It examines how monitoring and evaluation policies are important in governance deliverables, such as transparency, accountability and learning, influences public administration practice. The exchange between democracy and monitoring and evaluation was demonstrated by assessing how the country managed democratic transition, the influence of globalization on country practice, and specifically how the developmental state advances governance. It also focused on other focal points of how performance management policies in the public service are being utilized to assist Eastern Cape Department of Human Settlements. The study looked at the „new‟ role of performance management systems in meeting „performance information needs‟ of public sector managers as a potential area for further research. This type of research is qualitative in nature as it used documents to elaborate on matters. This study uses documents of the department as a case study to gain more insight about the department as well as the theory of change to guide the study.

The literature review further establishes that there are several challenges that hinder the effective implementation of a performance management system in the municipality. Other findings of the study include that there is a challenge in setting the unrealistic performance targets which are unrealisable by employees. These are the reasons why productivity levels are not always realised and targets not achieved by Lukhanji municipality. The main findings of the study are that, although performance management systems play a significant role in the improvement of service delivery, it has not contributed in the improvement of employee productivity of the Lukhanji municipality. The main recommendation on the basis of this finding is that there should be thorough and regular training of officials within the Lukhanji Municipality about the performance management system and how it influences productivity and service delivery. In conclusion, the Municipal Executive Mayoral Committee should demand verifiable evidence to justify a higher rating during quarterly assessments, and that punitive disciplinary measures be taken against those who do not comply with the provision of the performance management system framework, particularly failure to submit performance instruments.

- Description: The purpose of this study is to conduct an assessment of the role of civil society organizations with regards to poverty alleviation. The study is conducted in Amathole District, Eastern Cape Province. The sample for the study is constituted by 3 civic society organizations (CSO), which are located in 3 local municipalities; namely, Amahlathi (Ikhwezi Women Support Center), Mbhashe (Nyhwara Home Base), and Mnquma (We Care Ministries) Local Municipalities. In terms of the data collection, semi-structured interviews were conducted with 14 officers from these civic society organizations. Concerning the research design, a combination of a qualitative and quantitative research approach was used. Concerning the findings of the study, the following points were noted: the different forms of interventions by civic society organizations, poverty eradication strategies, challenges that were experienced by civic society organizations, and the logical framework versus unexpected changes. It is probably safe to make mention that CSOs in the Eastern Cape portray a positive attitude and willingness to learn to manage the organizations better. The continuing support from the Department of Social Development will go a long way to assist the CSOs to become sustainable, in the context of management and efficient running of these organizations. The study thus concluded that specific benefactor-beneficiary dynamics are crucial for the success of any anti-poverty intervention. A greater need for the robust pro-poor social policy, availability of resources with which to translate it into action, and local entrepreneurial potential do not in themselves bring about success; they must operate in a certain way and be supported by certain principles and commitment for them to become powerful proper vehicle for alleviating poverty.

Lastly, the research was to find the best model for cooperative development and what needs to be done to enhance the capacity of the cooperatives. The literature indicates that staff must be equipped with necessary skills; however it is evident that training and development is essential for the members of the cooperative. Questionnaires and interviews were used as a method of collecting data from the respondents. In this study, both qualitative and quantitative methods were used to analyse the data. The research assumption was that cooperative development is a viable tool for economic development of the rural areas. This can help many South Africans and many communities come out of poverty. However, there are limitations that were caused by the inability of government to co-ordinate cooperative development. Despite the role that cooperatives play in South Africa, cooperatives still experience a number of challenges. These challenges are, amongst others, lack of access to finance, lack of access to market, lack of business skills, lack of infrastructural facilities and lack of knowledge about the cooperative. In view of the challenges facing the cooperatives, the government instituted a number of state departments and parastatals for funding and other necessary support. These are DTI, DEDEA (in the Eastern Cape), ECDC, South African Development Agency (SEDA), Department of Labour and municipalities. The objectives of these support institutions are to provide necessary support needed by cooperatives and to ensure that cooperative development is sustainable.

Assess the strides and achievements that Walter Sisulu University as an institution for higher learning has achieved in terms of advancing economic development in KSD municipality. In accordance with these aims, an investigation of respondent’s perceptions the role played by WSU was undertaken. The participants were 20 staff members from three faculties and two units in Nelson Mandela Drive campus of Walter Sisulu University. Using purposive sampling to select the research respondents, data was collected. The researcher also used journals, articles and books, both published and unpublished to collect data. A quantitative and qualitative data analysis was used in order to draw conclusions about the strides taken by WSU, and satisfaction of respondents with the existing programmers offered at Walter Sisulu University. Empirical evidence concerning problems with implementation of research initiatives that support community-based research and business research as supported by the mission and vision of the institution has been uncovered. In spite of the clearly articulated mission statement and the vision of this comprehensive university, the research revealed that the institution is lagging behind in delivering its mandate. On the basis of the findings, recommendations for enhancing economic development in KSD were put forward.

To ensure that the problem of shortage of skills is addressed the government came up with policy strategies that were aimed at ensuring that the workers are equipped with the right skills within the work and in different institutions. The government came up with different policy frameworks that supported skills development of the South African Workforce. The current study of challenges facing Skills Development at Victoria Hospital has shown that the health sector in South Africa is stills fraught with shortage of skilled manpower although there are policy provisions that promote and encourage training and development of the employees. The findings from the study have indicated that at Victoria Hospital there is an ageing workforce and that the employees are not knowledgeable of skills development programmes that are taking place. The findings of the study also indicated that perceived organizational support, demographic factors, political and legislative policy frameworks are important factors to consider in ensuring the success of skills development or training programmes within the health system in South Africa. - Description: The aim of this study was to determine and investigate the extent to which the Department of Treasury and Planning manage public finance making use of relevant private sector techniques and strategies. Financial management is a critical element of good governance and it requires a great deal of attention with parallel internal systems and controls. The study determines the role of various bodies within the public finance environment and the relevant legislative frameworks towards efficient and effective financial management by departments. The Public Finance Management Act(1999) and National Treasury Regulations (2009) require all government departments to ensure accountability on resource allocated to be able to measure value for money in relation to the delivery services to communities. The primary objective of this study was to assess the effectiveness and efficient management of public finance in terms of the PFMA as the legislative framework and the MTEF as a financial management tool. The Constitution Republic of South Africa (Act 108 of 1996) makes a provision that all the three government spheres to be developmental-oriented in nature with clear accountability and transparency lines towards service delivery. On the same breath, The Public Finance Management Act of 1999 (PFMA) is meant “To regulate financial management in the national government and provincial governments; to ensure that all revenue, expenditure, assets and liabilities of those governments are managed efficiently and effectively; to provide for the responsibilities of persons entrusted with financial management in those governments; and to provide for matters connected therewith”. With the above introductory contentions from different authors and researchers, this study will basically be on providing more details on the policy documents namely; PFMA so to establish the nature and extent to which effective and efficient financial management has improved good governance in the Department of Treasury & Planning, Eastern Cape Province.

- Description: The aim of this study was to determine and investigate the extent to which the Department of Treasury and Planning manage public finance making use of relevant private sector techniques and strategies. Financial management is a critical element of good governance and it requires a great deal of attention with parallel internal systems and controls. The study determines the role of various bodies within the public finance environment and the relevant legislative frameworks towards efficient and effective financial management by departments. The Public Finance Management Act(1999) and National Treasury Regulations (2009) require all government departments to ensure accountability on resource allocated to be able to measure value for money in relation to the delivery services to communities. The primary objective of this study was to assess the effectiveness and efficient management of public finance in terms of the PFMA as the legislative framework and the MTEF as a financial management tool. The Constitution Republic of South Africa (Act 108 of 1996) makes a provision that all the three government spheres to be developmental-oriented in nature with clear accountability and transparency lines towards service delivery. On the same breath, The Public Finance Management Act of 1999 (PFMA) is meant “To regulate financial management in the national government and provincial governments; to ensure that all revenue, expenditure, assets and liabilities of those governments are managed efficiently and effectively; to provide for the responsibilities of persons entrusted with financial management in those governments; and to provide for matters connected therewith”. With the above introductory contentions from different authors and researchers, this study will basically be on providing more details on the policy documents namely; PFMA so to establish the nature and extent to which effective and efficient financial management has improved good governance in the Department of Treasury & Planning, Eastern Cape Province.

The public service is enjoined by the Constitution to provide services that citizens need, and for this reason it is in need of educated, trained and professional public servants, especially in the technical, professional and managerial categories. The department also recognized the potential of public–private partnerships (PPPs) to improve performance in the areas of transformation and service delivery, and that it required investments aimed at developing and strengthening public management capacity. However, the effectiveness of the PPP as a mechanism for capacity development, remained unknown. The literature reviewed overwhelmingly supported the assertion that human capital development is critical for performance in the public service. The review also highlighted the importance of partnerships, especially the role of the private sector in the area of capacity development, advancing the argument that PPPs should be pursued in order to leverage ideas, resources, and capabilities to achieve public service goals. Various research tools, namely interviews, questionnaires and document analysis were used to conduct the study. Data collected and analysed provided empirical evidence of improved performance of both the individual managers and the department in the functional areas of financial governance and management; programme and project management; as well as ethics and professionalism. It suggested a strong correlation between training, capacity development and service delivery. This research found the DEDEA/National Business Initiative (NBI) PPP initiative, as a capacity development mechanism to enhance the performance of the department‟s employees, effective. On strength of the overwhelming evidence gathered through this research, it strongly recommends that the programme be rolled out to other employees.

The study was conducted at ward 40 in Green bushes area in Nelson Mandela Metropolitan Municipality (NMMM). A quantitative research method was used in this study. Random sampling is the type of probability sampling method that was used in this study. The sample consisted of 100 respondents above 18 years who were randomly selected from the beneficiary list of for the RDP houses in Green bushes area in the Nelson Mandela Metropolitan Municipality. Data for this study were collected using close ended questions which were administered by the researcher to the selected participants. Data was analysed using bivariate and descriptive statistics according to the identified themes. The study revealed that community members had high knowledge levels regarding Drug Resistant TB and HIV and AIDS prevention, transmission modes and diagnosis and treatment methods. The findings revealed that community members were highly knowledgeable and aware of the fact that abstaining and practising safe sex were means of preventing the spread of HIV and AIDS as it was spread through unprotected sex, while opening of windows and minimisation of close contact with HIV positive people and children with people infected with Drug Resistant TB are infection control measures or methods of preventing the spread of the disease. Additionally, the study indicated that female respondents were more aware and knowledgeable about prevention, transmission modes and diagnosis and treatment of Drug Resistant TB and HIV and AIDS than male respondents. Furthermore, the findings revealed that the respondents were highly knowledgeable and aware about transmission of Drug Resistant TB and HIV and AIDS; knowledgeable about prevention and less knowledgeable about diagnosis and treatment. A high percentage of female respondents knew that there was no vaccine to neither prevent nor cure HIV and AIDS and that antiretroviral drug were used to manage it. The study also showed that female respondents knew that all people irrespective of race and economic class can be infected with Drug Resistant TB and HIV and AIDS. It is important to note that the respondents between 41-60 years possessed more knowledge regarding Drug Resistant TB and HIV and AIDS than the respondents who were between 18-40 years. Lastly, the study showed that there were significant differences in gender and knowledge and no significant differences in age and knowledge of the respondents regarding Drug Resistant TB and HIV and AIDS. It is recommended that in future, research regarding knowledge levels about Drug Resistant TB and HIV and AIDS be extended to other wards in the Nelson Mandela Metropolitan Municipality (NMMM). Accurate knowledge should be provided by ensuring that educational materials that are developed, are appropriate for the various levels of literacy, and that more appropriate and relevant information regarding these diseases is made more accessible to community members in their home languages. The researcher further recommends that during training interventions and educational campaigns more emphasis should be put on prevention, diagnosis and treatment of Drug Resistant TB and HIV and AIDS.

There is fear that the Austerity Measures will negate the outcomes of the action taken by the teams that visit the schools. The reviewed literature is more biased towards the Austerity Measures in the whole government sector rather than in a department or an institution like the Education District in Idutywa. Even though the effects of Austerity Measures have been researched all over the world based on a specific country, there is deficiency of such literature done in the institution like the department of Education Districts. The researcher intends contributing to the filling of this gap by this study. The researcher therefore carried out a focused study of the effect of Department’s Austerity Measures on on-site school curriculum support in Idutywa Education District. It is also imperative to know how the teachers are affected by these departmental Austerity Measures, hence the interviews were carried out with the school personnel in addition to the District Professional staff. The District is characterised by poor performance in both Annual National Assessment (ANA) and the final National Senior Certificate results. The findings revealed that the implementation of AM have contributed to, amongst other things, the following issues: The inadequate on-site school support for curriculum delivery; The shortage of resources that includes teachers and vehicles; and ultimately the learner underperformance The researcher expect that the recommendation made will be embraced and be factored through, during the planning process of the Eastern Cape Department of Basic Education in order to improve learner performance.

The Constitution of the Republic of Malawi 1994, Chapter 3, Section 13 recognizes public trust and good governance as some of the fundamental principles of National Policy and thereby promised to introduce measures which will guarantee accountability, transparency, personal integrity and financial probity and which by virtue of their effectiveness will strengthen confidence in public institutions. In order to improve service delivery and fulfill the stated constitutional imperatives, the Malawi Government issued the following statement in 2008, one of our cardinal agenda is reform aimed at changing the way things are done in the public service so that it becomes more efficient and responsive to the needs of all Malawians. As a Government we realize that no matter how brilliant plans and development agenda can be, they will be frustrated unless major reforms are initiated and implemented to facilitate required changes to support the development process. Major changes are necessary in values, beliefs, norms, attitudes and mindsets to help create an enabling environment for the effective management of reforms across the public service. We need to move away from the business as usual type of attitude and fully account for time that we are paid for from public funds if we are to join the prosperous nations (National Framework for Public Sector Management Reform, June, 2008).

The areas explored through this research are social, economic, physical and community wellbeing of the Mdantsane residents. This research evaluates the impact of the MURP on the lives and the livelihoods of beneficiaries (Mdantsane residents). Their perceptions and experiences are thus fundamental to determine the extent to which their lives have been affected through the implementation of the MURP. The areas explored through this research are social, economic, physical and community wellbeing of the Mdantsane residents. The study reviews the opinions and views of the various stakeholders and beneficiaries affected by the MURP and based on these, draws some conclusions and provides recommendations on what could possibly be done by the gBCMM in its implementation of the MURP.

The study was conducted to determine the benefits and limitation of informal trading in promoting sustainable local economic development in the Intsika Yethu Municipality. South African municipalities for various reasons fail in providing local economic development friendly environment and more developmental and inclusive informal economy policies and by-laws. The objective of the study was to assess the benefits and challenges which might hinder the maximisation of benefits in the sector. The literature was reviewed with the aim to integrate published academic data on the benefits and limitations of informal trading in promoting sustainable local economic development. Data for the study was sourced from the literature and questionnaires administered to respondents who were selected by means of a purposive sampling technique. The respondents from which data was collected were 18 and a qualitative research approach was used as a main research methodology. The responses obtained were subjected to content analyses. The main findings of the study include; informal traders are uncoordinated, informal traders are faced with challenges which hinder their success, majority of respondents see benefits from informal trading, the informal sector of responds to triple social ills and all respondents started up businesses due to the inability of the formal sector to create job opportunities that are permanent and enough for everyone. In response to the findings about the main recommendation made is the improvement of communication between government and informal trader for the sustainability of municipal programs.

- Description: Local Government has an obligation to provide access to basic services in an economical, effective and efficient manner within their limited financial resources and capacity. However, municipalities are struggling to provide these services because of non-payment by the communities. The non-payment for municipal services dates back to the apartheid regime, where non-payment of services was a means of protesting the apartheid government but that protest is becoming a thorny issue in the current democratic government of South Africa. Municipalities are currently facing increasing challenges with regard to service delivery due to insufficient revenue collection. The South African legislative framework provides for municipalities to collect revenue but it has been shown in this study that municipalities have not been effective in dealing with the revenue collection and as a result, municipalities’ constitutional mandate is in dire straits. Revenue collection needs to be addressed for municipalities to be successful. With the use of qualitative methodology, this study found that the Bitou Municipality is struggling to decrease the current rate of outstanding debt and the attempts undertaken by the municipality to address revenue collection have not yielded the intended results. The study was aimed at identifying the challenges behind non-payment for basic services, identifying the debt and credit control strategies employed by the municipality in revenue collection and their effectiveness or non-effectiveness and assessing the municipality’s methods of credit and debt control. The theoretical data in the study was analysed in order to answer the objectives of the study and the challenges emanating from the non-payment for municipal services in the Bitou Municipality. The study found that non-payment for municipal services is an on-going problem.

- Description: My motivation to conduct this study was triggered by my exposure to the challenges which form the basis of this study. Being employed in the same environment as the respondents, it became natural for me to resolve to investigate the challenges facing these Health Professionals with the purpose of not only establishing what the challenges are but simultaneously propose remedial solutions to mitigate their impact. This study is both qualitative as well as quantitative to make sure that both the numerical as well as the social issues which impact these professionals‘ work were captured in the study. The assumptions from which the study moved were largely confirmed by the respondents. The recommendations which the researcher proposes to mitigate the challenges are informed by her own experience as well as the responses which were elicited from the respondents. While the study does contribute in a way to the body of knowledge, it is cautioned in the concluding chapter that recommendations made must be considered with this caution in mind as the study was limited to a specific environment – the OR Tambo District Health Municipality.

- Description: The purpose of this study was to investigate the extent to which the Beacon Bay Community Police Forum in the East London area has implemented the Community Police Forum (CPF) uniform constitution. The main research question of this study was: To what extent has the Beacon Bay Community Police Forum in the East London area implemented the uniform Community Police Forum (CPF) constitution? The theoretical framework that guided this study was the broken windows theory. The literature review looked into the following: existing knowledge based on the assessment of the implementation of the uniform CPF constitution by the Beacon Bay Community Police Forum, the regulatory framework and an overview of the role and functions of the community police forum (CPF) in South Africa, lack of awareness and representativeness as challenges to community police forums effectiveness, inadequate resources in the implementation of an effective community policing forum, lack of trust between the police and the community and the issue of corruption as challenges in the implementation of CPF. The qualitative research method was used in this study. The case study design was also used. The researcher used the purposive sampling technique to select six community members and four community executives of the Beacon Bay CPF in the East London area. Face-to-face in-depth individual interviews were used to gather in-depth data. The manual method of analysis was used. The researcher analysed the data by capturing the patterns and direct words of the participants who were interviewed through note taking. Themes were drawn from the responses of the participants and analysed. Some of the findings were that: Community members did not know exactly when the CPF was implemented, the CPF was not effective, community members did not attend CPF meetings and had negative attitudes towards CPF, the police worked better with the rich people rather than the poor ones and there were some influences of politics in the CPF. In addition, the resources lacking at the CPF were: SAPS staff, shortage of police stations and insufficient vehicles at the police stations. Furthermore, some police worked hand-iniv hand with the criminals and the repercussions of poor trust between the community and the police included: community members taking the law into their own hands, poor handling of criminal cases, and escalation of crime in the community. Some community members noted the positive effect that the implementation of the community police forum had as they could now engage the police directly on matters relating to crime and how they think such challenges can be addressed. The researcher made some recommendations towards an effective implementation of the Community Police Forum in Beacon Bay in East London.

Based on change theory and a selected change management model, the framework for change management and issues related to it were constructed. Additionally, a synthesis of the most important phases and interventions in a strategic change process or project was created. The phases included: starting point, planning, implementation and evaluation, and securing. Various literature sources were consulted during the study. Inter alia, these included Lewin’s change management model, which states that change has to follow three stages—including, unfreezing, moving and refreezing. All these stages by Lewin(1951) emphasise the critical management role in driving planned or proactive change in order to address the likely emergence of resistance by observing a systematic process. A qualitative approach was utilized in order to solicit in-depth information using a structured questionnaire. Respondents were visited by the researcher in their offices, to gather data. To this effect, a total 25 respondents from the top management, councillors and middle management were sampled and interviewed accordingly. According to the findings of this study, important change management phases were recognized through researching theoretical literature—starting, planning and implementation phases. Empirical information at the starting phase involves analysis of the current and desired states and the need for change accompanied by guiding coalitions. In the planning phase, the most important interventions is project formulation, action plan development, analysis of prior and current strategic change initiatives and organizational structure analysis. In the change implementation phase the interventions of importance are the launch, quick-wins, creation of a sense of urgency, management of change resistance and communication of the change.
