches that promote the engagement of different actors who are working on shared practice. - Description: Internationally, water resources are facing increasing pressure due to over-exploitation and pollution. Integrated Water Resource Management (IWRM) has been accepted internationally as a paradigm for integrative and sustainable management of water resources. However, in practice, the implementation and success of IWRM policies has been hampered by the lack of availability of integrative decision support tools, especially within the context of limited resources and observed data. This is true for the Crocodile River Catchment (CRC), located within the Mpumalanga Province of South Africa. The catchment has been experiencing a decline in water quality as a result of the point source input of a cocktail of pollutants, which are discharged from industrial and municipal wastewater treatment plants, as well as diffuse source runoff and return flows from the extensive areas of irrigated agriculture and mining sites. The decline in water quality has profound implications for a range of stakeholders across the catchment including increased treatment costs and reduced crop yields. The combination of deteriorating water quality and the lack of understanding of the relationships between water quantity and quality for determining compliance/non-compliance in the CRC have resulted in collaboration between stakeholders, willing to work in a participatory and transparent manner to create an Integrated Water Quality Management Plan (IWQMP). This project aimed to model water quality, (combined water quality and quantity), to facilitate the IWQMP aiding in the understanding of the relationship between water quantity and quality in the CRC. A relatively simple water quality model (WQSAM) was used that receives inputs from established water quantity systems models, and was designed to be a water quality decision support tool for South African catchments. The model was applied to the CRC, achieving acceptable simulations of total dissolved solids (used as a surrogate for salinity) and nutrients (including orthophosphates, nitrates +nitrites and ammonium) for historical conditions. Validation results revealed that there is little consistency within the catchment, attributed to the non-stationary nature of water quality at many of the sites in the CRC. The analyses of the results using a number of representations including, seasonal load distributions, load duration curves and load flow plots, confirmed that the WQSAM model was able to capture the variability of relationships between water quantity and quality, provided that simulated hydrology was sufficiently accurate. The outputs produced by WQSAM was seen as useful for the CRC, with the Inkomati-Usuthu Catchment Management Agency (IUCMA) planning to operationalise the model in 2015. The ability of WQSAM to simulate water quality in data scarce catchments, with constituents that are appropriate for the needs of water resource management within South Africa, is highly beneficial.

To contextualize such exploration, the origins of large-scale privatization of common land, and the subsequent process of urbanization in the West, are investigated, before Cuba’s similar developmental path – as a result of Spanish colonialism, U.S. imperialism, and communist influence – is detailed. Thereafter, the way in which Cuba established an alternative food paradigm, characterised by local, communal, and urban production during the country’s ‘Special Period’ in the 1990s, is discussed, with a view to illustrating how this eco-socialist model of food production, in both rural and urban areas, led to new relations between people and nature. This Cuban model is then posited as a socio-ecologically sustainable model of food production, deserving of the attention of communities around the world, who seek to gain a degree of autonomy from neoliberal agribusiness. Conversely, the efforts of mainstream neoliberal mass media to silence the immensely positive characteristics of the revolution are also investigated, and framed in terms of the historical subjugation of Cuban voices in the American mass media, and the contemporary marginalisation of the country and its people in the neoliberal mass media. Finally, the dissertation concludes by examining the alternative media response, on the part of several prominent Cubans and those sympathetic to their cause, to bring attention to the value of the socio-ecological transformations that have occurred on the island, against the backdrop of various theorisations of the importance of alternative media platforms as a radical counterforce to neoliberal mass media hegemony.

- Description: The extent to which writing can be used to promote learning from laboratory activities has received limited attention in engineering contexts in South Africa. In this study the Science Writing Heuristic (SWH) approach and aspects of academic literacies approach were used to develop laboratory report writing among first year mechanical engineering students. The intervention utilised a modified report writing template for engineering practical sessions which focused on argumentation, conceptual understanding, critical thinking and language literacies. Quantitative and qualitative data were generated via pre-post-analysis of the modified practical report template, Cornell Critical Thinking Test, questionnaires, as well as focus group interviews with students; and individual interviews with staff, on their perceptions of the SWH. The sample (n=56 matched pairs) was divided into three groups through convenience sampling. Group 1 (n=15) utilised an online intervention, Group 2 (n=20) utilised a paper-based intervention and Group 3 (n=21) utilised a standard paper-based laboratory report template. Statistically significant differences with large effect sizes were obtained between group scores from pre- to post-tests in terms of argumentation and language. No differences between the pre-post-test changes in terms of group conceptual scores (n= 91) were found and there was a drop in scores from pre- to post-test in terms of critical thinking (n= 56). Overall, the data indicates that the SWH approach improved students‟ argumentation and language literacies with large effect sizes. Focus group interviews revealed that students believed that the SWH approach made them “think deeper” and that they preferred the intervention (SWH) over the traditional approach. The apparent unawareness of the academics concerned in terms of argument-based inquiry provides a possible answer for their use of assessment strategies focused only on concepts. - Description: E-government which refers to electronic Government is the process of transformation of relationships of government with its constituents ie the citizens, the businesses and between its own organs, through the use of the tools of Information and Communications Technology (ICT). E-government services are the outcome of e-governance that come as automated services delivered through ICTs particularly Internet based applications that provide access to and delivery of information or services to the public, businesses, other agencies and governmental departments. This study seeks to examine the factors affecting citizens ability to access e-government services in Nkonkobe Municipality in the province of Eastern Cape and come with recommendations of how to address the issue. E-government services should be developed on platforms with the consideration of devices that people can have access to. The study showed that in as much as one can have cell phone that has access to internet , some website services such as home affairs enquiry applications are not accessible on a phone with a general web browser that has no Java Script capacity but has acces to internet. Therefore developing Short Message Service (SMS) based services or Unstructured Supplementary Serviuce Data (USSD) code that is available on all Globile System for Mobile (GSM) cell phones can increase accessibility of most services at a cheaper cost. The study concludes that although e-government is the future for our country and in this era of technology, much still has to be done in areas like Nkonkobe Municipality in Eastern Cape, as the citizens have no or lack appropriate tools to access the internet, and sometimes citizens are not aware of e-government services available. The research indicates that most citizens have cell phones despite the differences in handset capabilities, which therefore means that applications developed for e-government services can be ported foe accessibility to ordinary GSM cell phone including those without internet access.

- Description: The Millennium Development Goals (MDGs) that range from halving extreme poverty rates to halting the spread of HIV/AIDS and providing universal primary education, have been the most effective anti‐poverty push in history. The lives of thousands of people have been improved and targets have already been met on reducing poverty, increasing access to safe water, improving the lives of slum dwellers, and achieving gender parity in primary education. Despite huge gains, progress towards the eight MDGs has been uneven, not only among regions and countries, but also between population groups within countries, with accelerated action needed in many areas (MDG, 2013). On the other hand poverty alleviation, when we look at poverty alleviation, Mbaku (2007) defines it as the creation of a social, economic, and political environment that enhances and promotes entrepreneurial activities particularly among the poorest and most deprived persons while at the same time eliminating the inequalities that have diminished their life chances.

- Description: This study was carried out to investigate how Grade 10 Life Science teachers in three schools in the Omusati region of Namibia are including Environmental Learning (EL) in terms of the curriculum policy. A qualitative approach was used to generate data through document analysis, interviews and classroom observations to investigate the application of the policy of including environmental learning in classroom curriculum practice. The research was primarily directed towards examining constraints and enabling factors in the context of the three schools that participated in the study. The study revealed that teaching strategies for the inclusion of environmental learning were not widely evident, suggesting disparities between the policy of enabling environmental education through the inclusion of environmental learning across the curriculum. It was notable that teacher knowledge and interest in environmental education influence how they include environmental learning and that assessment practices narrow the scope of environmental learning in ways that do not include critical thinking and problem solving skills. The study concludes that despite diverse constraints inhibiting inclusion, the evidence suggests that the inclusion of environmental learning in Namibia’s Life Science curriculum can enable environmental education. The above main findings are used to make recommendations toward strengthening environmental content knowledge of teachers and to improve assessment practices. It was also noted that some of the environmental learning constraints could be transformed into enablers with more teacher support and by making a better link between environmental learning theories and practices. This will involve a redirection of the curriculum documents as well as the provision of other learning support materials to support environmental learning. The study has enabled me to conclude that what is happening should be encouraged so that it continues and is strengthened although the implementation of environmental learning is not as clear as the policy had mapped out.

- Description: Since its inception, the internet ‒ and in particular Web 2.0 ‒ have been valorized as potentially revolutionary democratic spaces. Despite the emergence of concerns over the progressively neoliberal orientation and narcissistic effects of the internet, evidence of the radical democratic potential of this media has received considerable attention. This thesis is orientated around both an exploration of such evidence, and a consideration of its relevance for South Africa. In this regard, the thesis commences with an exploration of the neoliberal underpinnings of the internet and the growing translation of dominant neoliberal discourses into the online practices of mainstream liberal democratic politics. Focus then shifts toward the mounting influence of alternative radical democratic positions online, through an investigation of the virtual manifestations of deliberative, autonomous, and agonistic approaches to radical democracy. And following an examination of the online political practices of selected recent global social movements, the primacy of agonism in online expressions of radical democracy is advanced. In turn, resonances and dissonances between the online activity and practices of such global social movements, and the use of the internet and social media by well-known South African new social movements, are explored. Finally, this thesis concludes by recommending a fourfold new media approach through which the agonistic radical democratic potential of the internet can be realized more fully by the new social movements of South Africa.

This study sought to investigate the possible reasons for the high failure rates in NCV mathematics at Iqhayiya Campus of PE College. The purpose of the research was to elicit these possible reasons from students who currently are doing the NCV mathematics course at the Iqhayiya Campus. This study follows a mixed method design using both quantitative and qualitative results. Quantitative data were gathered by means of questionnaires submitted to students doing NCV mathematics at the Iqhayiya Campus. A Likert scale was used to evaluate the questionnaires.
