The implementation of the back to basics programme by municipalities: a case of Raymond Mhlaba Municipality

- Description: The aim of the study was to investigate the implementation of the Back-to-Basics (B2B) programme in Raymond Mhlaba Municipality. The study used qualitative research design and data was collected using in-depth interviews. The finding of the study revealed that the municipality was able to sufficiently implement the appropriate B2B programme in the community areas. Moreover, the findings identified corruption and mismanagement of funds, improper understanding of the municipality’s IDP and the roles of different government departments, poor communication skills between the municipality ward councillors and the community members, as well as poor service delivery as some of the challenges faced by Raymond Mhlaba Municipality in implementing the Back-To-Basics programmes. Importantly, in respective community areas, the findings revealed that water crises, empty promises and unrealistic/fake promises are some of the negative impacts the community members experienced during the implementation of the B2B programme, which brought little growth and development to the communities. Besides, the findings revealed that the implementation of this programme created employment opportunities for the unemployed youths in the communities. The study, however, concluded that the municipality is not doing enough in the implementation of B2B programme as many communities still complain of poor service delivery. Hence, for effectiveness in the implementation of B2B programme, it is important that the municipality delegates powers to the ward councillors. Furthermore, municipality management needs to refrain from making empty promises to the communities, they must be honest and deliver qualitative services to communities. However, community members should show signs of appreciation to all municipal activities, as well be supportive and ii show lots of interest and willingness attending the municipality’s manifestoes. Finally, the municipality management should ensure transparency, effective communication with the community members, provision of good service delivery, fulfilment of promises, honesty, proper budgetary allocation and spending, effective monitoring and evaluation of the municipal officials, as well as avoiding of nepotism in awarding tenders for the purpose of achieving a smooth running of the municipality.

The researcher observed how assets are verified in the Middledrift Department of Correctional Services, and observed the process of asset reconciliation between Basic Accounting System and Logistical Information System. The sample for this study consisted of 21 respondents (n=21)comprising of the following respondents: the head of correctional centre, head of supply chain management, four employees within the supply chain management section, 10 asset controllers and five sub-asset controllers. The respondents were selected using purposive/judgemental sampling. Data obtained through transcribed in-depth interviews, focus group discussions was transcribed verbatim. The transcribed data as well as data from observations were analysed using opencoding. Emerging codes and patterns were clustered into themes the data was compared within the categories to establish connections in the meanings as well as variations. The results of the ii study suggests that control systems used in asset management at the Middledrift Department of Correctional Services are far from satisfactory. Results reveal lack of adequate training on asset management for officials. The results further indicate that there is a communication barrier between asset controllers and supply chain management officials, which is a challenge for the Middledrift Department of Correctional Services. The researcher recommends that inhouse trainings and workshops on asset management should be provided to ensure that officials in all sections of the department are capacitated on what asset management is all about and that they acquire more knowledge, skills and capacity on how to effectively manage assets of the department. The study also recommends, the need for a directorate for asset management, so that there is a unit dedicated to managing the assets of the department. The study further recommends that communication between officials in the supply chain management unit and asset controllers in the department has to be consistent and strengthened since many processes surrounding asset management rely on the cooperation of multiple officials. This study contributes public administration practise in that it adds to knowledge that can assist public officials to adopt effective and appropriate control systems and procedures in managing public sector assets, to ensure that assets are managed and utilised in the most effective and economical way. The study also identifies gaps in control systems in asset management, thereby providing a basis for further research by other researchers. The study is therefore a significant contribution to theory and practice, it provides guidelines to the public sector and specifically public officials at the Middledrift Department of Correctional Services on ways to improve control systems in asset management.

The main purpose of this study was to assesses teaching and learning strategies in improving Grade 12 results. Teaching and Learning Strategies are defined as activities and methods used to move the learner towards achievement of the learning outcome. Crawford, Alan; 2005:16 views teaching and learning strategy, as an effective instruction, as an interactive process - students learn best when they are engaged, not only with their teacher, but also with one another. The researcher will provide the background and motivation of the study. The problem statement, research questions, research objectives, significance of the study, delimitations of the study, literature review, research methodology, and the conclusion of the study. Poor performance that is displayed by Grade 12 learners in the Eastern Cape has been a trend for the past three years. Well known contributory factor for poor performance is poverty, unemployment, high levels of illiteracy, low levels of management and leadership in schools, constant shortage of teachers with specific reference to critical subjects, learner teacher support material (LTSM) that is not delivered on time school safety, infrastructure, discipline amongst learners, absenteeism of learners, SMT with no well-defined roles, Annual Teaching plans, circulars are available but are not implemented. In other words, lack of support by the stakeholders, management and leadership in schools. This was observed by Solo, 1997: 37 who argues that, the atmosphere at home helps to foster or break school functionality, effects of parental interest in learner academic achievement. The background of the study, the problem statement, objectives, questions and also the objectives of research were fully discussed in chapter one. In chapter two, a research on recent publications in the subject was done. Keywords were: outcomebased education, educator, change, assessment and evaluation. The literature study was done to attain objectives in chapter one and also to provide the theoretical background to evaluate the findings in chapter four. vii Chapter three dealt presents the research methodology, research design, area of study, population, sampling method, purposive sampling method, research sample, data collection procedures, data collection instruments, interviews, observations, ethical considerations.

- Description: The aim of the study was to carry out an assessment of the recruiting and selection processes at KSD Local Municipality in the Eastern Cape Province. The study, also aimed to give recommendations on how organisations can improve their human resource recruitment and selection processes in order to employ and retain quality or highly talented and committed employees, and to offer good service delivery to the people. The recruitment and selection practices at KSD Local Municipality seem to be degenerating. Lack of transparent procedures in the hiring of workers can result in the municipality experiencing a decline in performance and an increase in service delivery protests. Cases of nepotism and corruption in the hiring process has negatively affected the operations of the municipality The study used the quantitative research methods for data collection and analysis. Thus, the questionnaire was used to collect data and the probability sampling method was used to get the respondents. The stratified sampling method was employed in selecting respondents. This study concluded that the hiring procedures at KSD Local Municipality were not good. Good hiring processes improve employee engagement, retain quality workers, reduce employee turnover and service delivery protests, and save time and money. Poor recruitment and selection procedures increase employee turnover, lower employee morale and level of performance, reduce employee confidence in the management and may result in extra costs being incurred. Recommendations have been prepared on how organisations can employ good recruitment and selection practices that promote the employment and retention of quality employees. The municipality should design and implement good and up-to date hiring procedures which are devoid of corruption and nepotism.

- Description: This dissertation sought to review literature on the skills underutilisation in the Eastern Cape Department of Education, a case of Head Office –Zone 6-Zwelitsha. The study intended to delve deeper into the depth of this challenge and understand the effects of this misdeed on the policy implementation in the department. This problem was compounded by the lackadaisical approach to the skills development by the department as it seemed to be employing a shotgun approach to the training and education of its labour-force. The consulted literature pointed to the existence and commonness of the skills underutilisation and its occasioning in reduced outputs and low worker-morale in the workplace. This study played a crucial role in terms of its contribution to the body of knowledge, being a reference point not only for the department of education, nonetheless, for other departments and organisations as well. The study could help the department to rectify its weaknesses and deal with their current challenges of personnel underutilisation. Policy makers and consultants could use the results of this study to formulate policies for their institutions. Lastly, students could also benefit from this study by using it as a source of reference. The qualitative method and case study as a research design employed in the study, semi-structured interviews used as a data collection method, snowballing sampling procedure used. The employees of the Department of Education used as the respondents in the study. The empirical findings in the study revealed the multiplicity of challenges associated with misplacement of qualified personnel in the department which entailed, inter alia, poor implementation of policies, programs and projects, low staff morale, poor delivery of services to the departmental clientele.

The respondents from which data was collected were 18 and a qualitative research approach was used as a main research methodology. The responses obtained were subjected to content analyses. The main findings of the study include; informal traders are uncoordinated, informal traders are faced with challenges which hinder their success, majority of respondents see benefits from informal trading, the informal sector of responds to triple social ills and all respondents started up businesses due to the inability of the formal sector to create job opportunities that are permanent and enough for everyone. In response to the findings about the main recommendation made is the improvement of communication between government and informal trader for the sustainability of municipal programs.

The qualitative research method was used in this study. The case study design was also used. The researcher used the purposive sampling technique to select six community members and four community executives of the Beacon Bay CPF in the East London area. Face-to-face in-depth individual interviews were used to gather in-depth data. The manual method of analysis was used. The researcher analysed the data by capturing the patterns and direct words of the participants who were interviewed through note taking. Themes were drawn from the responses of the participants and analysed. Some of the findings were that: Community members did not know exactly when the CPF was implemented, the CPF was not effective, community members did not attend CPF meetings and had negative attitudes towards CPF, the police worked better with the rich people rather than the poor ones and there were some influences of politics in the CPF. In addition, the resources lacking at the CPF were: SAPS staff, shortage of police stations and insufficient vehicles at the police stations. Furthermore, some police worked hand-iniv hand with the criminals and the repercussions of poor trust between the community and the police included: community members taking the law into their own hands, poor handling of criminal cases, and escalation of crime in the community. Some community members noted the positive effect that the implementation of the community police forum had as they could now engage the police directly on matters relating to crime and how they think such challenges can be addressed. The researcher made some recommendations towards an effective implementation of the Community Police Forum in Beacon Bay in East London.

Literature review was conducted as a secondary source of information and primary information was conducted through sample of 30 respondents which were selected by the Researcher. The respondents were from the most key units of the department of Education Eastern Cape, which are stated in chapter one of the study. The study followed qualitative research approach which included semi-structured questionnaire, observation and document analysis. The findings of the study indicate lack of management and implementation of the code of conduct by the department. They clearly shows, lack of awareness and understanding of the code itself by the general staff members, lack of discipline, poor employee attitude, and unwillingness to improve service delivery and corruption in the department systems. The findings of the study expose lack of understanding of the code of conduct by the civil servants in the Department of Education, Eastern Cape. This can be attributed to lack of induction, orientation and training, in order to understand the importance of the code of conduct. Document analysis revealed that, there was lack of adherence and observation of the department’s established policies, rules, regulations, procedures and flouting of supply chain management processes and corruption in the system which is tantamount to violation of the DPSA code of conduct. These factors all contributed to this department’s failure in achieving clean audit outcomes from the AG during the last term. Department of Basic Education, Eastern Cape Province, received qualified and adverse audit reports between 2009 and 2014 financial years. The study recommends trainings of the department of education officials in the DPSA code of conduct. More vigorous on going ethical training is very crucial in the attempt to promote ethical behaviour, to root out corruption, under performance and vi maladministration activities experienced in this department so as to fast track service delivery to the people of the Province, in the following terms of Government administration going forward.

While community public protests is a democratic right provided for in the Constitution (RSA 1996), the violent nature and persistence thereof at municipal level is a cause for serious concern. The associated violence often results in the destruction of both public and private property, disruptions in economic activities, loss of lives and severe injuries to innocent victims. Since the end of the 5-year of violent community protest in Khutsong in 2009, there has been a surge in post-violent protest recovery processes, reconstruction and service delivery operations. Despite the expertise and funding since 2009, external driven operations have not led to lasting peace and stability, establishment of functioning institutions, eradication of poverty, livelihood improvements, or economic reconstruction and development in the violence-torn municipality. All too often, programmes, policies and solutions were designed and imposed by external actors either because they had worked elsewhere or they were influenced by the political and economic interests of powerful politicians. Furthermore, external actors have tended to assume that local approaches based on the liberal peace framework would be successful wherever its implemented, while ignoring local communities, contexts and knowledge. This exploratory qualitative study based on the Merafong City Local Municipality critically explores and assesses the impact of community engagement during post-violent recovery processes. Moreover, it endeavours to comprehend the strengths and shortcomings of this approach and provide recommendations for future improvement. This is important since socio-economic recovery and economic development are crucial for lasting stability and peace in post-war countries.

The entire research process was guided by the above research objectives and questions that strive to assess the outcomes of the effects of an amalgamation on organisational culture in Raymond Mhlaba. The study involved a qualitative research approach, and interviews were conducted for the administrative employees of the municipality. The findings of the study identified that the municipal amalgamation has negative effects on organisational culture, especially at the beginning of the amalgamation. The study established that there are many factors that led to the negative effect of an amalgamation on organisational culture, such as lack of management communication, consultation and planning strategies, preferential treatment, conflict and confusion, service delivery and failure to provide change management interventions. The study also revealed that the amalgamation came with better opportunities in terms of salary scales as the municipality is be more capacitated. These factors can be prevented to ensure the success of amalgamations in Local Government. - Description: The issue of housing in South Africa presents a challenge confronting many citizens. As such, this dissertation seeks to identify the challenges faced by the Buffalo City Metropolitan Municipality in its implementation of the RDP Housing Scheme, to assess how the housing challenges in the BCMM differ from those in other municipalities, to identify the measures taken by the Buffalo City Metropolitan Municipality to address the challenges encountered in the implementation of the RDP Housing Scheme and to give possible recommendations that address the challenges encountered in the implementation of the RDP Housing Scheme in BCMM. The study makes use of qualitative research in the form of in-depth interviews, focus group discussions, observations and relevant secondary literature to collect data from the Buffalo City Metropolitan Municipality and from citizens residing in Amalinda and Scenery Park RDP houses. The findings of the study show that the majority of the occupants of RDP houses in both Amalinda and Scenery Park are not satisfied with the quality of the houses mainly in terms of their sizes and space. The government has limited resources and is not able to provide enough good quality houses to the applicant’s needs. In addition, the study reveals that there are bureaucratic (red tape) delays in the implementation of the RDP and that the government does not work together with or consult with the beneficiaries of the RDP Housing scheme sufficiently. The study was anchored in the Neo-institutional and the growth pole theory. As to recommendations, the study has recommended that the government address the still extant barriers intiated by the apartheid government, by allowing public participation in the implementation of the RDP housing scheme and ensuring that effective screening measures be used to eligible RDP housing occupants.

A critical assessment of the oversight role of committees of parliament : a case of the Portfolio Committee of Public Works National Parliament in South Africa 2010 - 2015

The Portfolio Committee on Public Works has an overarching oversight role over all infrastructural and maintenance services rendered by the Department of Public Works. The Department of Public Works fulfils a pivotal function in the infrastructural and maintenance service rendition to all departments in the executive. This function overlaps on provincial and local government spheres. The researcher dwells much on the capacity and competency of members of portfolio committees and support staff in their use of oversight tools, inclusive of the Theory of Change, Monitoring and Evaluation, Budget Cycle Model, Public Sector Oversight Model and Logical Framework when conducting oversight within a financial year. The critical point that was noted was the inadequate time allocated by the Joint Programme Committee for committee oversight and the inadequate capacity of members and support to apply the instruments designed for effective and efficient oversight. The dearth of application of appropriate instruments for oversight is exacerbated by the proliferation of executive government departments, which stretches the work of the Portfolio Committee of Public Works without stretching the resources. The research methodology used included data collection using questionnaires and interviews as instruments for assessment. Questionnaires were distributed to all Whips of all parties in Parliament. A sample size was measured from the total number of members of Parliament less ministers and their deputies and officials. The sample was fifty members. After analysis of the data, it transpired that the responses on the questionnaires gave a convincing result confirming some assumptions that triggered the research. The researcher arrived at conclusions and thereafter suggested recommendations. The research reflected on weaknesses and achievements of the portfolio committees in their oversight role and stressed the importance of the application and use of oversight-related tools and models in order to achieve best practices for developmental results.

The dependant variable in the research was the school performance and the independent variable is the good leadership. The questionnaire was analysed quantitatively from a total key respondent of 45 leaders in the different schools.15 school educational leaders were interviewed and analysed qualitatively using thematic analysis. Research findings indicated that there is still male domination in school leadership positions over females. The leadership composition is 53percent males and 47percent females in Eastern Cape. School leadership positions are, in general, held by long serving members who are former teachers with a higher degree of seniority than the young school leaders. This is typical of traditional Xhosa societies dominated by elders in decision making. 73percent of the responses show a democratic leadership style when investigating how school leaders manage schools. The second most common leadership style is situational at 66percent, and the least prevalent management style is autocratic, which includes less than 10percent of the respondents. 60percent of the schools are performing and 40percent are underperforming, but overall there is good leadership in schools despite very poor results evidenced in the past 5 years. The research shows a strong correlation between the schools that had good performance and those that had good leadership in which the dominant leadership style was 'bureaucratic' and 'situational'. The schools that had poor results that were underperforming also showed trends of poor leadership.

As much as the awarded fiscal resources have been critical for improving the quality of learning and education as well as the performance of schools, there are still often inhibitors that affect the extent to which such fiscal packages are able to induce achievement of the desired educational outcomes. Thematic analysis of the interview findings revealed the limitations undermining the extent to which the allocated fiscal resources are able to influence the achievement of the desired positive educational outcomes and these are linked to poor school financial management, poor planning and budgeting, poor school governance and corruption and theft of funds. The other limitations that mar the effective performance of certain schools to achieve the desired educational outcomes were also noted to arise from the shortage of teachers for critical subjects, poor motivation of teachers in rural areas, poor learners’ welfare and poor infrastructure. To respond to these challenges, it is argued that the OR Tambo District Department of Education must develop special fiscal packages for teachers in the rural areas, develop special fiscal packages for teachers of special subjects such as science and mathematics, invest in the educational infrastructure and facilities, and proactively develop school managers. Future research can explore a framework for monitoring and evaluation of the effects of educational fiscal grants on the performance of schools and learners.

One of the primary aims for the transformation of the education system was to provide quality education to all the children of the Republic of South Africa. The School Management Teams (SMTs) were introduced in order to increase accountability within a transformed education system. The aim of the study was to investigate the role of SMTs in ensuring quality education, with the aim of finding sustainable ways of improving the quality of education at the Iqonce high school at the Iqonce high school and the department of Education in the Eastern Cape Province. The objectives of the study were: a) To assess the role played by SMT in enhancing quality education at Iqonce high school in King Williams Town. b) To assess the role played by SMTs in enhancing quality education. c) To assess the challenges faced by the SMT in managing quality education and the functionality of the school. d) To identify training needs for SMTs to operate in their full capacity educational leadership and management. e) To explore an alternative policy framework that will help the SMTs in enhancing quality education. A qualitative research approach was employed and included an interview guide. Participants included four (4) SMT members, six (6) educators and six (6) parents drawn from the SGB of the Iqonce high school in the Buffalo City Metro Education District. Research findings indicated that the Eastern Cape Department of Education (ECDoE) does not fully support the SMT members at Iqonce high school in their role of ensuring quality education. The study made numerous recommendations which included training of SMT members on how to manage the school. The ECDoE must work very closely with SMT members at Iqonce high school, also listens to their concerns. The teachers must understand that in order for SMTs to work effectively they need their support, even other stakeholders must support SMTs. There needs to be sound annual plans with targets that show how the annual target will be achieved.

- Description: This study involved evaluating the extent to which universal access to quality grade R was realised by 2012 in Cofimvaba education district in the Eastern Cape Province. The evaluation was done through the implementation of goal 11 of the Education Sector Strategy - the Action Plan to 2014, revised to 2019. It further sought to find out whether universal access to grade R occurred to all learners who registered for grade 1 and whether the quality of grade R had improved between 2010 and 2012 in Cofimvaba education district. Improving the quality of grade R in this study included an assessment of the level of qualification of grade R practitioners and an improvement of the quality of grade R tuition through the use of textbooks, workbooks and resource packs supplied to grade R by the Department of Basic Education (DBE). The study used both the qualitative and quantitative methods. Questionnaires were used as data collection methods from grade R practitioners and grade 1 teachers. The respondents in this study consisted of twelve grade R practitioners, ten grade 1 teachers and two officials from Cofimvaba district office. The findings of this study revealed that the universal access to grade R, calculated from grade 1 learners who received formal grade R, was not achieved over the three-year period 2010-2012; albeit the target of grade 1 learners who should have received formal grade R by 2012 was a mere 50 percent. The percentage of grade R learners who received access to the required textbooks fell below the expected target of 100 percent. Although 77.61 percent does not signify bad performance, the non-attainment of 100 percent access to the required textbooks could not be acceptable because the absence of textbooks meant that effective teaching and learning could not have taken place. However, these findings uncovered that the supplied textbooks and workbooks were high quality learning and teaching materials. The findings also uncovered that the ECD-grade R practitioners, at the time, had the necessary work experience and limited qualifications as a means to teach the grade R classes. A pressing matter for the Department was the improvement of conditions of service for practitioners; their professionalisation as well as further improvement of their qualifications. It was revealed, through this study, that there was a slight improvement in the universal access to grade R; however, the quality of grade R still needed attention especially in so far as the provision of suitably qualified practitioners is concerned.
