A formative intervention for developing Learner Representative Council (LRC) voice and leadership in a newly established school in Namibia

- Description: In Namibian schools, learner voice and leadership are being promoted through the policy document entitled the Education Act 16 of2001 which provides an opportunity to establish Learner Representative Councils (LRCs) in secondary schools. However, recent studies have found that this body of learner leaders do not function all that effectively and sometimes exist for the sake of adhering to the policy. This prompted me to conduct an activity theoretical interventionist case- study within the critical paradigm, to develop LRC voice and leadership in a newly established Namibian school. Framed by Cultural Historical Activity Theory, the study was divided into two phases to answer the over-arching question: How can LRC voice and leadership be developed in a school? Phase one was largely interpretive, the contextual profiling phase, where document analysis, individual interviews, questionnaires and observations were used to generate data to answer the following research sub-questions: How is learner leadership understood in the school? What leadership development opportunities for the LRC currently exist in the school? What underlying factors constrain the development of LRC voice and leadership in the newly established school? Phase two of the study was the expansive learning phase, which consisted of three intervention workshops. The Change Laboratory method and a focus group interview were used to generate data in response to the last research sub-question: In what ways can LRC participation in a Change Laboratory process contribute to their leadership development? Data generated were inductively and deductively analysed, using the activity theoretical principles of contradictions and double stimulation. Data revealed that learner leadership was largely understood as managerial roles carried out by the LRC in the school. Unlike many schools in Namibia, this case-study school offered numerous leadership development opportunities for the LRC. The community networking events such as: School Exchange Programmes, Town Council breakfast and Junior Regional Council, were opportunities offered to the LRC to solicit information, exchange ideas and discuss matters of common interest with the LRCs of the fully established schools. However, there were a number of challenges that constrained LRC voice and leadership development, the major one being the fact that this was a newly established school. Of significance was that LRC participation in the Change Laboratory process contributed positively to the development of voice and leadership in learners. During this Change Laboratory process, the LRC developed a new artefact - the vision and mission statement of the school - this signified that the learners expansively transformed the object of their activity. Recommendations emerging out of the study included that the School Management Team see the ‘newly established’ status of the school as an opportunity for development, rather than a limitation, and therefore invite the LRC to participate in the different leadership practices as the school becomes established. A significant recommendation for school leadership research is to use the third generation of CHAT to expand the unit of analysis, in order to understand the leadership relations and power dynamics between multiple activity systems in schools as complex organisations.

One of the policies introduced to promote democracy in our schools was The Educational Act 16 of 2001, which gave birth to the establishment of Learners Representatives Councils (LRC) in schools. The LRC body is the legal learner leadership body established to ensure learners are represented in school leadership. However, various studies have revealed that this legal body of learners in many schools has been merely ‘rubber-stamping’ decisions made by teachers; learners have had very little input in decisions that affect them as learners. Thus, I was prompted to conduct this formative intervention study on learner leadership at an urban combined school in Namibia. Informed by distributed and transformative leadership theories, the study aimed to develop leadership within the LRC members and the needed expansive transformation regarding leadership practices in school. The intention was for learners to be enabled to practice their democratic right in decision-making processes in matters that concerned their schooling and learning. This study was theoretically and analytically framed by second generation CulturalHistorical Activity Theory. The participants included 12 LRC members, the LRC liaison teacher, the class register teacher, three school management team members and the principal. The research method was a case study, underpinned by the critical paradigm to bring about the fundamental expansive transformation in learner leadership practices at the case study school. This qualitative study was divided into two phases, a contextual profiling phase and an intervention phase. Data were generated through document analysis, observation, questionnaires, focus group interviews and Change Laboratory Workshops. The data were generated to answer the over-arching question: How learner voice and leadership can be developed within a Learner Representative Council (LRC) in an urban combined school, Namibia. The data were analysed inductively and abductively. The key findings were: first, there were a variety of understandings of the concept learner leadership; second, the involvement of LRC members in decision-making processes was limited to involvement in organising extracurricular activities and controlling of other learners at school; third, leadership development opportunities for learners at the case study school were only provided through training at the beginning of the year and the LRC carrying out various activities and roles at the case study school. Several challenges that constrained the LRC voice and leadership development were surfaced and, through Change Laboratory Workshops, the participants of the activity system together with me (the researcher-interventionist), identified the expansive learning opportunities to develop leadership amongst Learner Representative Council (LRC) members. In the final analysis, this study will contribute to the production of knowledge on the concept of learner leadership in the context of Namibia. Fellow scholars, professionals, colleagues and policy makers in education are requested to engage with this thesis to contribute to our understanding of this important aspect of our field and speak back to policy.

In South Africa, Outcomes Based Education (OBE) has identified critical outcomes (skills) across all subject areas such as problem solving, teamwork, fostering critical thinking etc. as a way of responding to these pressures and concerns. But OBE has been criticised for lacking the necessary tools to develop these critical skills and to promote cross-discipline learning. One innovative way of offering transformative teaching, instruction and learning that may foster the development of these critical skills, particularly those concerned with critical thinking, is by using geographic information systems (GIS) technologies. The scope for using these technologies in secondary education is now being realised for teaching the more generic, cross-discipline skills described whereby students are learning not only about GIS but also with GIS. This realisation provides the opportunity to create flexible, computer-based learning materials that are rooted in authentic, real-world contexts, which aim to enhance the cognitive skills of the students. If these technologies can be used in an innovative way to develop critical outcomes and skills, a model needs to be defined to aid the design and development of learning materials using these technologies for use in schools. The primary aim of this study has been to develop such a model; a model which emphasises the development of real-world learning materials that develop higher-order thinking skills in learners. Another key product of this study is the submission of a comprehensive yet flexible framework for evaluating instructional design models found in the educational literature in order to determine if these design models can be used to develop learning materials forparticular contexts.

The first of these threads, the colonial root of the school, is explained in a discussion of the Grammar School, attached to the Cathedral of St. Michael and St. George, that utilised the Huntly Street facilities from 1851 to 1902. The second thread is the strong tradition of caring for the underprivileged. This is traced through following the development of the educational works of The Community of the Resurrection which involves the discussion of various schools at different locations in Grahamstown. The current school on the Huntly Street premises, The Good Shepherd School, forms, however, the focus of this study, which draws on all the histories of its forerunners and their historical locations. Historical social science methods and procedures were used in the research. This was done through documentary analysis of evidence as well as through semi-structured interviews, creating an interpretative account of how the school has affected people's lives. The conclusion reached is that The Good Shepherd School has contributed greatly to the education of underprivileged people in the Grahamstown area. It appears to be an outstanding example of a school offering a well-rounded, caring education when this was historically denied to many people in South Africa.

- Description: This dissertation is a narrative account of a self-study undertaken with the primary aim of positively influencing the morale of colleagues in my school department. It addresses an area of personal and professional concern where my values were being denied in my practice. As a Head of Department, I was worried that the low morale of my colleagues would negatively impact on the quality of teaching and learning at school, and on their own mental health. Situated within self-efficacy theory, my study reflects the values I attach to human dignity, respect, fairness, honesty perseverance and caring. These values were applied as the living standard by which I judged the quality of my leadership practice. I describe how I used an Action Research methodology as a living transformational process to reflect on my own leadership in terms of how I could influence the development of positive morale in the department. My findings offer new conceptualisations about how teachers can take action to improve the emotional climate of the school. I am claiming that the significance of my research is grounded in my ability to facilitate an improvement in the low morale of myself and my colleagues in order for us to ultimately contribute to self and school improvement.

This includes the advancement of the Education for Sustainable Development (ESD) policy in formal school curricula. If effectively implemented, ESD can be a significant educational intervention in southern African countries’ development trajectories. ESD incorporates the environmental, social and economic pillars of Sustainable Development and it has the potential to curb issues such as poverty reduction, climate change, biodiversity loss and unsustainable patterns of consumption and production. This qualitative case study investigated factors that have historically shaped, and currently shape, the emergence of ESD implementation in the Senior Primary English curriculum in the Khomas Region of Namibia. As a critical realist enquiry, the study sought to go beyond interpretations of the empirical to identify causal mechanisms in the domains of ‘the actual’ and ‘the real’. The study was guided by Margaret Archer’s theory of Morphogenesis / Morphostasis and her methodological tool of ‘analytical dualism’. The case record consisted of educational documents, teacher questionnaires and semistructured interviews. The morphogenetic approach highlighted how the implementation of ESD through the Senior Primary English curriculum from 1990 to 2018 was conditioned by the interplay of social and cultural structures and mechanisms and human agency, particularly teachers’ agency. The study revealed that although ESD implementation has emerged in the Senior Primary English curriculum, its emergence is not synchronous with the structural and agential entities. The findings point to a policy-structure mismatch which has relevance for policy makers, practitioners and other ESD stakeholders. The significance of this study is that it stands to fill a research gap regarding ESD implementation in Namibia’s Senior Primary English curriculum. The study makes recommendations for tangible ways to strengthen ESD practice in Senior Primary English teaching in Namibia such as increasing professional development opportunities to orientate teachers to ESD, strengthening networks that can build teacher agency in relation to ESD, and promoting a theme-based approach to ESD practice in English Language teaching.

The study makes recommendations for tangible ways to strengthen ESD practice in Senior Primary English teaching in Namibia such as increasing professional development opportunities to orientate teachers to ESD, strengthening networks that can build teacher agency in relation to ESD, and promoting a theme-based approach to ESD practice in English Language teaching.

These participants were purposefully selected because of their knowledge and experiences with various aspects of the BETD program. The motivation for conducting this study was to gain a better understanding of some of the issues that have been raised about the BETD program, particularly the perceived inadequacy of mathematical subject content and methodology since the inception of the program. The study adopts a qualitative approach in reporting participants’ reflections. The views of the focal educators and documents such as syllabi and course outlines were the main source of data. The findings indicate that despite the training that the three BETD mathematics graduates in this study received, the level of mathematics taught in a complementary course, such as an ACE, would clearly better equip mathematics teachers to teach proficiently and facilitate access to institutions of higher learning such as universities. The results of the study revealed that there was a need for the implementation of a complementary course to the BETD in mathematics education for teachers of mathematics in Namibia. This study also provided valuable insights into what such a course could look like.

Many women now have voting rights, follow careers which demand that they work outside of the home, enjoy professional status equal to their male compatriots, occupy top leadership positions in their societies and, furthermore, fulfil their traditional roles of wife and mother. The present study is an attempt to explore a female eader’s perceptions and experience of discrimination in her place of work. The problem has been that although there have been significant changes in women’s increased representation in recent years, it is believed that women who succeed in obtaining top management posts still have to deal with unfair barriers. These need to be more carefully explored and understood. In this study I focus on one female leader’s perceptions and experiences of leadership in an institution of higher learning. The advantages and disadvantages of such a small case study are discussed later. A phenomenological approach was used for obtaining information pertaining to the phenomenon “female leadership”, because phenomenology does offer ways of understanding not offered by other research methodologies. It enables the researcher to enter the lived world of the researched, and understand events and perceptions from a fresh point of view. A semi-structured interview was used to allow the respondent freedom to elaborate on responses in whatever manner she wished. The results obtained indicate that women are in a life-world in which, apart from the general experiences shared with their male counterparts, they are also exposed to many other forms of discrimination. Some of these are subtle, and result from years of socialisation into perceived gender role expectations. I hope that what I have discovered may help to contribute to the small but growing body of literature that seeks to understand women leaders’ experiences, and perhaps in time play a role in enhancing their relative position in education and society at large.

A unified system of educational administration, management, and control was established. The whole educational corps, especially the principals of all our schools, is expected to implement this new system as agents of change. In terms of the vision for a new Namibia, therefore, school principals are seen as occupying positions of central importance. This notion resonates strongly with recent and contemporary leadership thinking. However, a number of concerns prevalent in schools - particularly, increasing student underperformance, worsening disciplinary problems, increasing teenage pregnancy and HIV/AIDS pandemic, teacher qualification, decreasing teacher motivation, lack of training including induction for principals, inadequate support from the top (lack of a support system) and insufficient parental involvement in school matters – make the task of running schools extremely challenging and increasingly complex. How do principals experience these challenges and deal with the complex situations? How do they perceive their role, particularly in light of national aspirations and leadership theory? These are questions I think need to be explored. My research goal was to gain an understanding of Windhoek senior secondary school principals’ perceptions and experiences of their leadership role. My focus was on three purposively selected Windhoek senior secondary school principals representative of both the Namibian ethno-cultural diversity and gender. Data was collected through interviews. I found that the situations in which the principals found themselves during the pre- and post independent periods mainly determined their leadership style and behaviour, however, that did not deter their vision for the transformation of the society, as the ultimate objective and essence of their leadership. The appropriate practicing of their leadership role was being hampered by lack of induction and training, lack of a support system and insufficient parental involvement.

- Description: Few terms in organisational studies inspire less agreement than leadership. It is a slippery concept and much that is written on the subject is confusing and contradictory. Early theories of leadership have, generally, reduced leadership behaviour to a concern for task balanced against a concern for the well-being of employees. This two-dimensional approach has proved to be a limited conceptualisation of leadership. In response, over the past thirty years, researchers have tried to highlight the less rationalistic, more intangible, aspects of leadership. However, there is still very little in leadership research that conveys a sense of the leader as a person. I have argued, in this study, that the reason for this lies in the fact that most leadership research has been conducted along positivistic lines and, therefore, cannot take into account the values, feelings, morals and life experiences of the human beings being studied. Thus, for the human being to take centre-stage in leadership enquiry, a different research paradigm needs to be explored. I have chosen to use phenomenological enquiry as an avenue for examining how John Stoker, the leader of the Rhodes University Mathematics Education Project (RUMEP), experiences being a leader. This is because phenomenology, in both theory and practice, privileges the nature of the meanings that people construct in their lives and that guide their actions. In adopting such a methodology my research findings have examined a number of issues that are of interest to current leadership researchers, however they have also highlighted a number of concerns that have not been explored thoroughly in the leadership literature. These include the importance of the individual leader’s action, intention and will in shaping an organisation, the complex nature of a leader’s creativity within the organisation and possible differences between educational leaders and business leaders. In adopting a phenomenological perspective the eccentricity and fulness of an individual leader’s action is expressed through the research, however, the research also focusses on how the researcher translates and evolving philosophical understanding into sound methodology. Therefore, interwoven into the discussions on leadership there are reflections on how I applied phenomenological theory. The purpose of these reflections is to deliberate on the appropriateness of applying such a methodology to the eclectic field of leadership and to show how my own developing philosophical attitude has transformed into practice.

- Description: This pilot study was aimed at investigating with the aid of a two-tier multiple choice questionnaire, the misconceptions held by pupils in standards 8 and 10 as well as first year Biology students in the area of senior secondary school genetics. It was found that certain of the children's preconceived ideas were altered by tuition while others were unaffected by either age or tuition and consequently warranted the name misconceptions. Four misconceptions were identified in this study and these were seen to be at the root of the difficulties experienced in genetics. They involved plants being seen to be unable to reproduce sexually, an inability to relate meiosis to genetics, a tendency to cling to the Punnett square algorithm when solving genetics problems despite a lack of understanding of the underlying processes and a failure to see the role of chance in genetics. These misconceptions were seen to have arisen because of certain preconceived ideas which hamper the formation of a suitable conceptual framework. The adoption of suitable teaching strategies appears to be the most likely method of rectifying the problem. However, before this can be regarded as conclusive, further research into the concept development of specific aspects such as sexual reproduction, needs to be done. Studies to investigate the most suitable teaching strategy should also be carried out as well as an investigation into the structure of the curriculum

The claims for projective Tree-drawing 'tests' or techniques have been mainly concerned with personality or psychological assessments and sometimes with intelligence testing since Charles Koch first began his work in this field in the early forties. Sandra Michel in "The Tree Test", translated by T . Brown, (unpublished paper), Tomatis Centre (Scarbrough, Ontario, 1980) discusses a Tree-drawing scale that indicates both the developmental level of the child's language ability and his/her motivation towards dialogue and communication at this level. To test this hypothesis a sample of 1094 Tree-drawings was used. The drawings were done by Primary School children of both sexes from Sub. A. to Std . 5, collected over four years of research. These drawings were studied to see if the Tree scale of drawings described by Michel did in fact occur and if they occurred in the sequence she suggests. As a result of these preliminary investigations a developmental scale was devised and proposed as a refinement of Michel's scale. Scores from these two Tree-scales were correlated with English language scores using Pearson Product Moment Correlation Coefficient and the Spearman Rank techniques. The sample for this correlation study was a group of 54 Std. 5 pupils whose English language ability was evaluated by (i) a school English Examination mark, (ii) a Questionnaire scoring receptive and expressive language behaviours and (iii) Verbal I.Q. scores. Others issued are also raised which were not fully covered in the research. It is the hope of the researcher that the project would be a basis for further research on the use of group work in teaching under outcomes based education. This period has been deliberately chosen since Healdtown was largely run by the Wesleyan Missionaries during that time. It must also be mentioned that the administration side of Healdtown has not been covered, since Professor Hewson has given a broad picture of this aspect in his doctoral thesis (1959). Similarly, the situation in the classrooms has not been considered except where appropriate references have been cited by respondents. The stress is on the different activities that took place, mainly in every day life in the Institution. Some of these are the positions of responsibility held by respondents in the Institution and their effect on them (the respondents) in later life. This can be coupled with the contribution the respondents made to their communities after leaving Healdtown. The most important thing about the study is what has been revealed with regard to the three generations: the parents of the respondents, the respondents themselves and the children of the respondents. In this aspect a picture of how elite produces elite has been highlighted. To add more flavour, the memories, both good and bad, have been analysed and in order to see whether these are common or peculiar, a comparison was made with similar day schools (secondary) in Soweto. In the conclusion, especially, the limited opportunities for Black pupils to have secondary education during this period is also highlighted. This goes with the eagerness and efforts shown by parents to give secondary schooling to their children. Last, but not least, in the conclusion to this thesis certain deductions from the study have been exposed. What the graduates think about the future of the Institution together with how they view the pupils of the eighties has received a place. It must also be mentioned that the graduates seem to view Healdtown as having prepared them for life

The troublesome situation has an impact on teachers as they have to spend more time addressing challenging behaviour instead of spending that time on teaching a set curriculum and syllabus. Unfortunately, teachers report feelings of being ill-prepared to deal effectively with the challenging behaviour of learners in schools. Hence it is imperative to consider strategies to foster school discipline to manage and modify challenging behaviour in schools. To date, most researches have shown a major paradigm shift from the punitive disciplinary measures of the past towards a rather preventive and more positive approach. It became inevitable that learner discipline should be correctional and educational – especially after the abolishment of corporal punishment in South African schools. An increase attention has started to concentrate on early identification and prevention of challenging behaviour and on strategies to resolve such behaviour at its earliest appearance. Some of the guiding determinants for this positive approach are vested in maintaining a safe, harmonious and orderly environment that is conducive to teaching and learning. The outcry is to promote and encourage discipline amongst learners. An approach that has been termed school-wide positive behaviour intervention and support seems to address most of the challenging behaviours. Through the use of document analysis, observation and group interviews school-wide positive behaviour intervention and support was embraced. The findings further revealed that through proper planning, implementation strategies, and in-service training positive behaviour approach can be implemented in schools as framework for school discipline in primary schools. School-wide positive behaviour intervention and support will contribute successfully in managing and modifying challenging behaviour, fostering discipline in schools, and to educate learners in the habit of accountability and responsibility for their actions without using punishment following specified rules. Doing so some of the critical and developmental outcomes of education in South Africa will be realized. Although research in this area is limited, there are encouraging signs that a coordinated adoption of validated practice could substantially reduce challenging behaviours and thereby enhance the social and emotional well-being of learners in today’s society.
