- Description: The purpose of the study was to evaluate the impact of implementing capacity building strategies on the provision of health services in the central region of Malawi. The study intended to determine why a lack of quality services is still prevailing in the health services in the central region despite implementing capacity building strategies aimed at improving the delivery of health services. In addition to this, to come up with recommendations to improve the implementation of the existing capacity building strategies so that the implementation results in the intended impact, that is efficient and effective provision of health services in the central region of Malawi. The studies reviewed what various scholars have written on capacity building in order to ground capacity building in Public Administration and provide the study with a conceptual, theoretical and legislative framework. This enabled the researcher to describe the nature and place of capacity building in Public Administration. It was evident from the review that the implementation of capacity building strategies is a systematic process which requires that chief officials follow all the steps in order to effectively and efficiently implement the capacity building strategies so that the intended impact is achieved. In this regard, capacity building is a management function which requires that chief officials play an enabling role by providing the necessary resources (both human and financial) and policies that support the implementation of capacity building strategies. The study used both quantitative and qualitative research methods whereby thirty-five respondents composed of political office-bearers and chief officials from Lilongwe, Dedza, Mchinji and Dowa districts and Ministry of Health Headquarters in the central region of Malawi were given self-administered questionnaires to complete. Face-to-face interviews and document analysis were also used as research methods. The intention was to determine the problems that are being experienced in the implementation of the existing capacity building strategies and find out if the strategies are resulting in the intended impact. The study findings confirmed that there are indeed problems being experienced in the implementation of the existing capacity building strategies, namely: inadequate human and financial resources, corruption, political interference, lack of consultation with stakeholders and lack of political will to make sure that the implementation of the capacity building strategies is effectively and efficiently done. It was also revealed that the implementation of the existing capacity building strategies is impacting negatively on the provision of health services in the central region of Malawi, hence indicating a need to change in approach. The study concludes that in order for the capacity building strategies to achieve the intended impact there is a need to broaden the scope of the legal framework on health capacity building strategies in Malawi, enforce the use of performance standards and improve the operational framework to gain efficiencies and effectiveness from current investments in capacity building.

Significant (P<0.01) breed effects were observed on CK levels with Dormer having the highest CK values. Significant linear relationships were observed between pre-slaughter condition and CK levels. There were positive correlations between colour coordinates L* and b* (r =+0.22) and between a* and b* (r =+0.63). Cooking loss and Warner Braztler Shear Force (WBSF) values were positively correlated (r =+0.29). The Principal Component Analysis (PCA) showed a significant variance for CK and between physico-chemical characteristics of mutton. There were no relationships between CK levels and physico-chemical characteristics of mutton. Significant breed and age effects on pHu, L, a*, b*, thaw %, CL and WBSF of mutton were observed. iv It was concluded that, pre-slaughter conditions affect CK levels and physico-chemical characteristics of mutton. However, there were no relationships between CK levels and physico-chemical characteristics of mutton.

The objective of the baseline phase was to monitor the seasonal performance of HRAPs. The hydraulic retention time (HRT) fluctuated between 11.16 d and 12.00 d in HRAPs. The chemical oxygen demand (COD) increased from 130.12 ± 6.94 mg/L (post-AD), to 171.21 ± 7.99 mg/L (post-HRAP) . The presence of algal cells and evaporation contributed towards an increase in post-HRAP COD. The ammonia (NH₄-N) concentration decreased from 46.59 ± 2.47 mg/L (post-AD), to 1.08 ± 0.12 mg/L (post-HRAP). The nitrite (NO₂- N) concentration remained below 1.00 mg/L in post-pilot plant AD, post-PFP and post-HRAP effluent. The phosphate (PO₄-P) concentration decreased from 29.81 ± 1.39 mg/L (post-AD) to 17.30 ± 1.16 mg/L PO₄-P. The objective of the optimization phase was to manipulate the HRT to achieve the maximum treatment rate that met the DWAF general limits for discharge into a natural water resource of 1998. Nitrogen (as NH₄-N, NO₃-N, NO₂-N) removal efficiency was used as an indicator of nutrient removal success. HRT was influenced by season. The optimal HRT for autumn was 4.30 d at a temperature of 20.53ºC in HRAP A2 (heated) and 18.96ºC in HRAP B2 (ambient). The optimal HRT for summer was 2.74 d at 29.90ºC in HRAP A2 (heated) and 26.36ºC in HRAP B2 (ambient). The COD decreased from 152.33 ± 4.85 mg/L (post-AD) to 95 .00 ± 3.75 mg/L (post-HRAP A2), and to 100.82 ± 5.93 mg/L (post-HRAP B2). The incoming NH₄-N concentration decreased from 42.53 ± 1.38 mg/ L (post-AD), to 1.70 ± 0.81 mg/ L (post-HRAP) . The nitrate (NO₃-N) concentration post-HRAP was 12 - 14 mg/L. The main methods for NH₄-N removal were probably NH₄-N volatilization through algal uptake. HRAPs were able to lower nitrogen and phosphorous concentrations to within the DWAF limits under normal operating conditions. It is recommended that HRAP treated brewery wastewater be used for irrigation after salt removal, or alternatively, for groundwater recharge . Regulatory exemptions would be required for higher than permitted COD and EC concentrations to enable these actions.

Incorporating prey demographics and predator social structure into prey selection and carrying capacity estimates for cheetah

To date, K estimates for large carnivores have been developed from predictions of carnivore diet at a prey and predator species-level. These predictions therefore assume that all social classes within a carnivore species display similar prey preferences and that all demographic classes within a prey species are equally preferred or avoided. The objective of this study was to investigate the importance of including prey demographics and carnivore social class in carnivore diet descriptions and thereby K estimates, using cheetah Acinonyx jubatus as a study species. It was predicted that prey sex, prey age and cheetah social class influence cheetah prey preferences, when they influence the risk and ease of prey capture, and that their inclusion in a K model would improve its predictive strength. Based on an analysis of 1290 kills from South Africa, male coalition cheetah were found to prefer a broader weight range of prey than solitary cheetah. Prey demographics further influenced cheetah prey preference, when it corresponded to differences in prey size and the presence of horns. The current species-level K regression model for cheetah is based on preferred prey and thus omits highly abundant antelope that often comprise the majority of the diet, an artefact of the way in which preferences are calculated. A refinement of the species-level K regression model, to account for prey demographic- and cheetah social class-level differences in diet and the biomass of accessible prey (defined in this study as all non-avoided prey) instead of just preferred prey, doubled the predictive strength of the K model. Because group-hunting enabled predation on a broader weight range of prey, cheetah K was influenced by the ratio of male coalition cheetah to solitary cheetah in the population. The refined K regression model is derived from ecosystems supporting an intact carnivore guild. A mechanistic approach to estimating K, based on Caughley‟s (1977) maximum sustainable yield model, therefore better predicted cheetah K in systems devoid of lion Panthera leo and African wild dog Lycaon pictus, which were found to suppress cheetah density. This study improves our understanding of the relationships between prey demographics, cheetah social classes and intra-guild competition in determining cheetah prey preferences and K. This study therefore paves the way for similar work on other large carnivores.

Determining the willingness-to-pay for the removal of a local undesirable land use

- Description: A manganese ore dump and oil tank farm have been situated in the Port Elizabeth harbour for more than forty years. Although these facilities are independently operated and managed, they are viewed as one distinct disamenity, and there is strong local opposition to their continued location in the harbour. The negative environmental impacts (for example, water and air pollution) caused by the ore dump and tank farm have been well documented. This pollution takes the form of oil leaks from the oil tank farm, and ore dust pollution from the manganese ore dump. The air pollution caused by the manganese ore dump is a result of the dump currently being an open air handling and storage facility. The ore dust is dispersed into the air due to strong prevailing winds in the Bay and has resulted in respiratory illnesses of residents living in close proximity to the facility. Oil pollution, due to leakages experienced at the oil tank farm, has extended far beyond the periphery of the harbour. Inter alia, there has been a decline in local fish populations, as well as a decline in passive and active use satisfaction associated with the adjacent beach area, i.e. Kings Beach. These oil leakages, first reported in 2001, could have a detrimental effect on the Blue Flag status of this beach, as well as the Blue Flag status of other beaches situated further up the coast. The lease agreements for the oil tank farm and manganese ore dump are set to expire in 2014 and 2016, respectively. As yet, there is no consensus on when these disamenities will be (re)moved. In order to mitigate the secondary impacts of these facilities, both of them should be removed. Although these impacts should be the focus of public policy debates and cost-benefit assessments, no direct valuation method exists to value the economic cost to affected communities. Instead, non-market valuation methods, such as the contingent valuation method (CVM), are often applied to assign values to these economic costs. This study seeks to determine Nelson Mandela Bay households‟ preferences for the immediate removal of the manganese ore dump and oil tank farm from the Port Elizabeth harbour. This case was selected since it represents a current public policy debate issue that has not been resolved. Monetary estimates of people‟s preferences for the removal of pollution-creating activities can assist policy-makers and other stakeholders when locating industries in an urban setting. These estimates can also be of use in understanding the benefits associated with air and water quality improvement projects. The primary valuation technique used in this study is the CVM. This method was chosen as it is capable of measuring the economic significance of lost passive-use values of individuals affected by negative externalities. Both a non-parametric and a parametric estimate of mean willingness-to-pay (WTP) were derived. On average, a respondent was willing to pay a once-off amount of between R47.09 (non-parametric estimate) and R93.21 (parametric estimate). Non-parametric estimation (via the Turnbull estimator) was conducted to test the sensitivity of the parametric results (via a logit model). The logit model‟s results showed that the probability of a „yes‟ answer to the referendum question varies with a number of covariates in a realistic and expected way, which offers some support for the construct validity of this CV study. Household income, education, age, and disamenity awareness were significant determinants of individuals‟ responses to the WTP question. A summary of the findings of WTP estimates for both parametric and non-parametric analysis is provided in Table 1. Three primary recommendations stem from this study. Firstly, the study used a relatively small sample size. Although it was sufficient for a pilot study it is recommended that future research into this issue should aim for a much larger sample size to ensure more precise estimates of the WTP for the removal of the disamenity. Secondly, the conservative non-parametric mean WTP estimate should be used as opposed to the higher parametric mean WTP estimate. Third, the aggregate WTP estimation constitutes only a partial analysis of cost. A number of other factors and value streams need to be analysed and compared with the cost estimates generated by this study if adequate holistic decision-making is to take place with regard to the removal of the manganese ore dump and oil tank farm. More specifically, the total WTP estimated in this study should be viewed as only one input into a comprehensive social cost-benefit analysis to determine the desirability of the removal of this disamenity for wider society.

- Description: A manganese ore dump and oil tank farm have been situated in the Port Elizabeth harbour for more than forty years. Although these facilities are independently operated and managed, they are viewed as one distinct disamenity, and there is strong local opposition to their continued location in the harbour. The negative environmental impacts (for example, water and air pollution) caused by the ore dump and tank farm have been well documented. This pollution takes the form of oil leaks from the oil tank farm, and ore dust pollution from the manganese ore dump. The air pollution caused by the manganese ore dump is a result of the dump currently being an open air handling and storage facility. The ore dust is dispersed into the air due to strong prevailing winds in the Bay and has resulted in respiratory illnesses of residents living in close proximity to the facility. Oil pollution, due to leakages experienced at the oil tank farm, has extended far beyond the periphery of the harbour. Inter alia, there has been a decline in local fish populations, as well as a decline in passive and active use satisfaction associated with the adjacent beach area, i.e. Kings Beach. These oil leakages, first reported in 2001, could have a detrimental effect on the Blue Flag status of this beach, as well as the Blue Flag status of other beaches situated further up the coast. The lease agreements for the oil tank farm and manganese ore dump are set to expire in 2014 and 2016, respectively. As yet, there is no consensus on when these disamenities will be (re)moved. In order to mitigate the secondary impacts of these facilities, both of them should be removed. Although these impacts should be the focus of public policy debates and cost-benefit assessments, no direct valuation method exists to value the economic cost to affected communities. Instead, non-market valuation methods, such as the contingent valuation method (CVM), are often applied to assign values to these economic costs. This study seeks to determine Nelson Mandela Bay households‟ preferences for the immediate removal of the manganese ore dump and oil tank farm from the Port Elizabeth harbour. This case was selected since it represents a current public policy debate issue that has not been resolved. Monetary estimates of people‟s preferences for the removal of pollution-creating activities can assist policy-makers and other stakeholders when locating industries in an urban setting. These estimates can also be of use in understanding the benefits associated with air and water quality improvement projects. The primary valuation technique used in this study is the CVM. This method was chosen as it is capable of measuring the economic significance of lost passive-use values of individuals affected by negative externalities. Both a non-parametric and a parametric estimate of mean willingness-to-pay (WTP) were derived. On average, a respondent was willing to pay a once-off amount of between R47.09 (non-parametric estimate) and R93.21 (parametric estimate). Non-parametric estimation (via the Turnbull estimator) was conducted to test the sensitivity of the parametric results (via a logit model). The logit model‟s results showed that the probability of a „yes‟ answer to the referendum question varies with a number of covariates in a realistic and expected way, which offers some support for the construct validity of this CV study. Household income, education, age, and disamenity awareness were significant determinants of individuals‟ responses to the WTP question. A summary of the findings of WTP estimates for both parametric and non-parametric analysis is provided in Table 1. Three primary recommendations stem from this study. Firstly, the study used a relatively small sample size. Although it was sufficient for a pilot study it is recommended that future research into this issue should aim for a much larger sample size to ensure more precise estimates of the WTP for the removal of the disamenity. Secondly, the conservative non-parametric mean WTP estimate should be used as opposed to the higher parametric mean WTP estimate. Third, the aggregate WTP estimation constitutes only a partial analysis of cost. A number of other factors and value streams need to be analysed and compared with the cost estimates generated by this study if adequate holistic decision-making is to take place with regard to the removal of the manganese ore dump and oil tank farm. More specifically, the total WTP estimated in this study should be viewed as only one input into a comprehensive social cost-benefit analysis to determine the desirability of the removal of this disamenity for wider society.

The problem is further compounded by the fact that, in our modern-day information technology environment, many larger organisations are providing SMMEs with access to their networks. This results not only in SMMEs being exposed to security risks, but the larger organisations as well. In previous research an information security management framework and toolbox was developed to assist SMMEs in drafting information security policies. Although this research was of some help to SMMEs, further research has shown that an even greater problem exists with the governance of information security as a result of the advancements that have been identified in information security literature. The aim of this dissertation is therefore to establish an information security governance framework that requires minimal effort and little expertise to alleviate governance problems. It is believed that such a framework would be useful for SMMEs and would result in the improved implementation of information security governance.

- Description: Organisms with different life-histories and abilities to disperse often utilise habitat patches in different ways. We investigated the influence of the size of patches of rock (separated by stretches of sand) on the density of pulmonate limpets (Siphonaria spp.) along 1500 km of the linear landscape of the South African coastline. We compared the influence of patch-size on two congeneric species with different modes of development, S. serrata a direct developer, and S. concinna a planktonic developer. We tested the spatial and temporal consistency of the effects of patch-size by sampling 7 independent regions spanning the distributional range of both species of limpets, and by sampling one region at monthly intervals for 1 year. Within each region or month, 4 small patches (<20 m in length) interspersed with the 4 large patches (>60 m in length) were sampled. Across the entire geographic range and throughout the year, there were more of both species of limpets in large patches than in small patches. In most regions, there was greater variability in large patches than small patches. Variability within patches in a single region was similar throughout the year, with greater variability of both species in large than in small patches. We found little influence of the mode of development on the response of limpets to patch-size. Our findings highlight the importance of understanding patterns of distribution of species with respect to habitat heterogeneity in linear landscapes, and contradict the idea that organism mobility at an early ontogenetic stage directly affects habitat use.

- Description: Organisms with different life-histories and abilities to disperse often utilise habitat patches in different ways. We investigated the influence of the size of patches of rock (separated by stretches of sand) on the density of pulmonate limpets (Siphonaria spp.) along 1500 km of the linear landscape of the South African coastline. We compared the influence of patch-size on two congeneric species with different modes of development, S. serrata a direct developer, and S. concinna a planktonic developer. We tested the spatial and temporal consistency of the effects of patch-size by sampling 7 independent regions spanning the distributional range of both species of limpets, and by sampling one region at monthly intervals for 1 year. Within each region or month, 4 small patches (<20 m in length) interspersed with the 4 large patches (>60 m in length) were sampled. Across the entire geographic range and throughout the year, there were more of both species of limpets in large patches than in small patches. In most regions, there was greater variability in large patches than small patches. Variability within patches in a single region was similar throughout the year, with greater variability of both species in large than in small patches. We found little influence of the mode of development on the response of limpets to patch-size. - Description: The 5th Cosatu Congress resolved that a research be commissioned by the CEC and conducted by Naledi on the need for establishment of advice centres for servicing and assisting domestic workers. Again, part of the resolution indicated that we should consider finding a viable home for domestic workers. As we move towards the 11th Cosatu Gender Conference, we need to reflect and take stock of the previous resolutions passed on domestic workers, assess the strategies/ steps taken for implementation and make a way forward. This paper has arisen as a follow-up of the afore-mentioned resolution including the commitment made by Cosatu on the Summit held between 27-28 August 2011 which the federation hosted in partnership with the South African Domestic Services and Allied Workers Union (SADSAWU) and the South African Office of the ILO. The aim is to stimulate and resuscitate discussions on domestic work acknowledging the positive steps taken at international level of adoption of ILO Convention 189 (C189) on Decent Work for Domestic Workers and its Recommendation 201 (R201).

This document aims to combine the vision and principles that we aspire towards, with practical relations in the working workplace and economy, in trade unions and in broader society. The issue of gender equality has been on our agenda since the formation of COSATU. However, we require a policy framework to guide our struggles to transform gender relations in the current period. It is therefore important that we reflect on progress in taking forward the vision and programmes adopted on several Congresses since COSATU inception. In broad terms, progress to realise these resolutions has been uneven and varies between affiliates. COSATU and its affiliates are guided by a vision of a society free of sexism, racism, class exploitation, and other forms of oppression. - Description: The aim of this paper is to resuscitate the debate on the need for decriminalization of sex work and ensure that COSATU and its affiliates further engage within structures, alliance, non -governmental organizations and with the Government in terms of the need for law reform and identify alternative policy framework. However, whatever outcome of the legal processes pertaining to sex work, should be abide by the spirit of the Constitution which is committed to advancing human rights and social justice. Sex work in South Africa is currently criminalised and is restricted by the Sexual Offences Act of 1957 (an un-amended apartheid-era law) which prohibits all activities associated with it. The criminal offences related to sex work include amongst them the keeping or participating in the management of a brothel, procuring someone to become a sex worker, soliciting or selling sex or living of the earnings of a sex worker. In 2007 through the Sexual Offences Act their clients were also criminalised In 2007, the Act was amended to criminalise buyers of sexual services too (SALRC 2009). We therefore argue that the existing laws on sex work are nothing but hypocrisy of the conservatives and elites. They do not improve the conditions of women; instead they worsen the miserable conditions that women in the sex trade already find themselves in. The missing fact is that sex work is a by-product of our patriarchal capitalist society-not something created by some “immoral prostitute” The current oppressive legislation on sex work has stimulated a lot of debates and has led to an upsurge in advocacy work by individuals and organizations around the need to either legalise or decriminalize sex work. Likewise, Cosatu as a key civil society player has also played a leading role in its endeavor to unite the working class and to defend workers from exploitation as well as finding workable solutions to the plight of the most vulnerable people in our society who find themselves with no choice but to engage in sex work. The sex industry is by nature exploitative and inherently dangerous. Women in the industry experience different degrees of abuse, coercion and violence, but all of them are harmed physically and psychologically. As a trade union movement, COSATU has an interest in the debate about sex work, from the point of view that sex work targets mainly the working class and the poor, predominantly black women. High levels of unemployment, poverty and gender inequality are key factors driving sex work. The global economic crisis has aggravated the situation for the poor majority through job losses, casualisation and ultimately increased feminization of poverty. Cosatu has already started some debates and campaigns aimed at devising ways of protecting sex workers through collective workers struggles. As such, the sex work discourse and campaign among Cosatu affiliates for decriminalization was tabled at the Federation’s 10th Congress though it was deferred because of contestation and opposition amongst delegates. However, affiliates had the responsibility to go back and make further consultations, sensitization with their structures and open up a discussion at the level of the COSATU Central Executive Committee. Indeed, it is high time that the debate on decriminalization should be concluded and that sex work be recognized as work as Arnott and Crago (2009) argue that: “The criminalisation of sex work has precluded the enforcement and protection of sex workers’ Labour rights. This disregard for sex workers as workers has left many of those employed in brothels in South Africa vulnerable to labor abuses such as withheld wages, arbitrary fines, restrictions on mobility, and confiscation of belongings including medication. Sex workers on the street or working in brothels and other agencies have no recourse if customers refuse to pay them’’1 The decriminalization of sex work should take the course of a rights- based approach which means that sex workers would be able to enjoy their basic human & labour rights and be protected against sexual harassment, violence, rape and unfair working conditions. By so doing, sex workers would be able to access non-discriminatory health care services, be more empowered and operate within the ambit of protective labour and occupational health & safety laws.
