  • Description: The purpose of this study was to investigate community development through the ward committee structures in the Northern Areas of the Nelson Mandela Bay Municipality. Community development through the ward committees is the key principle in the democratisation process, as well as the promotion of good governance. Community development is an opportunity for both local government and the community to strengthen the democracy that is being enjoyed; and simultaneously to promote accountability. In terms of the Local Government: Municipal Systems, 2000 (Act 32 of 2000), the role of local communities in the particular interests of their municipality must take place, among other things, by the ward councillor – as well as all other suitable procedures, mechanisms and processes set up by the municipality. Ward committees have the power to advise the ward councillor; and as municipal structures, they must ensure that there is always community participation in the sphere of local government. Community participation gives communities the opportunities to express their views, as well as giving them a sense of ownership. The objectives of the study were: - To determine the roles and responsibilities of the ward councillors in terms of the new developmental mandate (the need to encourage the involvement of communities and organisations in local government matters). - To investigate the relations between ward councillors and their ward committees, and between the offices of ward councillors and the general public. - To examine the extent to which ward councillors in the northern areas of the Nelson Mandela Bay Municipality understand the policy and administrative procedures and processes in the municipality, when addressing issues that affect the community. In order to achieve these objectives, it was necessary to review literature on community participation. An empirical search was conducted in wards 10 and 11 in the Northern Areas of Nelson Mandela Bay Municipality. Recommendations were provided which could assist the municipality to effectively make use of the ward committees and the ward councillors. If implemented, these recommendations could also enhance community development through the ward committee structures. Thus, the relationship between the ward committees and the ward councillor should be harmonious; and subsequently, they should also strengthen trust between them. Then the flow of communication will improve.

  • Description: Service delivery is the provision of basic services to the community by Local Government (LG). The Water Services Act 108 of 1997 states that everyone should have rights to access water and sanitation. It further states that the level of service it provides its consumers, however, is dependent on a number of factors as per clause 11 (2) (a) which articulates that every water services authority has a duty to all consumers or potential consumers in its area of jurisdiction to progressively ensure sufficient, affordable, economical and sustainable access to water services. Craythorne (2006:170) argued that a municipality may, in accordance with a policy framework it has adopted, establish a part of the municipal area as an internal municipal service district to facilitate the provision of a municipal service in that area. Owing to the vastness of the district, many rural communities and the grant dependency of the municipality, the Amathole District Municipality (ADM) is challenged in providing safe potable water to all and is providing different levels of this service to different communities, based on available water resources, cost of supply and the ability to recover costs. In this regard the ADM provides a ―Basic level of service‖ to its rural communities in line with the Department of Water Affairs (DWA) National Guidelines of 25 litres per person per day. This study undertook to probe the determinants of effective basic service delivery at Amathole District Municipality. Water provision function is still a challenge to District Municipalities (DMs) due to various impediments confronted by the DMs when rendering basic services. From the literature study and information gathered from the respondents in this research it became evident that basic service delivery is a key to the development of local communities. In this regard it is pertinent that the District Municipality in question devises means that will mitigate the identified challenges in order to provide services to expectant communities. Self administered questionnaires were used as a method of collecting data from the respondents. In this study a qualitative method was used to analyse the data collected from the respondents. Based on the information gathered from the respondents the researcher made findings and formulated recommendations.

  • Description: Anti-corruption measures are put forward as a panacea to effective procurement system, among other things, which ultimately improve service delivery. Corruption has demonstrated remarkable durability and flexibility to survive in all socio-economic systems with the conception of a corruption-free economy in reality, is hardly possible. Given this background, this study sought to evaluate the efficacy of the already implemented anti-corruption measures in the procurememt procecesses of Marondera municipality. To understand their effectiveness, relevant literature was reviewed. Different scholars point against the ineffectiveness of these measures, with Corruption Perception Index (CPI) from previous research showing devastating results in Zimbabwean local institutions. A further discussion of corruption cenception, different anti-corruption measures and legal frameworks gave a greater understanding of the area under study. In this study, a sample of 80 respondents was identified and data collected from them using both snow ball and purposive sampling methods. Thirty-five of them were females respondents and forty-five were male respondents from Marondera municipal community, with different demographic characteristics which was used for comparison of responses. Questionnaires and interviews were used as research instruments. Both the Quantitative and Qualitative research methods were used in the anaylsis of the data, to increase validity and reliability of the feelings.

  • Description: The Department of Basic Education introduced the Integrated Quality Management system in 2003. This was an integration of the three systems, Developmental Appraisal System, Whole School Evaluation System and Performance Measurement System. The system was seen as to be the one that would allow teachers to play a vital role in assessing their own progress, and would integrate this with the necessary evaluation strategy for the professional development of teachers and monitoring of the quality of teaching and learning in schools. The purpose of this study was to research an evaluation of the Integrated Quality Management System impact in schools of the Mdantsane Area. The objective of the study was to establish whether the IQMS has addressed the concerns and needs of the educators and also establish their views on IQMS. The literature was reviewed to get more information on the key concepts of the IQMS and get to understand how the system should be implemented. Both quantitative and qualitative research methods have been used to get to probe the views of the educators and how the system impacts in schools. The data collected was analyzed by means of frequency tables and charts using statistical methods. It was concluded that educators still do not understand the policy document of IQMS and more training on the implementation of IQMS was recommended. The support and monitoring from the District Office needs to be strengthened.

  • Description: The Integrated Quality Management System is a national policy that was introduced in 2003 by the Department of Education – with the aim of improving the performance of educators in teaching and learning. The policy integrates three programmes, namely: Developmental Appraisal, Performance Management and Whole-School Evaluation, which ought to complement one another, and run concurrently. The introduction and implementation of the Integrated Quality Management System is based on the premise that the quality of education in South African Schools would improve if the processes of the policy were used to evaluate and reward educators, and to institute corrective measures where necessary. The aim of the study was to evaluate the implementation of the Integrated Quality Management System for improving the quality of teaching and learning in schools. The study focused on schools in the King William’s Town Education District. Qualitative and quantitative research approaches were used to elicit the perceptions of educators, Senior Management Teams and District coordinators, with regard to the implementation process of the policy in the local schools. The findings indicate that the Department of Education needs to improve the processes of educating the educators in the implementation of the Integrated Quality Management system – in order to increase the possibility of achieving the objectives of the policy.

  • Description: The importance and need for customer care is recognized in both the public and private sector. Policy documents such as Batho Pele (White Paper on Transforming Public Service Delivery 1997) have captured this. Hence citizens should be treated as customers. Each of the eight Batho Pele principles reinforces and encourages the perception of the end-users of public services as customers, rather than simply as citizens (Batho Pele Handbook, 1997:26). The Eastern Cape Department of Basic Education has experienced challenges which include the malfunctioning of the school nutrition programme, unpaid service providers and unpaid benefits to its employees. These challenges highlight the need for customer care in the provision of these services. This study evaluated the role of the Customer Care Unit in the Department of Basic Education in the Eastern Cape. Interviews and complaints data base were used in the data collection process. The study found that factors influencing the functioning of the Customer Care Unit include, among others, limited collaboration between the Customer Care Unit and the Head Office of the Eastern Cape Department of Basic Education; limited awareness of the existence of the Customer Care Unit; and a shortage of staff and financial resources. The study recommends that Management should support the Unit by, among others, appointing and training adequate staff, raising awareness regarding the Unit and providing financial, technological and physical resources for the Unit.

  • Description: The purpose of this study was to review ward committee structures and the role of Community Development Workers (CDWs) in terms of service delivery, with special focus on the Kouga Local Municipality in the Cacadu district. For the study to be successful main objectives were to be highlighted. The study sought to highlight and explain the correlation between ward committee structures and Community Development Workers with regard to basic service delivery. Taken further the study will review the kind of service delivery that communities expect and an analysis was undertaken to establish if there is any link between said structures and the expected service delivery by selected communities who fall under the jurisdiction of the Kouga Local Municipality. The literature review assisted in understanding the concepts of public participation, Ward Committees, Community Development Workers and Ward Councillors and their roles and responsibilities in the Local Government Sphere. In essence, the qualitative approach applied in this study has revealed the casual relationships that may be obtained between variables or events, in order to explain or predict particular phenomena in terms of specific causes. The selection of a qualitative and interpretative approach for this research is justified. The main purpose of the study was to determine the level of effectiveness of Ward Committees, as well as the Community Development Workers in co-ordinating and facilitating public participation process in the Kouga Local Municipality. The study has revealed that there is a need for renewal of the operations of the operations of formal structures, especially the ward committees, as they represent the communities at ward level. The study has revealed that the man reason why national programmes deploying community based workers fail is because of inadequate attention to the provision of institutional support such as adequate training, technical expertise and close supervision. It is recommended that a comprehensive support structure ranging from national to local level is a pre-requisite in order for the CDW programme to succeed.

The adequacy of national student financial aid scheme towards qualification completion at Nelson Mandela Metropolitan University

  • Description: NSFAS is a government-funded scheme that was established in 1996 with the objective of assisting financially needy students who are able to perform well academically, but are financially disadvantaged, and cannot afford higher education. The scheme was introduced as a mechanism to develop the country’s human capital and to also eradicate inequalities leading to poverty, crime, skill shortages and high levels of unemployment. This research was encouraged by the realization of the high drop-out rates amongst students funded by NSFAS. The research, therefore, wanted to investigate the adequacy of NSFAS in qualification completion, specifically at NMMU. In order to elicit responses from participants, a mixed method, with both quantitative and qualitative approaches was preferred. Questionnaires containing closed and open-ended questions were used as instruments for collecting data from participants. The study used a selected group of participants, with certain characteristics; and hence, the study was a purposive study. Five main areas were formulated as a framework to present the findings. The five areas involved the economic background of parents of NSFAS recipients, challenges faced by NSFAS recipients, as well as to determine whether NSFAS recipients were motivated to work hard as a result of attaining financial assistance. The last two areas involved reasons for NSFAS recipients to drop out and lastly the available support for NSFAS recipients. In relation to the economic background of parents of NSFAS recipients, findings revealed that almost 50 percent of their guardians were employed, with 26 percent of them being in skilled positions. The challenges faced by NSFAS recipients, were revealed, as being both academic and financial. About 52 percent of participants did not obtain full funding; and therefore, were expected to contribute towards their uncovered expenses. These participants were eventually faced with financial challenges that led them to drop out. To determine whether participants were motivated to work hard, as a result of acquiring financial assistance from NSFAS, about 52 percent of participants agreed to have received financial relief from NSFAS, but were not motivated to work hard. Findings revealed different reasons that led students funded by NSFAS to drop out before qualifying. The reasons included less Lecturer support (17.6 percent), unbearable workload (51.8 percent), bad qualification choice and financial challenges (21.4 percent). The last main area focused on available support from NSFAS as an Organisation to its recipients. Findings revealed no structured support system in place from NSFAS that was directed specifically to see its recipients succeed. Findings of the study can be used to identify students funded by NSFAS who might drop out before finishing their intended qualification. The findings could also guide NSFAS on what the student requirements are – in order to qualify. Recommendations on drop-out reductions and retention successes from local and international countries are provided. Further recommendations directed to NSFAS as a provider and it’s recipients are also provided.

  • Description: The study is about the Integrated Development Plan as a developmental tool for the Amahlathi municipality. The main focus of the study is to assess whether the Integrated Development Plan is used as a developmental tool in the Amahlathi municipality. Local government in South Africa has been mandated by the Constitution and other pieces of legislation like the White Paper on local government, the municipal Structures Act and the municipal Systems Act to improve the socio-economic conditions of communities to deliver services to the people and encourage communities to participate in the process of developing the Integrated Development Plan (IDP). Service delivery remains a challenge in the municipality despite the initiative of introducing the IDP to support this local municipality in fulfilling its mandate of taking services to communities. This is reflected in the municipal IDP Mayor‟s foreword where it is indicated that the infrastructure backlogs are still visible in the municipality to the extent that there are areas where there are no operations at all. Also, the report by the Co-operative Governance and Traditional Affairs in 2009 indicated that Amahlathi local municipality is among 57 municipalities in the country that have been identified as the most vulnerable and which therefore needed support for sustenance. This study details these challenges and places particular focus on the utilisation of the IDP as a developmental tool for Amahlathi Local Municipality. From the literature and responses by the respondents, it is clear that local government has to be committed to work with citizens and groups within the communities to find sustainable ways to meet their social, economic and material needs and improve their quality of life. The study is both qualitative and quantitative and questionnaires have been used as a method of collecting data. The responses and results suggested that the community members in the Amahlathi municipality were aware of the existence of the IDP. However, a lot of work still has to be done to ensure that there is development in the communities.

  • Description: The historic year of 1994 marked the demise of the apartheid government and its replacement with a new era of participative democracy in South Africa. Government in the new South Africa adopted a decentralised structure underpinned by chapter three of the Constitution (1996). Consequently, there are three spheres of government, which are, national, provincial and local levels. These spheres are obliged and mandated to mutually cooperate and support each other through peaceful interactions termed intergovernmental relations (IGR) which are aimed at achieving a cooperative system of government. IGR is institutionalised through forums which cut-across all spheres of government and such structures are established by the Intergovernmental Relations framework Act (No. 13 of 2005). Sustained intergovernmental cooperation can lead to an integrated and coordinated system of government, which can, deliver services effectively while meeting the needs of the citizens and ultimately promoting sustainable socio-economic development in South Africa.The aim of this empirical study was to assess the role played by cooperativegovernment and intergovernmental relations in promoting effective delivery of services in the Amathole District Municipality (ADM). Local government is the ‘grassroots’ government and it is where the actual rendering of services is situated which was reason behind the choice of the study area by the researcher. The study adopted amixed-method research paradigm in which both the quantitative and qualitative research paradigms were triangulated to ensure that the validity and reliability of the research findings is improved. Data in the study was gathered from a representative sample of seventy (70) respondents carefully selected using non-random sampling designs, viz, judgmental and snowball sampling. The study used both primary (questionnaires and interviews) and secondary (documentary analysis) sources of data to achieve the research objectives as validly as possible. Respondents in the study comprised of municipal officials, IGR practitioners, representatives from Community Based Organisations and the residents of ADM. Data analysis was done using the Statistical Package of Social Sciences (SPSS) software and the mains findings of the study were that; ADM has got IGR forums in existence although some of these are dormant and dysfunctional, only three out of the seven local municipalities in ADM are cooperative in IGR, there is general lack of political will on the side of politicians in terms of support of IGR initiatives, political factionism and interferences is crippling IGR and cooperation, the legal framework for IGR needs revision and revamping, there are still communities without access to basic services in ADM, public sector planning cycles are fragmented and need synergisation and IGR is not being monitored and evaluated. The study therefore recommended that; the relevant stakeholders in IGR should be fully dedicated towards cooperation, planning cycles for public entities need to be synergised, the National Planning Commission (NPC) should take an oversight role in the entire planning process, the legislation should be enacted which has a clause for punitive action being taken against those who fail to cooperate in IGR and the national, provincial and local governments should prioritise access to basic services in communities cooperatively.

  • Description: One of the measures introduced in order to address the effects of the racial land discriminatory practices and policies which led to the majority of the South African population being denied access to land prior to 1994 is the national land reform programme. This includes replacement of discriminatory policies with those intended to redress the injustices of colonial and apartheid land dispossession. This study has focused on national land reform programme with specific reference to the land redistribution programme. This has been done by assessing the factors affecting the beneficiaries of the land reform process with reference to the selected land redistribution project in the Cacadu District Municipality in the Province of the Eastern Cape. As a result of this study, key challenges experienced by the beneficiaries of the land reform process were identified. These challenges include the difficulties relating to access to services such as training, mentoring, credit and transport by the beneficiaries of the land reform process; lack of skills , lack of access to markets, and the lack of co-ordination between government departments. In view of these challenges, this study provides recommendations for improving the implementation of land redistribution projects.

  • Description: Since 1994, the South African local government has been obligated to consult with its citizenry in respect of the processes of relating to service delivery. The South African Government has developed a wide range of legislation that ensures that communities are consulted on a continuous basis with regard to how services need to be rendered. Communities have a right to be consulted and to give input into issues affecting them. Public consultation as envisaged in the South African legislation has, however, not yielded the desired results which is evident in the spate of service delivery protests over poor or non service delivery. Therefore, this study seeks to analyse the effectiveness and efficiency of pubic consultation in the Northern Areas of the Nelson Mandela Bay Municipality. The researcher used qualitative research methods since it would provide the reader with more insight into how public consultation is implemented in the Nelson Mandela Bay Municipality. The communities, senior municipal officials, and councillors have been interviewed in a structured manner and a content analysis has been made of the minutes of the ward committees in the Northern Areas, the annual reports of the Municipality’s Oversight Committee and a range of other reading material. A number of findings has been made during this research project with the most pertinent being the non-compliance to certain sections of legislation by the Municipality. The communities in the Northern Areas generally felt that efficient and effective public consultation would reduce the number of service delivery protests in that part of the Municipality. A number of interventions need to be made by the political leadership with regard to public consultation and more resources need to be committed towards those processes.

  • Description: This study was aimed at assessing the implementation status of the National Decentralisation Policy in Zomba District Council in Malawi given the current situation where the council is operating without ward councilors. It also undertook an exploration of factors affecting the implementation of the National Decentralisation Policy in Zomba District Council and made recommendations which can positively contribute to the effective implementation of the National Decentralisation Policy in Zomba District Council. Using both qualitative and quantitative research design, data for the study was collected using interviews, questionnaires and document analysis. The study found that the implementation of the National Decentralisation Policy in Zomba District Council during the period under study was unsatisfactory. The major challenges to the implementation of the National Decentralisation Policy in Zomba District Council were largely linked to the absence of councilors in the current council setup, violation of legal instruments governing the implementation of the National Decentralisation Policy by the incumbent leadership, lack of political will among the ruling elite to see full implementation of the National Decentralisation Policy, poor performance of structures operating in place of ward and council committees and inadequate finances at the disposal of Zomba District Council. The study concluded that Zomba District Council needed ward councilors to fully implement the National Decentralisation Policy. However the study also observed that it would be impossible to attain the objectives of the decentralization policy if there was no political will on the part of the incumbent leadership to see the National Decentralisation Policy implemented in full at Zomba District Council.

  • Description: In an attempt to improve the quality of lives of its citizens, the South African government has introduced low-cost housing projects through the Reconstruction and Development Programme. This is supported by the relevant policy framework and the Constitution. Many historically disadvantaged communities in the urban areas have benefitted from the low-cost housing programmes initiated by government. The community of Joe Slovo, which has houses which were built between 2008 and 2010, in the Nelson Mandela Bay Municipality is one of them. However, concerns about the poor quality of some of the houses delivered through government’s low-cost housing programmes have been expressed. These concerns were attributed to the defects which tend to show up in some of the houses, shortly after they have been built. In view of such concerns and the importance of the optimal utilization of the country’s limited resources, the author decided to undertake this study. In this study he focused on the perceptions of the beneficiaries of the houses delivered through the Joe Slovo housing project in the Nelson Mandela Bay Municipality. The main focus was on the perceptions about the quality of the recently acquired houses. The study revealed that not all beneficiaries were satisfied with the quality of their houses. Hence recommendations for addressing this scenario are made.

  • Description: The South African Schools Act (Act 84 of 1996) stipulates that the State must fund all the public schools from the public revenue on an equitable basis. Each school should elect a School Governing Body (SGB) whose primary function is to manage school finances. The principal of the school, who is also a member of the SGB, is the accounting officer. The SGB has to elect the finance committee which should run the school’s finances and, in turn elects the procurement committee - a sub-committee of the finance committee. In terms of the South African Schools Act, (Act 84 of 1998, as amended) there are two categories of public schools which may be created in South Africa. One category is based on Section 20 of the South Africa Schools Act with stipulated functions applicable to all public schools, while the other category is based on Section 21 of the Act which includes added stipulated functions above those applicable to all public schools. The study investigated the factors affecting the performance of procurement committees in schools. Among others, the study found that more formal training on financial management was necessary in schools in order to empower the procurement committees. Inadequate support with regard to the availability of supporting documentation and logistics was also raised as a matter of concern.

  • Description: The aim of the study was to evaluate the effectiveness of the Integrated Development Plan of Joe Gqabi District Municipality. The research instruments used in the study included the interview schedule and the questionnaire for both focus group and individual research participants. Research participants included the Community Development Workers (CDW's), Municipal officials, organised community structures, community representatives, ward councillors and ward committees, and interviews with representative groups. The research has revealed that there was non-involvement of the private sector and other social partners in the planning of the municipal programmes. There was also no practical integrated planning among the Local, Provincial and National spheres of government, as well as, a lack of alignment between the Integrated Development Plan, budget and Service Delivery and Implementation Plan. In conclusion, the IDP process needed to be as inclusive as possible to cater for the needs of all the communities and speed up service delivery.

The theoretical framework is provided and the theories used to evaluate the performance are discussed which are classical theory and the system theory. The importance of conducting the research is discussed and the limitations of the study are discussed in the research. Importantly, the study plan directs the researcher in the direction towards the goals of the research. Also the terms used in this study that are not clear were defined to avoid misinterpretation; misunderstanding and confusion of words and terms. The review of the current literature on the theoretical framework and the base for policy making and controlling role of municipal political office-bearers and chief officials in public administration was discussed. The nature of systems theory and the different phases of systems theory were explained. The nature and place of policy making in public administration was discussed as well as policy making alternatives in the public sector. The policy making levels i.e. political policy making level; executive policy making level; administrative/departmental policy making level; operational policy making level were explained and discussed. The co-operative interaction between municipal political office-bearer and chief officials was discussed to understand the administrative and political dichotomy in the public sector. The policy implementation for the rendering of housing services as well as the programming and delegation of authority were discussed in the context of housing service delivery. The legislative framework for housing services in South Africa was discussed as it influence and affects the housing service in King Sabata Dalindyebo Municipality. The role of municipal authorities in the rendering of housing services as well as the housing situation in South Africa together with the obligations of both the provincial and municipalities were discussed. The permission to conduct research was received from King Sabata Dalindyebo local municipality. The scope of the study explains the range or extent of matter to be dealt with in the research and the survey area is dearly provided. The research design which is qualitative and quantitative research are discussed and used in adopting the study. The case study as research strategy is discussed and clarified. The data collection instruments which are interviews, questionnaires and the literature study the subject were briefly explained. Population details and sampling were clearly explained before a sample is provided in the study. The research provides data collection procedures as well as how the data will be analysed. The ethical considerations are discussed. The data analysis and interpretation was conducted to enable the researcher to identify patterns which are consistent within the data. The criteria for data analysis as well the response rate were discussed. The demographics of chief officials and political office-bearers as respondents include their age; year of service, home language, gender, the academic qualification as well as the different stakeholders were analysed. The role of political office-bearers and chief officials in the initiation of policy which the input phase of the Systems theory analysis was conducted and the role of political office-bearers and chief officials in the process phase were analysed and discussed. The co-operative interaction in policy formulation and the steps in the policy formulation were analysed and discussed. Also the analysis was conducted on the delegation of authority to chief officials by the political office-bearers as well as the role of political office-bearers and chief officials in the approval of executive policy. An evaluation of the rendering of - 11 - housing services at Phola park informal settlement as well as the evaluation of housing services as an output phase in policy formulation were analysed and discussed. And lastly, the analysis of the impact of existing legislation or policy on housing services was conducted. The findings of the study were provided and discussed and the concluding remarks were provided to whether the problem is real and whether the hypothesis is true and valid. The recommendations of the study were provided to enable Kind Sabata Dalindyebo local municipality to improve the co-operative interaction between municipal political office-bearers and chief officials to improve housing services and to provide better service delivery. The permission to conduct research was received from Intsika Yethu local municipality on the 13 October 2009 from the Municipal Manager. The research design was explained together with research approaches and strategy as qualitative and quantitative. The research methodology with a clear population and sampling for the study as well as the data collection instruments and procedures as questionnaires; literature study and interviews were explained. The ethical considerations are discussed. The data analysis and interpretation was conducted to enable the researcher to identify patterns which are consistent within the data. The theory and techniques for data analysis was discussed to link the theory and data analysis. The demographics of chief officials and political office bearers as respondents include their age; year of service, home language, gender, the academic qualification as well as the different stakeholders were analysed. The housing as essential services in the initiation of policy which the input phase of the Systems theory analysis was conducted and the data on the nature of housing services as output phase were analysed and discussed. The data on the structural problems were analysed and discussed. Also the analysis was conducted on the legislative framework for housing x services. The problems with the rendering of housing services especially administrative enabling problems as a processing phase in the policy process were analysed and discussed. And lastly, the possible solutions to the solving of housing problems were discussed and analysed. The findings of the study were provided and discussed and the concluding remarks were provided to whether the problem is real and whether the hypothesis is true and valid. The recommendations of the study were provided to enable Intsika Yethu Local Municipality to improve the housing service provisioning and ultimately to provide better service delivery.

  • Description: After 1994, the democratic South Africa passed a number of legislations in order to address the imbalances of the previous apartheid regime. The new South African government had a special mandate to provide appropriate services to all the citizens of the country. In 1995 the government formulated the White Paper on the Transformation of the Public Service. The aim was to transform the South African public service, which is the indication of the importance of service delivery, as the key machinery of the government to equalize service delivery to all citizens. In 1996 the Constitution of the Republic of South Africa anchored the Bill of Rights as the cornerstone of democracy that enshrines the rights of all people and affirms the democratic values of human dignity, equality and freedom. In chapter ten of the Constitution stipulates the basic values and principles governing public administration. The White Paper on Transformation of Public Service was followed by White Paper on Transforming Service Delivery in 1997 (Batho Pele White Paper) which provided a policy framework and practical implementation strategy for the more efficient , effective and equitable provision of public service. The Batho Pele White Paper signalled the adoption of a citizen oriented approach on service delivery informed by eight principles: consultation, service standard, access, courtesy, information, openness and transparency, redress and value for money. This study focuses on the investigation on the implementation of Batho Pele Principles in the Department of Labour: Port Elizabeth. The main objectives of the study are: To provide an overview of the Batho-Pele principles in relation to service delivery. To investigate the importance of implementing the Batho-Pele principles in the department of Labour, Port Elizabeth. To identify challenges affecting the implementation of the Batho-Pele principles in the Department of Labour, Port Elizabeth. To investigate the importance of implementing the Batho Pele principles in the Department of Labour: Port Elizabeth and to identify challenges affecting the implementation. In this study a sample of three units was selected to conduct research in the Department of Labour, Port Elizabeth. The units were frontline Services, Beneficiary Services and Enforcement Inspection Services. The reason for choosing these sections is because they are directly involved in serving clients. A sample of 20 officials was drawn from these units. A quantitative method of data collection and analysis was followed. The main findings of the study were firstly, that the Department of Labour officials are aware of the Batho Pele principles. Based on the findings, they are not sure of the compliance of the policies. This means that the implementation of the Batho Pele principles has gaps that need to be addressed. Officials indicate that they need attention because they are the tools of operation. They register a low morale that needs to be addressed by the Department. The dissemination of information needs to be improved and communication with the clients of the Department should be done oin all languages so that clients can clearly understand the services offered by the Department of Labour.

  • Description: This treatise investigates the role of Community DevelopmentWorkers, with reference to the Bitou Municipality. The treatise comprises five chapters. The concept of Community Development Programme is fairly new in South Africa; therefore, further research is needed on the subject. A literature review was done to establish the concept and the background of the CDWP. A questionnaire was developed in order to obtain primary data from a selected sample group. The data obtained from the questionnaire was statistically analysed and interpreted. The core findings from the analysed questionnaire indicated the following: (a) CDWs clearly understand their role and responsibility, but there is a need for roles and functions to be clearly defined, with detailed terms of reference, to ensure a common understanding with other stakeholders, e.g. Ward Committees, Councillors, Non-governmental organisations, Communitybased organisations, and members of the community. (b) living conditions in the wards improved following the introduction of the CDWP. (c) there is a good relationship between CDWs, Ward Committees and Ward Councillors, but there is also a perception that Ward Committees and Community Development Workers constantly clash or compete in the wards in which they serve. (d) CDWs should not be affiliated to the ruling or any political party. (e) CDWs are confused regarding who is responsible for their remuneration (the Municipality or the Provincial Department of Local Government).
