- Description: The socio-economic dimension of conflicts has enjoyed increasing attention in research dealing with the dynamics of contemporary conflict. The underlying assumption of this study is that the socio-economic dimension of conflict can be hugely informative in terms of providing an understanding as to why peace agreements fail and in that sense can contribute to the resolution of conflicts if taken into account during the formulation of peace agreements. This study explores the way in which conflict theory has dealt with conflict and determines to what degree peace agreements in the Sudan have taken into consideration the socio-economic dimension of the conflict between the North and South Sudan since February 1972 to January 2005. This study proposes a number of recommendations in terms of the peace process in the Sudan with possible wider application to other future peace agreements.

As a way of investigation, this study uses qualitative research techniques to make a clinical examination of the main causes of the political crisis that has reduced the formerly self-sustaining and democratically highly rated country to a pariah citizen (state) of the world. A number of primary sources have been used and have had their responses/input supplemented by relatively reliable secondary sources that gave authenticity to the argument of the research. This study makes a ten year review of the political and economic situation in Zimbabwe, as this is the period whence the political crisis became apparent and restricts its investigation of the causes of the political crisis to this period albeit some of these reasons are connected to the past i.e. the period from 1980 to 1995. Since this is a deductive scholarly account, the study tests the theory of organic crisis as an explanation for state collapse in Africa with particular reference to Zimbabwe. Finally the study reveals that the major causes of the political crisis in Zimbabwe are the colonial legacy which seems to have had its negative on the politics of the country just ten years into democracy; the crisis of governance which led to political and economic decay as the ruling party tried by all means to solicit political support; the Lancaster House agreement and the land question which are related to the question of colonial legacy and among the primary reasons Zimbabwe has reached political impasse; the crisis of elites which this directly links to the political crisis; structural adjustment programmes and corruption and fraud.

The ANC government decided to approach poverty reduction by closing the inequality gap between racial groups in the country. It planned to provide services that would improve the poor people’s lives and also create employment to sustain development. To provide the necessary services, the government formulated two broad, but linked macroeconomic policies namely: the RDP and GEAR which focused on the demand and supply side respectively (Venter and Landsberg (2006). This indicated the importance with which the people’s welfare and growth were regarded by the South African government. It indicated that the government believed in pro-poor growth. The purpose of this study was to gain better and deeper understanding about poverty reduction since the 1994 political transition, from the poor people of Airport Valley (in the Nelson Mandela Metropolital Municipality), who experience poverty from the real world. The study attempted to find out from these people if there was improvement in their lives since democratisation. This qualitative and quantitative study used three methods of collecting data namely: a questionnaire, interviews and observation. The results of the study suggest that there has been lack of commitment by RDP and GEAR, as the conditions under which the people live and therefore their standard of living have not improved. The study recommends that the government should speed up the process of service delivery at Airport Valley and also include the people in decision making about the future of Airport Valley.

Past socio-economic and political policies have resulted in a racially skewed and inequitable distribution of land as well as overcrowding, overstocking and poverty in the countryside. It has become imperative that fundamental change is brought about in order to improve economical opportunities of all South Africans to access land for beneficial and productive use. Land reform, as the central thrust of land policy, is not only part of the effort towards the creation of equitable land distribution, but also of national reconciliation and stability. This study analyzed the notion of economic empowerment of farm workers. It looked at historical overview of the evolution of politics in South Africa and contemporary legislative framework pertaining to land redistribution and farm workers in the Western Cape. A case study of Bouwland farm in the Stellenbosch agricultural area was used as an example of how land redistribution can contribute to economically empower farm workers.

- Description: The provision of basic needs such as food, shelter, security, identity and recognition is central in the rebuilding and reconstruction of the war-torn areas of Africa and indeed around the world. The war in northern Uganda, in particular, has taken its toll on the people of that area for more than 20 years and in the process, has witnessed the children facing some of the worst effects of armed conflicts known to man. This study investigated the role played by the Gulu Support the Children Organisation (GUSCO) in the reintegration of former child soldiers in Northern Uganda. GUSCO is however in favour of the term Formerly Abducted Children (FAC) as this is less prone to acts of stigmatisation against those who have faced some of the most horrific abuses known to human kind. It focused on the process of reintegration of the FAC in relation to the human needs theory which has been used as a basis for conflict resolution practices. The researcher conducted extensive face-to-face interviews with the employees of GUSCO who work in various fields as social workers, counsellors, health workers and teachers, who tend to the needs of the FAC daily. The researcher was also able to carryout observations of the activities that take place at the GUSCO reception centre where the children are rehabilitated. The organisation’s official documents were also consulted in order to carryout this triangular study and collect data. The major themes constructed from the study include: the empowerment and development of the FAC through education and skills training; health care provision to meet both physical and psychological needs; community empowerment and development and finally peacebuilding and reconciliation which involves the participation of whole communities to meet their needs and rebuild the war-torn northern Uganda. The researcher highlights some challenges that GUSCO faces in trying to reintegrate the former combatants albeit children into a routine of a community that struggles to recover from a war that continues to persist after twenty years. Several recommendations are made for GUSCO and civil societies who have given themselves the mandate to work towards salvaging the future generations of Uganda and Africa as a whole.

- Description: The Heads of State and Government Implementation Committee (HSGIC) of the New Partnership for Africa’s Development (Nepad) acknowledged and recognised the centrality of good governance within the context of the African Peer Review Mechanism (APRM), an innovative mechanism acceded to by member states of the African Union (AU) as a self- monitoring mechanism for good governance. South Africa is one of the countries which acceded to the APRM in 2003. Accordingly, South Africa appointed a National Governing Council (NGC) under the chairpersonship of the Minister of Public Services and Administration as the focal point to develop a strategy to manage the national APRM process. The NGC was constituted of business, the disabled, civil society, churches, trade unions, government and women’s coalitions thus ensuring all relevant stakeholders are represented. As part of South Africa’s country assessment, questionnaires dealing with the four core thematic areas of the APRM were sent through to the public by community development workers. In addition, four technical assessment agencies were appointed to assist in conducting research on the four thematic areas. The primary objective of this study is to examine the theoretical approach to the study and the African Peer Review Mechanism’s contemporary relevance to South Africa, its intended beneficiaries and an assessment of South Africa for the period 2006. The study revealed that Proportional Representation (PR) and floor-crossing have an impact on the sustainability, relevance, long term development, vibrancy and profundity of constitutional democracy in the country. Clearly, since the dawn of the democratic dispensation in South Africa the electoral system introduced is such that it had to take into account the challenges the country faced during the apartheid system of governance. In this context, enough space for free political competition in the country was created. On the basis of the findings of the study, it is patently clear that the time allocated for the CSAR was minimal and the country should have been given at least two years so that the self assessment could have been extensively done. On the issue of HIV and AIDS and its relationship to socio-economic conditions, it was revealed that the country has a lot to do in this regard. The debilitating effect that HIV and AIDS has on the lives of the citizens requires clarity of policy and strategy, consistency in public communication and the need for sustained partnerships amongst all relevant stakeholders. At another level, there was a call for a basic income grant although government does not necessarily support it. Based on the research findings above, a new research area outlined under recommendations can be conceptualized for further research and it requires some attention.

- Description: As the global energy crisis continues to have an impact on developing countries such as South Africa, stakeholders form an increasingly significant role especially around the concerns of development and the impact on the environment. Environmental conflicts have risen to the forefront in many areas in South Africa. Environmental conflicts fall under public disputes, which often occur as a result of human needs. This study is an attempt to explore the environmental conflict surrounding the proposed Nuclear Power station at Thyspunt, Oyster Bay in the Eastern Cape. Stakeholders are an integral part of environmental conflicts, and analyzing interests of stakeholders is vital in understanding environmental conflicts. This explorative study, seeks explore and to describe the interests of homeowners who are one of the key stakeholders involved the environmental conflict at Thyspunt, Oyster Bay in the Eastern Cape. The homeowners are represented by the St Francis Residents/ Ratepayers Association. The researcher conducted extensive face-face interviews with these homeowners. The organizations official documents, minutes of their meetings, letters to the media and various publications in which homeowners expressed their feelings were also made use of by the researcher in order to triangulate findings, as well as for data collection methods. The major themes were constructed from the study include: Security, Trust, Power and the various sources thereof, as well as a need for self-actualization based on values, and a final theme of the positive functions of conflict. The challenges facing the homeowners in terms of human security and environmental impact of the nuclear development are highlighted. Further recommendations for a more in-depth study are also made.

- Description: The student teacher mentoring programme (STMP) has been an important feature of the Zimbabwean teacher education landscape since 1995. However, this programme has not been evaluated and thus the need for this article, which seeks to evaluate the implementation of the STMP in Zimbabwe. Data were collected through responses to checklists and questionnaires by ten lecturers and sixteen mentors; fifteen student teachers responded to questionnaires, and two school heads were interviewed. The main findings are that: (1) the STMP is being implemented through the key elements (mentors, student teachers and the mentoring context); (2) while the key participants are playing their part in the STMP, the latter is not being effectively implemented because of lack of funding. - Description: Nuclear deterrence is born from the two superpowers’ relations during the Cold War as they were the first countries to get nuclear weapons and they were the main and most powerful rivals in the world. Then new actors joined the game by testing their own nuclear bombs: the UK in 1952, followed by France in 1960, China in 1964, India in 1974, and Pakistan in 1998. Israel pretends it does not have any nuclear weapons but it is an open secret that they do 1. France helped Israel to get its weapons and the nuclear explosion in 1979 off the southern coast of Africa probably involved Israel and South Africa (sourced by the Federation of American Scientists, the Wisconsin Project on Arms Control, the Center for Defense Information, etc.). This was confirmed by Mordechai Vanunu, former Israeli scientist who worked on developing the bomb. The intrusion of new nuclear countries frightened the United States and the USSR because the balance was already fragile and newcomers could break it. Would the game remain "safe" with more players? Therefore in 1968 both countries drafted a treaty to prevent nuclear proliferation. The Non-Proliferation Treaty (NPT) came into force in 1970, at a time when five countries had successfully achieved a nuclear explosion. The NPT officially recognises only these five countries as nuclear-weapons states. They happen to be also the five permanent member states of the UN Security Council. India and Pakistan carried out a nuclear test after 1968 and are therefore referred to as non-official nuclearweapons states. The new nuclear states adopted and adapted the nuclear doctrine to their needs, their geopolitical interests and their place in international relations.

- Description: Democratisation and commitments to transitions to democratic systems has gained momentum as a currency, a necessity, with regard to socio-political and economic development for Africa. In the period following the end of the Cold War in the late 1980’s, there was heightened concern over the pseudo-democratic political establishments in Africa whose negative impact on their economies was blameable for a marked lack of public goods. Political scholars and agencies of Industrialised countries attributed this to stagnation on democratisation process, where consolidation stage of African democracies remains elusive. Kenya is a case and point. This study seeks to contribute to the ensuing debate of crafting versus preconditions to democratic consolidation in Africa. It takes the position that it is the political elite who are the principal agents in designing institution based democracies upon which other socio-economic developments can stand. By focusing on Kenya the study seeks to show that, up to the present moment, the cycle of Kenya’s unconsolidated democracy has been prevailed over by elites’ weakness to commit to deepening democratic values. A sign of hope is therefore in the potential and promise in the emerging young elite in crafting a consolidated democracy in Africa. By focussing on a generational change in leadership, one sees the possibility for Africa to embark on a clearly mapped out and self designed path towards democratic consolidation, led by a younger generation of professional elites. These are not weighed down by postcolonial nationalistic ideals. Their potential and level of commitment to democratic consolidation however needs to be examined. Increased pressures of Westernisation as an after effect of globalisation may have altered/impacted the young elites’ political consciousness and dedication to the African locales. This study thus posits that in order to gauge their inclination to crafting a consolidated democratic landscape of the continent, their political culture must be put under scrutiny. By examining the political culture of the Kenyan young elite this study concluded that more needs to be done to inspire political participation and involvement in this generation. There is general feeling of contentment with the status quo with all its flaws and unchanging poor democratic practises. More has to be done to sever the old undemocratic mentalities and replace them with fresh ideals through wide spread civic education, by using effective instruments like the media and avenues like a reformed school curriculum.

- Description: This treatise begins with a discussion of different clauses of the Bill of Rights in the South African Constitution and the land reform policies of the South African government. The inequality and injustice caused by decades of apartheid land law forms the background of the land reform programme. The treatise addresses the consequences of this legacy on the implementation of the South African Constitution including the right to property. The discussion includes the three key elements of the land reform programme namely restitution, redistribution and tenure reform. The content of this treatise ranges over these three elements of land reform, applying constitutional issues to the relevant case law, The balancing and the reconciliation of rights and interest between the individual and the public in a just manner will be the barometer. The conclusion shows that the Constitution both protects existing rights and authorises the promotion of land reform within the framework of Section 25 of the Constitution, and that every aspect of the property clause has to be regarded as part of a constitional effort in balancing individual interest and public interest in terms of a constitutional order. It is my sincere hope that this treatise will contribute toward the achievement of equity, stability and by the values of an open and democratic society based on human dignity, freedom and human rights.

- Description: This treatise begins with a discussion of different clauses of the Bill of Rights in the South African Constitution and the land reform policies of the South African government. The inequality and injustice caused by decades of apartheid land law forms the background of the land reform programme. The treatise addresses the consequences of this legacy on the implementation of the South African Constitution including the right to property. The discussion includes the three key elements of the land reform programme namely restitution, redistribution and tenure reform. The content of this treatise ranges over these three elements of land reform, applying constitutional issues to the relevant case law, The balancing and the reconciliation of rights and interest between the individual and the public in a just manner will be the barometer. The conclusion shows that the Constitution both protects existing rights and authorises the promotion of land reform within the framework of Section 25 of the Constitution, and that every aspect of the property clause has to be regarded as part of a constitional effort in balancing individual interest and public interest in terms of a constitutional order. It is my sincere hope that this treatise will contribute toward the achievement of equity, stability and by the values of an open and democratic society based on human dignity, freedom and human rights.

- Description: This thesis defends an ontological and epistemological account of Michel Foucault's post-structuralist philosophy, to argue that political philosophy needs to take into account the historical and political contingency of subjectivity and discourse. I show that by addressing the historical and political contingency of knowledge, Foucault's work overcomes the flaw of foundational epistemology in political philosophy, which treats true discourse as universal and disinterested. In doing so I hope to have to refuted the mainly positivistic and humanist schools of thought that lay claim to universal and foundationalist notions, by demonstrating the extent to which their misgivings about Foucault's work are informed by and founded upon an unjustified a-historicism. The thesis is composed of three chapters, the first of which deals with an ontology of the subject, the second, with an ontology of social relations, and the last with epistemology. In each chapter I use dialectical analysis to reveal how interests necessarily mediate subjectivity, social relations, and knowledge. The first two chapters defend Foucault's conception of power, by way of an analysis of the relations between Foucault's work and Sartre's existential phenomenology. I show how both Foucault and Sartre successfully address the problem of historicism for political philosophy with their respective conceptions of human freedom. The final chapter defends Foucault's conception of the relations between power and discourse, to show how it overcomes the a-historicism of universal, foundational epistemology. These three chapters demonstrate the importance of accounting for historicism in political philosophy. Claims to universal interest, because knowledge is conditioned by conflicts of interest, often mask political domination. It is important, then, to remember, in political philosophy, that knowledge is evaluative and interested, reflecting historically and politically mediated evaluations. One should be suspicious of ' natural facts' , used to justify actions or beliefs, thereby masking the choices that inform them. I have used the work of Michel Foucault to motivate this claim.

Sanitation, food storage facilities and drinking water quality are often poor, with the result that inhabitants are exposed to a wide range of pathogens and houses may act as breeding grounds for insect vectors. In informal settlements people often live in temporary homes constructed with impermanent, basic materials. These inhabitants frequently have little option but to live on marginal land (flood plains or steep slopes, for example), with the consequence that they are the first to suffer the effects of cyclones and floods. In addition, a combination of overcrowding, the use of open fires and flammable buildings leads to danger from accidental fires, burns and scalding. The post-apartheid South African government has tried a number of housing initiatives to help alleviate the housing problem since 1994 when it came to power. These have included the Botshabelo Accord (1994), the Housing White Paper in 1995, the National Urban and Reconstruction Housing Agency in 1995, the Housing Subsidy Scheme in 1995, the Housing Act No. 107 of 1997 and the Policy on People’s Housing Process (1998). The government set itself a target of delivering one million houses within five years. By all indications the government did not fully comprehend the gravity of the problem in relation to available resources. In 2004, the Department of Housing declared its intention to eradicate informal settlements in South Africa by 2014. This followed the unprecedented housing backlog, proliferation of informal settlements, social exclusion and the inability of municipalities to provide basic infrastructure to urban poor households. However, despite these bold interventions by government, the study demonstrates that the provision of low-cost housing can be viewed as a wicked problem. Wicked problems are described to be “ill-defined, ambiguous, and associated with strong moral, political and professional issues”. The study, therefore, concludes that given the complexities surrounding the provision of low-cost housing in South Africa, the government’s ambitions to resolve housing backlogs by 2014 appear to be a far-fetched dream.

- Description: The purpose of this study is to investigate to what extent foundation phase teachers adapt Curriculum 2005. The study was guided by two research questions: (1) What are the critical components of Curriculum 2005 (foundation phase)? (2) What are the adaptations that teachers have made in teaching this curriculum? The specific focus of this study is foundation phase teachers’ initial implementation of the revised version of Curriculum 2005, the Revised National Curriculum Statement (RNCS). An Innovation Configuration Checklist was developed identifying the critical components of the RNCS and the variations of each. Using the checklist, foundation phase teachers were surveyed to establish the adaptations being made during implementation. The findings of this study indicate that there is less active learning and more teacher directed activity than is required by the RNCS. Assessment appears to be a problem area. Most teachers understand what is expected of them in terms of assessment and attempt to put it into practice. Assessment has however, proved to be burdensome and time consuming. Teachers’ planning demonstrates a sound understanding of the procedures to be followed. Teachers do however, need support in terms of deeper pedagogical content knowledge. Although teachers comply with the technical aspects of curriculum development they neglect the emancipatory aspects of the RNCS. The situation in foundation phase classrooms might be described as one where much change is taking place, but little transformation is happening at present. Teachers are nevertheless, reflecting on how to improve their teaching and continue to explore ways to adapt and improve the RNCS.
