The introduction of Tourism as a school subject is perceived as a gateway to employment opportunities for unemployed people and as a means to stimulate the economy of the country. Educators, especially in South African township schools, often teach in less favourable conditions and experience many challenges which require innovative solutions. This study contributes to an understanding of the challenges faced by educators teaching Tourism, especially educators teaching in township areas in the Nelson Mandela Bay district. Of particular importance is the coping strategies used by these educators to innovatively deal with these challenges. This purpose of the study was therefore to investigate the challenges experienced by educators that teach Tourism at township high schools in two Circuit Management Centres (CMC) in the Nelson Mandela Bay district in Port Elizabeth. A qualitative research design was followed with interviews as the empirical data collecting tool. The sample consisted of 16 educators teaching Tourism to Grade 11 and 12 learners at selected schools. The data collected was analysed qualitatively, using thematic analysis. The findings of this study revealed many challenges experienced by educators of Tourism at township schools in the Nelson Mandela Bay district. The key challenges for educators related to resources, learners, the system, teachers and infrastructure. The results revealed that the educators used a variety of coping techniques to deal with these challenges. The researcher makes recommendations to the different stakeholders in education to address these challenges, as well as make suggestions for future research.

The economic impact of special economic zones: the case of Zimbabwe

Using a conceptual framework adopted from Wang (2009), regression analysis of data using tax as the indicator of incentives was carried out. Firstly, data was transformed into natural logarithms for removal of data asymmetries given the wide variations of some of the variables. The data were subjected to ADF and PP tests for stationarity. The result showed that variables closely follow the normal distribution, a condition necessary for econometric modelling of time series data. The Johansen test was used to check for co-integration and validated that variables were not co-integrated. Analysis of the data revealed that tax incentives had an insignificant impact on both exports and FDIs in Zimbabwe, implying that SEZs did not have any positive effect on exports or FDI. The impulse response and variation decomposition tests were carried out to check responses of exports and FDI to shocks in taxes showed insignificant responses. The empirical results validated that there was no significant relationship between incentives and exports. This means that exports did not increase as expected. Based on these research findings, it can be concluded that special economic zones in Zimbabwe do not have an impact on exports. Regarding FDIs, the empirical results validated that the tax incentives placed on the scheme had an insignificant relationship with FDI inflows. This means that FDI inflows did not increase because of the introduction of the EPZ scheme. Similarly, based on these research findings, it can be concluded that special economic zones’ incentives do not support significant inflows of FDI into Zimbabwe. As Zimbabwe is re-introducing the SEZ scheme it is recommended that the country should enact investor friendly laws, reduce bureaucracy, create an enabling economic environment and exploit its comparative advantages if it is to optimize on the initiative.

- Description: One of the responsibilities of every government is to make provisions of basic needs for its citizens. The situation in Omay resembles people living during the dark ages when there was no constitutional government. The government should in accordance with the priorities of its people be seen to be improving the lives of its citizens by providing health, education, roads, communication facilities, and participation in decision making especially on issues that have a bearing on their lives. The human needs theory postulates that one of the most ideal ways of resolving protracted conflicts is by helping people meet their needs. Human needs are not for trading according to conflict scholar John Burton, implying that if one does not meet his or her needs he/she might do anything to strive to meet them. The people of Omay have been deprived of their needs in all facets; first the previous government relocated them to create Lake Kariba for the hydroelectric plant. They were not compensated. They were dumped on very arid, tsetse fly infested mountainous areas adjacent to game reserves and national parks where they have to make do with wildlife; some that destroy their few crops (elephants) and others that kill them or their animals (lions). As a minority group they have been engaged in social unrest and small skirmishes with government and other, bigger ethnic groups as a form of resistance. A deliberate affirmative action to channel funds towards raising their living standards and develop their area so that they meet their needs could be the panacea to the social unrest.

- Description: The African Union’s role in the formulation and the implementation of the Arusha Agreement in Burundi has been hailed as a hall mark of success for the organisation’s conflict management on the continent. A decade and a half later Burundi once again finds itself at the precipice of civil war due to the controversy surrounding President Pierre Nkurunziza’s election to a third term in office in 2015. At the time of writing, the mediation efforts are tethering on the brink of failure. The African Union’s response to the political crisis in Burundi has been characterised by policy incoherence, reversals and ineffectiveness as member states have not committed to a particular strategy. This study explores the underlying factors that resulted in the failure of the African Union’s mediation efforts in Burundi by analysing the contingency framework for mediation by Bercovitch Anagnoson and Wille (1991: 11) with specific reference to the eight context variables. The study seeks to understand the failure of mediation in the context of the African Union’s previous success in mediating the signing of the Arusha Agreement. The study reveals that the competing and contradictory narratives surrounding the mediation and the conflict played a significant role in influencing the outcome of the mediation. The study concludes that mediation remains a relevant conflict management strategy for the African Union. The normative framework of the regional organisation however must be shifted to reconceptualise the principle of sovereignty in responding to electoral based conflicts.

Funding mechanisms for local authorities in Malawi –Blantyre city council

- Description: Funding for local government is crucial so that the local governments can continue delivering on their mandate. The trend around the world is that local governments are underfunded and highly dependent on central government transfers, which limits their autonomy. This study on funding mechanisms for local councils in Malawi took Blantyre City Council as its case study. The study aims to evaluate the funding mechanisms of local councils in Malawi and find alternative sources, or ways to optimize the current funding mechanisms. Literature on local government funding was reviewed and challenges facing local government funding were identified. A purposive sampling method was used to select study participants that were drawn from the financial sector, NGO’s and from local government. Data collection was done through structured in-depth interviews and document study. Data analysis was done through framework analysis. The study found that the main revenue sources for local councils in Malawi are transfers from central government, that on average make up more than 80% of their total revenues. A large chunk of these central transfers come in as conditional grants, which means that the councils spend most of their efforts implementing central government priorities. Revenue from own sources is very low even in councils that have wider tax resource bases. Some of the urban councils are able to generate a substantial amounts from own sources; however, most of these funds go towards meeting the recurrent expenditure budgets. As a result, all of the councils still rely on central government to finance their capital expenditure budgets. The study found that more can be done to fully exploit revenue abilities of local sources through addressing current bottlenecks. Amongst others, local councils currently face the following challenges that negatively affect their revenues: legal limitations, political interference, outdated revenue management systems, theft, weak legislation, financial mismanagement, outdated and complicated processes, lack of human and technical expertise and weak oversight. To boost current revenues, the study amongst others, recommends strengthening the current legal framework, processes review and improvements, capacitation of personnel, introduction of new levies and exploring external financing.

Risks associated with infrastructure project finance in developing countries: the case of Zambia

- Description: Since the enactment of the Public Private Partnership (PPP) Act of 2009, there has not been a single successful PPP transaction entered into between the Government of Zambia and any private sector entity under the PPP Act of 2009 (Zambia Development Agency, 2014: 7). According to the Zambia Development Agency (2014:7), 75% of the PPPs that were entered into by the government of Zambia prior to the promulgation of the PPP Act of 2009 were canceled. These include: the Kasumbalesa Border Post, Mpulungu Harbour and Railways Systems of Zambia with an exception of the 65 year concession of the Luburma Market (popularly known as Kamwala Market). These cancellations of PPP concessions coupled with revelations in the Zambian Parliament that concession documentation for the Luburma market which is the only surviving PPP had since gone missing, this led to the research problem statement with an assertion that risks associated with infrastructure project finance are endemic in Zambia. In seeking to explore the validity of this assertion, three research objectives guided the study, namely: assessing Zambia’s general infrastructure project finance and PPP framework in comparison to theoretical normative criteria and selected country experiences; identifying and rating risks through a questionnaire; and proposing an ideal project finance risk management model which can be used as a reference by sponsors in Zambia as they design and structure infrastructure project finance deals. On a scale of 1-5 which was guided by the overal risk score outlined in the study, the average mean score ranking for all the 40 risks under investigation was found to be 3.25 .This indicates that the sentiments among respondents is that risks associated with infrastructure project finance in Zambia are average and not endemic as was affirmed in the problem statement. Despite this ‘comforting’ statistical result, the little progress in terms of earmarked infrastructure PPP deals coupled with deal cancellations as outlined above may be an indication that even the average risks appear to impede on the development of project finance and PPPs in Zambia. There is therefore an urgent need for Government and other relevant stakeholders to begin paying attention to some of the risks discussed in this study especially those with a mean score ranking in excess of 3.50 (high risk). The study in chapter 9 provides recommendations which are grouped under four key headings: addressing the environment for PPPs; providing capacity to procuring entities; paying attention to critical success factors for project development; as well as exploring a variety of possible credit enhancement mechanisms such as guarantees as a way of wooing project investors and improving the bankability of planned infrastructure deals. The Government of Zambia is further advised to avoid using ‘political feasibility “as the core investment criteria in the infrastructure agenda for the country. The study encourages that conventional benchmarks which are a mix of technical soundness, economic viability, environmental and social sustainability, financial/commercial viability as well as market readiness remain the core guiding principle in the project identification process. This will be the only way to avoid developing “white elephants” that may perpetually be a burden to the treasury and tax payers.

- Description: This report examines the role of FDI in economic growth in Namibia using annual time series data from 1980 to 2012. The relationship was explored using the VAR framework, in particular, the Granger causality. Impulse response functions and forecast error variance techniques were used for analysis. The results show that there is a positive relationship between FDI and economic growth in Namibia. The study then concluded that Namibia need more investment in other sectors such as education taking into consideration that most foreign capital is directed into the mining and manufacturing sectors. However, Namibia does not have all the necessary skill to be able to sustain the growth in GDP as a result of FDI. The study further suggested that Namibia can take advantage of export-led growth because of the positive relationship that exists between growth and export. However, there is great need to improve and diversify by focusing on exporting semi-finished and finished manufactured products instead of solid minerals and primary products that are of low value. This will enhance competitive advantage on foreign markets.

The research was conducted in accordance with the Independent Complaints Authority of South Africa (ICASA) regulations that govern broadcast media during elections. The second part of the analysis deconstructed the SABC’s media coverage of the 2014 election through Media Monitoring Africa – a non-profit organisation that monitors and reports on media coverage of elections, whilst simultaneously taking ICASA stipulated guidelines into account. The MMA and ICASA equipped the study with reports which were compiled after an intense monitoring of SABC’s coverage of the 2014 election. Through the analysis of political parties’ accessibility to the election broadcast programmes on SABC platforms, the study concluded that although there were errors, the SABC treated all parties fairly during the 2014 general elections. The study also found that poor corporate governance at the SABC did not impact directly on the public broadcaster’s ability to deliver fair election broadcasting. By conforming to the social responsibility role that calls for high professional conduct, fairness and objectivity as expected in the public broadcaster, this study found that the SABC was committed to a fair coverage of the 2014 election.

This study aimed to provide insight which can serve as the basis for remedial action and ultimately the development of an international standard prohibiting women’s abuse and domestic violence in families. The study focused on two key objectives; the role of culture and patriarchy in maintaining structural violence. The study aimed to investigate how these variables influence women’s decision to continue staying in abusive relationships. The target population was people working in non-governmental organisations which deal with domestic violence survivors in Nairobi, Kenya. A sample of 12 respondents was utilised in a qualitative study. The study employed qualitative interviews whose data were thematically analysed. Results indicate that gender based violence can start early in the relationship sometimes even during courtship. What changes over time is the severity of the violence. The main type of abuse experienced by the women visiting the sampled centres was physical abuse. The main reason given for staying in an abusive relationship is the fear that their children would be abused if left with the abusive partner. Societal norms also emerged as a barrier for women in abusive relationships. The study recommends creation of awareness in the general population on how to identify gender-based violence for the purpose of intervention.

- Description: In order to eradicate the legacy of the past, the South African democratic government adopted a developmental approach to local government. The White Paper on Local Government (WPLG) (1998:17) defines developmental government as government committed to working with citizens and groups within the community to find sustainable ways of meeting their social, economic and material needs and of improving their quality of life. A developmental approach aims at enhancing the skills and capacity of community members by promoting their own development process (Theron, 2005a: 120). South Africa made provision for an Act of Parliament to authorise the establishment of a cross-boundary municipality. The Municipal Demarcation Board, after initial research, noted that there are a number of areas in South Africa where large tracts of land, including a number of different communities and settlements, straddle provincial boundaries. A cross-boundary municipality refers to a situation where parts of a local municipality are located within the borders of two different provinces. For example, in the case of Merafong, the smaller part in the south was located in North West Province and the larger part in the east was located in Gauteng Province. This in effect meant that the governance of these municipalities was a shared political and fiscal responsibility of two different provinces. The aim of the study was to determine the impact of public opinions on post-violent protest recovery processes in the Merafong Local Municipality. Both qualitative and quantitative approach was followed that included a review of documents from public administration and conflict theories literature; discourse analysis of interviews with municipal officials and councillors, and community members. The document review included a review of municipal documents that incorporated demarcation or describe development and use of public participation. It also included the legal frameworks and statutory requirements for community/citizen participation. The key findings of the study indicated contrasting views between the community and the municipality perspectives in particular with regard to the role of the community during the prioritisation of needs and the decision-making processes. The researcher concluded that in order for community participation to have maximum impact, local government is obliged to create an enabling environment for participation which includes amongst others addressing the institutional obstacles and the capacity gaps within the community. The researcher finally recommended that these roles be implemented, evaluated and integrated in the current performance management system of Merafong Local Municipality.

Most researchers have found interest on the subject of cultural diversity that edifice the African Union because “Africa does not have a single culture not in religions, not in economic systems, and especially not in languages, the number of different languages spoken on the continent, numerous dialects not included, range as high as 2,000 or more languages. While some languages, such as Swahili, are spoken by millions, other languages may be spoken by only a handful” (Robert & Feldman, 2008: 267) The AU member states heads are quiet aware of the forces of cultural diversity in the Union, hence several workshops were carried out between member states heads to put together the cultural policy for the Union. There are also numerous policies on African cultural diversity that were approved previously by different organisations that intended to unify Africa before the African Union was formed. Those policies are aligned within the AU cultural policy - The Charter for African Renaissance that will be reviewed in length in Chapter 3 in the literature review. What comes as a mystery is that, even though the Charter for African Renaissance has unified and adopted various policies ethnic and religion segregations within states and between states is still visible in most African countries (ethnicity, language and religion will also be evaluated and a sample of various cultures found in African countries will also be discussed in Chapter 3 under literature review). The Charter for African Renaissance contains guiding principle and objectives of the AU pertaining cultural diversity and these objectives needs to be met. However the biggest well known challenge about policies is that in most cases they remain on paper and shelved, they never make that much difference to the society that they intend to change. As Cloete and Wissink (2000) will put it that “policies only exist because they need to bring about change, however, it is also possible to change policies on paper, whilst effecting no real social change" (2000: 239). African cultural diversity policies are as well littered with failed institutions and initiatives that have not been followed through to completion, or of promises that have been broken. The driving force for this research is that Africans has seen many false starts in the last few decades and they are desperate for change, they need to see democracy, development and institutional building in the African countries. African Union on the other hand has existed for a decade but it has not yet achieved its objectives. How do we know that this is not just another focus for a misplaced enthusiasm? Will the current initiatives of the AU fall by the wayside? Will the world continue to mock Africa as the land of broken promises, of criminalized and failed states that inevitably subvert the best intentions of their peoples and their development partners? Unfortunately these questions has influenced this investigation but cannot be answered by this paper. However this paper intends to find out if cultural diversity has an impact in the missed opportunities and broken promises of Africa and this will be examined in the structures of the African Union.

The researcher has indicated some of the limitations in this study and will only focus on the ward councillors and their functional responsibilities at the Nelson Mandela Bay Metropolitan Municipality. The contextualization of this study is premised on the existing theoretical, legislative and conceptual views that apply to functional responsibilities of the municipal councillors and these were drawn from various sources to quantitatively obtain the data for this study. The study also explains the research design and methodology applied to elicit information from a sample of 31 ward councillors of the Nelson Mandela Bay Metropolitan Municipality. The quantitative data which was received through questionnaires was presented, analysed and discussed by the researcher. The researcher used the frequency distribution and percentage in order to draw up the conclusions and recommendations. The quantitative data revealed to a greater extent a positive response from the 31 ward councillors regarding their experiences and perceptions of their representative and participatory roles and their understanding of the support provided by the local government during the implementation of the IDP at the Nelson Mandela Bay Metropolitan Municipality.

- Description: In the past Emalahleni municipality operated its electricity distribution efficiently and effectively. However, along the years, the municipality’s operations changed and the situation changed from bad to a financially distressed municipality. The municipality has been experiencing challenges in sustaining its distribution power in the area of its jurisdiction in the past decade. As a result, more than half of the population in the area is affected by the ineffectiveness of the distribution of electricity which lowers their standard of living. As the city’s population is growing, it was envisaged that the power sector will experience a steady growth. The anticipation has been that due to the rate of growth and development in the city, most of Emalahleni municipality should have been electrified by now. However, challenges in the distribution of electricity have persisted and this has negatively affected the economy and living standard of the city. From a management perspective, this research looks at advancing finance revenue through sustainable electricity distribution. Specifically, it analyses the management challenges that affect the distribution of electricity in the city. It is well documented that Emalahleni municipality is currently facing an electricity crisis despite all the government efforts to provide adequate power to the citizens. The research will look at the sustainability of the municipality through the distribution of electricity in Emalahleni. The research will further look at how management manages and ensures better controls in the municipality to ensure the effectiveness and efficiency of power delivery within the municipal boundaries. For the municipality to be sustainable through electricity distribution, it should reinvest more money in the electricity infrastructure, improve its governance to ensure high performance and continuous performance improvement amongst leadership and management. Furthermore the municipality requires qualified and skilled labour to enhance growth and efficient running of the municipality. In this research, qualitative research techniques were employed. - Description: In the past Emalahleni municipality operated its electricity distribution efficiently and effectively. However, along the years, the municipality’s operations changed and the situation changed from bad to a financially distressed municipality. The municipality has been experiencing challenges in sustaining its distribution power in the area of its jurisdiction in the past decade. As a result, more than half of the population in the area is affected by the ineffectiveness of the distribution of electricity which lowers their standard of living. As the city’s population is growing, it was envisaged that the power sector will experience a steady growth. The anticipation has been that due to the rate of growth and development in the city, most of Emalahleni municipality should have been electrified by now. However, challenges in the distribution of electricity have persisted and this has negatively affected the economy and living standard of the city. From a management perspective, this research looks at advancing finance revenue through sustainable electricity distribution. Specifically, it analyses the management challenges that affect the distribution of electricity in the city. It is well documented that Emalahleni municipality is currently facing an electricity crisis despite all the government efforts to provide adequate power to the citizens. The research will look at the sustainability of the municipality through the distribution of electricity in Emalahleni. The research will further look at how management manages and ensures better controls in the municipality to ensure the effectiveness and efficiency of power delivery within the municipal boundaries. For the municipality to be sustainable through electricity distribution, it should reinvest more money in the electricity infrastructure, improve its governance to ensure high performance and continuous performance improvement amongst leadership and management. Furthermore the municipality requires qualified and skilled labour to enhance growth and efficient running of the municipality. In this research, qualitative research techniques were employed. In order to stimulate economic growth during the period under review, Wesgro, the organization invested with the mandate of attracting FDI to the Western Cape Province, was required to market and attract high volumes of FDI. As the Western Cape economy was not growing at the required rate, Wesgro set its FDI target ranges to within achievable levels. In order to create a foundation for understanding laws and economic policies relevant to marketing to attract FDI, this study reviewed regulatory frameworks for FDI in South Africa and the Western Cape Province. In addition, the National Development Plan (economic growth policy of South Africa) and the Western Cape Provincial Strategic Plan 2014-2019 (economic growth policy of the Province) were discussed. The research methodology of this study followed a descriptive research approach, analysing existing secondary data extracted from books, academic journals, research reports, Acts of Parliament, economic growth policies and annual reports from the 2013/14 to 2016/17 financial years. Relevant data emanating from reviewed regulatory frameworks, economic growth policies, official FDI and its various forms, academic debates on FDI and the strategic roles and approaches employed by IPAs when marketing to attract FDI to home destinations was withdrawn, analysed and the findings presented. The findings revealed that a weak growing Western Cape economy impeded the potential of Wesgro to attract FDI beyond its targeted ranges between 2014 and 2017. The findings also indicated that the Western Cape economy experienced lack of investment, low economic activity, low economic growth and high unemployment because Wesgro did not attract sufficient FDI to stimulate economic growth. High volumes of FDI are needed to stimulate the Western Cape Province’s economic growth. Based on the findings of this study, various recommendations were made on ways in which the Western Cape economy could grow.

- Description: The battle for traditional leadership successions continue to have negative effects on many Tribal Authority Councils across Africa, for example, the Valoyi Tribe, part of Tsonga/Shangaan nation in South Africa, and the Godban chieftaincy conflict in the northern town of Yendi in Ghana. Community conflicts related to chieftaincy positions across South Africa are apparent. This study was an attempt to explore and describe the dynamics of the AmaTshezi chieftaincy conflict in Mthonjana village, Mqanduli. The analysis focused on exploring the AmaTshezi chieftaincy conflict in terms of conflict and conflict process theory. This explorative study sought to explore and describe the perceptions of eight ad hoc committee members (government officials) who had been involved with attempting to resolve the AmaTshezi chieftaincy conflict. The researcher conducted extensive face-to-face interviews with these committee members and thoroughly studied the necessary documents that informed the study. Thematic data analysis revealed latent conflict, conflict emergence, conflict escalation, conflict stalemate, and conflict de-escalation, as key conflict phases in the AmaTshezi chieftaincy conflict. A number of recommendations are made about how those in authority could better manage communal conflict. The recommendations may, for instance, be used in the formulation of policies to influence better conflict management by government and help the Eastern Cape House of Traditional Leaders to manage communal conflicts better and to facilitate public education programmes about issues relating to birthright leadership positions and lineage procedures.

- Description: The purpose of the study was to investigate teacher receptivity of a new curriculum, in particular, the new integrated curriculum of South Africa. As the New Revised national curriculum Statement is starting to be operational this year, Curriculum 2005 was used as a model of an integrated curriculum in this study. The study focused on the following sub-problems: the meaning of an integrated curriculum; teacher receptivity of an integrated curriculum; and the extent to which teachers are receptive of the new integrated foundation phase curriculum. The review of relevant literature provided a conceptual framework for the study. Six dimensions of a curriculum that were regarded as critical in classroom practice for practicing teachers were identified and used to describe an integrated curriculum. These were: platform, learning outcomes, content, instructional materials, teaching and learning strategies and assessment. The conceptual framework for teacher receptivity was also identified by means of review of relevant literature. Teacher receptivity was conceptualised as comprising of attitudes and behavioral intentions. The empirical part of the study was undertaken to determine the attitudes of teachers towards an integrated foundation phase curriculum and the extent to which foundation phase teachers were receptive of the new curriculum. The sample for the empirical part of the study included 63 foundation phase teachers randomly selected from 21 schools in Herschel District. The schools were randomly selected from 3 zones which had been randomly selected from 7 zones that make up Hershel Educational District in the Eastern Cape, South Africa. Empirical data on teachers’ attitudes towards an integrated curriculum indicated that the majority of teachers were viewed the curriculum in an extremely positive light/somewhat positive light. There were responses which indicated that some teachers regarded the curriculum as complicated, restrictive, and idealistic. This situation is highlighted in their responses to the semantic differential on the attitude objects of the curriculum. Data on teacher receptivity indicated positive responses but vi there were some area of concern such as, for example, support from the district manager, school and the community. Data indicated that teachers were not so positive abut learning outcomes and assessment as a basis of teaching an integrated curriculum. Based on the empirical part of the study, conclusions and recommendations were made.

There is growing recognition that waste re-claimers contribute to the local economy, to public health and to environmental sustainability. However, they often face low social status, tragic living and working conditions, and little support from local governments. The waste reclaimers of the Raymond Mhlaba Municipal area are unemployed, experiencing a poorer quality of life and feeling even more socially and economically excluded from the rest of society because of the “limitations” on landfill salvaging currently. Moreover, they have developed feelings of resentment and anger that have resulted in defiant acts of trespassing and theft. This social development study highlights the implications of landfill closure for waste salvagers in Raymond Mhlaba Local Municipality. Landfilling has been the main method for municipal waste disposal in Raymond Mhlaba Local Municipality. To combat the effects of uncontrolled release of landfill gases, the uncontrolled release of leachate that may affect water quality many landfills in the Eastern Cape are being considered for close down and for rehabilitation. To consider as well is the socio-economic backlog and anticipated population growth in the province, which means that landfill salvaging will continue to be an important source of revenue for the poor and homeless. This research used observation, semi-structured one-on-one interviewing, focus group interviewing and questionnaires as well as conducted a review of waste management policy-related documents and secondary data analysis in this qualitative research to analyse the social and the economic impacts. The research found that waste reclaimers in the Raymond Mhlaba Local Municipality area disagreed with the closure of the Fort Beaufort landfill because of what the researcher assumed to be a lack of general environmental awareness and because of their vulnerability to poverty. Research findings also highlight that waste reclamation can be considered as a viable option to minimize waste at landfills and waste reclaimers have shown an increasing interest and commitment to being trained formally to continue reclamation work. This study has suggested disadvantages in rural landfill closure, without feasible alternatives. Focus must move away from extending waste collection and closing down landfills and instead improve final disposal and initiating minimisation- recycling programs as part of their strategies through the formation of waste cooperatives. This research suggests formalizing and controlling waste recovery to cater for the immediate and most basic needs of the poor. The recommendations will hopefully influence thinking about waste management policy planning and implementation in general, and be of service to furthering Raymond Mhlaba Local Municipality achieve goals of sustainable employment creation and poverty alleviation.

- Description: Democratisation and commitments to transitions to democratic systems has gained momentum as a currency, a necessity, with regard to socio-political and economic development for Africa. In the period following the end of the Cold War in the late 1980’s, there was heightened concern over the pseudo-democratic political establishments in Africa whose negative impact on their economies was blameable for a marked lack of public goods. Political scholars and agencies of Industrialised countries attributed this to stagnation on democratisation process, where consolidation stage of African democracies remains elusive. Kenya is a case and point. This study seeks to contribute to the ensuing debate of crafting versus preconditions to democratic consolidation in Africa. It takes the position that it is the political elite who are the principal agents in designing institution based democracies upon which other socio-economic developments can stand. By focusing on Kenya the study seeks to show that, up to the present moment, the cycle of Kenya’s unconsolidated democracy has been prevailed over by elites’ weakness to commit to deepening democratic values. A sign of hope is therefore in the potential and promise in the emerging young elite in crafting a consolidated democracy in Africa. By focussing on a generational change in leadership, one sees the possibility for Africa to embark on a clearly mapped out and self designed path towards democratic consolidation, led by a younger generation of professional elites. These are not weighed down by postcolonial nationalistic ideals. Their potential and level of commitment to democratic consolidation however needs to be examined. Increased pressures of Westernisation as an after effect of globalisation may have altered/impacted the young elites’ political consciousness and dedication to the African locales. This study thus posits that in order to gauge their inclination to crafting a consolidated democratic landscape of the continent, their political culture must be put under scrutiny. By examining the political culture of the Kenyan young elite this study concluded that more needs to be done to inspire political participation and involvement in this generation. There is general feeling of contentment with the status quo with all its flaws and unchanging poor democratic practises. More has to be done to sever the old undemocratic mentalities and replace them with fresh ideals through wide spread civic education, by using effective instruments like the media and avenues like a reformed school curriculum.

More has to be done to sever the old undemocratic mentalities and replace them with fresh ideals through wide spread civic education, by using effective instruments like the media and avenues like a reformed school curriculum.

- Description: The provision of basic needs such as food, shelter, security, identity and recognition is central in the rebuilding and reconstruction of the war-torn areas of Africa and indeed around the world. The war in northern Uganda, in particular, has taken its toll on the people of that area for more than 20 years and in the process, has witnessed the children facing some of the worst effects of armed conflicts known to man. This study investigated the role played by the Gulu Support the Children Organisation (GUSCO) in the reintegration of former child soldiers in Northern Uganda. GUSCO is however in favour of the term Formerly Abducted Children (FAC) as this is less prone to acts of stigmatisation against those who have faced some of the most horrific abuses known to human kind. It focused on the process of reintegration of the FAC in relation to the human needs theory which has been used as a basis for conflict resolution practices. The researcher conducted extensive face-to-face interviews with the employees of GUSCO who work in various fields as social workers, counsellors, health workers and teachers, who tend to the needs of the FAC daily. The researcher was also able to carryout observations of the activities that take place at the GUSCO reception centre where the children are rehabilitated. The organisation’s official documents were also consulted in order to carryout this triangular study and collect data. The major themes constructed from the study include: the empowerment and development of the FAC through education and skills training; health care provision to meet both physical and psychological needs; community empowerment and development and finally peacebuilding and reconciliation which involves the participation of whole communities to meet their needs and rebuild the war-torn northern Uganda. The researcher highlights some challenges that GUSCO faces in trying to reintegrate the former combatants albeit children into a routine of a community that struggles to recover from a war that continues to persist after twenty years. Several recommendations are made for GUSCO and civil societies who have given themselves the mandate to work towards salvaging the future generations of Uganda and Africa as a whole.
