- Description: This is a study that was conducted at Nomaheya Senior Secondary School in the Butterworth in East of the Eastern Cape Province. The main purpose of this study was to assesses teaching and learning strategies in improving Grade 12 results. Teaching and Learning Strategies are defined as activities and methods used to move the learner towards achievement of the learning outcome. Crawford, Alan; 2005:16 views teaching and learning strategy, as an effective instruction, as an interactive process - students learn best when they are engaged, not only with their teacher, but also with one another. The researcher will provide the background and motivation of the study. The problem statement, research questions, research objectives, significance of the study, delimitations of the study, literature review, research methodology, and the conclusion of the study. Poor performance that is displayed by Grade 12 learners in the Eastern Cape has been a trend for the past three years. Well known contributory factor for poor performance is poverty, unemployment, high levels of illiteracy, low levels of management and leadership in schools, constant shortage of teachers with specific reference to critical subjects, learner teacher support material (LTSM) that is not delivered on time school safety, infrastructure, discipline amongst learners, absenteeism of learners, SMT with no well-defined roles, Annual Teaching plans, circulars are available but are not implemented. In other words, lack of support by the stakeholders, management and leadership in schools. This was observed by Solo, 1997: 37 who argues that, the atmosphere at home helps to foster or break school functionality, effects of parental interest in learner academic achievement. The background of the study, the problem statement, objectives, questions and also the objectives of research were fully discussed in chapter one. In chapter two, a research on recent publications in the subject was done. Keywords were: outcomebased education, educator, change, assessment and evaluation. An Assessment of the Human Resource in Recruitment and Selection Processes at King Sabata Dalindyebo Local Municipality

- Description: The aim of the study was to carry out an assessment of the recruiting and selection processes at KSD Local Municipality in the Eastern Cape Province. The study, also aimed to give recommendations on how organisations can improve their human resource recruitment and selection processes in order to employ and retain quality or highly talented and committed employees, and to offer good service delivery to the people. The recruitment and selection practices at KSD Local Municipality seem to be degenerating. Lack of transparent procedures in the hiring of workers can result in the municipality experiencing a decline in performance and an increase in service delivery protests. Cases of nepotism and corruption in the hiring process has negatively affected the operations of the municipality The study used the quantitative research methods for data collection and analysis. Thus, the questionnaire was used to collect data and the probability sampling method was used to get the respondents. The stratified sampling method was employed in selecting respondents. This study concluded that the hiring procedures at KSD Local Municipality were not good. Good hiring processes improve employee engagement, retain quality workers, reduce employee turnover and service delivery protests, and save time and money. Poor recruitment and selection procedures increase employee turnover, lower employee morale and level of performance, reduce employee confidence in the management and may result in extra costs being incurred. Recommendations have been prepared on how organisations can employ good recruitment and selection practices that promote the employment and retention of quality employees. The municipality should design and implement good and up-to date hiring procedures which are devoid of corruption and nepotism.

- Description: The study assesses the outcomes and impact of Municipal Support and Intervention Programme which was implemented in the study sites of Blue Crane Route and Kouga Local Municipalities, which are falling under Sarah Baartman District Municipality, in the Province of Eastern Cape, in the Republic of South Africa. The researcher’s study is an attempt to pursue and record the foot-prints left by Municipal Support and Intervention Programme (MSIP) in these study sites in order to determine the potential extended implementation of the programme in other municipalities with similar challenges of political instability, poor governance, poor audit opinions, unsound financial management systems leading to poor and unsustainable municipal service delivery. The Department of Co-operative Governance and Traditional Affairs (COGTA) conducted a diagnosis on the performance of the then 45municipalities (2007/08 Financial Year) and identified challenges of similar nature but different degrees in fifteen municipalities from the erstwhile Transkei Administration. The municipalities comprised: 2 Metropolitans, 37 Locals and 6 Districts. The diagnostic results compelled COGTA and National Treasury to develop a Municipal Support and Intervention Framework (MSIF) which was piloted in those 15 municipalities then and later adopted as a fully-fledged programme, referred to above as MSIP by the Member of Executive Committee (MEC) for COGTA and Mayors in September, 2014 at Komani (Queenstown). x The concern of the researcher is, in spite of numerous efforts by National and Provincial Departments and Treasuries, it has been observed that some municipalities are still faced with challenges of political instability, poor governance and unsound financial management/financial variability which result to poor municipal service delivery. The latter challenges manifest themselves in protests by the citizenry, poor external audit results due to ineffective political oversight coupled with the lack of scarce and critical professional technical skills. A review of existing literature assists the researcher to identify the key concepts of relevance to the study and assists the investigator to become knowledgeable to the limits, challenges and the language of the type of the research they plan to conduct. The reason for the Researcher to undertake the study is influenced among others by poor of service delivery, maladministration and corruption reported in this department through media, newspapers, Auditor General (AG) Reports and Portfolio Committee on Basic Education Eastern Cape Legislature which act as the oversight mechanism for this department. Literature review was conducted as a secondary source of information and primary information was conducted through sample of 30 respondents which were selected by the Researcher. The respondents were from the most key units of the department of Education Eastern Cape, which are stated in chapter one of the study. The study followed qualitative research approach which included semi-structured questionnaire, observation and document analysis. The findings of the study indicate lack of management and implementation of the code of conduct by the department. They clearly shows, lack of awareness and understanding of the code itself by the general staff members, lack of discipline, poor employee attitude, and unwillingness to improve service delivery and corruption in the department systems. The findings of the study expose lack of understanding of the code of conduct by the civil servants in the Department of Education, Eastern Cape. This can be attributed to lack of induction, orientation and training, in order to understand the importance of the code of conduct. Document analysis revealed that, there was lack of adherence and observation of the department’s established policies, rules, regulations, procedures and flouting of supply chain management processes and corruption in the system which is tantamount to violation of the DPSA code of conduct. These factors all contributed to this department’s failure in achieving clean audit outcomes from the AG during the last term. Department of Basic Education, Eastern Cape Province, received qualified and adverse audit reports between 2009 and 2014 financial years. The study recommends trainings of the department of education officials in the DPSA code of conduct. More vigorous on going ethical training is very crucial in the attempt to promote ethical behaviour, to root out corruption, under performance and vi maladministration activities experienced in this department so as to fast track service delivery to the people of the Province, in the following terms of Government administration going forward.

- Description: This study sought to investigate the implication of teacher development in learner performance with reference to the Nkangala sub-district of the Mpumalanga Department of Education. My interest is this area of study was triggered in the debate around the mismatch between the resources which the Department of Education invests in the teacher development programmes vis-à-vis learner performance in schools, in particular, the Grade 12 class which is the exit point of the school system. The argument is that the department invests significant resources in developing teachers but that there appears to be very little return on the investment in the form of learner performance which has been the subject of debate and discussion for many years in the education circles. The study made use of the mixed method approach in terms of which both quantitative and qualitative methods were fully employed. Questionnaires and interviews were used as the data collection methods. In order to collect the requisite quantitative data four teachers and three school management teams were sampled using the simple random sampling method per school in the sub-district. The return rate of the instruments was more than 50%. For the qualitative data subject advisors were sampled using the purposive sampling method. Eight of the twelve advisors who were sampled participated in the face to face interviews. The collected data was then analysed using the Special Programme for Social Sciences (SPSS). The literature reviewed included Senge’s Learning Organisation theory and Wenger’s social learning theory which were explored extensively and which informed the study to a significant extent. The researcher also explored the legislative framework which informs the HRD in general and teacher development in particular. v The study revealed that there is, indeed, a significant relationship between teacher development programmes and learner performance. The study also revealed that teacher development programmes do, in fact, address the needs of both learners and teachers. An interesting finding, which is also a matter of concern, was the finding that teachers are almost, if not totally, excluded from participating in the teacher development programmes offered. The study also found that the content of teacher development programmes is devised by subject specialists who are not based in the classroom and who have little experience of the prevailing classroom situation. It appeared that this approach was creating a huge gap in the teacher development programmes. The researcher made several recommendations and also developed a proposed (rudimentary) teacher development model, as informed by the study and the gap which was identified from the literature review. The model is extremely basic and, therefore, requires further research on the part of education practitioners and/or anyone interested in the field of teacher development and education.

This was motivated by a number of factors such as satisfaction issues in the area of Human settlements and the issues that continue to hinder the effective delivery of houses such as availability of land, the willingness of the beneficial to relocate to the allocated houses. South Africa is in its 24 years of democratic dispensation, the human settlements continue to be the thorn in a flesh in the government effectiveness. The existing legislation on the housing development serves as the cornerstone of development, housing theories also continue to be the guiding principles under which the development can flourish if followed to the latter. It is evident that, the democratic government in the country has delivered millions of houses to the beneficiaries, thus restoring dignity to many. However, there has been significant backlog of over 2.1 million houses. This is based on the housing waiting list available with the various Local Municipalities and the respective provinces department is Human Settlements. The objectives of the study was taken into consideration in ensuring congruence with the study aim. The objectives are stated below is to evaluate the application of Human settlement programmes, policy imperatives, implementation and practice in South Africa by means of the case study of the Reeston project in the Eastern Cape. The following objectives are set for the study: To analyse the policy and institutional framework guiding the establishment of state-assisted human settlement projects in the country. To analyse the level of execution in the selected human settlement projects in the Buffalo City Metropolitan area reflected the policy and institutional framework for the establishment of state-assisted human settlements. v To ascertain the beneficiaries’ narratives about the projects (and the overarching policy/institutional framework), and what socio-cultural and/or economic factors, if any, mediate those narratives. To detail the socio-economic conditions and livelihood strategies of Reeston Human settlements residents. The study took the combined method of research, being the qualitative and quantitative research method. The choice of a research approach is guided among others by three main aspects: the research problem, the researcher’s experience and the audience at whom the research is directed. A mixed approach method has been employed for this study, because as several authors confirm, this is how to get the best out of both the qualitative and quantitative approaches. The evaluation took the analysis of the Duncan Village, looking at the transition from the informal settlements to the Reeston Housing development in the Eastern Cape Province. Respondents were visited in their places of comfort where they were able to express themselves so that the researcher can be able to retrieve more information in this regard. The findings of the research revealed the level of satisfaction, dwelling attributes, neighborhood issues, environmental issues for consideration in the housing development as a form of dwelling. The study contributes significantly to the body of knowledge as it provides solution to the provision of housing development in South Africa, especially the Duncan Village as a prime site for development for Buffalo City Metropolitan Municipality. The study presents a new model for developing houses in the informal settlements without relocating the beneficiaries from their area of comfort. A sustainable housing development to the need of the people will be the one that is re4sponsive to the findings of this study, these are: satisfaction with the government services rendered in the area, the surroundings in the dwellings and most importantly the environmental considerations

Thematic analysis of the interview findings revealed the limitations undermining the extent to which the allocated fiscal resources are able to influence the achievement of the desired positive educational outcomes and these are linked to poor school financial management, poor planning and budgeting, poor school governance and corruption and theft of funds. The other limitations that mar the effective performance of certain schools to achieve the desired educational outcomes were also noted to arise from the shortage of teachers for critical subjects, poor motivation of teachers in rural areas, poor learners’ welfare and poor infrastructure. To respond to these challenges, it is argued that the OR Tambo District Department of Education must develop special fiscal packages for teachers in the rural areas, develop special fiscal packages for teachers of special subjects such as science and mathematics, invest in the educational infrastructure and facilities, and proactively develop school managers. Future research can explore a framework for monitoring and evaluation of the effects of educational fiscal grants on the performance of schools and learners.

The essence of labour unions in South African higher education institutions such as National Education, Health and Allied Workers’ Union (NEHAWU) with specific reference to University of Fort Hare, is to ensure the good wages and conditions of service for their members through the instrumentality of collective bargaining between the Union and University management. The end result which is the bargaining agreement may improve on staff pay and encourage more cordial labour-management relations in South African higher institutions and specifically at University of Fort Hare which is the case study. This study was motivated by claims and evidences which show that University of Fort Hare’s staff is the least paid in South African higher education sector over the years due to unsustainability status of the University in the time past. Both the organized labour union and management at the University of Fort Hare entered into agreement that led to sacrificial forfeiture of salary increase by staff over the period of unsustainability of the University to avoid it from being closed down. This state has made the staff to suffer so many imbalances in their wages compared to what is obtainable in other universities in South Africa. This lingering situation has compelled NEHAWU to consistently engage the University management in bargaining in a bid to improve the wages of their members. The study made use of mixed research method which reveals that collective bargaining has effects on wages at University of Fort Hare. 307 participating staff were randomly selected from the following ÜFH Campuses; Bisho, Alice and East London.The questionnaire measured the effects of collective bargaining on wages at the University. In-depth Interviews were conducted among the staff at UFH. It involves the University management, NEHAWU officialsand top officers from the University Human Resources Department. Statistical Package for Social Science (SPSS) was utilized to analyze data collected. Descriptive and inferential statistics was used to interpret the data. Tables and graphs; confidence interval and p-value was utilized to demonstrate the characteristics of information collected from the participants. The research questions were tested by Pearson correlation and T. Test. The reliability of different instruments that were used in this study was tested by Cronbach alpha coefficients and also computed to determine the validity of question. - Description: This dissertation is about the National School Nutrition Programme (NSNP) in South Africa. This Programme was introduced by government in 1994 with the aim of alleviating poverty; unemployment and improving learning capacity of children. Specifically, it is intended to help poor children and to empower poverty-stricken communities, particularly in the rural areas across all the nine provinces. The focus of this study is on the investigation of effectiveness and efficient management of the Programme in the Eastern Cape Province, with specific reference to Mhlontlo District. Mhlontlo district is one of the predominantly rural areas in the province of the Eastern Cape, a remote area characterized by high levels of poverty and unemployment, and low levels of infrastructural developments. Surrounding Schools in the area are also affected by these problems. Learners at these schools are from poor families. It is for this reason that this scheme becomes important as it is most needed and, to effectively and efficiently realise its intended objectives, it must be properly managed. The main theme of the study revolves around effective and efficient service delivery that must be taken as the first priority in the management of NSNP. Factors that contribute to efficiency and effectiveness must be taken into consideration by all stakeholders and are outlined as follows: The aims in this study is to assess the effectiveness of management of the National School Nutrition Programme at Mhlontlo district in the eastern Cape, to identity shortcomings in the management of the Programme and to suggest possible remedies to improve the management of the Programme to effective service delivery. Against the background of the problem statement, the following questions were posited. How can the management of the National School Nutrition Programme with specific reference to Mhlontlo district be enhanced to ensure that its intended objectives are realized? What effect will improved management have on service delivery in the National School Nutrition Programme? And how will adherence to the Batho Pele Principles improve service delivery in schools with regard to the National School Nutrition Programme? The target population in this study was the learners, teachers and community of Schools around Mhlontlo District whose children are being catered for at school as respondents. Statistics of learners who are beneficiaries of this programme were obtained from surrounding Schools. The percentage of the response to the questions led to the results that services are not delivered as effectively as expected. The study concluded by recommendations of what national and provincial department of Education are required to do together with the school, service providers and the community in order to improve service delivery in schools that participate in the NSNP. Finally, the NSNP is for the deprived citizens of South Africa. The onus is on the community of Mhlontlo District, service providers, teachers and education authorities responsible for the NSNP to work together to make the programme effective for advancing the development of young people.

- Description: The study critically examined the implementation of Public Accountability strategies and mechanisms: A case of Buffalo City Municipality. The problem statement gave emphases on the multiple cases drawn from stats reflected in domestic surveys that shows how corruption and maladministration have impacted the province negatively as well as the extreme poverty lines that dominate the communities in the republic and also the province. The New Public Management Theory was used to interpret the manner in which the participants were expected to give their views on leadership and accountability among others key issues. The objectives of the study were to; To assess the mechanisms implemented by Buffalo City Municipality., To explore the challenges affecting public accountability enforcement mechanisms in Buffalo City Municipality towards eradicating corruption, Determine the manner through which the Buffalo City Municipality can adopt tried and tested mechanism from Regional, national & international case studies on how to effective enforce public accountability for the sustainable management and curbing of corruption for effective and efficient service delivery and to recommend new mechanisms which Buffalo City Municipality can utilise in enforcing public accountability towards eradicating corruption in its institutions in order to encourage sustainable community development through service delivery. The study adopted a case study approach based on a mixed method paradigm where data was collected through a questionnaire, interviews and document analysis. Case studies are normally associated with qualitative research, but can also be used as a method of inquiry employing a positivist epistemology and ontology. A total sample of 50 participants was chosen through a non-probability sampling technique. The major findings of the study reflected that there is a huge break in communication between government and the citizens in the locality while also establishing that the mechanisms currently being used were only as good as the factors influencing their implementation among other issues. Major recommendations included community engagement, capacity building and skills development, retention and expansion, lack of resources, promote individual independence of the community and the enhancement the Public Participation Unit.

- Description: This study sought to do an overview and the role of Public Administration both as an academic discipline and as a discipline in practice. It sought to do a literature analysis of the macroeconomic policies and strategies that the democratic from 1994- 2012 particularly with regards to lowering unemployment and meeting public needs. The literature review on the Freedom Charter and the South African democratic government’s macroeconomic policies namely the RDP, GEAR, ASGISA, New Growth Plan, and the National Development Plan were studied in great detail in this study. Public Finance in terms of the tax revenues collected and public debt servicing costs have contributed to the capacity of the SA government to meet its public needs and social needs including poverty eradication. It identified that the NDP because of its longer term plan approach its goals could be realizable. It identified that the South African democratic government macroeconomic policy has been consistent since 1994 that of belt tightening or fiscal policy that is tight on fiscal spending and monetary policy also has remained the same although different names have been used over the period 1994-2012. The South African democratic government since 1994 has been pursuing austere fiscal policy. This is because it inherited a government that had high public debt and therefore had to prioritise of servicing that debt. That meant that there has been less funds available to spend on public needs as the aspirations of the people when they drafted and adopted in a congress of the ANC the freedom charter in 1955. The South African democratic government through its macroeconomic policy has created a number of positive changes in the country economically and socially that have benefited a lot of the previously marginalized people of South Africa however the macroeconomic objectives of reducing unemployment, growing the economy, increasing exports and lowering inflation still remain a huge challenge in this country. This study concludes that in order to increase revenues to meet public needs government needs to look at increasing its revenue base rather than borrowing the money as that will create the same challenge that it is currently facing hence it adopted the austere fiscal policy.
