This has been the trend, despite the commitment made by the Executive Mayor in April 2012 to the then Auditor-General, Mr Nombembe, that the leadership of the municipality would deliver a clean audit outcome by 30 June 2013. This scenario is replicated in the local municipalities within the district. Two of the district municipalities have for the past three consecutive years been receiving a disclaimer audit opinion. In one of the municipalities, this trend changed; and this municipality received an unqualified audit opinion for two consecutive years; while in the third year, it received a qualified audit opinion. The stagnation and regression in the audit outcomes of these municipalities may be as a result of either the non-implementation of audit-action plans to address the previous year’s audit findings; or there could be other factors resulting in the above scenario. The main objective of this study is to investigate whether the utilisation of the Auditor-General’s reports improve the audit outcomes in selected municipalities within Amathole District Municipality for the period 01 July 2006 to 30 June 2015.

- Description: The phenomena that we collectively refer to as “play” form a significant part of life at numerous levels. According to the play scholar, Johan Huizinga, play has not only been part of all human societies, it is also at the root of the development of numerous cultural activities, including structured games and sports, certain judicial and legal activities, war, and numerous forms of art. Despite its importance, play, with its various manifestations, is often relegated to being a children’s activity or an occasion of pure waste, and is a surprisingly marginalized topic in academic scholarship. In part to remedy this deficit, my aim in this thesis is to explore the comparatively new phenomenon of video games as a particular form of play. While there are undoubtedly many philosophical approaches that can respond to different aspects of the “problem” of video games, I propose that Gilles Deleuze and Felix Guattari’s philosophy of “difference” and “becoming” is particularly useful. On the one hand, Deleuze and Guattari’s philosophy provides a viable framework through which to determine the limitations of the current prominent theories in the field of video game studies, which include “narratology”, “ludology”, and the more recent “hybrid approach”. On the other hand, their philosophy enables one to extend the creative and transformative potential that is inherent to a philosophical “problem”, in this case the “problem” of video games. By adapting selected Deleuzian and Deleuzoguattarian philosophical concepts, including “assemblage”, “percept”, “affect”, “transversal becoming”, and “becoming-imperceptible”, I aim to establish a philosophical framework through which different forms of play, and different video games, can be analyzed in terms of their capacity to generate “difference” and “becoming”. More specifically, I argue that video games can be understood as particular kinds of “play assemblages” that can potentially open the player to “transversal becomings”. The video games that I analyze as play assemblages that can generate “transversal becomings” are Thatgamecompany’s Flower (2009) and Journey (2012). Importantly, “transversal becomings”, understood in this instance as the “becoming-other” of human individuals, have the potential to contribute to the individual’s capacity for creative thought and action. Therefore, I argue that video games, far from being activities of pure waste, can potentially open the player to various forms of “becoming-other”, which can, in turn, increase the player’s capacity to think differently, to become different and to create differences. Ultimately, I aim to promote the value of play and video games on the one hand, and the value of Deleuze and Guattari’s philosophy on the other hand, for the aim of extending the questioning power of life, and increasing our capacity to effectively respond to a continuously changing world of problems.

- Description: Video on Demand (VoD) is a challenging area requiring complex server and distributed systems architectures. In this paper I describe an alternative implementation of VoD that exploits the growing affordability of fibre bandwidth to remove the latency problems of scaling up VoD. I call the general principle Information Mass Transit (IMT). By analogy with regular mass transit, making all traffic move in bulk without individual service variation makes for a much more efficient system. The core idea is to broadcast the same movie repeatedly at short intervals. To explicate the design, I set this interval at 1 minute, implying a latency of up to a minute to start a movie. However, this latency can be disguised if a user has a catalogue of movies that includes the first minute of each. To achieve the aim of this study, two main objectives were set: (1) to describe and compare the visual gaze behaviour of sub-elite cricket batsmen for both successful and unsuccessful trials irrespective of the ball faced; and (2) to describe and compare the visual gaze behaviour of sub-elite cricket batsmen for both in-swing and out-swing bowling trials irrespective of the outcome. The gaze behaviour characteristics were described and compared in terms areas of interest (AOI), number of fixations, duration of each fixation, starting and last fixation, and order of fixations. The study was pre-experimental in nature and utilised a quantitative approach. A One group post-test only design was followed in this study. A total of 13 batsmen were tested that met the inclusion criteria and were included in the study by means of purposive sampling. Four different variables were assessed: eye dominance, visual gaze behaviour, the speed of delivery and ambient light. No significant differences were found for the mean number and duration of fixations irrespective of the stroke outcome and the ball type faced. However, significant differences were obtained when specifically looking at the stroke outcome and the ball type faced. Results suggest that the AOI, upper body, arm/ ball release and pitch are considered as task relevant cues. Information appears to be acquired from the aforementioned AOI in a sequential manner to contribute to successful batting performance. In addition, batsmen should attempt to diminish the number of blinks at the end of trials to contribute towards more successful batting performance.

Visual narratives of division in contemporary Palestinian art and social space

- Description: This study analyses artworks by contemporary Palestinian artists that respond to visual narratives of division in social space from a perspective grounded in a South African context. The state of Israel is built on Historic Palestine. Political Zionism has created an ideological narrative of division that positions people of the Jewish faith as the rightful heirs to the land on which Palestinians have lived for centuries. In order to execute their vision of an exclusively Jewish nation state, the founding pioneers of political Zionism colonised and ethnically cleansed Historic Palestine, establishing Israel in 1948. To sustain the exclusive claim to Palestinian land, Israel has divided the space and the people in it at every possible level. The greatest testament to these efforts is the Israeli apartheid wall and checkpoint security system that can be described as a monumental visual narrative of division. With each second that passes, Israel claims more Palestinian land and expands on existing fences, walls and barriers. It is no secret that the Occupied Palestinian Territories are rapidly transforming into open-air prisons. Israel has stolen the Palestinian horizon line and replaced it with a concrete wall that blocks out light, vision and optimism. Within the shadows of these conflicted, traumatised sites of division, Palestinian artists seek openings, cracks and loopholes that signal the possibility for physical and psychological transgression of these seemingly impenetrable structures of division. I have developed a creative methodology that can be understood through the metaphor of ‘looking with the skin’ as a way to identify and analyse visual narratives of division and artistic responses to sites of division in Palestinian social space. Looking with the skin combines aspects of participant observation (specifically the emphasis on engaged fieldwork) from the discipline of Anthropology with the method of visual analysis from the discipline of Art History. In my application of this method through primary fieldwork conducted within the Occupied Palestinian West Bank Territory from 2013 and 2014, I have learnt that Israel’s colonisation, military occupation and system of apartheid directly impacts the ability of Palestinian artists to make and disseminate their work as well as the choice of content within their artwork. The artworks analysed in this thesis by the artists Khaled Jarrar, Y ael Bartana, Larissa Sansour, Hasan Darahgmeh, Fareh Saleh and Emily Jacir can be positioned in relation to artworks by artists based within a South African context, namely Thando Mama, Serge Alain Nitegeka and Doung Anwar Jahangeer. In this thesis I present a combination of my own photographic documentation of sites of division with the West Bank OPT in relation to the specific artworks made by the artists mentioned above. In my analysis of the photographic documentation and the artists’ work I highlight similarities, parallels, threads and intersecting narratives that connect different artists to one another and to the sites of division they are responding to within their artistic practice. This study carves a small conceptual pathway through ideological and physical walls from South Africa to Palestine through the study of contemporary art and visual culture.

Africa stands out as the unhappiest continent, being coloured almost entirely in shades of glaring red (See Fig. 4.1). In 2017, the WHR reports that average ladder scores for over four in five African countries are below the mid-point of the scale (see Fig. 4.2). And only two African countries have made significant gains in happiness over the past decade . There are also considerable inequalities in life evaluations in African countries, and this inequality in happiness has increased over the past years . In this chapter, we shall tentatively seek a number of explanations for the unhappiness on the African continent, which is home to about 16% of the world’s population. It will be no easy task to identify factors that may have shaped perceptions of well-being among the 1.2 billion African people who live in 54 nation states with different historical, cultural, and socio-economic backgrounds. Nonetheless, we shall attempt to describe some of the positive and negative experiences in the lives of people in African countries that likely impact on personal well-being. We shall also try to identify the prospects for change and development that could spell hope for increasing the happiness of African people in future.

Nonetheless, we shall attempt to describe some of the positive and negative experiences in the lives of people in African countries that likely impact on personal well-being. We shall also try to identify the prospects for change and development that could spell hope for increasing the happiness of African people in future.

Walking the Spatial Triad: how do Rhodians experience Rhodes University as a place?

Locally, however, with the 2015 #RhodesMustFall moment which highlighted South Africa's tertiary education institutions as places of meaning and accompanying experience, the documentation of such overlooked place experience became ever more pressing. The purpose of this thesis is to document how some members of the population of one South African tertiary education, the Rhodians of Rhodes University, experience that university as the place that it is to them. This is a phenomenological documentation of experience as the thesis makes it a point to look at a selection of Rhodians and their experience of emplacement in the place that is Rhodes University. In-depth mobile interviews, closely related to transect walks, were conducted with 12 Rhodians randomly selected in the hope for maximum sample variation. The interviews were conducted with the aid of a camera recording each participant’s daily transit route through campus as they reflected on their experience of Rhodes University as the place it is for them. The thesis finds that the experience of Rhodes University as a place is highly informed by the university's built and decorated environment being a visual experience that is both walked through as part of living in the place, and wherein people find themselves engaging in social relations with other Rhodians. The thesis also finds that the experience of Rhodes University as a place is also highly informed by previous experiences of places as visual and social activity entities - that the participants bring other places with them into this place. The Rhodians who participated in this research experience the placeness of Rhodes University as an emplacement that is part old, part modern, part intrigue, and part contest. Socially the university is found to be both challenging and negotiable in line with what the individual Rhodian is and is not willing to do in accordance with their emplacement and its social demands. Ultimately, the experience of Rhodes University as a place is highly determined by the individual Rhodian's past experiences of emplacement and the expectations that they bring with them which shape what their present place is to them.

It has been widely utilised as an ornamental plant due to its beautiful flowers, fast growth and relative ease of cultivation, as a shade tree in parks and coffee plantations, and as a living fencepost (Francis 1990). Naturalisation has often followed cultivation of the plant, which is now established outside of the native range in Africa (Hedberg et al. 2006), the Caribbean (Francis 1990; Labrada and Medina 2009) and many Pacific islands (Meyer 2004), including Hawaii, Papua New Guinea, Fiji, Samoa, Tonga,Vanuatu and Tahiti (Lowe et al. 2000; Dovey et al. 2004; Labrada and Medina 2009). On some of these islands it has become a destructive weed, invading indigenous forests and having a severe impact on agricultural production (Labrada and Medina 2009; Larrue et al. 2014). - Description: This article describes how procedural knowledge is produced in a meeting of the South African parliament’s Portfolio Committee on Transport, using concepts from Systemic Functional Linguistics (SFL) and Legitimation Code Theory (LCT). Members of this committee argue over whether or not to amend a draft committee report and in the process co-construct procedural norms for future committee meetings. Participants on both sides of the argument use axiological condensation, in which actions and ideas are associated with each other and charged with a particular moral or affective value ( Maton 2014 : 130) to portray their version of the procedure to be followed as morally superior to that of their opponents. They also use axiological rarefaction ( Maton 2014 : 130) to reinforce their positions by making apparent concessions to those on the other side of the argument. This is revealed through an analysis of the coupling of ideation and Appraisal ( Martin 2000 : 161) in the logogenetic unfolding of members’ talk, combined with elements of Interactional Sociolinguistics ( Gumperz 1982 ). The analysis suggests that axiological condensation and rarefaction in this meeting reflect competing visions of what it means to be ‘pro-democracy’ in post-apartheid South Africa.

It provides the first descriptive and syntactic analysis of wh-question formation in this language, based on a collected sample. The evidence gathered for this study shows that SASL makes use of non-manual features to mark wh-question formation and possesses a full question word paradigm including WHAT, WHERE, WHEN, WHO and HOW. In the methodology, I critically engage with two issues: informant selection and data elicitation. These can greatly impact data validity – specifically with respect to sign language research. Ultimately, I adopt a novel, multi-layered data collection approach to ensure a valid sample. The data reveals SASL’s almost exclusive placement of wh-question words in the right periphery. The absence of moved sentence-initial wh-elements in SASL poses problems for syntactic analysis using only leftward movement. It seems typologically unusual that a language predominantly selecting the right periphery as a position for wh-words would allow a complex syntactic derivation involving some null wh-element in a leftward Spec, CP and then allow for another ‘copy’ to appear in the right periphery. On the other hand, having Spec, CP on the right allows for far less complex derivations of wh-movement. In SASL, as in spoken language, the wh-word moves to Spec, CP to check the [WH] feature in C. The difference is that this movement is rightward. Further support for a rightward analysis comes from SASL’s distribution of non-manual features, and its hierarchy of negative elements and adverbials. This research represents a first step towards filling a gap in the SASL literature concerning wh-question formation, as well as a contribution to the growing body of research surrounding sign languages. Furthermore, at a higher level, this study evaluates current linguistic theory on sign languages, challenging the current cross-linguistic generalisation that wh-movement is leftward.

- Description: This study attempts to investigate the extent to which environmental sustainability has been integrated into the curriculum of the Humanities Faculty at Rhodes University as well as the barriers and prospects for further integration. This thesis argues that the integration of environmental sustainability has been very limited. The three main components of environmental sustainability, namely environmental content, interdisciplinarity and participatory curriculum formation, are all lacking in most departments' curricula. This is despite all departments' affirmation that environmental issues are among the most critical problems the world faces today. Most of the departments are arguably only paying lip-service to environmental issues while making little to no effort toward integrating the environment into their curriculum. A lack of space in the curriculum is a frequently suggested barrier to introducing environmental sustainability into a course. However, this thesis argues that the environmentally conscious transformation of a curriculum cannot be achieved simply by adding content to the existing syllabus, but requires a restructuring of the curriculum itself. Many of the other barriers found by this study can be overcome through sufficient will on the part of departments to change their curricula. However, generating this will is difficult, as students are not ostensibly interested in environmental concerns. It is then incumbent on the lecturers themselves to educate the students on critical environmental issues, as well as on students to urge their lecturers to bring about change.

With a qualitative and social constructionist background, this study utilised a Foucauldian discourse analytic method that included ideas from discursive research. Data collection involved five mainstream videos, three focus groups and three interviews. Along with the research literature, the videos represented the wider social constructions around “beer goggles” that are played out in the micro contexts displayed by the latter participant material. Based on their popularity on YouTube, consideration was given to videos that were the most relevant and theoretically interesting to the research project. The focus groups and interviews involved current, full time, male and female, Rhodes University students over the age of 18. Analysis revealed a common sense construction of the phenomenon that has various discursive implications. While embarrassing and sometimes out of control; “beer goggles” is constructed as a socially profitable altered state of mind that is deemed a normal and heterosexual experience in the university drinking culture. Highlighting the importance of a discursive investigation, this study provided new and alternative information that can assist further research and shed light on the debates surrounding the phenomenon. Additional research is recommended.

Method: We conducted semi-structured in-depth face-to-face interviews with disability unit staff members (DUSMs) based at 10 different public universities in South Africa. Results: Challenges with promoting higher education accessibility for wheelchair users include the preservation and heritage justification for failing to modify older buildings, ad hoc approaches to creating accessible environments and failure to address access to toilets, libraries and transport facilities for wheelchair users. Conclusion: South African universities are still not places where all students are equally able to integrate socially. DUSMs know what ought to be done to make campuses more accessible and welcoming to students with disabilities and should be empowered to play a leading role in sensitising non-disabled members of universities, to create greater awareness of, and appreciation for, the multiple ways in which wheelchair user students continue to be excluded from full participation in university life. South African universities need to adopt a systemic approach to inclusion, which fosters an understanding of inclusion as a fundamental right rather than as a luxury.

- Description: Background: South Africa’s Constitution guarantees everyone, including persons with disabilities, the right to education. A variety of laws are in place obliging higher education institutions to provide appropriate physical access to education sites for all. In practice, however, many buildings remain inaccessible to people with physical disabilities. Objectives: To describe what measures South African universities are taking to make their built environments more accessible to students with diverse types of disabilities, and to assess the adequacy of such measures. William Blake’s animal symbols: tensions and intersections between science and allegory In Eighteenth-Century attitudes towards animals

- Description: This thesis explores the tensions and intersections between science, allegory, and related eighteenth-century attitudes towards animals in William Blake’s poetry through detailed analysis of individual animal symbols and tropes. It will focus specifically on the period between 1794 and 1820, to coincide with the dates of Blake’s major works. Chapter One outlines Blake’s key philosophies, concentrating on his particular approach to symbolism. By rejecting certain Enlightenment ideals and beliefs surrounding allegory, Blake created his own form of the literary tradition, and the subjects and symbols of his poetry clearly demonstrate shifting allegorical frames. The chapter also explains why he argued for the recognition, and even valorisation, of the imaginative faculty, or “Poetic Genius”, in an era which accepted reason and rational thinking as one of the main means of apprehending the world. Chapter Two considers the significance of Blake’s use of predatory animals in the SONGS Of INNOCENCE and Of EXPERIENCE. In focussing on symbolic animals, the chapter assesses whether the ‘real’ animals (with all their scientific associations) are alluded to, and the extent to which they influence their symbolic counterparts. In choosing these symbols to represent key themes throughout his oeuvre, Blake drew on some familiar associations and contemporary attitudes towards animals, but offered no critique of society’s attitudes to animals. Chapter Three identifies and analyses the “fragments of Eternity” represented in the contraries of “Good” and “Evil”, and “Energy” and “Reason” embodied by the animals in THE MARRIAGE of HEAVEN and HELL. The symbols’ division between “Reason” and “Energy” develops an understanding of the complex attitudes towards animals, both in Blake’s mind, and in that of the eighteenth-century British public. Chapter Four is concerned with Blake’s depictions of the Worm and Serpent in his poetry, and how his conception of “Beulah” provides more insight into these symbols and their functions. It also grapples with Rod Preece’s argument that the poet recognised the sanctity and divinity in all forms of life, and sought to endorse these beliefs through his animal symbols. As the thesis illustrates, though, Blake is not arguing for the sanctity of all life to be upheld, nor does he see any divinity in the beings and objects found in nature. Sanctity and divinity are constructs of the imagination, and it is through exercising the imaginative faculty - the “Poetic Genius’’ - along with our senses and instincts, that we are able to make sense of the world. The study thus concludes by considering the extent to which ‘real’ animals intrude upon Blake’s oeuvre, and attempts to determine the value of reading the symbols through an “animal studies” paradigm. It also argues that ‘real’ animals are inseparable from their cultural and symbolic representations, because these are the only means of interpretation we have.

- Description: In this study, “Women and Cooperatives”, the researcher was interested in finding out whether women cooperatives contributed towards development of women and poverty reduction in Sarah Baartman District Municipality between 2004 and 2014. The study was conducted with three cooperatives situated in Makana Local Municipality, Sarah Baartman District Municipality and Eastern Cape Province. The cooperatives studied focused on sewing, poultry and agriculture. The study was explorative in nature as it was aimed at assessing the effectiveness of women cooperatives in empowering women, the effectiveness of women cooperatives in reducing poverty and to make recommendations regarding what can be done to address the challenges identified in the study. The qualitative research method was applied when conducting this study. Eight respondents from each cooperative were willing to take part and this led to a total of twenty-four respondents who participated. The questions asked were based on the interview schedule developed by the researcher. The results of the study and the recommendations indicated that more commitment from the government is required and the following key aspects should be taken into account when considering a development program: Infrastructure, Availability of funding, Access to resources, Skills development, Provision of basic services.

Women and volunteerism in environmental management : a case study of wildlife and environment society of South Africa (WESSA), East London, South Africa

- Description: The literature on community participation in development processes has established a high level of consensus around the fact that the sharing of the burdens and benefits of participation is devoid of equality or equity. While some have emphasised the imperative of participation, others have highlighted the inherent contradictions in the process, describing it as an avenue for manipulation and exploitation. Still some have questioned the usefulness of the broad-based grassroots participation. This study is located within this debate and focuses on female volunteers‘ involvement in coastal protection in East London, South Africa. A survey was carried out with 100 unemployed women volunteering under a major environmental protection non-governmental organisation in addition to key-informants within the study organisation. The female volunteers‘ motives and their overall perspectives on their participation as volunteers were uncovered using the Volunteer Function Inventory (VFI) questionnaire, while in-depth interviews were conducted with key officials of the study organisation to access their perspectives on why institutional stakeholders engage women as volunteers in environmental management. The findings revealed that voluntary environmental participation was driven by multiple, but contradictory, impulses. While the volunteers attached great importance to environmental management, hence, their involvement, factors such as age, educational background, employment status, income level, dependency, population group membership, social ties and other psycho-social dynamics played a role in their decision to work as volunteers. The data also revealed a crucial shared sentiment among the volunteers: they all felt people in the higher echelons of the organisation were unfairly ―profiting‖ from their unpaid labour. When these perspectives were analysed against the views of the officials of the study organisation, the contradictions of voluntary environmental participation became stark. The study concludes from the findings that in the crucial arena of environmental participation, participation is not the same thing as voluntary environmental participation, and voluntary environmental participation is not the same thing as voluntary environmental participation by women.
