Community capacity-building in question? : finding a "missing" variable in the integrated development planning process in Berlin, Eastern Cape, South Africa

- Description: This study explored the measures adopted by Buffalo City Metropolitan Municipality for capacity building of rural community members to participate effectively in the Integrated Developmental Planning (IDP) process. Focus was on the rural areas of Berlin. Existing studies suggest that, due to low literacy levels and lack of knowledge and understanding about local government issues and the benefits of participation, rural residents have little knowledge of their rights, roles and responsibilities in the IDP process, and do not know the structures designed to enhance participation. The present study was conducted against this backdrop. A mixed-methods research approach was employed, utilising quantitative and qualitative research techniques. A survey was conducted with members of four rural villages in Berlin in the Buffalo City Metropolitan Municipality, Eastern Cape, South Africa. Questionnaires, with open and close-ended questions, were utilised, while in-depth interviews were conducted with IDP officials at Buffalo City Metropolitan Municipality. The findings show that, while the Municipality did have community capacity-building measures in place; these were more about building the capacity of local government councillors and other local government officials and not rural community members. Whereas the municipality believed the capacity building of councillors would translate to building the capacity of rural community members, capacity building of rural community members did not happen. Community members appeared not to understand the IDP process, an indication that whatever capacity-building measures were targeted at them had no real effect in terms of engendering meaningful participation.

It does this by examining the first 15 years ofdemocratic rule in South Africa. While there were many organisations that participated in the liberation struggle such as the African Peoples Organisation (APO). the lndian Congresses. the Pan Africanist Congress (PAC). Unity Movement as well as the African National Congress (ANC). the focus ofthis thesis is restricted to the ANC. In this case it examines what were the objectives and subjective reasons for the participation ofthe ANC in the liberation struggle. These questions are examined from the perspective ofthe ANC as one of the liberation movements that ultimately assumed power and had an opportunity to implement its vision and programmes in a new state. ln this way. this work shows that the objectives ofthe liberation struggle were aimed at replacing the apartheid racial order with a non-racial and non—sexist society where all its members are equal citizens. The thesis seeks to examine the feelings ofthe liberation struggle by looking at songs, poetry. photographs. documentary films. museums and monuments. The role of rural agriculture in improving household food security : the case of Nkwalini-Bafazi in Elliotdale

- Description: The problem that is researched relates to the tendency of rural people to abandon agriculture in favour of wage employment and non-agricultural informal activities, and the existence of large areas of underutilized arable land in rural communities. This study explored the specific role of agriculture in the rural communities. The need to improve the quality of life of rural households through the promotion of agriculture and industry gave rise to the implementation of the Siyazondla Homestead Food Production Programme. In this strategy it is envisaged that vibrant, equitable and sustainable rural communities and food security for all will be achieved. The main research question underpinning this study relates to the role of rural agriculture in Nkwalini-Bafazi in meeting the set objectives of the project; such as improving household food security; equipping farmers with necessary skills in order to promote agricultural productivity. The research question can further be captured in these two queries: i) other than the reasons already known for the decline of agriculture in rural areas of South Africa (e.g poor extension services, poor soils, lack of market and so forth); what other fundamental reasons may be there for the poor performance of agricultural production in the communal areas? ii) What role, positive or negative has the government and its agencies played in respect to agricultural development in communal areas. The study, through qualitative methodology, sampled households in Nkwalini-Bafazi who are part of the Siyazondla Food Production Programme. The study investigated the role of agriculture in improving the livelihoods of rural people; and what strategies are required to promote agriculture so as to make contributions for future policy directions. Although this programme has been successfully initiated, from the findings of the study it is evident that beneficiaries are facing many challenges. It is crucial for the South African government to implement mechanisms to ensure that farmers will obtain incentives for farming activities, promotion of food security and rural local economic development, in order to redress the imbalances of the former apartheid regime.

- Description: Previous studies of the effect of exercise therapy on scoliosis have demonstrated progression of spinal curves despite vigorous exercise regimens. This study presents evidence to the contrary. Ten children with functional scoliosis and attendant upper thoracic asymmetries were analyzed both before and after a specific exercise therapy programme, in order to determine the effect of the therapy on spinal functionality and the scoliotic curve. The effect of this intensive treatment, in which the subjects underwent a five-month exercise training programme with a total of 60 one-hour sessions, was investigated in a controlled clinical trial. A subjective and objective appraisal of posterior trunk asymmetry in schoolchildren aged 7-18 is reported. Selected functional and anthropometric measurements were made before and after the treatment, and antero-posterior x-rays were used to indicate changes in the scoliotic curve. New methods are described for quantifying the scoliotic curves in each child. Post-treatment tests showed a significant (p<0.05) decrease in Cobb's angles as well as a significant reduction in all the spinal and thoracic functional asymmetries observed in the study. The findings suggest that selective exercise programmes can contribute to improvement in cases of functional scoliosis. The study sheds new light on problems related to scoliosis and the benefits of exercise rehabilitation. Data on the incidence of scoliosis amongst 1052 black children are also presented and discussed.
