- Description: The provision of housing is a developmental practice and development cannot prevail without public participation. This is echoed in the Manila Declaration on People‟s Participation and Sustainable Development, 1989 as follows, “Public participation is an essential part of human growth that is the development of self-confidence, pride, initiative, responsibility, cooperation. Without such development within the people themselves, all efforts to alleviate their poverty will be immensely more difficult, if not impossible” (Burkey, 1993:56). Housing provision plays a vital role in meeting basic needs; dwellings provide the security required for basic functioning and are thus essential for both human development and the alleviation of poverty. South Africa has one of the most progressive constitutions in the world. It includes the municipal legislative framework that provides for community participation in decision-making at municipal level. However, in practice, citizens have had little experience of this, which is particularly relevant in contexts of severe poverty and failure by the state to provide basic services. This case study demonstrates the challenges faced by the Centre for Public Participation (CPP), a national NGO, when working to influence central government policy on citizen participation. It also explores the role and influence of international donors in promoting this agenda. From the literature review, it was evident that service delivery is essential in the communities, and, as such, government departments and municipalities have a critical role to play. In order to achieve this goal, an interview was conducted with various interviewees. The participants ranged from the youth to the elderly citizens in the community as well as government officials. The main patterns that emerged from the collected data related to the dissatisfaction of the community about the lack of consultation. It would be advisable for government, especially municipalities, to take cognizance of the results and concerns, in an effort to improve and ensure the effective service delivery, as stipulated in the Reconstruction and Development Programme (RDP) document.

- Description: The purpose of this study was to investigate the role played by records management in an organisation. The primary question that was explored was whether the management of records receives the attention it deserves at the Amathole District Municipality. In order to achieve the research objectives, an in-depth literature study was undertaken. A survey was also conducted to examine the current records management practices at ADM and the data was collected by means of self-administered questionnaires. The literature study proved the hypothesis to be correct, which stated that effective records management plays a significant role in the effective administration of an organization. The empirical study revealed that the records management function is not receiving the attention it deserves at ADM. Even though participants acknowledged the importance of records management in the decision-making process, strategic planning process (Integrated Development Plan), the realisation of the Batho Pele Principles and the overall performance of ADM, it was evident that ignorance was displayed with regard to the management of records. It has been discovered that Amathole District Municipality has a good Records Management Policy, Procedure manual and File Plan, but adherence to these policies should be continuously monitored. Regular training has been identified as one of the areas on which ADM should apply its focus to ensure sound records management. Recommendations were made within the context of empirical survey findings and the regulatory framework for records management. To improve the current records management practices at ADM, it has been recommended that the records management function be incorporated into the organisation-wide strategic plans and that records management forms part of the key performance areas of senior managers.

In terms of the White Paper on Local Government (1998:4), developmental local government promotes a system that centres on working with local communities to find sustainable ways to meet their needs and improve the quality of their lives. The study on that basis examines the nature and extent to which wards 29 and 32 committees enhanced basic service delivery within BCM. The study is premised on the assumptions that: The involvement of party-elected Councillors in ward committees inhibits members of ward committees from playing an active role in their communities; Ward committees are not clearly communicating municipality programmes to their communities; BCM is biased in favour of urban wards in service delivery; If the committees of wards 29 and 32 were given more powers to play a much wider role in providing leadership and make decisions in their communities (being elevated from an advisory role to ward management structures), they would make an impact in enhancing basic service delivery; and, With additional decision-making powers ward committees could play a more effective role in local government matters. The perceived slow pace of service delivery by municipalities has resulted in growing impatience and dissatisfaction, in particular among poor communities. This has been demonstrated by the spontaneous protests and unrests directed at municipalities that have been taking place nationally since 2003. The uprisings explain two aspects, namely local government is considered by communities to be the delivery arm of government in South Africa and poor communities feel betrayed because their active participation in government-provided spaces for participation such as municipal elections, ward committees and IDPs did not yield the result of promised development (Theron, 2008:36). iv The study employed the qualitative research design using an interview survey as a method of data collection and the reviewing of existing study material and documents to test the validity of the afore-mentioned assumptions. Lastly, with the aim of assisting BCM in nurturing the potential of ward committees operating in its area of jurisdiction, the following recommendations based on the findings of the study are made: BCM considers subjecting ward committees to structured formal and accredited training; BCM delivers services in a legally compliant manner; BCM delegates sufficient powers to ward committees; Ward committees be trained together with officials that drive the CBP process when BCM starts implementing the process; and, BCM provides support to ward committees.

- Description: This study investigated the effectiveness of Ward Committees in co-ordinating and facilitating authentic public participation processes at local government levels. This study focused specifically on the Knysna Local Municipality. Before 1994 the majority of South Africans had never had the vote, and therefore, had not had the opportunity of participating in South Africa’s governance and administration (Hilliard and Kemp, 1999:40). In this governance system, local government was the lowest tier of government in a strict hierarchical structure; and it had no constitutional standing of its own, but derived its powers from the two superior tiers of government, namely national and provincial. The local government elections of 5 December 2000 in South Africa provided municipalities with a historic opportunity to transform local government to meet the needs of the country for the next century. The local government transformation process (in tandem with the demarcation process that established the new municipal boundaries) introduced more developmental responsibilities to municipalities. In addition, this further implied that local government became an autonomous sphere of government with its own original powers and a broad developmental mandate. This had profound implications for local governance. An important element of the current local government system is the promotion of local democracy and participation in local governance. Public participation is an integral part of local democracy and is a legislative requirement for the local community to be drawn into the v municipal processes through inter alia: Integrated Development Planning (IDP), budgeting, performance management and Ward Committees. Although the ‘old’ South African local government system did not have an extensive history in ensuring a culture of actively engaging communities in developmental issues, the IDP under a Developmental Local Government (DLG) system now presents a framework through which such a culture can be established. The Ward Committees in particular, play a critical role in linking community needs with municipal planning processes. In South African local government the commitment to public participation is reflected in a host of laws and policy documents (namely the Local Government: Municipal Systems Act 2000 (Act 32 of 2000), Local Government: Municipal Structures Act 1998 (Act 117 of 1998), the Constitution of the Republic of South Africa , 1996). These laws and policies are intended to be realised through development initiatives that require formal participatory processes and institutions in local governance. Since 2001 Ward Committees have emerged as a key institutional mechanism intended to contribute towards bringing about people-centred, participatory and democratic local governance. The rationale for Ward Committees is to supplement the roles of the elected Ward Councillors by creating a link between communities and the political and administrative structures of municipalities. These Ward Committees have been established in the majority of wards in municipalities across the country in line with the vi requirements of the Local Government: Municipal Structures Act,1998 (Act 117 of 1998) which stipulates that: Only metropolitan and local municipalities of certain types may have Ward Committees. The main objective of the study was to investigate the overall functioning of Ward Committees within the Knysna Local Municipality and to determine their impact on democratic local governance thus far. The study will carry out an investigation into the effectiveness of Ward Committees: whether they are useful conduits for public participation in local governance; whether they are inherently capable of playing the critical role expected of them; and whether they actually create opportunities for real power-sharing between the Knysna Local Municipality and its communities. The study’s main objective stated above was achieved by breaking it down into realisable objectives, namely: • A brief background of the Knysna Local Municipality, and in particular, an outline of its institutional arrangements and its Ward Committees in general. • An evaluation of the theoretical and legislative framework of public participation and the Ward Committee System in local government. • An analysis of the practical performance of Ward Committees in the Knysna Local Municipality and to provide a research report on the empirical findings. • Recommendations aimed at improving the effectiveness of Ward Committees at local government levels in general, and in particular, in the Knysna Local Municipality. The hypothetical position of this study was that the maximum utilisation of Ward Committees as a means for public participation processes at local government levels, specifically in the Knysna Local Municipality, could improve communication between local municipalities and the public. Furthermore, this would also contribute towards the speedy delivery of services to communities, as Ward Committees could serve as the Local Municipality’s strategic partners in Council’s projects. Ward Committees should therefore be utilised to enhance a constructive interaction between a municipality and its local community. This position was premised on the fact that authentic and empowering participation can be established at local government levels if Ward Committees act as a foundation for development and Ward Committee Members as development change agents in their respective wards

Assessing challenges of corruption in the Eastern Cape Department of Education

- Description: In the new dispensation, there are many challenges, especially concerning corruption. In this regard, the Eastern Cape is viewed as the most affected province, with the Department of Education identified as culprit number one engaging in corrupt activities. There are a number of contributing factors, as attributed in the study, but most prevalent among these is the vastness of the department, with fewer personnel and less capacity. Challenges of corruption in the Department of Education are perpetrated mainly by the civil servants. This study, researched the challenges of corruption in the Department of Education in the Eastern Cape, in particular by focusing on both the achievements and the limitations that have been experienced; and indeed, there are still numerous issues to be addressed and accomplished. The research, therefore, has been significant in that it touched on critical issues, such as, the public sector in general, which is corrupt. Misappropriation of public resources and corruption immersed the nation, as a whole, into a greater challenge rather than focusing on service delivery issues. There are situations, within the department, where the majority of senior officials, who may be in possession of valuable information, are always under suspension. In all the financial years the Department of Education existed, it always obtained disclaimer or adverse reports from the Office of Auditor-General (AG), despite numerous attempts and interventions by the AG‟s office and the Provincial Treasury to rectify the situation. There are also serious challenges of leadership crises in the Department of Education, both administratively and politically. During the research, that is, between the 2008 and 2010 financial years, there has been no permanent Head of Department; people were only acting in the capacity. vi Even those seconded from national education, could not finish the designated term, because of pressure mainly from the unions.

- Description: In the new dispensation, there are many challenges, especially concerning corruption. In this regard, the Eastern Cape is viewed as the most affected province, with the Department of Education identified as culprit number one engaging in corrupt activities. There are a number of contributing factors, as attributed in the study, but most prevalent among these is the vastness of the department, with fewer personnel and less capacity. Challenges of corruption in the Department of Education are perpetrated mainly by the civil servants. This study, researched the challenges of corruption in the Department of Education in the Eastern Cape, in particular by focusing on both the achievements and the limitations that have been experienced; and indeed, there are still numerous issues to be addressed and accomplished. The research, therefore, has been significant in that it touched on critical issues, such as, the public sector in general, which is corrupt. Misappropriation of public resources and corruption immersed the nation, as a whole, into a greater challenge rather than focusing on service delivery issues. There are situations, within the department, where the majority of senior officials, who may be in possession of valuable information, are always under suspension. In all the financial years the Department of Education existed, it always obtained disclaimer or adverse reports from the Office of Auditor-General (AG), despite numerous attempts and interventions by the AG‟s office and the Provincial Treasury to rectify the situation. There are also serious challenges of leadership crises in the Department of Education, both administratively and politically. During the research, that is, between the 2008 and 2010 financial years, there has been no permanent Head of Department; people were only acting in the capacity. vi Even those seconded from national education, could not finish the designated term, because of pressure mainly from the unions.

The assumptions from which the study moved were largely confirmed by the respondents. The recommendations which the researcher proposes to mitigate the challenges are informed by her own experience as well as the responses which were elicited from the respondents. While the study does contribute in a way to the body of knowledge, it is cautioned in the concluding chapter that recommendations made must be considered with this caution in mind as the study was limited to a specific environment – the OR Tambo District Health Municipality.

- Description: The rural areas of Amathole district municipality continue to experience difficulty in accessing water services. The people experience problems despite the fact that the Amathole district municipality, since 2003 has been made a water service authority in its municipal area, which consists of eight local municipalities, namely; Mnquma, Mbashe, Nkonkobe, Amahlathi, Great Kei, Ngqushwa, Nxuba, and Buffalo City. With the water service authority powers devolved from national government to the district municipalities the intention was to speed service delivery. This study investigates the causes of the delays in water service delivery experienced in rural areas of this district municipality. The Buffalo City local municipality is excluded in the study because Buffalo City has as well been given the responsibility of being the water service authority in its municipal area. This study used the questionnaires as data collection tool, and it was distributed to these respondents; chief officials, councilors, and citizens. Due to vastness of the target population sampling was used to reduce the bulkiness of the data. The questionnaire content is based on the phases of the systems theory to see if the policy making processes of the Amathole district municipality are carried out in accordance with the systems theory. The study has found that the citizens are not adequately involved in all the policy processes including the policy analysis and evaluation. This has been found to be a contributory factor in the ineffectiveness of the municipality water service delivery.The spheres of government that operate in silos compromised policy analysis and evaluation of the municipality, and disjuncture of the delivery programs of the spheres and state enterprises caused a huge service delivery challenges for this municipality. The study has confirmed that the Amathole district municipality is experiencing problems, delays, and challenges that make it to be ineffective as a water service authority.

- Description: This study examines the experiences of the school management teams and educators of the Isibane Circuit in the Queenstown District, regarding the implementation of an Integrated Quality Management System (IQMS) policy at school level. Following an agreement reached in 2003 between the South African Education Department and the major teacher organisations in this country, the IQMS was scheduled to be implemented in public schools from 2004. Two major challenges are identified and explained: accountability and development of human resources, as well as contradictions between internal and external evaluations. The study also elaborates on the changes in the educational history from the apartheid system to the democratic system of education. Nine schools participated in the study (two secondary schools and seven primary schools). These schools were purposely selected due to the fact that they had started implementing the IQMS policy, which was the main criterion for selection. Semi-structured interviews were used to gather data from principals, Heads of Departments as well as post-level one educators concerning their experiences of the IQMS implementation. The findings indicated that while the IQMS policy was good on paper, it was extremely difficult to implement. Issues of honesty and trust were at the root of difficulties that made the IQMS implementation challenging. The participants‟ understanding of IQMS was that it was intended for the provision of quality education and development.

- Description: This study seeks to generate a model that will give rise to improved working relations between the management of the Eastern Cape Provincial Legislature and NEHAWU. In the community of the Eastern Cape Provincial Legislature there are perceptions that management and NEHAWU do not trust each other. Based on the above, the main aim of the study therefore is to investigate the truth or falsehood of the perceptions mentioned above and to generate a model. As Punch (1993:37) explains, the researcher provides the hypothesis which is the predicted answer to the research question or problem identified in the study. The formulated hypothesis in this study is that “the application of a model to improve working relations will result in improved working relations between management of the Eastern Cape Provincial Legislature and NEHAWU”. Findings revealed in the answers received from respondents prove the accuracy of the hypothesis. The methodological framework used in this investigation is the qualitative research. Winberg (1997:411) states that in using the qualitative research approach, the researcher looks at people within a specific context. An appropriate research design selected for this research project is the empirical study that utilises the primary data sourced through a survey. A v survey has been conducted targeting different respondents in the legislature community. Findings reveal that in order to improve working relations an enabling environment in the ECPL should be created. Effective and user friendly systems and standard operating procedures should be put in place. Findings also reveal that interaction between management and the union takes place mainly around bargaining issues. Managament and NEHAWU do not trust each other and as a result of that relations are poor. Again, findings reveal a strong support by management and NEHAWU for the development of a “model to improve relations between management of the Eastern Cape Provincial Legislature and NEHAWU”. After analysing and interpreting the findings, the study recommends a model that will help improve working relations between management and NEHAWU. The proposed integrated model deals with institutional strategy that is informed by national policies and legislations, structure (inclusive of MPLs, management and the labour union), systems and standard operating procedures and cultural re-invigoration. Central to this model is an effort to build a team with a common purpose. The model recognises the importance of inter-relation and inter-dependency of its various elements in order to build a successful organization and to cultivate good corporate governance.

- Description: The South African Department of Health, like the health departments of many other countries, has reviewed its policies to focus on the delivery of comprehensive Primary Health Care (PHC). The South African health care sector is undergoing major restructuring in an attempt to address the inadequacies resulting from the fragmentation and duplication of health services in apartheid South Africa. Following this restructuring, the decentralisation to health services has been adopted as the model for both the governance and management of health issues (Department of Health, 2002:7). Before 1994, local government health departments were rendering certain primary health care services in terms of the Health Act 63 of 1977. Post 1994, the Constitution of the Republic of South Africa 1996 (Act 108 of 1996) classified primary health care as a provincial function. Based on this classification, primary health care services in South Africa are now being provided by two authorities, namely local government and provincial government, in the same community. Thus, in the Nelson Mandela Bay Municipality District, primary health care services are rendered by two authorities, namely the Nelson Mandela Bay Municipality and the Nelson Mandela Health District of the Eastern Cape Department of Health. This will be resolved only once a unified, single integrated health service has been established. This study was undertaken to explore and describe the views of health practitioners with respect to the location of primary health care within the Nelson Mandela Bay Municipality District. The research design of this study was a quantitative, explorative, descriptive survey. Healthcare practitioners, like management, doctors and nurses, were asked to respond to a structured questionnaire. The findings of the study indicate that while health practitioners may hold diverse views on where primary health care should be located, they agree that a unified, single PHC authority would be desirable. Although primary health care is a combination of task-orientated basic health services and the process of community development, it is important that the authority of choice should ensure the highest possible quality through an integrated process, taking into account local needs. The recommendations made by the researcher on the conclusion of this study cover the principles on which a successful strategy for implementing primary health care should be based, including the need to create sustainable communities. It is hoped that the recommendations offered, will contribute to the more effective and efficient implementation of comprehensive primary health care services in Nelson Mandela Bay and also elsewhere in South African local government.

- Description: The South African Department of Health, like the health departments of many other countries, has reviewed its policies to focus on the delivery of comprehensive Primary Health Care (PHC). The South African health care sector is undergoing major restructuring in an attempt to address the inadequacies resulting from the fragmentation and duplication of health services in apartheid South Africa. Following this restructuring, the decentralisation to health services has been adopted as the model for both the governance and management of health issues (Department of Health, 2002:7). Before 1994, local government health departments were rendering certain primary health care services in terms of the Health Act 63 of 1977. Post 1994, the Constitution of the Republic of South Africa 1996 (Act 108 of 1996) classified primary health care as a provincial function. Based on this classification, primary health care services in South Africa are now being provided by two authorities, namely local government and provincial government, in the same community. Thus, in the Nelson Mandela Bay Municipality District, primary health care services are rendered by two authorities, namely the Nelson Mandela Bay Municipality and the Nelson Mandela Health District of the Eastern Cape Department of Health. They need to work cooperatively together in achieving unity of purpose, unity of effort as well as unity of action towards the realization of the objectives of government, that of rendering of public services. Thirty four respondents composed of mayors in Amathole District Municipality and Buffalo City Local Municipality, municipal managers for the respective municipalities, portfolio heads for health and social development services in the respective municipalities as well as two councillors, one in each municipality, were given questionnaires to complete. Also given questionnaires to complete were the political office bearers of the Provincial Department of Health and the Provincial Department of Social Development as well as respective Heads of the two departments. Again, officials of the five decentralized offices of the Provincial Department of Health and the Department of Social Development namely, Mbashe, Mnquma, Buffalo City, (v) Amahlathi and Nkonkobe, were given questionnaires to complete. The intentions of the study were to determine the effectiveness in coordinating the rendering of health and social development services between the Provincial Authority, the district as well as local municipalities in the Eastern Cape. Also, the intention was to determine the problem areas in the coordination of the health and social development services rendered by the above authorities. Lastly, the intention was to ascertain whether or not proper measures and standards are put in place for the effective coordination of health and social development services rendered by the above authorities. The findings of the study confirmed firstly, that there is a need to coordinate decentralised health and social development services with similar services rendered by district and local municipalities as well as other role players. Secondly, the study confirmed that departments and municipalities experience problems of coordinating decentralised health and social development services. Thirdly, the study confirmed that there are measures in place to coordinate decentralised health and social development services with similar services rendered by municipalities and other role players. Lastly, the study confirmed, that such measures are not properly defined and need to be strengthened.

In adherence to national legislation, such as the Local Government: Municipal Structures Act 117 (Act117 of 1998) and the Local Government: Municipal Systems Act 2000 (Act 32 of 2000) Nkonkobe Local Municipality established advisory structures in the form of ward committees throughout its area of jurisdiction to advise the municipal council on any matter within the council’s competence. As a representative structure of the community the ward committee is expected to serve as a link between the council and the community and for this purpose articulates community needs and aspirations to better the living standards of the community. Despite the stated objectives of ward committees, the Middledrift area has been identified by Nkonkobe Local Municipality IDP: 2007-2012 as the poorest area in Nkonkobe municipality with backlogs in infrastructure and service delivery. This study evaluates the extent at which the Middledrift ward committee (Ward 16) is enhancing service delivery in its area of jurisdiction.

- Description: Nursing lecturers are faced with the challenge to adapt their teaching styles and attitudes to accommodate the new nursing student that enters the nursing field. These students have expectations and demands which differ highly from past students. Another challenge for lecturers is the demands of a nursing curriculum. The students that commenced with the four year course during 2005 at the Port Elizabeth Nursing Campus experienced negativity with regards to their training. The objectives of the study are to explore and describe the training experiences of the fourth year student nurses of the Port Elizabeth Nursing Campus and to co-construct guidelines to assist nursing lecturers to gauge the understanding of students during their four years of nursing training. The participants used for the study were all fourth year nursing students. They had positive and negative experiences of their training during the four years. The negative experiences related to the demands of the curriculum, lecturers’ poor subject knowledge and insufficient material resources needed for their studies. Regardless of the negativity experienced, students encountered positivity with regards to lecturers’ attitudes. The researcher focused on a qualitative study using an explorative, descriptive, contextual and phenomenological approach. A semi-structured approach was adopted to obtain data. Once consent was obtained from the relevant authorities, four fourth year nursing students were interviewed. The interviews were conducted by an independent role-player within the Department of Health to ensure an unbiased approach. Guba’s model was used to assess trustworthiness and data was analysed. Ethical considerations were ensured throughout the research process. Themes and sub-themes were identified. Based on the research findings, guidelines were co-constructed to assist nursing lecturers to better understand nursing students during their training. The findings of the study will be brought to the attention of nursing lecturers and management personnel of the campus. It was concluded that nursing students need to be consulted on issues concerning their training and development before implementation, and that they be respected and cared for as students based on their human rights.

It was clear from the findings that the management and the MPL, who are decision makers of the institution, have a very shallow knowledge of the disability policies and regulations. There is a disability strategy which was made for all the legislatures and National Parliament; however the strategy has not been implemented in ECPL. The institution has to create a special programs unit that will promote equality in line with the Bill of Rights which enshrines the rights of all people in the country and affirms the democratic values of human dignity, equality and freedom. The recommendations that were made included education and awareness programs and compliance with regulations like the Employment Equity Act that seeks to unsure that the employment equity targets are met.

- Description: The aim of this study was to investigate the alignment of human resources with the strategic plan at Emalahleni Local Municipality in Chris Hani District Municipality, Eastern Cape. The alignment of the human resources plan with the strategic plan is the requirement for inclusive integrated planning legislated in local government acts. The research in this area does not investigate the alignment of the human resources plan with the strategic plan especially in Eastern Cape local government. Integrated planning which is inclusive of human resource development and performance management is a legal requirement legislated in the Local Government Municipal Systems Act no. 32 of 2000. From the literature review it was evident that it is essential for organisations to have a clear vision and measurable specific attainable time-bound objectives which could transpire into measurable performance standards. For achievement of the strategic objectives human resource planning of the organisation has to be informed by the objectives of the organisation so that there can be a relationship between the employees and the business in which they are employed. The literature raised the importance of the involvement of the human resource manager and employees in general in the development of human resource strategy and strategy planning in the organisation and the performance of the organisation. A combination of the qualitative and quantitative approaches was used to achieve the objectives of evaluation research used as the research design in the study. A document study, interviews, and questionnaires were used to investigate the alignment studied. The participants were employees ranging from managers to lowest-level employees. The main patterns that emerged from collected data were the lack of clear strategic objectives, lack of alignment of the strategic plan and human resources, the lack of human resource strategy and development, and performance management systems. Emalahleni Local Municipality was then advised to review and reconceptualise its strategy plan to contain objectives which were clear, specific and measurable, and strategic objectives to include a human resource strategy for human resource alignment with the strategic plan. Such alignment could lead to integrated planning which could be measured to evaluate failure or success in the achievement of the strategic objectives.

- Description: The aim of this study was to investigate the alignment of human resources with the strategic plan at Emalahleni Local Municipality in Chris Hani District Municipality, Eastern Cape. The alignment of the human resources plan with the strategic plan is the requirement for inclusive integrated planning legislated in local government acts. The research in this area does not investigate the alignment of the human resources plan with the strategic plan especially in Eastern Cape local government. Integrated planning which is inclusive of human resource development and performance management is a legal requirement legislated in the Local Government Municipal Systems Act no. 32 of 2000. From the literature review it was evident that it is essential for organisations to have a clear vision and measurable specific attainable time-bound objectives which could transpire into measurable performance standards. For achievement of the strategic objectives human resource planning of the organisation has to be informed by the objectives of the organisation so that there can be a relationship between the employees and the business in which they are employed. The literature raised the importance of the involvement of the human resource manager and employees in general in the development of human resource strategy and strategy planning in the organisation and the performance of the organisation. The study has investigated housing delivery at Nyandeni local municipality with reference to the Extension 4 Housing Project in Ngqeleni. The investigation indicates that there are serious challenges facing housing delivery. Hence the beneficiaries of the project could not get their houses in time and the project could not be completed within the scheduled period.

- Description: As part of the on going financial management reforms, the South African Government introduced the Supply Chain Management (SCM) Framework. Since 2004, The Eastern Cape Provincial Government embarked on a process of ensuring that procurement reforms wrought by the advent of SCM are seamlessly ushered in. Information Technology (IT) and systems are a sine qua non in supporting the implementation of the SCM Framework. However, IT does not operate in a vacuum. Many other factors complement, supplement and influence the objectives sought through the use of Information Technology and systems. It is the confluence of this factors that eventually will determine that success or failure of using technology to support procurement reforms in government. The research investigates the factors affecting the success of the Information systems underlying SCM in the Eastern Cape Provincial government. Data for the research was gathered using a questionnaire administered to all Eastern Cape Provincial Government departments. The research borrows from Heeks’ ITPOSMO model in assessing SCM and Information Systems structures and processes and gauging their state of readiness to embrace procurement reforms envisaged through the SCM Framework. Because of the importance of having a strong IT functional unit in any government department, the study highlights IT issues that typically confront IT managers, especially in the public sector. Heeks’ ITPOSMO model emerges as a sufficient framework for identifying gaps that currently exist between the reality and perceptions on the readiness of IT to adequately support government procurement reforms. The dissertation concludes that the success of the system is dependent not only on the technological component of the system, but also on other factors.
